Abstract:
A blockchain is an institutional technology—a protocol—that allows for economic coordination between agents separated by boundaries of possible mistrust. Blockchains are not the only technology in history to have these characteristics. The paper looks at the role of the diplomatic protocol at the very beginning of human civilisation in the ancient near east. These two protocols—diplomatic and blockchain—have significant similarities. They were created to address to similar economic problems using similar mechanisms: a permanent record of past dealings, public and ritualistic verification of transactions, and game-theoretic mechanisms of reciprocity. The development of the diplomatic protocol allowed for the creation of the first international community and facilitated patterns of peaceful trade and exchange. Some questions about a generalised ‘protocol economics’ are drawn.

Abstract:
Problem setting. The purpose of establishing diplomatic relations is to maintain constant relations between the countries at the highest diplomatic level. The main stages of establishing diplomatic relations are regulated by the Vienna Convention on Diplomatic Relations of April 18, 1961. At the same time, this document in many respects refers to the national law of countries. The presentation of credentials is the final action, after which diplomatic relations are considered established, and the powers of state representatives take effect. However, international law does not specify the specific form and procedure for the presentation of credentials, as it is up to the States to decide. Therefore, each state has its own practice of the presentation of credentials, which depends on its form of government, national characteristics, historical past. Therefore, it is relevant today to compare the protocols of credentials in the practice of different countries to determine the positive and negative aspects. Target research. The aim of the work is to determine the main content of credentials in the process of establishing diplomatic relations, to study the practice of ceremonies of credentials on the example of Europe and Ukraine, to analyze existing problems in this area of international relations and solutions. Analysis of recent research and publication. This topic is the basis of research in many works of recognized authors. Examples are theoretical works Sagaidak O.P. «Diplomatic protocol and etiquette», Tkacha D.I. «Diplomatic protocol in the Republic of Hungary: general, special», Tymoshenko N.L. «Features of diplomatic, business protocol and etiquette of the Netherlands», and other Ukrainian scholars. Also well-known works of foreign authors are the works of Ikanovich S. and Picarsky J. «Diplomatic Protocol and Good Manners», John Wood and Jean Serre «Diplomatic Ceremony and Protocol», Bennett Carol «Business Etiquette and Protocol». Article’s main body. The establishment of diplomatic relations is aimed at the exchange of diplomatic missions between states. This process ends with the procedure of presenting credentials. Credentials are a document that officially certifies the status of a diplomatic representative of the accrediting state in the host state. This document is important in international law because it has a long history and represents the beginning of the official activities of the ambassador to the host country. Modern elements of the procedure of awarding credentials are common to many states. But each country today has its own characteristics of the ceremony of awarding credentials, which usually depends on its form of government. For example, monarchies (Netherlands, England) still have in their practice a lavish and pathetic conduct of diplomatic events. In contrast, іn today’s democracies (Hungary) the protocol of credentials is more modern and simplified due to the absence of outdated traditions and irrelevant measures. However, each country has both positive and negative aspects of the ceremony. Ukraine has little experience in diplomatic protocol since gaining independence in 1991. Today, national law effectively regulates the procedure for awarding credentials, but many provisions do not correspond to reality. Therefore, Ukraine must develop in this area of international relations on the basis of foreign experience. Conclusions and prospect of development. Thus, the presentation of credentials plays an important role in regulating diplomatic relations between countries. The basis for this ceremony is the characteristics of the state, which includes the political regime, form of government, historical past, modern development, features of the national mentality. In our opinion, the process of universalization of the diplomatic protocol is a variant of development of this field of international relations. The appropriate direction of such development may be the unification of norms relating to the ceremony of awarding credentials, as international law is being actively improved and updated, as exemplified by European integration. As modern Ukraine continues to actively establish diplomatic relations with other countries and exchange diplomatic missions, it is necessary to streamline legislation and develop it on the example of the positive experience of European countries.

This article establishes the overarching principles of Iranian-Ottoman peacetime relations from the Treaty of Zuhab to the collapse of the Safavid rule. Based on previously untapped sources, it illustrates the hierarchical foundation of relations marked by the principle of seniority-juniority on every platform, explores the concepts of legal personality, actors, representation, and delegation in diplomacy, and delineates the various capacities of diplomatic missions. After discussing the conduct of diplomatic business and ceremonial protocol, the article addresses the phenomena of language and arts in official contacts. The later part thematizes foreign policy, status-quos, common frontier, balance of power, harmony, and strife, and thus shows how active and dynamic post-Zuhab relations between Istanbul and Isfahan were.

