Abstract:
In the 1980s, after a decades-long emphasis on economic growth as the primary engine for development, a number of prominent economists and development practitioners heralded a new era in the conceptualization of development as primarily a human endeavor with improved life chances and quality of life as the proper end. Thus was coined the term “human development,” followed by subsequent efforts to delineate the essential dimensions of human development and the appropriate measures of a development endeavor that no longer had “growth” (and, more narrowly, increased income) as its primary indicator but now sought to measure human ends, capabilities, and opportunities. Of most prominence, the United Nations Development Programme (UNDP) took up this charge in the form of an annual global human development report, releasing the first one in 1990. Perhaps no other human development reports have received as much attention in the past few years as have the Arab human development reports.

Abstract:
The Human Development Index (HDI), which measures a country’s human development level, considering the health, education and income indicators of countries has been published in the Human Development Report each year since 1990 by the United Nations Development Programme. Norway, which is a highly developed country, was at the top of the Human Development Index. Therefore, the aim of this study is to evaluate Norway’s human development performance. In this context, the relationship between human development and economic growth has been examined at empirical level for Norway for the period between 1990-2017. In the study, firstly, ADF and PP unit root tests were performed. Then, Granger causality analysis was applied. According to the results of Granger causality analysis there is a one-way causality relationship from human development to economic growth.

Abstract:
In the recent literature on development economics, the adjective 'human' is encountered with increasing frequency. On the one hand, the 'human resource-led development (HRLD) strategies' of the kind that were presumably adopted by the Newly Industrialized Countries of Asia are being increasingly cast as the leading means of achieving rapid economic growth. And on the other hand, in a manner that is reminiscent of the 'growth versus distribution' debate of the early 1970s, we are being urged to set our goals more in terms of broad 'human development' of the society rather than merely its 'economic growth'. These new trends in the economic development literature are evident from the contents ofthe recent academic journals as well as from the activities of the various international organizations. The World Bank's choice of 'Poverty' as the theme for its 1990 World Development Report, the United Nations Economic and Social Commission's April 1988 pronouncement of the 'Jakarta Plan of Action' regarding human resource development in the ESCAP region, the United Nations Development Programme's recent Human Development Report, and the Asian Development Bank's analysis of the role of human resources in economic growth in its 1990 Asian Economic Outlook are cases in point.

Abstract:
This paper summarizes the arguments and counterarguments within the scientific discussion on the issue of sustainable development with reference to discourses, creativeness, boundaries and institutional architecture. The main purpose of the research is to understand current global challenges – environmental, geographic, socioeconomic – poverty, hunger, health and inequality. Sustainability is a complex issue which interchangeably in use with sustainable development. The term sustainability discourse stands to maintain the equilibrium between nature and society and fulfill the societal demands (which could be environmental, economic and social. The boundaries of sustainable development can also be seen and evaluated in terms of institutionalization process and organizational process. More importantly, United Nation has been vigorously working to overcome with these challenges through various initiatives. In this regard, United Nation has been pioneering to minimize global challenges throughout its history. United Nation declared four decades (1960-1990) as development decade with the objective of total development primarily in the developing world. In 1990, UN presented Human Development Report 1990, and in 2000 UN declared millennium development goals (2000-2015). However, Goals were only partially achieved. With this experience, UN declared “Transforming our world: the 2030 Agenda for Sustainable Development, which declared 17 Sustainable Development Goals and 169 targets. The investigation of the topic in the paper is carried out in the following logical sequence: 1) what is the epistemological stand of sustainable development; 2) how discourses are developed, what is the limitation; 3) boundaries, how creativeness is incorporated in the sustainability domain and are SDGs are achievable; 4) are governments are ready to cope with the domestic and international challenges. The results of the research can be useful for many scholars, international organizations, governments, civil societies. Abstract:
The article explores the review and appraisal systems’ dynamics in the period from the First to the Fourth UN Development Decades in the context of the dominant developmental theories’ evolution. To reveal possible interrelations the author uses the methods of comparative assessment and periodization. The overview draws on analysis on resolutions and documents of the UN General Assembly adopted in 1960-2000, expert materials, academic research and international institutions’ reports. Development concepts which emerged in 1960-2000 had an undoubted influence on cooperation for development and the review and appraisal parameters. Developmental stages theory and modernization theory defined the priorities and parameters of the First Development Decade’s (1961-1970). In 1970s, growing economic interdependence, detente and the outcomes of the First Decade’s which showed that development could not be driven exclusively by modernization, industrialization and economic growth, determined emergence of the dependence theory and the alternative development concept. The new thinking was reflected in the provisions of the Second Development Decade. The Third Development Decade (1981-1990) provisions were built on a compromise between the dependence theory, modernization theory and the alternative development concept. For the first time concrete parameters of social development, eradication of poverty and inequality were specified. The Fourth Development Decade provisions revealed the influence of the neoliberalism in its “post-Washington consensus” reincarnation and the sustainable development concept. In the nineties the human development discourse put equality, wellbeing and freedom at the core of the development, bringing a new focus on the social and human development indicators.

