This article draws on an empirical study that suggests useful practical strategies for representing progression in history, especially regarding historical empathy. It also demonstrates how teachers can both guide and involve students in working with these representations, thereby encouraging students to make sense of, and gauge, their own progress. In doing so it sets out the case for educators having better knowledge of progression in the learning of historical concepts and better ways of showing that progression.

Abstract:
The theory of historical materialism is the core commitment of Marx’s social theory. More than his views on markets, philosophical methods, the state and social institutions, it is this theory which sets Marx’s views apart from alternative traditions in political philosophy. Marx believes that there is a tendency for societies to make moral and material progress. The point of Marx’s theory of historical materialism is to offer a theory of the mechanisms which produce this tendency. However, in Marx’s own formulation, the precise nature of these mechanisms remains obscure. In The German Ideology, Marx emphasizes the growth of human productive powers as the fundamental cause of historical change and progress: social forms (e.g., feudalism, capitalism) change in order to adapt to the requirements of further productive development. By contrast, in The Communist Manifesto and the Grundrisse, Marx emphasizes the desires and interests of classes as fundamental to explaining social change. Here, it is class struggles (aimed at ending specific conditions of oppression) which determine not only when an old social form will be replaced by a new one, but also the nature of the new social form itself. Marx never specifies the connection between these two explanations of historical change, between the development of human productive powers and class struggles. In particular, Marx is not explicit as to whether there are two distinct mechanisms at work in the production of historical progress, or only one.

Abstract:
Reflecting on the tension between progressives and traditionalists in present-day Egypt, the author surveys comparable conflicts in the European past. In nineteenth-century Britain and Belgium the struggle between liberals and conservatives dominated public life. In eighteenth-century France the progressive forces of the Enlightenment were for a long time in bitter conflict with the traditional defenders of King and Church, until the latter were defeated in the French Revolution. In seventeenth-century England the Puritan Revolution overthrew Stuart absolutism, which was a democratic move, but Cromwell then established his own fundamentalist Republic, which was illiberal. In the sixteenth century Humanists and Protestants were progressive and broke with medieval modes of thought and papal domination, but were opposed by traditional forces around the House of Habsburg and the Counter-reformation, neither party claiming total victory. By the fifteenth century the progressive conciliar movement attempted to democratize the Catholic Church by putting the papal curia under the supreme authority of the general council, an assembly representing Christian people of all nations. This short-lived attempt was foiled by defenders of the traditional papal supremacy.

This dissertation argues that Hegel’s theory of tragedy is best understood in combination with his theory of the historical progress of subjective freedom, and that this progress is manifested as the heroes of tragic drama in its different stages of antiquity, early modernity, and late modernity. The truth of tragedy for Hegel, like the content of all art, progresses concomitantly with human freedom, reason, and subjectivity. Likewise, humanity’s self-understanding of these aspects of itself also historically progresses. In this light, I further argue that Hegel’s theory shows tragedy to be not only a historically contextualized cultural practice and form of self-understanding but also a presentation of absolute truth: the truth of a culture at a particular historical moment is presented in its tragedy, yet that culture is a part of a larger narrative, so that a common thread running through tragic drama of all eras comes to light when tragedy is examined through the lens of Hegel’s philosophy. Specifically, I show that Hegel views self-contradiction, alienation, and the drive to reconcile these as underlying universal human conditions, and in tragedy this universal truth is embodied in the tragic hero. This appears in tragic heroes as they take responsibility for unintentional actions, or as they remain fixed to their cause although it brings about their own downfall. In consideration of our own historical standpoint and of my agreement with Hegel’s view that tragedy retains an important role in our cultural self-understanding, this dissertation shifts the focus from ancient Greek tragedy, the prevailing theme in Hegel scholarship and in wider discussions of Hegel’s theory of tragedy, and instead directs more attention to modern tragedy. According to Hegel, a key aspect of all tragic heroes is that they either freely will their actions or take responsibility for them, or both. Additionally, as subjective freedom historically progresses, so does our awareness of our freedom to choose our actions or to take responsibility for them. I show how this progress is manifested in ancient, early modern, and late modern tragic heroes—in works by Sophocles, Shakespeare, and Schiller, respectively—and, finally, in the tragic heroes of some contemporary works of film. The historical grounding of my reading of Hegel’s theory of tragedy combined with my focus on the tragic hero lends a unique perspective to our understanding of Hegel’s theories of tragedy and of subjectivity, and to our interpretations of the tragic works themselves. This dissertation thus sheds new light on Hegel’s theory of tragedy, an important endeavor in itself, with the larger aim of showing how Hegel’s philosophy of tragedy helps us better understand both tragedy and ourselves, as inheritors of and participants in philosophical discussions of tragedy, and as contemporary audiences that engage with tragic dramas in a variety of venues.

