It is always hard to say goodbye to a colleague who has made a substantial contribution to the ongoing success of our journal and this is no exception. Meg has taken a significant workload with allocating papers for review and coaxing reviewers to submit on time. She has an amazing ability to provide insightful comments to authors, and her contributions to keeping the journal on track and on time have involved sheer hard work. She has moved to take a leadership role in the Research in Learning Technology journal where I know she will again improve processes and communication for all involved. IntroductionA strong focus on sexual and reproductive health of female adolescents is a key to achieving sustainable development goals, due to the large size of the current cohort in low-income and middle-income countries (LMICs) and adolescents’ biological and social vulnerability. Several indicators of fertility among adolescents are in wide use, but the contribution of adolescent births to all births is poorly understood. We propose and calculate a package of three indicators capturing the contribution of adolescent births to all births, stratified by parity (first and second/higher).MethodsWe used Demographic and Health Survey data for 30 LMICs and vital registration for two high-income countries (to calculate levels and trends across a range of countries) for three time periods: 1990–1999, 2000–2009 and 2010–2015. The three indicators were calculated overall and by age thresholds (<16, <18 and <20 years) and exact ages, for each country and time point. Patterns of changes in indicators for the three cumulative thresholds over time are described.ResultsIn the 30 LMICs, the percentage of all live births occurring to adolescents varied across countries, with a median of 18% for adolescents <20 years. Three countries (Jordan, Indonesia and Rwanda) had levels below 10%; Bangladesh had the highest at 33%. The contribution of adolescent first-order births to all first-order births was high; a median of 49%. Even among second-order and higher-order births, the contribution of adolescent childbearing was appreciable (median of 6%). Over the period under examination, the proportion of adolescent births among all live births declined in the majority of the LMICs.ConclusionThese three indicators add to our understanding of the scale of adolescent childbearing and can be used in conjunction with population estimates to assess the absolute need for age-appropriate and parity-appropriate reproductive, maternal and newborn healthcare and to monitor progress in improving young people’s health.

Abstract:
Purpose: Coronavirus (Covid-19) pandemic affects social and economic activities all over the world. This study analyses the impact of lockdown caused by the pandemic in Kaduna State, Nigeria, so that the public can appreciate it and take adequate measures to curb it. Research methodology: A total of 370 questionnaires were administered to traders, worshippers, parents and marketers. The interview was also conducted in mosques and churches, markets and houses to collect data during and after the Covid-19 lockdown. The data were collected within a month from Tuesday 21 May 2020 to 21 June 2020. Results: The results reveal that 67% of the respondents see commercial activities doing well before the lockdown, but only 12% during the lockdown and a further 59% after the lockdown. The results also revealed that 56% of the respondents see educational acquisitions doing well before the lockdown, 13% during and 24% after the lockdown. The results further show that 60%, 10% and 53% were for before, during and after the lockdown, respectively, for religious activities. Limitation: The data was not collected before the lockdown but only during and after. This might not give highly reliable data for one of the data was organised not at the exact time of the incidence. Contribution: The study will help both public and private organisations appreciate the difficulties caused by the lockdown in the state so as to find alternative ways of cubbing the pandemic subsequently. Each of the five presidents graciously agreed to write a message for this first issue of 1998. These contributions reflect one of the primary goals of the News and Commentary, that is, to be an arena for contributions from all of the societies affiliated with the journal—contributions of interest to a broad spectrum of microscopists. Background: Globally, the caesarean delivery rate is rising continuously, making caesarean one of the most common surgical procedures. The Robson classification, appreciated by WHO in 2014 and FIGO in 2016 is widely accepted, risk-based, ten-group classification system (TGCS) developed specifically to assess caesarean section rates. The aim of this study was to know the rate of Caesarean section in present hospital, to analyse the Caesarean sections based on Robson’s classification and to determine the contribution and significance of each group on the overall number of Caesarean sections.Methods: All women, who gave birth by Caesarean deliveries done over a period of 1 year (January 2018-December 2018) in Travancore Medical College Hospital in South Kerala India.Results: Group 5 (previous LSCS, single, cephalic >37 weeks) made the greatest contribution to the Caesarean section rate (27.24%). The second highest contributor was Group 2 (Nulliparous, singleton, cephalic, >37 weeks induced labour or caesarean section before labour followed by Group 10 (all single cephalic <36 weeks including previous CS) 18.78%.Conclusions: Limiting the CS rate in low-risk pregnancies is key to lowering the trend of increased CS. If TGCS is used uniformly, CS rates can be compared over time and between units, both nationally and internationally.

