Abstract:
Fraser and Oakley have provided a compelling review of the hazards of the current public housing transformation project. I really appreciate their critical read on both the policy framework and its assumptions and how it has been implemented along with some specific guidance. On this last point, I particularly think it is important to consider the gravity of their observation that the “relationship between the state and the academy has been truncated as alternative perspectives offered by urban scholars critical of such initiatives have been largely dismissed or marginalized in policy circles.” As such an urban scholar, I agree with the statement. However, I do not think the authors have pushed this point nearly far enough if their goal really is “decoupling housing as a right from one's position in a capitalist society.” To do that I argue that we as urban scholars need to not only be critical of policy but also of the policy research that sustains this relationship as well.

Abstract:
In Seoul, a metropolitan city, affordable housing is a major issue. Since 2012, social housing has been implemented as a means to solve housing shortages in the South Korean capital. Various policies in different times have been applied, and Seoul came up with a unique form of social housing: providing housing to those in need. The purpose of this paper is to review the development of social housing in Seoul and to discuss policy implications. First, this paper defines the concept of social housing in Seoul by comparing that of social housing in Western countries. The major differences in the concept of social housing between Seoul and Western countries lies in the provider of social housing. The providers of social housing in Seoul are social economy actors, including non-private organizations and cooperative unions that work as agencies to pursue the public interest. In addition, this paper presents an overview of the historical development and specific features of social housing. Finally, a discussion is presented on the implications for social housings, including the need for the allocation of social housing throughout the city, the extended length of residence, and reliable financial support to social housing providers.

Abstract:
The U.S. Department of Housing and Urban Development (HUD) recently issued rules requiring that federally funded authorities administering public housing must have smoke-free policies. Importantly, this requirement does not extend to Section 8 housing. Under the Section 8 program, public housing vouchers provide subsidies for private rental housing to low-income residents. This study examines support for smoke-free policy options in Section 8 housing. Using a nationally representative survey of adults, we asked 3,070 respondents to agree or disagree with two potential policies. The majority (71%) supported prohibiting indoor smoking everywhere inside buildings that have Section 8 housing units. Alternatively, respondents were less supportive (38%) of a policy to prohibit smoking only inside units with Section 8 subsidies, and allowing smoking in nonsubsidized units. Prohibiting smoking in all units in multiunit housing (MUH) buildings would help protect the health of both the 2.2 million households who receive Section 8 subsidies and their neighbors.

Abstract:
The problems that have historically plagued public housing programs and hampered their implementation have been the focus of countless inquiries by scholars, professionals, government agencies, housing advocates, and concerned citizens. These studies have contributed variously to the understanding that the failure of the state and the federal government to meet even the most fundamental need for shelter of the nations poor is linked to deeply rooted inequalities of class, race, and gender. Minorities, female-headed households, and the homeless face significantly more severe housing problems than any other segment of our population. Differentiating among these groups and the type of problems that each face is essential to developing effective strategies to meet their housing needs (Marcuse, 1989:68).

During this period I testified before city council regarding proposed housing-focused land use legislation, presented my analysis of that policy in professional and community forums, published opinion pieces in the Seattle Times, coordinated the housing advocacy efforts of AIA Seattle, conducted graduate-level design studios focused on the topic at the University of Washington, and presented the student work (often with students) in venues throughout the city. Abstract:
Encouraging and supporting Community Based Governance for Informal Housing and Settlements to achieve a sustainable built environment is essential. However, this will be the greatest challenge facing countries as they become more urbanized. Governance has become difficult to define and measure, much less described as a theory that can be modelled and applied to policy and in making decisions. The difficulty in definition was traced both to the evolving roles of the planner; and ontological and epistemological paradigms that have shaped research. This research defined Community Based Governance as a theory. This was explored using a Grounded Mixed Methods to integrate quantitative and qualitative data. Using intersectionality and structuration, the outcomes were examined. Initial results from Trinidad suggest that the reformulated theory of Community Based Governance has demonstrated failures and unsustainability of the public sector’s squatter regularisation programme where Community Based Governance though essential, is undermined. However, this contradicts the success that the programme claims.

Abstract:
The Nordic Economic Policy Review (NEPR) is an annual publication presenting some of the latest and cutting-edge research into selected topics of economic policy. This year’s edition dives into the Nordic housing markets, examining some of the key policy mechanisms behind the rapidly rising housing prices, as well as the impacts on social welfare and social and ethnic segregation. The theme is selected by the NEPR steering group, which consists of representatives from the Nordic Ministries of Finance, Nordregio, and the NEPR editor. This publication provides a short summary of the five NEPR 2021 articles, which seek to answer the following questions: André Anundsen: What is the prevalence of house price bubbles in the Nordics? Erlend Eide Bø: Do buy-to-let investments lead to higher housing prices? Mats Bergman and Sten Nyberg: What explains the large increase in the relative cost of construction? Abstract:
Despite the sharp drop in transit ridership throughout the USA that began in March 2020, two different uses of land near transit stations continue to be implemented in the United States to promote ridership. Since 2010, transit agencies have given priority to multi-family residential construction referred to as transit oriented development (TOD), with an emphasis on housing affordability. In second place for urban planners but popular with suburban commuters is free or inexpensive parking near rail or bus transit centers, known as park-and-ride (PnR). Sometimes, TOD and PnR are combined in the same development. Public policy seeks to gain high community value from both of these land uses, and there is public interest in understanding the circumstances and locations where one of these two uses should be emphasized over the other. Multiple justifications for each are offered in the professional literature and reviewed in this report. Fundamental to the strategic decision making necessary to allocate public resources toward one use or the other is a determination of the degree to which each approach generates transit ridership. In the research reported here, econometric analysis of GIS data for transit stops, PnR locations, and residential density was employed to measure their influence on transit boardings for samples of transit stops at the main transit agencies in Seattle, Los Angeles, and San José. Results from all three cities indicate that adding 100 parking spaces close to a transit stop has a larger marginal impact than adding 100 housing units. Previous academic research estimating the higher ridership generation per floor area of PnR compared to multi-family TOD housing makes this show of strength for parking an expected finding. At the same time, this report reviews several common public policy justifications for TOD as a preferred land development emphasis near transit stations, such as revenue generation for the transit agency and providing a location for below-market affordable housing where occupants do not need to have a car. If increasing ridership is important for a transit agency, then parking for customers who want to drive to a station is an important option. There may also be additional benefits for park-and-ride in responding to the ongoing pandemic.
