Ho Chi Minh was great leader who wholeheartedly devoted himself to the country and the happiness of the people. His lessons and ideas are timeless, as evidenced by the fact that they have been studied continuously by scholars from all over the world. The political communication is just one component of that. Despite the fact that under the presidency of Ho Chi Minh, this concept was most likely still quite vague, the methods that Ho Chi Minh utilized in political communication demonstrated a significant amount of progress. In the following article, we will concentrate on the primary strategies that President Ho Chi Minh utilized in the course of his political communication endeavors. The content of this article is broken up into three sections: the first section introduces some fundamental concepts and rationale; the second part analyzes President Ho Chi Minh&#39;s style of political communication; and the third and final section provides some comments and evaluations.

Purpose: This study aims to analyze s the results and limitations of Ho Chi Minh City's scientific and technological development in international integration, from which the study proposes solutions to develop science and technology to meet the requirements of science and technology sustainable development needs in Ho Chi Minh City, Vietnam.&#x0D; &#x0D; Methods: This study uses qualitative methods to analyze the development of science and technology in Ho Chi Minh City. The article also uses analytical, synthesis, logical, and historical methods to clarify the results and limitations of science and technology development in Ho Chi Minh City.&#x0D; &#x0D; Findings: From the analysis and assessment of the reality of science and technology development in Ho Chi Minh City, the study contributes to proposing solutions to develop science and technology, and innovate to meet requirements for rapid development in Ho Chi Minh City today.&#x0D; &#x0D; Research, Practical &amp; Social Implications: This study will help the Ho Chi Minh City government to fully understand the achievements and limitations of science and technology development in Ho Chi Minh City in the process of international integration.&#x0D; &#x0D; Originality/value: The value of the study will be aware of the results and limitations of science and technology in Ho Chi Minh City and having timely and scientific solutions is the basis for making good use of the achievements of the 4.0 industrial revolution to meet the needs of the requirements for socio-economic development in Ho Chi Minh City's future.

Abstract:
This research paper is focused on analyzing situation of economic development in Ho Chi Minh City after nearly 30 years implementing economic reform policies in Vietnam to specify the position and role of Ho Chi Minh City economy in comparison with the whole nation’s. In this research, we applied qualitative method with data description and economic development indicators comparison. Data are secondary data which were obtained from Statistic Yearbooks of Vietnam and Ho Chi Minh City in periods 1990/2000/2005-2013. Results indicate that the Ho Chi Minh City economy remains the Vietnam’s largest which accounts for more than 20% GDP and a third of the national budget. The annual economic growth and average income per capita are 2-3% and two times higher than those of Vietnam respectively. The poverty rate is also the lowest in the country. Factors that positively affect the Ho Chi Minh City economic growth are capital and labor as reflected by higher productivity and efficiency (specifically Ho Chi Minh City’s ICOR is 1.5-1.78 times lower than Vietnam’s and laborproductivity is two times higher than that of Vietnam) and the greater contribution of the capital and labor factors to the economic growth. However, there are signals that Ho Chi Minh City economic growth is unsustainable, including (1) slower export volume and FDI; (2) reduced weight of industry sector, especially the slow growth of key high-technology disciplines; (3) the downgrading of the urban environment quality which reduces the green GDP growth; and (4) the gradual decrease of the total factor productivity (TFP) and its very small contribution to the Ho Chi Minh City economic growth. Based on the results, this paper suggests some solutions to a sustainable development for Ho Chi Minh City in the next period.

Accordingly, the author builds models from research and scales based on previous studies. The study investigated 300 individuals who were employees working in Ho Chi Minh and collected 282 valid samples to collect data for quantitative analysis.

Objectives. The study aimed to analyze the current antiseptics and disinfectants, explore the possibility of synthesizing various antiseptics including oligohexamethylene guanidine hydrochloride (OHMG-HC) using microfluidic technology, and investigate the main synthesis parameters affecting the properties of the resulting product.Methods. This article presented a review of literature sources associated with investigations of antimicrobial resistance, the uses of agents based on polyhexamethylene guanidine hydrochloride, oligohexamethylene guanidine hydrochloride, and other salts, obained using modern synthesis technologies with microreactors.Results. The relevance of developing production technologies for the “OHMG-HC branched” substance was determined. The microfluidic method for the synthesis of polymers, and its application prospects for obtaining the target substance were compared with the existing methods. Advantages of the microfluidic method were indicated.Conclusions. Microreactor technologies allow for more accurate control of the conditions of the polycondensation reaction of the starting monomers and increase the yield and selectivity of the oligomers obtained, leading to an increase in the product purity and process efficiency, in contrast with other known methods. The use of microreactor technologies for the synthesis of branched oligohexamethylene guanidine hydrochloride products is a promising strategy.