The 1958 Constitution provided France with a constitutionally based system of justice and although this had been contrary to French traditions — and consequently apprehended at that time — the system has progressively developed and become one of the main elements of the French constitutional regime and at the same time, one of its most dynamic and appreciated components. This article presents the French Constitutional Council: its status, composition and operations. It maps out areas in which this body has had to intervene and, above all, it analyses the jurisprudence of the Council and notes that its most impressive contribution lies in the field of the constitutional review of laws and its main objective, basic personal freedoms. The conclusion of this study is that French constitutional law has undergone radical modifications under this system and that in the future, it has become a fertile ground for comparative studies for the Canadian jurist due to the constitutional review of laws in the name of personal freedoms.

Purpose The purpose of this paper is to review the academic literature on the experiential value to appreciate the developments in the area in the last decade; propose a conceptual framework delineating the determinants and outcomes of experiential value and provide future research directions based on the insights. Design/methodology/approach A range of online databases were searched to review and select the papers related to experiential value. The full text of each of the papers was taken as a unit of analysis. The classification and coding of all the selected papers was performed manually by two independent researchers. Findings The analysis led to the classification of the experiential value literature broadly into five categories, i.e. conceptualization, measurement, antecedents, outcomes and applications. The findings indicated that the experiential value delineates across cultures, store formats, channels and product categories. The proposed framework depicting antecedents and outcomes could form a basis for future studies. The study unveiled several other useful findings as discussed in the paper. Research limitations/implications The findings may be generalized only to the selected online databases for the given time period in the experiential value domain. The study identified several potential avenues for future research. Practical implications The present study may help the academicians and practitioners to comprehend the current state of literature. The bibliography may be considered as a ready reference for contemplating future research in the area. Originality/value The extant literature revealed that no study so far has captured a literature review in the area of experiential value. Thus, this could be seen as a unique and significant contribution to the literature.

Grundtvig in an Ecumenical PerspectiveBy Peter LodbergN.F.S. Grundtvig’s theology has often been perceived as a uniquely Danish phenomenon. This has resulted in a failure to appreciate the ecumenical themes in his theology and has precluded a positive consideration of what impulses his comprehensive work may have added to the ecumenical debate about such issues as practical theology, ecclesiology, and the relationship between Scripture and tradition.The article points out that in order to understand Grundtvig’s church view it is absolutely essential to begin with the Danish version of a classical discussion in ecumenical theology: the relationship between justification and church, christology and ecclesiology, as it manifested itself in the discussion between Grundtvig and H.N. Clausen about the nature of Catholicism and Protestantism.In Kirkens Gienmæle (The Rejoinder of the Church), Grundtvig rejects the attempt by modem Protestantism to establish a fundamental difference between the two versions of the understanding of Christianity in the Western Church as far as the question of the relationship between justification and church is concerned. According to Grundtvig, such an attempt is bound to end in heresy, since it fails to appreciate the actual historical church as the bearer of God’s salvation in the world. Instead Grundtvig emphasizes an ecumenical ecclesiology, starting from a common confession of the Apostles’ Creed, Baptism and Communion, which are the unifying elements of all Christians, regardless of differences in theological dogma. Hence follows that there is no fundamental difference between Catholicism and Protestantism, but a shared basic view as far as the content and celebration of faith is concerned.Thus, what Grundtvig achieves is a theological freedom to remain critical of the transformations undergone by the historical church in its many confessional and national versions through the ages. But at the same time this means that there is a decisive systematic-theological point in emphasizing that Grundtvig always speaks about the Christian Church before he speaks about the confessional or national church. It should be stressed at the same time that the all-Christian church is not invisible or an unattainable ideal, but a historical fact when the congreation is gathered for divine service. Here the Gospel and the Holy Communion is administered to people, so the faith must live in their hearts.Grace is thus inseparable from and dependent on the sacramental presence as it is experienced in the church which is the congregation celebrating divine service. Thus the way has been opened for a positive consideration of Grundtvig’s contributions to ecumenical theology.

The project leads to study the climate of this country in order to establish whether this climate could be used to produce energy from air and to implement the first wind turbine for serving the nation.   After an introduction about the historical background of wind power, the thesis work deals with assessment of wind energy potential of Rwanda in focusing of the most suitable place for wind power plants. The best location with annual mean wind speed, the rate of use of turbine with hub height for an annual production per year, the mean wind speeds for 6 sites of Rwanda based on ECMWF for climatic data for one year at relief of altitude of 100m and coordinates are reported too.   The result of energy produced and calculations were done based on power hitting wind turbine generator in order to calculate Kinetic energy and power available at the best location to the measurement over the period of 12 months, that could be hoped for long term.   With help of logarithmic law, where wind speed usually increases with increasing in elevation and the desired wind speeds at all 6 sites were used. The annual energy production was taken into account at the best site with desired wind speed at the initial cost of turbine as well as the cost of energy (COE).However, with comparison of the tariff of EWSA, the price of Wind designed in this Research per kWh is cheaper and suitable for people of Rwanda.