We seek to trace the ways in which the process of modernization was interpreted and understood, between the 1930s and 1950s, the city of Anápolis-GO. Our intention is not aimed properly narrate or discuss the process of urbanization and industrialization o ccurred in the region, but to understand, through the discourses produced in this context, how modernization was interpreted and used as a way of building sense of local historical narratives. With this objective we address how the local press has used the category of progress as a way of appropriation and understanding of the changes that the city passed. From the perspective of the alien (foreign individuals to start to local cultural horizon), we revisit the same time, in order to check other ways to build the image of the city that was changing. Finally, we turn to other forms of interpretations built on this same time, cut this time, but from the perspective of historical narratives developed by the local journalism not only during the analysis period, but later, during the 1970s. With this we aim to demonstrate how the process of modernization has become not only a historical event experienced locally, but also a form of articulation and understanding of own temporal experience
Buscamos rastrear as formas como o processo de modernização foi interpretado e compreendido, entre as décadas de 1930 e 1950, no município de Anápolis-GO. Nosso intento não visa propriamente narrar ou discutir o processo de urbanização e industrialização o corrido na região, mas compreender, por meio dos discursos produzidos nesse contexto, a maneira como a modernização foi interpretada e utilizada como um modo de construção de sentido das narrativas históricas locais. Com esse objetivo abordamos a maneira como a imprensa local se utilizou da categoria de progresso como forma de apropriação e entendimento das mudanças pelas quais a cidade passava. Sob a ótica do estrangeiro (indivíduos a princípio estranhos ao horizonte cultural local), revisitamos o mesmo momento, com o intuito de verificar outras formas de construção da imagem da cidade que se modificava. Por fim, recorremos a outras formas de interpretações construídas sobre este mesmo recorte temporal, desta vez, porém, na perspectiva das narrativas históricas desenvolvidas pelo periodismo local não só durante o período analisado, mas também posteriormente, no decorrer da década de 1970. Com isso visamos demonstrar como o processo de modernização se tornou não só um evento histórico vivenciado localmente, mas também uma forma de articulação e compreensão da própria experiência temporal.

Abstract:
This thesis reassess the so-called 'Historical School of Economics' of Gustav Schmoller and his colleagues Lujo Brentano, Adolf Held and Georg Friedrich Knapp, analysing the close relationship between the development of historical economics and the rise of social reform in Germany. It reveals that there is little evidence for a cohesive 'Historical School' and suggests that it was not primarily an outgrowth of romantic and historicist currents of thought as is commonly believed. Schmoller and his colleagues were a pragmatic, empirically-inclined group of statistically-trained economists who drew inspiration from the advances made in the natural sciences. Having directly observed the effects of rapid urbanisation, industrialisation, and the rise of labour movements and socialism in Prussia and abroad, they became dissatisfied with classical economic doctrines and laissez-faire, subjecting these to empirical tests and criticism. Drawing inspiration from British reforms and developments throughout Europe, they devised alternative hypotheses and made innovative policy recommendations. They were also important professionalisers of economics, modifying the curriculum, organising professional bodies, and creating new monographs and journals, the latter substantially aided by the interest and generosity of a leading publisher. Using empirical studies, statistics and history as analytical and critical tools, they sought practical solutions to economic and social problems by disseminating information to both the public and government officials through publications, conferences and petitions. They became leading advocates of trade union rights, factory inspection, worker protection laws, education reforms, worker insurance, agricultural reforms, and the democratisation of industrial relations. Their influence on economic and social policy, while indirect, was considerable, especially through government officials. However, the close association of historical economics with reform and social policy also made them a conspicuous target of criticism within academia and politics. Despite this, by the early 1890s the research methods and social legislation they propounded were gaining wider currency not only in Germany but also in Austria.

