This thesis is a critical examination of the history of philosophies governing public education in the United States. The first half, chapters one through six, outlines American conceptions of the role of the school in relation to the state and to democracy. The second half is an account of critical progressive philosophies that have challenged the American status-quo since the independence. The main argument that I propose here is that the creation of an education system in America has followed the philosophies of federalism and private democracy. The research focus of this study was upon U.S. peace organizations which sponsor face-to-face contact with Soviet citizens. Nine U.S. peace organizations were included in the study, the names of which were acquired through a publication produced by the Institute for Soviet-American Relations. The researcher contacted approximately 28 organizations either by telephone or mail, requesting that organizational literature (program descriptions, newsletters, brochures, pamphlets) be sent to the researcher for the purpose of conducting a rhetorical analysis of such literature.

Food security is necessary for an active, healthy life, yet 14.0% of the nation’s households reported insecurity in 2014. Certain segments of the population which contain high proportions of noncitizens have greater than average rates of food insecurity. The rules of eligibility for the Supplemental Nutrition Assistance Program (SNAP) render some noncitizens ineligible possibly contributing to these high rates.
