Abstract:
This study investigates the livelihoods impacts of eco-tourism in Hogsback, the extent to which local community members are effectively participating in eco-tourism activities as well as the negative implications of ecotourism in Hogsback. A qualitative research methodology was employed in order to have a deeper understanding of the issues under study. Simple random sampling and purposive sampling techniques were used to select respondents. In-depth semi structured interviews were used to collect data from 40 respondents and 6 key informants. The study established that eco-tourism activities help mainly individuals rather than the whole community at large and those who benefit; it improves their lives as well as benefiting the economy of the country. This study also found out that the government plays a role to promote development of ecotourism in the community, this is through infrastructure development and providing services for tourism. Lastly the study found out that there are conflicts over ownership of eco-tourism activities, limited funds in promotion of eco-tourism activities and that there is no eco-tourism development strategy. The study recommends that the government of South Africa should design and implement a comprehensive eco-tourism development strategy that puts people at the core.

Abstract:
Pseudomonas species are Gram-negative bacteria most abundant in soil and water bodies, with the capacity to thrive in varied environments. They are largely associated with resistant pathogenic bacteria linked to human and plant diseases. Species such as Pseudomonas aeruginosa have been particularly targeted as case studies due to the extremity to which they pose a threat to human health. With more focus directed at using these species for biocontrol and bioremediation purposes, their role in bioactive compound production may be equally important. As the crisis on antimicrobial resistance still persists, the need for effective antimicrobial compounds is ever more urgent and solutions may possibly still be dormant in bacterial species whose potential has not been fully investigated. On a bid to source out potential antimicrobial compound producers, soil samples were collected from Hogback forest reserve in the province of the Eastern Cape, South Africa. For bacterial screening, M1 and R2A agar were used and the cultures grown at 37˚C for a period of seven days. After the presumed Pseudomonas species were identified, antimicrobial production was determined by submerged fermentation method using nutrient broth as media of choice. Active isolates were further studied to determine the optimum conditions which best facilitate for antimicrobial compound production, with parameters such as temperature (25˚C – 40˚C) and pH (4 – 9) considered. The role plasmids play in antimicrobial compound production was also investigated. Each isolate was grown in fermentation media containing Sodium dodecyl sulphate and Ethedium Bromide, at varying concentrations, to facilitate for plasmid curing. With each sample, distinct colonies were identified with varying pigmentations most dominant being a cream colour. The identity of the isolated strains was achieved through sequencing of 16S rDNA. Phylogenetic analysis showed that isolate A16 had 80 percent homology with Pseudomonas plecoglossicida strain P4 and share a close ancestor with isolates Y52 and Y81, also isolate Y89 showed a 90 percent homology with Pseudomonas sp. Co-11a. With the exception of isolate A16, the isolates which were active against Gram-negative bacteria lost activity as the screening processes continued. When looking at temperature variations, isolates Y81 and A16 were highly active with maximum activity observed at 35˚C while Y89 performed best at 25˚C and Y52 showed constant activity across all studied temperatures. The plasmids in all isolates were found to be 48.5 kb in size with the exception of isolate Y89 which was 20 kb. The plasmids were cured at concentrations of (1 mg/ml; 5 mg/ml; 7 mg/ml; 10 mg/ml; 11 mg/ml) SDS and (125 μg/ml; 6.5 μg/ml; 5μg/ml) EtBr. The curing process also showed changes in both the antimicrobial activity of the isolates as well as their physical characteristics. The isolates are the first reported Pseudomonas species from Hogsback forest reserve with the ability to produce antimicrobial compounds which are active against Gram-positive and Gram-negative bacteria. These mesophilic bacteria also show that plasmids do not pay any role in the production of antimicrobial compounds and that the biosynthesis genes are highly likely to be chromosomal borne meaning that the production cannot be linked to horizontal transfer of genes. Therefore, these isolated Pseudomonas species provide a potential reservoir of antimicrobial compounds which may play an important role in the antimicrobial resistance phenomenon.

Abstract:
This thesis presents a history of the landscape of Nqabara, an administrative area in a rural and coastal area of the Eastern Cape Province, South Africa. In the process of investigating landscape history, the inquiry engages with a range of data sources from diverging discursive contexts, including data from ethnographic fieldwork, from the consultation of archival documents and historical reports as well as from comparative historic and ethnographic research, necessitating a critical consideration of the epistemological contexts of data production and the dialogue between researcher and data. Furthermore, in its aim to move beyond historical description towards explanation, the study interrogates the dualist ontological conceptualisations of nature and culture, society and ecology, object and meaning upon which are built three dominant conceptual frameworks concerned with human-environment relationships: social-ecological systems theory, transdisciplinary landscape studies and political ecology. Drawing primarily upon the works of James Gibson, Anthony Giddens and Tim Ingold, an ontological foundation is developed to guide the enquiry and move towards an alternative understanding of the relationship of people’s livelihoods with respect to the landscape in which it is lived, which I call here the praxisembodiment perspective. This ontology takes the situated patterns of action of a situated agent-in-its-environment as its point of departure and proceeds to develop a framework explaining how relations among the patterns of action of different agents-in-their-environment, emerge in structures that simultaneously enable and constrain future action. The foundation is thereby provided for a monist understanding of how landscape and social structure emerge simultaneously from the complex intersection of patterns of actions and interactions of agents in their environment. This framework calls for an understanding of time, space and scale, not as independent variables influencing process and action, but as emergent properties arising from the patterns of actions of situated agents. Finally the alternative ontology is applied to the history of landscape and livelihoods of people of Nqabara. It is concluded that an appropriate understanding and explanation of the critical transformations in the landscape as well as in social institutions, should be sought through analysis of the complex ways in which patterns of action of multiple spatial and temporal rhythms and between multiple agents in an environment, intersect and resonate.

Abstract:
Wetland degradation in the form of channel incisioning can significantly alter the hydrological functioning of a wetland. In this study in a small headwater wetland in the Hogsback area, Eastern Cape Province, the impact of channel incisioning on soil water levels and soil morphology was examined. A good correlation (R2 = 0.89) exists between the depth of channel incisioning and average water table depths in most of the 21 installed piezometers. In localised cases the upslope supply of water was in equilibrium with drainage from the piezometers. Although all the studied soils show hydromorphic characteristics, those continuously saturated close to the surface exhibit redox accumulations in oxygen supplying macropores, whereas gleyic colour patterns occur deeper in soils where the water table has been lowered by channel incision. The nature and occurrence of different hydromorphic soil indicators observed confirm the contribution of soil morphology as a valuable indicator of long-term average soil water conditions. The study evaluates the effects of hydrological processes on plant species composition and distribution in a Hogsback wetland. Twenty-four circular plots with a radius of 2 m were established between March and August 2013. Within each sample plot, the habitat information and species present were recorded including Braun-Blanquet cover-abundance value for each and every species present in the plot. Plant species were identified in the field and the unknown plant species were collected, pressed, oven-dried and identified at the National Herbarium, South African Biodiversity Institute (SANBI), Pretoria and Schonland Herbarium, Rhodes University, Grahamstown. A total of 39 taxa belonging to 19 families and 34 genera were recorded from the Hogsback wetland. Of the documented taxa, three were exotic and three endemic to South Africa, indicating diversity and dynamic nature of Hogsback wetland flora. Plant families with the highest number of species were: Poaceae (11 species), Asteraceae (5 species), Onagraceae and Cyperaceae with 3 taxa each. The low number of exotic plant species in Hogsback wetland (three taxa in total) indicates limited anthropogenic influence. Unique species recorded in Hogsback wetlands are three species that are endemic to South Africa, namely, Alchemilla capensis, Helichrysum rosum and Lysimachia nutans. Five main floristic associations were identified from the Hierarchical Cluster Analysis whilst Detrenched .Correspondence Analysis (DCA) identified four groups. The Canonical Correspondence Analysis (CCA) indicates that edaphic factors, particularly in an area covered with water, erosion category, organic matter content and water table depth were the most important environmental variables measured accounting for the vegetation pattern present in the Hogsback wetland.

Abstract:
The objective of this study was to evaluate the implementation of the new History curriculum at Grade 10 level of Further Education and Training band in the Qumbu district of the Eastern Cape Province. The focus of the study was on evaluating: (a) the extent to which the new History curriculum was implemented as intended; (b) concerns harboured by History educators in relation to the new History curriculum; and the (c) degree of support undertaken by principals in the implementation of the new History curriculum. A review of literature related to the implementation, evaluation and support in curriculum implementation was done. It was the basis for establishing a theoretical framework. The approach used in the study was the survey method. Data was gathered by means of a Stages of Concern (SoC) questionnaire and principal intervention questionnaire. The sample was made up of 15 educators from 15 high schools. The findings indicate that History educators have intense concerns about the new History curriculum. Also, the data shows that principals provide support during the implementation of the new History curriculum. However, the data indicates an occurrence of a disjuncture. It seems that there is no correlation between the intensity of educator concerns and the degree of support undertaken by the principals. It is acknowledged that due to the limitations of this study, further studies on curriculum implementation should be done. It should encapsulate the use of an interview schedule and observation method of data gathering. It is recommended that principals should be trained by the Eastern Cape Department of Education by using stages of concern as the diagnostic tool of evaluating the degree of curriculum implementation. Principals should undertake to provide relevant and effective support to educators during curriculum implementation. Support should be provided according to the findings of the study.