Rwanda has considerable opportunities development energy from hydro sources, methane gas, solar and peat deposits. Most of these energy sources have not been fully exploited, such as solar, wind and geothermal. As such wood is still being the major source of energy for 94 per cent of the population and imported petroleum products consume more than 40 per cent of foreign exchange. Energy is a key component of the Rwandan economy. It is thus recognized that the current inadequate and expensive energy supply constitutes a limiting factor to sustainable development. Rwanda’s Vision 2020 emphasizes the need for economic growth, private investment and economic transformation supported by a reliable and affordable energy supply as a key factor for the development process. To achieve this transformation, the country will need to increase energy production and diversify into alternative energy sources. Rwandan nations don’t have small-scale solar, wind, and geothermal devices in operation providing energy to urban and rural areas. These types of energy production are especially useful in remote locations because of the excessive cost of transporting electricity from large-scale power plants. The application of renewable energy technology has the potential to alleviate many of the problems that face the people of Rwanda every day, especially if done so in a sustainable manner that prioritizes human rights.

The special edition of the national professional scientific and practical legal magazine “The Slovo of the National School of Judges of Ukraine” was published, which contains reports delivered at the online conference "Ensuring the unity of judicial practise: the legal positions of the Grand Chamber of the Supreme Court and standards of the Council of Europe", held on the occasion of the third anniversary of the Grand Chamber of the Supreme Court. time of thematic sessions and webinars for judges of each of the courts of cassation in the Supreme Court, as well as joint sessions for judges of different jurisdictions at the end of 2020. The National School of Judges of Ukraine held these events together with the Supreme Court and in synergy with the Council of Europe projects "Support to Judicial Reform in Ukraine", "Further Support for Ukraine's Implementation in the Context of Article 6 of the European Convention on Human Rights", USAID New Justice Program, OSCE Project Coordinator in Ukraine. These are projects that support various aspects of judicial reform in Ukraine, compliance with Council of Europe standards and recommendations, offering best practices from member states to help make priorities in the national reform process. The conference and training events were attended by more than 550 participants - judges of the Supreme Court, other courts, leading Ukrainian and foreign experts, representatives of the legal community. Trainers and all structural subdivisions of the National School of Judges of Ukraine were involved, the training activities of which were identified by the CCEJ in one of its conclusions as one of the important tools to ensure the unity of judicial practice. Programs of activities included reports on the role of the Grand Chamber of the Supreme Court in ensuring the unity of judicial practice and the impact on the legal system; unity of judicial practice in the context of standards - improving access to justice in Ukraine: removing procedural obstacles and ensuring the right to an impartial court, approaches to identifying cases of minor complexity and cases of significant public interest or exceptional importance for a party in the context of access to court of cassation: practice the supreme courts of the member states of the Council of Europe and the European Court of Human Rights; key positions of the Supreme Court - application of the provisions of the procedural codes on the grounds for transferring the case to the Chamber, the joint chamber or the Supreme Court, the impact of its decisions on legislative activity, ensuring the specialization of courts and judges, the practice of the Supreme Court of the Supreme Court on administrative cases, the practice of considering cases of disciplinary liability of judges, conclusions on the rules of criminal law, review of court decisions in criminal proceedings in exceptional circumstances; the impact of the case law of the European Court of Human Rights on the case law of national courts and the justification of court decisions and the "balance of rights" in civil cases in its practice, the development of the doctrine of human rights protection; ECtHR standards on evidence and the burden of proof, the conclusions of the CCEJ and their reflection in judicial practice; judicial rule-making in the activities of European courts of cassation, etc. The issues raised are analyzed in the Ukrainian and international contexts from report to report, which, we hope, will be appreciated by every lawyer - both practitioners and theorists. As well as the fact that the depth of disclosure of each of the topics through the practice of application serves the development of law and contributes to the formation of the unity of judicial practice of the Supreme Court, the creation of case law is a contribution to rulemaking and lawmaking. The conversion of intellectual discourse into the practice of Ukrainian courts is an important step towards strengthening public confidence in the judiciary. And here the unifying force of the Supreme Court can be especially important, as the Chairman of the Supreme Court Valentyna Danishevska rightly remarked, speaking about the expectations of the society.

This chapter reflects on the overall role of a maritime arbitrator. It emphasizes that the process of arbitrator selection tends to focus on their knowledge, experience, and expertise. They also have the duty to reason their awards—a duty owed not just to the losing party but perhaps more widely if one wishes to speak of a genuine transnational maritime law. The corollary of this is the need for transparency to ensure their accountability. While this might seem to conflict with the principle of confidentiality, this is probably because this principle is misunderstood: hearings should continue to be held in private to protect the confidentiality of evidence, however it does not necessarily follow that awards (appropriately anonymized) should be kept confidential ‘for all time’. As for the autonomy of the lex maritima itself, the chapter argues that one must not ignore its intimate and mutually enriching relationship with national laws.

