ZusammenfassungÜber die Bedeutung von Targetsalden streiten deutsche Ökonomen seit Jahren erbittert. Martin Hellwig hat in Heft 4/2018 der PWP seine Sicht der Dinge ausführlich dargelegt. Demnach ist es verfehlt, Targetsalden als Risikoposition in den Zentralbankbilanzen der Überschussländer zu interpretieren. Die insbesondere von Hans-Werner Sinn vorgetragenen Sorgen wegen des hohen deutschen Targetsaldos beruhten auf falschen bzw. überholten Vorstellungen der volkswirtschaftlichen Zusammenhänge. In dem vorliegenden Beitrag widerspricht Ulrich van Suntum dieser Einschätzung. Er wirft Hellwig vor, betriebs- und volkswirtschaftliche Sichtweisen zu verwechseln und die geldtheoretischen Zusammenhänge zu verkennen. Auch habe er die Diskussion der Problematik unter den Hauptkontrahenten zu wenig rezipiert, obwohl diese zu einem weitgehenden Konsens in wichtigen Fragen geführt habe. Im Ergebnis sei Sinn und dessen Koautoren, nicht aber Hellwigs Gegenposition weitestgehend zuzustimmen.

Abstract:
Global demand for avocados has risen rapidly in recent years, yet supplying fruit that consistently meets consumer expectations for quality remains a challenge in the industry. Body rots in avocado fruit are a leading cause of consumer dissatisfaction. Anecdotal evidence suggests that body rot development may be promoted by mechanical injury at harvest and packing, despite the fruit being hard, green and mature (i.e., unripe) at these stages. Here, ‘Hass’ avocado fruit, harvested across multiple fruiting seasons from commercial orchards, were subjected to controlled impact from drop heights of 15–60 cm at the time of harvest or packing. With increasing drop height, body rot development at eating ripe stage generally occurred more frequently and produced larger lesions at the impact site and, in some experiments, elsewhere on the fruit. These findings refute a general belief that green mature avocado fruit can tolerate a degree of rough physical handling without ripe fruit quality being compromised. Ideally, best avocado harvesting and packing practice should recognize that unripe fruit must not experience drop heights of 30 cm or higher.

Abstract:
This book is framed around two very simple and interrelated questions; what is global power and in what ways does China have it? By focussing on political economy and ideational dimensions of global power, it shows how Xi Jinping, whilst building on what came before, has developed a set of strategic strands designed to bring about (global) change. This does not mean that all Chinese international interactions are a direct result of a clearly coordinated and controlled state project; grand strategy and state interest and intent can be (and indeed, often is) assumed when in reality Chinese overseas actors are utilising their ‘bounded autonomy’ to attain other objectives. The changing nature of China’s global economic role – not least the growth of outward investment – might have been enough it itself to shine a new light on the nature of China’s rise. So too might the way that China’s leaders have articulated their global governance reform agenda and used an ‘occidentalism’ to establish China’s leadership credentials. Or the nature of attempts to influence (or even control) the way that China’s rise is discussed and debated across the world. It’s perhaps not surprising, then, that while a risen China might have gained followership from some, concern about the consequences of China’s rise has increased quite significantly in places where it was previously viewed with less apprehension.

ZusammenfassungDer hier in einem Auszug edierte Text von Hans Reichenbach hat schon vor über vier Jahrzehnten einige Aufmerksamkeit erfahren, als er 1974 von Ulrich Linse ausführlich diskutiert und vier Jahre später von Maria Reichenbach in Übersetzung in Reichenbachs Selected Writings 1909–1953 aufgenommen wurde. Ein Jahr davor hatte sich Andreas Kamlah im Anhang seiner deutschsprachigen Edition von Reichenbachs The Rise of Scientific Philosophy (1951) auf diesen Text bezogen. Sein ursprünglicher Erscheinungsort war ein drei Aufsätze umfassender Band, den Reichenbach gemeinsam mit den Autoren der anderen beiden Beiträge, Hermann Kranold (1888–1942) und Carl Landauer (1891–1983), ediert und als Vorbereitung des 13. Freistudententages im Mai 1913 publiziert hat. Der spätere Wirtschaftswissenschaftler Carl Landauer war seit 1912 Mitglied der SPD. Kranold, der Medizin und Nationalökonomie studierte, trat ebenfalls 1912 in die SPD ein und arbeitete 1919 unter anderem mit Otto Neurath die Sozialisierungsprogramme für Sachsen und Bayern aus.