Abstract:
Oldenburgia grandis is a rare, long-lived woody paleoendemic of the Fynbos Biome of South Africa. Confined to quartzite outcrops, it has a small geographic range and narrow habitat specificity. O. grandis responds to its fire-prone environment by resprouting. Elasticity analysis of O. grandis reveals that growth and fecundity were traded off for persistence of adult, mature and sapling stages. Morphological adaptations such as a corky fire-resistant bark and the ability to resprout after fire are traits that O. grandis have evolved to persist in a frequently disturbed environment. Population growth rate for sites undisturbed by fire for a number of years (l = 1.01) and sites at various stages of recovery after fire (l = 1.00) were very similar. The highest variation in transition probabilities for all sites was seen in the persistence of the seedling stage and growth from seedling to sapling. Observed population structure and stable stage distribution determined by the matrix model show that sites recently undisturbed by fire had high abundances of the adult and sapling stages. A peak in sapling stages was seen for the stable stage distribution where similar peak in sapling numbers were seen for population structures of sites at various stages of recoveryafter fire. Favourable environmental conditions for the persistence of O. grandis populations include no fire with transition probabilities between the observed minimum and maximum and fire frequency at a 10 year interval where seedling protection from the fire is high and adult and mature mortalities during the fire are low. Stochastic environmental events that could put populations (particularly small populations) at an increased risk of extinction include high to moderate fire intensities where seedling protection from the fire is low and adult and mature mortalities are high as a result of the fire.

This thesis came into being as the result of a question innocently posed to me three years ago: Why do some towns in the Eastern Cape have German names? This thesis is not so much an answer to that question (which is answered in the following paragraphs) as an attempt to answer the questions that followed: Were the Germans really as benevolent and hard-working as much of the most readily available literature implies? Why did the military settlers leave and the peasant farmer settlers remain? What was the nature of relationships between the German settlers and other groups in the area? How did the German settlers see themselves? The existing literature provides the historic details, more or less, but not the context and explanations I sought. As such, I set out to find them and document them myself, addressing three main questions: 1. What was the (changing) nature of the German settlers' day-to-day lives between 1857 and 1919? 2. How was a German identity maintained/constructed within the German communities of the Eastern Cape between 1857 and 1919? 3. How did the Germans interact with other groups in the area? In answering these questions, I have also provided the necessary background as to why these settlers chose to come to South Africa, and why some of them left. I have limited this study to the period between 1857 and 1919 so as to include the First World War and its immediate aftermath, a time when enmity between Great Britain and Germany would have made life difficult for German descendants in the Union of South Africa. Abstract:
A history of land degradation is reconstructed in a part of the dividing ridge between the Great Fish and Keiskamma rivers, in Peddie District, former Ciskei. The study entails a comparative investigation of the progressive changes in land use, vegetation and soil erosion in three tenure units, namely: former commercial farms, traditional and betterment villages. Analysis of the sequential aerial photography of the area for 1938,1954, 1965, 1975 and 1988 is employed. This is backed by groundtruthing exercises. Data thus obtained are quantified, and linkages between degradation, anthropogenic and physical factors are derived using PC ARC/INFO GIS. Differences in land tenure systems emerge as the main controlling factor to variations in land degradation. Confinement of vegetation diminution and erosion to traditional and betterment villages is observed at all dates. Scantily vegetated surfaces and riparian vegetation removal are a characteristic feature of both areas throughout the study period. 'Betterment,' introduced in the early 1960s to curb land degradation is, instead observed to exacerbate it, particularly soil erosion. Trends in land use change are characterised by the abandonment of cultivated land, which is noted to coincide with a sharp rise in population. Erosion intensification into severe forms particularly between 1965 and 1975, coincident with a period of extreme rainfall events, emerges as the most significant degradation trend. A close spatial correlation between abandoned cultivated land and intricate gullies is identified. So is the case between grazing land and severe sheet erosion. Within the grazing lands, an examination of erosion and categories of vegetated surfaces reveals that erosion occurs predominantly on the scanty vegetation category. Such erosion-vegetation interaction largely explains the non-recovery of the scanty vegetation category, even during periods of intense rainfall. Extensive channel degradation is evident along stream courses with scanty riparian vegetation. Physical factors are noted to have a significant bearing on erosion. The high prevalence of erosion on the Ecca group of rocks confirms its erosion-prone nature. Pockets of colluvium and alluvium accumulation in the steep bottomlands are identified as the sites of the most severe gully erosion. Field surveys at some of the sites indicate that a dolerite sill through the area forms a boundary of colluvium accumulation and the upslope limit to gully incision. That these sites are recognised as formerly cultivated land, portrays the interaction between physical and anthropogenic variables with regard to inducing degradation in the area.

This thesis investigates the origins, development and consolidation of a regional network of three publicly funded and regulated mental institutions in the colonial Eastern Cape, between the years 1875 to 1910. Fort England asylum in Grahamstown was established in 1875. Port Alfred asylum followed in 1889 and the Fort Beaufort institution was opened in 1894. Each asylum retained its own distinctive character and function based on the nature of its patient population. Although geographically dispersed the asylums were intimately connected to each other, forming one integrated system to treat and manage the mentally ill. This thesis critically examines the changing patterns of care in these Eastern Cape institutions, during an important period of social, economic and political change in the Cape Colony. It traces the social and ideological construction of mental illness that was shaped by the racial, class and gendered hierarchies of colonial society. Based on empirical research, this thesis draws on Foucault's insights into the character and uses of disciplinary power implicated in the production of 'regimes of truth' about the mentally ill. The Eastern Cape institutions provide an important record of the ways in which the power invested in psychiatric theory and practice was exercised in a colonial context. In a moment hailed for its reform and progress in the treatment and care of mental illness, strategies for the exclusion, regulation and control of black mental patients were expanded in these Eastern Cape institutions. The major legacy in the treatment of mental illness in the Eastern Cape was the establishment of a system of control for black patients that was to inform future policy decisions after Union.

Palynological analysis of organic sediments from a freshwater lake near Port Elizabeth (34°S,25°30'E) has provided a high- resolution vegetation history of the area for the last 2200 years. Detailed identification and counting of the fossil pollen resulted in the generation of a pollen diagram. Changing frequencies in fossil pollen over time are represented, and inferences are made regarding environmental conditions which influenced the vegetation. A detailed narrative of vegetation history in response to environmental change is presented, and this is compared to results from related studies. The significance of the Lake Farm study site has been noted in terms of its location as a 'zone of convergence' for a variety of vegetation types. Results of fossil pollen analysis indicate that environmental conditions prior to 1 500BP were drier than at present. Forest and fynbos vegetation were not well-represented in the pollen spectrum at this time, and it is suggested that they were not favoured by these conditions. Environmental conditions ameliorated after 1500BP, becoming more mesic, which favoured the proliferation of both forest and fynbos vegetation types. At present xeric and grassland elements are declining, while shrubs increase, indicating an enhanced human-induced disturbance regime. It is suggested that the partial decline in forest elements at present 1s most likely attributable to human-induced disturbance of the environment. The introduction of exotic trees has been noted (approx. 280BP) and is seen to have coincided with the influx of european settlers to the region. Principal Components Analysis has revealed that the vegetation distribution in the area has been most heavily influenced by human activity and moisture availability. The necessarily subjective interpretation of the statistical results, however, casts some doubt on the validity of the conclusions drawn. The validity of the conclusions drawn from this study becomes apparent not only in terms of what is learned about the history of forests, but also the form any future management should take.

Abstract:
The phenotypic plasticity of the cichlid Oreochromis mossambicus was examined in fresh and brackish water populations living in the eastern Cape near the southern extremity of the natural range. The primary goal of the study was to examine the wide variety of life-history styles which were expressed in relation to the varying environmental conditions. Four natural populations were studied during 1986 and 1987, and some experimental work under artificial conditions was carried out at the Rhodes University fishfarm during 1988. This comparative approach gave insights into the complex interactions between biotic and abiotic factors which are exploited by this hardy species. O. mossambicus displayed a wide variety of life-history tactics under harsh environmental conditions. The growth of juvenile fish was rapid and mortality of the young-of-the-year was high. Age at first onset of sexual maturity ranged from one to three years. Under harsh conditions growth rate was markedly reduced after maturity, which occurred during the second or third summer and growth disparity between the sexes was more pronounced. Longevity was found to vary from five to ten years for different populations. Under more favourable conditions (resembling the typical "floodplain" habitats of this species at lower latitudes) very rapid juvenile growth, and a high maximum mass of over 2300 g for both sexes was iii achieved. Sexual maturity under these conditions could be delayed until the third or fourth summer of life. O. mossambicus demonstrated an ability to withstand and even benefit from fluctuating water levels, and adjusted its life style according to the prevailing conditions: at times of high water level recruitment was low and sexual maturity delayed. During low water periods reproductive rates increased. Q. mossambicus showed a distinct preference for gentle gradients and well-vegetated habitats for feeding, nesting and refuge. During the study winter temperatures were near and at some times below the generally accepted lower limits for this species. This implies that these indigenous populations have a degree of cold tolerance. A further implication is that Q. mossambicus has the ability to thrive under adverse conditions which may partially explain its wide and successful colonisation of water bodies far from its natural range, and its obvious fisheries potential.

