Full textWe demonstrate that the "35 hours" are a social, economical and political failure that has promoted the development of neoliberalist management rules within the professional relationship system. In a first step we explain that the conditions of a successful policy of reducing working hours were not assured. In a second step the analysis of the implementation of the 35H and its consequences on the professional relationship system allows to demonstrate that this political action is a failure: social failure with deterioration of working conditions and remunerations; economical failure by a loss of competitiveness of companies and increase of public deficits. The social and economical failures both contribute to the political failure. In the third step of this research we demonstrate that the liberal right in power is several times using the 35 hours as deregulation lever of the professional relationship system. In developing the collective bargaining, the 35 hours have highlighted the weaknesses of the unions representativeness and of the collective agreements production mode. The neoliberals, who want to impose the superiority of contract over law, will work to the reinforcement of the collective bargaining rules in order to ensure the legitimity of the agreements produced. We demonstrate that this action is jointly performed with the various deconstruction of the 35 hours. In 2008 after several stages of deconstruction of the working hours rules, the 35 hours have been rendered meaningless. Thus neoliberalist management has developed itself on the issue of 35 hours and the right to date can claim that it has "won the ideological battle. "

Full textThe movements in slack periods are different from peak periods. The solutions of their problems allow us to suggest public transport network improvement. However, the movements in the slack periods are not well known. The surveys allows to know the purposes, the modes of transport used and the schedule but they don’t give us enough information’s of the geographic flows' localisation. Our purpose is to combine the survey uses and the geographic analysis of equipments localisations in order to better know public transport demand and to provide some elements to improve it. We propose models firm empirical observations of our data which allow knowing the relation between the movements and space properties. Next, we adjust models using distortions analysis between the models and real flows from surveys. Finally, we use the models' results to propose an outline of public transport improvement

Full textLa validité des résultats provenant d’études s’intéressant à l’impact des facteurs nutritionnels sur la santé dépend directement de la validité des outils d’évaluation alimentaires utilisés. Les différentes méthodes d’évaluation alimentaire ont chacune leurs forces et leurs faiblesses et sont toutes sujettes à de nombreux biais. Le rappel de 24 heures traditionnel (R24H), une méthode où un interviewer demande au participant de rapporter tous les aliments et boissons consommés au cours de la dernière journée, est de plus en plus utilisé en recherche en raison d’études de validation utilisant des biomarqueurs ayant démontré que des R24H répétés pouvaient fournir des données d’apports alimentaires de haute qualité et ce, avec un biais minimal. Néanmoins, cet outil est considéré coûteux puisqu’il dépend de professionnels formés à la fois pour son administration et pour le codage des réponses dans des bases de données nutritionnelles. Le développement d’outils d’évaluation alimentaire Web apparaît comme une solution économique dans un contexte où il est de plus en plus facile de rejoindre les Canadiens par une application Web. C’est dans ce contexte qu’un rappel de 24 heures automatisé et auto-administré sur une plate-forme Web, le R24W, a été développé à l’INAF, Université Laval. L’objectif de ce mémoire est de décrire le développement de ce nouvel outil d’évaluation alimentaire et de discuter de l’impact de son utilisation dans la recherche en nutrition.
The validity of results from studies assessing the impact of nutritional factors on health depends directly on the quality of dietary assessment tools. All dietary assessment methods have strengths and weaknesses and are subject to bias. The 24-hour dietary recall (24HDR), where an interviewer asks the participant to report all foods and beverages consumed during the last 24 hours, is increasingly used in epidemiology due to validation studies using biomarkers that have demonstrated that repeated 24HDR could provide high quality dietary intake data with minimal bias. However, this tool is considered expensive since it depends on trained professionals for both its administration and the coding of responses in nutritional databases. The development of web-based assessment tools appears as an economical solution in a context where it is increasingly easy to reach Canadians through a web application. It is in this context that an automated, self-administered web-based 24-hour recall, the R24W, was developed at INAF, Laval University. The objective of this study is to describe the development of this new dietary assessment tool and to discuss the impact of its use in nutrition research.

