Abstract:
The main objective of the implementation of Sustainable Development Goals (SDGs) in Indonesia is to bring accelerated development in all aspects so that the poverty rate is expected to decrease even disappear. One of the programs that aimed to reduce poverty rates in Indonesia is the provision of housing for the community, especially the underprivileged. Moreover, it is a the million houses program that proclaimed by the Ministry of Public Works and People's Housing, and this program is correlated with the SDGS, especially goal 11 (sustainable cities and communities). The research is relying on secondary data basis primarily from books, journals, published reports and online news. It is expected that this study is able to provide a new insight for the government in building a community residential area, which is to integrate development plans into three dimensions (social, economic, and environment) which are the pillars of sustainable development. Unfortunately, nowadays the government is relying too hard on achieving quantity and a little focus on quality. Furthermore, an experience on the MDGs edition can be an important lesson for the government in realizing SDGs, especially now that SDGs are in line with the points that contained in the RPJMN. Therefore, if the government is able to maximise this global development agenda, it is not impossible that the million houses program can be one of the leading programs in overcoming the problem of poverty, especially housing shortage in Indonesia.

Abstract:
Much contemporary policy seeking to address the problems of urban poverty and the failures of public housing focuses on deconcentrating poverty through the relocation of public housing residents to less-poor neighborhoods or by replacing large public housing complexes with mixed-income developments. Lying behind these efforts is a set of generally integrationist goals, aiming to remove public housing residents from contexts of isolation and concentrated disadvantage and settle them in safer, healthier, and more supportive environments that better connect them to resources, relationships, and opportunities. Although some of the goals of these efforts are being met, the broader integrationist goals are proving elusive. Focusing on the mixed-income component of Chicago’s Plan for Transformation—the most ambitious effort to remake public housing in the country—this article argues that a range of institutional actors (including developers, property management, community-based organizations, and the housing authority) and organizational behaviors (around design, service provision, intervention, deliberation, and representation) shape dynamics that reproduce exclusion and work against the integrationist goals of these policies.

Abstract:
Within the framework of achieving several sustainable development goals, the construction of high-quality and affordable housing for citizens is considered. According to the Decree of the President of the Russian Federation “On national goals and strategic objectives of the development of the Russian Federation for the period up to 2030”, it is necessary to increase the volume of housing construction to at least 120 million square meters per year. The construction of standard-class housing contributes to the achievement of these goals. The article uses regression analysis to determine the main factors affecting the construction of standard-class housing in the city of Yekaterinburg. The problems and prospects for the development of housing construction at the expense of the standard-class segment are also identified.

Abstract:
Introduction The purpose of this study was to assess the effectiveness of a housing transition program for homeless shelter residents with chronic mental illness and substance use. Method A two-group controlled study design was used to assess the program, with 10 participants in an intervention group and 10 in a control group. Goal attainment scaling and quality of life ratings were used pre- and post-intervention to determine if a statistically significant difference existed between groups at post-intervention. Results A statistically significant difference existed between intervention and control group goal attainment scaling scores ( U = 9.50, p < .03, d = 1.34), and on quality of life scores ( U = 10.50, p < .04, d = 1.30) at post-intervention. At a 6-month follow-up, 57.14% of intervention group participants had transitioned into supportive housing, while only 25% of control group participants had transitioned. Conclusion Findings suggest that intervention participants made greater progress toward desired housing goals and reported higher quality of life ratings than controls at post-intervention. This study provides support for the effectiveness of a housing program for homeless adults with chronic mental illness and substance use histories to achieve housing goals and higher quality of life ratings.