Abstract:
During the summer of 2013, fierce protests broke out against a test-mining operation in Gállok (Kallak) outside Jokkmokk, Sweden. Environmental activists joined with local indigenous Sámi in the protest. The incident made national and international headlines, resonating with other instances of conflict between mining companies and indigenous peoples around the world. This thesis aims to explore political discourses and historical narratives behind those, and other, protests and tensions in relation to mining between, on the one hand, the Swedish state which express – through various institutions – to be a proud 'mining nation' with a firm environmental legislation, and, on the other, indigenous Sámi in the Swedish north. Using discourse analysis in combination with a novel application of concepts from narrative theory (the concept of masterplots), the narratives and ideologies of the national institutions responsible for decision-making in mining affairs in Sweden – the government, the parliament, and the Mining Inspectorate – are investigated by analyzing various written and verbal sources. The investigation show a coherent trend within the institutions in making the Sámi people, their rights to land and water, and Sweden's colonial history towards them and their land, Sápmi, invisible, misunderstood, and/or belittled. Mining is understood as an evidently vital and typically Swedish industry, fundamental for the rise of Sweden as a modern welfare state, and an industry which 'makes the world better' by providing the necessary raw materials for the (assumed) inevitable progress and benefit of (western) technology and (western) civilization. The exclusion of certain histories allow for a hegemony in which a certain future is naturalized, made out to be unavoidable. Furthermore, the plot structures employed to create and sustain the hegemony draw on several colonial masterplots. The conclusion of this thesis is that the hegemonic discourse sustains a colonial attitude towards Sápmi and the Sámi people, without it ever being expressed nor understood as such.

Este estudo corresponde a um balanço historiográfico da pesquisa que elegeu o tempo histórico no ensino de História como objeto de investigação na década passada. A partir de uma aproximação com autores cujas reflexões apontam ruptura com a história linear e desconstrução da idéia de progresso como norma histórica em defesa de uma concepção do tempo histórico fundada nas experiências concretas dos sujeitos, procura (re)construir sentidos da experiência que constitui o tempo histórico como campo de pesquisa específico e que envolve a História e suas interlocuções com outras áreas do conhecimento. This study corresponds to a historiographical examination of the research which elected historic time in the History teaching as subject matter last decade. It tries to rebuild meanings of the experience constitutive of historic time as a specific research field involving history and its intersection with other fields of knowledge, based on authors who point out a rupture in the linear history and deconstruction of the idea of progress as a historical norm and, so, support a conception of historic time founded on the individuals¿ concrete experience. Given their goals, theoretical, methodological approaches, and conclusions, these researches have revealed that historic time as subject matter is constituted according to different possibilities of investigation, whether it is into the perspective of grasping how students understand, develop, and represent time notions or into the perspective of researchers worried about the place historic time occupies in curricular proposals, in teachers¿ education and representations, as well as in History textbooks. The enquiring dialogue with these researches aimed to supply a reflection on both the presence of the national curriculum guidelines in them ¿as a way of interlocution between public policies for education in Brazil and the academic production¿and on the grounds, perspectives, and questions related to the proposition of a historical education. Also, it put into question the idea of progress as motive force of a linear conception of history

