This thesis constitutes a sociological analysis of the establishment and operation of the Department of National Defence Relief Camp Scheme in British Columbia. During the Great Depression of the 1930s, unemployment reached unsurpassed levels, when the dependent Canadian economy could not export its primary resources. Two main points histories of the Second World War in Canada traditionally emphasize are (1) the role of war-related fiscal policy in finally ending the Great Depression and (2) the success of government control over the economy. Potential output estimates show a large output gap still in existence in 1939, with it quickly closing by 1941. The data set controls for a bank’s balance sheet, correspondent network, charters and memberships, county characteristics, and market share, and includes both Federal Reserve member and non-member banks. This thesis contributes to answering this question by focusing on the city of Chicago during the Great Depression, which experienced one of the country’s highest urban bank failure rates. Focusing on the long-term evolution of state banks’ balance sheets, it finds that what greatly mattered for their survival was the inherent liquidity of their pre-Depression portfolios.