ENGLISH ABSTRACT: This study evaluates transformation in South African policies and how it has affected housing delivery in South Africa. Following the collapse of apartheid controls, the new democratic government set an audacious goal of providing appropriate housing to the South African people, as per the Constitutional principle that "all South Africans have a right to a secure place in which to live in peace and dignity. and that housing is a human right", particularly those whom were previously denied housing or could not afford to build their own. Despite changes in the policies, the South African government was unable to meet its targets, nor provide dignified dwellings. Although these challenges were caused by many factors, the most pronounced factor seemed to be the use of traditional and ineffective housing delivery system, such as one-plot-one-dwelling mentality, and lack of integration of housing projects with other social projects. In an effort to improve service delivery, the South African government has in 2004 introduced a new concept, Accelerated and Shared Growth Initiative for South Africa (ASGISA). With the forecast that ASGISA on its own will not have much impact, the author of this study proposes the use of project management as a management philosophy that will assist ASGISA to attain its housing delivery goal(s). With regard to the approach of this study, chapter 1 begins by covering a brief history of the South African policies and the three case studies, i.e. Missionvale, Tin Town and Joe Slovo, where different project management methodologies were used. Chapter 2 goes into slight in-depth analysis of the government chain of legal frameworks and policies, ranging from Reconstruction and Development Program to the National Housing Code of 2000, and lately ASGISA. Chapter 2 concludes by looking at different aspects of project management, including project management in the public sector, and why projects fail in this sector. Chapter 3 covers analyses of application of project management tools in the three case studies. In chapter 4, the findings in the case studies covered in chapter 3 are compared to determine which project was best managed and what value did project management add to the best case study. These case studies are then used in chapter 5 as pillars to discuss how project management can be applied to ASGISA, and what the necessary key success factors are for it to succeed. Finally information covered in this study is pulled together in chapter 6 to discuss and make recommendations on how new systems based on project management principles, could be leveraged in a more significant and efficient manner to improve housing delivery in South Africa. In conclusion, the author stresses the importance of adopting the systems thinking approach under the ASGISA banner in order to achieve better and more effective and efficient housing delivery to the needy.
AFRIKAANSE OPSOMMING: Hierdie studie beoordeel die transformasie van Suid-Afrikaanse beleide en hoe die lewering ten opsigte van behuising daardeur geraak is. Na die verval van die beheermaatreels wat gegeld het tydens die apartheid era, het die nuwe demokratiese regering grootmoedige doelwitte vir die voorsiening van toepaslike behuising aan die Suid-Afrikaanse bevolking gestel, in navolging van die konstitusionele beginsel dat "alle Suid-Afrikaners die reg het op 'n veilige woonplek om in vrede en waardigheid te woon en dat behuising 'n mensereg is", spesifiek daardie persone wat voorheen behuising ontsê is of wat nie kon bekostig om hulle eie huise te bou nie. Nieteenstaande wysigings in die beleidsrigtings, kon die regering nie sy doelwitte bereik nie, en ook nie waardige woonhuise voorsien nie. Hoewel hierdie uitdagings deur vele faktore beinvloed is, blyk die mees uitstaande faktor die gebruik van tradisionele en oneffektiewe behuisings lewering sisteme te wees, soos onder andere die een-standplaas-een-woning mentaliteit en gebrekkige integrasie van behuisingsprojekte met ander maatskaplike projekte. In 'n poging om dienslewering te bevorder het die Suid-Afrikaanse regering in 2004 'n nuwe konsep ingevoer, die sogenaamde "Accelerated and Shared Growth Initiative for South Africa" (ASGISA). Met die voorspelling dat ASGISA in sigself nie veel impak sal hê nie, stel die outeur van hierdie studie voor dat die gebruikmaking van projekbestuur as 'n bestuursfilosofie ASGISA sal instaat stel om sy behuisings leweringsdoelwitte te behaal. Wat die benadering van hierdie studie betref, begin hoofstuk 1 met 'n bondige geskiedenis van die Suid-Afrikaanse beleide en drie gevallestudies, naamlik Missionvale, Tin Town en Joe Slovo, waar verskillende projekbestuur-metodieke gebruik is. In hoofstuk 2 word om 'n geringe in-diepte analise van die regering se reeks van regsraamwerk en beleide, wat strek van die Heropbou en Ontwikkelingsprogram tot die Nasionale Behuisings Handves van 2000 en meer onlangs ASGISA, te onderneem. Hoofstuk 2 word afgesluit deur te kyk na verskillende aspekte van projekbestuur, insluitende projekbestuur in die openbare sektor en waarom projekte in die sektor faal. In hoofstuk 3 word 'n analise van die toepassing van projekbestuur-hulpmiddels in die drie gevallestudies onderneem. In hoofstuk 4 word die bevindinge ten opsigte van die gevallestudies wat in hoofstuk 3 gedoen is, met mekaar vergelyk ten einde te bepaal welke projek die beste bestuur is en wat die waarde was van projekbestuur tot die beste gevallestudie bygedra het. Hierdie gevallestudies word dan in hoofstuk 5 as die pilare gebruik om aan te toon hoe projekbestuur in ASGISA toegepas kan word en wat die sleutel suksesfaktore is vir ASGISA om te slaag. Ten slotte word die studie inligting saamgevat in hoofstuk 6 en bespreek om aan die hand daarvan aanbevelings te maak oor hoe nuwe stelsels gebaseer op projekbestuurbeginsels aangewend kan word om op 'n meer betekenisvolle en effektiewe wyse behuisings lewering in Suid-Afrika te bevorder. Abstract:
The broad objective of this study was to evaluate the effects of grazing and housing management systems on greenhouse gas emissions, blood profiles and meat quality of Nguni goats. A total of 64 castrated Nguni goats were used and a housing structure was designed to accommodate the goats as well as evaluate effects of type of floor on greenhouse gases, meat quality, blood metabolites and fatty acid profiles. In the first experiment: Forty-eight castrated Nguni goats, at 6-7 months old were used for herding (H) or tethering (T) management systems and randomly allocated to pens with earth (E) or slatted (S) floors. Gas sampling was done using static chambers and analysed using a SRI 8610C gas chromatography machine. The highest CH4 fluxes were from the manure of herded goats on earth floors (HE). The highest CO2 fluxes were from manure of herded goats that were housed on slatted floors (HS): The highest N2O fluxes were from the manure of tethered goats that were sheltered on slatted floors (TS). It was concluded from the first experiment that goat manure is an important source of GHG that is influenced by grazing and floor type management systems. The second experiment was done to evaluate greenhouse gas (GHG) emission from disused (DP) vs occupied goat pens (OP) with earth (EF) or slatted (SF) floors. Eight previously occupied pens were used in this study. Sixteen goats were randomly put in the pens labelled occupied pens with earth floors (OPEF) and occupied pens with slatted floors (OPSF) resulting in four goats per OP. There were month by pen use; month by floor type; and use by floor type interaction effects (P < 0.05) on CH4 production. Floor type, use (DP vs OP) and month affected (P < 0.05) CH4 production. Manure on earth floors of occupied pens (OPEF) emitted the highest (P < 0.05) methane followed by earth floors of disused pens (DPEF). The least CH4 was emitted from DPSF. There was pen use (DP vs OP) by floor type interaction effect (P < 0.05) on CO2 emission. Floor type and pen use affected (P < 0.05) CO2 production. Manure in occupied pens with slatted floors (OPSF) produced the highest CO2 and the least CO2 was from disused pens with slatted floors (DPSF). Floor type and month influenced (P < 0.05) N2O production. It was concluded that continued use of goat pens increased GHG emissions. However, disused goat pens with manure remain an important source of GHG as they continued to emit quantifiable levels of CH4, CO2 and N2O. The third experiment was done to determine the effects of grazing and housing management systems on the concentrations of blood metabolites, activity of creatine kinase, body weight (BW), body condition score (BCS) and carcass characteristics using 48 castrated Nguni goats. Tethered goats had higher (P<0.05): urea, creatinine, total protein, globulin concentrations and more activity of CK than herded goats. On the other hand, herded goats had higher (P<0.05) plasma glucose (H: 3.39±0.020 vs T: 3.23±0.020 mmol/L), serum albumin (H: 15.30±0.147 vs T: 14.82±0.144 g/L) concentration. It was concluded that serum concentrations of all the metabolites and the activity of CK were sensitive to grazing system. Herding of goats promoted more glucose concentration and preservation of muscle protein and hence superior body weights and BCS than tethered goats. The fourth experiment was done to determine the effects of grazing and housing management systems on the activity of creatine kinase (CK) and cortisol concentration, and chevon quality. Further, the effect of muscle type [Muscularis longissimus thoracis et. Lumborum (LTL) and triceps brachii (TB)] on chevon quality was also investigated. Forty eight castrated Nguni goats aged 6- 7 months were randomly allocated to tethering (n=24) and herding (n=24) treatments. Floor type affected meat (P<0.05) pH24. Tethered goats had higher (P < 0.05) L* and CL percent than herded goats. Muscle type had a significant influence (P < 0.05) on a*, WBSF and pH. It was observed and concluded that T resulted in higher L* and more CL percent whilst SF lowered the pH24 of chevon; at the same time meat from the TB muscle was more tender, despite having a higher pH24 and more CL percent relative to LTH cuts. The fifth experiment was done to determine the effect of grazing and floor type on fatty acid composition of chevon from tethered and herded Nguni goats. Floor type had no effect on fatty acid composition. Oleic, stearic, palmitic and linoleic were the major fatty acids. Chevon from tethered goats had higher (P < 0.05) proportions of long chain polyunsaturated fatty acids (PUFAs): eicosapentaenoic, docosapentaenoic, docosahexaenoic, conjugated linoleic acid (CLA) and more total SFA, total PUFA, total Omega- 6 and total omega 3 fatty acids than herded goats. On the other hand, chevon from herded goats had more (P < 0.05) C18:1c9, C18:2t9, 12 (n-6), C20:3c11, 14, 17 (n-3) and total MUFA than tethered goats. However, there was no difference (P > 0.05) in the PUFA: SFA and n-6/n-3 fatty acid ratios between the herded and tethered goats. It was concluded that tethering promoted higher proportions of beneficial PUFAs which were more in TB than LTH muscle. The overall conclusions from the whole study were that goat manure is an important source of GHG with high CH4 being emitted from earth floors of herded goats. High CO2 and N2O are emitted from SF of herded and tethered goats, respectively. There were no major differences in meat quality between herded and tethered goats. However, herding promoted more live weight gain than tethering. On the other hand, tethering promoted more beneficial fatty acids. Therefore depending on the objective of the enterprise, smallholder farmers can safely tether or herd their goats. Further, there is need to develop technologies to harness CH4 from goat manure.

