Abstract:
By featuring buildings as pure objects, modern architecture neglects the implications of what happens in between buildings [1], which is resulting in the disappearance of character of the unique places. Hawaii State Capitol building is a symbol of modern architecture in downtown Honolulu, it adopts modern aesthetic and functional design to reflect the aspirations of a modern and progressive society, yet it is deeply rooted to Hawaiian tropical climate, natural landscape, multi-culture and history. The Capitol building has been merged within the building’s geographical context and culture context. It preserves the Hawaiian sense of place; fosters the sense of belonging for local habitants. The aim of this paper is to investigate how modern architecture can help individual find his place in the midst of nature and in the midst of community under the pressure of social and economic development by taking Hawaii State Capitol building as an example.

Abstract:
In compliance with its mandatory seat belt law, Hawaii is a high-use state. Seat belt use from 1998 to 2001 has averaged 81%, compared with 70% nationally. Efforts to increase belt use beyond 90% have not been successful, at least until the most recent effort, which entailed a combined enforcement and public information campaign. Described are patterns of belt use over time and the effects of the "Click It or Ticket" campaign that was launched this year. In January 2002, before the program was started, there was an overall belt use rate of 83.5%. After increased enforcement and publicity, Hawaii experienced an immediate increase in belt use by 6.9%. Belt use increased dramatically in each of the state’s four counties: in Honolulu, a 7.5% increase; Maui, 10.1% increase; and Kauai, 5% increase. The county of Hawaii, however, increased its rate by only 2.7%. Additional surveys in the months following the campaign indicated that in the days and weeks immediately after the Click It or Ticket campaign, there was a significant drop-off in belt use; but 144 days after, belt use in Honolulu County has stabilized at above 90%. This is surprising because the actual observed current rate is higher than the rate projected on the basis of observations conducted during the weeks immediately after the campaign was initiated. While more surveys and analysis are planned, the campaign was successful in Hawaii. Comments are provided about increasing belt use in a high-use state and implications are described for other traffic safety programs and initiatives.

As an island state located in the middle of the Pacific Ocean, where there is limited opportunity for long-distance driving, Hawaii provides an interesting context in which to study fatigue-related crashes. Data from the Hawaii Crash Outcome Data Evaluation System are used to analyze and map fatigue-related collisions. Injury outcomes of fatigue-related crashes are analyzed by using police crash data, emergency medical service records, and insurance claims records. There are distinct temporal and spatial patterns as well as relationships between fatigue-related crashes and driver characteristics. Recommendations for preventing fatigue-related crashes are developed. Roadway segments where fatigue-related crashes occur are identified as possible sites for various engineering treatments. Temporal and demographic information also can be used to design and implement more effective programs and systems for fatigue-related crashes.

Abstract:
The development of a PC-based and easy-to-use-and-update econometric model system for forecasting arrivals at the Honolulu International Airport is presented. A model system instead of a single model was designed so that differential growth rates from various origins as well as arrivals affected by curfews at the origin or the destination, or both, can be estimated. The airport system of the state facilitates the only mode of transportation into and out of Hawaii. Planning based on reliable demand forecasts is therefore essential. Separate models of arrivals from Australia and New Zealand, Canada, Germany, Korea, and the United Kingdom were specified and estimated using the Cochrane-Orcutt regression method. Several diagnostic tests were employed to arrive at the final models, as problems of correlation (over time) and collinearity (among variables) were present. Independent variables include the gross domestic product, population, monetary exchange rate, and unemployment rate of the origin countries. Historical values for the independent variables were taken from the publications of international organizations. Variables for wars that tend to affect flying security and natural disasters in Hawaii that affect the supply of tourist accommodations were included in the model specifications.

The U.S. Army Corps of Engineers (USACE), Honolulu District (POH) is responsible for the operation and maintenance of 26 navigation projects within the State of Hawaii and the U.S. Pacific territories. The majority of these deep-draft and small-boat harbors include breakwaters that are consistently exposed to a substantial and varied Pacific Ocean wave climate, requiring POH to maintain a rigorous structure condition inspection program to ensure safe and efficient operations at all of its navigation projects. As part of its constant efforts to improve the quality and efficiency of this inspection program, POH has joined with the USACE Cold Regions Research and Engineering Laboratory (CRREL) Remote Sensing and GIS Center of Expertise to utilize an Unmanned LiDAR Scanning (ULS) system to collect LiDAR (Light Detection and Ranging) spatial data and co-registered imagery of breakwaters at Hilo Deep Draft Harbor on the island of Hawaii, and Kaumalapau Deep Draft Harbor on the island of Lanai.

