Abstract:

Fraser and Oakley have provided a compelling review of the hazards of the current public housing transformation project. I really appreciate their critical read on both the policy framework and its assumptions and how it has been implemented along with some specific guidance. On this last point, I particularly think it is important to consider the gravity of their observation that the “relationship between the state and the academy has been truncated as alternative perspectives offered by urban scholars critical of such initiatives have been largely dismissed or marginalized in policy circles.” As such an urban scholar, I agree with the statement. However, I do not think the authors have pushed this point nearly far enough if their goal really is “decoupling housing as a right from one's position in a capitalist society.” To do that I argue that we as urban scholars need to not only be critical of policy but also of the policy research that sustains this relationship as well.

Abstract:

In Seoul, a metropolitan city, affordable housing is a major issue. Since 2012, social housing has been implemented as a means to solve housing shortages in the South Korean capital. Various policies in different times have been applied, and Seoul came up with a unique form of social housing: providing housing to those in need. The purpose of this paper is to review the development of social housing in Seoul and to discuss policy implications. First, this paper defines the concept of social housing in Seoul by comparing that of social housing in Western countries. The major differences in the concept of social housing between Seoul and Western countries lies in the provider of social housing. The providers of social housing in Seoul are social economy actors, including non-private organizations and cooperative unions that work as agencies to pursue the public interest. In addition, this paper presents an overview of the historical development and specific features of social housing. Finally, a discussion is presented on the implications for social housings, including the need for the allocation of social housing throughout the city, the extended length of residence, and reliable financial support to social housing providers.

Abstract:

The U.S. Department of Housing and Urban Development (HUD) recently issued rules requiring that federally funded authorities administering public housing must have smoke-free policies. Importantly, this requirement does not extend to Section 8 housing. Under the Section 8 program, public housing vouchers provide subsidies for private rental housing to low-income residents. This study examines support for smoke-free policy options in Section 8 housing. Using a nationally representative survey of adults, we asked 3,070 respondents to agree or disagree with two potential policies. The majority (71%) supported prohibiting indoor smoking everywhere inside buildings that have Section 8 housing units. Alternatively, respondents were less supportive (38%) of a policy to prohibit smoking only inside units with Section 8 subsidies, and allowing smoking in nonsubsidized units. Prohibiting smoking in all units in multiunit housing (MUH) buildings would help protect the health of both the 2.2 million households who receive Section 8 subsidies and their neighbors.

Abstract:

Regarding the National Housing Policy in Brazil, this paper aims to identify how institutional capacities vary into municipalities, and if this variation is related to housing deficit rates. Specific literature explains that the supply of housing services depends on the existence of agencies and resources to plan and execute public policies. This paper tests the hypothesis that there is a negative correlation between the level of institutional development and housing deficit – so that higher institutional development implies lower rates of housing deficit. An institutional development index (IDI) was created, based on the existence (or not) of Municipal Housing Fund and Municipal Housing Council. The research design combined the methods of principal component analysis, ANOVA and a regression model of ordinary least squares (OLS). Using descriptive and multivariate analysis, the main finding was that higher institutional development is associated with lower housing deficit rates in most of Brazilian municipalities.

This article summarizes and reviews the cross-discipline literature on violent crime in destination neighborhoods postrelocation in order to build a more comprehensive picture of risk factors for violence, as well as how and why housing policies influence risk of violence. High rates of violent crime continue to be a persistent problem in areas of concentrated poverty and public housing. Modern housing programs such as Moving to Opportunity and Housing Opportunities for People Everywhere are popular interventions for reducing the density of low-income people receiving public housing assistance by relocating residents of distressed housing projects. However, evidence suggests that relocated residents may not experience less violence or improved safety in their new communities.

Abstract:

The rapid development of urban rail transit system leads to the rising land rent and housing rent along the rail transit line. In order to respond to housing demand for low-income households, the public rental housing policy came into being. Public rental housing, with the advantage of lower rent than commercial housing, has become the primary choice for low-income households. However, the preset location of public rental housing is usually in the suburbs, separating the workplace and residence, which increases in travel cost. Consequently, it is particularly necessary to study the effect of public rental housing on the utilities of heterogeneous households from the perspective of transportation, and an equilibrium model of housing choice for heterogeneous households under public rental housing policy has been suggested in this paper. The result shows that the change in average operating speed of the rail may lead to the difference in urban residential formation and the increased speed of the rail may not be able to eliminate the location disadvantage of public rental housing. Furthermore, we find that ultra-limit public rental housing with the remote location is detrimental for low-income households. The model explicitly considers the interaction among the government, property developers, and heterogeneous households in the housing market, and can be utilized as an instruction for the future sustainable development of public rental housing.