Este trabalho procura compreender as práticas e ações dos movimentos de moradia e sem-teto em São Paulo e seus integrantes, na década de 1990, inseridos no contexto do desmanche. Este contexto modificou e transubstanciou as categorias, os diagramas e a forma como os movimentos sociais fazem a experiência e incidem no debate público, alterando os termos da ação política. A experiência circula, mas num campo de encolhimento do possível. A tese pretende mostrar que nesse contexto a política aparece como um excesso. Num contexto de encolhimento do possível a política só pode aparecer necessariamente no seu fundamento, o excesso democrático. A alteração desse contexto demanda uma reinterpretação dos movimentos sociais a partir da leitura das histórias narradas por seus participantes e pelos atores que os circundam. Para empreender a exposição escolhemos três movimentos de moradia e semteto em São Paulo que conformaram suas ações ao longo da década de 1990. A partir das histórias narradas procuramos traçar um mapeamento desses movimentos, suas práticas e os sentidos das nomeações estabelecidas.
This work intends to understand the practices and actions of the social movements which fight for housing projects and the sem-teto and its members in São Paulo, in the 1990 decade, inserted into the deconstruction context. This context has modified and transformed the categories, diagrams and the way which social movements experienced and fell upon public debate, changing terms of political action. The experience spreads, but in a field of possible shrinkage. The thesis intends to show that in this context politics appears as an excess. In a context of the possible shrinkage, politics can only appears necessarily on its principle, the democratic excess. The change of this context demands a re-interpretation of social movements starting from the observation of stories reported by its members and actors that surrounds them. Three movements that fight for housing projects and the sem-teto in São Paulo, which had their actions configured through the 1990 decade, were chosen to explore the thesis. Starting from the reported stories we focus on drawing a mapping of these social movements, its practices and the meanings of the established nominations.