In the history of Vietnamese drama, Saigon was one of the places absorbing Western drama from the early time. Although drama in Saigon-Ho Chi Minh City didn’t develop in a smooth and straight way, it was a continuous and unbroken process. This process brought in strong development of drama in Ho Chi Minh city in two decades of the late 20th century and the early 21st century. However, in recent years, drama in Ho Chi Minh City seems to proceed slowly, which reflects some irrational aspects from drama script, performance art to performance operation. Therefore, it’s high time to review the whole history of drama in Saigon-Ho Chi Minh City to collect experiences for the steady development of drama in this City in the future.

As a large city with advantages in tourism infrastructure, Ho Chi Minh City is always considered the leading tourist centre of the country. The most important task of city tourism today is to improve quality and diversify products, making this industry one of the key economic sectors. Tourism potentials and advantages have not been effectively exploited to become a unique and attractive tourism product of Ho Chi Minh City. Some tourists seem to still only consider this as a stopover or transit point because there are large international and domestic routes before reaching other destinations in Vietnam. Ho Chi Minh City tourism is gradually losing this advantage when key tourist areas are completing international airports and convenient road transport infrastructure. In addition, Ho Chi Minh City tourism has also developed over the past time, but there are not many typical products. Therefore, before losing its advantages and its potential, Ho Chi Minh city should focus on building a unique and diversified tourism product system to attract tourists. This paper analyses the challenges that Ho Chi Minh City is facing and mention some recommendations. The results of the paper through the analysis process show that the tourism industry of Ho Chi Minh City has advantages and disadvantages that need to be overcome in order to build a more sustainable tourism brand.

Abstract:
In searching for the face of Ho Chi Minh City's culture, the value theory approach has remarkable beginnings. Since 1986, the social scene in Ho Chi Minh City changed to a major turning point. Ho Chi Minh City accepts many economic sectors and many forms of ownership. A inherently static culture is seeking to transform into a dynamic culture that operates under the influence of market mechanisms. For culture, this is a real risk. Morality is associated with capacity, guaranteed by capacity. “City people” are understood as people who actively solve their life needs, do not passively rely on waiting, and are people who adapt to changes. Because of the two-sided changes and development needs, it is necessary to recognize the changes in personality values ​​and social ethics of Ho Chi Minh City according to Ho Chi Minh's principles.

Abstract:
This study aims to identify the factors and their level of influence on the choice of medical tourism destination at medical facilities in Ho Chi Minh City. Based on a survey of 202 tourists, including domestic and foreign tourists, who have experienced one of the medical tourism services in Ho Chi Minh City. Through regression model analysis, the results show that there are three factors influencing the choice of Ho Chi Minh City as a medical tourism destination in descending order: Quality of medical services; Advertising and communication; Cost of medical services. Based on the research results, the similarities and differences with the results of previous studies were analyzed, drawing out the characteristics of medical tourism in Ho Chi Minh City. The study also points out proposals to develop the quality of medical services; enhance the promotion of medical services and other supporting solutions to develop medical tourism services in Ho Chi Minh City quickly and sustainably.

The essay tells about a landmark event in Russian-Vietnamese relations – the opening of a bronze monument to the leader of the Vietnamese people Ho Chi Minh on June 30, 2023 in St. Petersburg on the occasion of the 100th anniversary of his first arrival in Russia. Thanks to Ho Chi Minh, Russian-Vietnamese relations from the very beginning acquired the character of "relationships of special solidarity". The author reveals the personality traits of Ho Chi Minh and his ideology. First of all, it is historical optimism and absolute faith in the victory of a just cause – the freedom and independence of Vietnam, as well as humanity and rare modesty. He had truly unlimited authority among his people, but it was not a cult of personality. The author concludes that Ho Chi Minh deeply studied the practical experience of the October Revolution, which allowed him to blaze a path in leading the Vietnamese revolution that most closely corresponded to the peculiarities of the political development of Vietnam and the national mentality. Ho Chi Minh initiated the strategy of a united front of national liberation. The Viet Minh Front, created by him in May 1941, was open to all Vietnamese patriots, regardless of their class and social affiliation. It was under the flags of the Viet Minh that the August Revolution of 1945, one of the most bloodless revolutions in world history, won. The author shows the significance of Ho Chi Minh's political activity alternately in Russia and China in 1923–1940, and then the decisive role of the two socialist powers in the victorious end of the long-term war of Resistance of the Vietnamese people against the colonialists. Therefore, Ho Chi Minh, according to the author, had a hard time with the steady deterioration of Soviet-Chinese relations in 1950–1960. This was reflected, in particular, in his Political Testament. The essay shows that in the years preceding the victory of the August Revolution in Vietnam, Ho Chi Minh spent more than six years in the USSR. After becoming the President of the DRV, he also repeatedly visited the Soviet Union. It is no coincidence that he was called both in Vietnam and in Russia a man who "laid the foundation of fraternal friendship" between the peoples of our countries and contributed in every possible way to its development and strengthening.

