Full textReligious terrorism, as most recently highlighted by the horrendous 9/11 attacks, is not a new phenomenon. It is not restricted to any one particular religion or belief system, nor is it reserved as a weapon against foreign lands. Domestic religious terrorism is just as prevalent throughout history and is brought about by certain converging factors at particularly susceptible times within the society, such as economic difficulties, new or modified technologies, and social uncertainties. Under these conditions, a charismatic leader with an appealing ideology and access to sufficient resources may become a very powerful threat to society, pitting the secular against the divine. This type of convergence may result in altogether new religious movements, or the unexpected growth of fringe groups that, until they act, are not even identified. Examining the historical convergences of the Reformation, First and Second Great Awakenings, and the trends of modern domestic society, we find that the threads which hold these movements together remain consistent throughout history. Enabled by the rapid growth of technology, these groups have unprecedented potential power. A group that decides to become offensive or use weapons of mass destruction, such as Japan's Aum Shinrikyo, may pose an unacceptable risk to our country.

Full textENGLISH ABSTRACT: International oil and gas companies are experiencing an increase in terrorist attacks. After the oil and gas industry became a legitimate target for terrorist groups in the 1990s the number of attacks have increased yearly, with a spike after the 9/11 attacks. In today’s interconnected world political risk is not only about the relationship between the host government and the company. Oil and gas companies may experience risks on a transnational, national and human security level. Because of this, the success of new investments often depends on the successful utilization of risk management strategies. This research study focuses on the importance of political-security risk in the oil and gas industry. This is a risk-management tool to be used before and during international operations; it enables companies to be better prepared to deal with risks that may arise. In January 2013 the oil and gas industry experienced one of its deadliest attacks. The In Amenas gas facility in Algeria was attack by terrorists and in a four-day siege 40 people lost their lives. This forced the oil and gas industry to reconsider its focus on security management. As one of the contractors at the facility, Statoil undertook a thorough analysis of security at the site as well as of the company´s corporate security risk management. The report revealed a lack of focus on political-security risk. Accordingly, the main research question in this study concerns the effect of terrorism on politicalsecurity risk in the oil and gas industry; it specifically analyzes the In Amenas attack. The aim of this study is to answer this question along with two sub-questions, which complement and support the main research question. The first sub-question concerns the factors that contributed to the attack in In Amenas: why was risk mitigation not successful? The second sub-question looks at the possibilities for international oil and gas companies to mitigate the risk of terrorism; or is this a risk that can only be managed? This study argues that political-security risk has not been used to its full potential in the oil and gas industry. The oil and gas industry has always focused on site security, but a broader more holistic approach to risk management has been lacking. However, as a result of the In Amenas incident, the industry has become more willing to have a new discussion on security and this has resulted in small changes in the way companies operate.

