Full textThe Maison-Dieu of Montmorillon, destroyed at the beginning of the religious wars, was recovered at the beginning of the 17th century by the monks of the reformed Bourges Augustinian congregation who rebuilt and administered it until the revolution. The aim of this study, thanks to rich documentation left in the departmental archives of the Vienne, is to describe and explain the changes of this establishment which was both a hospital and a convent. How, when and why was a medieval "chaplaincy" transformed into a modern "hospital»? firstly, the disappearance of two traditional forms of assistance are called into question - the deliverance of aims in the institution's cemetery to several thousand citizens from Montmorillon and the reception of poor foreign passer-bys at the hospital - at the turning point of the 17th and 18th centuries. Then, the analysis will focus on the emergence of a third form of assistance - reception of sick people - which was essential in the 18th century. The conditions for entering the hospital, the knowledge and hierarchy of the medical personnel, the illnesses encountered and the adaptations of the hospital setting, and finally the treatments given are successively described. The art of healing was complex in the sense that it was associated with various yet complementary forms of care. Spiritual assistance took precedence over bodily assistance. Bodily assistance was, in other words, diet and medication medicinal prescriptions and surgical acts which were more or less serious : blood letting , tooth pulling, wound draining, lithotomy and amputation. . . It was between 1675 and 1725 in which the metamorphosis of the charitable institution occurred traditional assistance gave way to a more modern medical assistance

Full textIn the frame of the growing trend of promoting the carbon-free mobility, RedHV+ project is carried out in order to investigate whether or not it is possible to manufacture a high-speed and high performance gearbox compatible with car costs. As part of this project, a new dynamic model for very high speed rotors working at non-stationary operating conditions is proposed.First, the different assumptions used for rotordynamics modeling are separated into different categories and classified based on the order of complexity they add to the model. Then, according to the operating conditions of the RedHV+ test bed, a choice of the most realistic modeling assumptions is done. As a first step of the dynamic modeling, the work focused on monorotors. In this study, we suggest not to make any assumption on the angular speed. The rotor shaft is flexible in traction, bending and torsion. The energy source is assumed to be non-ideal and the angular displacement including both the rigid body motion and the torsional deformation is assessed. The dynamic model leads to a novel expression of the gyroscopic effect terms. It shows its capacity, through both its analytical expression as well as through numerical results, to accurately introduce the coupling between the flexural and torsional degrees of freedom. The results are presented at a first step, for a simple rotor made of a shaft, a disk and flexible support. Another degree of complexity is introduced later, by considering a geared parallel-rotor system. The aim is to improve the accuracy of simulations for the rotor dynamics in non-stationary conditions especially when getting through critical speeds.The study of geared systems mainly focuses on the dynamic modeling of a simplified architecture of the RedHV+ test bed. The results obtained using the new dynamic model show interesting conclusions regarding the vibration behavior of the rotor when crossing the critical speeds. The reached vibration levels, in the presence of elastic coupling, highlight the importance of a correct dimensioning of a rotating machinery going through critical speeds.Finally, an identification tool based on the Unscented Kalman Filter is developed in order to enrich the dynamic models of the rotating machineries with more realistic values of its uncertain parameters. The identification tool showed interesting results and it is shown that its performance increases when the rotor goes through critical speeds

Full textThe railroad track, booming, at the end of the 19th century in the industrial countries of Europe, allowed the aristocracy and the " nouveaux riches " to move more quickly around the continent. They soon flocked to the banks of the lake " Léman ", particularly in the region of Montreux, known under the name " Rivièra Lémanique " which was covered very quickly by sumptous hotel construction. But the mountain, very close, attracted also the high society of the " Belle Epque " who wanted to be able to go there easily. To do that, appropriate means of communication were needed. By the end of the 19th century, a concession was given for a railroad line " Montreux-Oberland Bernois ". By 1901, this railroad track went up to the village " Les Avants-sur-Montreux " (978 meters high) then with service to all the inter-mountain valleys. The arrival of that train in the villages – for the important movement of tourists it created – elevated them to a well-known status as compared to Gstaad, and made fashionable for " High Society " of the time. A region was born, that of M. O. B. Growing each year without ceasing. From then on, consideration of that region was necessary for successful tourism. Finally, regardless of the chagres in tourism, the company M. O. B. Can find solutions, by adapting itself to the needs of this regional entity on one hand, but on the other hand, by extending skillfully their area of influence to the Riviera Lémanique

