[ES] La digitalización de los procesos de RRHH en soluciones basadas en la nube progresa continuamente. Esta tesis examina tales transformaciones, deriva un modelo de proceso concreto e identifica los factores críticos de éxito. La metodología utilizada para la investigación es de carácter cualitativo. Como base y medida preparatoria para abordar las cuestiones de investigación, se llevó a cabo un amplio estudio bibliográfico en el ámbito de los recursos humanos, con especial atención a las publicaciones sobre la gestión electrónica de los recursos humanos (en adelante, "e-HRM"). Basándose en este conocimiento y en la combinación de una amplia experiencia práctica con proyectos de transformación de RRHH, se publicó un estudio que presenta el desarrollo histórico de e-HRM y que ha derivado en un modelo de procesos optimizado que tiene en cuenta los requisitos técnicos de RRHH así como las limitaciones de la nueva tecnología de la nube. Posteriormente, se entrevistó a varios expertos en RRHH que ya habían adquirido experiencia de primera mano con los procesos de RRHH en un entorno de nube para averiguar qué factores de éxito eran relevantes para dicha transformación de RRHH. Las principales conclusiones de esta tesis son la derivación de un modelo de procedimiento de proyecto de mejores prácticas para la transformación de los procesos de RRHH en una solución basada en la nube y la identificación de obstáculos potenciales en la implementación de dichos proyectos. Además, se elaboran los motivos de dicha transformación, los factores que impulsan el proceso dentro de una organización, el grado actual de digitalización de los recursos humanos, los parámetros operativos y estratégicos necesarios y, en última instancia, el impacto en los métodos de trabajo. Como resultado, se realiza una evaluación del uso de las métricas de HR y se derivan nuevas ratios potenciales.<br>[CAT] La digitalització dels processos de RRHH en solucions basades en el núvol progressa contínuament. Aquesta tesi examina tals transformacions, deriva un model de procés concret i identifica els factors crítics d'èxit. La metodologia utilitzada per a la investigació és de caràcter qualitatiu. Com a base i mesura preparatòria per a abordar les qüestions d'investigació, es va dur a terme un ampli estudi bibliogràfic en l'àmbit dels recursos humans, amb especial atenció a les publicacions sobre la gestió electrònica dels recursos humans (en endavant, "e-HRM "). Basant-se en aquest coneixement i en la combinació d'una àmplia experiència pràctica amb projectes de transformació de RRHH, es va publicar un estudi que presenta el desenvolupament històric d'e-HRM i que ha derivat en un model de processos optimitzat que té en compte els requisits tècnics de RRHH així com les limitacions de la nova tecnologia del núvol. Posteriorment, es va entrevistar a diversos experts en RRHH que ja havien adquirit experiència de primera mà amb els processos de RRHH en un entorn de núvol per esbrinar quins factors d'èxit eren rellevants per a aquesta transformació de RRHH. Les principals conclusions d'aquesta tesi són la derivació d'un model de procediment de projecte de millors pràctiques per a la transformació dels processos de RRHH en una solució basada en el núvol i la identificació d'obstacles potencials en la implementació d'aquests projectes. A més, s'elaboren els motius de la transformació, els factors que impulsen el procés dins d'una organització, el grau actual de digitalització dels recursos humans, els paràmetres operatius i estratègics necessaris i, en última instància, l'impacte en els mètodes de treball . Com a resultat, es realitza una avaluació de l'ús de les mètriques de HR i es deriven nous ràtios potencials.<br>[EN] The digitisation of HR processes into cloud-based solutions is progressing continuously. This thesis examines such transformations, derives a concrete process model and identifies the critical success factors. The methodology used for the investigation is of a qualitative nature. As a basis and preparatory measure to address the research questions, an extensive literature study in the HR field was carried out, with a special focus on publications on electronic human resources management (hereinafter e-HRM). Based on this knowledge and the combination of extensive practical experience with HR transformation projects, a study was published which presents the historical development of e-HRM and derived an optimised process model taking into account the technical HR requirements as well as the limitations of the new cloud technology. Subsequently, several HR experts who had already gained first-hand experience with HR processes in a cloud environment were interviewed to find out which success factors were relevant for such an HR transformation. Main findings of this thesis are the derivation of a best-practice project procedure model for the transformation of HR processes into a cloud-based solution and the identification of potential obstacles in the implementation of such projects. In addition, the motives for such a transformation, the drivers within an organisation, the current degree of HR digitisation, the necessary operational and strategic parameters and ultimately the impact on working methods are worked out. As a further result, an assessment of the use of HR metrics is given and potential new key figures are derived.<br>Ziebell, R. (2019). Abstract:
