Abstract:
The article is devoted to the Russia’s current relations with one of the most disadvantaged countries in Latin America – Honduras. The author aims to answer the question: does Moscow need to develop it? It turned out that it was not so easy to find the answer; to do this, it was necessary to study the political and economic situation in the country itself, assess its relations with the United States, find out who we are dealing with in the person of S. Castro, who came to power in 2022, and study the history of the establishment and development of Russian-Honduran relations. Only after completing these tasks it was possible to formulate clear recommendations, outline a possible future and identify "weaknesses" in the Russian-Honduran dialogue. The answer to the main question is still positive. Moreover, Russian-Honduran relations have good prospects for both sides, in particular, for their foreign policy and diplomacy. The author used a variety of sources: from reports of the Carnegie Endowment, the National Statistical Agency of Honduras, official documents of government departments to publications of ECLAC, the largest Honduran and world media, newspapers, scientific journals and special publications devoted to Honduras, its foreign and domestic policy. The key methodology used is an institutionalist and behaviorist approach, comparative analysis, as well as partially content and event analysis. The novelty of the article lies in the fact that the author writes for the first time in the scientific literature about the possible unfair use of US financial assistance programs to foreign states in order to enrich individual bureaucratic elites both in Washington and in Tegucigalpa.

Abstract:
The freshwater fishes of Honduras were surveyed for a period of four years (2005–2008). Surveys were supplemented with both literature and museum collection reviews. Our results show that there are at least 172 species of fishes inhabiting Honduran mainland and insular freshwater systems, 166 native and six exotic. Primary freshwater fish diversity was low, with only eigth species (4.8%). The remaining species were either secondary freshwater (47 species, 28.3%) or peripheral (111 species, 66.9%). This checklist includes 36 new records for Honduras, and 12 range expansions. Nine species were found to be endemic; however, just two of them (Amphilophus hogaboomorum and Theraps wesseli) are already described. The depauperate primary freshwater fishes fauna of Honduras (8) is congruent with low primary freshwater fishes diversity found in the region between the Usumacinta River and the Nicaraguan great lakes. Although many previously unsampled regions of Honduras were visited as part of this project, there are a variety of remote areas that remain unstudied. While this paper contributes much to the understanding of the distribution and diversity of Honduran freshwater fishes, it is likely that much diversity there remains undocumented.

Abstract:
For over two decades no attempt has been made to update the checklist of Ferns and Lycophytes (hereafter only referred to as pteridophytes) of Honduras. In 1996 Nelson-Sutherland and co-workers published the first fully annotated checklist for the country, which included 651 named species (680 taxa including varieties and hybrids). However, phylogenetic relationships have changed substantially since then. There have also been many taxonomic revisions for several groups and a considerable number of new records have since been published. Our work aimed to provide a comprehensive updated and fully annotated checklist of Honduran ferns. We undertook a comprehensive literature review of new records for Honduras and verified each individual record for the country. We followed PPGI for our taxonomic species revisions. We excluded a total of 81 taxa from the original 1996 checklist due to synonymy or lack of evidence of the species occurrence in Honduras. A total of 114 new species records were added, including four previously unpublished records. Our new updated checklist includes 713 taxa (including 8 varieties and 7 hybrids) which represents a 19% increase to the number of pteridophytes known from Honduras. Our work provides updated information regarding the pteridophytes diversity of Honduras. These data provide a crucial first step towards the first Honduran pteridophytes flora.

This works presents information on the diversity of the Tabanidae of Honduras as a product of the examination of 386 specimens and a literature review. Thirteen species and two genera (Bolbodimyia and Dasychela) are recorded from the country for the first time. Eighty-five species distributed in 22 genera, five tribes, and three subfamilies are now known from Honduras. A key to the subfamilies, tribes, and genera of the known Honduran species is also included. All new records are mapped and illustrated to aid in the identification of the species.

