Abstract Housing is one of the most important life components giving shelter, safety and warmth, as well as providing a place to rest. There is a lack of unified definition for housing concept in Latvia. The aim of the study is to define the housing concept in general in Latvia and develop proposals for the classification of housing. Principal objectives are to describe and analyse the concept of “housing” and to develop the definition of housing concept in general that could be used in housing policy in Latvia for developing housing classification and analysing the aims of the housing policy. Analytical research method and comparative research method was used. The results and principal conclusions are: The developed definition of the term “housing” and the housing classification could be used in developing and implementing the housing policy as well as for statistics in Latvia and in other EU countries.

Although single-family housing in the city is considered higher quality and preferred type of housing, housing crisis, as a permanent actual problem in the world, requires adequate solutions. In this sense, housing in multi-family housing buildings can be considered as a necessity (social, moral, economic, etc.), but in fact, now and in the future, it is the main form of housing construction which can give the solution for housing problems. However, to make this housing type more attractive and acceptable to the occupants, it is necessary to improve it by the implementation of individualization modalities, and in that way make its qualities much closer to the preferred single-family housing.

In Seoul, a metropolitan city, affordable housing is a major issue. Since 2012, social housing has been implemented as a means to solve housing shortages in the South Korean capital. Various policies in different times have been applied, and Seoul came up with a unique form of social housing: providing housing to those in need. The purpose of this paper is to review the development of social housing in Seoul and to discuss policy implications. First, this paper defines the concept of social housing in Seoul by comparing that of social housing in Western countries. The major differences in the concept of social housing between Seoul and Western countries lies in the provider of social housing. The providers of social housing in Seoul are social economy actors, including non-private organizations and cooperative unions that work as agencies to pursue the public interest. In addition, this paper presents an overview of the historical development and specific features of social housing. Finally, a discussion is presented on the implications for social housings, including the need for the allocation of social housing throughout the city, the extended length of residence, and reliable financial support to social housing providers.

The relationship between people and their home environment has always been an important research theme. Cooperative works of different disciplines and research areas, such as environmental psychology, social psychology, community psychology, home environment studies, urban planning and architecture have developed an understanding of relationships between quality and residential spaces. In this study an attempt has been made to analyze quality issues in housing environments by providing a general review related to quality housing research and by establishing a model that can be used to evaluate the concept of quality in housing. Focusing on a specific housing settlement as a case study, the goal here is to open a debate based on design concepts and their social and spatial consequences in architecture and to provide important data for future housing projects in Turkey. In the scope of the work, the Belerko Housing Settlement in the City of Trabzon has been selected as a research area. Aim of the study is to develop an understanding of the social, psychological and the physical characteristics that contribute to spatial quality in this specific housing environment.

The purpose of this study was to determine the impact of event marketing, housing concepts and location on home purchase decisions at Bhumi Inti Propertindo Singaraja. The examination procedure used in this research is validity and reliability test, classical assumption test, multiple linear regression analysis, t-test, analysis of determination and f-test test. The results of the review show that the promotion mix influences the decision to purchase a house at Bhumi Inti Propertindo Singaraja. From the test results with the T test, it shows that event marketing has a significant effect on home buying decisions. The housing concept influences the decision to buy a house at Bhumi Inti Propertindo Singaraja. From the test results with the T test shows that the concept of housing affects the decision to buy a house. Location has a direct effect on home purchase decisions at Bhumi Inti Propertindo Singaraja. From the test results with the T test shows that the location affects the decision to buy a house. Judging from the f-test, it is found that the F-count > F-table is 212,297 > 3.12, this shows that event marketing, housing concepts and location basically affect the decision to buy a house with a sig level. big. 0.000 < 0.050. Cities are currently undergoing vast changes, which have very significant implications for the functioning of the housing market. In particular, it should be stated that the traditional residential market, in imitation of the smart city concept, is becoming increasingly smarter. This smartness can be expressed in four dimensions: the “automatic” rental housing market; innovative digital platforms in the traditional housing market; innovative policies and housing models; and the ability to forecast demand on the housing market, which together form the so-called smart housing concept. On this basis, this study attempted to assess empirically the smartness of the residential markets in Polish provincial capitals. Firstly, after a thorough analysis of digital housing portals, official websites of Polish provincial capitals and public statistics data, the smart housing concept was operationalised in all its dimensions by defining appropriate indicators measuring its level in a given city. Then, using the zero unitarization and entropy weight methods, followed by a no-pattern synthetic measure, a comprehensive smart housing index was obtained for each city investigated. Research results showed that there is a large degree of variation in the level of smartness of the housing markets in the examined cities. Furthermore, the analysis also indicates that the economic dimension of the smart city concept and the co-working concept are the main driving forces behind the development of smart residential markets. In addition, the study reveals that the implementation of the smart housing concept has a positive impact on the quality of life of city inhabitants.