This thesis seeks to address not only <i>what </i>and <i>how </i>but also the <i>why</i> issues that accounts for the HR practices with Chinese characteristics through both inside-out and outside-in approaches.  This thesis also aim to find out whether there are any lessons western firms can learn from the Chinese approach to people management which is deeply embedded in Chinese traditional thinking and its core values. Semi-structured personal interviews were conducted with 21 senior and middle/top-level Chinese male and female managers.  Findings are presented in narrative form through in-depth direct statements of interviewees to provide authentic examples of how Chinese managers conceptualize and practice Chinese traditional thinking and core values in HR management.  Results demonstrate that Chinese traditional thinking comprise unique features that might be described as <i>holistic </i>and <i>naïve, fuzzy </i>and <i>processual, indirect </i>and <i>long-term, </i>and that this approach translates into an adherence to five core values, which are <i>He </i>(harmony «!»), <i>Zhong Yong </i>(the Doctrine of Mean «!»), Hierarchy, Superiority and Loyalty («!»), <i>Guanxi </i>and <i>Renqing </i>(personal connections, relationship and human sympathy/favour «!») and <i>Face </i>(<i>Mianzi </i>and <i>Lian </i>«!») which have significantly affected contemporary Chinese HR practices. The research shows that the penchant for harmony is responsible for the steady and smooth development strategies of Chinese organisations; a relatively mild approach to personnel reforms; harmonious interpersonal relationships; nominal performance appraisal systems; and the importance of leaders as the role model.  The principle of <i>Zhongyong </i>accounts for the preference for modest and reserved people in recruitment and selection; the harmonious and balanced relationships between superiors and subordinates; a relatively mild, lenient and gentle leadership style; and the soft, flexible and conflict-free way of communication and negotiation in Chinese HRM practices.

Syftet med studien är att ur ett individperspektiv undersöka HR-medarbetares upplevelser av HR-transformation. Studien besvarar följande frågeställningar: Hur påverkar den pågående HR-transformationen HR-medarbetarnas nuvarande arbetsuppgifter och funktion? Vilka förändringar anser HR-medarbetarna har påverkat deras upplevelser av HR-yrket? Hur ser HR-medarbetarna på HR-transformation i framtiden? Studiens syfte besvaras med kvalitativ metod genom sex semistrukturerade intervjuer med HR-medarbetare. Studiens teoretiska utgångspunkter som används för att analysera det empiriska materialet är konceptet HR-transformation, shared service, HR-medarbetarens olika roller samt resiliens. Resultatet visar att HR-medarbetarna upplever olika grad av HR-transformation, där den största förändringen är att administrativa arbetsuppgifter minskar tack vare digitaliseringen, men att det operativa arbetet fortfarande är väldigt viktigt. Strategiska arbetsuppgifter och HR-perspektivet har fått utökat utrymme och ökad betydelse i organisationer. Intervjupersonerna kan ses ha en resilient förmåga, de påvisar en anpassningsförmåga till de förändringar som sker och har en positiv inställning till dessa. HR-medarbetarna ser flera möjligheter i framtiden med en fortsatt HR-transformationsresa, där allt fler arbetsuppgifter förändras för att ge värde till organisationer, vilket tyder på att HR:s betydelse därmed fortsätter att öka.<br>The aim of this study is to investigate HR professionals’ experiences in an individual perspective of HR transformation. The study answers the following questions: How does the ongoing HR transformation affect the current HR task and function of HR professionals? What changes does HR professionals believe have affected their perception of the HR profession? What does HR professionals think about HR transformation in the future? The purpose is answered with a qualitative method through six semi structured interviews with HR professionals. The theoretical frameworks that is used to analyze the empirical material is the concept of HR transformation, shared service, HR professionals different roles and resilience. The result shows that HR professionals experiences varying degrees of HR transformation, the biggest change being that administrative tasks decreases, thanks to digitalization, but operational work is still very important. Strategic tasks and the HR perspective have an increased position and a greater importance. The respondents have a resilience capacity, they are showing an adaptability to unforeseen changes and have a positive attitude. The HR professionals are positive to the future with many possibilities, in a continued HR transformation journey, where more tasks are being changed to add value to the organizations, which indicates that HR’s importance therefor will continue to increase.