Case overview A real estate company in Vietnam has prepared a capital budget for, what it claims is, a 600 billion VND project. The weighted average cost of capital used by the company is 10.64 percent. An analyst in a consulting company is asked to thoroughly review the capital budget of what appears to be a project that is too good to be true. Lending rates in Vietnam at this time were around 15 percent. It argues that the rapid growth of the city and decisions with regard to the land market taken in the transition period have led to largely unplanned, unsustainable, and inefficient urban development. To solve this undesired situation, the paper makes a proposal to introduce Transit-Oriented Developments (TOD) a new way for urban development in Ho Chi Minh City. Long-time experiences with this model both in other Asian and European countries may serve as examples of ‘good practices’ for the city.

The context of digital transformation has posed many policy requirements in the management of vocational education activities. In that context, the requirements for building and developing a team of teachers; requirements for innovation in training program content; changes in teaching and learning methods; and requirements for facilities and digital infrastructure equipment require the state to have appropriate vocational education development policies that meet the requirements of the digital transformation context. The purpose of this study is to assess: (i) The importance of vocational education development policies in the context of digital transformation in Ho Chi Minh City; (ii) The position and role of vocational education development policies in the context of digital transformation in Ho Chi Minh City; (iii) The contributions of policies to vocational education development in the context of digital transformation in Ho Chi Minh City; (iv) Some limitations in vocational education development policies in the context of digital transformation in Ho Chi Minh City. To achieve the set objectives, this study surveyed 137 people who are managers, teachers at several vocational education institutions and civil servants, public employees at several departments, branches, and business owners in Ho Chi Minh City. The study has shown that although Ho Chi Minh City has had many timely policies to develop vocational education, there are still limitations that have not kept up with the requirements of the digital transformation context. Therefore, the proposed solutions will contribute to perfecting Ho Chi Minh City’s vocational education development policies in the context of digital transformation.

Labor source for industrial development plays an important role in attracting investment and development. Employment service centers in localities are a bridge between the supply and demand of human resources. Research objective: Determine candidates’ satisfaction factors about the quality of job placement services at Ho Chi Minh City Employment Service Center. The research subjects are job seekers who come to do business at Ho Chi Minh City Service Center. Quantitative research method using SPSS 22.0. with multivariate regression model to find the relationship between factors and candidate satisfaction with the quality of job placement services at Ho Chi Minh City Employment Service Center. Research results have found that candidates’ satisfaction factors about the quality of job placement services at the Ho Chi Minh City Employment Service Center are reliability; service capacity and attitude; assurance; responsiveness and sympathy.

Background: Dengue Hemorrhagic Fever (DHF) in Vietnam remains a serious emerging arboviral disease, which generates significant concerns among international health authorities. Incidence rates of DHF have increased significantly during the last few years in many provinces and cities, especially Ho Chi Minh. The purpose of this study is to carried out a a study on analysis of hotspots of DHF in the Ho Chi Minh city. Methods: The Getis-Ord’s statistic-based hotspot analysis was employed to study spatial patterns (hotspots and coldspot) of DHF incidence. Results: a case study from a dataset of DHF collected in Ho Chi Minh city has indicated that a total of four hotspots of DHF were successfully detected. These hotspots were identified in Hoc Mon, District 12, Binh Tan, and District 7. In addition, 18 districts were not statistically significant at the level of 0.05. Conclusions: There was evidence for the existence of statistically significant clusters of DHF in Ho Chi Minh. The study results prove the effectiveness of Getis-Ord’s statistic-based hotspot analysis in studies of DHF. Findings in this study serves as a starting point for further research into the social and environmental factors influencing spatial patterns of DHF. Besides, these plays have contributed experiences in acquiring and applying the world modern playwriting techniques to suit Vietnamese’s drama reception habits.&#x0D; This paper generally provides content feature (focus on conflicts) and playwriting art feature (focus on plots, characteristics, dialogue language construction and the acquirement of new art techniques in Ho Chi Minh City’s contemporary literary scripts), contributing to the evaluation and summary of Ho Chi Minh City’s dramatic literature during the past.
