Abstract:
The purpose of this research to reveal and find out how the etiquette of prayer for Hindus is, The background of the problem in this article is that there are still many Hindus who still have wrong ethics when praying. This article raises the title of Hindu prayer etiquette (a contemplation). This research is a qualitative research, qualitative research is also called naturalistic research because the research is carried out in natural conditions. The data collection method used is the study of literature, the study of literature is to examine the literature related to this research. Furthermore, the data is processed and presented so as to know how the etiquette of prayer for Hindus is and in this study is a key instrument. The findings in this study are (1) Hindus face the temple of dressing politely and in accordance with applicable rules/norms, (2) the challenges of Hindus when performing sitting prayers according to the standard silasana for men and wajrasana for women, (3) Hindus in positioning their hands when interacting/worshiping must be in accordance with the rules and standards, (4) Hindus should when nunas tirta and bija must comply with literary instructions and when people already know good and perfect attitudes/morals in doing so. worship of course Hindus have to do as what is already known. The purpose of obeying ethics/morals in prayer is nothing but asking for his grace to always be healthy and always in His protection. Thus, he will improve his quality, from the quality of asuri sampad or bad behavior to daiwi sampad or good quality.

Abstract:
Although the Taliban group is well known, it is not the only representation of ethnic and religious groups in Afghanistan. Besides being inhabited by various groups from internal Islam, there are also Hindus and Sikhs. This paper aims to describe the condition of ethno-religious diversity in Afghanistan, especially regarding Hinduism. We write this article by conducting a literature study that emphasizes descriptive analysis after comparing sources from previous writings. This is obtained based on literature study with descriptive and qualitative methods. From the literature review and previous experience received from the Taliban firsthand, during the Taliban rule from 1996 to late 2001, Hindus are forced to wear yellow armbands in public to identify themselves as non-Muslims. Hindus are forced to wear the burqa, which allegedly "protects" them from harassment. This is part of the Taliban's plan to separate "non-Islamic" and "infidel" communities from Muslim communities. Even so, most ethnic and religious groups, including Hindus, refuse to leave Afghanistan because they feel less pressured by different treatment from the Taliban in the past.Meskipun kelompok Taliban terkenal, itu bukan satu-satunya representasi kelompok etnis dan agama di Afghanistan. Selain dihuni oleh berbagai golongan dari internal Islam, juga terdapat umat Hindu dan Sikh. Tulisan ini bertujuan untuk mendeskripsikan kondisi keragaman suku-agama di Afghanistan, khususnya mengenai agama Hindu. Kami menulis artikel ini dengan melakukan studi kepustakaan yang menekankan pada analisis deskriptif setelah membandingkan sumber-sumber dari tulisan-tulisan sebelumnya. Hal ini diperoleh berdasarkan studi kepustakaan dengan metode deskriptif dan kualitatif. Dari tinjauan literatur dan pengalaman sebelumnya yang diterima dari Taliban secara langsung, selama pemerintahan Taliban dari tahun 1996 hingga akhir 2001, umat Hindu dipaksa untuk mengenakan ban lengan kuning di depan umum untuk mengidentifikasi diri mereka sebagai non-Muslim. Umat Hindu dipaksa mengenakan burqa, yang diduga "melindungi" mereka dari pelecehan. Ini adalah bagian dari rencana Taliban untuk memisahkan komunitas "non-Islam" dan "kafir" dari komunitas Muslim. Meski begitu, sebagian besar kelompok etnis dan agama, termasuk Hindu, menolak meninggalkan Afghanistan karena merasa tidak terlalu tertekan dengan perlakuan berbeda dari Taliban di masa lalu.

Abstract:
This article discusses Islamophobia and accusations by the Hindu majority against Muslim minorities in India against the coronavirus. The Bharatiya Janata Party (BJP) is one of the parties that often voices accusations against Muslim minorities in India for this incident. The Tablighi Jamaat in New Delhi is one of the targets and accusations of the Hindu majority against Muslims in India. The purpose of this study is to find out the reasons why Hindus accuse Muslims in India of being the cause of the spread of the coronavirus "Covid-19". This paper uses a qualitative descriptive method with secondary data collection. The data were obtained from literature studies including books, journals, or those related to research. The findings of this study show that Hindus hate Islam for a long time, coupled with the activities of the Tablighi Jamaat which make them hate Muslims even more and accuse them of being the spreaders of the Covid-19 coronavirus. Not only that, the majority of Hindus create hashtags on social media, such as #CoronaJihad, #BioJihad or #MuslimMeaningTerrorist, all of which are used to increase hatred and rally the Hindus community against Muslims in India during the pandemic.