To remain competitive in a global market, many organizations are transforming their operations from traditional management approaches to the lean philosophy. The success of the Toyota Production System in the automotive industry serves as a benchmark that organizations continually seek to emulate in search of similar results. Despite the abundance of lean resources, many organizations struggle to attain successful lean transformation. To facilitate investigation of the failure mechanisms and critical success factors of lean transformation, this dissertation addresses the following research questions: (1) Why do transformations from traditional organizational philosophies to lean fail? (2) What are the critical factors for lean transformation success? (3) What is the role of an organization’s human resource performance management system during the lean transformation journey? This dissertation utilizes a multi-method, multi-essay format to examine the research questions. First, managers from organizations in various stages of lean transformation are interviewed to establish a foundational research framework. Subsequently, a theoretical model is empirically tested based on data gathered from a survey of industry professionals with expertise in lean transformation. Data analysis techniques employed for this dissertation include: Partial Least Squares (PLS) regression, case descriptions, and case comparisons. Very few studies of lean transformation investigate behavioral influences and antecedents. This dissertation contributes to practitioners and researchers by offering a refined understanding of the role that human resource performance management can play in the overall lean transformation process. In an effort to characterize organizational outcomes resulting from lean transformation, this research introduces a new construct, Lean Transformation Success, to the literature.

Today many organisations are transforming from a traditional structure to an agile structure to be able to work more efficiently, meet the fast changes that are continuously happening and make sure not be outperformed by competitors. Agile was from the beginning a set of values and principles designed for software development but it has scaled and today it includes the whole organisation. To avoid imbalance within the organization ,it is crucial that the whole organisation applies an agile mindset. However, the transformation may imply a lot of obstacles and challenges on the way. For some departments within an organisation, it is a lot easier to keep up with the changes and be a part of the transformation process while other departments lag behind or are forgotten, which is common for the HR department. HR ́s traditional responsibilities are performance appraisal, learning and development, compensation and recruiting and they are commonly viewed as an administrative function rather than a strategic function. However, it is important for HR to be a part of the agile transformation to be able to support the business. Applying agile can be a challenging task for HR since the requirements are many and the goal is clear which makes it hard to have an agile approach. On the other hand, HR can apply “agile lite” to their responsibilities and in that way fit the new organisation structure. In an agile transformation process it is highlighted that HR could function as a change agent, since they have a direct impact on the effectiveness of an organisation’s change and development. However, HR usually takes on a reactive role and are not the ones leading the transformation. This thesis examines two aspects for HR in an agile transformation process. First of all, the roles of HR in an agile transformation is investigated followed by identification of the challenges arising for HR during a transformation. How these challenges impact each other and the role of HR is also covered in the thesis. The study is based on qualitative research methods combined with a literature review. For the data collection, a total of seven semi-structured interviews with people from selected organisations were made. Further, a focus group session was conducted to discuss the findings and get a deeper understanding of the topic. To be able to analyze the aspects, theories concerning traditional HR, agile, agile applied to HR and the change process are covered in the thesis. Further, the chapter Cases of HR in agile transformations is categorized under HR’s role in an agile transformation and challenges with HR in an agile transformation. Regarding HR ́s role in an agile transformation there are different opinions. Concluded from this research, HR could act as a change agent. Further, what affects what role HR ends up with is mainly based on their reputation and if they understand and work close to the organisation, which is two identified challenges. Other main challenges identified for HR in an agile transformation are: Understand and work agile, HR’s traditional responsibilities, Experiment, Competence, Attitude and awareness of change, Understand the “why” and communicate continuously, Time and capacity, Behavioral knowledge and External factors.