Ao longo dos anos assistiu-se a uma transformação no setor bancário conduzindo a um alargamento do leque de produtos e serviços oferecidos aos clientes. Surgindo a necessidade de informar a Rede Comercial de quais os produtos prioritários em cada período de tempo e de quais os seus objetivos individuais para cada produto. No Millennium bcp estas necessidades são respondidas através da atribuição de objetivos específicos e concretos de cada produto para cada unidade de negócio. A dinâmica de objetivos funciona então como forma de motivação individual do trabalho, como uniformização das prioridades na Rede e como base para a distribuição de incentivos monetários aos colaboradores. Para que os objetivos atribuídos tragam um acréscimo de motivação e produtividade é crucial a sua correta distribuição pelas unidades de negócio tendo em conta diversos fatores como o potencial das suas carteiras. No presente relatório é proposto um modelo de distribuição de objetivos de Crédito de Habitação pela Rede Comercial do BCP. Os resultados foram obtidos através do treino de diferentes algoritmos, nomeadamente Gradient Boost, Árvore de Decisão e Regressão Linear após a realização da recolha e processamento dos dados. Comparativamente à abordagem utilizada anteriormente, os resultados obtidos neste projeto demonstraram uma distribuição mais precisa dos objetivos com valores de erro menores.
Throughout the past years a transformation in the banking industry has been taking place leading to an increase in the range of products offered to clients. Thus, arose the necessity of informing the Retail Network which products are crucial and how much they should sell of each product was created. At Millennium bcp this necessity was answered through assigning specific and concrete goals of each product to each business unit. The goals dynamic works as personal motivation, as a uniformization of priorities throughout the Retail Network and as a base for distributing monetary incentives to employees. So that goals assigned create the increment in motivation and productivity wanted, it is crucial to ensure its correct distribution by each business unit considering their potential and market. The present report proposes a goals distribution model for Housing Credit through Millennium bpc’s Retail Network. The results were obtained by training different algorithms such as, Gradient Boost, Decision Tree and Linear Regression after collecting and prepossessing data. In comparison with the previous methodology used, this model provided a more accurate goals distribution with lower error.

