Melalui program Sistem Inovasi Nasional (SINas) oleh Kementerian Ristek Dikti telah dilakukan inventarisasi Pembangkit Listrik Tenaga Air (PLTA) yang ada di seluruh Indonesia melalui penyusunan sistem informasi waduk/danau PLTA berbasis webGIS, yang mampu menyajikan informasi mengenai lokasi, kondisi hidrologi dan cuaca serta karakteristik fisik catchment area untuk masing-masing lokasi PLTA. Dari hasil monitoring data curah hujan serta analisis data hidrologi di setiap lokasi PLTA, diketahui sekitar 80% PLTA yang ada di seluruh Indonesia (kecuali yang ada di wilayah Aceh dan Sumatera Utara) mengalami defisit air akibat berkurangnya curah hujan sejak bulan Mei – Agustus sebagai dampak fenomena El Nino kuat yang mempengaruhi iklim global pada tahun 2015. Teknologi Modifikasi Cuaca (TMC) telah banyak dimanfaatkan untuk menjaga ketersediaan air waduk/danau, baik untuk keperluan irigasi maupun PLTA. Output penelitian ini juga menghasilkan Peta Rencana Waktu Pelaksanaan TMC untuk Mitigasi Bencana Kekeringan di Indonesia dan Peta Rencana Waktu Pelaksanaan TMC untuk Pengisian Waduk/Danau PLTA di Indonesia.Kata Kunci: Pembangkit Listrik Tenaga Air (PLTA), Sistem Informasi, Teknologi Modifikasi Cuaca (TMC)=Through the National Innovation System (SINas) by the Ministry of Research Technology and Higher Education has conducted an inventory of Hydroelectric Power Plant which exist throughout Indonesia through the development of an information system reservoir / lake Hydroelectric Power Plant based WebGIS, which is able to present information about the location, hydrology and weather as well as physical characteristics of the catchment area for each location Hydroelecric Power Plant. From the results of the monitoring of rainfall data and analysis of hydrological data at each location Hydroelectric Power Plant, known to about 80% Hydroelectric Power Plant that exist throughout Indonesia (except in Aceh and North Sumatra) experienced water deficit due to reduced rainfall since the month of May to August as the impact Strong El Nino phenomena that affect the global climate in 2015. Weather Modification Technology (TMC) has been used to maintain the availability of water reservoirs / lakes Hydroelectric Power Plant, both for irrigation and hydropower. Abstract:
Field performance testing of a low-head hydroelectric turbine is essential to evaluate the efficiency and economics of an operation. For low-head hydroelectric turbines, it is difficult to accurately measure the discharge through a unit. Transit-time velocity measurement technology has recently been used to develop, in a laboratory setting, a unique traversing acoustic discharge meter for low-head hydroelectric applications. This technology was recently combined with Gauss-Legendre quadrature integration as an alternative method of measuring the flow through a low-head hydroelectric turbine. However, laboratory testing of this technology has only dealt with undisturbed or ideal flow conditions. Additional physical modeling has been performed to compare the relative accuracy of the continuous traversing acoustic discharge meter with that of a multilevel Gauss-Legendre quadrature integration in disturbed or nonideal flow conditions. The data indicate that while Gauss-Legendre quadrature may provide more accurate estimates in ideal flow conditions, the continuous traversing acoustic discharge meter is better suited to disturbed flow condition because it can better resolve an intricate velocity profile. The accuracy of this instrumentation is sensitive to relatively large scale vorticity rotating in the plane of the acoustic transducers, although accuracies within 2% are still attainable, which is better than the conventional velocity-area method. Anecdotal evidence has suggested that hydroelectric generation can provide significant benefits in power systems that have already significantly increased their power generation from intermittent renewable resources. A heuristic-based algorithm for optimizing the scheduling of hydroelectric power generation facilities was developed and integrated into the Low-Emissions Electricity Market Analysis (LEEMA) model to analyze the interaction of generation capacity from wind, thermal, and hydro resources in the economic dispatch of individual generation plants. The algorithm identifies the most costly periods of thermal production, considering fuel, startup and operation and maintenance costs, to determine the optimal schedule of hydro generation within its capacity constraints. The hydrothermal LEEMA model is run on the current Spanish electric power system to identify the impact of introducing hydro generation to a system, varying levels of flexibility in hydro generation, and increasing levels of wind generation. The analysis concludes that hydro generation can significantly reduce the impact of intermittent renewable generation, that the level of flexibility of hydro generation must be understood to determine how beneficial the hydro generation can be, and that hydro generation will delay the most significant impacts of increasing levels of wind generation.<br>by John Michael Hagerty.<br>S.M.in Technology and Policy