<p><em>The younger generation of Hindus has a responsibility for the existence of Hindus in the future. Peradah is a youthful Hindu organization that aims to unify the vision and mission to maintain the existence of Hindus in District Tegalsari. Persuasive Communication Peradah is used as an effort to foster young generations of Hindus to strengthen and protect the younger generation of Hindu influence of globalization and the existence of other religious people. Empowerment of Peradah as a youth organization of Hindu in Banyuwangi formed a system of kinship and solidarity among the younger generation. Implementation of the work program as a pattern of youth coaching can improve the skills and creativity of the youth. This is done as a role that is considered important and strategic to form a good character for the younger generation of Hindus, especially in District Tegalsari.</em></p><p><em>The main issues discussed are: (1) How Persuasive Communication activities of Peradah in the effort of fostering the young generation of Hindus in District Tegalsari, Banyuwangi Regency. This problem is analyzed using persuasive communication theory. (2) What is the driving factor of youth generation of Hindu through Peradah in Tegalsari Sub-district, Banyuwangi Regency. The second problem was analyzed using action theory based on the assumptions of Parsons and Max Weber (Ritzer, 2011: 49-50). (3) What are the (socio-religious) implications of persuasive communication in fostering the younger generation of Hindus in Tegalsari Sub-district, Banyuwangi District. The theory used is the theory of symbolic interactionism based on the Blumer assumption (Rohim, 2009: 44-45). This research type is qualitative descriptive by using qualitative data. Obtaining data obtained from several methods of observation, interviews, literature, and documentation. </em></p><p><em>The results showed that: (1) the activity of Tegalsari Peradah communications was conducted in a perusiasif way to nurture the young generation of Hindu through various activities in accordance with the work program. (2) the driving factor of the youth generation of Hindu through persuasive persuasion communication that is: cultural value factor, religious value, and social value. (3) Persuasive Communication Peradah in efforts to foster the young generation of Hindus certainly has implications or impacts, both socially and religiously. social implications as follows: 1) The establishment of a sense of harmony and togetherness among Hindu youth in District Tegalsari. 2) The strengthening of social solidarity, both in the environment of the Community and in the life of the community. 3) Anticipate social conflicts in the community. While the religious implications of the younger generation of Hindus are increasingly increasing understanding of the teachings of Hinduism. This can be reflected in the increased sradha and bhakti them against Ida Sang Hyang Widhi Wasa.</em></p>

Abstract:
The prohibition of killing and eating cows among the Hindus are generally well known. This paper aims to discuss the status of the cow in Hinduism through analysing past related literatures. This paper employs content analysis method through Systematic Literature Review. Articles are collected from Scopus and Dimensions database. 16 articles are screened through the process of identification, examination and eligibility. A systematic analysis focuses on factors of cow veneration in Hinduism. Three major factors were evident in this study namely religion, economy and politic. In the first phase, veneration of the cow is more of a religious issue due to the influence of ahimsa principle introduced in Jainism. In the later phase, it is more of an economic factor where cows were protected and not killed for their benefits to mankind. Whereas now, veneration of the cow is more related to political factors in defending the status quo of the Hindus. ABSTRAK Larangan membunuh dan memakan daging lembu kepada penganut Hindu telah dimaklumi secara umum. Artikel ini membincangkan kedudukan lembu dalam ajaran Hindu menerusi kajian terhadap literatur-literatur lepas yang berkaitan. Kajian ini menggunapakai metode analisis kandungan dengan kaedah Systematic Literature Review (SLR). Artikel-artikel telah dikumpulkan daripada pangkalan data Scopus dan Dimensions dan 16 artikel telah melalui saringan identifikasi, pemeriksaan dan kelayakan. Hasil daripada saringan mendapati hanya lima artikel yang berkait rapat dengan tajuk kajian. Analisis sistematik memfokuskan kepada faktor penyucian lembu dalam ajaran Hindu. Kajian mendapati tiga faktor utama iaitu agama, ekonomi dan politik. Pada tahap awal, penyucian lembu dalam masyarakat Hindu lebih bersifat agama kerana terkesan dengan prinsip ahimsa yang dibawa oleh agama Jaina. Pada fasa seterusnya, penyucian lembu lebih terkait dengan faktor ekonomi apabila lembu dipelihara dan tidak dibunuh kerana manfaatnya untuk manusia. Adapun pada zaman ini, penyucian lembu lebih bersifat politikal dalam mempertahankan status quo masyarakat Hindu.

<p>Barong and Rangda have become part of culture and religion in the tradition of Hindu religion. The Barong and Rangda tradition is a ritual process or pratima that is very sacred. The scary forms of both often scare children, but is greatly admired and adored since it is considered a protector from danger and disaster. If Barong and Rangda are worshiped in horrifying figures, it is then not uncommon for non-Hindus to assume that Hindus worship Satan because their description of Satan relates to scary things. Based on the above, there are three essential points to focus in this article. First, how the concepts of Barong and Rangda are in Hindu Literature; second, how Barong and Rangda are in Balinese Culture; and third, how the religious system of Barong and Rangda is in Hindu rituals. In analyzing these three topics, the researcher applied qualitative method to explain Hindu literary sources based on religious theory. The Barong and Rangda conception is in the Hindu literature, namely the Purana books and the books that have been adapted in Old Javanese literature. In the Purana books, Barong and Rangda can be associated with the manifestation of Shiva and Durga in the aspect of <em>Krodha</em>. Second, Balinese culture sets Barong and Rangda in the Sacred and Profane realms. Barong and Rangda become Wali Dance during religious rituals. Third, the Hindu Religious System explains that Barong and Rangda is the concept of Shivaistic divine teachings which explains the dualistic aspects of God as Purusa and Prakerti as a whole unit.</p>