The house price in Taipei and suburbs are rising in recent years, therefore, purchasing a house is a decision which needs to be well planned and considered. When facing such a great amount of house, the decision criteria of buying a house will be more important. This paper selected four programs which are located at Nangang - Chongyang Rd, Songshan – Section 4 of Bade Rd, Xizhi - Section 2 of Datong Rd and Neihu - Kangle St. The decision criteria including, square footages, house ages, distance to working places, markets, schools and gas stations. Using AHP for ranking the weights and using MCGP to evaluate and select the needs of house-purchase, and calculate the best choice in these programs. A case study to analyze and discover the best location of purchase houses for newly married couples.

We present a new and rich model of school choice with flexible diversity goals and specialized seats. The model also applies to other settings such as public housing allocation with diversity objectives. Our method of expressing flexible diversity goals is also applicable to other settings in moral multi-agent decision making where competing policies need to be balanced when allocating scarce resources. For our matching model, we present a polynomial-time algorithm that satisfies desirable properties, including strategyproofness and stability under several natural subdomains of our problem. We complement the results by providing a clear understanding about what results do not extend when considering the general model.

While once people aged 55 and over considered themselves old, most of them now live an active life. Over the past decade, the proportion of those who are fully employed has changed and their stereotypes and behaviour have increased, thus changing the quality of life demands. With the gradual aging of the population, the problem of dealing with the housing of older people begins to grow. Housing is one of the key factors in the fight against social exclusion. Housing promotes coherence between communities, enabling sustainable development goals to be achieved. Each state uses its own housing policy, based on social policy and historical conditions, to solve housing-related problems. In the paper we will discuss the possibilities of life in retirement age.

