Finance is vital to a country, and Hong Kong, as a special part of the large economy of China, has unique advantages and development history. And Hong Kong’s growth from a small fishing village to a financial centre has its inevitable factors: historical, geographical and policy advantages. After nearly a century of rapid development, Hong Kong has achieved many proud accomplishments in the following fields: economy, medicine, education, etc. In the process, the cooperation between Hong Kong and the mainland has become increasingly close, and the two sides of the Strait have become excellent “partners”. In recent years, due to the COVID-19 epidemic and the rise of China as a big economy, Hong Kong is facing an unavoidable dilemma. In view of this, the authors suggest that Hong Kong can develop financial technology, enhance financial security, implement green finance, and promote corporate innovation. At the same time, Hong Kong should also strengthen the relationship with the mainland. Generally speaking, under the current circumstances, Hong Kong will continue to exist as an important financial center of China, but Hong Kong should also actively face the challenges of the times and explore new developments directions in the future.

Purpose Mid-stream operation has had a significant role in Hong Kong’s economic development since the 1960s. Prior to the building of container terminals in Hong Kong, cargo was mainly loaded onto and discharged from ocean-going vessels by mid-stream operations and then shipped to Europe and North America. This paper aims to reinforce mid-stream operation is considered a “must” in supporting the substantial growth of maritime industry and strengthening Hong Kong’s role as an entrepôt. Design/methodology/approach The authors undertake a historical review of the evolution of Hong Kong’s mid-stream operation over the past half-century and investigate the future of mid-stream operation in light of the Hong Kong Special Administrative Region government’s policy of allocating Public Cargo Working Areas through an open auction process. Semi-structured, in-depth interviews are also undertaken in this study. Findings The emergence of container terminals generated competition for cargo between container terminals and mid-stream operators. In addition, the Hong Kong Special Administrative Region government’s policy of allocating Public Cargo Working Areas to mid-stream operators through an open auction process intensified negative influences on the survival of the mid-stream operation sector. Originality/value To date, mid-stream operation has been abandoned nearly everywhere except in Hong Kong. Yet, Hong Kong’s container system has become the most advanced in the world. The authors explain how and why mid-stream operation still plays such a key role in Hong Kong and how to enhance its sustainability. The authors also discuss the academic and managerial implications of their findings.

Purpose – The purpose of this paper was to determine to what extent Hong Kong’s experience proves (or disproves) theories from corporate governance in the areas of family ownership, concentration, self-dealing in Hong, executive compensation and other issues. This paper – written in the comparative corporate governance tradition – uses data from Hong Kong to discuss wider trends and issues in the corporate governance literature. Design/methodology/approach – The authors use the comparative corporate governance approach – exposing a range of corporate governance theories to the light of Hong Kong data. The authors purposely avoid over-theorising – leaving the data to speak for themselves for other researchers interested in such theorising. Findings – The authors find that Hong Kong presents corporate challenges that are unique among upper-income jurisdictions – in terms of potentially harmful (shareholder value diminishing) family relationships, shareholder concentration and self-dealing by insiders. The authors also show that excessive executive compensation, accounting and audit weaknesses do not pose the same kinds of problems they do in other countries. The authors provide numerous comments on theoretical papers throughout the presentation in this paper. Research limitations/implications – The authors chose a relatively unused research approach that eschews theory building – instead, the authors use data from a range of sectors to build an overall picture of corporate governance in Hong Kong. The authors subsequently affirm or critique the theories of others in this paper. Practical implications – The original analysis conducted by the authors provided 22 recommendations for revising listing rules for Hong Kong’s stock exchange. Others – particularly Asian officials – should consider Hong Kong’s experience when revising their own corporate governance listing rules and regulations. Originality/value – This paper offers new and original insights in four directions. First, the authors use the empiricist’s method – presenting data from a wide range of corporate governance areas to comment on and critique existing studies. Second, the authors provide a system-wide view of corporate governance – showing how different parts of corporate governance rules work together using concrete data. Third, the authors provide a new study in the comparative corporate governance tradition – another brick in the wall that is “normal scientific progress”. Fourth, the authors pose tentative resolutions to highly debated questions in corporate governance for the specific time and place of Hong Kong in the early 2010s.

Finally, the author looks for a decision of the problem whether Hong Kongers have an identity crisis or they know exactly where they are. This research is based on the content-related text analysis and on linguistic and comparative methods.

On the first of July 1997, the formerly British colony of Hong Kong was returned to China. This paper compares the profitability of various trading rules on the Hang Seng Index both before and after the handover. Our work extends that of Coutts and Cheung (2000), whose study focuses on pre-1997 Hong Kong, in terms of both the data collection period as well as the number of trading rules studied. The authors find that, among the trading rules examined herein, the Trade Range Breakout rule generates the highest returns. We also conclude that, in general, the handover of Hong Kong to China does not affect the efficiency of the Hong Kong stock market.