The legislation of public housing policy in Taiwan was in the 1949 after the Nationalist Government moved to Taiwan from China. Since 1949, Taiwan faced several difficult situations, for example the oil crisis period and the real estate economy took off. In 2000, government decided to stop this policy, and didn't offer any appropriate social housing policy. However, Taipei is the most densely-populated city in Taiwan. People could not buy their own private house for the high price. Its showed us a great deal of the need of housing rental. With this matter, Taipei City Government began to offer the public housing in 2012. This syudy compares the Taiwan national public housing policy and the Taipei local social housing overall policy planning. The purpose of this study is to examine if the Taipei social housing policy suits the rent market or not. We discussed the advantages and disadvantages of Taipei policy planning, analyzed the need of improvement on Taipei social housing policy.

Purpose This paper aims to examine the factors affecting the implementation of affordable housing policies in two Chinese municipal governments. Since 2010, the Chinese government has enforced an ambitious plan to adopt affordable housing provisions accompanying a series of urbanization programs. Furthermore, the policy implementation at the local level has led to various outcomes but has been scarcely investigated. The views of policy implementation from local officials are crucial in the context of intergovernmental relations. Therefore, it is important to examine the views of local public officials on the development status and challenges in the context of Chinese intergovernmental relations. Design/methodology/approach This paper verifies which factors exert significant impacts on the willingness of local officials to adapt affordable housing policies by using the logistic regression model and marginal effect estimation. With original data from the fieldwork surveys of city administrators, the measures incorporated local characteristics as well as the intergovernmental support from the central government in two selected megacities, Guangzhou and Shenzhen. Findings There are significant differences in local investment between the selected cities. Intergovernmental support from the central government, city development strategies, implementation perceptions of local governments and land supply, all significantly impact the selection of an affordable housing program and its overall implementation. Originality/value To the best of the authors’ understanding, this study would be one of the first to empirically explore the view of municipal public officials on affordable housing policy in China. This paper provides an empirical analysis from municipal public officials on the local implementation of affordable housing policies in China. As the outcome of housing policies actually depends on the implementation willingness of public officials and the overall performance of local governments, this explorative study would benefit the future development of China’s affordable housing policy.

Thomas Philpott, in his pioneering study, The Slum and the Ghetto, argued that housing reformers were paternalistic, that “regulating tenant conditions … involved regulating the tenement dwellers.” In particular, he pointed out the problems with housing laws that seemingly improved the quality of housing for the poor by setting minimum standards. Instead of improving conditions, however, these regulations simultaneously raised the price of new housing beyond what immigrants and poor workers could pay, while also destroying those buildings, no matter how troubled, that they could afford. In other words, middle-class housing policy, while well intentioned, had a negative impact, because it failed to consider the needs of the population or to provide affordable substitutes for the housing that was eliminated.

Over the past decade, in the wake of the global housing crisis, many countries have again turned to public housing to increase the supply of affordable housing for disadvantaged residents. Because the literature and past experience have generally shown public-housing policies to be contrary to the urban-diversity approach, many countries are reshaping their policies and focusing on a mix of people and of land uses. In this context, the Israeli case is particularly interesting. In Israel, as in many other countries (such as Germany and England), there was greater urban diversity in public-housing construction during the 1950s and 1960s (following the state’s establishment in 1948). However, at the beginning of the new millennium, when many countries began to realise the need for change and started reshaping their public-housing policies in light of the urban-diversity approach, Israel responded differently. In this study I use urban diversity’s main principles – the mix of population and land uses – to examine the trajectory of public-housing policy in Israel from a central housing policy to a marginal one. The findings and the lessons derived from the Israeli case are relevant to a variety of current affordable-housing developments in many places.