Abstract:
An important component of the foreign policy activity of state, public and political figures is participation in official government receptions that have informative and communicative functions. The repertoire policy of concert programs of diplomatic receptions built in such a way not only to inform about state priorities in the field of culture, but also to create a special socio-cultural environment conducive to constructive communication. The researcher analyzed the content of concert programs of government receptions, which organized during the visits to the Soviet Union by W. Churchill, Charles de Gaulle, I.B. Tito. The researcher describes a festive reception at the Reception House of the People’s Commissariat for Foreign Affairs on Spiridonovka in Moscow on November 7, 1943, which organized in honor of the anniversary of the October Revolution, with the participation of the diplomatic corps, political and military elite, literary and art workers. Studying the Soviet diplomatic protocol during this period expands our knowledge not only in the field of the history of diplomatic relations, but also allows us to judge the peculiarities of the development of Soviet culture, its dependence on the tastes of the leaders and party ideology. In the political lexicon, the following expressions are traditionally used “sport is an ambassador, a symbol of peace, friendship and unity throughout the world”, “athletes are people’s diplomats”, “athletes, sports teams have done much more for their country with their success than politicians and diplomats”. A feature of modern diplomacy is the democratization of protocol, the frequent organization of meetings at the highest level at sports stadiums, and the constant replenishment of diplomatic terminology with new concepts. The purpose of the study is to trace the characteristic features of sports and diplomacy in sports diplomacy. The main objectives of the research are to find out what is common and different in sports and diplomacy, to identify the features of the development of modern sports diplomacy.

Abstract:
This essay undertakes a cross-cultural interpretation of Giles Fletcher the Elder’s diplomatic mission to Muscovy (1588–89). It brings Fletcher’s official report on his embassy to the court of Emperor Fyodor in conversation with its Russian counterpart, in addition to placing these documents in the multifaceted context of early modern Anglo-Russian diplomatic ritual. Although Fletcher’s mission has always attracted the attention of scholars in different disciplines, it has not really been considered in light of diplomatic history. Meanwhile, both the English and Russian records of Fletcher’s embassy are preoccupied with diplomatic ritual, dedicating ample space to the choreography of official meetings, status symbols, gifts, acts of consumption, and corporeal semiotics. This essay examines two instances of breakdown in diplomatic protocol associated with Fletcher’s embassy: the alleged misuse of the emperor’s title by the English diplomat and the rejection of Elizabeth’s gifts by the Russian ruler. Focusing on the discrepancies between the English and Russian accounts of these frictions, the essay argues that the English embassy of 1588–89 was marked by a greater complexity and ambiguity regarding its strategies, tactics, objectives, successes, and failures than is often realized.

Abstract:
The article is devoted to the peculiarities of diplomatic ceremonial in the Ottoman Empire in the 18th century. Special attention is paid to such elements of the protocol as the meeting of foreign representatives, the presentation of gifts, the meal, the location of officials during the reception, and some other features. The authors analyze the notes and reports of Russian diplomats who visited the receptions of the Sultan of the Ottoman Empire and the Grand Vizier. Thanks to these sources, it was possible to learn the details of the ceremony and note the fact that Russian diplomats tried to describe what was happening at the receptions in such a way as to emphasize a special attitude towards themselves. In confirmation of this, the authors provide excerpts from preserved sources. In addition, the article draws attention to the fact that many elements of the protocol depended on the status of foreign representatives. In the Ottoman Empire, hierarchy played a significant role. The envoy could not be treated with the same dishware as the ambassador, and the ambassador, in turn, could not be treated with the same dishware as the Grand Vizier. The conclusion drawn in this article is that some elements of the diplomatic ceremonial could change depending on the representatives of which state came to the audience in the Ottoman Empire. Russian ambassadors and envoys were treated more hospitably than representatives of other states because of the Russian Empire's victories in the two Russo-Turkish wars. At receptions with Russian diplomats, there were changes in the protocol by decree of the Ottoman Sultan, in order to demonstrate respect not only for Russian officials, but also for the state as a whole.