The tribal life and the oral traditions of black South Africans have been marginalized. The consequence of the western civilization and the apartheid regime forced people to do away from their traditional heritage and culture; they adopted the western way of life. They buried their oral tradition and only a little has survived. To save the dying culture of the art of the oral tradition we need to go out and record and document the surviving oral tradition as soon as possible. Since the art of the oral tradition is an art form conducted by an artist, it may be possible to tell the ibali likaNongqawuse by means of visual imagery. Visual images can be read and be understood easily by the public because visual forms, sings, images can make up a language for both the literate as well as the illiterate.

Abstract:
This thesis is an attempt to reopen the debate on the whole question of inculturation in Southern Africa especially in light of the fact that we are now in a multi-lingual and multi-religious state. It is an attempt to rehighlight the plight of the spirituality of the amaXhosa people over the last century when missionary and imperial onslaught relegated it to the doldrums. This plunged the amaXhosa in a crisis that has left them directionless, to put it mildly. This is said because the total onslaught destroyed their self-respect and their identity and begs the question as to whether their acceptability to God was contingent on renouncing their culture especially the hidden presences - Qamata, the living-dead and the notion of evil spirits. It is precisely because of these misconceptions regarding African culture and spirituality that the thesis has a strong expository and apologetic bias primarily aimed to address, and put into proper perspective, the significance of the Supreme Being, the living-dead and the evil spirits in African culture. The issues are discussed within the broader socio-historical context. The thesis is basically comparative in that it uses Celtic spirituality and the approach of the early Celtic church to the question of inculturation as its point of departure and as a foil against which the preposterous actions of the church in Africa should be seen. This comparative element is also reflected in the unmistakable `dichotomy’ of Western religion and African spirituality, or better still, lack of spirituality, that was so fervently maintained by the missionaries and the colonialists alike. It is for this reason that I concur with Chidester (1996:xiv) that `the study of religion must find itself, once again, on the frontier’. The study is informed by this approach right through. It should be stressed, from the outset, that the idea is not comparison in order to satisfy our curiosity, nor is it comparison in order to try to authenticate and vindicate the beleaguered African culture. The central idea of the study is to expose the absurdity of the policies of the past century in this regard. The myth of the pure blooded Christianity is confronted, if not exploded. Several examples of both inculturation and continuities between Christianity and other faiths such as the Jewish founding faith are given. The subtheme of cultural domination subtly spans the whole study culminating in Chapter Four where the blacks begin to appropriate some of the Christian symbols and the whites also begin to assimilate African concepts such as ubuntu.

This thesis examines the political implications of the integrated development planning process embarked upon by South African municipalities in the period 1998-2004. Through the use of case study methodology that focuses on the Eastern Cape municipalities of Buffalo City and Ngqushwa, the conventions of municipal planning are examined. This inquiry into municipal planning draws upon official government documents and reports and publications from the nongovernment sector. The thesis is particularly focused on the claims made in policy documents and related secondary sources and compares these to more critical reports and publication as well as the author's personal experience of the integrated development planning process. Of key interest is the possibility that planning serves political interests and the material needs of an emerging municipal elite and that this is seldom acknowledged in official planning documentation or government sanctioned publications on the topic. The primary findings of the thesis are as follows: • That the 'reason' of expert policy formulations that accompanied integrated development planning has weakened political economy as a prism of understanding and separated itself from the institutional reality of municipal government • That the dominant critique of planning and other post-apartheid municipal policy is concerned with the triumph of neoliberalism but this critique, while valid, does not fully explain successive policy failures especially in the setting of Eastern Cape local government • That function of policy and its relationship to both the state and civil society is usually understood only in the most obvious sense and not as an instrument for wielding political power • That planning still derives much of its influence from its claim to technical rationality and that this underpinned the 'authority' of the integrated development planning project in South Africa and reinforced its power to make communities governable.

This thesis covers a period of drastic change in that part of Xhosaland later known as Victoria East. Chapters one and two deal with the clash between the Glasgow missionaries at Lovedale and the amaXhosa who were expected to simply discard their way of life in favour of the new dispensation. Chapter three explains the arrival in the Eastern Cape of the amaMfengu, formerly called abaMbo, and their role in the divisive policies of the colonial government. Chapter four recounts the brief interlude (1836-1846) during which the colonial government tried but ultimately rejected a more equitable model of cross-border relations known as the Treaty System. The final chapter deals with the introduction of direct rule over the newly-created district of Victoria East, and with the policies of Henry Calderwood, its first magistrate, which were artfully constructed to perpetuate ‘Divide and Rule’ so as to maintain a comfortable life for the white settlers in the border area.

Abstract:
This thesis examines three contestations involving human remains which have arisen in the Eastern Cape over the past fifteen years. It shows that the value or meaning attached to human remains is constructed through the socio-historical dynamics out of which these contestations arise. The meaning and value of human remains is neither inherent nor neutral. In Ndancama's case, the need for housing in Fingo Village led hundreds of poor residents to settle on the township's Old Cemetery in 1972. Basic material needs trumped concerns for those buried in the cemetery. When the post-apartheid municipality sought to provide sewerage and housing infrastructure for Ndancama in 2003, its development plans were constrained by new heritage legislation which protects historic cemeteries. Residents insisted that their infrastructural needs were of primary importance. In 1993, the unearthing of human remains at the Old Military Cemetery in King William's Town created a thirteen year long saga which was only resolved with the reburial of the remains in 2006. The presence of the remains proved problematic for a number of reasons. Local authorities failed to rebury the remains speedily. The burden to store them fell on the Kaffrarian Museum which came under fire because this was considered unethical in the postapartheid era. The identity of the remains became a bone of contention in 2006 when the new Amathole District Municipality concluded that the remains were those of victims who died in the 1856-57 Great Cattle Killing. The remains and their reburial became symbols of past injustice and present restoration of African heritage. The 1996 quest by 'Nicholas Gcaleka', a 'self-styled' chief and traditional healer, to search for King Hintsa's skull in the United Kingdom provoked unprecedented public engagement with the incomplete narrative on the fate of Hintsa's body. The power to represent history, and the methods through which historical truth is discovered were at the heart of the contestation. Elites such as the Xhosa Royal and the white scientific establishment were considered neither credible nor authoritative on this historical matter. Public support for Gcaleka revealed that many South Africans sought just recompense for colonial injustices.

Small towns can be seen as the fundamental building blocks of tbe urban system. Through time, some of these towns have lost the primary reason for their existence. Some towns that have been declining or stagnating include old mining and industrial towns, such as Indwe in the Eastern Cape or Welkom in the Free State. Some towns have also changed the main focus of tbeir economy, for example, from that of mining to that of tourism, as in the case of Utrecht in Kwa-Zulu Natal (Nel, 2002). In light of the above, this thesis seeks to critically evaluate what has happened in selected small towns in the Eastern Cape. The research investigated a number of towns in the Eastern Cape, looking at the history and influence of colonisation, population dynamics, education levels, employment opportunities, migration and the influence of capitalism on the economic and social structure of the town, as well as tbe evolution of its economy. The research sample consisted of interviews witb local historians, community leaders, development agencies and individuals who were benefiting from tbe various development initiatives/project in the towns. These interviews, in conjunction with the literature identified, were conducted in the selected small towns, assessing whether development was succeeding and, in conclusion, identifying witb reference to the study sites, what was learnt. The research process generated a number of lessons that need to be taken into consideration when attempting social and economic upliftment in small towns. These include: the need for leadership, support from the local population and the need for financial assistance to support and uplift the community.