The current era of globalization has brought various impacts on the world community. This also has an impact on the religious life of Balinese Hindus. Currently, Balinese Hindus are challenged by themselves and by other people to provide answers to questions regarding the implementation of their religion. Conditions like this require anticipatory steps so that the joints of identity of Balinese Hindus are not porous due to the shocks of globalization. This is where serious attention is needed from religious leaders and high religious institutions who would be able to give love and faith (Sraddha and Bhakti) to Balinese Hindus in religious teachings, by providing guidance and understanding about religious teachings. The study is a qualitative study, with the data collection method is a literature study, namely the focus of collecting data from various literatures that are relevant to the research topic. While the data analysis technique used is descriptive narrative analysis technique to analyze and present information in this study. In this paper, it is known that Sulinggih has an honorable position in society in accordance with the swadharma and sesana kawikon he adheres to as already exists in religious literature such as Shiva Sesana, Manawa Dharmasastra and so on. Sulinggih plays an important role in increasing sraddha and devotional service for Balinese Hindus, namely as a leader and guide for the people in accordance with Sulinggih's dharma, as a pemmuput or leader of the ceremony, as a driver for increasing sraddha and devotional service through Sulinggih activities providing Dharma Discourse, Dharma Tula, Dharma Sadhana, Dharma Yatra. Abstract:
Past transformational leadership communication literature shows that leadership communication from the contextual perspective is still limited. The scenario in Malaysia shows that Tun Mahathir Mohamad is respected for bringing social changes to the society including the Malaysian Hindus, playing the role of a transformational leader. However, some research indicates that Mahathir’s leadership communication merely focused on the majority community (Muslims) and neglected the Malaysian Hindus (minority). Therefore, this research embarks on an investigation to explore whether Mahathir’s leadership communication has brought significant social changes to Malaysian Hindus. It adopts a qualitative research design to describe the phenomenon under study using the purposive sampling method where in-depth interviews were carried out on 23 informants who are the opinion leaders for the Malaysian Hindus. Data analysis of this study is conducted using thematic analysis method and suitable themes were identified. The results of this study discovered that Mahathir Mohamad’s leadership communication skills have stimulated social changes among the Malaysian Hindus where it is evident that Mahathir was a transformational leader who has brought significant and indisputable development to the Hindus including identifying issues pertaining to the Malaysian Hindus. Nevertheless, there are weaknesses found in his leadership communication. Keywords: Transformational leadership communication, social change, opinion leader, Malaysian Hindus, minority.

Abstract:
Hindu religious culture has a rich and long-standing performance tradition containing many genres and regional types that contribute significantly to an understanding of the living vitality of the religion. Because the field of religious studies has focused on texts, the assumption exists that these are primary, and performances based on them are mere enactments and therefore derivative. This thesis will challenge this common assumption by arguing that performances themselves can be constitutive events in which religious worldviews, social histories, and group and personal identities are created or re-negotiated. In this work, I examine the history of performance cultures (understood both as genres and the groups that develop and perform them) in the Telugu-speaking regions of South India from the sixteenth century to the present in order to elucidate the cross-fertilization among various performance spheres over time.
My specific focus is on the figure of Satyabhama (lit. True Woman or Woman of Truth), the favourite wife of the god Kṛṣṇa. Satyabhama represents a range of emotions, which makes her character popular with dramatists and other artists in the Telugu-speaking regions of South India where poets composed hundreds of performance-texts about her, and several caste groups have enacted her character through narrative drama.
The dissertation is composed of four substantive parts - text, context, memory, and mimesis. The first part explores the figure of Satyabhama in the Mahabharata and in three Sanskrit Puraṇic texts. The second examines the courtly traditions of poetry and village performances in the Telugu language, where Satyabhama is innovatively portrayed through aesthetic categories. The third is based on ethnographic work with women of the contemporary kalavantula (devadasi) community and looks at the ways in which they identify with Satyabhama and other female aesthetic archetypes (nayikas). The final section is based on fieldwork with the smarta Brahmin male community in Kuchipudi village, where men continue to perform mimetic representations of Satyabhama through a performative modality known as stri-veṣam ("guise of a woman").

Abstract:
The thesis investigates the cultural interventions of Hindu nationalist, C. Rajagopalachari (CR), by offering a close reading of his re-tellings of the Hindu epics, The Mahabharata (1951) and The Ramayana (1956). It positions them alongside the writings of M. K. Gandhi and the key responses to Katherine Mayo’s controversial text Mother India (1927). The thesis explores the central female protagonists of the epics – Sita and Draupadi – asking how these poetic representations illuminate the ways in which femininity was imagined by an influential Hindu ideologue during the early years of Indian Independence. Using close textual analysis as my principal method I suggest that these popular-literary representations of sexual identities in Hindu culture functioned as one means by which Hindu nationalists ultimately sought to regulate gender roles and modes of being. I focus on texts emerging in the years immediately before and after Independence and Partition. In this period, I suggest, the heroines of these versions of the epic texts are divested of their bodies and of their mythic powers in order to create pliant, de-sexualised female icons for women in the new nation to emulate. Through an examination of the responses to Katherine Mayo’s Mother India (1927), and of Gandhi’s writings, I argue that there one can discern an attempt in the Hindu Indian script to define female sexual identity as maternal, predominantly in service to the nation. These themes, I argue, were later articulated in CR’s recasting of the Hindu epics. CR’s epics represent the vision of gender within Hindu nationalism that highlights female chastity in the epics, elevating female chastity into an authentic and perennial virtue. I argue, however, that these ‘new’ representations in fact mark a re-working of much older traditions that carries forward ideas from the colonial period into the period of Independence. I explore this longer colonial tradition in the Prologue, through a textual analysis of the work of William Jones and James Mill. Thus my focus concerns the symbolic forms of the nation – its mythologies and icons – as brought to life by an emergent Hindu nationalism, suggesting that these symbolic forms offer an insight into the gendering of the independent nation. The epics represented an idealised model of Hindu femininity. I recognise, of course, that these identities are always contested, always unfinished. The 1920s and 1930s were decades of momentous changes and expansion in the Hindi literary sphere In this period Hindi became an established public language in print, education and politics and struggled successfully to become the future national language of India. A market for Hindi literature was first created, journals provided venues for debate and literary expression as well as professional employment, genres and styles were explored in many new directions, and new voices emerged, importantly those of women writers. The nationalist movement, too, entered a new phase which emphasized popular publics and vernacular institutions. Through the concept of 'public sphere' as expounded by Jurgen Habermas and other political scientists, this thesis analyzes those changes at the levels of institutions, actors, discourses and, to a limited extent, of audiences in their proper context and in relation to each other. Chapter 2 explores changes in the literary sphere, both its expansion chiefly through the medium of journals, and its institutionalization through a linguistic and literary agenda in the education system. Chapter 3 analyzes historical debates and narratives in order to trace the consolidation and diffusion of a nationalist historical consciousness. Chapter 4 examines the development of women's journals and the space they provided for a critique of discrimination against women and their public access, and for the exploration of women's roles and emotionality. Chapter 5 focuses on the making of Hindi's claim to be the 'national language', the strategies employed and the exclusions operated in the process of its political affirmation. Chapter 6 explores the relationship between the literary and the political spheres focusing on the role of Hindi intellectuals and political leaders. The institutional authority gained in one sphere underwrote that gained in the other, it shall be argued, and gave credence to an official nationalism that does not reflect the complexity and variety of cultural imagination and literary practices in that period.