AbstractOver the past 25 years, digital education has risen to prominence. It has a direct relationship with open education, which can be considered an umbrella term. In this chapter the rise of digital education is explored through five specific educational technologies. These technologies – the web, Learning Management System (LMS), blogs, social media, and Massive Open Online Courses (MOOCs) – all raise issues of control and ease of use. They also have a direct impact on different aspects of open education, which in turn helps inform their development. This chapter sets out the multiple interpretations of open education and their overlap with digital education. By then exploring five educational technologies, common themes are extracted which highlight this intersection of digital and open education.

Abstract:
The presentation will give a brief overview of climate change science. Bubbles of air, trapped in ice, show that temperatures have risen and fallen with the level of carbon dioxide in the air for the past 800,000 years. A dramatic rise in fossil fuel use since the 19th century has led to record levels of carbon dioxide in the air. At the same time the average world temperature has risen by about 1° C. Further rises are likely to disrupt weather patterns and many countries and organizations have declared the goal of reaching 'net zero' emissions by 2050 or even sooner. The vegetable oil industry can contribute by energy saving measures and by the use of oil in making biofuels but the current world production of vegetable oil is only about 200 million tonnes per year compared with over 4 billion tonnes of petroleum. Vegetable oil crops are very efficient using only 6% of global farming land and providing not only oil but large amounts of protein. The oil palm and soybean industries have both been criticized for causing deforestation but their impact has been relatively small compared with some other types of farming.

Abstract:
Locomotives produce vibrations and mechanical shocks from irregularities in the track, structural dynamics, the engines, the trucks, and train slack movement (Mansfield, 2005). The different directions of the irregularities give rise to car-body vibrations in multiple axes including the following: • longitudinal, or along the length of the train (x); • lateral, or the side-to-side direction of the train (y); • vertical (z). The structural dynamics of rail vehicles give rise to several resonances in the 0.5–20Hz frequency range (Andersson, et al., 2005). Resonances are frequencies in the locomotive that cause larger amplitude oscillations. At these frequencies, even small-amplitude input vibration can produce large output oscillations. Further exacerbating the vibration environment, coupling of the axes of movement occurs: Motions in one direction contribute to motion in a different direction. The magnitude of vertical vibration in rail vehicles is reportedly well below many other types of vehicles (Dupuis & Zerlett, 1986; Griffin, 1990; Johanning, 1998). However, a lack of data from long-haul freight operations prevents an adequate characterization of the vibration environment of locomotive cabs. The authors describe results from 2 long-haul whole-body vibration (WBV) studies collected on a 2009 GE ES44C4 locomotive and a 2008 EMD SD70ACe. These WBV studies sponsored by the Federal Railroad Administration (FRA) examined WBV and shock in locomotives over 123 hours and 2274 track miles. The researchers recorded vibration data using 2 triaxial accelerometers on the engineers’ seat: a seat pad accelerometer placed on the seat cushion and a frame accelerometer attached to the seat frame at the base. The research team collected and analyzed vibrations in accordance with ISO 2631-1 and ISO 2631-5. ISO 2631-1 defines methods for the measurement of periodic, random and transient WBV. The focus of ISO 2631-5 is to evaluate the exposure of a seated person to multiple mechanical shocks from seat pad measurements. Exposure to excessive vibration is associated with an increased occupational risk of fatigue-related musculoskeletal injury and disruption of the vestibular system. While this is not an established causal relationship, it is possible that vibration approaching the ISO 2631-1 health caution guidance zones may lead to an increased occupational risk. The results from these rides show that the frequency-weighted ISO 2631 metrics are below the established health guidance caution zones of the WBV ISO 2631 standards. The goals of these studies are to: • collect data in accordance with international standards so results can be compared with similar findings in the literature for shorter duration rides as well as vibration studies in other transportation modes, • to characterize vibration and shock in a representative sample of locomotive operations to be able to generalize the results across the industry, and • collect benchmark data for future locomotive cab ride-quality standards.