Full textPregnancy has long been recognized as a determinant of the mother’s and infant’s future health. Among other factors, the mother's diet is known to have a great impact on many pregnancy-related outcomes. In fact, inadequate dietary intakes have often been associated with a high risk of developing adverse pregnancy outcomes, such as gestational diabetes. The evaluation of potential associations between diet and health variables may, however, be affected by an imprecise assessment of pregnant women’s actual dietary intakes. Multiple administrations of a 24-hour dietary recall have the potential to accurately assess the diet of pregnant women, but its traditional version is often criticized for the time it requires and the many biases induced by the presence of an interviewer. To overcome this problem, new standardized and fully automated food assessment methods have been developed. These were recognised as valid in the general population, however, their precision during pregnancy has not yet been fully assessed. This thesis assesses the validity of the R24W, a Web-based 24- hour dietary recall, among pregnant women. Eventually, this validation will allow to use this dietary assessment tool in future epidemiological studies as well as for the nutritional management of pregnant women in a clinical context.

Full textThis thesis focuses on the development of 12 hours-shift work of nurses and nurses’ aides in public hospital since a decade. It considers the program as an indicator of public policy and work transformations. Drawing savings for the administrative heads of hospital and reducing the number of working days for nurses, this working time organization crystallises current issues of public hospital : new public management, intensification of work, aspiration of work/life balance of nurses. Defined in 2002 as an express exception of the maximum legal working time (due to the necessity of public service continuity), the standardization of the use of the program contributes to increase the gap between norms and practices. At the intersection of sociology of work, sociology of public policy and sociology of law, the thesis is based on a multi-sited 12 hours-shift work ethnography. It examines the conditions of emergence of the program and the way actors appropriate it. The thesis shows that beside the idea of an improvement of the service quality and the nurses’ satisfaction, the program goes with the intensification of work and contributes to the rationalization of hospital

Full textThe political decision to reduce work-time to 35 Hours a week is old, but always topical, in France. This work analyzes a legislative cycle at different level and in various contexts. Based on inquiries on legislators, work inspectors, consultant and lawyers and, of course, on industrial actors and employees whose reduce work-time in compliance with the 1998’s law, this reform is analyzed in the framework of a law and society problematic. Three domains are investigated: the reconstruction of public policy, the transformation of organizations and industrial relations, and the effects of the reform on labor and employee’s work-times. Instrumental approach is here mixed with a constitutive perspective, concerned with the perceptions of 35-hour week, professional integration revealed by the implementation of the law and showing how time consciousness bring legal consciousness to light. But power relations and unequal resources in organizations have to be analyzed to evaluate the reform and his instrumental and constitutive effects and to understand the ambivalence of law in everyday life at the workplaces

Full textThis work is at the junction of the military history and of the media studies. It focuses on the visual representations of the wars in the Euro-Mediterranean area, on the French TV evening news, on the public broadcasting system since it was created. We wanted to show that the nature of the images presented depends mainly on the image that the newscasters want to give of a war. In other words our hypothesis is that the presentation of the war in images is driven by an ethnocentric vision, particularly regarding the violence of such wars. Beyond this idea, by centering our reflection on the question of Power and television in France, already largely studied by Jerome BOURDON (1994), we wanted to establish that the war is a “sensitive” field which consequently pushes the leading line of the TV news close to that of the government, whatever the time. The analysis was carried out through three case studies: the Algerian war for Independence (1954-1962), the Gulf war (1991) and the disintegration of Yugoslavia (1991-1995; 1999). The analysis of the reports selected in the databases of the National institute for audiovisual (INA) validate our hypothesis, particularly regarding the special treatment of the French Army in operation. Moreover, further comparative analyses of other conflicts highlighted the existence of a rupture in the information, in the same way that the comparison with the foreign TV news, particularly in the US, allowed us to record a French specificity in the way “of showing the war”, but also a similarity: war remains a “sensitive” matter. The media coverage of a war thus remains a strategic element which feeds the discussion on the limits of democracy

Full textDans ce mémoire, nous tentons d'estimer l'effet des heures supplémentaires travaillées par le personnel infirmier sur la santé des patients mis à sa charge. Nous effectuons notre analyse sur des enfants admis dans une unité de néonatalogie. Comme indicateur de santé, nous utilisons les infections nosocomiales contractées, les accidents subis et les décès. Pour répondre à un possible problème d'endogénéité entre la santé des enfants et les heures supplémentaires auxquelles ils sont exposés, nous utilisons la méthode des variables instrumentales. Nous obtenons comme résultats qu'une exposition accrue à des heures supplémentaires semble augmenter pour les patients la probabilité de contracter une infection et de subir un accident, mais n'a pas d'effet sur la probabilité de décéder.