Purpose – A significant number of Chinese companies are listed overseas. The authors aim to examine whether overseas locations affect their financing decision, specifically their capital structure choice. Design/methodology/approach – Most of the Chinese overseas listed companies are listed in the USA and Hong Kong. As the institutional quality of the USA is better than Hong Kong, the authors, therefore, choose to build the hypotheses from the “law and finance” literature. Specifically, the authors argue that the better institutional environment of the USA can mitigate the information asymmetry problem and the agency problem of financing via equity. Consequently, firms listed in the USA will rely more on equity and have lower leverage ratio. The difference in leverage ratio of US listed and Hong Kong listed companies should be larger when the marginal benefit of better information environment is larger. Findings – Referring to various data sources, the authors construct a comprehensive list of overseas listed companies in the USA and Hong Kong. The authors collect the accounting and stock performance information from Datastream/Worldscope and the equity offering data from Global New Issue database. The empirical findings provide strong support of the hypotheses: the leverage is 15 percent lower for US listed companies than the Hong Kong listed companies; the results are stronger when the firms face more severe information asymmetry problem; the stock price reacts less negatively for seasoned equity offering in the USA than in Hong Kong. Practical implications – Most of the Chinese companies decided to be listed overseas because they cannot be listed in the Mainland Chinese stock exchanges. One of the most important motivation is to access to external capital to support firm growth. As the main channel of external financing in the overseas markets is equity since debt is still mainly domestically based, one implication of this paper is that Chinese companies can gain better access to external capital in the USA than in Hong Kong and relax their financial constraint. Originality/value – There are a considerable number of Chinese companies listed in the overseas markets. Many successful and famous companies are among them. However, almost no research has been done based on them. This paper documents some very important phenomenon of this market. The authors wish that more studies will be conducted. In addition, the study also complements the existing studies on how institutional environment affects corporate financial behavior.

A former British colony, Hong Kong was reunited with the People's Republic of China in 1997 under the ‘one country two systems’ model. The Hong Kong Basic Law contains detailed provisions for academic freedom, ensuring that local academics enjoy far greater freedom than their counterparts in mainland China. Hong Kong academics and the broader community have also publicly supported academic freedom when they perceived it to be under threat. The authors argue, however, that the recent restructuring of Hong Kong's universities may ultimately pose a greater threat than any explicit interference from the local or national governments.

Purpose The purpose of this study is to discuss the latest developments of anti-money laundering (AML) laws in terms of case law and intended legislation amendments. Design/methodology/approach In terms of AML case law, the authors analyze three judgments from the Hong Kong Court of Final Appeal. In terms of the intended legislation amendments, the authors outline salient points from the two amendment bills submitted to the Legislative Council of Hong Kong. Findings With the developments in AML case law and the intended legislation amendments, Hong Kong is expected to have a positive result in the Financial Action Task Force Mutual Evaluation in October/November 2018. Originality/value A robust AML/counter-terrorist financing regime is the bedrock of Hong Kong’s reputable status as an international financial center. This paper seeks to illicit meaningful interactions amongst all stakeholders.

In 2007, we offered an innovative blended graduate level rehabilitation counseling course. The course was delivered online and in Hong Kong. It included readings, PowerPoint presentations and discussion board features on Blackboard, as well as face-to-face lectures and guest speakers in a classroom context at the City University of Hong Kong. Additionally, students were required to visit various psychiatric rehabilitation and mental health programs throughout Hong Kong, and participation in the 2007 World Congress of the World Federation for Mental Health. Two faculty members and 13 students spenta total of 10 days in Hong Kong. The authors discuss the development and delivery of the course including course design, content, delivery methods and logistics. Implications are explored for teaching innovation in rehabilitation education.

As representative pieces of Sinophone literature, these two literary uchronias not only rewrite the authors’ local histories but also bring together a critical examination of the geo-political conditions in the Sinophone sphere. Reflecting on the spatialized and materialist models of world literature studies, this essay aims to investigate the Hong Kong-Mahua link in terms of their world-making power.

This paper evaluates the distribution of papers published by Asian authors in Operations Research and Management Science (OR/MS) journals from 1968 to 2006. The impact of OR/MS research in Asia is compared with that of the United States and the World, and research trends are highlighted through an analysis of keywords. From 1968 to 2006, 89,293 papers were published in 60 OR/MS journals. Of these, 41.4% came from USA and 16.6% came from seven Asian countries/regions. The contribution of different countries/regions is as follows: Japan 3.7%, Taiwan 3.2%, India 2.3%, Hong Kong 2.2%, South Korea 2.1%, People's Republic of China (PRC) 1.9%, and Singapore 1.2%. Among all the articles analyzed, 20% have a single author, and 9% have more than three authors; additionally, 22 papers have been cited more than 100 times and 29% have never been cited. Most articles originating in Japan, Taiwan, India, South Korea, PRC, and Singapore are produced in collaboration with local scholars, followed by authors from the United States. Hong Kong is a notable exception, 73% of articles from Hong Kong are produced in cooperation with the PRC, followed by local scholars. The five most productive institutions are as follows: The Indian Institute of Technology, the Korea Advanced Institute of Science and Technology, the National University of Singapore, The Hong Kong Polytechnic University, and the National Chiao-Tung University (Taiwan).

Purpose The purpose of this paper is twofold. First, the authors investigate the main drivers of house prices in the Hong Kong housing market. Second, further research is undertaken to confirm the existence of house price overvaluation, which has driven the market into a bubble episode. Design/methodology/approach First, the authors propose a theoretical framework to identify the fundamentals of the market. In the second step, they decompose house prices into fundamentals, frictions and bubble episodes for a better understanding of the evolution of house prices during the period 1996(Q3)-2013(Q3). Findings The results of this paper suggest an eventual possible correction of up to 46 per cent of house prices with respect to their 2013(Q3) level. Originality/value The originality of this paper is to use the procedure developed by Glindro and Delloro (2010) to analyse the Hong Kong housing market. The contribution of this paper also modifies the original Glindro and Delloro’s (2010) approach by including the Christiano and Fitzgerald (2003) filter to decompose house prices.