Syftet med denna kandidatuppsats är att undersöka hur ett HR-Shared Service Center fungerar ur ett användarperspektiv inom offentlig sektor. Fokus ligger på att undersöka första linjens chefers erfarenheter av Region Dalarnas motsvarighet till ett Shared Service Center (SSC), benämnt HR-Direkt. Utifrån studiens teoretiska referensram är SSC en av tre funktioner i vad Ulrich (1995) kallar HR-transformation vilket ska bidra till att effektivisera HR-arbete. Övriga delar i HR-transformationen är expertenheter och Human Resources Business Partners (HRBP). HR-transformation är kärnan i ett centraliserat HR-arbete där fokus ligger på kostnadsreducering och därmed förenlig med offentlig sektors skattefinansierade verksamhet. Vi argumenterar för att HR-transformationen direkt och indirekt får en betydande roll för både personalarbetets och organisationens effektivitet. Resultatet visar att första linjens chefers erfarenheter och åsikter om Regionens SSC; HR-Direkt står i direkt korrelation med första linjens chefers relation med sin HRBP, de första linjens chefer vilka har en god relation till sin HRBP har även en bra upplevelse av funktionen HR-Direkt medan de första linjens chefer vilka har en sämre relation till sin HRBP är missnöjda med HR-Direkt. Vidare visar resultatet att en otydlig ansvarsfördelning mellan HRBP och HR-Direkt bidrar till ett missnöje av HR-funktionen som helhet bland första linjens chefer. Studien har genomförts utifrån en kvalitativ ansats där nio semistrukturerade intervjuer med första linjens chefer, HRBP samt HR-Chef från Region Dalarna har genomförts. Resultatet från intervjuerna jämförs sedan med tidigare forskning i flera analysdelar och därefter presenteras en avslutande diskussion och slutsats. Vi anser att den befintliga forskningen tenderar att fokusera på organisatoriska aspekter av nyttan med ett SSC, till exempel ekonomisk vinning genom ett effektiviserat arbete. Vår förhoppning är att kunna påvisa att mer forskning bör riktas mot användare av SSC inom HR-fältet samt att vår studie kan fylla en del av kunskapsgapet avseende användares erfarenheter av ett SSC.<br>The purpose of the study was to explore how a HR Shared Service Center operates from a user perspective within the public sector. The focus is to explore the experience of Line Managers using Region Dalarna´s equivalent to a HR Shared Service Center, called HR-Direkt. Based on the study´s theoretical frame of reference, SSC is one of three functions that will contribute to the streamlining HR activites as part of a HR transformation programme as outlined by Ulrich. Other parts of the HR transformation are units of expertise and Human Resources Business Partner. HR transformation is the core of centralized HR work where the focus is cost reduction and thus compatible with public sector tax-financed function. It can be argued that the HR transformation has a great significance for the efficiency of both personnel work and the organization both directly and indirectly. The results have shown that line managers experiences concerning the Regions HR-SSC are in direct correlation with the line managers relationship with Human Resources Business Partner. The respondents who have a good relationship with their HRBP also have a good experience of HR-Direkt while respondents who have less favourable relationship with their HRBP are dissatisfied with HR-Direkt. Furthermore, the results show that an unclear distribution of responsibilities between HRBP and HR-Direkt causes dissatisfaction with the whole HR function among Line Managers. The study was based on a qualitative approach where nine semi-structured interviews with line managers, HRBP and the HR manager from Region Dalarna were conducted. The results from the interviews were then compared with the previous research using several forms of analysis before a discussion and conclusion are presented. The believe is that existing research tends to focus on organizational aspects of the benefits of an SSC, such as financial gain through streamlined work. The aim of this paper is to be able to demonstrate that more research should be directed at users of SSC in the HR field and that this study can fill part of the knowledge gap regarding users’ experiences of an SSC.