ENGLISH ABSTRACT: This dissertation examines the identity of hunters, sportsmen and their associated communities in two diverse regions of southern Africa during the last two decades of the nineteenth and the first decade of the twentieth centuries. It argues that this was a critical period during which new patterns of hunting and local tradition were created. In the eastern Cape districts of Albany, Fort Beaufort and Bathurst kudu and buffalo were hunted pursuant to permits granted in terms of the Game Act, 1886. An analysis of the identity of those to whom these permits were granted or refused provides insights into power, connection and influence amongst the English-speaking colonial elite of the region who sought to control the right to hunt “royal game”. It also reveals their interaction with civil servants who exercised the power to grant or withhold the privilege. Kudu were transferred from public to private ownership, through a process of “privatization” and “commodification” on enclosed private land, and there preserved for sporting purposes by the local rural gentry. The survival – and even growth – in numbers of kudu in the region was achieved in these private spaces. Buffalo, on the other hand, were hunted into local extinction notwithstanding their protection as “royal game”. In the north-eastern Transvaal Lowveld wild animals in public ownership were hunted by a wide variety of hunters with competing interests. The identity of the “lost” Lowveld hunters, previously hidden from history, including an important but overlooked component of elite recreational hunters from the eastern Cape, is explored as a window into the history of hunting in the region prior to the establishment of game reserves. Both the identity and networks of these hunters and sportsmen are considered in the context of enduring concerns about race, class, gender and the exercise of power.

The aim of this thesis is to provide an introduction to the work of writer and journalist Harriet Ward, resident in the Eastern Cape from 1842 to 1848. She was a prolific correspondent to various periodicals published both in South Africa and in London. It would be true to say, to judge from the evidence, that she fulfilled a need felt by the British public for information on life and events in South Africa, and that she became the trusted guide of the middle-class reader. Her range covers reports from the frontiers of war, journalistic articles, memoirs, short stories, novels, autobiography, and editions of other writers' work. After the publication of her articles on the Seventh Frontier War (1846-7), she was recognised and respected as a commentator on the situation at the Eastern Cape, an unusual role for a woman at this time. She was also amongst the foremost victorian women writers published from the early eighteen forties until the end of the eighteen-fifties. Harriet Ward has left a vivid historical and sociological account of the Cape frontier, and her observations and judgements provide a hitherto virtually unknown perspective on an important part of South African history and letters. What makes her even more interesting, as this study seeks to show, is that she was far from conventional in her response to her new environment, both as as a woman and as a representative of a colonialist power. The record she has left of her thoughts on the people, landscape and situations of the time has the capacity to surprise the post-colonial literary critic and historian. Her struggle to find a discursive mode in which to express her consciousness of the oppression, patriarchal and colonial, of the marginalised, whether woman, indigene, Afrikaner, or creole, reveals a significantly transgressive or subversive response to the issues of the day. In re-discovering Harriet Ward, we are forced to reassess our assumptions regarding the period of colonial history to which she was a witness.

Abstract:
A discussion of the concept of worldview shows that how an artist conceives the world in his images is governed by his worldview - an amalgam of the worldview of the group of which he is a part modified by his own ideas, beliefs, attitudes, perceptions and upbringing. The author proposes that studying an artist's work can reveal his, and hence his group's, worldview and thus the attitudes prevalent when the work was produced. A brief historical sketch of the Eastern Cape to 1834 introduces the various settlers in the area. Though no known examples of Black, Boer or Khoi pictorial art are extant, both the Bushmen and the British left such records. A short analysis of rock art shows how the worldview of the Bushman is inherent in their images which reflect man's world as seen with the "inner" eye of the spirit. In white settler art, the author submits that spatial relationships changed in response to a growing confidence as the "savage" land was "civilised" and that the position, pose and size of figures - and the inclusion or exclusion of certain groups - reflect socio-political changes. The two foremost nineteenth-century Eastern Cape artists, Thomas Baines and Frederick I'Ons, succeeded in capturing the atmosphere of Frontier life but are shown to interpret their surroundings through the rose-tinted spectacles of British Romanticism. They also reveal individuality in approach - Baines preferring expansive views while I'Ons's landscapes tend to be "closed-in", strictly following the coulisse scheme of Picturesque painting. Perhaps, the author postulates, such differences result from the very different environments, i.e. Norfolk and London, in which the two grew up. I'Ons is shown typically to use generalised landscapes as backdrops for his foreground figures, while comparing Baines's scenes with modern photographs shows that he adjusted the spacial elements of the topography as well as the temporal sequence of events to suit aesthetic considerations. Lithographed reports of his work contain even further adjustments. The author concludes that the use of Africana art as historical records must be treated with great caution.

This thesis is an exploration of diaries and letters written by middle-class English-speaking settler women living on the Eastern Cape frontier between 1820 and 1890. By according primacy to these women’s experiences and perceptions, it aims for a greater understanding of women’s encounters with the frontier, and how these were articulated in their personal writing. An emphasis on the recurrent themes of ill-health, fearfulness and solitude undermines the popular myth of the brave, conquering, invincible pioneers which dominates settler historiography to date. The tensions felt by white women living on the frontier disrupted their identities as middle-class Victorian ‘ladies’, and as a result these women either constantly re-established a sense of self, or absorbed some aspects of the Eastern Cape, and thus redefined themselves. Settler women’s experiences of the frontier changed little during the seventy year period spanned by this study, indicating that frontier life led to a rigidification and reinforcement of old, familiar values and behaviours. Rather than adapting to and embracing their new surroundings, settler women sought to duplicate accepted, conventional Victorian ideals and customs. White Victorian women identified themselves as refined, civilized, moral and respectable, and perceived Africa and Africans as untamed, immoral, uncivilized and threatening. To keep these menacing, destabilizing forces at bay, settler women attempted to recreate ‘home’ in the Eastern Cape; to domesticate the frontier by rendering it as familiar and predictable as possible. The fear, illness and solitariness that characterise settler women’s personal writings manifest their attempts to eliminate alienating difference, and record their refusal to truly engage with the frontier landscape and its inhabitants.

The study deals with the migration of large numbers of black workers from white-owned farms in the Albany and Bathurst districts to Grahamstown. In South Africa the migration of farm residents to the towns has not yet received much attention from researchers. Instead, most migrant studies have concentrated on the migration from the 'homeland' areas and for this reason little is known about the people who have been associated with the farms in some cases for five generations. From the 1940s these farms were rapidly losing labour largely on account of the introduction of mechanization and land rationalization. At that time many farm dwellers were migrating to Grahamstown and, to same extent, Port Elizabeth. The past few decades witnessed a massive further migration from these farms and this, together with natural increase, contributed to the 53,9% increase in Graharnstown's black population in the 1970-80 decade. The study has these aims: 1. To consider the factors that have promoted the move away from the farms , especially as from the end of the Second World War. 2. To account for the overwhelming attraction of Grahamstown as a destination among those who must, or decide to, migrate. 3. To assess the mode of adaptation of those who settle in Grahamstown pennanently. Those who have been in town for several decades provide a background for the central focus of the study, the new irrmigrants who came to town a decade ago or more recently. The latter include people who migrated to town from August 1984, i.e. during a period of extra-ordinary political developments and serious unrest in Grahamstown. The study places an emphasis on the way the imnigrants themselves perceive the process. The aims of the study which have been mentioned above revolve around the impoverishment of rural inhabitants who must now work for wages with hardly any measure of autonomy over the major aspects of their lives while those who go and live in town must contend with a competitive urban economy in which economic opportunities are scarce. This is the central problem of this thesis.

Data has been tabulated in an effort to recognise the variances, similarities and differences in an effort to identify a “best practise” business model. Abstract:
This study analyses the methods and policies of the colonial government which shaped Stutterheim's African communities between c.1870 and 1910. In 1870 the Stutterheim magisterial district had not yet been officially established. However, creation of the British Kaffrarian administration (1847-1865) had already ensured the entrenchment of colonial rule over the humiliated Xhosa chiefdoms west of the Kei. This work studies transformations in late colonial Ngqika society and the development of Stutterheim as a magisterial district. It analyses the entrenchment of colonial bureaucracy and changes in indigenous social, economic and political structures. In the period c.1860-1877, direct administration of the Ngqika was first attempted. While recovering from the 1856-57 cattle killing, the Ngqika were brought under colonial administration by the annexation of British Kaffraria to the Cape Colony in 1865. The thesis also examines the process and implications of the breakup and resettlement of the Ngqika location after the 1877-1878 war and the mechanisms and complications in forming a new postwar settlement. The focus then narrows to Stutterheim magisterial district (finalised in 1880), where, after the removal of the main Ngqika population to the Transkei formal structures of quitrent settlement were established around mission stations. A new form of social behaviour underpinned by principles of individualism evolved under missionary influence. Urged on by legislation that sought to intensify implementation of individual tenure, this social behaviour predominated under the new administration. Attention is also given to the allocation of farm land in the district. On part of what had once been communally owned land, an immigrant farming community originally intended strictly for whites emerged. Numerous Africans later managed to hold property in this area. An urban area with a mixed African and white population resulted where allotments initially allocated to the German Legion were later auctioned. On crown lands, leasing and purchasing was initiated. By the early twentieth century, settlement patterns were in chaos: on the mission settlements, quitrenters disobeyed settlement regulations, farms were overpopulated by tenants and interracial urban settlements faced imminent segregationist policies. By 1910 local administration was in difficulties and the Africans were becoming politically mobilised against local and colonial policies.