As a high-density compact city, Hong Kong carries the baggage of this, with a chronic shortage of easily accessible urban public open spaces. On the one hand, it leaves the stressful urban localities with no place for instant contact with nature; on the other hand, with a lasting impression of a ‘shopping paradise’ to the tourists, the micro-regeneration of urban public open spaces inevitably becomes tailored to the needs of shopping ‘pilgrims’. Such changes jeopardize the uniqueness and cultural identity of Hong Kong, and there is a crying need to preserve cultural heritage in the already very crowded urban public spaces. Along with the industrial restructuring and spatial regeneration strategies proposed in the newly released Greater Bay Area Development Plan, more public space is potentially relieved in the urban core of Hong Kong. The authors argue that this is a great opportunity for Hong Kong to create a truly integrated urban trail system, which not only connects the underprivileged high-density dwellers to the green and blue spaces, but also offers an interconnected experience of routes that celebrate the cultural authenticity of Hong Kong.

Much contemporary skilled international migration involves the transient movement of skills between a migrant's country of origin and the destination. This paper shows that international circulation amongst Hong Kong doctors is neither new nor random. A survey of Hong Kong doctors with overseas work experience was undertaken by the authors to examine the factors influencing the length of employment overseas and the propensity to return. Statistical analysis of the results indicates that holding a foreign passport, previous overseas training, and the country of destination were key factors in detennining the length of residence abroad and propensity to return to Hong Kong. In the light of the changing importance for Hong Kong professionals of obtaining residency rights abroad, and given the widely varying immigration policies of the main destination countries in relation to issues such as recognition of Hong Kong qualifications, it is suggested that professional groups such as doctors choose their migration destinations in line with a predetermined migration strategy for either temporary emigration or for longer-term resettlement overseas. The survey results are of wider significance in the understanding of changing patterns of skill exchange involving the upper echelons of the populations of newly industrialising countries.

The authors describe the nature of the planning policies relating to the container industry of Hong Kong, a major international container trade centre, at territorial and district planning levels. Informed by the concepts of transaction costs, the authors attempt to ascertain whether the planning permission system in Hong Kong is promarket, antimarket, or market-neutral with respect to the container industry, and whether the stated statutory district planning policy of permitting and concentrating open storage in specifically designated Open Storage (OS) zones has been followed. A probit model is developed to evaluate 195 sets of nonaggregate and cross-sectional data regarding planning applications to the Town Planning Board for the years 1991 to 1998. The evaluation is conducted in terms of two refutable empirical hypotheses regarding the container industry. The findings suggest that the Hong Kong planning permission mechanism is market neutral towards the container industry and that the statutory district forward planning policy for that industry has not been followed in the development control process.

In February 2019, Administration of Hong Kong initiated Extradition Bill, which sparked mass protests in June. The scale of the protests was unprecedented in the history of the SAR and resulted in violent clashes between police force and young radicals organized by ‘localist’ groups. The authors present a short history of interaction between pro-Beijing and pan-democratic camps in the territory concentrated on the reform of the election system of the SAR. They conclude that exacerbation of the political stand-off in Hong Kong started in 2007 when the authorities promised a possible transit to universal suffrage in 2017. The demands for this transit were not satisfied in 2014 leading to ‘Umbrella revolution’ – the first manifestation of radical youth movements. Detecting the causes of the conflict the authors look into the concept of ‘Hong Kong identity’ as opposed to ‘Chinese identity’ popular in sociological studies of the public opinion in the SAR. They try to investigate other reasons for the growing distress and protests of young generation of Hongkongers, both indigenous and exogenous. The latter correlate strongly with a general trend towards deterioration in Sino-American relations. A wide picture showing interference of the US in Hong Kong’s political life and instigation of protests in 2019-2020 is presented. In the stormy 2020, however, political situation in Hong Kong became more stable following adoption of the Law on Safeguarding National Security in the Hong Kong by the China’s parliament in late June. Closing some loopholes in the SAR legislation the Law facilitates the fight with radical groups. Still, a major healing in interaction of pan-democrats and loyalists is ahead to address gloomy economic and social situation in the territory.

The Design and Build (D&B) procurement method is one of the systems advocated to overcome inadequacies with the traditional procurement method. In recent years, this innovative procurement method has been put to practice in Hong Kong where a vast amount of infrastructure works is taking place. This paper aims to illustrate the applicability of design-build in the Hong Kong setting.As most D&B projects are undertaken by the public sector of Hong Kong, the main features of a public sector project and reasons for its wider use on D&B are fully examined in the paper. To further explore the benefits of D&B in actual practice, structured interviews have been conducted with clients, contractors and consultants running D&B projects in Hong Kong. Summary of major problems of running D&B projects from the previous study by the authors is also outlined. With the increasing use of D&B in the public sector of Hong Kong and worldwide, more research can be undertaken on the quantitative comparison of the traditional mode of procurement and how to carry out a D&B project successfully so as to develop a knowledge base for the D&B procurement method.