The article considers the Russian printing in the countries of the Asia-Pacific region (China, Japan, Korea, USA, etc.). The author offers the review of literature published in Russian in these countries, basing on the materials of the Russian North-East Asian collection of Hamilton Library of the University of Hawaii (Honolulu, USA), which is one of the best collections in the world on this subject. The article reports on the history of the Russian collection and its creators. The author discusses the terms “Russian book Diaspora” (publishing emigrant activities within the same country — China, Japan, USA, etc.) and “Russian book community” (publishing activities of people from Russia within the same city, such as Harbin, Shanghai, Tokyo; organizations or groups of individuals, etc.). Special attention is paid to the bibliographic description of this collection, which was first published in 2002 in the publishing house of the Russian State Library “Pashkov Dom” (“Russian print in China, Japan and Korea: Catalogue of the collection of Hamilton Library of the University of Hawaii”) and reprinted in the expanded version in 2016 under the title “Russian print in the Asia-Pacific region” (in 4 parts). The article also reports on other foreign collections that contain emigrant publications, including those printed in the countries of the Asia-Pacific region (the libraries of the University of California in Berkeley, the Hoover Institute for war, revolution and peace, and the Museum of Russian culture in San Francisco). The author presents the data on the work of scientific centre of the University of Hawaii for the study of the USSR / Russia “Soviet Union in Pacific Asia Rim”. The article analyses international cooperation of the University of Hawaii library with Russian libraries, in particular, its relations with the libraries of the Russian Far East. The author describes the project of the University of Hawaii Library to create the electronic library catalogue with complete bibliographic and historical information about each edition of the collection and to expand the exchange of literature and information.

In response to the second surge of COVID-19 cases in Hawaii in the fall of 2020, the Hawaii State Department of Health Behavioral Health Administration led and contracted a coalition of agencies to plan and implement an isolation and quarantine facility placement service that included food, testing, and transportation assistance for a state capitol and major urban center. The goal of the program was to provide safe isolation and quarantine options for individual residents at risk of not being able to comply with isolation and quarantine mandates. Drawing upon historical lived experiences in planning and implementing the system for isolation and quarantine facilities, this qualitative public health case study report applies the plan-do-study-act (PDSA) improvement model and framework to review and summarize the implementation of this system. This case study also offers lessons for a unique opportunity for collaboration led by a public behavioral health leadership that expands upon traditionally narrow infectious disease control, by developing a continuum of care that not only addresses immediate COVID-19 concerns but also longer-term supports and services including housing, access to mental health services, and other social services. This case study highlights the role of a state agency in building a coalition of agencies, including a public university, to respond to the pandemic. The case study also discusses how continuous learning was executed to improve delivery of care.

Newspaper headlines from across the United States reflect the turmoil in public education today, with some states protesting federal requirements for testing, some states lowering proficiency requirements, other states raising proficiency requirements, and even kindergarten and preschool children facing higher academic expectations. These headlines, reflecting the accountability pressures of higher standards and high-stakes tests, are having predictable effects upon educators in schools. My home state of Hawaii is no exception. “Teachers say they're the ones being left behind,” stated a headline in the Honolulu Advertiser, while the line below read, “Morale low, frustration high among many” (DePledge, 2004).

In December of 2014, there was a substantial shortage (42,000 gallons) of Jet fuel noted in the inventory at the tank farm that supplies jet fuel to the Honolulu International Airport. The tank farm is directly adjacent to Ke'ehi Lagoon and in near proximity to Honolulu Harbor. Jet fuel was found floating on the water table (less than two feet below the ground surface) throughout a large area of the tank farm, as well as outside the tank farm and within 150 feet of the lagoon. EPA, the State of Hawaii, and the RP utilized a streamlined and nimble approach to Unified Command in performing the successful Emergency Response. Operations were conducted in close coordination with the USCG and Honolulu FD. All actions were designed to keep the fuel from reaching the surface water. This case study will detail the line of attack which included aggressive extraction the jet fuel, definition of the extent of the (subsurface) release, and design and installation of engineered capture, removal, and monitoring systems.

In the Pacific, blue marlin are an incidental catch of longline fisheries and an important resource for big game recreational fishing. Over the past two decades, blue marlin assessments by different techniques have yielded results ranging from an indication of declining stock to a state of sustained yield at approximately the maximum average level. Longline fishing practices have changed over the years since the 1950s in response to changes in principal target species and to gear developments. Despite increasingly sophisticated attempts to standardize fishing effort with changing fishing practices, the stock assessments to date are likely confounded to a greater or lesser degree by changes in catchability for blue marlin. Yet, only data from commercial longline fisheries targeting tuna provide sufficient spatial and temporal coverage to allow assessment of this resource. To re-assess the blue marlin stocks in the Pacific and also to assess the efficacy of a habitat-based standardization of longline effort, a collaborative analysis was conducted involving scientists at the National Research Institute of Far Seas Fisheries, Shimizu, Japan, the Inter-American Tropical Tuna Commission, La Jolla, California, and the NOAA Fisheries Honolulu Laboratory, Honolulu, Hawaii. Using MULTIFAN-CL as an assessment tool, there was considerable uncertainty in quantifying the fishing effort levels that would produce a maximum sustainable yield. However, it was found that, at worst, blue marlin in the Pacific are close to a fully exploited state, that is the population and the fishery are somewhere near the top of the yield curve. Furthermore, it was found that effort standardization using a habitat-based model allowed estimation of parameters within reasonable bounds and with reduced confidence intervals about those values.