Full text
Abstract:
Based on data from the 1990 Indonesian Census and the 1991 Demographic and Health Survey, analyses of fertility, fertility decline, and the use of contraceptive methods in Indonesia are presented. Two levels of analysis are carried out in this thesis: a macro-approach and a micro-approach. The analysis using the macro approach reveals that the family planning program, the status of women's jobs, and infant mortality rates are important determinants of fertility in Indonesia. In addition, the micro analysis shows that there are differences in the average number of children ever-born to couples according to the type of present and childhood residence, educational attainment, religion and occupational status.
Controlling for regional population density reversed the direction of the impact of agriculture sector employment on fertility. Overall in Indonesia, individual couples who worked in agriculture sector had higher fertility than those who worked in the non agriculture sector. However, in the densely populated areas of the country such as Java and Bali, those who worked in the agriculture sector had lower fertility than those who worked in the non agriculture sector.
The results of this dissertation support the claim that fertility and fertility decline are very complex phenomena. There is no definitive set of variables that strongly and consistently affect them. The most important finding from these analyses is that the fertility rate is influenced both by individual couple's characteristics as well as the place where they live. Further research on fertility and fertility decline should emphasize both of these characteristics.

Abstract:
Although much has been written about the general relationship between democracy and development since the end of the Second World War, a common consensus has not emerged to explain the various facets of this relationship. Originally defined in purely economic terms, only recently has the concept of development been broadened to include the most vital non-economic components under the umbrella of 'human development'. Indeed, the UNDP's first Human Development Report (1990) proposed that human development should serve as the yardstick with which to measure the progress of nations. Influenced by the post-Cold War euphoria, the accompanying political argument, propagated by many international bodies (including the World Bank and the UNDP), Western policy-makers and development planners, held that democracy and human development are mutually complementary phenomena. To date, however, the empirical basis for this view has not been established. Using data from 123 countries for the 1970-90 period, this thesis represents an extensive cross-national, time-series investigation into the nature of the relationship between democracy and human development. It will be argued that there are in fact two relationships to be established, one between democracy and levels of human development and one between democracy and human development performance. This leads to the fundamental question: Is democracy typically the by-product of development, the catalyst for development, or neither. To answer this, the records of democratic and non-democratic states will be evaluated and compared using many different analytical techniques, sample groups and controlling variables. This thesis will also examine other important related concerns, including the triangular relationship between democracy, human development and economic growth, and the political basis of the best-performing case studies, or 'developmental states'. Several new empirical measures have been constructed specifically for the purposes of this research, including a new measure of democracy, the Level of Democracy index (LoD), and a new and more comprehensive measure of human development, the Integrated Human Development Index (I-HDI).

Best, Elizabeth Veronica. "A description and evaluation of adult basic literacy education (ABLE) provision in Barbados : individual, institutional and national goals 1990-1993." Thesis, University College London (University of London), 1994. http://discovery.ucl.ac.uk/10021500/.

Full text
Abstract:
This dissertation aims to describe the provision of adult basic literacy education (ABLE) in Barbados and examine the extent to which ABLE provision has been guided by the goals of participants, institutions which offered it and the government which required it. The empirical research study which constitutes the basis of the dissertation is located within the general field of adult education and the particular area of adult literacy. The data is related to both fields by a review of the literature on ABLE theory and practice from international, Caribbean and local perspectives. Focus is placed on the nature of literacy, as has been conveyed by definitions; and values attached to its acquisition, as have been indicated by declarations of its potential benefits. The descriptive component of the dissertation includes profiles of participants and practice of three ABLE programmes operating in Barbados between 1990 and 1993. The descriptive data was obtained from the responses of students and tutors to structured questionnaires and informal discussions; and from classroom observations made by the researcher from the perspectives of both passive and participant observer. Participants' profiles include personal details; information about their motivation, beliefs, attitudes, expectations and previous learning experiences; and the outputs they claim for the provision. The Profiles of practice cover instructional and interactive aspects of the teaching-learning process including the selection of materials, methods and strategies; type of classroom management and the nature of the relationship among participants. The evaluative component comprises an analysis of the data within a framework of national, institutional and personal goals, a focus informed by the importance which educators have attached to goal-setting in educational provision. The main findings of the research are that in most cases, local ABLE provision was not informed by the goals of the three interests and that ABLE practice often appeared to be directed towards outputs opposed to those goals. The main conclusion is that the impetus of the ABLE programmes was not goals but an internal dynamic informed by local attitudes to education in general and beliefs about literacy in particular.