In recent years, Chiayi City Government has promoted urban renewal, improved the living environment, and enhanced urban functions as the main goals of urban development. Expediting the reconstruction of unsafe and old buildings in the urban planning district is its specific plan. The built public housing in Chiayi has reached an expected useful life, and the building safety and quality of life do not meet the current needs for the residential environment any longer, which leads to the gradually migration of the population in these areas. The notion of developing sustainable communities is generally accepted as a way to reduce the negative environmental impacts associated with human activities, increase the health of citizens, and increase the economic vitality of communities within a country. In order to further the development of sustainable communities, federal and local governments have placed significant attention upon designing sustainability and renewable energy technologies, such as photovoltaic (solar) and grey water recycling systems to reduce (1) fossil fuel based energy consumption, (2) water consumption, and (3) climate changing greenhouse gas (GHG) emissions associated anthropogenic activities. The Pinoleville Pomo Nation (PPN) of Ukiah, CA, is an example of a Native American government and community that has embarked upon an infrastructure development program to design and build culturally appropriate, sustainable housing for its members. This paper describes the co-design methodology created by the authors to partner with communities that have historical trauma associated with working with outsiders on projects that involved substantial usage of engineering and scientific artifacts, renewable energy technologies for example, that have not integrated their value system or has been historically denied to them. As a case study, we present the lessons learned from a partnership with the Pinoleville Pomo Nation and UC Berkeley’s Community Assessment of Renewable Energy and Sustainability (CARES) team to develop sustainable housing that utilizes sustainability best practices and renewable energy technologies as well as reflect the long-standing culture and traditions of the PPN. We also present the Pomo-inspired housing design created by this partnership and illustrate how Native American nations can partner with universities and other academic organizations to utilize engineering expertise to co-design solutions that address the needs of the tribes. As a result of this partnership, the Pomo-inspired house design was utilized to secure federal funding to create housing that will aid the PPN in their tribal sovereignty, economic self-sufficiency, and environmental harmony goals.

In many fast-growing cities around the country, up to three- quarters of the land zoned for residential use is reserved for detached, single-family dwellings at suburban densities. This is both a climate justice and racial justice issue as it has the doubly negative impact of artificially constraining housing supply and driving up costs, forcing many lower and middle income families farther away from job centers and imposing on them long, costly, and carbon-intensive com- mutes. Single-family zoning was also used as an explicit tool to segregate the U.S. by race starting in the 1920s and, in the process, denied countless people of color access to home- ownership, the most powerful wealth-building tool available to U.S. families. This is a significant factor in the stark racial disparities in household wealth that we see today.This paper outlines the findings of a nationally cited report on single-family zoning released by the Seattle Planning Commission, which advises the City Council and Mayor on land use and housing policy and of which the author is a member. It also reviews a collaboration between the com- mission and a graduate research-based architectural design studio and seminar co-taught by the author. This collabo- ration re-envisions urban, single-family neighborhoods to be more equitable, sustainable and livable while engaging students in a national policy dialogue in the process. The results of the studio will advance the commission’s efforts to advise Seattle’s elected officials in revising public policy to be more aligned with the city’s climate and racial justice goals.

In May 2015, Kyrgyzstan became a member of the Eurasian Economic Union, participation in which requires regulation of the economy, taking into account the goals and objectives of the Union. Today Kyrgyzstan is interested in the future of its membership in the EAEU: can we radically change the economic situation in the country and the structure of the economy. Kyrgyzstan's economy requires coordination with external actors in terms of domestic consumption and increasing export potential. To achieve this it is necessary: first, to develop a reasonable program of development of the industry, including the formation of large enterprises and their balanced arrangement in accordance with the level of productive forces; secondly, to make adjustments to the work of the construction sector in the building of not only housing complex, but also the development of infrastructure in all regions of the country and, thirdly, to follow the path of consolidation of the agricultural enterprises based on specialization, taking into account the export interests of Kyrgyzstan.

