Abstract:
This essay first explores how the defining features of comparative-historical analysis (CHA) endow this approach with comparative advantages for substantive research on macro development. It identifies three major traits of CHA that make this tradition an especially powerful approach for the study of development: cased-based research; a focus on context and configurations; and a concern with mechanisms and temporal flow. It then considers what concretely we have learned about the sources of macro development from CHA studies. While some findings are tentative or open to debate, the list of empirical contributions from CHA is quite substantial. Finally, the essay considers some of the frontiers of CHA work on development. Included at this frontier is work on the concept of development itself, displacing the centrality of property institutions with a focus on identity institutions, and moving the focus of analysis from the national level to subnational and supranational levels.

Abstract:Investigations of a society's competitiveness aim to trace the causal mechanisms behind patterns in wealth and poverty across societies. This paper argues that to be productive such investigations must be comparative, historical, and political economic in nature. Comparative historical political economy is how social scientists generate useful knowledge about the wealth and poverty of nations. Our contribution is a methodology – or rather a collection of methodologies – for understanding national competitiveness and attempts to improve it: one focuses on political-economic analysis, another on historical analysis, and a third on comparative analysis.

Abstract:
The subject of this research is the activity of participants of the first radar projects in the pioneer countries (Soviet Union, United States, Great Britain, Germany), aimed at creation of prototype models and improvement of technical characteristics of new equipment. The goal consists in determination of the role of Soviet works in the genesis of radar. The evolutionary process of creation of the first radars, unfolded in the prewar period (1930s), is viewed individually for each country, with identification of differences and similarities. At the time of joining the World War II, all countries were armed with dozens of radars of meter and decimeter wavelength ranges, which were not too distant and accurate. Invention of a powerful multi-resonant magnetron of centimeter wavelength range (" core " of the radar) became a revolutionary event, since the transition to the centimeter range was capable to improve the radar parameters for successful accomplishment of military operations. Special attention is given to the little-known events in the history of this invention. Comparative analysis of the origin of radar in different countries (including foreign research), which was carried out for the first time, proves that the unique construct of the Soviet multi-resonant magnetron Alekseev-Malyarov had a priority, and perhaps, copied by other countries. The research results consists in illustration of the origin of radar overall, and Soviet contribution to the world history of radar in particular. Popularization of national scientific and technological achievements by the mass media, museum and educational activities may become the sphere of application of the obtained knowledge.

Abstract This article explores the civilian tradition of the European law of delict. Part 1 tells the story of the birth of modern civil law of delict in the 19th century codifications in continental Europe, rooted in Roman law and Enlightenment Natural Law. Examples are the French and German codes, and the Japanese as a legal transplant. Fault, unlawfulness (Rechtswidrigkeit), damage, and causation are the central categories. Part 2 focuses on the challenges of industrialisation: enterprises as new actors, industrial accidents, technical risks, insurance. This part discusses the changes the civil law of delict and the common law of torts underwent to cope with these challenges. Part 3 draws some consequences from these developments. It outlines the basic structures of a postmodern civil law of delict, explicitly differentiating it from the law of torts, and as a basis for further developments in 21st century. This structure has three main features: liability for personal fault, liability for defective business activities, and Gefährdungshaftung.

Abstract:
This paper analyses the historical pre-Colonial configurations of a series of urban cores in Malay sites along the Straits of Melaka. The objective of this research is to identify the pattern and variations of each pre-Colonial royal urban core from the perspective of urban design principle such as “intimacy” and “walkability,” which can affect in a long term sustainable parameters such as the reduction of “urban heat island”. This traditional character is increasingly disappearing due to urbanisation. There is a difficulty to reconstruct the urban core of these case studies because of their past layouts’ degree of organic character, particularly in terms of randomness. This paper argues that such configurations reflect the degree of “intimacy,” which was ruptured during the Colonial eras. Patterns were identified using available maps and lithography related to the case studies. The findings indicate that the Malay royal urban core does obey the urban design principles of intimacy and walkability. The “intimacy indices” for a historical Malay city are as follow: distance from palace to mosque (170 metre), padang/open spaces (130 metre), settlement (310 metre), market (195 metre), and aristocrat houses (60 metre). This finding can be used to inform the baseline for the preparation of the Malay principles guidelines.

The quantitative seismic hazard maps for the 1970s National Building Code of Canada were evaluated using the Davenport–Milne method. The Cornell–McGuire method is employed to develop recent seismic hazard maps of Canada. These methods incorporate the information on seismicity, magnitude-recurrence relations, and ground motion (or response) attenuation relations. The former preserves and depends completely on details of the historical seismicity; the latter smoothes the irregular spatial occurrence pattern of the historical seismicity into seismic source zones. Further, the Epicentral Cell method, which attempts to incorporate the preserving and smoothing aspect of these methods, has been developed. However, the impact of the adopted assumptions on the estimated quantitative seismic hazard has not been investigated. This study provides a comparative seismic hazard assessment using the above-mentioned methods and simulation-based algorithms. The analysis results show that overall the Davenport–Milne method gives quasi-circular seismic hazard contours near significant historical events, and the Cornell–McGuire method smoothes the transition of contours. The Epicentral Cell method provides estimates approximately within the former and the latter. AbstractHuman history is marked by group and individual struggles for emancipation, equality and self-expression. This first volume in the Brill Research Perspectives in Comparative Discrimination Law briefly explores some of the history underlying these efforts in the field of discrimination law. A broad discussion of the historical development of issues of discrimination is first set out, looking at certain international, regional and national bases for modern discrimination legal structures. The national frameworks examined are the United States, the United Kingdom and Sweden, focusing on the historical developments in each of the countries with respect to discrimination legislation. Several of the theoretical frameworks invoked in a comparative discrimination law analysis are then addressed, either as institutional frameworks or theories addressing specific protection grounds. These include access to justice, comparative law method, feminist legal theory, critical race theory, post-colonial theory, queer theory and intersectionality.