The purpose of this research is to explore the concept of revitalizing the coastal tourism area with a sustainable tourism approach. Ocarina area is one of the tourist destinations in Batam city. Its strategic location is right in the center of Batam and is surrounded by several areas with different functions, among others there are housing (housing Regata, housing Monde Residence, housing Avante, Monde Signature housing, etc.), a school (Mondial school), a commercial area ( Pasir Putih shops, Mahkota Raya shops) and also the location of Ocarina area is close to the international ferry. The phenomenon that occurs in this tourist area has long been built and managed but has decreased visitors so that needs to be revitalized by using the concept of sustainable tourism. This strategic location is not accompanied by the success of the development of the Ocarina area as a public space that offers a variety of game facilities and culinary venues. The phenomenon that makes the need for revitalizing measures both physically and economically to make the Ocarina area can attract visitors to come and enjoy the facilities that are in it. The research method was a qualitative method of direct observation in the field. Analysis process is conducted to identify the problems that exist in the field today especially in the area of Ocarina Phase 1 so that the area of Ocarina Phase 2 can make Ocarina Phase 1 to be revitalized area and can be one of the sustainable tourism Batam city that can improve the economy of Batam city. Hamabtan faced by the developers is the low level of public understanding of the concept of sharia-based housing and the existence of practices that hinder the licensing process carried out by certain elements. There is a need for the participation of local governments to participate in campaigning for usury-free communities and to supervise and strictly process the licensing of sharia-based housing development from unscrupulous acts.

Due to social shifts, demographic changes and spatial challenges, housing is at the top of the social agenda in Flanders. Recently, communal housing concepts are put forward to strive against these general developments. This paper presents research on multigenerational dwelling, as one possible renewed communal housing concept for Flanders. The authors develop a working definition for multigenerational dwelling, which lays the foundation for the main part of the paper: the translation of a theoretical framework into an architectural design. Methodologically the authors use design to experiment with this new housing concept in a specific, but realistic setting. More specifically, they organize a workshop with four Flemish architecture firms to investigate different modes of sharing space within a multigenerational dwelling. Furthermore they formulate key considerations for further research and the implementation of this renewed way of dwelling in Flanders.

Abstract Effective local housing policies require integrated and flexible ways of managing the resources of social, council and social building society flats. The paper presents a systemic concept of relocating tenants within the local housing resources to premises of a different type. The concept is based on the proposal to rent the flats to the tenants on a temporary basis. Such a solution leads to more efficient housing resource utilization as well as making the housing policy in Poland more rational at times of a housing deficit. Empirical research has proved that the existing legal regulations reduce the scale of tenant transfers in Olsztyn and the concept of creating "a chain of voluntary transfers" has not been, in fact, implemented.

Thus, in the provision of housing sometimes neglect the sustainability aspect. Similarly, Kemiling Sub-district is a sub-district with limited housing/settlement and has had housing since the 1980s, but new housing units continue to be built and are planned to be built. This study aims to determine the sustainability of formal housing in Kemiling District based on the concept of Ecological Housing. There are 2 targets to achieve these goals, namely: (1) Identifying the existing condition of formal housing in Kemiling District based on the concept of Ecological Housing, (2) Analyzing the condition of sustainability of Formal Housing in Kemiling District based on the concept of Ecological Housing. With descriptive analysis method and weighting analysis with Likert scale. The variables used are 7 variables, namely physical residential buildings, facilities, infrastructure, access to city facilities, environment, economy, social. Based on the results of the weighting analysis that has been carried out with the concept of Ecological Housing in Kemiling District categorized as 'good', then formal housing in Kemiling District can be sustainable. Sharia housing has mushroomed in Indonesia in recent years. It offers a different concept of housing as the developers claim to be following Islamic values. This study analyzes how Sharia housing advertisements on social media, especially Instagram, represent the halal lifestyle. The method used in this research was a semiotic approach to analyze the signs of Sharia housing ads in the realm of digital media and its meanings. The study results show that Sharia housing advertising on social media has commodified the halal concept of Sharia-based housing. The term “halal house” was also used to signify the meaning of Sharia image symbols that distinguished it from other housing. Sharia brands were also represented in advertising languages and the visualization of symbols displayed. These ads represented the halal concept not only as an image but also as a lifestyle. The halal lifestyle relating to Sharia housing has become a new trend in the Muslim communities constructed through religious symbols in Sharia housing advertisements.