The preliminary design of turbomachinery components is strongly affected by the application process. This paper documents a compressor comparative design assessment which was conducted with the intent of to highlight the rationale of proposing a new propulsion system for use on short haul aircraft, similar to the Embraer E-Jet. This study establishes and discusses the compressor figures of merit pertaining to short haul operation and their influence on the desired compression layout. A computational tool to undertake compressor designs is developed and validated against the NASA E3 published compressor layout. With the aid of this software, a few alternative compressor layouts that meet the established criteria are suggested. The best candidates are highlighted and further studied in terms of individual design parameters such as temperature rise distribution, number of stages and off-design performance. The figures of merit that dictate particular design choices are highlighted and commented. The most advanced candidate design is found to yield a very respectable performance compared to current production engines of the same class. This work aims at highlighting the process through which a modern compression system is designed at a preliminary stage and the design challenges confronting it.

This is the first of two companion papers intending to summarize and pointing out some of the main engineering achievements obtained through a continuous cooperative research effort, jointly conducted by Industry and University. Part I covers Riser Mechanics and design issues. Part II is dedicated to Riser Loading and Dynamic Positioning. The work starts with the first SCR (Steel Catenary Riser) concept and engineering analysis that paved the road toward a mature and reliable design which has been applied with success in floating production in Campos Basin, offshore Brazil. Several computer codes, numerical methods and analytical tools were developed and verified based on experimental results. In Part I, SCR dynamics, touch down point dynamic interaction loading, catenary riser dynamic compression under twist, as well as risers and umbilical cables structural mechanics, are treated and modeled through analytical and numerical methods. SCR design issues and fatigue assessment of flexible pipes are also addressed. In Part II [1], VIV (Vortex-Induced Vibration), extreme dynamic loading, nonlinear dynamics of FPSOs and turret positioning are presented. Nonlinear control techniques are also addressed aiming to optimize FPSO heading, constrained to a cost function that takes into account risers loading, mooring tension, roll motion and fuel consumption.

VIVA is a vortex induced vibration (VIV) analysis software that to date has not been widely used as a design tool in the offshore oil and gas industry. VIVA employs a hydrodynamic database that has been benchmarked and calibrated against test data [1]. It offers relatively few input variables reducing the risk of user induced variability of results [2]. In addition to cross flow current induced standing wave vibration, VIVA has the capability of predicting traveling waves on a subsea riser, or a combination of standing and traveling waves. Riser boundary conditions including fixed, pinned, flex joint or SCR seabed interaction can be modeled using springs and dashpots. VIVA calculates riser natural frequencies and mode shapes and also has the flexibility to import external modal solutions. In this paper, the applicability of VIVA for the design of straked steel catenary risers (SCR) and top tensioned risers (TTR) is explored. The use of linear and rotational springs provided by VIVA to model SCR soil interaction and flex joint articulation is evaluated. Comparisons of the VIV fatigue damage output with internal and external modal solution is presented in this paper. This paper includes validation of the VIVA generated modal solution by comparing the modal frequencies and curvatures against a finite element (FE) model of the risers. Fatigue life is calculated using long term Gulf of Mexico (GoM) currents and is compared against the industry standard software SHEAR7. Three different lift curve selections in SHEAR7 are used for this comparison. The differences in riser response prediction by the two software tools are discussed in detail. The sensitivity of the VIVA predicted riser response to the absence of VIV suppression devices is presented in this paper. The riser VIV response with and without external FE generated modal input is compared and the relative merits of the two modeling approaches are discussed. Finally, the recommended approach for VIVA usage for SCR and TTR design is given.