The aim of this article is to assess Arnason’s civilizational theory and methodology and their application to non-Western civilizations from a historical-comparative sociological perspective. Although civilizational analysis and historical sociology as historical-comparative orientations in sociology are closely connected, civilizational analysis concentrates particularly on the macro-history of civilizations, whereas historical-comparative sociology (particularly in its American variety) is orientated rather to a meso- and micro-analytical foundation of societal developments and therefore is more time- and context-sensitive. From such a perspective, the article reconstructs, first, Arnason’s theoretical and methodological approach to civilizational analysis and discusses his contribution to the civilizational origins and dynamics of the West as a measuring rod for non-European societies. Second, it then assesses Arnason’s two major exemplary civilizational studies: the Soviet model in Russia, Eastern Europe and the non-European world as well as the Japanese civilization in the broader East Asian civilizational context. The article concludes with a critical summary of Arnason’s highly innovative approach from the vantage point of a recently developing global orientation in historical and comparative sociology.

Abstract The article presents a comparative numerical analysis of various ways to strengthen historical brick arches. Five ways of strengthening brick arches with steel tie-rods have been proposed. Two of these involve the use of braces wrapped around pillars supporting the arch connected with a tie-rod; the other two ways involve the use of the tie-rods with welded metal sheets of different sizes; the latter involves the use of a tie-rod glued with the use of an epoxy adhesive. The collected data were compared with the reference model of the arch left without any interference. The results make it possible to evaluate the effectiveness of the methods by comparing displacements in the vertical and horizontal direction and stresses. The article indicates the direction of proper planning and design of the arch strengthening in brick structures in historical buildings.

To many observers across the political spectrum, American democracy appears under threat. What does the Trump presidency portend for American politics? How much confidence should we have in the capacity of American institutions to withstand this threat? We argue that understanding what is uniquely threatening to democracy requires looking beyond the particulars of Trump and his presidency. Instead, it demands a historical and comparative perspective on American politics. Drawing on insights from the fields of comparative politics and American political development, we argue that Trump’s election represents the intersection of three streams in American politics: polarized two-party presidentialism; a polity fundamentally divided over membership and status in the political community, in ways structured by race and economic inequality; and the erosion of democratic norms. The current political circumstance threatens the American democratic order because of the interactive effects of institutions, identity, and norm-breaking.

Abstract This article examines a sample of comparative-historical literature to assess when convincing generalizations are made and when they are not. Although a variety of factors can affect the potential for generalization, the focus here is on the difference between diachronic and synchronic generalizations. Separate sections are devoted to synchronic-idiographic, synchronic-nomothetic, diachronic-idiographic, and diachronic-nomothetic analysis and research. Evidence is presented to demonstrate that synchronic generalizations are common in comparative history. The most attention in the article is, however, given to the challenges faced when generalizing diachronically and especially when generalizing sequentially. The article ends with a discussion of the effects of inter-societal forces on comparative-historical generalization and with a conclusion outlining when comparative-historical generalizations seem to be more or less successful.

Abstract:
An early article is devoted to the study of the concept of Eurasianism in the context of comparative art history. The presented article emphasizes that modern art history requires methodological innovations that will reveal the features not only of the national specifics of music, but also the parameters of its dialogue with other cultures. The article discusses the concept of musical genocide as an analogue of an innate program that determines the vectors of the artistic culture evolution. As a result, it is possible to determine both universal ethnocultural and the specificity of regional conditioned properties of culture. The purpose of the research is to determine the comparative parameters of the Eurasian culture. The research methodology lies in the method of historicism. Of fundamental importance, he can reveal the logic of historical thinking. The prospect of using the method of historicism lies in the possibility of approaching the complex whole of Eurasian culture in its historical movement, in the unity and development of its constituent parts. Behind the variety of manifestations, the main, common lines of the historical development of Eurasia are being built. The scientific novelty of the research undertaken in this article is to form a number of provisions of the comparative analysis. For example, the concept of a gene formula, a typological series. Conclusions. The category of the gene formula formulated in the article is a historically conditioned sign function of culture. The gene formula is generated by the collective experience of the ethnos and has semantic meaning. At the same time, the gene formula defines a specific type of pitch that ensures the vitality of the music and realizes the identity of the culture.

Comparative method in political science is currently going through a critical time, particularly after the failure of developmentalism, and of the classical paradigm of comparative government. This crisis stems from questioning universalism, monodeterminism and the compartmentalism between political science and history. New paradigms are now conceived in order to overcome this crisis: culturalism, social action, historical sociology. Can they be used to construct a new kind of comparison? Can they deal effectively with the new objects of comparison which derive from the increasing differentiation of political situations and political practices that we currently observe?