Abstract:
Meeting human needs is considered as fundamental to sustainable human settlement. However, in micro level developments particularly in respect of a housing unit, for example, an operational definition of sustainability which will be useful in its practical implementation, has yet to be developed. To address this, the author posits that theories on the relationship between the environment and the person can be taken as a conceptual frame of reference. One of them is the theory of Person-Environment Congruence (PEC). This theory conceptualizes “congruence” as the favourable outcome of the person-environment relationship. Achieving PEC is considered as the most important criteria that supports the concept of housing sustainability. In the context of housing, the author considers that PEC is achieved when the dwelling place can offer its inhabitants a place which meets their basic needs. In order to operationalize this concept in terms of housing unit design, the author propagates the use of the Means-End Chain (MEC) research model to explore the relationship between a person and his or her environment. The combination of the two concepts facilitates the identification of those housing attributes emphasized in the home-making process, together with the users' perceptual orientation towards those attributes. To experiment with the application of the MEC research model in respect of exploring the concept of PEC, a case study was conducted on 15 renovated and personalized houses in a mass housing scheme in Malaysia. The traditional MEC methods were maintained with some modifications to accommodate the various housing characteristics. The results suggest that the MEC research model is able to link the relevant housing unit attributes to user values, and it is potentially applicable in the design of a housing unit. The results also indicated that user participation is essential in home making process, in order to achieve and maintain sustainability.

Subsidized housing is a government program to meet the increasing housing needs. This subsidized program is specifically given to people who do not have their own place to live. The problem in this study is that it is difficult to determine who is entitled to receive subsidized housing assistance. The purpose of this study is to facilitate the housing provider selectors in accordance with predetermined criteria. The settlement of this case uses the Decision-Making System method using the concept of Fuzzy Logic. Characteristics and concepts of a Decision-Making System is a process of selecting an alternative action taken to obtain a goal to solve problems in achieving goals in taking a decision. The concept used is the Sugeno method by going through four stages, namely Fuzzification, inference engine, the implication function, and fuzzification by taking the largest x value (Max) with the AND operator process. The article provides a comparative analysis of assessment of the effectiveness of housing policies in Austria, Germany and Russia in the context of the adequate housing concept. In modern world management practice, there is no universal set of criteria for assessing the housing policy effectiveness, however, there are sets of indicators in the public information resources of these countries that can reflect such an assessment. The only problem is information asymmetry, in which each country forms its own set of estimated indicators, which leads to their incomparability. At that, the need for such data exists in connection with the need to update the current results of the housing policy implementation and the assessment of current trends in the housing sector development. Each country has its own mechanism for assessing the effectiveness of housing policy, based on its own set of parameters corresponding to the determined goals and directions of the housing sector development. Adequate housing as a criterion for assessing the effectiveness of the housing policy implementation allows a full demonstration of the effectiveness of measures implemented by the state in the housing sector. The concept of adequate housing, as an actual doctrine of the national development of the housing sector, allows for a comparative analysis of the housing policy of different countries by assessing and comparing the effects of its implementation. According to the study of housing policy in Austria, Germany and Russia, it was determined that the national model of housing policy evolves in the development of concepts, goals, implementation mechanism and depends both on the level of satisfaction of the need for housing, and on historical experience, traditions and socio-economic characteristics of management at this stage.