Background A robust evidence base is needed to develop sustainable cross-party solutions for public housing to promote well-being. The provision of public housing is politically contentious in New Zealand, as in many liberal democracies. Depending on the government, policies oscillate between encouraging sales of public housing stock and reducing investment and maintenance, and large-scale investment, provision, and regeneration of public housing. Aim We aimed to develop frameworks to evaluate the impact of public housing regeneration on tenant well-being at the apartment, complex, and community levels, and to inform future policies. Method Based on a systems approach and theory of change models, we developed a mixed methods quasi-experimental before-and-after outcomes evaluation frameworks, with control groups, for three public housing sites. This evaluation design had flexibility to accommodate real-world complexities, inherent in evaluating large-scale public health interventions, while maintaining scientific rigor to realize the full effects of interventions. Results Three evaluation frameworks for housing were developed. The evaluation at the apartment level confirmed proof of concept and viability of the framework and approach. This also showed that minor draught-stopping measures had a relatively big impact on indoor temperature and thermal comfort, which subsequently informed healthy housing standards. The complex and community-level evaluations are ongoing due to longer regeneration timeframes. Conclusion Public housing is one of central government’s larger social sector interventions, with Kāinga Ora – Homes and Communities the largest Crown entity. Evaluating public housing policies is important to develop an evidence base to inform best practice, rational, decision-making policy for the public as well as the private sector.

How does spatial scale affect support for public policy? Does supporting housing citywide but “Not In My Back Yard” (NIMBY) help explain why housing has become increasingly difficult to build in once-affordable cities? I use two original surveys to measure how support for new housing varies between the city scale and neighborhood scale. Together, an exit poll of 1,660 voters during the 2015 San Francisco election and a national survey of over 3,000 respondents provide the first experimental measurements of NIMBYism. While homeowners are sensitive to housing’s proximity, renters typically do not express NIMBYism. However, in high-rent cities, renters demonstrate NIMBYism on par with homeowners, despite continuing to support large increases in the housing supply citywide. These scale-dependent preferences not only help explain the deepening affordability crisis, but show how institutions can undersupply even widely supported public goods. When preferences are scale dependent, the scale of decision-making matters.

Housing policy in South Africa requires that government departments at different spheres coordinate their activities to facilitate the provision of housing. This coordination is imperative because without such, effective housing provision remains compromised. The question that this paper raises is: whither intergovernmental relations (IGR) for housing policy implementation in South Africa? From this question it is clear that the nature of this discussion is conceptual as it seeks to engage on the institutional IGR model of public housing delivery. This question is raised in this paper because a system that ties activities of different spheres of government is necessary to realise housing policy implementation outcomes. However, in responding to this question several issues receive attention: Firstly, a broader view on a social contract as well as establishing public institutions to facilitate public service delivery.Secondly, intergovernmental relations and housing which consider the nature of IGR system in place, while arguing that this system is not viable for housing delivery. Thirdly, while the municipal accreditation system has been introduced, it remains complex and costly in addressing housing delivery challenges. In the final analysis, this paper argues for a constitutional amendment which would allow housing to become a functional competency of municipalities similar to other human settlements components such as roads constructions, electricity, sanitation and clean drinking water.

AbstractIn 1982, President Ronald Reagan’s administration initiated a dramatic policy shift towards a new housing voucher program, which simultaneously resulted in a near-halt in public and project-based assisted housing funding. When analyzing this historic policy shift, many affordable housing scholars have overemphasized race-absent narratives about fiscal austerity to explain the Reagan administration’s policy rejection of public housing and embrace of housing vouchers. To present a more comprehensive and intersectional history of the Reagan administration’s transition to housing vouchers, I employ an alternative methodological lens that I call Black feminist critical policy studies. This paper traces how the Office of Management and Budget and Housing and Urban Development officials relied on obscured racial and gender bias in their debate informing Reagan's alternative housing voucher program. By revealing the social bias endemic in the Reagan administration’s housing debate, this article illustrates that housing vouchers were not simply a neutral, cost-efficient policy tool but helped ensure low-income black mothers’ continued subjection to anti-welfare backlash, housing discrimination, and paternal supervision.

