AbstractChilean society is confronted with increasing risk from wildfires. Individual rather than collective risk management solutions predominate. Large forest companies, for example, reduce the probability of wildfires affecting their tree plantations with hierarchically-ordered management routines. Additionally, they purchase insurance policies to protect themselves from economic losses. Other stakeholders in the Chilean forest regions, however, do not have the same access to these forms of risk management due to the high degree of technical knowledge and organizational competences required. In his contribution, Michael Handke assesses the strengths and weaknesses of interacting hierarchical and market forms of risk management and calls for a deeper geographical approach to risk governance. He reveals that detailed geographical knowledge of wildfires is explicitly decontextualized and even ignored in current risk management practices. As a result, essential knowledge about the causes and effects of arson, which seem to be on the rise in Chile, is lost.

Abstract:
Higher household debt has been associated with lower future GDP growth across a broad set of 80 countries over the period from 1950 to 2016. Several institutional factors, such as flexible exchange rates, capital account openness, and higher financial development and inclusion, appear to mitigate this negative relationship between an increase in household debt and lower future GDP growth. Three mutually reinforcing mechanisms help explain this relationship. First, increases in household debt amplify the probability of future banking crises which significantly disrupt financial intermediation. Second, crash risk may be systematically neglected due to investors’ overoptimistic expectations associated with household debt booms. Third, debt overhang impairs household consumption when negative shocks hit.

Abstract:
A few abusive occurrences in the Third World escape the lenses of the media, portending danger to our collective existence. One such social ill that defied the radar of news coverage is the growing transient consummation and abortion of conjugal relationship implicating male gender and instantiating abuses affecting the children from such relationships. Regrettably, the ‘hit and run parenthood' posture attendant of this practice often populate the crime cells cross-culturally and raises the probability of social dislocation laden with colossal cost to societies. Consequently, this chapter attempts to descriptively investigate the depth of this sexual pervasion and the predicaments of children raised under such milieu. A passionate appeal is thus made to galvanize dissuasive participation in such practices and to generate more media attention in order to alleviate the excruciating socio-economic condition and discourage crime among the affected children.

Abstract:
Cloud radio access networks (CRAN) have been proposed for 5G technologies to provide improved scalability, flexibility, and performance for supporting rapid increase of IoT devices. This chapter designs a new efficient cache management scheme for the baseband unit (BBU) pool in CRAN. First, it adopts the exponential-decay (EXD) scheme to keep recently frequently requested records in cache and enhances it with analytical hierarchy process (AHP) to support multiple levels of mobility and QoS. The other new algorithms include a probability-based scoring scheme, a hierarchical, or tiered, approach, and enhancements to previously existing approaches. Performance evaluation shows that the new schemes offer high cache hit ratios and a reduction in network traffic as compared with other existing and classic caching mechanisms. The authors believe that this work is important in advancing 5G technology for supporting IoT services and is also useful to other cache management systems.