This paper sought to give its contribution to the history of Goiás, grounded on engineering and its buildings. With research in public collections, focused especially on official documents produced in the late eighteenth century and during the nineteenth century, aspects were raised from the engineering activity, its employees, how the performance and results were to Goiás society. In four chapters, the text presents relevant elements of the engineers participation and other professionals who took part in the engineering and their projects during this period. It was observed how Engineering has changed over time from the influence of the discourse of progress established especially after the second half of the nineteenth century.
Esta dissertação procurou dar sua contribuição para a história de Goiás a partir da engenharia e de suas construções. Para isso, foi realizada uma pesquisa em acervos públicos, focada especialmente em documentos oficiais produzidos ao final do século XVIII e durante o século XIX, foram levantados aspectos da atividade de engenharia, seus profissionais, sua atuação e os resultados para a sociedade goiana. Em quatro capítulos, o texto apresenta elementos relevantes da participação dos engenheiros e de outros profissionais que participaram da engenharia e de seus projetos durante esse período. Ainda, observou-se como a Engenharia foi se modificando ao longo do tempo a partir da influência do discurso de progresso que se estabeleceu principalmente depois da segunda metade do século XIX.

The following research refers to an interpretation of Kant s texts about history, and politics as a philosophy of the humanity emancipation. This paper proposes, thus, to establish an intersection point between philosophy of history and political philosophy of Kant. The thesis to be defended is: The man is part of nature, as so many other beings, but their choices are free actions, because they are made from an uncaused principle of freedom. In this sense, the humanity emancipation is a responsibility of each man, as a being is not only belonging to the nature but also culture. The hypothesis is: breaking with the state of rudeness reveals to man the meaning of his life, which is, to become free. This direction is given by culture, which refers to a constant process that apart, in an increasingly way, man from rough state. This process can be called moral progress of humanity, understanding morality by the progress made by mankind in every way, so enabling the improvement increasing human sociability. To develop this hypothesis, the research was divided into three parts: a) the first part corresponds to the first chapter, in which is developed the rational base of human action from the Kantian solution to the problem of freedom in the Third Antinomy of Pure Reason and moral reasoning through the categorical imperative. This foundation is necessary, because it establishes a conformation between the laws of nature and man s free act. From this, it is possible to think of others, such as the state of nature and the civil state, the intractability, which is result from constitution of human nature, with sociability, which is result of overcoming of the state of nature, b) The second part is formed by chapters two and three, which is presented the escape of the man from state of rudeness, entry in the moral world, the construction and development of culture and the possibility of achieving a cosmopolitan civil society that guarantees the human condition of universal citizenship, c) the third part refers to the fourth and final chapter, in which is presented an update of Kantian cosmopolitanism to the present days. This update is realized from a reading of Habermas and Bobbio cosmopolitanisms, who, when making a critique of Kantian philosophy, end up doing an update of this thought. Through this structure, we find that the initial hypothesis is plausible and through it the thesis holds itself. Hence, Kant 's texts about the history and politics can be read as a philosophy of human emancipation according as which man recognizes himself as a being who is part of nature, but his life is the result of your choices. The political and moral progress of humanity is thus for Kant, a real possibility, because it has a sense of a categorical imperative for all mankind.
O trabalho que segue refere-se a uma interpretação dos textos de Kant sobre a história e a política como uma filosofia da emancipação da humanidade. Propõe, dessa forma, estabelecer um ponto de interseção entre a filosofia da história e a filosofia política de Kant. A tese a ser defendida é a de que o homem é parte da natureza, como outros tantos outros seres, mas suas escolhas são ações livres, porque são feitas a partir de um princípio não causado, de liberdade. Nesse sentido, a emancipação da humanidade é uma responsabilidade de cada homem, enquanto é um ser não somente da natureza, mas também de cultura. A hipótese de leitura é a seguinte: o rompimento com o estado de rudeza revela ao homem o sentido da sua vida, a saber, tornar-se livre. Este sentido é dado pela cultura, que se refere a um processo constante que distancia o homem cada vez mais do estado de rudeza. Este processo pode ser chamado de progresso moral da humanidade, entendendo-se por moralidade os avanços realizados pela espécie humana em todos os sentidos, de maneira que permitam o aprimoramento cada vez maior da sociabilidade humana. Para o desenvolvimento dessa hipótese, a pesquisa foi dividida em três partes: a) a primeira parte corresponde ao primeiro capítulo, no qual é desenvolvido o fundamento racional do agir humano a partir da solução kantiana ao problema da liberdade na Terceira Antinomia da razão pura e a fundamentação da moral através do imperativo categórico. Este fundamento é necessário, porque estabelece uma conformação entre as leis da natureza e o agir livre do homem. A partir dessa conformação, é possível pensar outras, tais como: o estado de natureza e o estado civil; a insociabilidade, que é fruto da constituição da natureza humana, com a sociabilidade, que é resultado da superação do estado de natureza; b) a segunda parte é formada pelos capítulos dois e três, na qual é apresentada a saída do homem do estado de rudeza, a entrada no mundo da moral, a construção e desenvolvimento da cultura e a possibilidade de alcançar uma sociedade civil cosmopolita que garanta ao homem a condição da cidadania universal; c) a terceira parte refere-se ao quarto e último capítulo, no qual é apresentada uma atualização do cosmopolitismo kantiano para os dias de hoje. Essa atualização se dá a partir de uma leitura dos cosmopolitismos de Habermas e Bobbio, os quais, ao apresentarem uma crítica à filosofia kantiana, acabam por fazer uma atualização desse pensamento. Através dessa estrutura, verificamos que a hipótese inicial é plausível e que através dela a tese se sustenta. Portanto, os textos de Kant que tratam da história e da política podem ser lidos como uma filosofia da emancipação humana a medida em que o homem se reconhece como um ser que faz parte da natureza, mas sua vida é resultado de suas escolhas. O progresso moral e político da humanidade é assim, para Kant, uma possibilidade real, porque tem um sentido de um imperativo categórico para toda a humanidade.