The introduction sets the scope in terms of perspective and time span. This is an imperial history—from the time that imperial authorities decided to address seriously the military problems of the empire (1902) until the end of the last great imperial war effort (1945). These wide parameters are critical. Only by stepping outside the bounds of national histories can one appreciate the imperial ‘big picture’. After all, the interoperability of the imperial armies would not have been necessary were it not for imperial military problems. And only by taking a longer view can one see the full arc of the enterprise, which amounted to an imperial army project. British military authorities wanted a continental-type army, but one adapted to British imperial circumstances: British rejection of peacetime conscription, self-governing dominions, the non-contiguous nature of the empire, and the vast distances involved.

This chapter documents the formative years of the Japanese in the United States, as well as the initial pioneers of Nikkei who came to prominence during this time. Though many would travel to the United States with optimism on their minds and baseball in their hearts, all of their optimism could not overshadow the depths of resentment Asians faced upon their arrival to North America. Among the many challenges this first generation (Issei) of immigrants faced, the Immigration Act of 1924 proved to be one of the direst. While depleting the Issei of what little rights they had, the Immigration Act also hastened the need to properly train their offspring, the Nisei, to understand and appreciate the trappings of their generation. Yet the Issei in many ways continued to thrive, and there are many among the first and second generations who continue to love baseball.

In this chapter, the author recounts his journey from antagonism for University of Kansas (KU) basketball to appreciation and pride. Thanks to superb mentoring and his own maturation, the author realizes that some of the values he learned as an American studies graduate student—community building, teamwork, and the pursuit of excellence—explain the locals' commitment to and love for the Kansas Jayhawks. The author recalls the time he matriculated to KU, which is located in Lawrence, after living his first twenty-two years in New York, and how his initial misgivings about the school was replaced by eight years of fondness for the place he proudly called home. He then explains how he came to appreciate the significance of mentorship in his own life, at the same time that his attitude toward the KU basketball program softened and he became grateful for all its accomplishments. According to the author, his case illustrates how sport, community, and identity can be interconnected.

The technique of small angle solution scattering has been revolutionized in the last two decades. Exponential increases in computing power, parallel algorithm development, and the development of synchrotron, free-electron X-ray sources, and neutron sources, have combined to allow new classes of studies for biological specimens. These include time-resolved experiments in which functional motions of proteins are monitored on a picosecond timescale, and the first steps towards determining actual electron density fluctuations within particles. In addition, more traditional experiments involving the determination of size and shape, and contrast matching that isolate substructures such as nucleic acid, have become much more straightforward to carry out, and simultaneously require much less material. These new capabilities have sparked an upsurge of interest in solution scattering on the part of investigators in related disciplines. Thus, this book seeks to guide structural biologists to understand the basics of small angle solution scattering in both the X-ray and neutron case, to appreciate its strengths, and to be cognizant of its limitations. It is also directed at those who have a general interest in its potential. The book focuses on three areas: theory, practical aspects and applications, and the potential of developing areas. It is an introduction and guide to the field but not a comprehensive treatment of all the potential applications.

Emergency and critical care specialists are important interdisciplinary physicians who often impact on the long-term survival of patients sustaining cardiac arrest, as well as immediate outcomes. These specialists are often at the crossroads of survival for patients achieving return of spontaneous circulation, and it is important to appreciate that out-of-hospital and in-hospital cardiac arrest patients represent different pathophysiological subgroups with respect to aetiology and pathophysiology. Important time-dependent triage and therapy are crucial, and efforts to identify and treat pathophysiological triggers share priority with the initiation of hypothermia protocols and other targeted interventions, such as coronary angiography and percutaneous coronary intervention. Updated basic life support (BLS) and advanced life support (ACLS) protocols emphasize the importance of high quality chest compressions as central to achieving return of spontaneous circulation and emphasize that airway interventions should not detract from this objective. No specific ACLS intervention including intubation, vasopressor therapy or use of anti-arrhythmic agents has been found to improve outcome. The goal of both BLS and ACLS protocols is the achievement of return of spontaneous circulation, the prevention of re-arrest and the initiation of immediate post-resuscitation interventions associated with improved outcome. These include targeted temperature management (induced hypothermia) and coronary angiography for appropriate patients and ‘bundled’ critical care for all recognizing that the post-arrest state is a systemic inflammatory condition requiring multidisciplinary care beyond hypothermia and cardiovascular support.