Abstract:
This paper contributes to the scarce literature on e-government transparency in Central America by analyzing the impact of political, financial and socio-economic factors on municipal financial e-transparency in Honduras. The sample covers 86 Honduran municipalities in 2016-17. The data show a weak impact of ideology and mayor's gender on e-transparency, with progressive governments and men achieving more e-transparency. Municipalities receiving more transfers are more transparent. Taking all financial variables together, the data are in line with the Theory of Fiscal Illusion and the Theory of Agency, since municipalities are not reporting greater levels of taxes, deficit, and debt to their taxpayers. Honduran municipalities are only concerned about meeting central government legal requirements about transfers received. The fact that municipalities do not increase e-transparency to be held accountable by their citizens is against the assumptions of the Theory of Legitimacy. Finally, larger municipalities and with greater income are more fiscally transparent.

Abstract:
A significant study of the amblypygid fauna of Honduras is lacking. Historically, species were misidentified and data on distribution, natural history and conservation status of the known species are lacking or insufficient. In this contribution, an overview on the amblypygids of Honduras, including taxonomy, distribution, natural history and comments on their conservation are provided. In a review of the literature of the Honduran amblypygids, we examined 21 works, including books, unpublished thesis, articles, the World Amblypygi Catalogue (2023), as well as the website Arácnidos de Centroamérica and the citizen-science websites Alamy, iNaturalist and Flicks. Only the family Phrynidae, with the genera Paraphrynus Moreno, 1940 and Phrynus Lamarck, 1801, is known to occur in Honduras. A total of seven species have been recorded, but only four [Paraphrynus laevifrons (Pocock, 1894), Phrynus palenque Armas, 1996, Ph. similis Armas, Víquez & Trujillo, 2017 and Ph. whitei Gervais, 1842] have been positively identified. No endemic species are known, but available data suggest that some undescribed new species may be restricted to Honduras. In order to understand the amblypygids of Honduras, sampling within the country must be conducted and revisionary studies will be needed. This paper examines our current knowledge of the fauna.

Abstract:
Background: In Honduras, the prevalence of cataracts, the leading cause of blindness, is rapidly mounting as associated chronic conditions, diabetes and hypertension, are on the rise. The increased demand for cataract surgeries has had the most severe impact on rural communities, as the majority of ophthalmologists serve cities. Additionally, owing to rural healthcare barriers, many rural dwellers have uncontrolled hypertension and diabetes, and consequently, are denied surgical candidacy due to increased surgical risk. Thus, this investigation aims to curb chronic illness in rural Honduran cataract patients by evaluating patient-reported prevalence, management, and local understandings of diabetes and hypertension in the context of socioeconomic data. Methods: The responses of cataract patients to a poverty scorecard and survey questionnaire were categorized and evaluated according to guidelines in the surrounding literature. Height, weight, blood pressure and glucose levels were also measured for each participant. Results: 22.0% and 53.7% of all study participants (n=82) were hyperglycemic and hypertensive respectively. Of the hyperglycemic patients, 38.9% had never been diagnosed with diabetes, while the remaining 61.1% appeared to have mismanaged blood glucose levels. 50% of the hypertensive patients had never been diagnosed with hypertension, and the other 50% appeared to have mismanaged blood pressure. More than half of all participants exhibited only a minimal understanding of diabetes and hypertension. Conclusions: Rural Honduran communities would benefit from regular health screenings and follow-up visits from local doctors. It is important for community health workshops to focus on informing individual health management practices and chronic illness prevention strategies.

