Abstract:
Background/Context Student governments are the first direct experience that youth have of representative government. However, very little research has been done on student councils in spite of their ubiquity in American high schools and consistent references to their positive effects on the political socialization of youth. Purpose/Objective/Research Question/Focus of Study This article studies how student councils are variably organized across the nation to determine how and why better or worse quality experiences of representative government are being had by youth just before they enter adulthood and have the opportunity to be engaged in the nation's political system. Research Design The authors conducted interviews with student council sponsors, collected a nationally representative sample of student council constitutions, and then looked at the variance in student powers and faculty controls over council endeavors. Conclusions/Recommendations The study finds that student councils are variably organized by school charters and by income levels and race of student populations. Elite public schools afford councils unprecedented powers and low faculty oversight, whereas impoverished schools and those with disadvantaged minorities tend to lack councils or merely have ones that perform social functions. By contrast, private religious schools have the most active councils engaged in a wide range of activities, but their decisions and memberships are constrained by a great deal of faculty oversight. Such variation in representative government has implications for political socialization and the types of citizens being developed in the United States.

HIGH COUNCIL FOR THE JUDICIARY IN PORTUGALThe study discusses the political position, composition, organisation and competence of the High Council for the Judiciary in Portugal. It is an office clearly supported by the constitution Articles 215 and 217, demonstrating the features of the southern European model of the functioning of judicial councils in Europe. Although judges do not formally have a majority in the High Council for the Judiciary, they can in practice obtain it when making specific decisions. However, in this aspect, the solutions adopted in Portugal do not follow the recommendations of the Committee of Ministers of the Council of Europe. They are also critically assessed in reports of other institutions e.g. GRECO.

Abstract:
The paper presents the results of a research on the student councils in Warsaw high schools. School principals, their deputies, student council supervisors and representatives of student council board were interviewed. The aim of the study was to find the features, problems and way of functioning of student councils inside the school community. Research has shown two faces of student self-governance. One is connected with activities for the community, not only at school, but also local, in which the supervisor is a guide, and the pedagogical council supports and contributes to greater motivation in activities, the other shows student council as frustrated fake who follows the guidance of a director or supervisor and has no strength or desire to encourage the school community to get involved in self-governance activities. It is crucial to select and train proper student council supervisors that can attract active pupils and support them to lead their own colleagues with student council.

Abstract:
One of the negative impact of globalization era is the decreasing of the character of senior high school’ students. This case can be seen from many kinds of offenses of the students such as bring pornographic readings, skipping classes, smoking, and brawls. Therefore, one of the effort of the school to overcome the problems is through student council. The purpose of this research is to describe the role of the student council in forming the students’ characters in Vocational High School 2 in Salatiga from (1) student council’s work programs that have been arranged and done, (2) the students character formation through student council's activities, (3) the successful implementation of student council activities in shaping the students’ character. Qualitative research with a descriptive approach is used in this study and the participants are the chairman and members of the student council, and student council adviser. The data collection used interview, observation, and documentation. The results of the research showed: (1) there were 4 activities or programs of student council such as class meetings, the representative meeting, the introduction of the school environment, and basic leadership training, (2) Four activities or programs formed the students’ character such as discipline, confidence, responsibility, mutual respect, democracy, caring, critical, and leadership, (3) the programs are done successfully to change the students' character who were less disciplined to be more disciplined, responsible to do homework, caring to friends, critical and confident in giving opinions in front of the class or public, cooperated well and respected to teachers.

Abstract:
The article is devoted to defining the role and place of the High Council of Justice and relevant foreign agencies amidst forming the judiciary. In Ukraine, considerable attention is paid to determining the status of the High Council of Justice. This is because fundamentals of the judiciary’s independence in terms of its formation and functioning, which directly relate judicial selection, their appointment, and dismissal, are laid with consideration to international instruments and specific foreign experience. The European community proposes to introduce into the legal framework a model of the judiciary’s organization through establishing appropriate bodies endowed with institutional and operational independence towards other branches of government. In addition, a determining tool for ensuring the independence of the High Council of Justice and the relevant judicial councils in foreign countries is the statutory consolidation of their legal status: either in the constitution or in the specific law. Ukraine has embarked on the path of strengthening the High Council of Justice as a body having constitutional status in the post-Soviet period. This period is characterized by a legal arrangement of institutional principles of judicial power and the legal status of its holders, consolidation of guarantees of their independence, and the autonomy of judges.