CAPES: Fundação Araucária<br>A tese tem como objetivo principal analisar como as populações atingidas pela implantação de hidrelétricas no Brasil têm se articulado e organizado nas trajetórias sociotécnicas que conduzem à concretização desses projetos. Para tanto, se estudarão as trajetórias de implantação de três casos, que conformam o período de 1974 a 2016: Itaipu, construída no rio Paraná, na fronteira entre Brasil e Paraguai; Baixo Iguaçu, no rio Iguaçu, no estado do Paraná; e o complexo de Garabi e Panambi, projetado para o rio Uruguai, em trecho de fronteira entre Brasil e Argentina. A análise dos casos selecionados ocorreu a partir de ferramentas teórico-conceituais do campo de estudos em Ciência, Tecnologia e Sociedade (CTS) – em especial da Sociologia da Tecnologia. A metodologia de trabalho é qualitativa e contou com pesquisa bibliográfica e documental, além de documentação produzida através de observações em pesquisa de campo e entrevistas orientadas pela metodologia da história oral de vida. Parte-se, portanto, de uma abordagem sociotécnica para a observação das dinâmicas de interação entre movimentos sociais, instituições políticas, empresas estatais e privadas e tecnologias. Por meio de uma análise descritiva e também voltada a compreender causalidades e explorar relações explicativas, buscou-se a identificação de padrões de interação entre as trajetórias sociotécnicas que constituem os casos analisados. Observou-se que na implantação da usina de Itaipu, caso que apresenta a primeira experiência de resistência organizada a esse tipo de projeto, os agricultores se organizaram a partir de espaços de troca de informação; incluíram solidariamente em suas reivindicações as demandas de todos os tipos de ocupações de terra, combatendo a estratégia patrimonialista e desagregadora da empresa e; colocaram suas demandas em pauta a partir de práticas como ocupações e acampamentos. Nos processos constituídos nas primeiras fases das trajetórias de Baixo Iguaçu, Garabi e Panambi, os movimentos de resistência conquistaram a suspensão dos projetos articulando experiências anteriores de organização política; o estabelecimento de alianças com setores da comunidade regional; a realização de práticas de resistência antes da fase de projeto básico; o desenvolvimento de práticas de resistência que impediam os trabalhos dos técnicos; e a pressão sobre o ator responsável pelos projetos, à época, a Eletrosul. Nas fases recentes das trajetórias, as conquistas se relacionam a práticas de resistência anteriores à fase de projeto básico, bem como à articulação dos componentes ambientais dos projetos. Concluiu-se, portanto, que ao longo das trajetórias houve o fortalecimento dos movimentos sociais, com acúmulo e transmissão de experiências, mas que dadas às características de estruturação do processo de implantação de hidrelétricas atuais, que não reservam momentos de participação para a sociedade nem garantias institucionais aos atingidos, a experiência de luta precisa ser retomada e atualizada a cada processo de implantação de hidrelétrica.<br>The main objective of this thesis is to analyze how populations affected by implantation of hydroelectrics in Brazil have articulated and organized throughout the socio-technical trajectories which led to the implementation of such projects. To that end, the implantation trajectories of three cases will be studied, which correspond to the period from 1974 to 2016: Itaipu, built into the Paraná river, on the Brazil – Paraguay borders; Baixo Iguaçu, on the Iguaçu river at Paraná state; and the Garabi and Panambi complex, projected for the Uruguai river, on a section of the border between Brazil and Argentina. The analysis of the selected cases occurred by using theoretical-conceptual tools from the field studies of Science, Technology and Society (STS) - particularly of Sociology of Technology. The methodology is qualitative and used bibliographical and documental research, as well as documents produced by observation on field research and interviews oriented by oral history methodology. Therefore, it results from a socio-technical approach to the observation of interaction dynamics between social movements, political institutions, state and private companies and technologies. The identification of patterns of interaction in socio-technical trajectories which constitute the analyzed cases are searched through a descriptive and also targeted analysis focused on understanding causalities and exploring explanatory relations. It was observed that on the implantation of Itaipu, a case which represents the first experience of organized resistance to this kind of project, farmers organized themselves through information exchange spaces; in solidarity, they included in their claims the demands of all kind of land occupation movements, fighting the patrimonial and disaggregating strategy of the company; they put their demands on the agenda by using practices such as occupations and encampments. In the processes constituted in the early stages of Baixo Iguaçu, Garabi and Panambi trajectories, the resistance movements conquered the suspension of projects by articulating previous experiences of political organization; the establishment of alliances with regional community; the conduction of resistance practices before the basic design phase; the development of resistance practices which prevented the technicians work; and the pressure over the actor responsible for the projects, Eletrosul at the time. On the recent trajectories phases, achievements are related to resistance practices previous to the basic project phase, as well as articulation on environmental components of projects. It was concluded, therefore, that the strengthening of social movements happened along the trajectories, with experience accumulation and transmission, but given the structuring characteristics of the current hydroelectric deployment process, which do not reserve moments to the participation of the society, nor provides institutional guarantees to those affected, the struggle experience must be resumed at each hydroelectric deployment process.