Abstract Occasionally it is of interest to calibrate a given growth or yield model to data from several regions. If it is expected that the parameters from different regions can somehow be regarded as similar, then a Bayesian approach suggests itself. A cursory examination of the literature reveals that most of the theoretical work on empirical Bayes estimation for the linear model has focused on simultaneously estimating the coefficients in one model. In these methods the usual least squares estimates of the model parameters are shrunk toward their mean. One set of parameter estimates results. In contrast we desire a method whereby multiple sets of parameter estimates are produced. We report the results of using such a method to calibrate yield models for unthinned Honduran pine plantations to data from 21 soil-site groups. The models compare favorably to those developed via traditional methods and allow estimation of regression coefficients even for soil-site groups for which the design matrix is not of full rank. For. Abstract This work offers an in-depth description of the main morphosyntactic (and lexical) features found in present Honduran Spanish, a lesser-known Central American variety. Text corpora and sociolinguistic surveys help us to provide an updated grammatical overview, which takes into account most categories: nouns and adjectives, pronouns, verbs, adverbs, prepositions and locutions, and illustrates with examples taken both from formal and informal settings. By comparing these features with previous grammatical descriptions, this study helps in identifying some common American features ―such as the use of con todo y and the pluralization of impersonal haber― as well as some specific patterns ―such as the prominence of -ada and -eco suffixes, algotro pronoun and expletive lo― in present-day Honduran Spanish, some of which remain to be incorporated in the Academy grammar.

Debido a la posición geográfica de Latinoamérica en comparación con Europa, Estados Unidos quiso concentrarse en el desarrollo económico de la región y creó nuevas políticas que ayudarían al crecimiento económico en Latinoamérica. Sin embargo, estas políticas tenían un segundo interés, el cual era prevenir la proliferación del socialismo en Centroamérica, ya que después de la Revolución Cubana, Estados Unidos sintió que era necesario evitar que los países vecinos llegaran a ser una amenaza para sus intereses en la región. No obstante, la intervención del gobierno estadounidense en Guatemala, El Salvador y Honduras se diluyó y los gobiernos nacionales se convirtieron en los nuevos protagonistas de la violación de los derechos civiles y humanos. A consecuencia de esto, surgieron grupos y líderes que decidieron luchar por una nación más justa. Es por esto que he elegido trabajar con textos de testimonio que nos ilustran algunas de las consecuencias de seguir políticas que favorecen a los más privilegiados, tales como también la austeridad, la violencia y la violación de los derechos humanos. Asimismo, pretendo analizar algunos cuentos cortos para ilustrar el sentir de algunos intelectuales en respecto a las condiciones sociopolíticas de sus respectivas naciones. Due to the geographical position of Latin America in comparison to Europe, the United States focused on the economic development of the region and created new policies to help the economic growth in Latin America. However, these policies had a second interest, which was to prevent the spread of socialism in Central America, since after the Cuban revolution, the United States felt it necessary to prevent neighboring countries from becoming a threat to the region. Nevertheless, the U.S. government intervention in Guatemala, El Salvador and Honduras was diluted and national governments became the new protagonists of the violation of civil and human rights. As a consequence, there were groups and leaders who decided to fight for a more just nation. This is why I have chosen to work with testimonials that illustrate some of the consequences of following policies that favor the privileged, such as austerity, violence and violation of human rights. I have also analyzed some short stories (fiction) to illustrate the feelings of intellectuals in regard to the socio-political conditions of their respective nations.

The Gibson Les Paul is one of the most iconic electric guitars ever made. Although there is a vibrant scholarly literature surrounding the Les Paul’s symbolic entanglements with issues of race, gender, and class, few have considered the ecopolitical entanglements involved in producing a key material dimension of that guitar’s signature sound: Honduran mahogany (Swietenia macrophylla). Fiji is one of the main harvesting sites of Honduran mahogany, and this chapter charts the social and environmental transformations that occurred following this wood’s introduction to Fiji in the 1880s, considering especially the increasing demand for mahogany as it has been driven by the popularization of the Les Paul since the mid-twentieth century—an issue that, to this day, continues to define forestry in the region. By examining the global commodity chains and infrastructures underlying Les Paul production, this chapter focuses on the role that Honduran mahogany, or the “White Man’s timber,” as it is called by some locals, has played in reconfiguring Fijian landowners’ definitions of what constitutes a forest, sustainability, and justice. In doing so, the chapter interrogates the power relations and ontological politics in which different actors, species, and things are enmeshed. Ultimately, the chapter shows that the aesthetic investments of musicians in particular timbres are rooted in broader legacies of timber-driven colonialism and plantation capitalism.

