In 2012, Zuni Icosahedron (Hong Kong), Za-Koenji Public Theatre (Tokyo), and the Jiangsu Kun Opera Theatre (Nanjing) initiated the Toki Project, an intercultural platform devoted to the transmission of kunqu and noh through contemporary performance. Originating from a Shanghai Expo 2010 commission, Toki provides a theatrical application of Chen Kuan-hsing’s influential notion of “Asia as method.” As epitomized by the yearly One Table, Two Chairs performances at Nanjing’s Toki Arts Festival, Toki partakes in Asia as method’s effort toward “decolonization, deimperialization, and de-cold war” through aesthetic and epistemological deconstruction, endorsing a dialogic model of intercultural performance as inter-Asian relation.

Governments in many countries are gradually adjusting their traditional concepts and committing private businesses to conducting governmental business and services in order to achieve economic and operational goals and to introduce more dynamic technologies from private organisations for better financial flexibility. With a freely competitive mechanism in private markets, the quality and efficiency of public services could be effectively promoted in order to enhance economic benefits. Using data from garbage clean-up outsourcing in various districts under the 2008-2010Environmental Protection Bureau, Kaohsiung City Government, the Data Envelopment Analysis (DEA) and the Malmquist Productivity Analysis were combined to measure the total efficiency (TE), pure technical efficiency (PTE), and scale efficiency (SE) of the garbage clean-up services in 11 districts in Kaohsiung City to provide follow-up information on the garbage clean-up outsourcing initiative of the Environmental Protection Bureau, Kaohsiung City Government. The empirical results for overall efficiency show that optimal total efficiency was reported in the Hsin-hsing District (0.99), optimal pure technical efficiency in the Hsin-hsing District (0.99), and optimal scale efficiency in the San-min District (1.00).

For a long time, scholars have known that the ancient Sino-East Africantrade relationship produced valuable accounts of East Africa in the Chinese imperial archives. Particularly, the historical documents compiled during the T'ang, Sung, and Ming dynasties contain several insightful snapshots of East Africa over the span of 800 years. Unfortunately, due to the difficulty of translating ancient Chinese texts, scholars have not been able to utilize these documents fully. In other cases, scholars have misused the translations to derive conclusions that may not be supported by the original text. In this essay I propose to re-examine the original Chinese sources and the way these sources have been used by subsequent scholars. Furthermore, I shall explore the real or potential contribution of these texts to our understanding of East African coastal history.The primary source of Chinese knowledge about East Africa during the T'ang dynasty (618-907) comes from Ching–hsing Chi (“Record of Travels”) and Yu–yang Tsa–tsu (“Assorted Dishes from Yu–yang”). During the Sung dynasty (960-1279), most of the information is recorded in Chu-fan-chih (“Gazetteer of Foreigners”) and Ling–wai Tai–ta (“Information from Beyond the Mountains”). Finally, the record of the Ming (1368-1644) naval expedition into the western Indian Ocean is preserved in Wu–pei–chih (“Notes on Military Preparedness”), Hsing–ch'a Sheng–lan (“Triumphant Vision of the Starry Raft”), and Ming Shih (“History of the Ming Dynasty”).

In this paper, we investigate an underwater vehicle with two rudders suitable for working in Kuroshio near the eastern Taiwan, where the flow field of ocean current is less than 1.0m/sec. Lift and drag forces of the underwater vehicle submerged in the sea were calculated at different attack of angles and rudders by using finite element method. An on-site experiment with a prototype vehicle was also conducted located on Hsinta Fishing Harbor. Results show that lift force for the rudder of prototype vehicle near the sea surface is only 60% of theoretical calculations. To reduce the turbulence effect, the position of rudders in the front and the rear for the underwater vehicle should not be at the same level. Drag forces increase tremendously with increasing attack of angles compared with the effect of rudder’s quantity. The power-free underwater vehicle has been built and controlled steadily at 0.6~0.7m/sec flow velocity, suitable for carrying generators in Kuroshio.

Abstract:
A 14-year-old intact male Chinchilla cat was presented to Veterinary Teaching Hospital, Chung Hsing University due to a sudden weakness of the hind limbs. Coldness was found on both hind limbs. Pulseless on the right hind limb and a weak-pulsed on the left hind limb were revealed by physical examination. Thrombus was detected in aortic bifurcation by ultrasonography. After treating the patient with supportive care, antithrombotics (including Dalteparin sodium, clopidgrel) and thrombolytics (Streptokinase), the thrombus lysed on the next day. Being able to use the affected limbs in the following days, the cat was discharged on the 6th day, although Ischemia-reperfusion injury was still presented. It indicated that thrombolytics may be a choice that is beneficial to some cats with distal aortic thromboembolism.

Abstract:
This article traces the complexities inherent in the formation of the public sphere in India and how this can be seen as impinging on specific kinds of media discourses. After highlighting a few of the apparent contradictions in the Indian public sphere, the article builds on the insights offered by Partha Chatterjee, Kuan-Hsing Chen and Walter Mignolo to argue the case for the need to reconceptualise the concept of the public sphere in order to make it more suitable for the Indian context. Using media reports on terrorism and terrorist activities in India and the diverse conceptualisations of terrorism that underpin them as examples, this article demonstrates the exercise of symbolic power by the state and the media, and how this is indicative of the contradictions intrinsic to the public sphere in India.
