Abstract:
Variations and disparities between von Hayek and Ordoliberalism can be detected on diverse levels: 1. philosophy of science; 2. setting dissimilar priorities; 3. social philosophy; 4. genesis of norms; and, 5. notion of freedom. Therefore, it is possible to make an important distinction within neoliberalism itself, which contains at least two factions: von Hayek’s evolutionary liberalism, and German Ordoliberalism. The following essay not only takes the neoliberal separation of different varieties as granted; it proceeds further. It focuses on the topic of justice and elaborates the (slightly) differing conceptions of justice within neoliberalism. Thus, the specific contribution of the paper is that it adds a sixth dimension of difference (which is highly interconnected with the differing conceptions of genesis of norms). In this paper, I emphasize the (often neglected) subtle differences between von Hayek, Eucken, Röpke, and Rüstow, with special emphasis on their theories of justice. In this regard, I focus not only on Eucken and von Hayek; in addition, I include the concepts of justice developed by Rüstow and Röpke, as well, and, in consequence, broaden the perspective incorporating Eucken as a member of the Freiburg School of Law and Economics, and Rüstow and Röpke as representatives of Ordoliberalism in the wider sense. The paper tackles these topics in three steps. After briefly examining and discussing the existing literature and providing a literature overview on the decade-long debate on von Hayek and Ordoliberalism, I then describe von Hayek’s conception of commutative justice; particularly, justice of rules and procedures (rather than end-state justice). Then, I examine Eucken’s, Rüstow’s, and Röpke’s theories of justice, which consist of a mixture of commutative and distributive justice. Then, I draw a comparison between the ideas of justice developed by Eucken, Röpke, Rüstow, and von Hayek. The essay ends with a summary of my main findings.

Desde seu renascimento no início dos anos 1970, o que veio a se chamar de “Economia Austríaca” tem sido considerado, pela maior parte de seus adeptos contemporâneos, como a continuação de uma tradição unificada que pode ser rastreada até Carl Menger. Este artigo desafia essa perspectiva e argumenta que, de fato, duas tradições muito diferentes emergiram do trabalho de Menger. Uma tradição pode ser rastreada, através da obra de F. A. Hayek, a Friedrich Wieser, um dos dois seguidores mais proeminentes de Menger. A outra tradição emana dos escritos do outro discípulo principal de Menger, Eugen von Böhm-Bawerk, e inclui seu aluno Ludwig von Mises. Este ensaio defende a tese de que essas duas tradições separadas existem e foram confundidas pelos austríacos modernos.

Abstract:
The paper argues that Terence Hutchison’s (1981) argument that the young F. A. Hayek maintained a methodological position markedly similar to that of Ludwig von Mises fails to support the relevant conclusion. The first problem with Hutchison’s argument is that it is not clear exactly what conclusion he meant to establish. Mises (in)famously maintained a rather extreme methodological apriorism. However, the concept of a priori knowledge that emerges from Hayek’s epistemology as implied in his work on theoretical psychology is the opposite of Mises’s treatment of a priori knowledge. Thus, it cannot be maintained—if, indeed, Hutchison meant to establish—that Hayek was a Misesian apriorist during the years in question. What’s more, the paper shows that Hutchison’s argument does not support a weaker interpretation of the relevant conclusion. There are alternative interpretations of Hutchison’s evidence, more charitable and more consistent with Hayek’s epistemology, which undermine Hutchison’s conclusion.

In diesem Beitrag wird die gesellschaftlich formende Rolle von Ideen am Beispiel von Friedrich August Hayeks Hegemonieansatz zur Durchsetzung einer neoliberal geprägten Weltanschauung thematisiert. In diesem Zusammenhang soll aufgezeigt werden, dass Hayek nicht der Einzige war, der sich diesem Thema zuwandte und an die Macht der Ideen glaubte. Dies rückt die Frage nach verwandten theoretischen Ansätzen ins Zentrum des Interesses. Konkret werden mit Ludwig Mises, John M. Keynes, Walter Lippmann und Antonio Gramsci vier Autoren aufgegriffen, deren Gedanken zur transformativen Rolle von Ideen hinsichtlich des Überschneidungsgrads mit dem Hayekschen Denken überprüft werden. Im Ergebnis wird ersichtlich, dass die genannten Autoren der Macht der Ideen einen hohen Stellenwert beimessen. So entwickelten diese Personen sehr ähnliche Theorien intellektueller Vorherrschaft, obgleich sie zum Teil sehr unterschiedlichen politischen Spektren entstammen.