How does ethnic diversity in government impact public good provision? We construct a novel dataset linking the ethnicity of California city council candidates to election outcomes and expenditure decisions. Using a regression discontinuity approach, we find that increased diversity on the council leads to less spending on public goods. This is especially true in cities with high segregation and economic inequality. Those serving on councils that experience an increase in diversity also receive fewer votes when they run for reelection. Abstract:
This article explores the working conditions of Icelandic local councillors in relation to voluntary retirement from the council. In the past three elections, the turnover in councils has been very high, with approximately six out of every 10 council members being new recruits at the beginning of each term. The turnover has also highlighted possible gender issues, as more women than men (proportionally) leave the council after their first term. The findings reveal a significant difference between the councillors who plan to stay and those who opt to leave. This is in relation to the local authorities’ population size, satisfaction with remuneration, and seniority in the council. Thus, councillors in larger municipalities or councillors satisfied with their remuneration are more likely to run for council versus councillors from smaller municipalities and those less happy with their remuneration. Seniority is also a decisive factor, as the majority of all councillors leave after the first term. Significant differences were not found between the female and male councillors in relation to voluntary retirement. However, gendered differences were found in relation to institutional position and working conditions, suggesting a gender-based division of labour in local councils.

Abstract:
When Joseph Smith founded the Church of Christ in April 1830, he also established the framework for councils, the decision-making mechanism of the early Church. Early councils included a group of men holding the priesthood and often included a congregation. They would gather and make authoritative decisions, including if someone accused of wrongdoing was guilty and should receive formal disciplinary action. As the Church grew, Smith further developed this council system. Elders and high priests frequently formed councils, which gradually gave way to bishop's councils. In 1834, high councils began to establish an appellate court where disgruntled Church members could appeal their case. Later, Smith formed other disciplinary bodies and gave them limited jurisdictional authority. Depending on where they lived, Church members utilized different councils. Kirtland and Missouri principally used a bishop and high council, while other outlying congregations relied primarily on elder and high priest councils. Notwithstanding these organizational differences, early Church councils exhibited several consistent patterns. They encouraged individuals to reform their behavior, provided progressive rights to women and children, and inspired confidence in the system, even though Church leaders sometimes disagreed with individual rulings. Although often overlooked, early Church councils played a pivotal role in protecting and developing Church orthodoxy and orthopraxy.

Abstract:
The Swedish state has participated as an elected member of the United Nations Security Council three times and is entering their fourth. The UNSC is an old institution that is not equal to what powers the states within it has. The permanent states, the victors from the second world war, have a more prominent role in the council and do not have to be elected every two years as the other states that want to be a part of the council. The cost of for small states like Sweden to be a part of the council can be quite large, but in financial means and as a time-consuming task for the foreign department. Therefore, it is essential to know if the time spent in the council for a state like Sweden amounts to something in the sense of influence over the outcome. This bears the question if Sweden has used and is using its membership in the UNSC in an effective manner. By looking at the official documentation by the foreign department and interviewing former diplomats about Sweden’s role in the UNSC during these periods this thesis analyses the way that Sweden has acted before. Furthermore, the thesis also looks at the first five weeks in the current period of 2017. The results are analyzed through a theoretical framework of what should be methods to achieve influence in the UNSC. As the analysis shows, Sweden has moved from being a more passive participant to a more active and proactive part of the UNSC. This, however, can come at the cost of changing other states view of the Swedish state in international relations.

This study was conducted in four Qumbu District schools The literature review enabled the researcher to understand the current discourses in terms of learners’ participation in the governance of schools through the Representative Council of Learners Through the methodological application of triangulation, the study produced data on which findings were based and recommendations made Generally, evidence from the collected data reveals issues worth the attention of the researcher and relevant authorities Some of the evidence in this study was that there is need to involve learners in decision making; that the learners who are elected to be members of the RCL should be provided with orientation and training so that they become aware of the content of policy documentations that govern their roles and responsibilities These RCL members are supposed to be considered as potential decision makers and leaders in their schools It is therefore the responsibility of schools and the Department of Education to provide orientation and training for these learners so as to equip them adequately with leadership information and to develop their skills in order for them to be able to play their roles responsibly In concluding, the researcher believes that solutions to the problems identified can be resolved by considering the recommendations for implementation.

