Chapter 2 focuses on the emergence of a feisty black lawyer named Maynard Holbrook Jackson Jr., who became Atlanta’s first black Vice-Mayor and subsequently Atlanta’s first black mayor. Jackson’s mayoral tenure marked the first of its kind in terms of black big city leadership and bolstered the black Mecca image. Jackson’s emergence was the fruition of caste and class within black Atlanta. He was a fifth generation Georgian, born into two of Atlanta’s prominent black families. As the grandson of prominent black Atlantans Andrew Jackson and John Wesley Dobbs, Jackson graduated Morehouse College at age 18 and went on to receive legal training in Durham, North Carolina. Jackson cut his teeth as a champion for the people and made headlines as the people’s politician with his quixotic 1968 run for the U.S. Senate against Senator Herman Talmadge. Jackson’s first term as mayor of Atlanta was full of political success. However, during his second term as mayor, many of his working class and poor black constituency felt as if he sacrificed them to play politics.

Abstract:
The timing of pubertal onset is marked by substantial variability within the range of normative development. Pubertal onset has mainly been measured by appearance of secondary sex characteristics—pubic hair development across sexes, and breast development in girls and testicular development in boys. This chapter provides statistics for the average age of pubertal onset, including findings for how average age differs by race. The two major types of pubertal disorders, precocious puberty and delayed puberty, are described, with a brief synopsis of the possible causes (for a comprehensive review of medical causes, see Grumbach and Styne 2003). The major focus of the chapter is on the psychological and behavioral consequences of precocious and delayed puberty. Although the majority of research on this topic has included nonclinical samples (onset or delay of puberty nearing 2 standard deviations [SD] from the mean), findings would be applicable to children who exhibit clinical precocious or delayed puberty (onset or delay of puberty >2 SDs from the mean). Finally, the chapter reviews the clinical practices for “treating” puberty that is normative by pediatric standards. Breast budding is generally the first sexual characteristic to appear in females, and is most commonly classified by Marshall and Tanner’s (1969) five stages of development. Breast development begins in the United States between ages 8 and 13, with a mean age of 9.96 for Caucasian girls and a mean age of 8.87 for African American girls (Herman-Giddens et al. 1997). Pubic hair development typically begins shortly after breast budding; however approximately 20 percent of girls experience pubic hair development prior to breast budding (Brooks-Gunn and Reiter 1990). Pubic hair development also begins between the ages of 8 and 13 years, with a mean age 10.5 years in Caucasian girls and 8.8 years for African American girls (Herman-Giddens et al. 1997). Menarche is a late sign of pubertal development in girls and occurs following the peak in height velocity and during the rapid increase in weight and body fat (Tanner 1978). The mean age of menarche in North America is 12.88 years for Caucasian girls and 12.16 years for African American girls (Herman-Giddens et al. 1997).

The San Diego Police Department, under the administration of San Diego Mayor (and future California governor) Pete Wilson, followed suit in 1973 by assuming the responsibility of determining resident’s legal status and apprehending the undocumented to assist the U.S. Border Patrol. This culminated in the founding of the CCR through the struggle on behalf of the family of a Puerto Rican barrio youth, Luis “Tato” Rivera, killed by a National City police officer.

Abstract:
This chapter discusses four important neurochemical/neurobiological theories of major depression and schizophrenia. These theories evolved from studies of the mechanisms of actions of drugs that can mimic or treat symptoms of these disorders. The chapter begins with the development of the monoamine theory of depression, highlighting the seminal 1965 Joseph Schildkraut review paper implicating a deficit in norepinephrine in major depression and Herman van Praag’s 1970 identification of diminished central serotonergic activity as a possible cause of depression. The chapter then describes the formation of various neurochemical theories of schizophrenia, highlighting Herbert Meltzer’s 1989 experimental paper demonstrating the importance of 5HT2A antagonism for antipsychotic drug action and Daniel Javitt and Stephen Zukin’s 1991 review arguing for a glutamate hypothesis; both articles represented departures from the dominant dopamine hypothesis of schizophrenia. These theories paved the way for current efforts to understand depression and schizophrenia and to generate superior treatments.

