Not to be confused with metal studies, music criticism, ethnography, or sociology, Helvete: A Journal of Black Metal Theory is a speculative and creative endeavor, one which seeks ways of thinking that count as Black Metal events — and indeed, to see how Black Metal might count as thinking. Theory of Black Metal, and Black Metal of theory. Mutual blackening. Therefore, we eschew any approach that treats theory and Metal discretely, preferring to take the left-hand path by insisting on “some kind of connaturality between the two, a shared capacity for nigredo.” Black Metal Theory is noise. Lacking one clear manifesto or position, it fails to become an elite circle. It is amplified and transmitted electronically: through instruments, lo-fi recordings, internets, and print-on-demand publishers…yet rather than a clear direction of progress we glean only its subversive raw dissonance, disruptions, animalistic screams, resonating disturbances, high-pitched feedback, primitive growls, and its atmospheric statics, hisses, and drones. Black Metal Theory refuses to be hi-fi. It quenches its sonic thirsts from primordial-ditch stews that resemble the dark sludge of recently melted snowfall — pristine white flakes transmuted into a tumultuously sexy and delicious mixture of trash and dirt and ash and poison that swirls and splashes in ditches before seeping into the underground. Our ears drink this disharmonious black bile and our bodies suspend in its intoxicating formless complexities. The third issue of Helvete, “Bleeding Black Noise,” features artwork and essays that focus on the sonic aspects of Black Metal, specifically its interactions with Noise — the interruptions, creations, and destructions of signals. “Bleeding Black Noise” is a revision of Steven Parrino’s statement, “My relation between Rock and visual art: I will bleed for you.” In this issue, Rock is replaced with Noise, and Bleeding is celebrated as a release of the Black Noise — raw energy and formless potential. The essays and art portfolios included here experiment with sonic and conceptual feedback, as well as the way that black noise works through feedback as a process, resonating as background hums or drones, and cascading in foregrounded screams.

Abstract:
Michel Serres and Luc Ferry represent the two opposing views of ecology in contemporary French philosophy. Serres calls for a “natural contract” that would ensure a symbiotic relationship between humans and nature. Ferry rejects Serres’s ecocentric world view, embracing instead modernist humanism that places humans squarely in the center of the world. Part 1 of Ecocritics and Ecoskeptics presents three contemporary novels that depict the world as both a beautiful and fragile place, in danger of being destroyed—as Serres fears—by human technological progress. Part 2 studies two novels that address the animal question. What is the difference between humans and animals? Are humans animals, or have they been torn away from their animality? Can humans justify their inhumane treatment of animals? Part 3 analyzes two novelists, both avowed humanists who—one through humor and the other through humanitarianism—explore potential undesirable effects of environmentalism. The conclusion states that “environmentalism is a humanism.” Traditional humanism must yield to an ecological humanism that gives dignity and respect to both humans and the earth, acknowledging the unbreakable bond between human and humus.

Abstract:
This chapter traces the link between the muscular approach to peacekeeping advocated by Boutros-Ghali early in his term, the ‘moral’ purpose he attached to his role as Secretary-General, his predilection for DPA over DPKO, and his performance in Rwanda. Following a chronological trajectory from 1990 to 1994, the chapter considers that link by exploring the idea of UN ‘moral authority’ and the reasons behind Boutros-Ghali’s support for it. The chapter then contrasts such an idea with Boutros-Ghali’s relations with Presidents Mitterrand of France, Habyarimana of Rwanda, and Mubarak of Egypt. Three questions arise: did Boutros-Ghali’s proximity to one side of Rwanda’s ethnic divide (the Hutus) prior to becoming SG affect his relations with the other (the Tutsis)? Did such proximity compromise his independence, neutrality, and impartiality—three sources of the SG’s moral authority? And was his conduct compatible with his ‘moral’ view of the UN?

The presidency, in Theodore Roosevelt's famous words, is a Bully Pulpit. No one has studied the presidency from this vantage point. This book, in a sense, is a study of American political history seen through the prism of selected presidential addresses. It reveals how presidents used major addresses to create a theme for their administrations, to introduce history-making legislation or programs, or to rally successfully a majority of the nation behind their policies. No other book has examined the major presidential addresses--their construction and their impact--as history. No other book examines, in such detail, the background of the speechwriters who drafted the addresses. James C. Humes, a former White House speechwriter, has a unique understanding of the process of presidential speech-drafting. A single speech can be a defining point in American history, such as the Kennedy inaugural (Ask not what your country can do for you, ask what you can do for your country), or a rallying cry, such as Franklin Roosevelt's inaugural (The only thing we have to fear is fear itself). It can become an American creed as did the Gettysburg Address or a prophecy like the Reagan address to the Houses of Parliament in 1982. Washington's Farewell Address would prescribe our conduct in foreign policy for a century, as did the Monroe Doctrine in 1823. Sometimes the message is a declaration for war, such as Wilson's speech in 1917, or a war against an economic elite like Jackson's Bank veto in 1832 or Cleveland's Tariff message in 1887. This book is of great interest not only to historians and political scientists but also to students of the presidency and government.

David Hume (1711–76) is commonly acknowledged to be the most important philosopher of the English language, and scepticism is commonly understood to be central to Hume’s thought. What, however, counts as scepticism for Hume and how it informs his various works has remained a topic of enduring controversy. Hume’s Scepticism: Pyrrhonian and Academic answers the constellation of interpretive questions around which that controversy has orbited by presenting a comprehensive and detailed investigation of Hume’s scepticism that situates it in the intersecting sceptical traditions from which it sprang. Making a sharp break with dominant contemporary readings, Hume’s Scepticism offers a radical interpretation of Hume as a thoroughgoing sceptic—epistemic, metaphysical, and also doxastic. Hume’s Scepticism advances its arguments for this conclusion in two broad hemispheres. Part One situates Hume’s thought historically in both the Pyrrhonian and the Academic streams of sceptical thought that preceded him. Part Two investigates and interprets the conceptual spaces and logical apparatuses of the complete Humean corpus–including the Treatise, Enquiries, Essays, History, Dialogues, and letters–through the lens of what has come to be called the Pyrrhonian Fourfold. Hume’s Scepticism argues that Hume’s naturalism is a component of his sceptical philosophy and not a refutation of it or therapy for it. Drawing on the probabilistic and doxastic theories of Philonian Academic scepticism, especially in Clitomachus of Carthage, the book shows how Hume developed an utterly non-dogmatic theory of belief. The text delineates the sceptical core of Humes’ political thought and his philosophy of religion; and it explains his sceptical rendering of science and of the external world. Hume’s Scepticism, in other words, advances both historical and logical reasons for the conclusion that Hume is a complete, profound, and coherent sceptic.