This thesis examines the development of Grahamstown from its inception in 1812 to the mid-1840s, paying particular attention to the social and cultural life of the town. It traces the economic development of the town from a military outpost to a thriving commercial settlement, noting the essential factor of the town's proximity to the Cape frontier in this process. The economic interaction between diverse groups in the town mirrors the social and cultural interaction which occurred between British settlers, Khoekhoe and Africans. The result of these interactions was the creation of a new, distinctively South African urban society and culture, despite the desire of the white settlers to reproduce a “typical” English environment in their new home. The conflict between attempts to anglicise the urban environment and the realities of Grahamstown's situation on a colonial frontier was reflected in the architecture and layout of the town. Attempts to recreate an English social environment also failed. New classes arose in the town in response to the economic opportunities available on the frontier. Although some settlers prospered, many did not, and the presence of an impoverished white working class undermines settler historians' picture of settler success and affluence. The poorest people in the town, though, were the increasing numbers of Khoekhoe and Africans who migrated from the surrounding countryside, and who were unequally incorporated into the urban community as a colonial labouring class. In response to these unique circumstances, white settlers in Grahamstown developed a powerful political and propaganda machine, which helped lay the foundations of a distinct settler identity in the eastern Cape.

This thesis is about the political implications of the constitutional recognition of the hereditary institution of traditional leadership in post-1994 South Africa for the democratization process in the rural areas of the former Bantustans. The thesis is organized around three related conceptual, historical and political questions. The conceptual question deals with the meaning of democracy in rural areas under the jurisdiction of traditional authorities. The historical question traces how the institution and traditional authorities have survived to the present post-colonial period. Lastly, this study investigates the political issue of why an ANC-led government came to recognize the institution. The focus of the thesis is the sphere of rural local government in the Xhalanga district, where these issues are best illustrated. The thesis argues that the institution of traditional leadership and its officials survived precisely because they were incorporated into the colonial and apartheid administrative structures in the project of indirect rule. Traditional authorities were central to the apartheid policy of retribalisation, which was essentially a form of control of Africans in the Bantustans. Rural residents engaged in fierce struggles against the imposition of rural local government structures such as the District Council and Tribal Authorities. In so far as traditional authorities were part of government structures, they could not avoid being targets in these struggles. In explaining the recognition of the institution of traditional leadership, the thesis focuses on the policies of the ANC, the majority party in the Government of National Unity, towards traditional authorities. Organisationally weak on the rural grounds, the ANC operated through what they considered to be “good/progressive/comrade chiefs”. The ANC had hoped that these traditional authorities would accept a non-political ceremonial role. However, traditional authorities have rejected this ceremonial role. Their refusal, coupled with the ANC’s ambivalence in resolving the tension imply, the study concludes, that the (political) citizenship rights of rural people are partial: they are neither citizens nor subjects.

Despite the fact that Port Elizabeth quickly came to dominate Cape trade very little was actually done to improve its port facilities. Superficially the impression one gains from the available material is that everything was done by government not to develop a harbour at Algoa Bay. But the real question is: was harbour development really necessary at Port Elizabeth during the period under consideration? The answer must be no. The lack of facilities certainly did not hinder the massive expansion of wool exports that took place before 1870.

The evidence of these diaries, all written in the nineteenth century, reveals the heterogeneous nature of early settler society in the Eastern Cape. Generalizations can only be of the most tenuous kind in such a small sample; but women tend to dwell on the domestic, the men on their public lives, the most reticent about their private lives are the soldiers. There is one diary which can be described as personal; the diarists did not regard their diaries as appropriate repositories of their personal triumphs and failures. The perceptions formed in Britain about the land and people of Africa are not drastically modified upon arrival unless the diarist experiences a prolongued contact with either.

This thesis is a qualitative, historical study of The Good Shepherd School in Huntly Street, Grahamstown, South Africa. It is one of the oldest school buildings in South Africa that remains in use as a school. There are two main threads to understanding The Good Shepherd School in context. The first of these threads, the colonial root of the school, is explained in a discussion of the Grammar School, attached to the Cathedral of St. Michael and St. George, that utilised the Huntly Street facilities from 1851 to 1902. The second thread is the strong tradition of caring for the underprivileged. This is traced through following the development of the educational works of The Community of the Resurrection which involves the discussion of various schools at different locations in Grahamstown. The current school on the Huntly Street premises, The Good Shepherd School, forms, however, the focus of this study, which draws on all the histories of its forerunners and their historical locations. Historical social science methods and procedures were used in the research. This was done through documentary analysis of evidence as well as through semi-structured interviews, creating an interpretative account of how the school has affected people's lives. The conclusion reached is that The Good Shepherd School has contributed greatly to the education of underprivileged people in the Grahamstown area. It appears to be an outstanding example of a school offering a well-rounded, caring education when this was historically denied to many people in South Africa.

The thesis examines the photographic collection of Joseph Denfield, an archivist and historian who experimented with photography over a twenty-year period. The study is located within the field of critical visual studies that focuses on historical photography in its depiction of identities and groups in the context of social change. The thesis pays attention to the manner and extent to which Denfield participated in regional visual economies at various moments during his photographic career in order to establish his contribution towards a visual history in Africa and more broadly Southern Africa. It follows Denfield’s career trajectory chronologically. It begins with a study of his photographic work in Nigeria which was oriented around so-called ‘pagan tribes’ and which was framed within the discourse of ethnography. It then pays attention to his growth as an artist in photography that resulted from years of exhibiting in salons. I read these photographs and texts in relation to his earlier work in Nigeria given the extent to which he drew on anthropological discourses. It is through his involvement with photographic art circles that Denfield developed as a historian as a result of his research into the history of photography and regional visual histories. This took the form of both unearthing historical photographs as well as photographing historical sites to construct the past in particular ways through the visual. At each stage he translated these histories into public forms of representation and power thus he figures among a small group of ‘colonial’ photographers that shaped the visual economy of Southern Africa. Through a detailed study of his work, the thesis thus aims to re-think through new dimensions of visual culture.

This thesis aims to make sense of Left politics in South Africa within the Tri-partite Alliance between the ANC, SACP and COSATU. The thesis focuses on developments in the Eastern Cape, between 2000 and 2008. The thesis describes the prevalent forms of Left politics in the Eastern Cape and the tendencies in the Alliance that organise this Left. The thesis also examines the historical, social and political conditions and that shape the form and content of Left politics in the province. Based on a survey of literature on what is considered the core manifestations of Left politics globally in the 20th Century Left politics is defined as the elements of the political spectrum that are concerned with the progressive resolution of involuntary disadvantage and with a goal of abolishing class society and capitalism. Although the Alliance as a whole should be seen to be on the Left on an international political spectrum, this thesis argues that the Left/Right dichotomy is useful for understanding the politics of the Alliance, as long as the second part of this definition is taken into consideration. The Alliance Left is understood as those leaders and activists within the Alliance that have the SACP and Cosatu as their operating base. It will be argued that this Left is, in its practice, largely concerned with what insiders refer to as politics of „influence‟, rather than with politics of „structural transformation‟. It is the ANC that is the leader of the Alliance and the party in government and thus it is on the terrain of ANC strategy, policy and positions that contestation in the Alliance plays itself out. Thus, for the Left, there is strength in the idea of the Alliance. However, there are significant theoretical and political weaknesses in the Left that undermine the possibility of making good use of various corporatist platforms to pursue the agenda of the Left in the Eastern Cape. There is also increased contestation within the Alliance Left itself about the continued usefulness of this strategy.

The prevailing prevention literature has increasingly expanded the scope of HIV/AIDS drivers beyond the behavioural and social to encompass an increasing focus on the structural drivers of AIDS. Throughout the structural drivers literature is an emphasis on the need for upstream interventions that shape policy and influence political processes (Gibbs et al 2012; Hunsman 2012; Parkhurst 2013). Some of the literature recommends an emphasis on promoting political processes that catalyse political change and address underlying forms of inequality (Heise and Watts 2013; Gibbs et al 2012). This literature dovetails with literature that advocates for an increasing emphasis on the political determinants of health in health promotions programming (Ottersen et al 2014). At the same time new directions in the HIV/AIDS preventative community mobilization literatures has emphasized the need to rethink and re-conceptualise community mobilization in the 21st century (Campbell 2014). More broadly systematic reviews of the literature suggest the need for an increasing focus on community mobilization efforts that respond to and influence the political context of health (Cornish et al 2014). This dissertations aims to influence and inform the space between these literatures through an empirical look into the convergence of the Nelson Mandela Foundations (NMF) Community Conversations political animus and a historical and present day reading of the ways in which structural forms of violence (Galtung 1969) continue to be inscribed into the life trajectories of residents/citizens living in Ingquza Hill, South Africa. The findings in this dissertation are based on narrative analyses of N = 63 life histories and semi-structured interviews conducted with residents, CC facilitators and participants, and local influential stakeholders that directly experienced, lived, and embodied this convergence throughout the dialogical and actioned oriented phases of the Community Conversations process. Findings suggest that the basis for re-conceptualising of community mobilization for the 21st century be predicated on a more politicized framing of HIV/AIDS along with a more explicit and intentional valuation of the intersection between the social and political determinants of health in programmes that employ community mobilization. Intersecting social and political power dynamics play a significant role in both opening up and the cultivation of civic spaces that promote responsive and inclusionary forms of local governance and decision-making. This in part entails an increased emphasis on the creation of accompaniment oriented socio-political technologies that intentionally support the cultivation of health enabling democracy.