After a discussion of the States General and the office of stadholder as the two key institutions of Dutch sovereignty in Dutch foreign relations, this article analyzes to what extent the two institutions were involved in Dutch diplomacy with non-European peoples in the Atlantic World before the founding of the West India Company in 1621. On the Gold Coast and in West-Central Africa, regions controlled by centralized states and shaped by the presence of Iberian colonizers, Dutch traders relied on the support of the States General and the stadholder to establish alliances. On the Wild Coast of South America and in New Netherland, uncontested regions dominated by decentralized Indigenous groups, Dutch merchants did not require the diplomatic support of the States General or the stadholder but instead established alliances based on local Indigenous protocol.

Abstract The marriage of Sofiia Palaiologina and Ivan III of Moscow has been the subject of much speculation about Russia and Byzantium but little analysis of the reality of her role in Russian history. We know very little about her activity as the wife of the grand prince, though that may be because of the character of the chronicle sources. In the relations of Moscow and Lithuania concerning the marriage of her daughter Elena to Grand Prince Alexander her role can be glimpsed behind the protocol, perhaps because the sources are diplomatic records. After her death Sofiia acquired another role: the legend of the miraculous birth of Vasilii III was one of the foundational stories behind the annual pilgrimage of the Russian court to the Holy Trinity-St. Sergii Monastery.

S’appuyant sur un corpus de textes que l’on qualifie normalement de « traités sur l’ambassadeur », cette thèse s’attache à reconstruire la naissance de la diplomatie moderne tout au long d’une période qui va du XIIIe au XVIIe siècle, en essayant d’analyser la manière dont la figure de l’ambassadeur à été élaborée à l’intérieur d’un champ de problématisation qui se caractérise par une imbrication réciproque du droit, de l’éthique et de la politique et va constituer une véritable expérience de la diplomatie.Ce travail s’articule en deux parties. Dans la première il s’agit de comprendre comment la figure de l’ambassadeur a été façonnée sous le profil de son statut juridique, à savoir comme une persona publica chargée d’un officium et devant représenter son mandant, avec les conséquences qui en découlent quant à l’établissement de son pouvoir de négociation, à la définition de ses immunités ainsi qu’à la détermination des honneurs qu’il a le droit de recevoir. L’analyse de ces questions permettra d’apprécier la contribution apportée par notre corpus non seulement à la définition du statut juridique de l’ambassadeur, mais aussi à la formation du nouveau droit des gens destiné à régir l’Europe moderne. La seconde partie s’attache à comprendre comment la figure de l’ambassadeur a été façonnée sous le profil de son statut professionnel : on s’interroge alors sur les fonctions qui lui sont attribuées, sur les moyens qui lui sont fournis et les conditions qui lui sont demandées pour s’en acquitter de la manière la plus efficace, ainsi que sur la problématisation éthique à laquelle son action est soumise. Using a collection of texts commonly known as the “treatises on the ambassador”, this research examines the birth and the development of the experience of diplomacy from the 13th to the 17th Century. It aims, in particular, to explore the development of the figure of the ambassador within a field of problematization involving ethics, politics and law.After some methodological and historical remarks, the thesis deals with the development of the status of the ambassador from two perspectives, the legal and the professional. Regarding his legal status, the medieval legal conceptualisation of the role of the ambassador as a genuine public “office”, and that of the diplomatic function as “representation”, are examined. The way in which these conceptualisations help to define the negotiating powers conferred on the ambassador, his immunities and the honours to which he is entitled is then considered. This analysis allows for an investigation of the complex links between the exercise of diplomacy and claims to sovereignty during Europe’s transition from the Middle Ages to Modernity. Regarding his professional status, the thesis reconstructs the functions of the ambassador (particularly in relation to information gathering and negotiation), the means provided for the ambassador to undertake his functions (his salary and the assignment of an escort) and the objective, intellectual or moral qualities required of him. As well as illustrating the techniques which have been required for ambassadorial success since the 15th Century, this analysis offers some hints for studying the professionalization of public officials and the emergence of the modern criteria of political analysis