Försvarsmakten har genomfört en HR-transformation enligt en modell som har fått stor spridning i såväl Sverige, som internationellt. Det finns likheter i hur andra organisationer har hanterat motsvarande förändringar, och det väcker frågor kring beslutsfattande i en organisatorisk kontext. Studien syftar till att få förståelse för beslutsprocessen inför Försvarsmaktens projekt HR-T, vilket gjorts genom att undersöka vilka faktorer som har påverkat processen och därmed det slutliga valet av alternativ.  Studien är en kvalitativ dokument- och intervjustudie, där såväl interna som officiella projektdokument analyserats tillsammans med data från intervjuer av personer knutna till projektet. Våra slutsatser är att beslutsprocessen påverkats av faktorer och ett handlande enligt institutionell teori, en homogenisering orsakad av extern jämförelse samt nyttjandet av konsulter.<br>The Swedish Armed Forces have completed an HR transformation in accordance with a model that has spread worldwide as well as in Sweden. There are similarities regarding how organizations have handled these changes which also raise questions on organizational decision-making. The purpose of this study is to gain an understanding of the decision-making process leading up to project HR transformation of the Swedish Armed Forces. This has been accomplished by researching factors that have affected the process and thereby the final choice of alternative. This study is a document- and interview-based qualitative study where data from both published and unpublished documents combined with data collected from interviews with respondents affiliated with the project, have been analyzed. Our conclusions are that the decision-making process has been affected by factors and actions in accordance with institutional theory, which is a conforming due to external comparison and the use of external consultants.

Bakgrund: Utifrån HR-transformationen har HR-funktionen samt HR-chefer fått en ny inriktning. Istället för att vara omvårdande och administrativa ska de vara mer värdeskapande, strategiska och effektiva. I och med detta har även rollerna för HR förändrats där förväntningarna samt vad HR bör fokusera på i sitt arbete har blivit otydligt. Detta har i sin tur skapat ett legitimitetsproblem för HR som blivit speciellt påtagligt i ledningsgruppen, där HR-chefer nu ska verka som en strategisk business partner. Det kan finnas olika orsaker till varför detta legitimitetsproblem existerar i praktiken på den svenska arbetsmarknaden. Dock finns det bristande forskning kring HR-chefers legitimitet i ledningsgrupper i Sverige samt hur de upplever sin legitimitet. Syfte: Syftet med studien är att få en förståelse för hur HR-chefer i praktiken ser på deras legitimitet samt hur de tror att den eventuellt kan stärkas. Vidare är syftet att undersöka ifall HR-chefer använder sig utav mätverktyg gällande de mänskliga resurserna som hjälpmedel för att erhålla legitimitet. Metod: Studien har genomförts med en kvalitativ samt abduktiv metod där intervjuer har använts som datainsamlingsmetod. Det är 10 stycken HR-chefer som intervjuats från olika branscher med olika typer av erfarenheter. Vald metod grundar sig i att studien är ämnad att fokusera på att få en djupare förståelse för valt problemområde, snarare än att försöka hitta lösningar på problemformuleringen. Slutsats: Studien har resulterat i att HR-chefer generellt sett inte upplever att de har bristande legitimitet i vare sig sin yrkesroll eller i ledningsgruppen. Vidare har studien bidragit med en förståelse för att mätverktyg gällande de mänskliga resurserna faktiskt kan fungera som ett hjälpmedel till HR-chefer för att de ska erhålla eller stärka sin legitimitet. Studien har dessutom lyft fram andra faktorer som har visat sig ha en positiv inverkan på legitimiteten där kommunikation, visa sitt värde samt att vara insatt i hela verksamheten tas upp som exempel.