In this chapter the authors review literature--primarily within the field of teacher education--and present their own data about the benefits and challenges of study abroad. Drawing from the literature and data collected over eleven years of Purdue University's Honduras Study Abroad, the authors pragmatically doubt the often unquestioned benefits or transformative nature of study abroad programs. The authors argue that while international cross-cultural experiences can result in increased multicultural awareness, it is important that study abroad participants are encouraged to critically examine the reasons they are going abroad, the neoliberal context in which they study abroad, and the manner in which they process their assumptions and experiences in the host country in relation to their own identity. The authors offer suggestions for improvement for those wanting to integrate more intentional reflection and critical curriculum.

Esta revisión de literatura es una entrega parcial que se realiza en el marco de la investigación cuantitativa no experimental con corte correlacional sobre el uso de tecnologías de información y comunicación (TIC) y su incidencia en la Responsabilidad Social Empresarial, desde la perspectiva de la Teoría de los Stakeholders de Mitchell Agle & Woodde en la UNAH en los años 2021-2022. Esta primer entrega se desarrolló mediante la búsqueda, revisión y selección de literatura utilizándose el software Publish or Perish, Google académico, sustentability, Dialnet, Jstor, scielo, scopus, Redalyc, WOS, Erik, biblioteca y repositorios en línea de la Universidad Nacional Autónoma y de otras universidades. Igualmente se realizó una revisión de la literatura actualizada sobre investigaciones, modelos propuestos, teorías, postulados, aplicaciones practica realizadas por otros autores en diferentes países considerando el abordaje de la variable independiente identificada en el estudio. Complementando lo anterior, se realizó consultas previas a estudiantes y empleados de la universidad

Abstract:
Development displacement is caused by a range of development projects, including dam building and mega-events like Olympic games. This chapter begins by highlighting the violence experienced by those displaced by development, looking at the case of Berta Cáceres, murdered in 2016 because she led opposition to the building of a dam in Honduras, which would have displaced indigenous peoples from their traditional homes. The chapter explores the numbers of people displaced by development projects, estimated at around 15 million people year, making it one of the major causes of displacement despite its relative neglect in the literature. It then examines frameworks put in place by the World Bank to protect people displaced by such projects, and at the limitations of those safeguards. Gentrification is considered as a form of development displacement, which raises the question why people displaced by projects in global North cities are not considered to be internally displaced persons. Finally, the chapter explores the impacts of development displacement on those who have been forced to leave their homes, and specifically at the extreme violence involved, illustrated by the Chixoy dam massacre in Guatemala. The phenomenon of ‘land grabbing’ is explored in detail, where corporations seize areas of land, with the cooperation of national governments, and expel people who live there, to make way for commercial crops or mining, for example.