On the 25th ventose XI (e. G. 1803), a new law reorganized these law firms : it was for the public notary an other revolution, caused as well as the new political regime than new economics trade. Old dynasties of notaries fell, specially in the countries and gave up place to people educated in the new law. Haute-AUvergne, which had royal public notaries as soon as the 16th century, give us the opportunity to follow this slow development as well under its institutional organisation as its professional evolution nor its social appearence, all along the reign of the Valois and Bourbons Kings

Full textHigh power fiber lasers are now the preferred solution when it comes to industrial cutting applications. Development and power scaling of industrial grade high power fiber lasers is however limited by industrial reliability specifications. Power scaling of fiber lasers is limited by non-linear effects, which arise from fiber designs with a small mode area therefore requiring the development of new methods to suppress non-linear effects. In this memoir, experiments and simulations show that the models used to describe nonlinear effects in the case of passive fibers are no longer valid in the case of high power fiber lasers. New metrics must thus be defined. We also show that the laser configuration influences the non-linear effects. Using the general non linear Schrödinger equation we also show that in the case of a high power end-pumped laser configuration, Raman scattering affects spectral broadening. Experimental and theoretical work also show that changing the grating mirror properties such as increasing the reflectivity or the bandwidth of the low reflectivity grating reduces Raman scattering.

Full textThese last two decades, femtosecond laser technology has gained considerably in terms of maturity and reliability. These laser pulses enable materials micro-machining with minimal thermal collateral effects, thus allowing to work with an outstanding precision, even on materials highly sensitive to temperature. Nevertheless, the penetration of femtosecond processing into the industrial manufacturing market is limited due to an insufficient productivity. The current strategies consist of optimizing the processes on the one hand and increasing the average power of these laser sources on the other hand. Another way suggests increasing the femtosecond ablation process efficiency by delivering bursts of low-energy pulses instead of one highly energetic pulse.Recent works showed that using bursts of pulses at repetition rates on the order of GHz allows to reach ablation rates one order of magnitude higher than the ones obtained by standard femtosecond pulse machining. Nevertheless, these promising results are controversial, as other works point out levels of efficiency lower than expected, added to collateral thermal damages on the machined materials. A thorough study of this new ablation regime is thus necessary to ensure that its interest is justified on the one hand, and to point out the optimal configurations of its use on the other hand. Several optical oscillators delivering bursts of femtosecond pulses at GHz-level repetition rates and laser amplifiers have been developed to this purpose. These innovating laser systems benefit from great flexibility in terms of reachable laser parameters (pulse repetition rate and energy, number of pulses per burst notably). This flexibility allowed us to perform a thorough study of the GHz-ablation regime by numerous machining experiments on several materials of industrial interest. This study points out the influence of the different laser parameters and thus to explain the variety of results related to GHz-ablation and to guide the use of this regime under favorable conditions to reach an efficient and high-quality machining

Full textThis thesis focus on the estimation of the possibility to achieve the laser threshold in an organic material with electrical pumping. As the ultimate goal is to demonstrate an electrically pumped organic laser, attaining high current density in a working electroluminescent device is pre-required. At first, the response of OLED at high current injection condition is simulated with a theoretical model. And the laser threshold estimation is performed by transfer matrix method. These theoretical studies show that a peak of emissive exciton (singlet) population density should exist at pulse onset, while a population density of 8.7×1016 cm-3 is necessary for lasing. Next, the time-resolved characteristics of μ-OLED based on Alq3 : DCM excited by short (< 100 ns) electrical pulses with low repetition rate (10 Hz) have been studied on the calibrated confocal microscope. The response of μ-OLED is in good agreement with the theoretical simulations. A current density of 3.6 kA/cm² and a luminance peak of 8.4×106 cd/m² have been achieved with 30-ns pulses. This luminance peak corresponds to singlet population density of 3.6×1017 cm-3, which is higher than the smallest laser threshold in literature. We suggest that it is possible to achieve laser effect in the time window of several nanoseconds at pulse onset