Abstract This paper provides a general overview of developments and progress in mechanical failure prevention technology, primarily over, the last three decades. The principal reference sources used are the proceedings of the 50 conferences of the Mechanical Failures Prevention Group (MFPG), now the Society for Machinery Failure Prevention Technology (MFPT). Since many technical disciplines are involved in this complex technology, an attempt is made to place mechanical failure prevention in perspective. Discussion of the evolving technology is presented under four topic areas that serve to cover most of the elements of this broad-based field. These topics are Diagnostics and Prognostics, Failure Analysis, Life Extension and Durability, and Sensors Technology. Selected subtopics and methodologies are also discussed. The importance of the relationship and interaction of the numerous technical disciplines involved in mechanical failure prevention technology is stressed. Significant advancements in the technology are emphasized. Some technological gaps and problems that are yet to be solved are identified.

This research paper provides a regional review of the state of electricity access in Sub-Saharan Africa (SSA), focusing on installed capacity, electricity generation, the growth of renewable energy, electricity consumption, government investment, public financial flows, and several major initiatives. The study contrasts electrification between 1990 and 2010 with recent efforts and identifies countries that are consistently making progress and those that lag. The analyses show signs of progress on scaling up SSA power infrastructure and increasing electricity access, particularly in the Eastern and Western sub-regions. The installed generation capacity expanded at an average rate of 2.43 GW/year between 2005 and 2015. Renewable energy is growing, particularly solar, wind, and geothermal; about 9.7 GW of renewable energy capacity was installed between 2010 and 2016. Over this period, the net electricity generation in SSA increased at 9.1 TWh/year, more than double the historical average growth of 4.02 TWh/year (1990–2010). In general, the study found that rates of electrification across the entire region are more than twice the historical rates, and an average of at least 26 million people are now gaining access to electricity yearly. Nevertheless, progress is uneven across SSA. As of 2016, almost half of the population without electricity access live in Nigeria, DR Congo, Ethiopia, Tanzania, and Uganda. Quantitative analysis suggests that about 70 million people in SSA would have to gain access every year from 2017 to achieve universal access by 2030. Overall, SSA countries with national programs on energy access supported by policy/regulatory framework and infrastructure investment are making progress.