Full textIn a context of traf8ic networks saturation related to urbanisation acceleration, thisresearch is aimed at contributing to the scienti8ic debate on this issue by building a model to describe dynamic pedestrians’ physical distances regulation behaviours in public places.The urban dimension of Edward T. Hall’s theory of proxemics is taken as an initial inspiration. This author argues that a correlation exists between the organisation of space at the macro level of Society and the micro level of individual behaviours. It leads him to a synthetic distinction between ‘contact cultures’ and ‘non-contact cultures’. The former tends to prefer smaller distances at all scales of space organisation compared to the latter.This hypothesis is considered seriously in the research. Nonetheless, Hall’s macroculturalist anthropological area distinction (e.g.: the ‘Arab World’ = ‘contact culture’) isnot relevant anymore in the urban globalization era. Therefore, a new ‘micromacro’theory, based on 4 macro orientations expected to have an influence on micro behaviours,is proposed: equality between urban citizens, individualisation, relative urbanity and urban planning regulation.Two other scalar correlation theories of spatial relations description are also tested. One,called ‘micromeso’, is based on Roger Barker’s behaviour setting theory. It states thatproxemical behaviours are correlated with intermediate units related to a specific placeand time such as ‘the subway at peak hours’. The other theory, called ‘micro’, states thatany form of scalar correlation is an ecological fallacy. Accordingly, the description processhas to remain at the very level of physical distance relations between individuals.These different theories are tested empirically in Delhi, Los Angeles, Paris and Tokyowhich all answer differently to the macro orientations of the micromacro theory. Behaviours inside the metro and outside of it are observed (micromeso theory). In each condition, similar levels of spatial competition for places are taken into consideration (micro theory).The results lead to conclude that traffic relations between pedestrians are best describedwhen considered cumulatively as micro > micromeso > micromacro by order of efficiency. Eventually, I defend the thesis that urban dwellers should debate of traffic relationshipsmicro conditions improvements rather than focusing on micromacro and micromeso explanations of the networks breakdowns which can be found for instance in the competition promoted between individuals on civil behaviours

Full textEarnings inequality and job polarization have increased in a number of countries during the last decades, raising concerns of fairness and fostering debates on the implications for redistributive policies. This thesis asks two main questions. The first concerns the relevance of hours worked and their dispersion for earnings inequality, while the second question investigates the role of female labour supply in explaining the increase in job polarization. The first chapter uses data for the USA, the UK, Germany, and France and examines how earnings inequality is affected by the dispersion of working hours. The main result of this exercise is that hours dispersion can account for over a third of earnings inequality in some countries and that the relevance of the correlation between wages and working hours has been growing over time. The second chapter builds on the results of the previous one and explores the forces behind the upward trend of the correlation between wages and working hours. We find that greater aggregate output volatility and stricter labour market regulation tend to reduce the elasticity, while a greater trade share in an industry raises it. Finally, the third chapter investigates the relevance of female employment for job polarization in Germany. The analysis focuses on the role of high-skilled females in the evolution of a market for home production substitutes and finds that when top-employed females work more hours, low-skilled women are more likely to be employed

Full textThis dissertation aims to compare the methods and means used by the five European states Spain, Portugal, England, France and the Netherlands -to acquire land in the Americas at the beginning of colonization. It examines the contracts issued by the metropoles for the initial claims of American territory, followed by the actual physical occupation of the land. The manner in which the Europeans located and built their first settlements is compared, as well as the type of immigration each colony received, and the effect of land acquisition on the social composition of the colony. Finally, the colonists' relations with their indigenous neighbors influenced their ability to acquire land, but territorial expansion was not always at the root of conflicts between the two groups. Two English colonies are considered, Virginia and Massachusetts Bay, because of their extraordinary differences in formation. Despite the chronological gap between the Iberians and the northern Europeans, all five states went through the same process of land acquisition in America. Their challenges were the same whether developing natural resources, finding peace with the local Indians or exerting control over their colonial communities. Comparing their responses brings some surprising parallels in geopolitical, social and cultural aspects