The publication is an adaptation for the Caribbean of Doing What Matters in Times of Stress: An Illustrated Guide, a World Health Organization publication to support implementation of its recommendations for stress management. This guide is for all who experience stress, ranging from parents and other caregivers to health professionals working in difficult situations. Informed by available evidence and extensive field testing, the guide provides information and practical skills to help cope with adversity. While the causes of adversity must be addressed, there is also a need to protect and support people’s mental health. This publication has five sections, each containing a new idea and technique to cope with stress. These are easy to learn and can be used for just a few minutes a day to help reduce stress. Readers can go through one section every few days and take time to practice the exercises and use the learning in the days in between. Another option is for them to read the book through once, applying whatever they can, and then read it again, taking more time to appreciate the ideas and practice the techniques. Practicing and applying the ideas to daily life is key for reducing stress. The guide can be read at home, during break or rest periods at work, before going to sleep, or at any other time when people might have a few moments to concentrate on taking care of themselves.

AbstractThis chapter provides an analysis of the complex role of Nordic schools in both enhancing and reducing socioeconomic inequalities in civic competences. A multilevel analysis method was used to examine the IEA International Civic and Citizenship Education Study (ICCS) 2009 and 2016 data of all four Nordic countries. The results show that unequal access to civic learning (in-school civic participation and open classroom climate) exist in all Nordic countries. We found differences in access within schools in which students with more advantages experienced greater opportunities to participate. Additionally, we found differences between schools. Those schools that had an intake with a higher proportion of socioeconomically advantaged students tended to provide more civic learning opportunities and open classroom climates. Inequalities in access to civic learning activities manifested itself in different ways in schools across the Nordic countries. There is some evidence that this happens more regularly in Sweden than Finland, though Norway recorded the highest levels of unequal access inside schools, and no Nordic country provides equal access to all the forms of civic learning we studied. At the same time, however, there were forms of civic learning in Nordic schools that were found to reduce socioeconomic inequalities in civic competences. The results showed that when disadvantaged students gained access to civic learning, they mostly appeared to benefit either the same or more from the experience than their more advantaged peers. A unique contribution of this chapter to the field of citizenship education is that we found that in-school civic participation can compensate for a disadvantaged background for developing future electoral participation and civic knowledge in students from disadvantaged backgrounds.

AbstractWe make two contributions to the study of polite combination in satisfiability modulo theories. The first is a separation between politeness and strong politeness, by presenting a polite theory that is not strongly polite. This result shows that proving strong politeness (which is often harder than proving politeness) is sometimes needed in order to use polite combination. The second contribution is an optimization to the polite combination method, obtained by borrowing from the Nelson-Oppen method. The Nelson-Oppen method is based on guessing arrangements over shared variables. In contrast, polite combination requires an arrangement over all variables of the shared sorts. We show that when using polite combination, if the other theory is stably infinite with respect to a shared sort, only the shared variables of that sort need be considered in arrangements, as in the Nelson-Oppen method. The time required to reason about arrangements is exponential in the worst case, so reducing the number of variables considered has the potential to improve performance significantly. We show preliminary evidence for this by demonstrating a speed-up on a smart contract verification benchmark.

The chapter explores their geological passion and how they came to investigate the question of great human antiquity—the crux of the time revolution. The idea of using stone tools as a proxy for remote human ancestors is examined and the challenges which faced them set out. The characters of the principals are mapped onto the ideals in Samuel Smiles’s Self-Help, where zeal and perseverance sum up the qualities of success in all walks of life. George Eliot’s observations in Adam Bede on the men of New Leisure provides another fit for the three time revolutionaries. The preoccupation of the mid-nineteenth century with time is also examined using three inventions, the railways and railway time, shrinking distance—and hence time—by telegraphy, and freezing time with photographs. During the century in which this new branch of knowledge of antiquity has been in existence, the contribution of papyri and ostraca to the documentation of ancient societies has justified the hopes thus placed in it. It is all the more surprising, then, to note that among historians there persists a certain failure to appreciate this contribution and a reluctance to exploit it. The truth is that papyri share the same fragmentary, random and lacunose character that is a feature of the majority of documentary sources available to us for the study of the ancient world.

First, the chapter discusses Time and Tide’s book reviews section and argues that the surface appearance of a less feminist engagement with literature and the arts is called into question by the archive of Theodora Bosanquet’s automatic writing. This unpublished material resituates her public reviews and – in the context of a perceived crisis in book reviewing – reveals a mode of feminism that Barbara Green has theorised as ‘a form of attention’ (2017) and evidences Bosanquet’s ambivalence about the male professionalisation of literary criticism. Second, the chapter shows how Time and Tide’s seemingly non-feminist veneer is disrupted much more overtly when all the leading feminists of the period emerge publicly in the paper at the outbreak of the Second World War. Through an analysis of Time and Tide’s correspondence columns the chapter explores the contribution this magazine made to public debates about war and peace, and its sustained commitment to the ordinary woman reader.

