This is the first record of Arctocephalus galapagoensis for the mainland coast of Costa Rica, which is outside the geographical distribution of this species about 1,300 km from its type locality. Changes in environmental conditions during El Niño events might be responsible for a higher incidence of these sightings. The presence of a moderate El Niño along the central and eastern equatorial Pacific Ocean during this month coincides with the occurrence of the fur seal in Costa Rican coasts. No photo record had ever been registered before for this country.

Exceptions to this “best of a bad job” strategy are rare. Em janeiro de 2009, o poeta português Herberto Helder publica a segunda versão dA faca não corta o fogo e que constitui o livro de encerramento da antologia mais recente, Ofício Cantante- poesia completa. Pretendemos então selecionar e analisar alguns poemas desta obra epilogal, problematizando a busca da unidade entre as coisas em matéria de poesia, projeto poético situado num horizonte histórico da mais exacerbada fragmentação. Agency Costs of Controlling Minority Shareholders (coauthored with Henrik Cronqvist) estimates the agency costs of controlling minority shareholders (CMSs) using a panel of Swedish listed firms. AbstractThis paper describes the technical features of the light electric vehicle (L2e-category) named BICAR. This specially designed vehicle is an all-in-one emissions-free micro-mobility solution providing a cost-effective and sustainable mobility system while supporting the transition towards a low carbon society (smart and sustainable city concept). The BICAR represents part of a multimodal system, complementing public transport with comfort and safety, relieving inner-city congestion and solving the “first and last mile” issue. The BICAR is the lightest and smallest three-wheel vehicle with weather protection. Due to the space-saving design, six to nine BICARS will fit into a single standard parking space. Safety is increased by an elevated driving position and a tilting mechanism when cornering. The BICAR achieves a range of 40–60 km depending on the battery package configuration in urban transport at a speed of 45 km/h. It features a luggage storage place and exchangeable, rechargeable batteries. The BICAR can be driven without a helmet thanks to the safety belt system, which is engineered for street approved tests. The BICAR has an integrated telematic box connected to the vehicle electronics and communicating with the dedicated mobile application, through which the BICAR can be geo-localised, reserved, locked/unlocked and remotely maintained.

Experts modified and enhanced the initial cost drivers list and their sub-factors significantly, as they added, modified, merged and split different costs. Moreover, they ranked the cost drivers according to their weight on total costs. All of this helped the authors to better understand relationships among various cost factors.

No disease strikes more fear than cancer and none is more resistant to medical progress. This chapter illuminates the weaknesses of a health care system driven by profit rather than human need in addressing cancer. It explains how modern capitalism has undermined progress in cancer prevention and treatment. Reducing tobacco smoking has succeeded in reducing cancer, but pharmaceutical and other industries have not emphasized this approach because it is not profitable. Instead, they develop precision medicines, high intensity radiation, and private equity-financed high-tech oncology centers. While these have helped some patients, they have made cancer care exorbitantly expensive, out of reach of many Americans, and bankrupted those who can afford them. In response, cancer patients and their families, oncologists and other providers, and public officials are demanding a new approach to cancer, one that puts less emphasis on profitable drugs and devices and more on integrated prevention, early intervention, and affordable treatment approaches.

This chapter studies the Southeast Asia Treaty Organization (SEATO). After almost a decade since the end of World War II, the United States, United Kingdom, Australia, and New Zealand once again enjoyed a formal strategic alliance in the Asia-Pacific. The eventual creation of the SEATO in early 1955 complemented the short-term ambitions of all four Western powers in the region. Nevertheless, diplomatic bargaining preceding signature and ratification led to compromises that diluted the usefulness of the security alliance. The United States continued to limit commitments to joint planning after the implementation of the treaty. SEATO was therefore smaller, weaker, and less integrated than originally envisaged. The organization also lacked the necessary military and economic infrastructure to be effective, which helped encourage Australia and New Zealand to focus on regional rather than British Commonwealth interests, shifting focus away from the Middle East and Mediterranean and toward the “near north.”

Abstract:
This chapter looks at contract enforcement and transaction costs under the Roman Empire. The unification of the Mediterranean Basin by a single state ameliorated economic conditions in practical ways: monetary and metrological systems were standardized, removing costly barriers to trade. Legal rules were standardized as well, which held the potential for an even greater transaction-cost-reducing effect. However, without third-party enforcement, private means still had to be employed to enforce contracts. It is therefore not immediately clear why transacting parties would adopt the Roman legal system. The chapter then argues that contracts drawn up in accordance with imperial law and in the presence of witnesses were “publicly embedded,” which increased their enforceability and reduced enforcement costs. Indeed, this enforcement-enhancing effect was an “emergent property,” the result of legal, social, and ideological factors interacting in an undesigned and unintended fashion.

Nuclear powers battle indirectly through competitive interference within the political systems of third actors in addition to targeting not only each other, but also their own national public opinion. Postwar global human rights norms developed to include national self-determination for all. Covert intervention became politically preferable domestically to avoid negative domestic political reactions to perceived imperialism. Covert intervention decreases political resistance and costs to the intervenor. The nature of social media content distribution makes propaganda and disinformation distribution very extensive at relatively very low cost. These trends and advantages furthered the stress on covert intervention and the formation of national security bureaucracies for engaging in it. Russian state agency internet-based covert intervention via social media in the 2016 US national elections demonstrated that the US is part of the politically globalizing postmodern world that it helped create after 1945. The surveillance capabilities of the national security state will be strengthened.