Such concept aims to form the culture of living in a multifamily residential building, overcome excessive individualism that cultivates complete disunity of interests and indifference of neighbors to each other and to the fate of common property. &nbsp;The authors explore the problem of neighborly relations in the housing sector, viewing neighborship from two perspectives: as a social institution of the neighborhood community and as a behavioral standard of particular subjects &ndash; neighbors. The need for the development of the concept of neighborliness is substantiated. This fully corresponds to the historical path of development of neighborly relations in the housing sector and the objective pursued by the legislator &ndash;increase the responsibility and awareness of the housing owners. The concept of neighborliness is a product of the development of the doctrine and law enforcement practice in the sphere of neighborly relations, and should become a part of the new housing policy of the Russian Federation. The concept of neighborliness includes such elements, as objective, principles, functions, and boundaries of neighborliness.

The article examines the problems of interpretation of the concept of housing in various branches of law, examines the relationship between the term and the concept in the textual legal space. The purpose of the work is to analyze the existing definitions of the concept of housing in the diversified legislation for possible further unification of this concept in the legal text space, analysis of the use of the lexical unit housing as a term and concept. Conclusions. As a result of the conducted research, the author comes to the conclusion that it is possible to develop a single unified concept of housing for close or related areas of law (for criminal and criminal procedure law, for operational investigative activities), guided by the optimization method specified in the article. From the point of view of linguistic correctness, the author recommends the use of the phrase «dwelling» in the sectoral legal aspects, and in the general legal context, the phrase concept.

During the housing crisis of the 1920s, the German concept Existenzminimum (minimum dwelling) was developed and applied to the construction of public social housing. It was considered a design laboratory, where research, design, and experimentation would focus on a unique goal: create a space-efficient affordable housing typology, based on minimum quality standards. Empirical evidence indicates a renewed interest in alternative design solutions and minimum dwelling approaches over the last decade: examples include micro-housing solutions and collaborative housing models. This is due to the current affordable crisis and the increasing trend of urbanisation. However, little is known about the current interpretation of Existenzminimum. What does the concept entail today and how has it developed? This article investigates if and how Existenzminimum is currently applied: first, it unfolds the core design principles of the original Existenzminimum. Then, these principles are used to assess if and how existing affordable or low-cost housing approaches are current (re)interpretations of the concept. Finally, the article proposes a definition for a contemporary Existenzminimum, arguing that a better understanding and awareness of the concept can help urban planners, designers, policy-makers and citizens in developing alternative affordable housing solutions.

The role and characteristics of local wisdom values as an approach in residential design is certainly interesting to study more deeply. Descriptive analysis research method through field observation and literature study which was carried out as an effort to answer the research problem. The results show that the optimization of the passive design strategy of residential buildings by adapting local wisdom values is expected to increase indoor thermal comfort levels, achieve building energy efficiency, strengthen the urban identity, preserve architectural styles, also develop of sustainable architecture. In this way, healthy housing with local character can be realized throughout Indonesia.

Externalization that became prominent in 1980s with the globalization brought along dramatic changes in social and spatial areas. The social, cultural and economic events that took place on an international level thanks to globalization made the impact of change felt which was reflected on the urban space and, therefore, on the house, resulting in an increase in the importance of the residential sector. Externalization and developed economic structure enabled more investments into houses which introduced a concept of housing populated in urban fringes starting from the city centers. The housing concept which was shaped by the impacts of the urban transformation after 1980 turned into a new emerging lifestyle in Istanbul in 2000s. Accordingly, the study aims to establish the position of housing in Istanbul and new meanings formed by the socio-cultural changes. In this sense, housing before and after 1980, globalization, gentrification, urban transformation, spatial segregation, socio-economic and cultural aspects were discussed based on the structural benchmarks, and 4 different housing forms, namely the “Loft”, “Residence”, “Terraced House”, and “Gated Communities”, with individual structural examples. This study, thus, aims to question the form of tenancy of these houses created through varying concepts and concerns today. The results obtained showed that the housing as an indicator of cultural life in Istanbul has turned into a lifestyle that is shaped by similar aspects and commercial concern, despite different approaches or production forms, eliminating the traces of the cultural life of the society.

The authors have developed the version of the content of the infrastructure of the commercial rental of housing, which defines it as a system of material and information conditions ensuring stable and efficient production of housing services (housing rental services) through the operation of both commercial apartment buildings and other objects of the rental housing market. A system of measures is proposed to remove the rental housing market from the shadow and its further development including that of the commercial apartment building business.