Since its inception, Systems Engineering (SE) has developed as a distinctive discipline, and there has been significant progress in this field in the past two decades. Compared to other engineering disciplines, SE is not affirmed by a set of underlying fundamental propositions, instead it has emerged as a set of best practices to deal with intricacies stemming from the stochastic nature of engineering complex systems and addressing their problems. Since the existing methodologies and paradigms (dominant pat- terns of thought and concepts) of SE are very diverse and somewhat fragmented. This appears to create some confusion regarding the design, deployment, operation, and application of SE. The purpose of this paper is 1) to delineate the development of SE from 1926-2017 based on insights derived from a histogram analysis, 2) to discuss the different paradigms and school of thoughts related to SE, 3) to derive a set of fundamental attributes of SE using advanced coding techniques and analysis, and 4) to present a newly developed instrument that could assess the performance of systems engineers. More than Two hundred and fifty different sources have been reviewed in this research in order to demonstrate the development trajectory of the SE discipline based on the frequency of publication.

The author of the study analyzes and determines the features of the introduction of new forms of education in the highest historical pedagogical institutions of Ukraine in the early twentieth century. In particular: colloquiums, excursions, rehearsals, the organization of scientific sections of students and societies. Colloquiums were held to discuss the creative work of students. Proseminars prepared students for participation in seminars. Excursions prepared students for scientific work and taught them to collect information about historical monuments. Interviews and rehearsals took an important place in the revitalization of academic activity of students in universities. During the interviews, students learned to express their thoughts freely. Rehearsals were used as a means of monitoring the progress of students. An important component of the preparation of the future teacher of history was the organization of scientific student sections and societies. The main forms of their work were: the discussion of scientific reports, the publication of periodicals, the creation of libraries, museums, etc. The most talented students took part in scientific sections and societies. Thus, higher education institutions created prerequisites for the education of gifted young people. The publication also reveals the specifics of the practical training of students. The practical component included not only pedagogical, but also museum practice. In addition, pedagogical institutions of higher education conducted educational excursions, literary and musical evenings, organized social, sanitary and charitable activities. The author of the publication not only explores the features of various forms of education, but also the possibility of using them in the practice of the modern higher pedagogical institution in Ukraine.

The state’s progress with land records modernisation efforts has been historically slow but in the last few years, it has taken long strides in computerisation of land records and associated processes, and is on the way to a more accessible land information system. Bihar is a significant example to understand that in certain parts of India, issues of land and property ownership are embedded in socio-historical conditions, which can be addressed only in part by current modernisation efforts. The state is undertaking an attempt to address some of these issues through a resurvey, supported by large scale strengthening of capacity, and legislative framework. The ability of the state to address multiple claims in a judicious and timebound manner would determine, to a large extent, how successful these ongoing surveys and computerisation initiatives will be.

This technical note describes how the COVID-19 pandemic has affected Latin America and the Caribbean, and considers the implications for future population health, health spending, healthcare service reforms, and investments to prepare for future health emergencies. It provides a summary of the few existing empirical studies and then contributes original analysis using administrative data from hospitals and vital registration systems in five countries. It shows substantial declines in health and healthcare delivery during the first year of the pandemic, especially for preventive and elective care. Some countries were able to return healthcare to historical levels, while others were still below average in 2021. The study concludes with reflections on how the pandemic has altered health policy recommendations for the region, generating a greater sense of urgency to make progress on long-standing agendas such as eliminating fragmentation, integrating care, and pursuing digital transformation while reordering priorities toward investments in emergency preparedness, disease surveillance, resilience, and self-sufficiency. There is a critical need for knowledge and capacity to support and influence the on-going negotiation process, at both the Scottish and UK level. Expertise regarding the broad range of marine research, operations and commerce is in demand to support discussion, promote interests and secure advances where possible. Such discussion must be based on the best available science but taking into account the socio-economic and historical context. The Marine Alliance for Science and Technology for Scotland1 (MASTS) is supporting this discussion, providing scientific expertise and promoting the development of emerging policy and progress towards sustainable marine management, during the transition period and for the post-departure UK organisation. This workshop, supported by MASTS, brought government and academia together to consider the legal, governmental and research framework under which Brexit is taking place and to identify priority areas and activities where information can be shared and options considered for enhancing scientific support for the Brexit process. The objectives were to: • Understand current status of Brexit with respect to marine systems and research capacity, including the legislative framework • Identify the priority gaps in knowledge • Develop ways to enhance communication pathways for the best scientific advice required to support the Brexit process.