Abstract:
Esta pesquisa apresenta como tema de estudo as Pequenas Centrais Hidrelétricas (PCHs). O seu objetivo geral é identificar os principais limites e potencialidades da sustentabilidade da cadeia produtiva de PCHs no Brasil, ao contexto das dimensões ambiental, social, econômica e institucional. O referencial teórico contempla conceitos e questões referentes: a cadeia produtiva; a Teoria do Ator-rede; as fontes de energia renováveis, mais especificamente a hidroeletricidade; e aos fatores determinantes da competitividade. Para a identificação dos gargalos e potencialidades, foi realizado um mapeamento da estrutura da cadeia de produção das PCHs, assim como a descrição do panorama atual das PCHs no país. Em seguida, foram estudadas, de forma mais aprofundada, cinco etapas que compõem a cadeia: recurso natural; geração; transmissão; distribuição; e comercialização. Na sequência, foram utilizados cinco critérios (importância, probabilidade, temporalidade, efeito e abrangência) para classificar os fatores identificados em cada etapa. Por fim, através da multiplicação dos índices numéricos atribuídos aos critérios, foi obtido o Índice de Significância (IS. No que tange à metodologia da pesquisa, ela pode ser classificada como aplicada e exploratória. Os dados empregados são secundários e foi utilizada a técnica de análise qualitativa. Como resultado, foram identificados 20 limites e 17 potencialidades relacionadas com a cadeia produtiva das PCHs no Brasil, sendo que destes 37 itens, 8 foram enquadrados como muito significativos, segundo os critérios estabelecidos para o IS. No que se refere ao resultado principal da pesquisa, verifica-se que, apesar de existirem potencialidades significativas para o desenvolvimento das PCHs na matriz energética nacional (o potencial hidrelétrico das bacias hidrográficas, a sua capacidade de atuar como vetor de desenvolvimento regional, a consolidação dos fabricantes de turbinas e geradores, e o livre acesso), alguns gargalos existentes na sua cadeia de produção devem ser trabalhados, tais como a interferência na migração e reprodução da ictiofauna continental, a desigualdade na distribuição de energia elétrica, e os aspectos legais e técnicos relacionados com o meio ambiente e a comercialização de energia.<br>This research study has as a theme: Small Hydro Power Plants (SHP). Its overall objective is to identify the main limits and potential sustainabilities of the productive chain of power plants in Brazil to the context of environmental, social, economic and institutional dimensions. The theoretical framework includes concepts that concern: the production chain, the Actor-Network Theory, renewable energy sources (specifically hydroelectricity) and the determinants of competitiveness. For the identification of limits and potential, mapping of the production of SHP chain structure was carried out; as well as the description of the current landscape of the SHP in the country. They were then studied in more depth. The five steps that make up the chain being: natural resource, generation, transmission, distribution and commercialization. Next, five criteria were used: importance, likelihood, timeliness, effect and scope; in order to classify the factors identified in each step. Finally, by multiplying the numerical index assigned to the criteria; the significance index (SI) was obtained, which was used to frame the final significance of the aspects by: less significant, significant and very significant. Regarding research methodology; it can be classified as: exploratory and applied. The data used was secondary and was used as qualitative analysis. As a result, we identified 20 potential limits and 17 related to the production chain of power plants in Brazil, and of these 37 items, 8 were classified as very significant, according to the criteria established for the IS. With regard to the main search result, it appears that, although there are significant potential for the development of SHP in the national energy matrix (hydropower potential of river basins, their ability to act as regional development vector, consolidation of turbines and generators manufacturers, and free access), some hurdles in the production chain must be worked out, such as interference in the migration and reproduction of continental fish fauna, inequality in the distribution of electricity, and the legal and technical aspects related to the environment and the commercialization of energy.