Abstract:
This thesis examines the political relations between England and the Iberian Peninsula, from the accession of Henry II of England to the death of Alfonso X of León-Castile, an episode in diplomatic history that remains largely unexplored. This period, spanning over a century and a half, was punctuated by a series of key political events. The study of these sheds light upon the diplomatic complexities of the period. Chapter One explores the historiography and the particularities of Spanish documentary sources. Chapter Two analyses the use of the word Hispania in thirteenth-century chronicles and charters, in an attempt to discover how the term was used and to whom it referred. Chapters Three examines the close relations between the crown of Aragón and the vicomté of Béarn in the twelfth century, while the following chapter looks at the unification of Catalonia and Aragón and the implications of the marriage between Eleanor of England and Alfonso VIII of Castile. Chapter Five explores the impact of Richard I and John’s alliances with Navarre. As León-Castile consolidated is power in the Peninsula, there was a shift of alliances, reflected on Anglo-Iberian relations. Chapter Six explores the particular circumstances that brought about the treaty of 1254 between Henry III of England and Alfonso X of Castile. No study of the political relations of the period would be complete without examination of the impact of the imperial controversy and interregnum upon relations between Henry III of England (the brother of a claimant) and Alfonso X of Castile (a claimant in his own right). Finally, Chapter Eight studies the failed marriage of the infante Sancho of Castile and Gilhelme (Willemina), the younger daughter of the vicomte of Béarn, Gaston VII. This involved negotiations between Edward I of England, Philip III of France and Alfonso X of Castile.

Abstract:
This thesis examines French efforts to project their power onto Britain during the Middle Ages, engaging the Welsh as their partners. The subsequent chapters contribute fresh analysis on a range of leaders and periods. This has been done using new theories, particularly military ones, and pushes the boundaries of this area of studies. The concepts of ‘bracketing alliances’ and the strategy of ‘cultivate and eradicate’ have been introduced and applied to this research. In addition, the thesis includes works not commonly found in such a study; reaching outside the field to help clarify points of analysis. For example, Sun Tzu has been included to demonstrate that medieval rulers were practising the most effective methods of warfare, as we recognise them today. Also, by applying modern diplomatic theory, such as ‘Soft Power’, this research not only gives these ideas a wider conceptual use but also connects and makes relevant medieval events to the modern world. On a broader level, these French-Welsh links demand wider exposure, whether from the perspective of the French attempting to articulate their power within Britain or the Welsh playing a role on the continental stage. This thesis presents new perceptions of these leaders, the conflicts of their times, their diplomatic initiatives and the power relations of the age. Its primary thrusts, therefore, are the dissection of the form and impact of these diplomatic and military relations, focussing on French efforts to project their power onto Britain at moments when friendship was co-ordinated with Welsh leaders. In recognition of the many subjects researched, and to borrow shamelessly from William of Malmesbury, and certainly others, I give note; ‘uolo enim hoc opus esse multarum historiarum breuiarium.’1

Abstract:
The bilateral relationship between the US and Pakistan has been highly significant for the foreign policies of both countries. Since 1947 Pakistan has sought US support in its quest for regional security and the US repeatedly turned to Pakistan as an irreplaceable strategic ally in its quest for global power and security. Despite this the relationship became fractious and increasingly distrustful. Many accounts describe the relationship and analyse events which have shaped it but fail to satisfactorily understand why it became so difficult, particularly from the Pakistani perspective. This thesis seeks to bring a fresh perspective by analysing the whole of the relationship as a cumulative process shaped not just by events but by reciprocal behaviour and expectation. It is a diplomatic history examining episodes of the relationship since 1947 through existing primary and secondary sources but also contributing new material from 20 field-work interviews conducted in Pakistan with military, government, media and academic actors. The study finds an underlying contradiction in the relationship in which fundamental national interests have never converged sufficiently for sustained cooperation. As such relations have relied on transactional opportunism. Cooperation has depended on temporary wilful blindness by the US which cannot be maintained beyond episodes of crisis. Pakistan uses its geostrategic assets as a reverse influence on the US but consistently hedges its strategies against anticipated abandonment when the crisis episode has passed. Through this has evolved a cumulative legacy of mutual negative expectation and mistrust which has become deeply ingrained in the relationship. The study also finds that the strategic utility of the relationship has favoured the US but that Pakistan’s reverse influence has grown, making it more difficult for Washington to abandon the relationship it finds so frustrating.

This work examines U.S. recognition policy toward governments obtaining power through extra-legal means (coup d'etat or revolution). The purpose of the research is to evaluate the effectiveness of withholding diplomatic recognition as an instrument of U.S. foreign policy. Through empirical analysis of U.S. recognition policy toward Latin American states (1913-1994), the research determines if the withholding of diplomatic recognition enabled the United States to influence the behavior and policies of target governments, under what conditions the strategy is successful, and what conditions influence the U.S. to withhold recognition. Withholding recognition is treated as a bargaining strategy intended to elicit a desired response from the target state in exchange for diplomatic recognition by the United States. An analytical framework derived from the coercive diplomacy model, developed by Alexander George, is used to evaluate policy effectiveness. The intent is not only to determine if the U.S. recognition strategy succeeded or failed but also to identify conditions conducive to successful use of the policy in order to guide contemporary foreign policy choices.