AbstractHinduism encompasses considerable heterogeneity within its many schools of thoughts and practice. However, the common thread that binds these multiple perspectives is this handbook’s main topic of inquiry—human well-being and happiness. Hindu thought has always deliberated on the process, nature, conditions, and practices that lead to a fulfilled life. In this chapter, we begin by explaining Hinduism’s core beliefs and tenets that guide daily living. Many extant psychological publications on Hinduism explicate psychological ideas embedded in tradition. We draw comparisons between the Hindu worldview and broadly Western-based positive psychology concepts like well-being and the self. The chapter also expands on select Hindu models of human flourishing. The chapter further explains the recent empirical evidence on Hindu constructs, including well-being enhancing strategies, in relation to several positive psychology constructs such as well-being and flourishing. Finally, in the light of the reviewed empirical evidence, we discuss some directions and recommendations for future research at the intersections of Hindu religious literature and positive psychology.

Cellulosic biofuels are becoming an attractive alternative to conventional liquid transportation fuels. Cellulosic biomass is the feedstock for cellulosic biofuel manufacturing. However, high transportation and storage cost of cellulosic biomass due to its low density hinders large-scale and cost-effective manufacturing of cellulosic biofuels. Pelleting processes are used to produce biomass pellets which have higher density and are easier to handle in transportation and storage. Before going through pelleting processes, original cellulosic biomass materials are milled into particles. The particle size is an important input parameter in pelleting processes. Many investigations have been conducted on effects of biomass particle size on pellet quality (in terms of density, durability, stability, and strength). This paper reviews the literature about effects of particle size on pellet quality. Investigated biomass materials, selected range of particle size, utilized milling and pelleting processes are summarized. The approaches to evaluating pellet quality are also reviewed.

In Dutch East India, photographic documentation for antiquities was as up-to-date as in Europe that was developed in the last half of the 19th century. Photography became a tool for archaeological surveys which resulted in thousands of enormous resources. In this paper, the historical background regarding how these old photographs were collected and how the material circulated within archaeological activities will be elaborated. The timeline studied is limited to pre-independence Indonesia with the subject mostly focused on Hindu-Buddhist remains. The method used is literature review of both relevant new publications as well as significant old publications. Its turns out that photographic surveys of archaeology in Indonesia during the colonial period developed from early archaeological activities into systematic institutional programs. The qualities of photography were appreciated in miscellaneous application and offered substantial benefits. Photography became a documentation medium, publication complementary, archive, and object representation and substitution. This historical background of photography in the context of Indonesian archaeology marks the significant value of these photographs so that it can be the foundation of preservation for the future. Di Hindia Belanda, dokumentasi fotografis pada tinggalan purbakala sangat mutakhir sebagaimana di Eropa yang dikembangkan sejak paruh terakhir abad ke-19 M. Fotografi menjadi perangkat untuk survei arkeologi yang menghasilkan ribuan sumber daya. Dalam tulisan ini, latar belakang sejarah terkait pengumpulan foto lama tersebut serta penggunaannya dalam berbagai aktifitas arkeologi akan dijabarkan. Lini masa yang dikaji dibatasi pada Indonesia pra-kemerdekaan dengan subjek yang berfokus pada tinggalan Hindu-Buddhis. Metode yang digunakan adalah kajian pustaka, baik terbitan terbaru yang relevan maupun terbitan lama yang penting. Ternyata survei fotografi pada arkeologi Indonesia selama periode kolonial berkembang sejak aktifitas arkeologis yang masih dini hingga menjadi program institusi yang sistematis. Kualitas fotografi juga diapresiasi dalam beragam penerapan serta menawarkan manfaat yang substansial, Fotografi menjadi media dokumentasi, pelengkap publikasi, arsip, serta representasi dan substitusi objek. Latar belakang sejarah fotografi dalam konteks arkeologi Indonesia semacam ini menjadikan nilai penting dari foto-foto tersebut sehingga dapat dijadikan fondasi dalam pelestarian untuk masa depan.