Purpose The purpose of this paper is threefold: first, to recount the scale, composition and agents of red capital in Hong Kong; second, to conceptualise the peculiarity of red capital; and third, to explore the impact of red capital on the political and economic institutional setup in Hong Kong. Design/methodology/approach The paper consults the comparative capitalism literature to conceptualise the phenomenon of red capital. The paper gathers data from Hong Kong Stock Exchange and indices to provide an overview of red capital. Furthermore, the case study of 2016 Legislative Election is deployed to investigate the mechanisms of red capital’s influence. The paper concludes with a summary of how red capital may challenge the validity of the “One Country, Two Systems” framework. Findings This paper argues that red capital replicates China’s state–capital nexus in Hong Kong and morphs the game of competition in favour of Chinese nationally controlled companies. In tandem with the emerging visibility of the party–state in Hong Kong’s economic sphere, the authors observe attempts of Chinese economic actors to compromise democratic institutions, deemed obstacles to state control. Originality/value This paper is the first attempt to systematically embed the discussion of red capital into comparative capitalism literature. This study provides conceptual tools to examine why red capital could pose a threat to liberal societies such as Hong Kong. Through this paper, we introduce a novel research agenda to scrutinise capital from authoritarian states and investigate how the capital is changing the political infrastructure shaped by liberal principles and values.

Objective - This study considers Chinese youth cinema as a historical object that represents the gamut of social practices and styles of production. Methodology/Technique - The authors examine the historical development of young people for tracing how different social and historical contexts interpret the Chinese young people's world. Findings - The youth films produced in the major Chinese regions—Mainland China, Taiwan and Hong Kong—illustrate how much social practices dominated the film content and style. For instance, youth genre in Hong Kong, once prevalent in the Cantonese cinema of the mid and late 1960s, blended musical and melodrama by dormant with the rise of martial art films. Novelty - This study attempts to elaborate some films featuring young people in Mainland China, Taiwan and Hong Kong, and to review the histories of youth cinema in these Chinese regions. The Chinese youth film outlines how, in Chinese communities, the category of youth historically functions as a significant site of ideological inscription that displays its struggles towards an idealized future. This study aims to map the Asian literature on emotions in learning, teaching, and leadership through a review of published research in Web of Science Core Collection. In all, 862 articles published between 1990 and 2018 were retrieved and analyzed. Bibliographic coupling of the countries, bibliographic coupling of the authors, co-occurrences of author keywords, bibliographic coupling of the journals, and bibliographic coupling of the institutions were extracted through bibliographic visualization methods. All the h-classics publications were also reviewed and categorized according to their topics. People’s Republic of China (Hong Kong), Israel, Turkey, and Cyprus are the countries with most relevant evidence. The top authors are found to be D.W Chan and M. Zembylas, while emotional intelligence, empathy, burnout, emotion, and self-efficacy have been the most frequently studied concepts. Teaching and Teacher Education and Journal of Educational Psychology are the journals with prominent pertinent influence. Education University of Hong Kong, Chinese University of Hong Kong, and Ben-Gurion University of the Negev are the institutions with the most notable influence. The current situation and research trends are discussed in the article.

The article considers development of the tourist sector in Hong Kong and Macao in historical perspective, analyzes factors that influence the tourist potential of these South China regions. A brief characteristic of Hong Kong and Macao SARs’ tourist industry is given, local authorities policy on development and promotion of the two regions as a tourist destination, as well as primary results of the policy, are considered. Some similarity between the two regions in terms of location, natural and material resources is emphasized. By contrast, the authors point out fundamental differences of historical, cultural and political-economic development of the former European colonies and define them as a significant factor which determines the potential of their tourist development. The authors come to the conclusion about the much higher tourist potential of Hong Kong compared to Macao’s at the current stage. It appears that ensuring growth of the Macao’s tourist potential in the near future demands changing of paradigm of its economic development which should be based on rational short-term planning.

Purpose The purpose of this paper is to present an analytical framework to examine the impact of international factors on “One Country, Two Systems” in general and Hong Kong’s democratization in particular. Design/methodology/approach The paper has adopted a behavioral approach to identify the agents, mechanisms and observable facets of external–internal interactions. Findings The need for international recognition on the performance of the Hong Kong Special Administrative Region (HKSAR) under Chinese sovereignty has provided external actors with the necessary leverage. Though the impact of the international community has been indirect and limited, the authors have identified two mechanisms – lesson drawing and socialization – whereby the impact of international actors and their actions towards Hong Kong may be subtly felt. Moreover, there are at least three observable facets of external actions which are pertinent to the democracy issue. At the end of day, the external impacts will be determined not by the international actors per se but the balance of power between the domestic actors in Hong Kong. Originality/value There is a scholarly consensus that international factors matter to Hong Kong. But there has been a lack of serious investigation as to why and how they matter. The observable facets of external–internal interactions and the mechanisms identified in this work have not only enriched our understanding of the relevance of external factors in Hong Kong affairs, but also provided a sound foundation for future research.