<br>Background: After the HR transformation, the HR function and HR managers should be more strategic, effective and creating more value than being only an administrative function like they were before. Based on this new alignment the expectations and what the HR function should focus on have become unclear. In turn, this have created a legitimacy problem for HR and have also affected them in their ambition to become a strategic business partner in company’s boardrooms. There could be different reasons to why this legitimacy issue exists on the Swedish work market. However, are the research about HR managers legitimacy in boardrooms in Sweden and their experience around their own legitimacy insufficient. Purpose: The purpose of this study is to gain an understanding of how HR managers in practice look at their legitimacy and how they believe it can be strengthened. Furthermore, the purpose is to investigate whether HR managers use measuring tools regarding human resources in their ambition to obtaining legitimacy. Method: The study has been conducted with a qualitative and abductive method, where interviews have been used as a data collection method. 10 HR managers have been interviewed from different industries with different types of experiences. The chosen method is based on the study’s focus, which is to gain a deeper understanding of the chosen problem area, rather than trying to find solutions to the problem. Conclusion: The result of this study indicate that HR managers generally do not feel that they have a lack of legitimacy in either their professional role or in the company’s boardroom. Furthermore, the study has contributed to an understanding that measuring tools regarding human resources can function as a tool for HR managers in their ambition to obtain or strengthen their legitimacy. The study has also highlighted other factors that have proved to have a positive impact on the legitimacy where communication, showing their value and having knowledge about the entire business are addressed as examples.

Sin embargo, está dominado por grandes empresas del rubro, lo que impide el desarrollo de nuevas organizaciones o PYMES. Estas últimas a pesar de brindar los mismos servicios no logran alcanzar el volumen de ventas esperado obteniendo como consecuencia la baja rentabilidad. El presente documento analiza los diferentes factores que impiden el crecimiento de una Pyme mediante un análisis de Ishikawa e indicadores iniciales. Asimismo, propone un modelo basado en los tres pilares de la transformación digital y la importancia del alineamiento de ellas en su implementación. Se ha realizado un piloto del modelo en una Pyme de outsourcing de Recursos Humanos para su validación. Como resultado de la investigación se obtiene una incrementación de rentabilidad y capacidad de la empresa.<br>The Human Resources (HR) outsourcing market in Peru is growing; however, it is dominated by large companies in this area, which prevents the development of new organizations or small- and medium-sized enterprises (SMEs). The latter, in spite of providing the same services, fail to reach the expected sales volume, thus reporting low profitability. This article analyzes the different factors that impede the growth of SMEs through a fishbone (Ishikawa) diagram and the assessment of initial indicators. It also proposes a model that is based on the three pillars of Digital Transformation and the importance of their alignment in its implementation. El contexto actual a nivel mundial posiciona la transformación digital como un medio indispensable para el desarrollo de las organizaciones desde diversas perspectivas y más aún donde los negocios globales se anclan de la tecnología para masificar los servicios y productos optimizando procesos que además contribuyan a la flexibilidad y continuidad de los negocios. Con esta investigación demostraremos la prioridad de implementar la plataforma digital en el área de recursos humanos de una financiera local que hemos tomado como fuente de estudio en cuanto a su operatividad y procesos que en su mayoría son realizados de forma manual para brindar atención a los 600 colaboradores a nivel nacional. En tal sentido, se identifica una oportunidad de mejora para gestionar con mayor eficiencia la información de recursos humanos a través de la implementación de una herramienta digital que facilite la autogestión de información y requerimientos por parte de los colaboradores, considerando los procesos que tiene implementado el área de recursos humanos, fuente que hemos utilizado para determinar y priorizar la funcionalidad de la plataforma digital. Producto de la investigación hemos identificado que el 52% de los colaboradores considera que la implementación de una plataforma digital tendrá impacto en la satisfacción laboral, el 21% en la comunicación interna, el 20% en la