Cellulosic biofuels are one type of renewable energy, and have been proposed to replace traditional liquid transportation fuels. Cellulosic biomass is the feedstocks in cellulosic biofuel manufacturing. Cellulose accounts for approximately 30% of the total weight in cellulosic biomass. Glucose, one type of monosaccharide convertible to ethanol, can be obtained by hydrolyzing the polymeric structure of cellulose. Currently enzymatic methods are the most common for the hydrolysis of cellulose. However, the low efficiency of enzymatic hydrolysis increases production cost and hinders the large-scale manufacturing of cellulosic biofuels. Ultrasonic treatments applied on cellulosic biomass were found to improve the efficiency of hydrolysis and subsequently increase the sugar yield of hydrolysis. To understand the effects of ultrasonics on cellulose, investigations have been conducted on the effects on cellulose characteristics caused by ultrasonic treatments during hydrolysis. This paper reviews the effects of ultrasonic treatments on cellulose during hydrolysis in terms of sugar yield and some characteristics of cellulose, such as accessibility, crystallinity, degree of polymerization, and morphological structure.

In our group, we are developing flexure hinge based manipulators made of nitinol for minimally invasive surgery. On the one hand, sufficient flexibility is required from flexure hinges to be able to cover the surgical workspace. On the other hand, the bending amount of the flexure hinges has to be limited below the yielding point to ensure a safe operation. As a result of these considerations, it has to be questioned how much bending angle a nitinol flexure hinge with given geometric dimensions can provide without being subject to plastic deformation. Due to the nonlinearities resulting from large deflections and the material itself, the applicability of the suggested approaches in the literature regarding compliance modeling of flexure hinges is doubtful. Therefore, a series of experiments was conducted in order to characterize the rectangular cross section nitinol flexure hinges regarding the flexibility-strength trade-off. The nitinol flexure hinge samples were fabricated by wire electrical discharge machining in varying thicknesses while keeping the length constant and in varying lengths while keeping the thickness constant. The samples were loaded and unloaded incrementally until deflections beyond visible plastic deformation occured. Each pose in loaded and unloaded states was recorded by means of a digital microscope. The deflection angles yielding to permanent set values corresponding to 0.1% strain were measured and considered as elastic limit. A quasilinear correlation between maximum elastic deflection angle and length-to-thickness ratio was identified. Based on this correlation, a minimal model was determined to be a limit for a secure design. The proposed guideline was verified by additional measurements with additional samples of random dimensions and finite element analysis.

Advantages and problems related to the use of compliant hinges in articulated robotic structures are briefly discussed. A novel kind of elastic joint made with close-wound helical springs is then described. It is capable of large angular displacement so that it can be conveniently applied in manipulation devices like the humanoid robot hand developed at the University of Bologna. The results of this application encourage a systematic investigation on the properties of this kind of joints, not previously described in the literature, aiming at mechanical characterization and definition of design criteria. To this purpose, the paper outlines a general investigation programme, where theoretical models, Finite Elements analysis and experiments jointly contribute to the evaluation of the hinge stiffness and to the identification of influential design parameters. Preliminary results related to evaluation of the stiffness about the principal bending axis are then examined and discussed, comparing the results obtained from experiments with those achieved by means of a simplified mathematical model and the correspondent FE analysis. An auxiliary parameter is finally introduced in order to define a general criterion for the design of spring-based hinges subjected to large deflection.

Persistent gendered assumptions about women and violence predominately depict women as non-violent and peaceful. Due to this gender blindness and simplistic frames used to understand the attraction of women toward far-right extremist groups, women tend to get overlooked as active participants, and their roles ignored or downplayed. This not only hinders the overall understanding of far-right extremist groups but also impedes the development of effective counterprograms that specifically address the experiences and paths of these women. Drawing from the experiences and insights of German initiatives and from additional literature on the topic, this policy note explores the wide-ranging motivations of women joining far-right extremist groups and the different roles they can play in them. By including wider research to why women leave far-right extremist groups, the policy note offers lessons learned and recommendations that may be helpful in optimizing prevention and exit programs aimed at women in far-right extremist groups beyond the German context.

The terms ‘capacity’ and ‘coordination’ feature consistently in literature on humanitarian cash transfers and social protection. Multiple international agency projects and initiatives seek to build or strengthen both. Yet, while ‘capacity’ and ‘coordination’ are commonly used and are frequently identified as deficits that hinder improved programming in crisis situations, there is relatively little understanding of what levels of capacity and coordination exist in fragile settings and of how the dimensions of both might vary in crises compared to more stable and secure situations. Across the social protection and humanitarian sectors, frameworks for assessing and addressing capacity and coordination are fledgling at best, with little guidance available to those trying to improve capacity and coordination. (Guidance for cash working groups is an exception to this.) A better understanding of the evidence on capacity and coordination of social assistance during crises and of the main knowledge gaps is key to identifying solutions to overcome capacity and coordination deficits – solutions that are fit-for-purpose in situations of protracted crisis.

Value for Money (VfM) is an essential tool for balancing difficult policy and programme decisions and the trade-offs between the ‘5 Es’ of economy, efficiency, effectiveness, cost-effectiveness, and equity. While many of the conceptual approaches to VfM and methods for estimation are similar in regular development programming for social protection and humanitarian cash and food assistance, these literatures have so far evolved in fairly distinct silos. There has been relatively little work so far to bring the two strands together. In fragile and conflict-affected settings, the gaps are especially great. A lack of cost and basic programme implementation data hinders understanding of economy and efficiency, while gaps in robust evidence on outcomes and impacts further impede an analysis of effectiveness and, crucially, the trade-offs between the ‘5Es’. The research agenda presented here emphasises the need to build the evidence base on both costs and benefits, and to use it more intentionally for better adaptive management of programmes and policy support.