Abstract:
Abstract ALDH2*2 is a loss of function mutation common in East Asian populations associated with facial flushing on exposure to alcohol and increased risk of certain cancers. Conversely, absence of the ALDH2*2 mutation is associated with increased risk of hypertension and cerebral microbleeds, and two recent studies report a higher frequency of ALDH2*2 alleles in nonagenarians compared to population control samples. We used survival analysis to investigate the association between ALDH2*2 and risk of cognitive impairment and death after controlling for midlife alcohol consumption and other covariates. Participants are 621 Japanese-American men (72 to 92) enrolled in the Honolulu Asia Aging Study (HAAS) and assessed for cognitive impairment for up to 20 years. Impairment was defined as crossing below a threshold score of 74 on the Cognitive Assessment Screening Instrument (CASI). Age at death was determined by Hawaii state death certificate. Ounces of ethyl alcohol consumed per month was assessed by structured interview (number, frequency, and type of beverage) conducted 25 years prior to baseline cognitive assessment. Persons heterozygous for the ALDH2*2 variant have reduced risk of cognitive impairment and reduced risk of death, compared to homozygote non-carriers. Covarying by alcohol exposure had no effect on observed associations. This study replicates previous findings associating ALDH2*2 with longevity, and provides evidence the protective effect extends to cognition. This poster details the statistical analysis carried out to obtain these results.

Abstract:
It is with the deepest humility that I accept the Abraham Jacobi Award from the American Medical Association (AMA) and the American Academy of Pediatrics. Dr Jacobi represented the best in pediatrics, a practitioner in New York in 1853, Professor of Diseases of Children at New York Medical College in 1859, Chairman of the AMA Section Council on Pediatrics, founder and president of the American Pediatrics Society, and president of the American Medical Association. He was perhaps best known as a child advocate. Dr Jacobi believed that physicians should take an active interest in public policy. At an early age he was, and remained throughout his life, what would now be termed a "troublemaker." He actively pursued legislation for women and children in Albany, the state capitol, and in Washington, DC. Throughout his long and productive life, he felt comfortable only when championing a good cause.1-4 It is truly an honor to receive an award bearing his name. Before I begin my address, I would like to pay personal tribute to my dear wife Kathie, who has stood by me for 40 years throughout my shortcomings as a husband and father, as I pursued my interest in organized medicine as a child advocate. She has suffered through long waits for late dinners because of my practice or meetings, the yardwork that was never done because of office or hospital emergencies, and cared for our family alone while I attended meetings on the mainland. I would also like to honor my mentor, the late Dr Irvine McQuarrie, who "fathered" me during my first year of pediatrics residency in Hawaii.

Abstract Amyloid plaque and cerebral amyloid angiopathy (CAA) are early neuropathologic changes observed in the setting of clinical Alzheimer’s disease (AD), typically preceding biomarker evidence of intraneuronal tau neurofibrillary tangle (NFT) development and associated cognitive decline. Here we apply structural equation models to explore the potential causal associations between amyloid-beta lesions (i.e. plaques and CAA) and NFTs as they affect cognitive performance in the elderly.Brain autopsy data used in this study are from the Honolulu Asia Aging Study (HAAS) of Japanese American men from the state of Hawaii (n=600), and the Nuns Study (NS) of Roman Catholic Sisters largely from the upper midwestern United States (n=378). Cognitive performance within three years of death was assessed by multi-domain dementia rating scales.We found that neocortical neuritic plaque and CAA effects on cognitive performance were mediated by neocortical NFTs for both the HAAS (p < 0.002) and NS (p < 0.043). There were no direct effects of neuritic plaque and CAA after controlling for the mediating effect of NFTs (p > 0.54).These data are consistent with the hypothesis that the association between neuritic plaque and CAA on cognition is mediated by NFT load. This may inform our understanding of the etiology of NFT lesion pathology in aging and AD. The disruption of arterial smooth muscle function by CAA has predictable effects on glymphatic processes and on the regulation of capillary blood flow. These effects are plausibly relevant to the AD neurodegenerative process, and these pathways deserves continued attention by the AD research community.