Wender, Kaye Ann. "Three-dimensional measuring methods: a review of the technology and the development of a method for measuring the human body." Thesis, Virginia Tech, 1990. http://hdl.handle.net/10919/41511.

Full text
Abstract:
The type of measurements that can be used to describe the body are dependent upon the measuring instruments used. Traditionally, the body has been measured with a tape measure, calipers and, an anthropometer. These instruments, however, provide only two-dimensional measurements. Two-dimensional measurements specify a magnitude of the body that is located within a single plane. Unless the relationship between these measurements can be specified, very little information is conveyed which describes a three-dimensional form. Advances in technology have provided instruments and methods which provide precise three-dimensional measurements. These three-dimensional measuring systems were investigated as a means of measuring the human body. The purpose of this study was to identify a means of defining and specifying an average three-dimensional human form from any given sample of human bodies. Existing measurement methods were first identified and analyzed for the feasibility of their use to complete this study. Because an economical and completely developed method which provided detailed and comprehensive information about the body was desired, the development of a new method was undertaken. The method which was developed did not provide accurate information. Further refinements of this method may yield better results in the future. However, it may be more advantageous to pursue the further development of an existing method of three-dimensional measurement.

The essence of the study is to examine progress in the transformation of public service under fiscal and constitutional contraints. The thesis focuses on the implementation of affirmative action and human resource development programmes. The emphasis is on linking the transformation of the public service with the attainment of RDP goals and objectives. The reform of the public service should create opportunities for the employment of new staff to improve the representativeness of the civil service, whilst at the same time increasing the efficiency and effectiveness of government, and generating significant savings to help reduce the fiscal deficit and release resource for productive investment.

Abstract:
As part of an internship at Ericsson, this report was written to enhance the understanding of how it is to develop a system that is well established at the workplace. To improve an already existing system is not always as easy as many developers may think. In this report the pros and cons of developing an already existing system has been researched and analyzed. Do note that the results are only from one development of a specific system and that comparison of other developments has been made from other reports and not from experiencing it firsthand. It was found that the choices made can have an impact on further developing and it is important to write down what has been done. Writing down why you choose to do something may help you further down the process why you did what you did.

Abstract:
The key question not addressed by the hierarchical model (Shavelson et al., 1976) is whether academic self-concept is reflected in relations with non-academic self-concept components (i.e. a between-network issue). The present study investigated the significance of physical self-concept, as a proposed mediator variable, to assess the relationship between anxiety/depression and school absence in children with chronic illness, which was hypothesized as Model A. Additionally, this research examined proposed mediator of absence in order to assess the relationship between physical self-concept and academic achievement, after controlling for academic self-concept, which was hypothesized as Model B. This study included participants from a comprehensive database of the Study of Early Child Care (SECC), by the National Institute of Child Health and Human Development (NICHD). This study will examine the health status, psychosocial factors, attendance, and academic functioning of children in the sixth grade at the time of data collection. Findings, related to Model A, suggest that when children, regardless of whether or not they are chronically ill, experience higher degrees of anxiety/depression, they are more likely to report having higher levels of negative physical self-concept and higher levels of school absence. Findings for Model B suggested that once academic self-concept was controlled, physical self-concept, while statistically significant, accounted for little actual variance in the number of days a student was absent from school. This finding was true among all students as well as those who were not chronically ill . Specifically, this finding did not hold true for chronically ill students.

Abstract:
The purpose of this study was to identify the role of nongovernmental organizations in Nicaragua and their impact on the status of women. The study analyzed the status of women at the beginning of the revolution, starting in 1980. The study then examined the evolution of non-governmental organizations deriving from the original group named the Luisa Amanda Espinosa Association of Nicaraguan Women (AMNLAE). It then described the impact of non-governmental organizations on policy making and building civic societies. Ultimately, this study analyzed the status of women thirty years after the revolution and demonstrates through institutionalism that because of the effect of non-governmental organizations on society, the status of women has improved. It then concluded that nongovernmental and intergovernmental organizations are necessary for building civic societies wherein gender equality is accepted.

Abstract:
In this study aimed to analyze the changes in the world of work since the 1990s and to what extent such changes have affected women in the working world. It has also sought to understand whether gender relations are crucial in the process of integrating women into the labor market. In a critical perspective, the analysis unfolded on the development of labor of these women, insertion and stay in the wage society, the eradication of discriminatory acts in the labor environment in the context of changes in the world of work in São José dos Campos. In order to achieve the objectives proposed in the research, we used the methodology of oral history, giving voice to women workers so that they could tell the professional careers, especially from the years of 1990 and relate this way with the question gender. The interviews with six women were guided by a roadmap unstructured and the criteria for choosing the participants were women who were present in the labor market from the 1990s to date and performing formal productive activity - with a formal contract. The transcribed interviews were analyzed by the technique of triangulation, which allowed women to interpret the narratives by the context in which they operate and dialogue with authors who study the subject. Among the main results are: work, in general, still relaxed, especially the women - are crossed by gender focus, as they have double shifts between public and private life (housework and child care); they are allocated to functions defined as female, exercising labor in precarious conditions; there are questions concerning the understanding of the meanings they attribute to the process experienced as workers, notes about female subjectivity and how the issue of gender is crucial in the capitalist production context. Therefore, it is concluded that the labor market has undergone profound changes that affected workers, in general, even more women because of socioeconomic determinants and gender relations