The current COVID-19 epidemic is both a health and societal issue; therefore, groups historically excluded and marginalised in terms of healthcare will suffer if COVID-19 vaccines, tests, and treatments are to be delivered equitably. This rapid review is exploring the social and cultural challenges related to the roll-out, distribution, and access of COVID-19 vaccines, tests, and treatments. It highlights how these challenges impact certain marginalised groups. Case studies are taken from sub-Saharan Africa (the Democratic Republic of Congo, South Africa), with some focus on South East Asia (Indonesia, India) as they have different at-risk groups. Lessons on this issue can be learned from previous pandemics and vaccine roll-out in low- and mid-income countries (LMICs). Key points to highlight include successful COVID-19 vaccine roll-out will only be achieved by ensuring effective community engagement, building local vaccine acceptability and confidence, and overcoming cultural, socio-economic, and political barriers that lead to mistrust and hinder uptake of vaccines. However, the literature notes that a lot of lessons learned about roll-out involve communication - including that the government should under-promise what it can do and then over-deliver. Any campaign must aim to create trust, and involve local communities in planning processes.

Abstract:
Foundational education system commonly referred to as K-12 school education is fundamental for people to succeed in life as noted in United Nations declaration of human rights. Consequently, decades of investments have helped K-12 sector evolve and respond to new demands but many of the traditional thinking has remained and thus hinder agility and disruptive evolution of the system. In most countries the national school education systems are perhaps the largest single enterprise and subjected to socio-cultural, economic and political influences, which in turn make it reluctant and/or difficult to change the system. However, as the world transitions from industrial revolution to information revolution and now to knowledge economy, the foundational education sector has been confronted with several simultaneous challenges. The monograph reviews and analyses how these challenges may be supported in a system that is reliant on traditional rigid time frames and confronted by complex external pressures that are blurring the boundaries of the school education landscape. It is apparent that doing more of the same may not provide the necessary solutions. There is a need to explore new opportunities for reforming the school education space, including system structures, human resources, curriculum designs, and delivery strategies. This analytical work critiques current practices to encourage K-12 educators recognize the need to evolve and embrace disruptions in a culture that tends to be wary of change. The key considerations identified through this analytical work is presented as a set of recommendations captured under four broad areas commonly used in school improvement literature