Sustainable development has always been one of the most important policies implemented by the European Union, mentioned in different treaties over time. In 2015, European Union is setting 17 Sustainable Development Goals (SDG) with 169 targets within the 2030 Agenda for Sustainable Developement. European Union is preseting the SDG 11 Goal aim ”to renew and plan cities and other human settlements in a way that they offer opportunities for all, with access to servicies, energy, housing, transportation, green public spaces, while improving resource use and reducing environmental impacts”. The EU is monitoring the progress towards SDGs for all member states through different indicators, like the recycling rate of municipal waste for SDG 11. In 2018, Romania has the recyling rate of municipal waste of only 11,11%, far away from the average of EU of 47,4%. The local public administrations have an important role in increasing the recyling rate, by providing the best services for the citizens and, in the same time, by reducing the costs of these services. In this matter, the paper presents an innovative solution regarding the waste collection in the largest District from Bucharest, Romania. The underground waste collection platforms represent and alternative for the classic platforms and the innovation comes from the smart component that they integrate, represented by the filling sensors that communicate directly to the sanitation operator. The monitoring system has direct effect by incresing the efficiency of the waste collections process, as follows: reduces the waste collection cost by 50%; improves the services provided for the citizens; predicts waste generation patterns based on data; refines waste collection processes over time; optimizes routing and navigation etc.

From a fortress to a residential castle: a stratigraphic reading of the transformations in the Rocca of Novellara (RE, Italy)The paper reports the results of a stratigraphic reading on the northern façade of the Rocca di Novellara (Reggio Emilia, Italy), a castle which is now the town hall, right in the city centre. Though as a pole of the contemporary public life in Novellara, housing at present both a museum and a nineteenth century theatre, the Rocca recalls its military past through its name and by means of the still standing remains of the walls and corner towers. Besides a well-documented historical development, the stratigraphic investigation of the northern façade –the only part that still hasn’t been restored– allowed a direct observation of the material traces revealing the slow transformation of the Rocca from a fortification to a residential castle. This study gave the chance of understanding the different constructive phases of the castle, making a chronological sequence out of them but it was also meant to reflect about the changes of its character, as the building has been acquiring a complex identity through time, due both to high qualified architectural episodes and to as much meaningful though tiny changes. Thus, the permanence of the stratified marks can be regarded as one of the main goals of a preservation project.

Abstract Managing, processing and correctly disposing of drill-cuttings that have been contaminated with Oil/Synthetic-Based Drilling Fluids is an integral part of drilling most wells in the North Sea and beyond. While recent advances in offshore treatment capabilities have made approach more reliable in recent times, shipping the waste to specialised onshore facilities remains the preferred choice in many areas. As such, the nature of these treatment centres can have a substantial effect on the overall environmental footprint inherent in drilling a well, as well as the perception of the industry to the public living near such facilities. This paper discusses the process of designing and building a modern, fit-for-purpose and completely compliant waste processing facility in Peterhead, near Aberdeen, UK. While a hammer-mill is at the heart of this process, this paper focusses on the facility housing the hammer-mill rather than the thermal desorption process itself. Key areas of discussion include: initial site selection; external area considerations such as drainage, rainwater re-use and skip storage; internal area features to minimise noise and smell; overall HSE goals and processes including re-use of recovered base oil and disposal options for solid and water waste streams. Furthermore, key lessons learnt and potential future improvements, changes and expansion are touched on.

As countries across the globe pursue economic development, the improvement of individual and societal well-being has increasingly become an overarching goal. In the global South, in particular, high levels of poverty, inequality and deteriorating social fabrics remain significant challenges. Programmes and projects for addressing these challenges have had some, but limited, impact. This occasional paper analyses well-being in Gauteng province from a capability perspective, using a standard ‘capability approach’ consistent with Amartya Sen’s first conceptualisation, which was then operationalised by Martha Nussbaum. Earlier research on poverty and inequality in the Gauteng City-Region was mainly based on objective characteristics of well-being such as income, employment, housing and schooling. Using data from the Gauteng City-Region Observatory’s Quality of Life Survey IV for 2015/16, our capability approach provides a more holistic view of well-being by focusing on both objective and subjective aspects simultaneously. The results confirm the well-known heterogeneity in human conditions among South African demographic groups, namely that capability achievements vary across race, age, gender, income level and location. However, we observe broader (in both subjective and objective dimensions) levels of deprivation that are otherwise masked in the earlier studies. In light of these findings, the paper recommends that policies are directly targeted towards improving those capability indicators where historically disadvantaged and vulnerable groups show marked deprivation. In addition, given the spatial heterogeneities in capability achievements, we recommend localised interventions in capabilities that are lagging in certain areas of the province.