Purpose The purpose of this paper is to examine the macroeconomic drivers of stock market development in Hong Kong during the period 1992Q4-2016Q3. Specifically, it investigates the impact of banking sector development, economic growth, inflation rate, exchange rate, trade openness and stock market liquidity on stock market development. Design/methodology/approach This paper uses quarterly time-series data covering the period 1992Q4-2016Q3, which have been obtained from various reliable sources. The study uses the autoregressive distributed lag bounds testing procedure to identify both the long- and short-run macroeconomic drivers of stock market development in Hong Kong. Findings We find that banking sector development and economic growth have positive impacts on stock market development, whereas the inflation rate and the exchange rate have negative impacts on stock market development both in the long and short run. In addition, the results show that trade openness has a positive long-run impact but a negative short-run impact on stock market development. Originality/value Despite the phenomenal growth of stock market in Hong Kong, there are, to the best of the authors’ knowledge, no relevant studies on the macroeconomic drivers of stock market development in Hong Kong. Therefore, this paper endeavours to enrich the literature by examining the macroeconomic drivers of stock market development in Hong Kong during the period 1992Q4-2016Q3.

This research aims to compare the effectiveness of punishment imposed on corruption as a crime in Indonesia and Hong Kong. The normative method was employed by conducting library research in the process of data searching, where the authors read and studied the primary and secondary research data. The analysis result concludes that Law of the Republic of Indonesia Number 31 of 1999 on Corruption Eradication and Law Number 20 of 2001 on the Amendment to Law Number 31 of 1999 on Corruption Eradication and Law Number 30 of 2002 on Corruption Eradication Commission deal with corruption crimes. Moreover, Indonesia establishes an official body particularly intended to deal with corruption investigations, the Corruption Eradication Commission (henceforth referred to as KPK). In comparison, Hong Kong also governs corruption cases using the Independent Commission Against Corruption Ordinance, Prevention of Bribery Ordinance, and the Elections (Corrupt and Illegal Conduct) Ordinance. Further, Hong Kong has Independent Commission Against Corruption (ICAC) as an institution fully authorized to investigate corruption cases. The KPK and ICAC share a similar strategic model but employ different ways of execution. From the effectiveness of the law perspective, Hong Kong seems to demonstrate a more effective approach since the real and deterring sentence is directly imposed on the case to encourage others to think twice before committing corruption. The sentencing in Hong Kong was once lambasted and condemned since it was perceived as violating human rights, but it seems to be the only way for Hong Kong to eradicate corruption effectively. This research recommends that another amendment to Law Number 20 of 2001 on Corruption Eradication.

This study examines processes of class construction within a transnational community of professionals and managers who are emigrants, returnees, and non-migrants. Building on Bourdieu’s class analysis and literature on transnational migration, the article examines how class statuses are supported by moral claims based on varying transnational mobility strategies. The authors draw their results from qualitative interviews with 45 Hong Kong respondents in Hong Kong and Canada. They find that despite Hong Kong emigrants’ loss of economic capital due to de-professionalization, their cultural and symbolic claims frame an alternative set of norms about their life successes. Returnees claim to have the best of both worlds having amassed economic capital, while making social distinctions from stayers in terms of their globalized cosmopolitan imaginaries. Stayers appear envious of emigrants’ and returnees’ flexibility and seek to accumulate economic capital for future retirement migration or to send their children abroad. Respondents’ moralizing discourses reveal a social field defining within-class distinctions apart from hyper-concerns of upward mobility through material gains. Nuanced class distinctions articulate values around freedom of space, time, and expression not readily accessible to residents remaining in Hong Kong.

Purpose The majority of Hong Kong filmmakers have pursued co-production with China filmmakers for having the Mainland market at the expense of local styles and sensitivities. To many critics, the two-part series of Ip Man and Ip Man II provide a paradigmatic case of film co-production that sell the tricks of Chinese kung fu, regurgitating the overblown Chinese nationalism against Japanese and kwai-lo. The purpose of this study is to rectify such observation of the Ip Man series. Design/methodology/approach The authors read the series deconstructively as a postcolonial text in which Hong Kong identity is inscribed in the negotiated space in between different versions of Chinese nationalism. Findings The analysis points to the varying subversive features in the series from which Hong Kong’s colonial experiences are tacitly displayed, endorsed and rewritten into the Chinese nationalistic discourse whose dominance is questioned, if not debased. Originality/value This paper advances new research insights into the postcolonial reinvention of kung fu film and, by implication, the Hong Kong cinema in general.

This study examines the risk-taking paradigm in the context of international marketing activities. It explores the causes of questionable business practices of Hong Kong executives in international marketing activities and further substantiates the findings with two replication samples (i.e., Mainland Chinese executives and U.S. executives). The authors find that the nature of the corruption proposal and the operating business environment affect Hong Kong executives’ risk-taking behavior (i.e., risk recognition, risk adjustment, and risky choice). The behaviors of Mainland Chinese executives and U.S. executives show a different picture. Developmental and cultural differences among the three economies explain the discrepancies.

Using the case of Hong Kong’s finance-related industries, this article examines whether preference or discrimination based on job applicants’ ethnic background manifests in Hong Kong employers’ hiring practices. The authors took an audit approach and compared applicants of three distinctive ethnic groups: Anglo-Saxons, local Hong Kongers, and mainland Chinese. They found that in Hong Kong, local applicants receive the highest callback rate, followed by mainland Chinese, and then Anglo-Saxon applicants, regardless of their gender. The findings counter existing literature and suggest white privilege and colonial legacy is not visible in the hiring for college graduate positions in the financial industries. Instead, language (Cantonese) fluency and business ties to China are of greater importance to employers/HR in Hong Kong’s finance-related industries. In other words, white privilege may still hold true in socio-cultural spheres or everyday interactions, but the effects can be mediated by Cantonese language proficiency when it comes to hiring practices.