Abstract:
Das Staatssekretariat für Migration (SEM) hat das im Frühjahr 2021 begonnene Pilotprojekt für muslimische Asylseelsorge bis Ende 2022 verlängert. Auf der Grundlage einer vertieften Evaluation durch das Schweizerische Zentrum für Islam und Gesellschaft (SZIG) der Universität Freiburg soll geprüft werden, wie sich muslimische Seelsorge dauerhaft einführen lässt. Das Ziel dieser Evaluation, die im Zeitraum von Juli bis Oktober 2022 realisiert wurde, war es, herauszufinden, wie sich die muslimische Seelsorge seit der letzten Evaluation entwickelt hat. Zudem war die Studie damit beauftragt, auch die im Januar 2022 eingeführte muslimische Seelsorge im Tessin zu evaluieren. Derzeit sind sechs muslimische Seelsorgende mit einem Stellenumfang von insgesamt 315% in elf Bundesasylzentren (BAZ) in den Asylregionen Westschweiz, Zürich, Ostschweiz sowie Tessin und Zentralschweiz im Einsatz. Die formativ angelegte qualitative Evaluation basiert auf Interviews und Hearings mit insgesamt 18 Personen (Seelsorgende, Verantwortliche P&A, SEM- Verantwortliche) sowie auf neuer wissenschaftlicher Literatur, Medienberichten und weiteren Dokumenten. Sie nimmt Bedürfnisse, Potenziale und Interaktionen unterschiedlicher Stakeholder in den Blick. Ein besonderes Augenmerk richtet sich dabei auf die Weiterentwicklung des Pilotprojekts im Jahr 2022. Die Studie kommt zum Schluss, dass sich die Befunde der letzten Evaluation bestätigen lassen und dass mit der zunehmenden Etablierung der muslimischen Seelsorge in den BAZ eine bessere Kooperation mit anderen Diensten in den Zentren wie auch eine grössere Wertschätzung dieser Dienstleistung von anderen Akteuren vor Ort einhergeht. Die Seelsorgenden begleiten die Gesuchstellenden, hören ihnen bei psychischen Belastungen oder gesundheitlichen Problemen zu, trösten sie in schwierigen Lebenssituationen, nehmen ihre religiösen Anliegen wahr und ermöglichen einen kultursensiblen Umgang mit einschneidenden Ereignissen in den BAZ. Darüber hinaus nehmen sie als Respektspersonen eine Mediationsrolle ein und tragen zur Vorbeugung von Konflikten bei. Muslimische Seelsorge erweist sich damit als wichtige Ressource, von der nicht nur die Gesuchstellenden, sondern auch die BAZ als ganze profitieren. Mehrere Befragte bekundeten, dass die muslimische Seelsorge nicht mehr aus den BAZ wegzudenken ist. So wurde in einem Fall auch das Angebot der muslimischen Seelsorge infolge einer Initiative des Betreuungspersonals auf ein weiteres BAZ ausgeweitet. Darüber hinaus konnte im zweiten Projektjahr die interreligiöse und interprofessionelle Zusammenarbeit mit den christlichen Seelsorgenden sowie mit dem Betreuungs-, Gesundheitsund Sicherheitspersonal vertieft werden. Der Quervergleich zeigt, dass die muslimische Seelsorge in den BAZ, in denen sie schon länger angeboten wird, besonders gut verankert ist. Im Tessin, wo erst Anfang 2022 ein muslimischer Seelsorgender seine Tätigkeit aufgenommen hat, besteht noch Bedarf an Information, Austausch und Rollenklärungen. In der Deutschschweiz arbeitet das SEM mit dem Verein QuaMS (Qualitätssicherung der Muslimischen Seelsorge in öffentlichen Institutionen) zusammen, der als Fachstelle an der Schnittstelle von öffentlichen Institutionen, Kanton und Religionsgemeinschaften breite Anerkennung geniesst. Aufgrund der Massnahmen zur Qualitätssicherung sowie der Supervisions- und Weiterbildungsmöglichkeiten für die Seelsorgenden im Rahmen von QuaMS ergibt sich hier ein Mehrwert, der in den anderen Sprachregionen so nicht gegeben ist. Die Evaluation empfiehlt mit Nachdruck eine Verstetigung des Pilotprojekts und schlägt einige Massnahmen zu deren Optimierung vor. So soll die strukturelle Verankerung und die Unabhängigkeit der muslimischen Seelsorgenden gestärkt werden. Dabei soll auch die spezifische Situation in den verschiedenen Sprachregionen berücksichtigt und der Austausch zwischen diesen intensiviert werden. Muslimische und kantonale Akteure in der Westschweiz sollen ermutigt werden, aufbauend auf dort vorhandene Kompetenzen eine analoge Organisation zu QuaMS zu schaffen. Ausserdem empfiehlt die Evaluation, ein besonderes Augenmerk auf die Diversität in den Seelsorgeteams zu richten, was Geschlecht, Sprachkenntnisse und konfessionelle Profile betrifft. Weiterbildungen für die Seelsorgenden sollen sich allgemeinen Herausforderungen im Zusammenhang mit Flucht und Asyl widmen, aber auch spezifischen Fragen Raum geben, die die kulturellen Kontexte und religiösen Ressourcen von Gesuchstellenden muslimischen Glaubens betreffen. Schliesslich sollen die Verantwortlichen der BAZ den Austausch mit allen Seelsorgenden intensivieren und im Rahmen von Workshops die Teamentwicklung vorantreiben. Aufgrund des anhaltend hohen Bedarfs soll auch geprüft werden, ob eine Erhöhung des Zeitbudgets der Seelsorgenden bzw. eine Anstellung weiterer Seelsorgender sowie eine Ausweitung auf weitere BAZ möglich ist.

Abstract:
Symphonies Reframed recreates symphonies as chamber music. The project aims to capture the features that are unique for chamber music, at the juncture between the “soloistic small” and the “orchestral large”. A new ensemble model, the “triharmonic ensemble” with 7-9 musicians, has been created to serve this purpose. By choosing this size range, we are looking to facilitate group interplay without the need of a conductor. We also want to facilitate a richness of sound colours by involving piano, strings and winds. The exact combination of instruments is chosen in accordance with the features of the original score. The ensemble setup may take two forms: nonet with piano, wind quartet and string quartet (with double bass) or septet with piano, wind trio and string trio. As a group, these instruments have a rich tonal range with continuous and partly overlapping registers. This paper will illuminate three core questions: What artistic features emerge when changing from large orchestral structures to mid-sized chamber groups? How do the performers reflect on their musical roles in the chamber ensemble? What educational value might the reframing unfold? Since its inception in 2014, the project has evolved to include works with vocal, choral and soloistic parts, as well as sonata literature. Ensembles of students and professors have rehearsed, interpreted and performed our transcriptions of works by Brahms, Schumann and Mozart. We have also carried out interviews and critical discussions with the students, on their experiences of the concrete projects and on their reflections on own learning processes in general. Chamber ensembles and orchestras are exponents of different original repertoire. The difference in artistic output thus hinges upon both ensemble structure and the composition at hand. Symphonies Reframed seeks to enable an assessment of the qualities that are specific to the performing corpus and not beholden to any particular piece of music. Our transcriptions have enabled comparisons and reflections, using original compositions as a reference point. Some of our ensemble musicians have had first-hand experience with performing the original works as well. Others have encountered the works for the first time through our productions. This has enabled a multi-angled approach to the three central themes of our research. This text is produced in 2018.