Nadat die olie en gasindustrie ‘n wettige teiken vir tereurgroepe in die 1990s geword het, het die aantal aanvalle per jaar toegeneem, met ‘n skerp styging na die 9/11 aanvalle. In vandag se onderling verbonde wêreld hou die politiese risiko nie net verband met die verhouding tussen die gasregering en die maatskappy nie. Olie- en gasmaatskappye mag risiko’s op trans-nasionale, nasionale en menslike sekuriteitsvlak ervaar. As gevolg hiervan maak die sukses van nuwe beleggings dikwels staat op die suksesvolle gebruik van risiko-bestuur strategieë. Hierdie navorsingstudie fokus op die belang van ‘n politiese veiligheidsrisiko in die olie en gasindustrie. Hierdie is ‘n risiko-bestuur gereedskap wat gebruik sal word voor en tydens internasionale operasies; dit stel die maatskappye in staat om beter voorbereid te wees om die risiko’s wat mag voorkom te hanteer. In Januarie 2013 het die olie en gasindustrie een van die dodelikste aanvalle beleef. Die In Amenas olie-aanleg in Algerië is deur terroriste aangeval en tydens ‘n 4 dae lange inval het 40 mense hul lewens verloor. Dit het die olie en gasindustrie gedwing om hul fokus op veiligheidsbestuur te heroorweeg. Die verslag het ‘n gebrek aan fokus op die politiese veiligheidsrisiko getoon. Die hoof navorsingsvraag in hierdie studie het betrekking op die effek van terreur op politiese veiligheidsrisiko in die olie- en gasindustrie; dit ontleed spesifiek die In Amenas aanval. Die doel van hierdie studie is om hierdie vraag tesame met twee sub-vrae wat die hoof navorsingsvraag komplimenteer en ondersteun. Die eerste sub-vraag het betrekking op die faktore wat bygedra het tot die aanval in In Amenas: hoekom was risiko mitigasie onsuksesvol? Full textThe first signs of the contemporary salafo-Jihadism radicalization date back to the early 1980s, following the Soviet intervention in Afghanistan and the establishment of the Islamic Republic of Iran. As a minority, totalitarian and ultraconservative Muslim, he considers himself to be the federation of the Ummah (community of believers) and the embodiment of authentic Islam from its origins.This movement closer to the revolutionary ideology than the religious message has taken on an international dimension in the wake of the Arab Spring revolts at the end of 2010. An organization particularly skilled in the use of modern means of communication and in disseminating Propaganda has created an effective dynamic, attracting young people and young people from all continents. This terrorist organization called Daesh or Islamic state managed to impose itself where its predecessors failed. How did she get there? Who are the volunteers ready to die for this cause? What are their motivations? How to respond to this strong new threat? What are the solutions and evolutions of this phenomenon of magnitude? Full textThis dissertation addresses crucial lacunae in the literature on Islamism, security and counterterrorism studies by asking the question 'why do radical Islamist militants revise their ideologies, strategies and objectives and initiate a de-radicalization process.' The dissertation also aims to answer the question of what are the necessary conditions under which this process can be successful. In the following chapters, I analyze how such factors as state policies, charismatic leadership and social interaction between the layers of an Islamist organization, as well as between the same organization and the "other," can all interact to shape the prospects for renunciation violence, both behaviourally and ideologically, by an Islamist movement. Empirically, I analyze the deradicalization processes of three cases in Egypt (the armed wings of the Muslim Brothers, the Islamic Group and al-Jihad Organization) and one case in Algeria (Islamic Salvation Army and affiliated militias). I also analyze two cases of deradicalization failure in Algeria, as a means to further explicate and examine my variables.
The arguments in the dissertation are based on qualitative comparative research. Archival interviews, supplemented by personal ones, with Islamist leaders, mid-ranking commanders, grassroots organization members, Islamist movements' specialists, former security and intelligence officers and state officials are analyzed to help identify the potential causes of de-radicalization from different perspectives. Content analysis is also used to examine original literature and statements produced by the Islamist groups under study and their leaders to both legitimize and, at a later stage, to de-legitimize violence.
In the conclusion, the dissertation provides a comprehensive theoretical framework that explains the causes of de-radicalization of armed Islamist movements. It also provides direction for future research agendas and addresses policy implications relevant to de-radicalization.
Plusieurs mouvements islamistes armes ont donne les signes d'importants changements sur le plan du comportement et de l'ideologie en faveur de la nonviolence. Les processus de de-radicalisation de ces mouvements ont conduit au retrait de dizaines de milliers d'anciens militants des rangs des supporteurs d' Al Qaida et ont eu un effet dissuasif sur ceux qui songeaient a se joindre a eux. Ces processus ont eu lieu a grande echelle en Egypte et en Algerie et a plus petite echelle en Libye, en Arabie Saoudite, au Yemen, en Jordanie, au Tadjikistan, en Malaisie et en Indonesie.
Cette these porte sur des lacunes importantes dans la litterature sur l'islamisme, les etudes de securite et le contreterrorisme. Elle cherche a savoir pourquoi les militants radicaux islamistes ont revise leurs ideologies, leurs strategies et leur objectifs et initie un processus de de-radicalisation. Cette these vise arepondre a ces questions afin de comprendre les conditions necessaires a la reussite d'un tel processus. Au cours des chapitres suivants, j'analyse comment des facteurs tels que les politiques etatiques, le leadership charismatique, et les interactions sociales entre les couches d'une organisation islamiste ainsi qu'entre la meme organisation et l' « Autre» peuvent tous interagir pour modifier les perspectives d'un mouvement islamiste de fayon aI'amener arenoncer ala violence, tant dans son comportement que dans son ideologie. De fayon empirique, j'analyse les processus de deradicalisation de trois cas en Egypte (l'aile armee des Freres musulmans, le Groupe islamique et l'Organisation du al-Jihad) et d'un cas en Algerie ( l'Armee islamique du salut et les milices affiliees). J'analyse egalement deux cas d'echec de la deradicalisation en Algerie afin d'examiner mes variables.
Les arguments de cette dissertation sont fondes sur une recherche qualitative comparee. Des entrevues archivees et des entrevues que j'ai moi-meme realisees avec des autorites islamistes, des sous-officiers ainsi qu' avec de jeunes sympathisants, des militants de souche, des specialistes des mouvements islamistes, des anciens officiers de la securite et du renseignement et des employes de l' etat sont analysees afin d'aider it identifier sous differents angles les causes potentielles de de-radicalisation. L'analyse de contenu est egalement utilisee pour examiner la litterature de base ainsi que les communiques produits par des groupes islamistes et leurs chefs pour legitimer et plus tard, pour delegitimer, la violence.
En conclusion, la these presente un cadre theorique qui explique les causes de la de-radicalisation des mouvements islamistes armes. Elle propose egalement des avenues de recherche et traite des implications concemant les politiques gouvemementales et autres relatives ala de-radicalisation.

Full textWe will be essentially interested in air law that is why, the purpose of this master's thesis is to consider the legal aspect of facilitation in civil aviation. The term facilitation refers to the process that passengers, crew, luggage, cargo and mail have to go through when they cross borders to fly from a point A to a point B.
Recently, an aspect of facilitation took an outstanding importance: health issues. At the end of last year, the Severe Acute Respiratory Syndrome (SARS) outbreak was a real threat to international civil aviation because passengers (and crews) could have been exposed to an infected person inside the terminal or on board the plane, also, aircrafts were considered a fast vector of this disease through the world. The economic consequences for airlines and airports were very painful.