productividad y el 7% en la fidelización. Como podemos observar los cuatro factores descritos en el párrafo anterior además contribuyen en las acciones de retención que en empresas de este segmento suelen registrar altos niveles de rotación impactando en la productividad comercial, cumplimiento de metas y gestión de las carteras. Finalmente, de los trabajadores encuestados el 98% afirma que mejoraría su percepción respecto al área de recursos humanos si optimiza sus procesos a través de una herramienta digital y considerando que más del 60% muestra predisposición por el uso de la tecnología podemos afirmar que esta investigación es viable analizando el costo de inversión y beneficios múltiples por su implementación.<br>The current global context positions digital transformation as an indispensable means for the development of organizations from various perspectives and even more so where global businesses are anchored from technology to massify services and products optimizing processes that also contribute to the flexibility and continuity of business. With this research we will demonstrate the priority of implementing the digital platform in the human resources area of a local financial company that we have taken as a source of study regarding its operability and processes that are mostly carried out manually to provide attention to the 600 employees at the national level. In this sense, an opportunity for improvement is identified to more efficiently manage human resources information through the implementation of a digital tool that facilitates the self-management of information and requirements by employees, considering the processes implemented in the human resources area, a source that we have used to determine and prioritize the functionality of the digital platform. As a product of research we have identified that 52% of employees believe that the implementation of a digital platform will have an impact on job satisfaction, 21% on internal communication, 20% on productivity and 7% on loyalty. As we can see the four factors described in the previous paragraph also contribute to the retention actions that in companies in this segment often record high levels of turnover impacting commercial productivity, goal fulfillment and portfolio management. Finally, of the workers surveyed 98% say that it would improve their perception of the human resources area if they optimize their processes through a digital tool and considering that more than 60% shows predisposition for the use of technology we can say that this research is feasible analyzing the cost of investment and multiple benefits for its implementation.<br>Tesis

The Thesis on topic The analysis of public administration from the perspective of selected national economic parameters in the Czech Republic from 1989 to 2012 summarizes these issues in order to understand the complexity of the topic. Those who said the issue more interested, this work should help to summarize the progress and crucial moments of public administration reform in the Czech Republic, to understand the principles and functioning of public administration and allow a comparison of public administration in the context of a centrally planned economy compared to today's economy operating under the market mechanism. The theoretical part covers the economic base of the topic and deals with basic definitions of the public sector, respectively public administration, personnel management and financial flows at all levels of public administration. Following chapters focus on the development of public administration from the beginning of the transformation of the economy in 1989, when the first signs appear necessary of reform public administration, until now. Individual chapters deal with the historical sections of the national economy in order to monitor the selected parameters in correspondence to the gross domestic product of the country, including the legislative framework. The thesis refers to the fact, that the aim of the state is considered to achieve a state of public administration, where it will be termed as a whole to be effective. Unsystematic changes in the performance of public administration are essential factors that make governance unstable and non-transparent. Finding ways of their elimination will be able to increase the efficiency of public administration under the current societal needs.

