Le 4 Mai 2006, la publication du premier tome du Dictionnaire de la Langue des Signes Mauricienne (MSL) était officiellement lancée par son Hon. S.Bappoo, Ministre de la Sécurité Sociale à l’Ile Maurice. Le 17 Mars 2007, le premier Journal Télévisé Hebdomadaire en MSL interprété par des présentatrices Sourdes voyait le jour sur les chaînes nationales mauriciennes de la Mauritius Broadcasting Corporation. Ces deux évènements majeurs ont participé à la reconnaissance officielle de la MSL par le gouvernement mauricien d’abord, puis par l’ONU. Ils ont été réalisés dans le cadre d’une convention signée entre le gouvernement mauricien, l’INJS de Paris, l’Ambassade de France à Maurice et l’Université de Düsseldorf pour le Développement de la Langue des Signes Mauricienne et ce, pour une durée de 3 ans, de 2005 à 2007. Ce projet œuvrait en conformité avec les Règles des Nations Unies portant sur l’Egalisation des Chances pour les Personnes Handicapées. MOTS-CLÉ: Dictionnaire de langue des signes. Langue en danger. Abstract:
This paper reviews the current challenges facing Mauritius in terms of meeting peak electricity demand. As a fast-developing island-economy with a very high population density, this is a crucial issue. The more so that it imports 80% of its energy requirements in terms of fossil fuels, relies significantly on tourism and needs to protect its fragile ecosystems. The nature of the peak electricity demand and its evolution is firstly analysed. Reference is made to past scenarios for electricity supply, the obstacles to their implementation and their relevance in terms of sustainability. The forecasts underpinning the latter scenarios are found to be over-estimated. Demand-Side Management projects are discussed and their potential to promote an alternative scenario based on revised forecasts are discussed. Hence a new Maurice Ile Durable (Mauritius Sustainable Island, MID) scenario is proposed in view of stabilising the peak demand, reducing the rate of increase of total electricity demand and making the capacity margin positive. The newly-devised scenario is not only more sustainable but also addresses several political and socio-economic issues to bring holistic win-win solutions. Institutional and regulatory reforms as well as a relevant Business Framework are also important in order to meet the challenges of MID. The new scenario relies only on existing technology with an excellent track-record and provides the transition to a more sustainable future.

English abstract: Apart from Mauritius, five of the six African small island developing States (ASIDS) are relativel y new to democracy with several only transitioning from one-party states to multiparty states in the early 1990s. Goals 13 and 14 of the Sustainable Development Goals (SDGs) are priority goals for the ASIDS. Given that one of the key tests of a healthy democracy is the depth of civil society, this article seeks to examine the quality of political participation in the ASIDS in relation to these two priority SDGs. In so doing, this article considers conventional and nonconventional forms of participation and the potential impact these different avenues for a public “voice” might or might not have on the ASIDS’ government management of climate change and marine resources.Spanish abstract:Excepto Mauritius, los otros cinco pequeños estados insulares africanos en desarrollo (ASIDS en inglés) recién incursionan en la democracia; algunos de ellos transitan de estados con un solo partido a estados múlti-partidistas a principios de los años noventa. Los objetivos 13 y 14 de los Objetivos de Desarrollo Sustentable (ODS) son prioritarios para los ASIDS. Considerando que una prueba de democracia sana es una sociedad civil robusta, este artículo examina la calidad de la participación política en los ASIDS en relación con estos dos ODS. El artículo considera las formas convencionales y no convencionales de participación y el impacto potencial que estas distintas vías de “voz” pública pueda tener en el manejo del cambio climático y los recursos marinos de las ASIDS.French abstract:A l’exception de l’île Maurice, cinq des six petits états îles en dévelopement (PEID) d’Afrique sont relativement nouveaux en matière de démocratie dans la mesure où certains ont uniquement transité du parti unique au multipartisme au début des années 90. En partant du constat qu’une des preuves clefs d’une démocratie saine réside dans l’amplitude de la société civile, cet article cherche à examiner la qualité de la participation politique dans les PEID en relation avec deux ODD prioritaires. Ainsi, l’article considère des formes de participation conventionnelles et non conventionnelles ainsi que leur impact potentiel sur une expression publique en particulier, à savoir l’existence d’une gestion gouvernementale des PEID d’Afrique en matière de changement climatique et de ressources marines.