Full textFor the longest time, Napoleon was the centerpiece of studies concerning the Napoleonic age. However, over the past thirty years, several important studies about the Consulate and the Empire have been shedding a new light on the socio-political history of this era. In this thesis, we review the administrative and centralizing structure established during the Napoleonic era, which represents a key period to discuss and observe the issues about the onset of the Nation-State. In the first part, The Nation-State and the notables, the reality of the local power established during the Napoleonic age is discussed. Initially, we explain the sociology of the local administrators and notables who compose the local power, then we analyse the relations between these notables and the prefectural administration by clearly defining the effective functioning of the councils instituted in each local administrative ward, and of the communal municipalities. In the second part, The Nation-State and the local order, we approach several administrative domains concerning the “security”, matters during the onset of the Nation-State. This thesis will set to define how these administrative domains have led to a three tier exerted power, central power, local power and people, which in turn constructed and gave birth to the local government system under the Napoleonic regime. To answer these questions, we choose the Hautes-Pyrenees department. Indeed, to relativize the territorial evidence of France geographically and psychologically, the border area of the Pyrenees is an interesting case for our study

Full textThe aim of this thesis is to reveal the political ambition of the receivers general of finance who have established themselves as one of the dominant powers in the eighteenth century. At the control of the financial mechanism, these officials support the ministerial activities and the royal family and finance the wars. These services are based on the excessive use of the rescription and on the development of the system to facilitate the use of this bill. The modification of the financial system and the transformation of financiers into a great pivot of the institution allow to the receivers general an important role as the principal royal servant. Their competence and their talent as the manipulators of the rescriptions and of the other bills make them a very special social group. No one can intervene in theirs financial operations, area of the experts. The receivers general make their own network of power, putting their sons in the magistrate and marrying their daughters to the officers or to the masters of requests. Their friends collaborate with them in the high administration, the finance, the munitions, the commerce and the bank. But, the most competent sons are destine to inherit the office of their fathers. Therefore, several dynasties have formed in eighteenth century. To reinforce their status and their strength, they neighbour in the business quarter according to their vocation. With the evolution of their professional role, the status of the receivers general is not any more controversial. Well established at the top of the pyramid of the elites of power, they become the holders of best symbols of the society : the power, the money, and the prestige

Full textToulouse which ranked among the main administrative provincial cities in the eighteenth century had only few direct contacts with the military institution before 1792. This institution played a part at essentially three levels in the life of the city. From the war of succession in Austria onwards, the army became the favoured instrument of the state in its fight against the municipal craving for autonomy. It was also at the centre of the debate about security which troubled France during the age of the Enlightment. In the "Pink city", this meant a militarization of the watch which gradually came to be controlled by a commander-in-chief of the province, to the great displeasure of the "Capitouls". Concerning these two aspects, the revolution did but put the finishing touches to the work started by the bourbons. Last but not least, Toulouse was at the same time the starting point of military careers and a centre of attraction for soldiers on leave or retired from service. The officers in Toulouse, on whom we have focused our essay, were in an uncomfortable situation for two reasons. Their careers were generally second-rate because of several drawbacks: recently acquired nobility, isolation, distance from the capital city. In Toulouse, they were overshadowed by the magistrates of the parliament who controlled the local cultural, intellectual and social life. Therefore, in order to carry some weight in the city, they tried to control some places of sociability or even to create new ones. During the revolution, most of them emigrated or left service, leaving room for new military elite, mainly composed of former soldiers. Although the republican officers stood out on the battlefields more than their predecessors, they disappeared completely from the foreground of the Toulouse scene because of their humble origins

Full textCoherent spectroscopy such as Coherent Anti-Stokes Raman Scattering (CARS) is commonly used for the study of reactive media.Following the recent progress encountered in laser sources and detectors, this thesis work proposes an adaptation of the technique for temperature measurements that exploits the ultra-short pulse regime (femtosecond, picosecond) to operate at high repetition-rate.The developed hybrid fs/ps-CARS setup delivers a 30-ps probe pulse using a femtosecond laser source and a Volume Bragg Grating. The obtained spectral resolution is 0,7 cm-1, which represents, within this pulse generation framework, the state of the art. This setup is applied to ro-vibrational spectroscopy of several molecular species.The interaction in the hybrid regime is described through a CARS simulation model that has been implemented. The modelling takes into account both the amplitude and the phase profiles of the probe pulse, and its delay to the femtosecond excitation. Influence of molecular collisions in the hybrid regime is also discussed.This modelling has been validated by fitting calculated spectra on experimental spectra recorded in ambient air, and in a premixed CH4/air flame. Temperature has been then measured at atmospheric pressure in these media. The precision is similar to the hybrid fs/ps-CARS thermometry state of the art.This work validates our N2 thermometry approach based on both the developed CARS setup and simulation model. Short term perspectives of this work are measurements on real combustion chambers at ONERA, by extrapolating our simulation model at high pressure