Abstract:
This exploratory research is based on an objectivist epistemology with a positivist theoretical perspective that deployed concurrent mixed methods (MMR) design through a quantitative administered survey alongside an in-depth qualitative analysis through interviews exploring the perspectives of leaders on EHS leadership and governance. The research literature review focused on EHS leadership, corporate governance and strongly related topics. This MMR research employed both an expert panel-validated survey and a semi-structured interview protocol which explored 9 themes which emerged from the literature review including EHS/Safety Leadership; Risk Management; Influence and Accountability. Due to pragmatics relating to the number of leaders accessed (N=30) the statistical analysis is limited to descriptive type statistics. Almost all respondents supported the monitoring role of the Board of Directors (BoD), but disagreed that the BoD should play an active role in risk management. Comparisons are drawn between the Oil and Gas and non-Oil and Gas organizations with interesting results especially in matters relating to risk management. Structured thematic content analysis yields that Safety Culture; Leadership; Influence and Accountability were the three leading themes accounting for just over 50% of the responses analysed. Many sub-themes have also emerged and are discussed. A Model of EHS Leadership and Governance was created and is presented which positions themes and factors that influence monitoring of EHS performance and ultimately risk management. The research can be considered as a unique contribution as a relatively small body of currently published work in this subject area, both globally and more so in the GCC.

Abstract:
The IPCC report from 2013 predicts radical temperature changes in the world the coming years, with a melting ice cap in the Arctic as consequence. According to geological research made by institutes and scholars from the Arctic states the Arctic is likely to hold the last remaining oil and gas resources of the world. The melting ice cap opens up for resource exploitation and for new naval transportation routes between Asia and Europe and North America. There is a debate over what geopolitical implications these natural resources and the new transportation routes will get for the surrounding Arctic states since the existing international regulations in some areas are inadequate. This debate is divided into two camps; one side argues that the Arctic states will act cooperatively when exploiting the resources and navigating the new transportation routes, while the other side predicts violent and conflictive state behavior. The objective of this study is to analyze existing and potential conflicts in the Arctic through the perspective of leading international relations theories in order to make projections of potential Arctic developments. As analytical tool the study applies a conflict analysis framework to structure and categorize both the findings and the analytical chapter. In this qualitative and abductive study the data has been collected through mainly official state and private documents and text analysis of these documents have been used as method. The study concludes that a combination of both cooperation and competition is likely to occur in the Arctic in future, but cooperation will be the first alternative of choice for states rather than conflict.

This study analyzes the process of the diffusion of structures and practices in an organizational setting using the theory of new institutionalism as the theoretical basis. The explanation of the diffusion process has been subject to major variations due to epistemological and ontological reasons. Former theories of organizational reality looked at organizations as their sole units of analyses and accounted for the diffusion process accordingly
however, today, it is widely observed and accepted that organizational behavior is shaped by historical and environmental factors. This investigation aims to provide evidence for how certain structures and practices diffuse through organizational settings while others do not. Consequently, a qualitative design was conducted to explore the diffusion process in the case of the Council of Higher Education, a high-level bureaucratic organization in Turkey. Fifteen key informants, present or former university rectors and members of the Council, were interviewed and the accumulated data were analyzed qualitatively. Also, the findings were matched and supported with relevant documents analyzed additionally. The findings drawn from the investigation indicate that the emergence of the Council implicates a pattern visible throughout the history of Turkish higher education. The Council is spotted as an important agent in redefining Turkish higher education and thus creating a new organizational field for it. Yet, highly dynamic and interactive face of today&rsquo
s higher education calls for reconsideration of the Council and its functions. A major conclusion that can be reached in this context is that the issue of legitimacy depends on the satisfaction of several demands and expectations at various levels. Therefore, even a formal and regulative organization, such as the Council of Higher Education is prone to the pressures of the organizational field it operates within and is called upon to redefine its structures and implementations accordingly in order to secure its legitimacy.

Обрана тема є досить актуальною на сьогоднішній день. Про цей факт говорить нещодавнє проведення судової реформи і модернізація Закону України ‘’Про судоустрій і статус суддів ‘’. Створення 30 вересня 2016 року Вищої Ради Правосуддя відбувалося саме в контексті цієї реформи. Сама заміна Вищої Ради Юстиції на Вищу Раду Правосуддя говорить нам про те що даний орган не є ігнорованим в контексті законодавчих ініціатив. Саме Вища Рада Правосуддя виконує роль того органу , який бере на себе формування висококваліфікованого суддівського корпусу. Варто сказати і про важливість даної теми , про що може свідчити хоча б той факт, що Вища Рада Правосуддя не відноситься до жодної з гілок влади і лежить поза системою стримувань і противаг. У 2017 році було реформовано інститут дисциплінарної відповідальності суддів. Саме Вища Рада Правосуддя взяла на себе роль органу який зосередив у себе дисциплінарні повноваження. Раніше такими питаннями займалися Вища рада юстиції та Вища кваліфікаційна комісія суддів і підвідомчість залежала від рівня того суду де обіймав посаду суддя. Також, той факт, що саме Вища рада правосуддя бере на себе роль органу який формує судову гілку влади майже самостійно, підкреслює важливість органу для всієї системи функціонуванння держави.