The specific, holistic proposal of the revalorisation demands an interdisciplinary approach, based on urban planning principles of SUN (sustainable urban neighbourhoods), that can reconceptualise housing units on the different scales as plot, patch and part of a city or town. To find proper methodology, this paper attempts to adopt an approved evaluation tool used in the field of property development. Property development strongly adheres to various certification systems. These apply not only to buildings, but on the urban scale, neighbourhoods can also achieve good qualification in systems like LEED Neighbourhood. This study argues that the requirements of LEED Neighbourhood can be adequately applied in the case of existing housing estates; as a result of which, they could become less isolated and could be more easily integrated into the neighbouring urban network as sustainable parts of cities and towns.

The concept of ‘publicness’ addresses the intersection between people and their physical surroundings, and the ways in which they affect each other in an ongoing process. This point of relational exchange is the core concept behind ‘Public Space in European Social Housing’ (PuSH), a three-year HERA-funded project conducted by a transnational, multidisciplinary team of researchers. Large-scale modernist postwar housing estates, often used for social, cooperative, or mass rental housing, tend to be problematised as places of segregation and disintegration in European cities. Yet they are potentially also primary sites for integration between people of different cultural origins and social backgrounds. By investigating publicness in relation to social housing, including cooperative housing and mass rental housing estates, PuSH aims to better understand how cultural encounters happen, and ultimately to reflect on how integration can be better sustained. In this paper, we take a relational conception of publicness as our point of departure to explore the differentiations and intersections between sites and modes of public life in relation to our approach and the social housing estates we investigate. Moreover, we present our conceptual contribution to the concept of publicness, both theoretically and methodologically using multidisciplinary theories and methodologies, and four analytical categories: heritage, practices/policies, democracy, informality, and moreover exhibitions are used as a research tool. This paper is a collaborative output whereby different researchers on the project present their theoretical developments and positions, identify the analytical categories and theoretical vocabularies on which they daw, and reflect on potential ways in which these concepts can be operationalised, and on the synergies that may develop between them. Taken together, our approach offers significant interpretations of publicness in relation to questions of public space, and tackles some of the most pronounced tensions in discussions of public space.

The Islamic residential concept is the famous tagline that several real estate developers chose for their housing products today; it attracts customer attention, primarily from the Muslim community. But only some housing products are suitable to all the ideal criteria of the Islamic Residential concept. Excellent Sharia housing must fulfill all Islamic residential concept requirements, including public facilities, open space, and building quality. The strategy of the ideal Islamic housing concept requirement is optimal natural light and ventilation in the entire room. The inner courtyard is one of the solutions to afford this strategy. The types of openings also affect the daylight penetration in a room. Autodesk Revit Simulation evaluates this research about the daylight factor aspect of Islamic housing in Sharia housing. The research method is a qualitative, quantitative, and comparatively mixed method. The minimum requirement of daylight factor for housing is 5%. The study object shows that in the case of Medina Residence 1, it sufficiently offers the most daylight factor affordability in a Sharia housing project. The research hypothesis is to maximize the daylight factor by modifying several types of windows and adding skylight openings to increase the daylight factor of the entire room. Increased wall window ratio and more inner open spaces are the solutions for the minimum size of the building site. In the case of Medina residence 1, the skylight opening can be applied, but the effect is less significant than making more openings facing the open space.

Co-housing is a collaborative housing concept designed to foster close social bonding and sustainable communities. With the rapid population growth, urban sprawls and housing prices in Malaysia, this concept has gained traction in the housing sector as a viable housing alternative to the existing property market due to its social, economic and sustainability benefits. This paper aims to establish a set of design best practices by conducting a qualitative study on three selected Malaysian co-housing locations and design providers (DP). The methodology consists of interviews, literature reviews and case studies where data gained from the interviews are reviewed with data from the literature and case studies. The resulting analysis recommends that co-housing should focus on the following design aspects: demography size, surrounding context, spatial configuration, space design, “environmental psychology theory” and sustainability considerations. This paper concludes by providing several potential co-housing issues and recommendations for enhancing the benefits of co-housing in Malaysia.