Full textThe financial exemption program for domestic help services in Quebec aims to encourage house holds with needs for domestic help to obtain their services from social economic enterprises domestic help while promoting their development. This program mainly targets people who are losing their independence due to their age, as well as those who have special needs due to a condition of incapacity or vulnerability. Several types of aid are then offered, such as compensatory aid granted to organizations providing services, fixed aid and variable aid granted to users. To this end, investment shave been made since 2009 in this program to improve variable aid for vulnerable clients in order to allow users to afford more services. The purpose of this study is to assess the effect of a increase in variable assistance per hour of domestic help which happened in October 2016. We use this almost natural experience and data on active users 18 months before and 18 months after the increase. We use a Tobit type 1 model in double differences to evaluate the impact of this reform on users’ consumption of domestic help services. Monthly, we find that the improvement in variable assistance in 2016 had the effect of increasing the average consumption of services by 0.19 per hours (approximately 11 minutes). This figure corresponds to a monthly increase of approximately 4% in the average consumption of hours of services. In addition, we distinguish two types of effect : a contribution at the extensive margin and at the intensive margin. The results reveal a greater response at extensive margin. These results suggest that the improvement in variable assistance had a positive and significant effect on the average consumption of hours of home help services in Quebec.

Full textThis work uses cultural and historical studies, geopolitics, narratology, and visual semiotics to analyse the representations of the War on Terror in "24" and "Homeland", two emblematic post-9/11 American television series. These shows, which started airing almost a decade apart, have often been opposed to each other because of their presumed ideologies. Both dealing with the War on Terror, "24" has been said to reflect the conservatism of the Bush years, while "Homeland" would correspond to Obama’s liberal presidency. However, upon closer examination, many similarities can be found – which would not only bridge "24" and "Homeland", but also George W. Bush and Barack Obama’s presidencies. This work thus aims to deconstruct the preconceptions surrounding the two series by exploring their political ambivalence in order to question the ruptures and continuities in the global War on Terror which the United States has been conducting for almost twenty years now

Full textFrom 2006 back to the end of the 2014-2015 school year marked by the reform of college Najat Vallaud Belkacem promoted by Minister of Education, all students “de troisième générale” were overall in principle choose to follow the option Discovery Professional (DP3), it is neither restricted to a particular category of students or students judged "learning difficulties". This right was granted to all third general students to follow the DP3 option was defined by official texts as a teaching.How different actors have considered the DP3 and what sense have they assigned? What was their (s) role (s) in the introduction of this innovation within the French school system? How the autonomy conferred by an institutional decision she was lived by the actors in different colleges? How DP3 teachers have to teach their students this new option whose contours were not clearly defined by the educational institution? How were they recruited and how have they done to organize their duet teaching activity? Which means, what tools and educational resources did they choose to mobilize to run the option in their establishments?This thesis has the objective anthropological analysis of the work activity generated by the creation and introduction of a new education in the French school system. Combining theories of business and organizational theories, we offer both an analysis of the roles played by different categories of stakeholders and the analysis of collective and collaborative activity produced by themselves through an analysis of interviews "centered on activity", a professional document analysis and ethnographic descriptions of observations conducted in the classroom and outside in organized tours for students in companies

Full textAt the beginning of the twentieth century, Italian women underwent a double legal injustice. As women, they were relegated by law to an inferior status: legislation denied them the right to vote and eligibility. As workers, they were submitted to omnipotent employers because, in the early times of social legislation, the contractual weakness of workers compared to employers had not been acknowledged. In the Verceil canton, the mondariso, seasonal women workers who were employed to hoe the vast Piedmontese rice fields, struggled to obtain work, pay rises, and a decrease in their work time. These women succeeded in imposing the principle of an eight-hour workday in the Vercellese rice fields in 1906. In 1907, a sectoral law granted all paddy field workers significant protections. By demanding their right to social justice, these women workers acquired visibility and a political role. They knew how to select their priorities in learning how to handle the legal and legislative apparatus, and participated in the construction of a new, egalitarian, and empowering legislation. The socialist party and Labour Unions were very present in that struggle. But how were these women acquainted with those emerging political forces? To what extent did the socialist party educate these peasants? What if these women had a vaster arena of power than what the status of women at the time could let us imagine? Should this be the case, they could be assumed to have been bestowed with an educational mission towards a young party trying to impress itself upon them as well as within the Italian proletariat

Full textThis thesis focuses on the reduction of working hours in mass marketing, metallurgical industry and the social sector. It shows that the RTT corresponds to a feeling shared by many employees that their life has been invaded by their work. Such a paradox can but be explained by the intensification and the flexibility, closely linked to the reduction of working hours, that they have experienced in their work in the past few years. Intensification and imposed flexibility have produced effects not solely limited to working hours. They logically favour a real need for a break, which enables them to make their work bearable. However this need is far from being satisfied everywhere for the different sectors have unequal modes of enforcing the new law. Some sectors, because of the quite important number of hours freed, favour varied uses of these hours whereas others where the reduction has been limited can generate frustration