Full textFollowing the Compromise of 1867, the ministerial administration in Budapest relates to a double inheritance. On the one side, there is the « administration of the nobles » of the counties, nobile officium of the elective public service of the noble class. On the other hand, neo-absolutism manifests itself in the tradition of the professionalization of Austria’s central administration, following the steps of Prussia’s civil service model since the mid-18th century. This way the double inheritance structures the two levels of the hungarian administration: with the regional management remaining in the hands of the local nobility, and a state bureaucracy gradually becoming « gentrified », and emerging in the central institutions.The present thesis proposes an empirical approach to the major issues of the central administration’s development in Hungary of the « bourgeois era ». The study of the ministerial personnel will proceed along two main axes: the administration’s professionalization and the bourgeoisification of the ministerial elite.Descriptive statistics provided by this quantitative study shall shed new lights on the recruitment mechanisms in relation to social status, academic formation and career of the ministerial high-ranking civil servants - sterner aspects of their lives beyond the usual scintillating court balls and grand official ceremonies

Full textThe interaction of the pulsated flow generated by the pump with the power-assisted steering circuit produces pressure ripples (fluid born noise) which are transmitted to the circuit and supporting structures (structure born noise), leading to airborne noise in the passenger car. Currently, the "tuning" of this type of system, exclusively experimental and iterative, is expensive in means and time. The methodology developed in this study makes it possible to direct the design of the circuits, to facilitate the experimental development, to install a process based on numerical simulation which opens the way to predictive vibroacoustic design. It is a linear approach covering the range of frequencies going from 100 to 3000 Hz. It relies on the "impedance method": each component is represented b linear relations between Fourier transform of the pressure and flow variables 011 the connection interfaces. The response of the system is then determined by assembly of the characteristics of the various components. Those are first obtained experimentally; what required the development of a characterization technique and suitable test facilities. The constitution of a library of components allows the simulation of new circuits whereas the analysis of the characteristics of various components makes it possible to determine their intrinsic performances and thus to direct the choice of the designer. In the second time, knowledge models are established and correlated with the experimentation. The parameter setting of these models (by the geometry) gives the opportunity to seek an optimization of the circuit according to attenuation criteria defined on target ranges of frequencies. The methodology was applied to a real system and the simulation results were confronted with in situ measurements

Full textThis dissertation is about the consequences of manganese and uranium mining on the environment in Gabon, especially in the Haut-Ogooué province. The extraction of manganese in Moanda, conducted by the Comilog company (a subsidiary of the French ERAMET), has both radically altered the landscape and caused chemical pollution in the local ecosystems. The extraction of uranium, formerly conducted by Comuf (a subsidiary of Areva, then known as COGEMA) has caused severe environmental damage, both in terms of abnormally high radioactivity and landscape alteration. In both cases, the confrontation of nature and society has seen an ever increasingly rapid transformation of nature due to the growth of human activity. Such manmade hazards have potentially fatal consequences. The environmental crisis created by the two mining projects has caused anger in the local population and the civil society at large, with people blaming the government and the companies concerned for not handling the hazards in the area responsibly enough or soon enough. This dissertation suggests several avenues to improve the local quality of life in Moanda (manganese mining) and Mounana (uranium mining) in the perspective of sustainable development. Those suggestions include the creation of public structures such as the “mine police” and of analysis laboratories in charge of environmental data

Full textHigh level sport was previously jointly managed by State and sporting movement, it still remains today 16 years after Defferre’s reform, a centralized competence. However an appeal is made to local institutions to contribute to the elaboration and enforcement of the public policy. In this way local and regional Councils mainly provide a promotional and communicational support. Though and because both of them operate in juridical vagueness, some opposite effects could be observed in sport-elite territoriality. The Aquitaine situation presents an analysis framework enabling to explain the territorial been led within the Aquitaine Region and among its five Counties reveal several dysfunctions, such as frequent re-interpretations of the official definition of sport excellence, a tendency for both regional levels to enforce redundant policies, indeed it is even used as a mean to intensify or perpetuate the historical conflicting aspect of relations between Regions end Counties. If it is not necessary a matter of urgency, a regulation of the system seems yet to be imperative. Therefore the present work suggests a potential way to improve the system