Housing represents a basic human need. Families can access housing through public policy, market mechanisms or by their own resources. This article adopts a welfare regime approach to analyse the housing sector in Mexico. The objective is to map the Mexican housing regime and to reveal its major outcomes. The study reveals the roles that public policy, markets and families have played for housing provision in the country's recent history. Findings show that whilst recent policy changes have enhanced the government's intervention in the housing sector, they have reproduced the unequal and fragmented nature of the country's social policy, and their design based on a market rationale has not resolved the housing needs for the majority of the population. The state and markets fail to provide adequate support for the majority of Mexican families, which continue to bear the heaviest responsibility for housing provision.

Abstract:

There is no housing policy at the level of the European Union. Therefore, it is the domain of national options. There are also big differences between individual Member States. Despite that, the basic feature of the housing policies has been privatisation in most European countries over the last twenty years. It means transferring the responsibility for housing provision from the state to the market and formation of financial networks within which an individual can provide his or her housing. In nearly all EU Member States, including Slovenia, a major volume of selective allocation of housing construction for the market and a higher level of housing quality are noticeable. The purpose of this paper is to present the housing policies and the housing market conditions in Slovenia, Great Britain, Germany, Sweden and Spain. On the basis of the comparative analysis of the selected countries, we tried to present characteristics, differences or similarities in the housing standard. They are reflected in the quality, availability and accessibility of the housing stock. Abstract:

The literature about the consequences for welfare states of the economic developments of the last twenty-five years has tended to emphasise country differences. In contrast, interpretations of developments in social housing focus much more on similarities, with privatisation often being viewed as the common policy response. The author uses longitudinal data for thirteen countries to examine whether social housing is actually different in this respect. The analysis shows that, whereas in some countries there has been a reduction in social housing's share of total housing production, in other countries there has been an increase. These international differences are not explained by different demographic and economic developments. The author offers alternative explanations.

Abstract:

As the center of government and economy in the East Sumatra region during the Dutch colonial era, the city of Medan continued to develop and grow in line with the success of the surrounding plantation businesses. This situation resulted in many people coming to Medan to stay and settle down. The large number of people who came to Medan resulted in an increase in population in Medan which resulted in an increase in the number of housing needs at that time, especially houses that met health and safety standards. Since there were many houses that did not meet the standards at that time, the Medan City Government considered that this housing problem had to be taken seriously so they made a policy to establish public housing that met the standards set, which was called “Volkshuisvesting” or people's houses. This housing development policy was also widely carried out in several Gemeente in the Dutch East Indies at that time. Volkshuisvesting itself is public housing aimed at middle and low income people with the aim of helping them to have a decent place to live in. Many things have been prepared by the Medan City government to realize this public housing policy for the people or Volkshuisvesting, starting from planning, provision of funds, housing areas etc. Using historical methods and using sources such as the Dutch colonial archives, newspapers and books that discuss housing published during the Dutch colonial period, this article explains how the Medan City Government plans to build public housing in Medan.

Abstract:

While the decentralised system adhered to by Indonesia has allowed the central government to delegate its affairs to local governments and has brought benefits for democracy, several issues are open for improvement. One of the areas allocated to local governments is housing and settlements. There are indications that in some cases the local governments fail to provide access to public housing for outsiders, who are also vulnerable to eviction and resettlement. This article discusses legal regulations and examples of housing policy at the national level. Moreover, it assesses general practices of four Indonesian local governments: Jakarta, Surabaya, Jogjakarta and Surakarta, concerning access to public housing for outsiders. The article investigates whether the four Indonesian local governments unintentionally facilitate indirect discrimination or legally limit the right to housing for the purpose of promoting the general welfare. The analysis is based on the prohibition of indirect discrimination related to the right to housing in the International Covenant on Economic, Social and Cultural Rights (icescr), General Comments and Concluding Observations.

Background: To assess residents’ attitudes towards the United States (U.S.) Department of Housing and Urban Development’s new smoke-free public housing policy, perceptions about barriers to policy implementation, and suggestions for optimizing implementation. Methods: In 2017, we conducted 10 focus groups among 91 residents (smokers and nonsmokers) living in New York City public housing. Results: Smokers and nonsmokers expressed skepticism about the public housing authority’s capacity to enforce the policy due to widespread violations of the current smoke-free policy in common areas and pervasive use of marijuana in buildings. Most believed that resident engagement in the roll-out and providing smoking cessation services was important for compliance. Resident expressed concerns about evictions and worried that other building priorities (i.e., repairs, drug use) would be ignored with the focus now on smoke-free housing. Conclusions: Resident-endorsed strategies to optimize implementation effectiveness include improving the access to cessation services, ongoing resident engagement, education and communication to address misconceptions and concerns about enforcement, and placing smoke-free homes in a larger public housing authority healthy housing agenda.