Until recently much of the literature recording the nineteenth and early twentieth centuries in the Eastern Cape focused purely on frontier conflict and missionary activity, ignoring the evolving culture of the colonized people. But as Somande Fikeni declares, “[i]t is important when celebrating the country’s heritage to look beyond battle sites, monuments and wars and to pay attention to South Africa’s intellectuals and knowledge producers” (quoted in Hollands 4). This is indeed the central purpose of my research. This thesis seeks to examine the influence of Christianity on early South African writing by Africans and the ambivalence with which Christianity is often treated in their work. In South Africa, as elsewhere in Africa, Christianity played a central role in the development of African literature through the influence of mission schools and printing presses. Thus from the outset the development of written literature was inseparable from the spread of Christianity. Nineteenth- and early twentieth-century writing by Africans reflects this: Christian idioms, biblical stories and images colour their work and yet are not employed unthinkingly. Each of the writers whom I will explore has a complex and at times ambivalent relationship with Christianity, and they use religious discourse for a variety of ends, some of them clearly at odds with their origins in the “civilizing mission” of Europe. According to Yunus Momoniat, “Their works . . . are the beginnings of an engagement not only with the world of words on a page, but also with the politics of literacy itself” (1). The subject of this research is three Xhosa writers from the Eastern Cape: the Reverend Tiyo Soga (1829-1871), the renowned novelist and “National Poet” S. E. K. Mqhayi (1875-1945), and the little-known poet Nontsizi Mgqwetho (Dates uknown, writings 1920-1929), who is described by Mbeki as “the most prolific woman Xhosa poet of the twentieth century” (6). The reason for focusing on the Eastern Cape is because the Xhosa “were the first Bantu people to be exposed to Christian proselytising and to receive a literate education” (Gerard 24). As a result much of the early literature in isiXhosa consisted of translations of the Bible and other Christian tracts, and such “improving” texts as Pilgrim’s Progress. In other words, it is in this work that the first roots of the influence of Christianity in southern Africa can be traced.

This paper presents the findings of part of a research project entitled "Population Mobility and Settlement Patterns in the Eastern Cape, 1950 to 1990", which was funded by the Human Sciences Research Council. The part of the project with which this paper is concerned, is the study of resettlement in the Border/Ciskei area of the (new) Eastern Cape Province. It involves two main foci: a) the Whittlesea district of the former Ciskei, where research was done in the resettlement area of Sada (where findings are compared with research done there in 1981) and Dongwe; and b) the Fort Beaufort area, where we looked at the two 'black spot' communities of Upisdraai and Gqugesi which were uprooted and moved to the Fort Beaufort township of Bhofolo in the 1960s, and at the establishment of black citrus farmers in the Kat River Valley in the late 1980s, on previously White owned farms which were bought out by the (then) Ciskei government. In the Conclusion, some important differences are suggested between resettlement in the Eastern Cape and in QwaQwa, one of the areas of South Africa that has been most severely affected by resettlement. Ways in which the South African material may be seen in terms of prevailing models for the analysis of resettlement, and may provide an input for the modification of these approaches, are briefly considered.

Abstract:
This thesis investigates the policing activities of the South African Police (SAP) in Port Elizabeth from the formation of the SAP in 1913 to the creation of two separate police districts in the city in 1956. It begins with the recruitment and training of police personnel, outlining the difficulty in obtaining sufficient white recruits for most of the period while at the same time stressing the ease with which the Force was able to obtain black recruits. The preponderance of Afrikaner policemen serving in Port Elizabeth from the 1920s onwards is made clear, as is the para-military nature of the SAP, which was maintained and reinforced as a result of training methods and the process of socialisation. As state servants, police personnel were expected to serve loyally and obediently a state becoming increasingly repressive towards its black citizens. Generally inadequate conditions of service remained the norm throughout the period yet the SAP’s commitment to the state never wavered, bar one isolated, short-lived incidence. The administration and functioning of policing in Port Elizabeth is explored by focussing on specific organisational features pertinent to the city and the changes wrought by the police hierarchy to deal with the city’s demographic and spatial expansion. The SAP tended to employ three different forms of policing in the city as a result of its apartheid-driven agenda which compelled it to differentiate between the various population groups in terms of maintaining law and order. The privileged white community experienced routine, civil policing whereas the black community was policed largely in a socially and politically oppressive manner; this was in line with government policy. On the whole, however, the more brutal and sinister nature of policing was yet to come to the fore although this thesis does point towards the increasingly repressive nature of policing in South Africa during the apartheid era.

Media coverage of the poor state of this country's education system has described public images of the teaching profession which provide a context for the research described in this paper. The research is concerned with how and to what extent work identity is reflected in the life stories of five female teachers from a rural village in the Eastern Cape. A social constructionist approach is taken to the meaning and construction of identity, and the paper describes the process of a narrative method of analyzing and interpreting the stories. An initial analysis reveals that the participants had few career options and little choice of career. Further analysis is concerned with interpreting how the teachers create coherence in their stories around this lack of choice as well as within the larger social and historical context. Simultaneously there is an interpretation of the participants' work identity. The teachers create coherence in their narratives around their families and their socioeconomic or cultural circumstances, but make no explicit reference to the political context of their work choices, which were made in the context of the restraints of the Apartheid era. From each teacher's story an understanding of their unique work identity emerges. These alternative understandings provide a contrast to the images constructed by the media.

The study investigated teachers' perspectives on factors which facilitated and hindered the implementation of Curriculum 2005 in the General Education and Training (GET) Band in one district of the Eastern Cape Province in South Africa. Curriculum 2005 was the new curriculum underpinned by the outcomes-based education. It was introduced in South Africa as a way of moving away from the apartheid system of education, which was based on racial lines, and to offer a uniform system of education. The implementation of Curriculum 2005 was a process which had to follow a certain time-frame, starting from Grade 1 in 1998, with the intention that it would have been introduced in all grades by 2005. When in the year 2000 it became clear that the suggested time-frame could not be achieved, the then Minister of Education, Asmal, commissioned a review process which culminated in the Revised National Curriculum Statement (RNCS) introduced in 2004, and finally the National Curriculum Statement (NCS), which was introduced for the first time in 2006, in the Further Education and Training (FET) Band. This study was carried out in the OR Tambo district municipality of the Eastern Cape Province in South Africa. The schools used were drawn from the rural, urban and former Model C. In selecting the sample, every sixth school was used. This gave a total of twenty schools. From each school, two teachers from the foundation and intermediate phases and one member of School Management Teams (SMT) were used as participants. In selecting the participants, a combination of purposive, theoretical and systematic sampling was used. In order to investigate factors which facilitated and hindered the implementation of Curriculum 2005, a qualitative research design was adopted. The study was informed by grounded theory. Interviews conducted in the participants' places of work were used to generate data. Once gathered the data were analyzed using coding and theoretical sampling procedures to examine commonalities and differences between different categories of participants, for example those from rural, urban and Model C schools. The main findings of this study were as follows. Firstly most of the teachers charged with the implementation of Curriculum 2005 did not fully understand the outcomes-based methods of teaching and as a result, in many cases, continued to use traditional methods of teaching. Secondly, participants perceived that Curriculum 2005 was more appropriate for facilitating learning than the previous Apartheid curriculum and that the Revised National Curriculum Statement was an improvement of C2005 because it simplified the original version of C2005. Thirdly, the training provided for teachers was too brief and did not adequately prepare them for implementing Curriculum 2005. Fourthly, the implementation of Curriculum 2005 was detrimentally affected by a lack of support from the Department of Education and districts. Finally, curriculum implementation was compromised by the lack of basic teaching and learning resources in the majority of schools which participated in the study. This study has contributed to the existing literature by confirming most of the key findings presented here. However, this study has added to the existing literature by the presentation of a comparison between the traditional curriculum, C2005 and the RNCS. According to the majority of the participants in this study, RNCS simplified C2005 while the latter was an improvement to the traditional curriculum. The implications of the study for policy and practice with respect to the implementation of Curriculum 2005 are that: there should be effective and creative preservice education and training of teachers; the Department of Education should communicate information about the process of implementation before any policy initiatives are introduced; there should be continuous professional development activities for all those engaged in the process and in future training for implementation has to be provided before the implementation of any policy initiatives such as the one suggested in this thesis.