Mobilität ist Kultur“ – mit diesem Motto wird seit mehreren Jahren für das Verkehrs- und Mobilitätskonzept der Stadt Zürich geworben. Das Ziel dieses Züricher Konzepts ist die lang-fristige Etablierung einer nachhaltigen Mobilitätskultur. Eine wesentliche Teilstrategie bei der Umsetzung des Konzepts ist dabei neben verkehrsplanerischen Aspekten (z.B. die gezielte Förderung bzw. der Ausbau des ÖPNV sowie des Fuß- und Radverkehrs) die umfassende und frühzeitige Information der Bevölkerung über Verkehrsplanungsverfahren und die Beteili-gung an den entsprechenden Entscheidungen. Weiterhin wird hervorgehoben, dass bereits die Mobilitätsstrategie selbst das Ergebnis eines gemeinsamen Meinungsbildungsprozesses von Bevölkerung, Planung, Politik und Wirtschaft ist. In Zürich wird nachhaltige Mobilitätskultur demnach nicht nur als neues Leitbild der Verkehrsplanung, sondern als umfassender Pla-nungs-, Kommunikations- und Kooperationsansatz verstanden (Ott 2008: 1ff.; Schreier 2005: 127ff.; Tiefbau- und Entsorgungsdepartment der Stadt Zürich 2005: 1ff.). Gerade im Zusammenhang mit Konzepten zu nachhaltiger Mobilität wird die Notwendig-keit der Kommunikation mit den Bürgern nicht nur in Planungen einzelner Kommunen, son-dern auch in theoretischen Beiträgen häufig thematisiert. So hebt beispielsweise Banister (2008: 80) hervor, dass bei Verkehrsplanungsmaßnahmen die Kommunikation – also die In-formation und Beteiligung der Bevölkerung – aber auch ein entsprechendes Marketing we-sentliche Elemente zur Steigerung der Akzeptanz nachhaltiger Mobilitätspolitik sind. Auch Beckmann (2005: 10, 16f.) betont die Notwendigkeit der Kommunikation mit den Bürgern und zivilgesellschaftlichen Gruppen, um die Akzeptanz und Wirksamkeit verkehrsplane-rischer Maßnahmen, aber auch soziale Lernprozesse im Bereich der Mobilität zu fördern. Bedingt durch die besondere Stellung direktdemokratischer Elemente im politischen Sys-tem der Schweiz hatte die Bevölkerung dort bereits lange vor der Einführung solch moderner Planungsansätze weitreichende Möglichkeiten zur Einflussnahme auf politische Entscheidun-gen (Linder 2009: 574ff.). So hebt z.B. Bratzel (1999: 183ff.) die Ablehnung der städtischen U-Bahn-Planung durch die Züricher Bevölkerung als wegweisende Richtungsänderung hervor und bewertet die Möglichkeiten zur Interessenartikulation und auch deren Durchsetzung sei-tens der Bürger als wichtigen Einflussfaktor der Entwicklung des städtischen Verkehrs. Dabei stellt sich die Frage, ob der Einfluss der Züricher Bevölkerung auf die städtische Verkehrspolitik und damit auch auf die Entwicklung der lokalen Mobilitätskultur eher einen Sonderfall darstellt, oder ob auch in anderen Städten die Bürger in ähnlicher Weise die Mobi-litätskultur mit geprägt haben. Im Rahmen dieser Arbeit wurde deshalb näher untersucht, welchen Einfluss die Bevölke-rung einer Stadt über ihr eigenes Verkehrsverhalten hinaus auf die Herausbildung der jeweili-gen Mobilitätskultur hat. Für die Analyse wurde ein Vergleich der Entwicklung der Mobili-tätskulturen in Zürich und Frankfurt am Main vorgenommen, wobei der Einfluss der Bevölke-rung auf zentrale Debatten und Entscheidungen im Mittelpunkt stand. Frankfurt ist als Ver-gleichsstadt in besonderer Weise geeignet, da Frankfurt einerseits im Hinblick auf die Stadt- und Wirtschaftsstruktur sowie die Herausforderungen im Verkehrsbereich teilweise große Ähnlichkeiten zu Zürich aufweist (Langhagen-Rohrbach 2003: 40, 44ff., 60ff.). Andererseits bestehen im Hinblick auf das politische System bzw. die politische Kultur aber auch charakte-ristische Unterschiede (Linder 2009: 567ff.; Dreßler 2010: 165ff.). Von Interesse bei der Un-tersuchung war insbesondere auch die Frage nach den Motiven für die Beteiligung der Bevöl-kerung, d.h. ob die eigentliche Intention bei der Beeinflussung städtischer Verkehrspolitik durch die Bürger die bewusste Gestaltung von Verkehr und Mobilität in der Stadt war, oder ob andere Beweggründe im Vordergrund standen. Dabei galt es ebenso herauszuarbeiten, in-wiefern die Entwicklung der Mobilitätskultur einer Stadt auch mit einer bestimmten politi-schen Kultur der Beteiligung oder einem speziellen gesellschaftlichen Kontext verknüpft ist. Für die Untersuchung wurde, aufbauend auf einer eingehenden Analyse des Begriffs „Mobilitätskultur“ selbst und möglicher Einflussfaktoren auf die urbane Mobilitätskultur, zunächst ein Vergleich der aktuellen Mobilitätskulturen in Zürich und Frankfurt vorgenom-men. Im Anschluss an eine Gegenüberstellung der jeweiligen Rahmenbedingungen der Ent-wicklung wurde dann abschließend eine vergleichende Analyse des Einflusses der Bevölke-rung auf zentrale Debatten und Ereignisse bei der Entwicklung der lokalen Mobilitätskultur durchgeführt. Bei der Analyse der Züricher Mobilitätskultur im Rahmen der Vergleiche wur-de lediglich auf die bereits vorhandene theoretische Literatur und statistische Erhebungen zurückgegriffen. Für die Untersuchung der Frankfurter Mobilitätskultur wurden zur Ergän-zung dieser Quellen zwei Experteninterviews und eine fallbezogene Analyse einschlägiger Artikel einer Frankfurter Tageszeitung durchgeführt.