All’interno di questo contesto, il lavoro di tesi intende contribuire a delineare la nuova cultura del lavoro che sta emergendo da alcune pratiche innovative, presenti all’interno del nuovo ecosistema educativo e formativo. How is the work culture undergoing transformations? Which Drivers do facilitate its understanding? Abstract:
The main objective of this research was to investigate, analyse and evaluate attitudes towards electronic human resource management (e-HRM) tools within a large South African financial institution. This was done by developing and validating an instrument to determine e-HRM tool usage, e-HRM tool preference as well as attitudes towards e- HRM. Methodology: a total of 104 HR professionals and line managers completed the e-HRM attitudinal questionnaire. The sample demographics were obtained using analysis of the frequencies of respondents in each of the demographic categories as well as within the tool usage section and attitudinal measurement section. To ascertain the internal consistency of the attitudinal component of the e-HRM measurement instrument and the six attitudinal subscales, the Cronbach’s alpha reliability coefficient was calculated for overall scale and corresponding subscales. Due to the low reliability obtained for three of the subscales, the structure of the e-HRM measurement instrument was assessed using exploratory factor analysis. Differences between groups with regard to preference for tool usage were assessed, using Pearson’s Chi-Square tests for both the occupational and the demographic characteristics of respondents. Finally, to explore whether there were any significant differences for biographical and occupational demographics and attitude on the measurement instruments, an independent samples ttest was conducted and one-way analysis of variance (ANOVA) was used. The main finding of the study was that users of e-HRM tools had significantly more positive attitudes towards e-HRM tools than non-users.<br>(M.A. (Industrial and Organisational Psychology))

Therefore, after taking over the huge foreign exchange earned by exporting by Japanese, Taiwan Sugar Company adopted “Close factories, Without sugarcanes” policy for encountering high production costs and the industrial transformation. In early periods, closed sugar factories in Taiwan almost confronted the destiny of demolishing factories and selling machines, but in recent years, closed ones preserved on account of the rise of the industrial heritage ideas. Hsi-Hu Sugar Factory, a typical one as above, was transformed a tourist industrial heritage. Workers of tourist train department are almost those of previous transportation department, who face many problems of adapting work transformation from sugarcane transportation to tourist narration. From the theory of Bourdieu, it can be discovered that workers of situation have low capital and old labour habits, besides, they are classified to low position in the field theory. It makes them harder to transform. Moreover, Taiwan Sugar Company lacked of plans and ideas of conserving industrial heritage during reorganization, and did not consider the workers of situation are human resources capable of earning profits for industries. Taiwan Sugar Company need to confirm the value of industrial heritage first, and then, the reformation of values of workers and assisting the reformation of workers in the industrial heritage tourism could be done. Besides, the value and confidence of workers should be re-found and re-discovered through the narration. When workers are able to tell their own experiences, they are more confident and proficient, even they still have previous industrial habits. However, it is not narration, but a kind of share of knowledge, while speaking about their life experiences.

The researcher used the integration of both qualitative and quantitative approaches. The respondents were drawn from three district, one regional, one academic and two private hospitals. Data was collected by means of questionnaires. The open-ended questions in the questionnaire allowed the respondents to respond in their own words (“etic” description). This enhanced the organisation and reduction of the relevant data for analysis as well as the validity and trustworthiness of the study. The study revealed that even though most of the South African government health policies were very advanced and among the best in the world, some crucial policies appeared to have encountered problems with implementation, from conflicting ideologies and opinions from hospital management, different unions, professional associations, the provincial government, the South African Nursing Council (SANC) and patients. Too many groups appeared to have discussed nurses‟ issues with government and made decisions for nurses, leaving nurses disillusioned. The majority of the respondents attributed this to poor representation at government level. Furthermore, some decisions, resolutions and strategies agreed upon between the unions and bargaining councils appeared to have worked against nurses, further dividing RNs and failing to accomplish the intended purpose. Although most of the respondents had hoped that the Occupational Specific Dispensation (OSD) for nurses would address chronic low salaries for all nurses in the PHS, it favoured certain specialty qualifications (which were based on the description of post-basic courses in R212 and R48, which were not clearly delineated). In addition, RNs were not informed about the meaning and implications of the OSD prior to implementation. The study thus found an information gap between government and RNs at the production level, which appeared not to be with the government and the nurses, but in between. Most importantly, nurses seemed to be represented more by unions to government and bargaining councils, as opposed to nurses, while most of the respondents did not favour the division of nurses between professional associations and unions. Decisions in the PHS appeared to have been dominated by leaders who had no experience with pragmatic issues of health care services (HCS), particularly at the operational level, and the dynamics of the nursing profession. The study therefore concluded that, if the right people (nurses, doctors and systems) were put in place, and nurses were represented by nurses at government level, bargaining councils and parliament, discontent among RNs in the PHS could be reduced significantly.