This is due to the influence of a number of Italian international law scholars of the time, who provided an important contribution to the conception and drafting of the most internationally oriented provisions in the Constitution. In order to illustrate the debate that brought international law aspects into the constitution-making process, and both the influence exercised by contemporary scholars and the role played by the elected members of the Constituent Assembly in finally settling such issues, it is crucial to examine the debates raised within the Forti Commission as well as during the activities of the Constituent Assembly. The culture industry and its human resources have been little researched in Latvia, yet research on the culture industry is important, because the industry makes a significant contribution to economic growth by promoting employment and the development of competitive regions. The culture industry encompasses libraries, folk art, theatre, music, museums, the creative industry and other sub-industries, yet in recent years those working in all the culture subindustries faced various challenges, including: a low remuneration and insufficient monetary and non-monetary bonuses, resulting in lower job satisfaction and a high personnel turnover. Accordingly, the aim of the research is to develop recommendations for hiring and retaining human resources by examining challenges in managing human resources in the culture industry. The authors conducted a survey among the personnel of the Board of Culture of Jelgava municipality. The survey found that the main challenges faced by the administration of the Board of Culture were an uncompetitive remuneration, the aging of the personnel and generational change as well as inefficient and insufficient motivation for working. The research has developed two scenarios for recruiting: ‘promotion of creativity and non-monetary motivation’ that aim to publicly appreciate human resources, so that they would feel important and significant as well as facilitate creativity, innovation and collective solidarity, while for the purpose of retaining human resources in a long-term and decreasing their turnover, the second scenario ‘competitive remuneration and the differentiation by position category’ aims to gradually raise the remuneration and differentiate it for all categories of personnel.

Statics has been remodeled to include online and in-class tools to encourage all students to stay actively engaged with the material. Seven online tools which have been incorporated into the redesigned course are presented and discussed: review modules, reading introductions and quizzes, class notes with video example problems, recorded lectures, skills quizzes, synchronous office hours and asynchronous message boards, and clickers. Results indicate students come to class consistently, are more likely to complete readings, and appreciate the just-in-time online resources. One faculty member can now supervise larger numbers of students and homework grading has been cut in half.

Nanotechnology promises more micro- and nanoscale devices for biomedical, aerospace, transportation purposes. Hydrophobicity can be imparted by a thin layer of low surface energy molecules or a densely-packed hydrocarbon film. Because of heterogeneous surface energy and surface defects, very few films can stay defect-free for an appreciate period of time. Eventually, moisture penetrates into the film through pin holes or defects created by surface reconfiguration. This paper describes a novel hydrophobic film design combining geometric stacking concept with self-healing mobile molecules and an polymeric canopy of cross-linking top layer to prevent evaporation of organic molecules, all within two nanometer thick suitable for most micro- and nanodevices applications.

Discussion centers on the rapidity of fire growth in many situations, how experiments and modeling have helped to characterize the events, and how the population at large still does not appreciate the immense fire dangers. The technical and scientific information about ignition, fire spread and analysis helps us to understand the amalgamation of key features of the incident. Calculations are shown of how the fire size, total evolution of smoke, smoke generation rate, and smoke level all vary with time, for situations of various rates of fire growth.

Because of the specific requirements of the medical profession, it is imperative that doctors-to-be have a wide range of knowledge at their fingertips. In order to facilitate this, most medical programmes employ some kind of overall ready-knowledge test: a test that is not connected to one specific course, but contains questions on all the facts and figures from all the courses in the entire curriculum. The test is generally administered four times a year to all students participating in the program. First year students are required to answer the same questions as fourth year students. However, for first year students the thresh hold for passing the exam is at a lower level.The aim of this progress test is threefold: (1) testing if the knowledge of students is up to par; (2) making sure that students understand that being a medical professional means continuing to have all the knowledge readily available at all times; and (3) changing the way students prepare for a test: not a big cramming session for one test the night before the test happens and then forget about it, but continuously working on keeping knowledge at an acceptable level. This last goal has, however, not been achieved. While students appreciate the test because of the sense of progress it provides them, in a Dutch study into its effects, students widely report that also for this test, they still prepare in cramming sessions. The result is still that the retention level of the ready knowledge is not at the level it should be.Since studies have extensively shown that students enjoy studying in a gamified process more, that they more easily get into 'a flow', and that the retention rates of knowledge acquired during a flow are higher, we propose to attempt to change the way the student prepare for the test by gamifying the process. Gamifying the process neatly matches a feeling of progress that facilitates the control students feel over their studying process and over mastering the material. Rather than losing points for not having questions correct, a student gains levels/XP/avatar strength whenever he/she masters a specific topic, or nails a series of questions on different topics within a specific time frame (‘challenge’), etc. The game mechanics and the design of the gaming world will be two important aspects of this project. A third important aspect will be the distribution of knowledge in the game and the way topics are brought up again, practiced again, or combined with other topics. The algorithm that lie at the basis of that need to be smart, adaptive and non-repetitive. A final important aspect of this process concerns the question of how to make playing this game part of the social life of students (battles on Friday afternoon for instance, or leader boards in the hallway).As mentioned above: Research indicates that gamification has a positive effect on retention and on commitment. If we then also manage to embed the game in a social setting, it can be truly called a “stealing their beer time”-type of intervention: moments that they would normally chill out and have a beer with their peers have now turned into moments where they still chill out, maybe still have a beer, but also study.We would like to share our ideas and invite partners of other programs (not necessarily medical) to join in our quest to build an overall knowledge assessment game in a modular way.