Although textiles were key facilitators in global diplomacy in the early modern period, there has been little scholarly consideration of the dynamic role they played in shaping diplomatic relationships during a time when textiles of all types from both east and west were circulating actively as wholesale commodities across world markets. This case study addresses this lacuna by examining the role that textiles, including linens, silks, and tapestries, played in mediating the inter- and intra-cultural diplomatic negotiations of Johan Maurits of Nassau-Siegen (1604-1679), the governor-general of Dutch Brazil from 1637 to 1644. As I argue, the production and dissemination of objects such as linens and especially the Old Indies tapestry series, based on designs made under Johan Maurits’s patronage, demonstrate how textiles, in their many forms and formats, were uniquely suited to negotiate the dynamic shifts that characterized cross-cultural diplomacy in the early modern period.

Abstract From 1630 until its fall in 1654, the Dutch West India Company maintained a colony in northeastern Brazil where it tried to profit from the cultivation of sugar using enslaved African labor. Count Johan Maurits van Nassau-Siegen served as this colony’s governor-general from 1636 until 1644, this being the most heavily studied period of the colony’s existence. But the role of Johan Maurits in the transatlantic slave trade and enslavement in Brazil is poorly covered by research, with some historians recently arguing that there is ‘no proof’ of any personal involvement. This article presents a clear argument for the personal involvement of Johan Maurits in the slave trade and shows his involvement in slave-smuggling. Understanding the social relations between the count, his court and the Luso-Brazilian elite is in fact simply impossible without bringing in the trade and smuggling of enslaved Africans.

O presente artigo abrange a qualidade no serviço de atendimento ao cliente, que ocasiona satisfação ao consumidor, tendo por objetivo geral avaliar o grau de satisfação dos clientes quanto ao serviço ofertado pelo comércio da cidade de Mauriti-CE. A metodologia baseia-se em uma pesquisa bibliográfica, com abordagem quantitativa de cunho descritiva, por meio de uma pesquisa de opinião realizada com os consumidores do comércio da cidade citada. O instrumento de coleta aconteceu por intermédio de um questionário, contemplando 12 perguntas entre abertas e fechadas. Em formas de resultados, identificou o grau de satisfação dos clientes em relação ao comércio da cidade de Mauriti, analisando que os serviços de atendimento oferecidos pelas empresas do comércio da referida cidade, não está conivente com as necessidades e aptidões dos consumidores.

Abstract The Mauritsline on the IJssel border. A cultural-historical structure in the present landscape At the end of the 16th century the Dutch Republic formed its outer borders alongside the major rivers. Prince Maurits instigated the build of 26 defensive structures (schansen, redoubts) on the IJssel border. Due to a lack of documentation, little is known of the location and the remains of these structures. This article is a first step to start to locate these former border posts. A list with a description of the locations was the starting point. Old maps, aerial photos and landscape biotopes were used to locate the redoubts. After the location of the structures this article proposes to develop a cultural-historical experience of the former ‘Maurits IJssellinie’, which can be done in several ways. It is an important story in the history of the beginning of the Dutch Republic.

Em um momento de terror, houve uma performance de 11 nativos brasileiros: todas as portas foram fechadas e os “ameríndios antropófagos” realizaram a sua apresentação, alguns em trajes ritualísticos, outros nus, em escândalo nunca dantes visto em Haia e suficientemente forte para perpetuar a imagem do “selvagem da América do Sul” que, de alguma maneira, ainda hoje perdura. Este artigo é sobre trajes e hábitos (não)vestimentares dos indígenas brasileiros, naquela noite e antes dela. Os referenciais teóricos principais são Buvelot (2014) e Françozo (2014).

AbstractAmbassador Maurits R. Jochems is currently Deputy Assistant Secretary General for Operations in the International Secretariat of the North Atlantic Treaty Organization (NATO). His functions include responsibility for the Alliance's work in the field of civil emergency planning. As a Dutch Foreign Service career diplomat, he has been seconded to NATO since August 2005. Before taking up his current position he was Director of International Security Policy in the Netherlands Ministry of Foreign Affairs, dealing with operations, NATO and EU security policy issues, UN disarmament and arms control, OSCE matters and arms export policy. He has also served at Dutch embassies in Kingston, Bonn, Beirut, Brussels (NATO) and Rome.

Gelukkig worden we voor wat de plaatsnamen te Gent en omgeving verwend door de vele publicaties van Maurits Gysseling (Oudenburg 1919 - Gent 1997)1. De man was in de eerste plaats filoloog met als specialisatie toponymie (plaatsnaamkunde). Hoewel de vele woordverklaringen door Gysseling zelf gepubliceerd werden, vonden we het toch nuttig een selectie te maken van de meest onduidelijke of verwarrende Gentse plaatsnamen.