Abstract:
<Online Only>This chapter examines authoritarian liberalism as a more general phenomenon ‘beyond Weimar’. It looks outside Weimar Germany and takes a longer historical perspective, revealing deeper tensions in liberalism itself, specifically its inability to respond to the issue of socio-economic inequality in a mass democracy. The major Weimar constitutional theorists—Hans Kelsen, Carl Schmitt, and Hermann Heller—had no answer to the social question as a matter of constitutional self-defence. The chapter then discusses the political economy of the various crises across Europe—in Italy, France, and Austria—revealing a similar quandary. As Karl Polanyi argued, in these contexts, the turn to authoritarian liberalism fatally weakened political democracy and left it disarmed when faced with the fascist countermovement. Later in the interwar period, proposals for neo-liberalism would be introduced, symbolized by the organization of the Walter Lippman Colloquium in 1938.</Online Only>

Abstract:
This two-part chapter, underpinned by nineteenth-century theories of light and vision and the empirical researches of Hermann von Helmholtz, is primarily concerned with light and its disclosures, first as it operates in the physics of two major novels, Far From the Madding Crowd and Lord Jim, and then its place in the act of seeing as explored in two less widely read works, A Laodicean and ‘The End of the Tether’. The discussion of Far From the Madding Crowd shows that the medium of light is an agent in extending perception in a scene beyond the ‘comings in’ of a particular eye. Light in Lord Jim bears a more metaphysical significance, and is associated with the search for a single unifying truth which in contemporary physics was found in the luminiferous ether. The lighting of various scenes continually poses the question: in what medium can the truth of Jim’s reality be found? The characters in A Laodicean and ‘The End of the Tether’ seek ‘the cogency of direct vision’, but only find insight, as with Helmholtz’s optics, by indirection. The appetite of the eye is not in these novels, whether comic or tragic, granted natural and uncomplicated gratification by the light that falls upon it.

The influence of Serge Diaghilev’s Ballets Russes saturated the artistic environment inhabited by Diego Rivera and Roberto Montenegro in Paris before World War I. In predecessors to the debates surrounding nationalism in Mexico, Diaghilev explored its intersections with folk art in the pages of his magazine Mir iskusstva. Montenegro studied with Diaghilev ally Hermen Anglada who urged his disciples to use elements from their nation’s folklore to escape the hegemony of Parisian modernism. Although Rivera disparaged the Ballet Russes’s influence on Mexican art, he painted his “Mexican trophy,” a cubist Zapatista landscape with a prominent serape, in response to an exhibit of Russian folk art that had been inspired by the success of Diaghilev’s dance company. Montenegro also cited this exhibition as one of the major influences in his decision to pursue Mexican folk art as a source of inspiration.

Abstract:
The interaction between mathematicians and mathematical logicians has always been much slighter than one might imagine. This chapter examines the case of Turing’s mentor, Maxwell Hermann Alexander Newman (1897–1984). The young Turing attended a course of lectures on logical matters that Newman gave at Cambridge University in 1935. After briefly discussing examples of the very limited contact between mathematicians and logicians in the period 1850–1930, I describe the rather surprising origins and development of Newman’s own interest in logic. One might expect that the importance to many mathematicians of means of proving theorems, and their desire in many contexts to improve the level of rigour of proofs, would motivate them to examine and refine the logic that they were using. However, inattention to logic has long been common among mathematicians. A very important source of the cleft between mathematics and logic during the 19th century was the founding, from the late 1810s onwards, of the ‘mathematical analysis’ of real variables, grounded on a theory of limits, by the French mathematician Augustin-Louis Cauchy. He and his followers extolled rigour—most especially, careful definitions of major concepts and detailed proofs of theorems. From the 1850s onwards, this project was enriched by the German mathematician Karl Weierstrass and his many followers, who introduced (for example) multiple limit theory, definitions of irrational numbers, and an increasing use of symbols, and then from the early 1870s by Georg Cantor with his set theory. However, absent from all these developments was explicit attention to any kind of logic. This silence continued among the many set theorists who participated in the inauguration of measure theory, functional analysis, and integral equations. The mathematicians Artur Schoenflies and Felix Hausdorff were particularly hostile to logic, targeting the famous 20th-century logician Bertrand Russell. (Even the extensive dispute over the axiom of choice focused mostly on its legitimacy as an assumption in set theory and its use of higher-order quantification: its ability to state an infinitude of independent choices within finitary logic constituted a special difficulty for ‘logicists’ such as Russell.) Russell, George Boole, and other creators of symbolic logics were exceptional among mathematicians in attending to logic, but they made little impact on their colleagues.

Abstract:
The risk assessment for population’s exposures to low doses and low dose-rates of ionizing radiation is still subject to clear uncertainties. The issue has outstanding societal importance in relation to radiologic occupational safety, medical applications of radiation, effects of the natural background radioactivity and the future of nuclear power, due to its particular influence on the public acceptance of this form of energy. This review article analyzes, in a critical, historical and bibliographical manner, the worldwide accepted hypothesis of linearity without a threshold dose (LNT model).