 This issue is a Special Issue in that it predominantly features a series of articles that have arisen from the CPCE Health Conference 2019. The special issue commences with an editorial where Professor Yuen emphasises the ongoing collaboration with this Journal, the ACHSM and the Hong College of health Services Executives and with the CPCE. His leadership and contribution are appreciated.
 The first article of the Special Issue is by Hasegawa, Matsumoto, and Hirata of Toho University Tokyo Japan who present an article entitled ‘Aging and Diversity of Medical Needs: Cost of Illness of Cerebrovascular Disease in Each Prefecture of Japan. This is followed by the contribution from Ng, Fong and Kwong of Hong Kong on the ‘Transition of hospital acute-centric to long term care in an ageing population in Hong Kong - is it an issue of service gap’. In the next article, Chu and Chong of Hong Kong address the ‘Oncology Pharmacist’s role and the impact on multidisciplinary patient-centred practice of oncology clinic in public hospitals in Hong Kong. Two interesting articles follow from Kwan, Yick and Wong of the Institute of Textiles and Clothing, Hong Kong Polytechnic University of Hong Kong who provide a research article on the ‘Impact of Co- creation Footwear Workshops on Older Women in Elderly Centres in Hong Kong’ and the following article from Yick, Yip and Ng, again from the Institute of Textiles and Clothing and from the Division of Science and Technology of the Hong Kong College of the same University. The latter article examines the importance of thermal comfort in foot wear design for the elderly and is entitled ‘Thermal equations for predicting foot skin temperature’. In conclusion, Kwong and Fong provide a review article on a contemporary issue of ‘promotion of appropriate use of electronic devices among Hong Kong adolescents.
 We thank Professor Yuen and his authors for this important contribution to our understanding of humane, wholistic and integrated care from diverse international health systems. 
 In support of this effort of our colleagues above, we have added some more articles ready for publication. This includes an editorial on Health Reform that was prompted by my plenary session contribution at the CPCE Hong Kong Conference. The nature of informal economies is structured by conflict between governmental strategies of confinement, to places, times and how things are done, and the transgression of these confines by informal actors in pursuit of survival or advantage. This article examines the influential development program of formalization in the context of these conflicts. Informality can be formalized in two ways, by eradication and by regularization. Building on their past ethnographic research on informality, the authors use released confidential Hong Kong colonial government documents to explore the informal discussions among policy makers about how to respond to informal practices, and how their understanding of street vendors influences their chose of confinement strategies. While insisting on eradication for squatters, various forms of regularization were attempted for street vendors.

Purpose The purpose of this paper is to present simulation modelling to reconfigure a 700-bed Hong Kong hospital’s master surgery schedule (MSS), aiming to improve patient flow, capacity management and resource allocation through levelling bed occupancy within the hospital. Design/methodology/approach A discrete-event simulation model was developed to understand how changes to the MSS would affect bed occupancy, thereby providing business intelligence for short- and long-term hospital planning. A decision tool was subsequently developed for hospital managers to test different scenarios. Findings Simulation modelling showed that significant bed occupancy levelling could be achieved through small and practicable changes to the MSS. Optimisation routines conducted using the simulation model then gave additional insights into how the schedule should be revamped for the long term. Practical implications The authors show how operations research methods are useful for guiding hospital operational planning. The authors show that a data-driven and evidence-based model enables hospital managers to critically explore various scheduling changes, while also providing a scientific common ground for discussion among important stakeholders. It is a crucial step forward when adopting advanced analytics for Hong Kong hospital operational planning. Originality/value The authors provide a robust method for evaluating the relationship between Hong Kong hospital’s MSS and its bed occupancy. Through simulating various changes to the surgical schedule, valuable and practicable insights were made available for hospital managers to make short- and longer-term changes that enhance the system’s overall efficiency and service quality.

The article considers the process of forming the modern identity of Hong Kong and proves underlying role of the British influence in this process. It is pointed out that the process goes back to the 19th century, when well-off Chinese started to move to the British Hong Kong in trying to find more comfortable conditions for life and business and reaches its pinnacle in 1970-1980, when Hong Kong not only becomes economically developed but transforms into a factor of cultural influence in the region mainly due to the promotion of its original (civilization-state) pop-culture. It’s stated that Hongkongers use cultural and semiotic resources to emphasize specificity of their cultural code. And particularly these kinds of resources played the biggest role in this process. Authors conclude that the British influence was one of the structural factors which determined the nature and contents of Hong Kong’s identity. At the same time, they note that the process of its forming is based on evolved for centuries Chinese national tradition which contains self-preserving mechanisms which make it possible for Hongkongers to interpret external cultural drawings in a unique way.

The authors investigate whether a manager's home culture significantly influences his or her international marketing decisions. They also examine whether the impact of home culture diminishes in an open economy with intense exposure to international markets, giving way to a process of “globalization.” Decision making in four simulated international marketing situations was studied with executives from the People's Republic of China, Hong Kong, and Canada. The findings confirm that home culture has predictable, significant effects on the decision making of the executives from the People's Republic of China and Canada. Chinese executives from Hong Kong were influenced by a combination of Western and Chinese cultural norms.