Proponemos en este trabajo contribuir a esa reflexión universal sobre la ciudad, presentando una categoría de ciudad que se funda rodeada de mar. <Islas> ubicadas en un lugar geográfico específico y parte de una unidad territorial reconocible. La ciudad insular es un aporte a esa reflexión sobre la ciudad, retomando el conocimiento previo, fruto del estudio exhaustivo de pequeñas islas. Expertos en disciplinas afines al urbanismo, nos han prestado conceptos, teorías e ideas sobre lo que significa habitar una isla; hemos querido visibilizar estos aportes en la construcción de una categoría urbanística, que sobretodo reflexiona en la condición insular. Proponemos materializar este concepto de ciudad insular en un espacio real y posible centrando nuestra observación en pequeños espacios insulares, ubicados en la Islas de la Bahía de Honduras y en el Archipiélago de San Andrés y providencia- Colombia; espacios insulares que algunas veces se comprenden fácilmente como ciudades; otras, simplemente como islas. In this study we propose to contribute to a universal reflection about the city, presenting an urban category which is founded surrounded by the sea. <Islands> which are located in a specific geographical location and are part of a recognized territorial unit. The term insular city contributes to this reflection, reconsidering the previous knowledge, which is fruit of the exhaustive study on small islands. Experts in disciplines affined to urbanism, such as the geography, the sociology or even the literature; have all lent concepts, theories and ideas about what it means to inhabit an island; we wanted to visualize these contributions in the construction of an urban category, that most importantly reflects upon the insular condition. We propose for the first time to materialize this concept of insular city in a real, possible space and center our observations on small insular spaces, that in some cases are easily considered to be cities; others, simply as islands.

Este trabajo identifica los determinantes del tipo de cambio real de equilibrio de Honduras y su desalineamiento durante el periodo 1990-2013. Para ello derivamos el tipo de cambio real de equilibrio de largo plazo, en línea con los fundamentos teóricos que la literatura señala como relevantes. Entre los principales determinantes del tipo de cambio real de equilibrio destacan: productividad relativa en relación al principal socio comercial, gasto público, términos de intercambio, apertura comercial, inversión extranjera directa y remesas. Nuestros resultados indican que el desalineamiento del tipo de cambio real con sus fundamentos de largo plazo es bajo.

Este trabajo analiza las causas de la emigración indocumentada en Honduras a partir del desarrollo e implementación de instrumentos de encuesta, incluyendo grupos focales, encuestas a profundidad y una encuesta representativa a nivel nacional. En concordancia con la literatura reciente sobre migración internacional, planteamos un modelo empírico en el cual la propensión a emigrar es función de un conjunto de factores asociados tanto a las capacidades para emigrar como a las expectativas sobre la emigración. Nuestros resultados indican que la propensión a emigrar de individuos que residen en hogares de bajos ingresos está inversamente relacionada con el acervo de capital humano y el acceso a servicios públicos. Por otro lado, variables ligadas a la valoración de aspiraciones y oportunidades en EE.UU están positivamente correlacionadas con la propensión a emigrar.

La eficiencia del gasto público constituye un elemento fundamental para alcanzar los objetivos de desarrollo económico y social de los países. Este estudio tiene como objetivo analizar los niveles y tendencias del gasto público en los sectores de educación y salud de Honduras. De igual forma, este documento da una primera aproximación para evaluar la eficiencia de dicho gasto en relación al desempeño de los principales indicadores de resultados en ambos sectores. El estudio contribuye a la literatura existente al utilizar una nueva base de datos que le permite explorar un enfoque territorial, documentando las disparidades de gasto y resultados sectoriales a nivel nacional y entre las distintas unidades político-administrativas (departamentos) para el periodo 2003-2013. Con base en lo anterior, se identificaron algunos espacios de mejora y se presentan algunas recomendaciones de política a nivel territorial. Dada la limitada información disponible en los países centroamericanos, este análisis se enmarca dentro de un esfuerzo regional de sistematización y homologación de los datos de gasto público e indicadores de insumo y resultados en estos dos sectores.

Recent literature highlights a paradox in corruption prevention messaging: instead of reducing tolerance for corruption, such campaigns can inadvertently intensify it by priming the existence of corruption while failing to diminish citizens beliefs about government misbehavior. Building on Cheeseman and Peiffer (2022), which demonstrates that messages focused on combating corruption often backfire among individuals with preexisting negative perceptions of corruption, we posit that an effective strategy to mitigate backfiring involves shifting those pessimistic perceptions before delivering the corruption eradication messages. To test our hypothesis, we conducted a randomized survey experiment within the context of a major institutional reform to reduce tax agency corruption in Honduras. Results confirm the backfiring findings of previous literature, but also show that our approach effectively mitigates perceived corruption and diminishes the propensity for tax evasion, especially among skeptics.