Abstract Anti-typhoon drilling riser, a solution to overcome high time cost of offshore drilling riser emergency retrieval under the situation of imminent arrival of a typhoon, is to modify the existing drilling riser to make it disconnectable closer to the surface and leave the long riser string below (and subsea blowout preventer (BOP)) in a safe and freestanding mode to survive the typhoon. The freestanding riser is held up by a buoyancy can system. And during the normal drilling operation, the buoyancy can maintain neutral thus it has limited effect on the riser overall global performance. However, locally the buoyancy can system will have some effect on the riser system nearby. To study these effects, numerical analytical methodology and results of anti-typhoon drilling rise under connected mode and freestanding mode are proposed, and a model test of 1:21 scale factor is designed. Three configuration modes: freestanding mode, connected mode and disconnecting mode are simulated in the tank test. A series of load cases under various current and wave, buoyancy upthrust are conducted in the experimental test to evaluate the hydrodynamic and strength performance of the riser near buoyancy can. The numerical solution and model test design can be a significant basis of water tank test for anti-typhoon drilling riser and a valuable reference for deepwater drilling engineering.

Greenhouse gas emissions caused by human activity have already warmed the climate of Earth by more than one degree. Significant changes have been observed e.g. in the intensity of heatwaves and heavy rainfall. Future climate change depends on human emissions, but it is likely that the global mean temperature still rises by another 1–2 degrees by the end of this century. The ongoing global warming is already visible in the climate of the capital region. Many of the observed changes are consistent with what human-caused intensification of the greenhouse effect will bring. During the past 60 years, the average temperatures have risen in all seasons, but the strongest warming has been observed in winter. Precipitation has increased in the winter season, but no statistically significant trends in precipitation can be observed in other seasons. In addition to the average climatic conditions, heatwaves have intensified with a stronger increase in the inland regions than on the coast. In this report, the latest climate change projections based on CMIP6 climate models and SSP greenhouse gas scenarios used in the IPCC's Sixth Assessment Report are presented. According to the moderate SSP2-4.5 emission scenario, the average temperatures are predicted to rise in the capital region by 2.5–3 degrees in all months from the period 1981–2010 by the period 2040–2069. The warming is slightly weaker than in Finland on average, and the changes are somewhat larger in winter than in summer. A milder winter climate results in a further decrease in snow and ice cover. The rising temperatures in summer bring stronger heatwaves, heavy rainfalls and prolonged periods of droughts. There are no clear signs of change in the windiness, and thus winter storms are not predicted to be notably stronger in the future than they are now. Instead, the amount of precipitation induced by winter cyclones increases and comes more often as rain than snow. The sea level is not projected to rise much by the mid-century, but by the end of the century it is estimated to rise by about 25 cm from its current level. Even according to the most optimistic emission scenario, the climate in the capital region would warm by more than one degree by the 2080s. The climate change by the end of the century experienced by future generations is highly dependent on human emissions, and one must be ready to prepare for some degree of change. On the other hand, the climate in the capital region is subject to significant natural variability, and therefore cold periods of weather may occur also in the future.

The global dollar system, though repeatedly reported to be on its last legs—most recently in the Global Financial Crisis of 2008, but most famously in the Nixon devaluation of 1971—has repeatedly instead consolidated and gone on to further geographical expansion (McCauley 2021). The key currency approach to international monetary economics, first put forward by John H. Williams in the aftermath of the 1931 devaluation of sterling, suggests that such resilience arises from the actions of market practitioners who appreciate the convenience of a global means of payment. So the question arises, why has the key currency approach remained a minority view, if not among practicing bankers then certainly among practicing academics? This paper proposes two main reasons—the discredit of monetary optimism during the depression, and the subsequent fateful adoption of Walrasian equilibrium as the frame for academic discussion after WWII.