This study is a situational analysis of a school located at Nonkcampa village, just ten kilometres from King William’s Town, west of the national road between Peddie and King William’s Town. Toise Senior Secondary School is in the former Ciskei region. The Bulembu / Bisho airport is just next to our school. My focus on Toise Senior Secondary School, provides me as the principal of the school with a golden opportunity to find out more about the school. As a relative newcomer to the school this study also enables me to look at the school community, from this particular focal point. As this is a situational analysis, my focus will be on the history, the biophysical and socio-political aspects that influenced the development of the school to the present. In this way I will be able to analyse the school’s readiness to implement the new Out-Comes-Based Education (OBE) Curriculum soon to be implemented at secondary school level.

This thesis examines the extent and nature of the impact of the contextualization of Christianity upon the amaXhosa from the missionary irruption in the nineteenth century to the present day, and proceeds to examine the implications of this impact for the presentation of the Christian gospel in the contemporary Eastern Cape. Chapter One describes the problem, offers definitions of key concepts and outlines the procedural method for the rest of the thesis. Chapter Two deals with the question of the cross-cultural communication of the Christian gospel in theory. Doctrinal questions such as the nature of the gospel are examined. The basic hermeneutical issue of the categorization of doctrinal tenets according to whether they are required or simply permitted is discussed in terms of Osborne's categories: 'cardinal', 'non-cardinal'. Tenets which are found to be 'anti-scriptural' would be rejected. Specific hermeneutical topics such as language and meaning, symbolics, textuality and orality are then discussed. This is followed by a survey of secular influences which affect a conceptualization. This chapter is preparatory to, and definitive for, the discourse which follows. Chapter Three outlines the cultural heritage from which the Western missionary contextualization of Christianity developed. It shows the extent to which this presentation of the gospel was dependent upon the philosophy which Britain and Europe inherited from the classical Greek culture. More modern developments such as the Enlightenment, Empiricism and Historicism bring the discourse up to the point at which the missionaries arrived. Chapter Four deals with the initial encounter between the missionaries and the amaXhosa. A brief account is given of the nature of the religious and spiritual aspects of the Xhosa culture which first encountered Christianity. The doctrinal section of this chapter deals with those doctrines in the missionary message which became issues for the amaXhosa. The hermeneutical section shows how the cultural setting of the West (vii) affected both the contextualization by the missionaries and the conceptualization by the amaXhosa. To a large extent, the missionaries made the double mistake of imposing their culture on the amaXhosa and failing to accord respect, even recognition, to the Xhosa culture. This amounted to imperialism, which, together with the political imperialism of Britain as the colonizing power, evoked responses from the Xhosa community which are outlined in section 4.4, including those of Nxele and Ntsikana. Because the impact of the Western contextualization is an on-going phenomenon, the thesis continues to trace its development up to the present time. Apartheid is briefly mentioned in Chapter Five. The point is made that all white people were perceived by the amaXhosa to be Christians, and the architects and practitioners of apartheid claimed to be Christians. This ideology therefore had a direct effect on the Xhosa conceptualization of the gospel. The architects of apartheid actually believed that they were accepting God's gift and mandate. This chapter includes Black theological reaction to apartheid in terms of the South African version of Liberation theology. Chapter Six returns to Western Theology in order to bring the sphere of discourse from the point at which it left off at the end of Chapter Three up to the present time. The schools of thought in this period are: Secularism and Existentialism, together with their theological extension, Demythologization. The main religious movements are the Charismatic Movement and Neo-Pentecostalism. Postmodernism came as a later philosophical school, to be followed by Globality. Chapter Seven deals with black South African reactive and proactive responses. The predominant theologies are those of Dwane, Buthelezi, Boesak and Mtuze. Although Dwane, Buthelezi and Boesak came on the scene at the same time as the black theologians reviewed in Chapter Five, their work is placed here because it differs significantly from the more radical responses of the latter. Mtuze is post-apartheid, and responds to the developments outlined in Chapter Six. Chapter Eight draws the findings of the thesis together, by considering how the Christian Gospel ought to be presented to the various contemporary sub-cultures of the amaXhosa. (viii) The last Chapter applies the findings of the thesis to the task in hand. The desired outcomes are listed and briefly discussed. The task ahead is enunciated in terms of manpower and other resources for the effective communication of the Christian gospel in the twenty-first century. The past, present and projected programmes of the Bible Institute Eastern Cape [the target institution] are described and assessed. Finally, topics which presented themselves in the course of the preparation of this thesis are suggested for future research.

This project suggested tha HIV people in Region A (Nelson Mandela Metropole, formerly Port Elizabeth) health districty of the Eastern Cape, seek HIV testing when they are already in stages three (late disease) and four (AIDS) of HIV infection. Data had been obtained from the AIDS Training Information and Counselling Centre in the Nelson Mandela Metropole in 2000. The consequences of diagnoses onlu in the advanced stages of HIV infection will have a devastating impact on case management. Therefore, this paper yielded important data for South African policy makers to write health and welfare policies that might improve the quality of life of those terminally infected with HIV.

This study endeavours to elucidate the journal of Captain Hermanus Hofmeijer of the Dutch man 0' war, Amsterdam, which has been transcribed from the original script, translated from Dutch into English and interpreted from a contemporary viewpoint. It offers an opportunity to evaluate a unique primary historical document which records an important historical event. An attempt has been made to contextualise the incident in the light of the early history of the Dutch people. The contribution of the Dutch East India Company (VaC) to the trade and commerce of the Netherlands during the 17th and 18th centuries has been assessed together with the shipbuilding techniques that served to make the Dutch a major seafaring nation. The significance of Texel and Nieuwediep has been examined and the sea route and navigational instruments placed in perspective. The voyage has been analysed in some detail. The background of Captain Hermanus Hofmeijer has proved especially interesting. Although he pursued his career with the Dutch Navy, he was born and spent his early years in Cape Town, South Africa. The time spent by the Amsterdam in Batavia, Samaraog and Sourabaya gives an insight into the Dutch possessions overseas. The return voyage, storms and ultimate grounding are of special interest as Hofmeijer records the journey and events on a daily basis. The impact and significance of 217 extra people in the Eastern Cape area did not go unnoticed, and although the event was not well documented, an attempt at some contextualisation has been made. Finally a short overview of maritime archaeology in South Africa and its significance as a relatively new discipline has been included. The study of the material remains of the wreck of the Amsterdam has resulted in a new understanding of wooden ships built in the early 19th century.

Abstract:
This thesis is an ethnography of Rastafari childhood in the former Cape Province, South Africa, through the eyes of both parents and children. If children are a ‘muted group’, then what are the identity formation implications for “double-muted” groups, the children of ethnic minorities whose voices are not heard? Rasta parents’ experience of the struggle, ie. the opposition to apartheid, has shaped the Rastafari chant of ‘equal rights’ and ‘justice’ into a distinctly South African form of protest and resistance. Their childhood experiences have resulted in a desire to provide a better life for their children, using Rastafari as a vehicle. This is expressed in a continuation of the struggle that was started during apartheid, in the Rasta ideology children grow up learning. The Rasta child has become a contested body in this struggle. The South African Government, through policy, has a mandate to protect the child, and legislature exists to do so in accordance with international law. However, as child-raising differs phenomenally from culture to culture, these goals on the part of the State start infringing upon the rights and freedoms of minorities to raise their children according to their own cultural goals. This study examines the tension between Rastafari and government with regards to child raising, specifically looking at the following main points of contestation: public health, public schools and policy/legislation; in order to examine how Rasta children negotiate their identity in the face of these conflicting messages and struggles. Their identity can be influenced by three main groups, the Rasta family they grow up in; school; and multi-media. What these children choose to accept or reject in their worldview is moderated by their own agency. This study shows that this tension results in a new generation of Rastafari children, who are strongly grounded in an identity as Rastafari and take pride in this identity. It also illustrates how Rastafari are impacting on and changing government policy through resistance. Their successes in challenging the state on the grounds of multiculturalism and religious freedom, has helped in the attainment of a sense of dignity.