Abstract:
The paper considers the evolution of the category “political” in the development of economic theory of the XVIII – XX centuries. It demonstrates the departure of economic science from ideological assessments characteristic for the antagonistic relations of early capitalism. In the 1940s – 1950s F. von Hayek reintroduces the concept of “enemy” into economic researches, which is met with strong rejection by the Western establishment, which is under the influence of Keynesianism. F. von Hayek is one of the founders of neoliberalism, within the framework of which an antagonistic confrontation between the “blind forces of the market” and the “dictatorship of a group of people” is being constructed. Thus, a dilemma is imposed, which does not provide an opportunity to understand the mechanisms of market design. Von Hayek is making great efforts to create a transatlantic network of neoliberal organizations based on the Mont Pelerin Society. Long work leads to the fact that in the 1970s. neoliberalism is becoming the ideology - hegemon. At present, the political category retains its significance in economic science. Ideological constructs such as human capital, private money, diffused knowledge, despite their utopianism, continue to transform reality

Hayek est considere a tort comme le theoricien qui a le plus developpe la theorie autrichienne du cycle. Sa theorie n'est pas en definitive une theorie du cycle mais bien une theorie de l'anti-cycle. Dans le domaine de l'analyse cyclique, la reflexion d'hayek s'eloigne du courant autrichien traditionnel. Son inspiration est plus macro economique que marquee par l'individualisme methodologique. Son analyse du cycle s'oppose a celle de mises. Sur la cause du demarrage du cycle, autant mises insiste sur la nature exogene de la perturbation monetaire autant hayek ne concoit qu'une perturbation monetaire endogene. Hayek attribue le point de retournement a l'effet ricardo que mises classe parmi les articles courant de la theorie economique populaire. Hayek remet en cause des la fin des annees trente les elements de son analyse du cycle. Par la suite, ses analyses sur la concurrence, la politique monetaire et les politiques keynesiennes dessinent une theorie de l'anti-cycle en opposition avec sa theorie du cycle. Il conteste les agregations sur lesquels reposent les politiques macro-economiques comme fallacieuses. Seul le systeme des prix permet un calcul economique fonde; c'est le vehicule a moindre frais de l'information necessaire aux entrepreneurs. La politique monetaire en perturbant le systeme des prix est source de desequilibre. En proposant une concurrence des monnaies, il supprime les eventuelles perturbations monetaires exogenes et endogenes. L'entrepreneur est source lui aussi de stabilite. Sa recherche de profit conduit l'economie vers une situation d'equilibre. Tous les elements conceptuels contredisent la conception initiale du cycle qu'hayek avait mis en avant et proposent une theorie de l'anti- - cycle<br>Hayek is seen as an austrian theorist who has put forward the business cycle theory. Finally, his theory is not a business cycle theory but an anti-cycle theory. In the field of business cycle theory, hayek desagrees with traditionnal austrian thinkers such as mises. His theory is macroeconomics-oriented. He believes that the boom is fed with monetary endogenous disturbances. Mises on the contrary thinks that central banks are guilty in creating business cycles: the orign of the boom is not endogenous but exogenous. The upper turning point of the cycle for hayek is due to the ricardo effect. Mises believes that the ricardo effect is not relevant in economics. At the end of the thirties, hayek seems not to believe any more in his own business cycle theory. On competition, monetary policy and fiscal policy, hayek develops an anti-cycle theory. He has no confidence in aggregates and does not thinks we can rely on them to determine a fiscal policy. To eliminate monetary disturbances, hayek is in favor of competiting currencies. The effect of such competiting among private currencies is the elimination of endogenous and exogenous monetary disturbances. The entrepreneur brings about the same element of stability in the economic system. These elements are completly different from his business cycle theory and belong to his anti-cycle theory

La anomia y la decadencia de las ideologías están en la agenda de la discusión pública desde el derrumbe de la URSS, el término de la guerra fría, la caída del Muro de Berlin, y la nueva fase de la internacionalización de la producción y el comercio conocida como globalización. En dicho contexto surge un nuevo referente: el programa de despolitización de las decisiones públicas basada en una sostenida creencia en la capacidad de la ciencia y la técnica – con énfasis en la tecnología de la información – para encontrar puntos de encuentro – dando por sentado que existen – donde antes las posiciones ideológicas producían desencuentros. Es la posición de la tecnocracia, de los ejecutivos del sector público y privado cuyo rol asciende a nuevos niveles donde las decisiones llegan a una complejidad tal que dejan en segundo plano tanto al burócrata como al gerente. Así el disenso que antes se consideraba inherente a los regímenes democráticos, se atribuye a la ignorancia de las teorías que explican el funcionamiento social, y el consenso sería una fase terminal del avance de la ciencia con su aplicación progresiva a las políticas públicas. (son las visiones de D. Bell, Lipset, Van Dijk, Horkheimer, Habermas, Fukuyama).