One of the biggest events in international political history at the end of the 20th century was end of the Cold War due to the dissolution of the Soviet Union. With the collapse of the Soviet Union in December 1991, the Cold War system, led by the US and the Soviet Union as the two main axes, disappeared into history, dramatically changing the international situation and creating new independent states in the international community. In the past, as the protagonist of the Silk Road civilization, it was a channel of trade and culture, linking the East and the West, but as members of the former Soviet Union, Central Asian countries whose importance and status were not well known have emerged on the international stage in the process of forming a new international order. After independence, Central Asia countries began to attract attention from the world as the rediscovery of the Silk Road, that is, the geopolitical importance of being the center of the Eurasian continent, and as a treasure trove of natural resources such as oil and gas increased.

Fish communities are an important component of aquatic systems and are good bioindicators of ecosystem health. Land use changes in the Midwest have caused sedimentation, erosion, and nutrient loading that degrades and fragments habitat and impairs water quality. Because most small wadeable streams in the Heartland Inventory and Monitoring Network (HTLN) have a relatively small area of their watersheds located within park boundaries, these streams are at risk of degradation due to adjacent land use practices and other anthropogenic disturbances. Shifts in the physical and chemical properties of aquatic systems have a dramatic effect on the biotic community. The federally endangered Topeka shiner (Notropis topeka) and other native fishes have declined in population size due to habitat degradation and fragmentation in Midwest streams. By protecting portions of streams on publicly owned lands, national parks may offer refuges for threatened or endangered species and species of conservation concern, as well as other native species. This protocol describes the background, history, justification, methodology, data analysis and data management for long-term fish community monitoring of wadeable streams within nine HTLN parks: Effigy Mounds National Monument (EFMO), George Washington Carver National Monument (GWCA), Herbert Hoover National Historic Site (HEHO), Homestead National Monument of America (HOME), Hot Springs National Park (HOSP), Pea Ridge National Military Park (PERI), Pipestone National Monument (PIPE), Tallgrass Prairie National Preserve (TAPR), and Wilson's Creek national Battlefield (WICR). The objectives of this protocol are to determine the status and long-term trends in fish richness, diversity, abundance, and community composition in small wadeable streams within these nine parks and correlate the long-term community data to overall water quality and habitat condition (DeBacker et al. 2005).

Abstract:
The Tripletail, Lobotes surinamensis, is a pelagic fish found in tropical and sub-tropical waters of all oceans. Tripletails are often associated with floating debris and make frequent incursions in bays and estuaries where they are targeted by recreational fishermen. In Mississippi waters the species is typically present during the late spring and summer season that also correspond to the period of sexual maturation and spawning (Brown-Peterson and Franks 2001). Tripletail is appreciated as a gamefish but is also prized for its flesh of superior quality. The fast growth rate of juveniles in captivity documented by Franks et al. (2001) and the excellent quality of Tripletail flesh both contribute to the potential of this species for marine aquaculture. In addition, the production of cultured juveniles would be precious to develop a better understanding of the biology, early life history and habitat use of Tripletail larvae and juveniles, a topic largely undocumented to date, through experimental releases and controlled studies. The culture of tripletail thus supports the Tidelands Trust Fund Program through improved conservation of natural resources, potential enhancement of fisheries productivity and potential development of a new economic activity on the Gulf coast producing tripletail via aquaculture. The Objective of this project was to initiate development of methods and techniques needed to spawn captive held tripletail broodfish and raise their offspring to evaluate their growth and development in captivity. In this report we will present the results of studies aiming to develop methods and protocols for captive spawning of tripletail and the first data obtained on the early development of tripletail larvae. A major issue that was encountered with tripletail broodstock development during the project lied in the difficulties associated with identifying the sex of adults caught in the wild and candidates for being incorporated in mating sets for spawning. This issue was addressed during the course of the project by examining the potential of a non-lethal method of hormonal sexing. The results of these preliminary investigations are presented in the third part of this report. All protocols used in the project were determined with the guidance of the Institutional Animal Care and Use Committee (IACUC) of the University of Southern Mississippi (USM IACUC protocol number 10100108).