Conditional Cash Transfer (CCT) programs have become the main social assistance interventions in Latin America and the Caribbean (LAC), reaching 129 million individuals in 18 countries in 2010. Programs shared key characteristics such as the payment of cash grants and the incorporation of co-responsibilities, but varied greatly in terms of coverage, infrastructure, routines, and even objectives. In this study, we analyze the experience of six countries (Brazil, Colombia, Honduras, Jamaica, Mexico and Peru) and attempt to identify important lessons for countries that have recently started or that are currently considering the introduction of a CCT. The methodology includes a review of scientific and technical literature, as well as interviews with key government and program personnel.

Honduras es un país de ingresos medios bajos con un sistema de salud fragmentado y menos de US$100 per cápita por año para satisfacer sus necesidades de salud. En el marco de su compromiso por la Cobertura Universal de Salud (CUS), el gobierno decidió diseñar un Plan de Beneficios en Salud (PBS). El diseño del PBS se realizó en cinco pasos. (1) Un equipo interinstitucional del Ministerio de Salud de Honduras y del Instituto de Seguridad Social definió las características fundamentales del PBS. (2) Aprovechando trabajos previos realizados en el país, se identificó el universo de los potenciales candidatos a inclusión. (3) Se discutieron y operacionalizaron criterios de priorización y reglas de decisión. (4) Se utilizó un enfoque ascendente para costear el PBS, con la baja cobertura actual y con diferentes objetivos de mejora de los niveles de cobertura. (5) Se elaboraron análisis de impacto fiscal y se discutieron caminos alternativos de expansión con el gobierno planteando criterios éticos en el camino hacia la CUS. El PBS resultante incluye 74 intervenciones esenciales de salud. Dadas las restricciones financieras, se sugirió un camino de expansión progresiva, mediante el cual los aumentos marginales en el presupuesto de salud se asignarían al PBS. El diseño de un PBS es un proceso específico a cada contexto; incluye varios pasos que van más allá de la implementación de métodos de evaluación de tecnologías sanitarias y requiere mucho tiempo de trabajo técnico y participativo y un pragmatismo sustancial para adaptar las recomendaciones técnicas de la literatura a los datos y a las restricciones de tiempo sobre el terreno.

The purpose of this paper is to provide Bank staff interested in agricultural yield insurance market development, public officials responsible for financial market policy formulation and supervision, and insurance industry practitioners in Latin America and the Caribbean with a basic primer on the topic, an overview of previous experiences, and a set of guidelines and recommendations on how to develop viable and sustainable agricultural yield insurance markets. The paper relies heavily on the data and analysis stemming from a regional technical cooperation project financed by the Spanish Trust Fund, which conducted reviews and pre-feasibility studies in three countries--the Dominican Republic, Peru, and Uruguay--between 2003-2004. That work has been supplemented by an extensive economic literature review, fieldwork in Honduras, and numerous interviews and exchanges of opinions with leading authorities on the topic and key regional stakeholders.

Job training programs for vulnerable youth are the main response of Latin American governments to address the problem of inadequate employment opportunities for young people. Despite its importance, knowledge about these programs is scarce. This study contributes to filling this gap in the literature by presenting new evidence on the effectiveness of six of these programs operating or that were implemented in Colombia, Honduras, Mexico, Panama, Peru and Dominican Republic. This analysis uses the results of impact evaluations of these programs and the results of qualitative surveys of young participants and employers, and in-depth interviews to training centers, employers and policy makers. The main results confirm the limited evidence available, namely, that these programs have little impact on the probability of getting a job (although there is a high heterogeneity in these impacts), but a significant impact on job quality. From this analysis, we propose a research agenda to improve knowledge on the functioning and impact of these programs, and provide a series of recommendations to improve the design and increase the effectiveness of youth training programs.