CAPES; Fundação Araucária<br>O obstáculo intrínseco a produção de energia no Brasil possui relação com embates sociais, devido aos impactos produzidos pelas técnicas e tecnologias do setor. Foi estimulada, então, a criação de políticas para mitigá-los, à exemplo da Política Nacional do Meio Ambiente que, para esta função, dispõe de seu principal instrumento, o licenciamento ambiental. Contudo, os conflitos ainda persistem. Diante disso, objetiva-se revelar os aspectos que envolvem o conflito ambiental em torno de projetos de pequenas centrais hidrelétricas, inseridos na primeira fase do processo de licenciamento ambiental, do estado do Paraná – a fim de que se compreenda a origem desses impactos no campo de geração de energia do estado. Para tal fim, esta dissertação fundamenta-se em uma abordagem multicaso, considerando as pretensões do estado para o setor energético e as manifestações promovidas, já que se objetiva estudar os casos complexos, dependentes de estudos de impacto ambiental e de audiências públicas. O estudo possui natureza aplicada, objetivo explicativo e utiliza-se da técnica de análise qualitativa e quantitativa, com auxílio do software ATLAS.ti. Como resultado, obteve-se a compreensão de que os conflitos ambientais estudados emergem do descumprimento das normas do campo energético – orientado pelo avanço do setor privado, pela flexibilização do Estado e por interesses econômicos. Os estudos de caso demonstraram que essa conjuntura se constitui de três dinâmicas: arbitrariedades, enfrentamentos e desdobramentos. A primeira desestrutura os processos de licenciamento ambiental; a segunda promove a criação e/ou o ajuste das normas, diminuindo as resistências sociais; e a terceira refere-se às consequências do embate entre as dinâmicas anteriores. Contudo, mantém-se a importância do instrumento, que não apresenta problemas quanto à sua estrutura, mas, quanto ao tipo de gestão empregada em suas fases – geralmente influenciada por interesses externos.<br>The intrinsic obstacle to energy production in Brazil is related to social conflicts, due to the impacts produced by the techniques and technologies of the sector. The creation of policies to mitigate them was stimulated, as was the case with the National Environmental Policy, which, for this purpose, has its main instrument, environmental licensing. However, the conflicts persist. In view, the objective is to uncover the aspects that surround the environmental conflict around small hydroelectric power plant projects, inserted in the first phase of the environmental licensing process of the state of Paraná. In this sense, it is sought to understand the origin of their impact on the community directly affected and on investment and power generation involved. In order to do so a multiple case study approach - the projects were selected according to the state of Paraná's pretensions for the energy sector, and considering the cases that have more conflicts, since the objective is to work with complex cases and studies that depend of environmental impact and its respective report, consequently of public hearings -; of applied nature; explorative objective and with regard to data processing, this research adopts qualitative and quantitative analysis techniques with the help of the software ATLAS.ti. As a result, it was understood that the environmental conflicts studied emerge from noncompliance with the norms of the energy field - driven by the advancement of the private sector, by the flexibility of the State and by economic interests. The case studies have demonstrated that this conjuncture consists of three dynamics: arbitrariness, confrontation and unfolding. The first structure the environmental licensing processes; The second promotes the creation and / or adjustment of standards, reducing social manifestations; And the third refers to the consequences of the clash between the previous dynamics. However, the importance of the instrument remains, which presents no problems with its structure, but with the type of management used in its phases - usually influenced by external interests.

Abstract:
The objective in this case study is to highlight typical problems of a planned hydropower dam project in Bokor National Park, Cambodia. The focal point in the line of questioning is the usage of public participation in larger exploration plans in a development country and to give a comprehensive survey of some of the participant involved. The study also discusses how the WCD report is used by non-govemental organisation to validate their claims. To be able to understand how the Cambodian society works, the study also includes a short briefing of recent Cambodian history. The study shows that the local people are more or less neglected in the preliminary investigations. Even if information meetings are held open, they are conducted in such a way that it is hard for common people to participate. The meetings are held in English and not in the domestic language Khmer. Critical groups are not formally invited but welcome to attend, most of their statements are withdrawn from the official protocols. The study also reveals that the leading entrepreneurs more or less neglects the environmental hazards in the construction by focus their information and calculations on the positive effects of the project. The study has been made as a field study, on location in Cambodia.