Hong Kong is a self-branded international city in Asia. Culturally competent service delivery for ethnic minorities is a nascent arena in the social work profession within the territory. This article attempts to depict the ways in which ethnic groups are situated within local social work practice, reviews the Hong Kong context of a culturally responsive social work profession, and proposes a framework for a more inclusive social work curriculum. In this framework on culturally competent social work education, the authors argue that social harmony and social justice are not mutually exclusive, calling for a (re)conceptualization of social harmony inclusive of social justice.

Abstract Background: There is a dearth of information on the compatibility of Western-developed, internet-based interventions that prevent onset and precipitation of depression in global settings. Recently, Project CATCH-IT (Competent Adulthood Transition with Cognitive-behavioral, Humanistic and Interpersonal Training), an information technology-based intervention, was adapted to prevent depression in Hong Kong Chinese adolescents. This paper evaluates qualitative data from consultations to develop a revised intervention of CATCH-IT for Hong Kong youth. Methods: A theoretical thematic analysis approach was used to analyze data. Materials from three consultation trips which included focus groups (2007), an expert panel (2007), a public health campaign (2009), and a joint primary care physician-social worker review group (2010) were compiled. Authors (KS and AZ) independently reviewed the data and applied the theoretical framework of behavioral vaccines to code the data. These data were subsequently consolidated to provide a coherent narrative analysis. Results: The cognitive behavioral therapy (CBT), behavioral activation (BA), and resiliency modules were maintained, while the interpersonal therapy (IPT) modules of CATCH-IT were excluded in the Hong Kong adaptation. Concurrent self-reports of drinking, smoking, illicit drug use and gambling behavior were added. Rather than primary care consultations, social worker consultations may be the best point of entry for intervention. Conclusion: Socio-cultural relevance of psychotherapeutics and delivery context of internet-based interventions will require significant adaptation for the Hong Kong setting. However, because of community engagement throughout the process of adaptation, we believe the CATCH-IT intervention can be adapted for Chinese adolescents in Hong Kong with retained fidelity. The revised intervention is called “Grasp the Opportunity”.

Purpose – This paper is a historical review of the development of private primary and secondary education in Hong Kong from 1841-2012. The purpose of this paper is to examine the evolving relationship between the state and private schools in Hong Kong. Design/methodology/approach – This paper utilizes sources from published official documents, public data available on government websites, archival documents and newspapers. The authors also carried out a few individual interviews with legislators, government officials and principals who were familiar with the history of private education in Hong Kong. Findings – The colonial Hong Kong Government adopted laissez-faire policy in greater part of its rule until 1970s. The year 1978 marked the period of “state control” until the 1990s when privatization and deregulation emerged as a world trend in the governance of education. The role of government changed to that of “supervision” instead of “control.” Further, it is shown that the change of sovereignty did not avert the trend of decentralization, deregulation and privatization in education which is entrenched in the management of public affairs in human societies. Originality/value – The findings provides an illuminating look into the development of a society and how it grapples with the fundamental questions of the degree of social control and proper use of political power in a colonial setting.

The subject of the study is the relations developing in the process of designing and using the digital currency of the central banks of Asian countries. The object of the research is the digital currency of the central bank planned to be issued and circulated in Asian countries. Our objective is the systematization of the experiences of Hong Kong and Thailand in terms of introducing the digital currency of the central bank into economic circulation for the purpose of adapting such experiences in Russia. The article analyzes the experience of a number of Asian countries (Hong Kong, Thailand) in designing and using the digital currencies of the central bank: the digital Hong Kong dollar and the digital baht, designed for both wholesale and retail consumers. Special attention is paid to the analysis of the results of the experiment on the introduction of a multicurrency digital currency into economic circulation, which was implemented by Hong Kong, Thailand, China, and the UAE. The authors position on the creation of a central bank multicurrency digital currency is presented using the examples of Russia and Kazakhstan. The advantages of introducing digital currencies for the participating countries are highlighted. The presented data can be used in the design and use of the digital ruble in the Russian Federation and the EEU countries.

Purpose – This paper aims to establish the relation between corporate governance – as represented by investor protection at both the legal and firm levels – and stock market liquidity. Design/methodology/approach – This paper avails of the unique features of Hong Kong- and China-based stocks that are traded on the Hong Kong Stock Exchange so as to test whether differences between “common law” and “civil law” legal environments contribute to differences in stock liquidity. In addition, by constructing an internal corporate governance index score for each firm based on board size, board independence and information on the audit and remuneration committee, we document whether firms with better corporate governance scores have narrower spreads, greater depth and higher trading volumes. Findings – Overall, results provide support for a linkage between corporate governance issues – as investor rights protection at both the environment and firm protection levels – and stock market liquidity. Research limitations/implications – This paper recognizes that investor protection constitutes a single component of the desirability of investing in a firm’s stock. Nevertheless, it does appear to constitute an important component of a stock’s attractiveness. Practical implications – The practical implications are clear, namely, that good corporate governance of firms leads to their attractiveness as investment vehicles (for both the shorter and the longer terms). Social implications – The paper has clear social implications. In particular, the paper serves to highlight that prospects for enduring wealth creation are contingent on the safeguards accorded to the equity ownership of a firm’s stock. Originality/value – The originality lies in taking advantage of the unique features of the Chinese and Hong Kong firms on the Hong Kong Exchange, so as to examine the contrasting influences of common law and civil law on stock liquidity. Thus, the authors allow for the effects of corporate governance across the two legal environments (China and Hong Kong) to be compared and contrasted while maintaining other influences unchanged across Chinese and Hong Kong shares.