In response to parents’ complaints, the GMC had launched an investigation into the high mortality of cardiac surgery of children at the Infirmary. This chapter tackles the history of the council estate in Britain. A council estate is a group of homes, usually in one or many buildings, planned as a totality that was owned and leased by municipal authorities. Although many council estates were low-rise suburban developments, the chapter focuses on the urban, high-density iterations of this form, which usually comprised a handful of high- and medium-rise apartment buildings connected by a mesh of public walkways, courtyards, playgrounds, and parking lots. This chapter also highlights the most conspicuous and arguably most consequential of the urban forms during this time — the high-density council estate. It discusses high-density council estate's rich historiography and why it was considered as the main protagonist in recent histories of working-class community formation, policy and political culture, gender, consumerism, and architecture. Ultimately, the chapter explores the two most striking and historically distinctive features of postwar, high-density council estates: their capacity to modernize domestic life and the hope that they could forge community out of proximity.

Under the United Nations Charter, the U.N. Security Council has several important functions and powers, not least with regard to taking binding actions to maintain international peace and security. The ten elected members have the opportunity to influence this area and others during their two-year terms on the Council. In this paper, we aim to illustrate some of these opportunities, identify potential guidance from prior elected members’ experiences, and outline the key procedures that incoming elected members should be aware of as they prepare to join the Council. In doing so, we seek in part to summarize the current state of scholarship and policy analysis in an effort to make this material more accessible to States and, particularly, to States’ legal advisers. We drafted this paper with a view towards States that have been elected and are preparing to join the Council, as well as for those States that are considering bidding for a seat on the Council. As a starting point, it may be warranted to dedicate resources for personnel at home in the capital and at the Mission in New York to become deeply familiar with the language, structure, and content of the relevant provisions of the U.N. Charter. That is because it is through those provisions that Council members engage in the diverse forms of political contestation and cooperation at the center of the Council’s work. In both the Charter itself and the Council’s practices and procedures, there are structural impediments that may hinder the influence of elected members on the Security Council. These include the permanent members’ veto power over decisions on matters not characterized as procedural and the short preparation time for newly elected members. Nevertheless, elected members have found creative ways to have an impact. Many of the Council’s “procedures” — such as the “penholder” system for drafting resolutions — are informal practices that can be navigated by resourceful and well-prepared elected members. Mechanisms through which elected members can exert influence include the following: Drafting resolutions; Drafting Presidential Statements, which might serve as a prelude to future resolutions; Drafting Notes by the President, which can be used, among other things, to change Council working methods; Chairing subsidiary bodies, such as sanctions committees; Chairing the Presidency; Introducing new substantive topics onto the Council’s agenda; and Undertaking “Arria-formula” meetings, which allow for broader participation from outside the Council. Case studies help illustrate the types and degrees of impact that elected members can have through their own initiative. Examples include the following undertakings: Canada’s emphasis in 1999–2000 on civilian protection, which led to numerous resolutions and the establishment of civilian protection as a topic on which the Council remains “seized” and continues to have regular debates; Belgium’s effort in 2007 to clarify the Council’s strategy around addressing natural resources and armed conflict, which resulted in a Presidential Statement; Australia’s efforts in 2014 resulting in the placing of the North Korean human rights situation on the Council’s agenda for the first time; and Brazil’s “Responsibility while Protecting” 2011 concept note, which helped shape debate around the Responsibility to Protect concept. Elected members have also influenced Council processes by working together in diverse coalitions. Examples include the following instances: Egypt, Japan, New Zealand, Spain, and Uruguay drafted a resolution that was adopted in 2016 on the protection of health-care workers in armed conflict; Cote d’Ivoire, Kuwait, the Netherlands, and Sweden drafted a resolution that was adopted in 2018 condemning the use of famine as an instrument of warfare; Malaysia, New Zealand, Senegal, and Venezuela tabled a 2016 resolution, which was ultimately adopted, condemning Israeli settlements in Palestinian territory; and A group of successive elected members helped reform the process around the imposition of sanctions against al-Qaeda and associated entities (later including the Islamic State of Iraq and the Levant), including by establishing an Ombudsperson. Past elected members’ experiences may offer some specific pieces of guidance for new members preparing to take their seats on the Council. For example, prospective, new, and current members might seek to take the following measures: Increase the size of and support for the staff of the Mission to the U.N., both in New York and in home capitals; Deploy high-level officials to help gain support for initiatives; Partner with members of the P5 who are the informal “penholder” on certain topics, as this may offer more opportunities to draft resolutions; Build support for initiatives from U.N. Member States that do not currently sit on the Council; and Leave enough time to see initiatives through to completion and continue to follow up after leaving the Council.