Abstract:
We demonstrate that CNN deep neural networks can not only be used for making predictions based on multivariate time series data, but also for explaining these predictions. This is important for a number of applications where predictions are the basis for decisions and actions. Hence, confidence in the prediction result is crucial. We design a two stage convolutional neural network architecture which uses particular kernel sizes. This allows us to utilise gradient based techniques for generating saliency maps for both the time dimension and the features. These are then used for explaining which features during which time interval are responsible for a given prediction, as well as explaining during which time intervals was the joint contribution of all features most important for that prediction. We demonstrate our approach for predicting the average energy production of photovoltaic power plants and for explaining these predictions.

Abstract:
A reliability analysis method is presented for time-dependent systems under uncertainty. The system response is modeled as a parameterized random process. A double-loop optimization algorithm is used. The inner loop calculates the maximum response in time using a global-local search method, and transforms a time-dependent problem into a time-independent one. The outer loop calculates multiple most probable points (MPPs) which are commonly encountered in vibration problems. The dominant MPPs with the highest contribution to the probability of failure are identified. A niching genetic algorithm is used because of its ability to simultaneously identify multiple solutions. All potential MPPs are initially identified approximately and their location is efficiently refined using a gradient-based optimizer with local metamodels. Among all MPPs, the significant ones are identified using a correlation analysis. Approximate limit states are built at the identified MPPs, and the system failure probability is estimated using bi-modal bounds. The vibration response of a cantilever plate under random oscillating pressure load and a point load illustrates the proposed method. The finite-element model is used to calculate the response.

This study addresses the consensus problem and its stability for a group of agents with second order dynamics and feedback time delays. It is assumed that all the agents in the group communicate with the same number of agents, and that the time delay incurred remains constant and the same for all the interagent communication channels. A decentralized control structure of PD type is proposed to create consensus in the position and velocity of the agents. Contribution of the paper is in the peculiar construction of the system characteristic equation owing to the proposed control law, which is exploited to effectively execute the stability analysis in the delay space. A complete stability picture is obtained taking into account the variations in both the control parameters and the communication delay. Case studies and simulations results are presented to verify the analytical derivations.

Abstract:
A new methodology is presented for assessing the stability posture of a general class of linear time-invariant – neutral time-delayed systems (LTI-NTDS). It is based on a “Cluster Treatment of Characteristic Roots CTCR” paradigm. The technique offers a number of unique features: It returns exact bounds of time delay for stability, furthermore it yields the number of unstable characteristic roots of the system in an explicit and non-sequentially evaluated function of time delay. As a direct consequence of the latter feature, the new methodology creates entirely, all existing stability intervals of delay, τ. It is shown that the CTCR inherently enforces an intriguing necessary condition for τ-stabilizability, which is the main contribution of this paper. This, so called “small delay” effect, was recognized earlier for NTDS, only through some cumbersome mathematics. In addition to the above listed characteristics, the CTCR is also unique in handling systems with unstable starting posture for τ = 0, which may be τ-stabilized for higher values of delay. Example cases are provided.