From the Americas to Asia, neoliberal policy restructuring continues to present major challenges to educational equity. In Hong Kong, teacher educators grapple with training students in pedagogy they believe in, versus the daily status quo of high-stakes exam prep, privatized “shadow education,” and a system seemingly pushed to the brink of neoliberal social efficiency. Indeed, in recent years, Hong Kong has recorded top rankings on the Trends in International Mathematics and Science Study and the Programme for International Student Assessment, along with record-setting protests and student suicides. Like in the USA, neoliberalization of teacher education in Hong Kong has proffered dilemmas of standardized curricula, evaluation, and licensure, often under the guise of “21st century skills and technology.” Both regions also face perpetual threats of being under- or de-funded, based on “data-driven” decision-making and leadership that are supposedly more accountable and efficient. Unsurprisingly, neoliberal policies and practices have often exacerbated inequities in teaching and learning, especially for communities labelled as minority or working-class. Within traditions of critical pedagogy, this article’s authors engage in a discussion on how educators and students are navigating the neoliberal behemoth and developing more inclusive spaces across local contexts of language, class, and culture. Based on the authors’ research in the Americas and Greater China, this article interrogates some of the junctures and ruptures of neoliberal education in Hong Kong, long-held as bridge between “East” and “West.” The article draws from the first author Benji Chang’s action research projects with pre-and in-service teachers in the region, which examines how they are critiquing and challenging dominant discourses of neoliberalism (e.g., positivism, standardization, and market-economy), and what brings hope. Given Hong Kong’s history of colonization with Europe and the USA, and the ever-expanding dominance of mainland China, this article makes a contribution to international scholarship concerned with teacher education and social justice.

This study examines the liability of foreignness (LOF) faced by multinational enterprises (MNEs), and the effects of strategies employed to overcome the liability. Based on a sample of 3,085 Sino-foreign joint ventures formed in manufacturing sectors in China, the authors find that Hong Kong investors, who are often perceived to have lower LOF than investors from other countries, are more actively engaged in strategies to overcome the LOF. Specifically, Hong Kong investors actively adopt strategies to seek local markets, maintain investment flexibility, utilize their competitive advantages in labor-intensive industries, and leverage cooperative synergism to improve their performance. Investors from other countries adopt market seeking and cooperative synergy approach to improve performance.

Purpose The purpose of this study is to examine the current state of online sustainability reporting in the Hong Kong higher education sector from a variety of perspectives. Design/methodology/approach The multiple case study was the research method for this research. Content analysis of the university website, as well as interview with university management, personnel in the sustainability office, academics and students, were adopted for data collection. An assessment framework for sustainability reporting was developed as an instrument for content analysis, based on G4 guidelines and prior literature. Findings The authors observe that most Hong Kong public universities have a specific webpage for sustainability reporting on the website, which consists of an amount of sustainability-related information in terms of general aspects, specific aspects and stakeholder participation. Moreover, they notice that Hong Kong public universities attach importance to sustainability and its reporting, and they would like to communicate their sustainability activities to various stakeholders and the community where they operate. Practical implications This paper indicates some practical implications for academics, university management, policymakers and sustainability education amongst universities in Hong Kong and beyond. Social implications This paper argues that universities, as a central place to foster talents and future leaders, should operate in a sustainable manner at the first place and then report their sustainability-related activities taking full advantage of the current information and communication technologies, so as to discharge accountability to various stakeholders and meet the expectations of the community where they operate. Originality/value This paper uses a multiple case study approach to explore the status of online sustainability reporting at Hong Kong universities, which contributes to limited research in the area, particularly for online sustainability reporting in the higher education institutions, and makes some contributions to the extant literature.

Policy scholars need to better describe the diversity of actors and interests that forge collective political action through nonformal social networks. The authors find extant theories of collective action to only partially explain such heterogeneity, which is exemplified by the urban protest movements in Hong Kong. A new concept, that of the narrative-network, appears better able to describe movements chiefly characterized by heterogeneity. Instead of simple commonalities among members, a relevant property is the plurivocity of narratives told by members of the coalition. Analyzing ethnographic interviews of members of the movement, the authors illustrate the utility of narrative-network analysis in explaining the complex and multiple motivations behind participation. Narrativity and the shared act of narration, within an inclusive and democratic community, are part of what sustains the movement. The research further develops the theory of the narrative-network, which helps explain the rise of street protest in Hong Kong as an emergent, alternative form of civic engagement.

This article presents a comparative analysis of national policies, implementation strategies, and regional and global aspirations to establish education hubs in Hong Kong and South Korea. The authors argue that existing definitions of education hubs do not yet sufficiently consider whether a hub’s orientation is global or regional and how its funding sources direct its mission and vision. The authors first review current definitions of education hubs and then use Ranga and Etzkowitz’s Triple Helix conceptual framework to analyze Hong Kong and South Korea’s national policies and their hubs’ distinct vision, goals, strategies, rationales, and major stakeholders. The article concludes with an updated definition for education hubs which is inclusive of purpose, mission, role in the knowledge economy, and relationships between key stakeholders, including government, higher education institutions, and industry. This research identifies key indicators of a successful hub and provides additional necessary insights for policy makers working to develop future education hubs.