In such areas, local policies, as land planning process at its differents scales, is the occasion of confrontation between distinct types of actors (local and agriculture representatives) around the meaning of farming in peri-urbain areas. This study aims at investigating, in Toulouse urban areas, the differents scales where agriculture’s meaning and agriculture’s place are developed and seeks to describe negotiations which are at the origin of this transformations. We analyse with a diachronic approach, the transformation of social representations of agriculture and rurality in urban policies at differents scales. We show that the represents of agriculture negociate their place indeed their persistance with local representatives ; those look for restructurating their agriculture’s actions

This observed fact raises a crucial question : do these differences result in "territorialization" ? Can the way real-estate markets work and the way housing policies are established be considered to be specifically linked to a territory ? The first part, consisting of an examination of the scientific literature, looks back over the evolution of housing policies since the end of the Second World War (the return to a market economy, the end of a period of severe shortage, a gradual swing towards setting up housing policies at local level, etc. ) After the analysis at national level, the second section deals with an analysis at a local level, consecrated to the urban aera of Toulouse, France. Based on spoken and written sources, this part first investigates how the real-estate market operates in Toulouse and then examines the strategies used for setting up and implementing local housing policies. The analysis of the Toulouse urban area highlights the local configuration of public and private interventions, resulting from the interactions between overall, national characteristics and the local context

Full textIn the field of aeronautical braking, steel is gradually replaced by carbon/carbon (C/C) composite. These materials are very sensitive to the conditions of braking and exhibit high or low friction and wear regimes. This study agree on the existence of these different regimes during simulations of a whole takeoff/landing operation. We determined coefficients of friction and wear rates relating to each of these regime and the evolutions of rubbing surface and wear debris which are associated to each of them. Simulated experiments of identical brakings highlighted the correlation between these regimes and phenomena of surface polishing and specific mechanisms of agglomeration, compaction and ejection from the contact of third body. We propose a dynamic model of wear mechanisms during takeoff/landing operations. However a purely mechanical approach of the C/C composites tribology is not sufficient. The physicochemical study of the debris showed the difference of quantity, nature and relative proportion of the various oxygenated species in the debris. This study highlighted the contribution of specific oxygen groups to the tribological response of the C/C discs

Full textA plasma is defined as a partially or completely ionized gas. Even though, they are very present in the visible universe, natural plasmas are rare on Earth. However, they are a major interest for industries and research institutes (surface treatment, spatial propulsion). Nevertheless, the understanding of plasma behavior is complicated because of the numerous physical fields involved. Moreover, theses plasmas can be magnetized, i.e., a magnetic field, external or induced, affects significantly the particle trajectories: r/L<1 where r is the Larmor radius and L the typical length of the system. This thesis is focused on the plasma modeling in two device: the accelerator of the ITER's neutral beam injector (NBI) and the magnetron in DC or HiPIMS regime. The feasibility of nuclear fusion on Earth is subject of numerous research around the world. Because of the energy necessary to get over the Coulomb barrier, the plasma must be confined. For ITER, the confinement is achieved by intense magnetic fields. However, to reach the required conditions of nuclear fusion reactions, especially in temperature, a high energy (1MeV) neutral beam injector is needed. The particle acceleration is a critical part in the creation of the neutral beam and it represents a technical challenge which is studied in this thesis work. The magnetron is an industrial process for creating thin film by physical sputtering. The ions created by a plasma discharge tear the atoms out of the cathode which are then deposited on the anode. The magnetic field created by permanent magnets trap the electrons near the cathode improving the process efficiency. The plasma behavior inside the magnetron is studied in direct and pulsed current as well as the appearance of self-organized structures in rotation around the magnetron axis. To study these devices, several program of numerical simulation have been developed. The Particle-In-Cell methode has been chosen because it takes into account, self-consistently, the space charge of the particules. Several techniques (null collision technique, Monte Carlo Collision, a posteriori Monte Carlo) and improvement (Non uniform mesh, third order charge projection) have been developed and implemented. Moreover, an original method, Pseudo 3D, allowing a three dimensional study of the magnetron, has been used with success. Finally, these programs have been parallelized to reduce the computation time