Abstract:
Arising from Marxist theory, critical theory investigates the mechanisms that enable continued domination in capitalist society, with a view to revealing the real, but obscured, nature of social relations and enabling these to be challenged by subjugated classes. Within the broad spectrum of Marxist theory, social relations of domination and subordination are assigned according to the relationship of social classes to economic production. However, the neo-Marxist perspective developed by Antonio Gramsci locates relations of power within the broader context of the political economy. In doing so, the role of the State in a capitalist society assumes greater significance than that of maintaining and securing social relations on behalf of the dominant class through coercion and force. Instead, the State embarks on a range of activities in the attempted “exercise of hegemony”, or the cultivation of general acceptance by all social classes of existing social relations and conditions. Gramsci refers to this desired outcome as “consent”, the product of the successful exercise of hegemony, a political function which is thus crucial to the accumulation of capital. When unsuccessful, dissent cannot be contained by the State, and the extent to which contestation constitutes a threat is revealed by recourse to coercion. The manner in which relations of power are cemented through the exercise of hegemony lies at the core of this thesis. It investigates the relationship between the State and the administrators of an institution within civil society, the University of Fort Hare, as well as the responses to the activities of the State and University Administration within the University itself, over an extended period of time between 1916 and 2000. This period is divided into three specific time frames, according to changes in the expression of the South African State. In general, it is seen that conformity characterises the relationship between the State and the University Administration, underscoring the success of the State in fostering the role of education in the reproduction of social relations and values and in eliciting conformity. The nature of conformity is seen to vary according to different expressions of the State and changes in social relations, which are in turn informed by the overarching political economy and events taking place within society and the University of Fort Hare. Manifestations of consent and dissent, as responses to the attempted exercise of hegemony, are presented in the three periods corresponding to different expressions of the State. Four reasons for conformity, as presented by Gramscian scholar Joseph V Femia (1981), are utilised in order to explain and illustrate the nature of control and compliance at the University of Fort Hare between 1916 and 2000.

Abstract:
Invasive alien plants in South Africa have become one of the major environmental problems affecting millions of hectares of productive and conservation land. Acacia mearnsii, black wattle, is a key invader species along the eastern escarpment. The major rivers of the country rise on this escarpment and the water catchments have been severely affected by black wattle invasion that has reduced water flow and increased soil erosion. The government introduced the Working For Water (WFW) programme in 1995 in order to address the problem of invasive alien plants in the country while, at the same time, creating job opportunities. This study researches the implementation of WFW projects in the small mountain village of Hogsback in the Amatola Mountains since their inception in 1996/97. The main research question posed by this study is: "What factors support or threaten sustainable environmental management through the Working For Water Programme in the Hogsback area?" It gives a history of the environmental changes since 1800 as a result of human disturbance. The social history of the area is described from the viewpoint of the social and cultural disturbances that led to the present day community conflict. The interface between the environmental and social history is then discussed. Semi-structured interviews were held with twenty eight members of the Hogsback community to solicit their views and perceptions of the WFW projects and the role of civil society and government in sustainable environmental management of invasive alien vegetation. Environmental and development plans undertaken for the Hogsback area were analysed. The results were then discussed in terms of the national and regional goals of WFW. The findings indicated that most of the goals of WFW have not met with great success in Hogsback. A number of limiting factors were identified, the primary one being community conflict, both within and without WFW. As the community struggles to address the aspirations of the landless and economically deprived black population while, at the same time, addressing the fears of the white population, the rapid rate of societal, governance and legislative change since the election of the democratic government in 1994 contributed to an environment of uncertainty. Within WFW, there are management problems that have limited the success achieved in clearing invasive alien species in the catchment. The lack of long-term strategic plans, sufficient accurate data and hands-on management are shortcomings in the local projects. The likely long-term effects of large scale clearing in this disturbed environment, without proper rehabilitation, are serious concerns.

This study is a brief history of college libraries in the former Transkei, from 1882 (the period of the missionaries) to 1994 (the year when Transkei was reincorporated into the Republic of South Africa). The history of college libraries in the Transkei has never been fully documented, despite the fact that some of the colleges and their libraries have been in existence for some time. Besides, there were some colleges which were without libraries. Even those that existed had not been fully developed, and the reasons for this have not been articulated. The author, therefore, considered it relevant to research the development of college libraries in this region. Fourteen college libraries were examined chronologically, starting from the colleges established during the missionary period (1882-1953), to the colleges established during the period of independence (1977 -1994) . Other periods covered were those of Bantu Education (1953-1962) and self-government (1963-1976). In order to provide a framework for the study, the historical development of each of the college libraries was examined in terms of the following criteria: adequacy of library accommodation; staffing; budget; the size and type of collection; users and types of services offered. The researcher gathered data by consulting and interviewing relevant people. Both primary and secondary sources were consulted. Conclusions drawn in this study clearly show that college libraries in the former Transkei were far from being centres of teaching, learning and research. Library staff were hampered in their efforts to improve library services, not only by a lack of funds and resources but also by the lack of a clear government policy regarding college libraries and by a lack of moral support.

Abstract:
This dissertation examines the circumstances created by colonial encroachments in the American Upper Ohio Valley and the South African Eastern Cape. Beginning in the second half of the eighteenth and lasting well into the mid-nineteenth century, American Indians and Africans in the two areas faced increasing intrusions by people of European origin. Colonialism, the encounter between alien cultures, infringements on homelands, violence, dispossession, decimation, cultural invasion, removal, accommodation, revitalization, and survival led to rapidly changing worlds for local populations and white colonizers. My comparative study highlights the similarities and differences between historical developments in the two regions, with a particular focus on the creations of colonial racial orders in the United States and South Africa. Comparative history is a valuable method for examining phenomena of cross-cultural significance while subverting any notions about an area's historical uniqueness. It is an especially helpful approach in understanding the significant roles that the institutionalization of colonial expansion, racism and racial domination played in the United States and South Africa. The Upper Ohio Valley and the Eastern Cape functioned in many ways as testing grounds for American and British expansion. Developments in each place contributed to the making of colonial racial systems in the larger United States and greater southern Africa. While the scenarios in the Upper Ohio Valley and the Eastern Cape did not repeat themselves identically in other locations, comparable patterns would emerge in later years as the United States expanded westward and Britain expanded into southern and eastern Africa. In the late eighteenth and nineteenth century in the Upper Ohio Valley and the South African Cape, systems of racial exclusiveness became entrenched through increasingly close ties between settlers and the state. In both places, settlers, indigenous groups, missionaries and humanitarians attempted to influence the emerging colonial racial orders with varying success. Yet ultimately, it was the power of the state with its ability to defeat indigenous groups militarily, to dispossess and move, and to legislate, which shaped the two regions' colonial racial orders.

This dissertation describes analyses and contextualises the results of archaeological investigations carried out between 1998 and 2000 on Mer and Dauar in Torres Strait. Along with Waier these small volcanic islands are commonly known as the Murray Islands, and form the most eastern group of the formation of islands scattered between northeastern Australia and southern Papua New Guinea. Unlike the research into human occupation and subsistence in Australia and New Guinea, the archaeology of the Torres Strait Islands is by contrast a relatively recent academic pursuit. Over the last 30 years various researchers have postulated the timing of first human occupation of Torres Strait, the development of maritime and horticultural subsistence systems and the emergence of ethnohistorically documented trade networks. A lack of archaeological data, however, has prevented informed consideration of these issues. This dissertation presents the results of the first systematic archaeological excavations undertaken in the Eastern Torres Strait, and includes the first detailed radiocarbon chronological sequence for the Murray Islands and for the Torres Strait more generally. The excavations on Dauar revealed extensive archaeological deposits of marine subsistence remains, and previously unrecorded material culture of Torres Strait; most notably, several sherds of earthenware pottery. These artefacts have provided new opportunities for investigating the traditional trade and exchange networks between the Torres Strait Islands and New Guinea that existed at the time of European contact. The Murray Islands data illustrates the existence of a maritime subsistence base from the time of first human occupation now securely dated to almost 3000 years BP. Although plant macrofossils where absent during the excavations, evidence for horticultural subsistence on Dauar was identified through the extraction and identification of plant phytoliths and starch grains from excavated sediment samples. In combination with the radiocarbon site chronologies and changes to sediment deposition rates and assemblage densities, it is concluded that these results indicate the onset of widespread clearance and horticultural activities on the island from at least 2000 years BP, providing the earliest date for the emergence of horticulture so far established in Torres Strait. Dated to between 2000 and 700 years BP, the excavated pottery from Dauar suggests the possibility of sustained linkages between the peoples of the Eastern Torres Strait and New Guinea. Ethnohistoric records suggest southward trade into the Eastern Torres Strait was dominated by southwestern coastal Papuan communities, and particularly by groups of the Fly Estuary. Surprisingly, mineralogical analysis of selected pottery sherds from the Murray Islands revealed the presence of sand tempers sourced to the metamorphic and volcanic lithology of the Eastern New Guinea Highlands. More accurately, these results are concluded to portray linkages between the Torres Strait and the adjacent southern Papuan lowlands through which more discrete movements and transactions with interior areas occurred along key riverways that connected the hinterland to the coast. The timing of human occupation of Torres Strait, the development of subsistence systems and the relationships that islanders had with the peoples of northern Australia and the western Pacific have only started to be explored archaeologically. It is concluded from the combined ethnohistorical and field archaeological evidence that settlement and subsistence in Torres Strait is a product of late-Holocene human expansions and cultural intensification previously documented for the adjacent mainlands and the broader western Pacific region. This research confirms that the archaeology of Torres Strait must be interpreted within the broader cultural, chronological and geographical context in which it is centrally located.