The origins of the policy of kampong improvement and public housing beginning of the 20th century and anyone who participated in it in encouraging the policy and its results originated from the poor condition of the kampong environment in the Surabaya city since the 1900s, which has caused the spread infectious diseases and casualties for the urban community and the lack of provision of adequate housing for them. Provision of decent and affordable housing in Indonesia has been faced with difficulty due to lower level of housing accessibility from the housing schemes submitted to the free market. Limited access to housing presents a significant impact on low level of community welfare. Based on these problems, this study aims to analyze the proper housing provision policy scheme in improving the welfare of the community. This study raises the case of ASN as one of the with no home ownership, especially for ASN with low rank / class. Based on the results of descriptive statistical analysis, housing provision is advised to address the preferences of beneficiaries, including priorities such as: (i) housing provision acessing proximity to public services; (ii) housing provision acessibility to work location; and (iii) specifications for housing provision adjusted to rank / class level. The conclusion which can be withdrawn in the ASN case bears theconcept of providing housing considering the four principles of: propriety, fairness, rationality, and conformity. The finding of this study is expected to provide a modeling concept for housing provision policy in accordance with the principle of equal access to public

This article focuses on the identification and illustration of the shift in low income housing policy and implementation in Thailand. Housing is one of the major sectors of national development; it plays a vital role in a developing country. Policy and housing mechanisms have witnessed major shifts toward affordable housing since 1973, mainly implemented by the public sector. This article is concerned with the decentralization of the governmental role in providing shelters for low income groups to the present-day civil society activity in the creation of affordable housing. The role of civic social innovation in urban development was a result of key social structure changes to strengthen a community based on social capital. An affordable house is not a spatial organization but rather a reflection of social movement planning. The objectives of the study were (1) To analyze a comparative study between public sector and civic society approaches to affordable housing development by NHA and CODI; (2) To analyze the lesson learnt from development projects by government and civil society, using a thorough analysis of the process of participatory subsidies; (3) To identify the government policy and civic society by NHA and CODI effects on urban development processes in Bangkok Metropolitan Areas. This could help NHA to identify any necessary changes to policies to encourage low income housing development; and (4) To recommend a policy of affordable housing developments for the low income group. The research method comprised a field-base case study using observation, interviews, and questionnaires, which was conducted among a random selection sample of 200 households in Baan Eua Ah-torn Project and Baan Man Kong Project. These findings provide a policy framework that brings together three concepts. First, a policy of providing for low income groups alone is not effective in the development of housing projects; it should mix income groups for sustainable housing development. Second, Baan Man Kong Project places more emphasis on the process and continuity of development than Baan Eua Ah-torn projects. Third, both projects will support the housing shortage. In the final section, conclusions are drawn about social innovation in governmental policy, focusing on empowering experiments with decentralization and governmental democracy accessible to civil society and its interests.

ABSTRACTThis paper describes housing policy in the Netherlands and the current crisis over subsidies. It argues that the development of the welfare state, the housing system, and recent retrenchment contain contradictions which reflect the distinctive nature of Dutch politics and social structure. In particular, it suggests that the existence of pillarized social cleavages has been influential in the growth of a progressive welfare state, in providing a secure base for social rented housing, and in sustaining high levels of support for spending on housing subsidies. Expenditure cutbacks and measures for administrative rationalization are outlined, and some of the contradictory effects on housing policy are examined.

Abstract Since the instability of housing markets may be quite harmful for the real economy, we explore whether public housing construction programs may tame housing market fluctuations. As a workhorse, we use a behavioral stock-flow housing market model in which the complex interplay between speculative and real forces triggers reasonable housing market dynamics. Simulations reveal that plausible and well-intended policy measures may turn out to be a mixed blessing. While public housing construction programs may reduce house prices, they seem to be incapable of bringing house prices much closer towards their fundamental values. In addition, these programs tend to drive out private housing constructions.