In 1989 the Population Council began a research project on the consequences of high fertility at the family level and its implications for the next generation. Since its inception, the project has been supported by Swedish SIDA and has involved the collaboration of researchers from selected developing countries. In countries where there has been limited research on this topic, such as India, Mali, Nigeria, Pakistan, and Senegal, the Population Council provided funding for new studies or for analysis of existing data with the potential for producing insights on this topic. In instances where relevant research was already underway, the Council provided informal support through membership in the research network, which has held several meetings since the initiation of the project. The seminar held on June 9-10, 1992, was intended to convene these researchers to present and discuss the results of their research. The two-day meeting brought together 29 experts to discuss the 14 papers printed in these proceedings.

The thematic groups have been organised under the Nordic Council of Ministers’ Committee of Civil Servants for Regional Affairs, and Nordregio has acted as the secretariat for the thematic groups. This report summarises the work and results of the Nordic thematic group for innovative and resilient regions (TG2) in 2017–2020. The thematic group has not only produced high-quality research on innovative and resilient regions in the Nordic countries but also contributed to public policy with the latest knowledge on the creation and development of innovative and resilient regions across the nordic countries, with focus on smart specialisation, digitalisation, regional resilience, and skills policies. TG2 has also contributed to research on innovative and resilient regions in the Nordic cross-border context.

One of the most topical areas in reproductive health today is the consequences of induced and often unsafe abortion. Safe motherhood initiatives continue to highlight the contribution of unsafe abortion to the persistent high rates of maternal mortality and morbidity in sub-Saharan Africa. In some countries, unsafe abortion is responsible for up to half of all maternal mortality and morbidity, with adolescents constituting a significant proportion of those procuring unsafe abortions. In Kenya, concern about the problem of incomplete and septic abortion has increased, particularly on the part of service providers who must treat women suffering from the complications of poorly performed procedures. Debate about what can be done to reduce the negative consequences of unsafe abortion ranges from highly emotional arguments to pragmatic policies and programs. In 1998, in response to requests for assistance from Kenyan policymakers, the Population Council embarked on a four-year collaborative program to document the magnitude and nature of the problem of unsafe abortion. With assistance from the Population Council, researchers from the Centre for the Study of Adolescence designed and implemented a package of eight studies. This monograph provides a summary of the findings of these studies.

We explore whether the academic benefit from attending a preferred secondary school differs between beneficiaries and non-beneficiaries of the Jamaican Conditional Cash Transfer Program, Programme of Advancement through Health and Education (PATH). The academic outcomes assessed include end of secondary and post-secondary high-stakes examinations independently administered by the Caribbean Examinations Council. Among girls, receiving PATH benefits before secondary school enrollment does not influence the academic gains from attending a more selective school. However, boys who received PATH benefits prior to secondary school enrollment benefit significantly less from subsequently attending a more selective school with respect to comparable peers who did not receive PATH benefits. These results suggest negative dynamic interactions between PATH and selective secondary schools among boys.

Investing in the lives of women who marry in their teens has long-term benefits for these girls and their children. Valid information is needed, however, to address these girls’ special needs. Adolescent health is currently one of the major concerns of the Ministry of Health and Population, as is delaying early marriage and addressing the reproductive and other health needs of married girls. The Ministry was a fieldwork partner with the Population Council, providing data collection from primary health care physicians throughout the country for the “Adolescent and Social Change” Survey (ASCE) in 1997. This monograph is an in-depth analysis of the ASCE survey data. It portrays the context in which married girls are living, describes their characteristics, marriages, and reproductive practices, and makes them visible for the first time, which is hoped will contribute to improving their situation.