Abstract:
The aim of the paper is to investigate influence of research and development (R&D) expenditure on economic growth in 20 selected EU member states in the period 1995-2013, time span is also divided into a pre-crisis and a post-crisis period. Basic source of data is Eurostat database. The research is based on a dynamic panel regression model (GMM) and estimations are based on Arellan-Bond estimator (1991). Results confirm positive and statistically significant impact of government R&D expenditure, which is the main driver for economic growth during the analysed period. Importance and positive impact of higher education R&D expenditure increases in the post-crisis period. Contrary, business expenditure is found to be insignificant. Traditional growth variables (a higher share of qualified human resources and a higher intensity of investment) report positive effect, although investment only partly.

Abstract:
Economic development and growth had been the most important target among all goverments throughout the history. In this respect, Kazakhstan, Turkmenistan, Uzbekistan, Tajikistan and Kyrgyzstan in Middle Asian Region had chosen development as primary target in 20 years time after their independence. Human capital is the leading factor to maintain economic development and growth. Development and growth terms over which different meanings and concepts were imposed in time, necessitated several political economic alterations. Before 1970’s, increase in income had been sufficient criterion for the development of a government. But nowadays economic development incorporates factors such as life expectancy at birth, school enrolment ratio, literancy rate, gender discrimination, poverty alleviation, equal distribution of income beyond economic growth. Herewith this change political preference and priorities has started to differentiate. The aim of this study is to discuss human development index (HDI) data of 5 Middle Asian countries in 2010 and changes in HDI in years after their independence. Comparisan between Gross Domestic Product (GDP) and HDI rates are also performed within this analysis. This study consists of data of 5 Middle Asian countries between years 1990-2010. Basic, retrospective, illustrative library method is used as the study method. In conclusion, we find that increase in GDP did not reflect over HDI in Middle Asian Countries within 20-years period.

Abstract:
Regulations governing the safety of drilling and offshore production operations have changed since the Macondo spill. This paper suggests management level perspectives on the nexus of human factors and safety management systems including an overview of ideas from: Congressional Testimony; the Bipartisan Policy Center inputs to the Presidents Commission on the Spill; the National Academy of Engineering and National Research Council Deepwater Horizon Report, and workshops and initiatives by RPSEA (Research Partnership to Secure Energy for America), SPE, and ASME. The value of benchmarks from risk management practices from the aviation, nuclear power, and financial community are also discussed. The paper will also consider questions as to what management might consider reducing risk and treating risk management as not just a cost center, but as a way to integrate safety management systems into improving corporate performance for all stakeholders. Kulikov, Konstantin N., Rinat A. Nizamutdinov, and Andrey N. Abramov. "The Conceptual Solutions Concerning Decomissioning and Dismantling of Russian Civil Nuclear Powered Ships." In ASME 2013 15th International Conference on Environmental Remediation and Radioactive Waste Management. American Society of Mechanical Engineers, 2013. http://dx.doi.org/10.1115/icem2013-96138.

Full text
Abstract:
From 1959 up to 1991 nine civil nuclear powered ships were built in Russia: eight ice-breakers and one lash lighter carrier (cargo ship). At the present time three of them were taking out of service: ice-breaker “Lenin” is decommissioned as a museum and is set for storage in the port of Murmansk, nuclear ice-breakers “Arktika” and “Sibir” are berthing. The ice-breakers carrying radwastes appear to be a possible source of radiation contamination of Murmansk region and Kola Bay because the ship long-term storage afloat has the negative effect on hull’s structures. As the result of this under the auspices of the Federal Targeted Program “Nuclear and Radiation Safety of Russia for 2008 and the period until 2015” the conception and projects of decommissioning of nuclear-powered ships are developed by the State corporation Rosatom with the involvement of companies of United Shipbuilding Corporation. In developing the principal provisions of conception of decommissioning and dismantling of ice-breakers the technical and economic assessment of dismantling options in shiprepairing enterprises of North-West of Russia was performed. The paper contains description of options, research procedure, analysis of options of decommissioning and dismantling of nuclear ice-breakers, taking into account the principle of optimization of potential radioactive effect to personnel, human population and environment. The report’s conclusions contain the recommendations for selection of option for development of nuclear ice-breaker decommissioning and dismantling projects.