Abstract:
Emergency Relief (ER) is a Department of Social Services (DSS) funded program, delivered by 197 community organisations (ER Providers) across Australia, to assist people facing a financial crisis with financial/material aid and referrals to other support programs. ER has been playing this important role in Australian communities since 1979. Without ER, more people living in Australia who experience a financial crisis might face further harm such as crippling debt or homelessness. The Emergency Relief National Coordination Group (NCG) was established in April 2020 at the start of the COVID-19 pandemic to advise the Minister for Families and Social Services on the implementation of ER. To inform its advice to the Minister, the NCG partnered with the Institute for Governance at the University of Canberra to conduct research to understand the issues and challenges faced by ER Providers and Service Users in local contexts across Australia. The research involved a desktop review of the existing literature on ER service provision, a large survey which all Commonwealth ER Providers were invited to participate in (and 122 responses were received), interviews with a purposive sample of 18 ER Providers, and the development of a program logic and theory of change for the Commonwealth ER program to assess progress. The surveys and interviews focussed on ER Provider perceptions of the strengths, weaknesses, future challenges, and areas of improvement for current ER provision. The trend of increasing case complexity, the effectiveness of ER service delivery models in achieving outcomes for Service Users, and the significance of volunteering in the sector were investigated. Separately, an evaluation of the performance of the NCG was conducted and a summary of the evaluation is provided as an appendix to this report. Several themes emerged from the review of the existing literature such as service delivery shortcomings in dealing with case complexity, the effectiveness of case management, and repeat requests for service. Interviews with ER workers and Service Users found that an uplift in workforce capability was required to deal with increasing case complexity, leading to recommendations for more training and service standards. Several service evaluations found that ER delivered with case management led to high Service User satisfaction, played an integral role in transforming the lives of people with complex needs, and lowered repeat requests for service. A large longitudinal quantitative study revealed that more time spent with participants substantially decreased the number of repeat requests for service; and, given that repeat requests for service can be an indicator of entrenched poverty, not accessing further services is likely to suggest improvement. The interviews identified the main strengths of ER to be the rapid response and flexible use of funds to stabilise crisis situations and connect people to other supports through strong local networks. Service Users trusted the system because of these strengths, and ER was often an access point to holistic support. There were three main weaknesses identified. First, funding contracts were too short and did not cover the full costs of the program—in particular, case management for complex cases. Second, many Service Users were dependent on ER which was inconsistent with the definition and intent of the program. Third, there was inconsistency in the level of service received by Service Users in different geographic locations. These weaknesses can be improved upon with a joined-up approach featuring co-design and collaborative governance, leading to the successful commissioning of social services. The survey confirmed that volunteers were significant for ER, making up 92% of all workers and 51% of all hours worked in respondent ER programs. Of the 122 respondents, volunteers amounted to 554 full-time equivalents, a contribution valued at $39.4 million. In total there were 8,316 volunteers working in the 122 respondent ER programs. The sector can support and upskill these volunteers (and employees in addition) by developing scalable training solutions such as online training modules, updating ER service standards, and engaging in collaborative learning arrangements where large and small ER Providers share resources. More engagement with peak bodies such as Volunteering Australia might also assist the sector to improve the focus on volunteer engagement. Integrated services achieve better outcomes for complex ER cases—97% of survey respondents either agreed or strongly agreed this was the case. The research identified the dimensions of service integration most relevant to ER Providers to be case management, referrals, the breadth of services offered internally, co-location with interrelated service providers, an established network of support, workforce capability, and Service User engagement. Providers can individually focus on increasing the level of service integration for their ER program to improve their ability to deal with complex cases, which are clearly on the rise. At the system level, a more joined-up approach can also improve service integration across Australia. The key dimensions of this finding are discussed next in more detail. Case management is key for achieving Service User outcomes for complex cases—89% of survey respondents either agreed or strongly agreed this was the case. Interviewees most frequently said they would provide more case management if they could change their service model. Case management allows for more time spent with the Service User, follow up with referral partners, and a higher level of expertise in service delivery to support complex cases. Of course, it is a costly model and not currently funded for all Service Users through ER. Where case management is not available as part of ER, it might be available through a related service that is part of a network of support. Where possible, ER Providers should facilitate access to case management for Service Users who would benefit. At a system level, ER models with a greater component of case management could be implemented as test cases. Referral systems are also key for achieving Service User outcomes, which is reflected in the ER Program Logic presented on page 31. The survey and interview data show that referrals within an integrated service (internal) or in a service hub (co-located) are most effective. Where this is not possible, warm referrals within a trusted network of support are more effective than cold referrals leading to higher take-up and beneficial Service User outcomes. However, cold referrals are most common, pointing to a weakness in ER referral systems. This is because ER Providers do not operate or co-locate with interrelated services in many cases, nor do they have the case management capacity to provide warm referrals in many other cases. For mental illness support, which interviewees identified as one of the most difficult issues to deal with, ER Providers offer an integrated service only 23% of the time, warm referrals 34% of the time, and cold referrals 43% of the time. A focus on referral systems at the individual ER Provider level, and system level through a joined-up approach, might lead to better outcomes for Service Users. The program logic and theory of change for ER have been documented with input from the research findings and included in Section 4.3 on page 31. These show that ER helps people facing a financial crisis to meet their immediate needs, avoid further harm, and access a path to recovery. The research demonstrates that ER is fundamental to supporting vulnerable people in Australia and should therefore continue to be funded by government.