Purpose This study aims to reframe the common concept of post-disaster reconstruction “building back better”, especially in the context of post-disaster housing design. Design/methodology/approach An Aceh post-tsunami housing reconstruction project is used as a case study with qualitative methodology through in-depth interviews of selected respondents. Findings The study findings have shown that the term “building back better” is not a familiar term for housing recipients. Whichever different personal background post-disaster survivors come from, whether they are housewife, civil servant, fisherman, university student, businessman or a professional, none have ever heard this phrase. All found it hard to understand the term. This study argues that the “building back better” concept is good in policy but not working in practice. As a result, housing recipients not only were dissatisfied with their new houses but also found that the new housing configurations profoundly altered their traditional way of life. In light of these findings, the paper argues that the concept of “building back better” needs to be reframed to take account of the cultural individual and communal needs and wants of post-disaster survivors. Research limitations/implications This study discusses only one aspect of post-disaster reconstruction that is the design of housing reconstruction. Practical implications Results from this study provide a practical contribution for reconstruction actors especially designers, architects and planners. It helps them to reconsider the common concepts they have used for post-disaster reconstruction processes particularly in designing housing reconstruction projects. Originality/value This study focuses on the question of how tsunami survivors in Aceh reacted to the design of their new post-tsunami houses and what they had done themselves to make their homes a better and nicer place to live within their own cultural needs. This study also sought to understand what motivated the opinions the respondents had about the design of housing reconstruction after the tsunami in Aceh generally. In addition, the study investigated whether survivors knew the phrase and the credo of “building back better” in a post-disaster context.

Accordingly, the objective of the research was to: (Provide a comprehensive knowledge framework that clarifies the concept of affordable housing and choose the best housing type and cost reduction factors (facilitation aspects) in accordance with local privacy). The research hypothesis : (The factors and means of reducing housing costs (aspects of facilitation mentioned in the research) at the two levels (housing complex and housing unit) as well as choosing the housing style (vertical or horizontal) a role in achieving the principle of affordable housing and solving a large part of the housing crisis. For the purpose of solving this problem, three phases were identified, including the construction of a theoretical framework, which included (4) vocabularies (characteristics of affordable housing, cost-raising factors, cost reduction factors, and dimensions of affordable housing). The results showed that the vertical building pattern (residential buildings) is characterized by its lack of large areas of residential land, thus it is characterized by being less expensive than horizontal construction. Abstract:
Social integration is an important goal of contemporary urban policy in Chile. Using the concept of conviviality understood as the “art of living in community” (Esteva, 2012), this work analyses two socially integrated housing developments in Chile. This paper argues that materially interspersing different socioeconomic groups within housing developments is insufficient on its own to achieve the objectives of social integration espoused in the national urban policy. In particular, it leaves aside community and cultural processes and therefore neglects considerations of inclusion, equity, and conviviality. Furthermore, it is insufficient on its own in meeting sustainable cities and quality of life objectives of the National Urban Development Policy. As a result, we raise critical questions for the implementation of national policy objectives to combat the segregation of cities. The concept of assessing conviviality is proposed as a means to further understand social integration.

Abstract:
Housing is fundamental to the welfare of people and society. On the contrary, housing may impose costs on users as regards their health and quality of life. These costs are not only individual but also social. Studies on the concept of social costs (SCs) related to living conditions of social housing (SH) are scarce, and the concept needs in-depth debates. A systematic literature review (SLR) was conducted to answer the primary research question: What are SCs, and what triggers them? The research specifically aims to identify spatial design factors and construction details of SH, which may cause adverse impacts and social costs and affect households' quality of life. The SLR results are analysed and discussed concerning the major concepts of SCs and social impacts (SIs). The visual representation and organization of data contribute to detailed and in-depth conceptual discussions to understand the factors that can induce actions to improve SH design and upgrading of the existing stock. Most publications emphasise physical and mental health risks. Poor thermal conditions cause illnesses, and depression is prevalent in many housing developments putting pressure on public systems and their health services. Social unrest and family conflict can impose further costs on policing and social assistance. Housing conditions’ cause and effect are rarely detailed in the SC literature, which constitutes a research gap. New housing design, Upgrading or refurbishment initiatives should also effectively increase well-being, reduce environmental impacts, and ultimately contribute towards positive social and technological developments.
