Abstract:
Corporations play a major role in artificial intelligence (AI) research, development, and deployment, with profound consequences for society. This paper surveys opportunities to improve how corporations govern their AI activities so as to better advance the public interest. The paper focuses on the roles of and opportunities for a wide range of actors inside the corporation—managers, workers, and investors—and outside the corporation—corporate partners and competitors, industry consortia, nonprofit organizations, the public, the media, and governments. Whereas prior work on multistakeholder AI governance has proposed dedicated institutions to bring together diverse actors and stakeholders, this paper explores the opportunities they have even in the absence of dedicated multistakeholder institutions. The paper illustrates these opportunities with many cases, including the participation of Google in the U.S. Department of Defense Project Maven; the publication of potentially harmful AI research by OpenAI, with input from the Partnership on AI; and the sale of facial recognition technology to law enforcement by corporations including Amazon, IBM, and Microsoft. These and other cases demonstrate the wide range of mechanisms to advance AI corporate governance in the public interest, especially when diverse actors work together.

Abstract:
AbstractEngineering organizations are actively seeking ways to better enable concurrent engineering. At the IBM Federal Systems Company (FSC), we are finding behavioral analysis an excellent means to integrate the disciplines needed to develop complex systems.Key to effective use of behavioral analysis are: (1) a shared methodology and (2) the support environment which makes the methodology executable. At IBM FSC, we are finding RDD‐100®, developed by the Ascent Logic Corporation, to provide an environment which is highly compatible with our existing system development methodology. We have found Requirements Driven Development, RDD‐100®, developed by Ascent Logic Corporation, to be well accepted by all of our various engineering organizations. Our expectation is that implementation of our methodology using RDD‐100® will greatly decrease the development cycle time as it encourages concurrent participation in the definition of the system model.

Abstract:
This paper aims at solving the high level of attrition rate at IBM. Data scientists would like to measure the relationships between the attrition rate and other descriptive information such as gender, age, working experience and position, to predict the attrition status and look for commons on those who have left or will probably leave the corporation in the future. Based on those predictions, appropriate summaries of their characteristics can be sketched for the manager in IBM to provide better working conditions to lower the rate. The main prediction method in this paper will be tree-based including simple decision tree and other advanced techniques, and the prediction results will be shown as scatter plots. While XGBoost shows the highest performance in this study, it will be selected as the prediction method to predict the attrition status of IBM employees. With such a model, IBM data analysts will be able to do further research on the reasons for attrition and thus lower the attrition rate.

Abstract:
The focus of this case lies in the post-merger integration issues that Lenovo had to master in order to extract full value as well as synergies from its acquisition. The time span analyzed is from the merger until approximately one year after. The case describes the "Best of Both Worlds" integration approach adopted by Lenovo and the top management team's attempts to set aside egos and learn from each other, as well as to make decisions that are in the best interest of the new company, e.g., the decision to move the corporate headquarters to the US and to use English as the working language. The case illustrates the significant cultural differences separating the two companies and draws attention to the first major difficulties starting only eight month after the merger when the new CEO, Steve Ward, was replaced by Bill Amelio, an ex-Dell executive. This raised questions as to whether Lenovo was able to build a diverse top management team that could successfully run a global business. (author's abstract)

Abstract:
The case describes the audacious acquisition of an American icon, IBM, by a Chinese computer manufacturer, Lenovo. The time frame spans from the pre-merger time until a few months after the IBM deal. In 2005, when Lenovo was the ninth largest PC maker in the world, it acquired IBM's PC business to become a global player in the PC industry. The case offers background information on the development of Lenovo, describes the Chinese company's approach to establish itself in the global market, and contrasts the pre-merger cultures of Lenovo and IBM. A chronological depiction of how this deal came about highlights potential synergies but draws attention to various socio-cultural integration challenges to come. Will a company that grew in a communist system, is partly state-owned, and until the merger sold exclusively in China succeed in the leap to managing a global US-centric business?

Abstract:
This case completes the trilogy and attempts to answer the open questions raised in the A and B Cases. It offers a retrospective of the events since the IBM-Lenovo merger in 2005 until August 2012. The main focus is on the period between the global financial crisis and mid-2012. The case describes the frequent changes at the top management level and highlights the leadership issues involved in making Lenovo a global leader in the PC industry. An industry and market overview reveals that while Lenovo was attempting to deal with internal issues during the post-merger integration phase it lost market share to competitors. A series of strategic changes, organizational restructurings, and changes in organizational culture paved the way for a new era in Lenovo's history, marked by strong financial performance, product innovation, and promising growth.

This research aims to study the corporate offices occupancy changes occurred between different decades, considering as a case of study the IBM Tutóia building, located in São Paulo, since its inauguration in 1977 until the year of 2005. First will be presented an over view of the offices occupancy concepts evolution, which has proliferated in United States and Europe, and that are the basis of the actual concepts. Following it will be presented a short description of the corporate office buildings in São Paulo and its internal arrangement, focusing on the business districts that concentrates these buildings in the city. Following will be demonstrated how the occupancy concepts were implemented in the American and Brazilian IBM offices, for further analysis and better understanding of the case of study. Finally, the IBM Tutóia building will be presented emphasizing it conception, architecture, occupancy changes throughout the years, population density increase and their consequences. Due to the fast launching of new technology and the constant changes in the way of working, new types of spaces are required all the time. In this manner, the purpose of this research is to establish concepts for the analysis of the future corporate buildings transformation.

Abstract:
With social structure and technology rapidly changing, business globalisation has been regarded as a worldwide trend. While there have been many cases and literature on management of culture integration for merger and acquisition from a Western perspective, few have discussed cultural integration in an Asian context. This study provides a case study of cultural integration strategies Lenovo has undertaken to manage employees from both teams after the M&A. It adopts a semi-structure face-to-face interview research method, which 5 participants were selected from the culture integration committee for interview. During the interview, each participant answered the questions from their perspective of the job position they are currently in. The method would enhance the quality of the research as it looks into the problems and strategy that Lenovo has encountered and undertaken from various points of view. However, as no employees from IBM PC-D on the committee were available to participate in the research, it might place some limitations on the research simply because IBM team’s opinions were not taken into account. After analysing the results obtained from the participants, the researcher found that there were several motives for Lenovo to acquire IBM PC-D, including: - 1) internationalization, 2) acquiring technology and skills, 3) acquiring a brand, 4) obtaining access to new customers, 5) increase bargaining position to suppliers. Among these five motives, acquiring brand was considered to be the most important motive. As Chinese product has always been marketed at the lower end of the product line with low costs and poor quality, acquiring IBM’s brand would enable Lenovo to boost its product image and to gain access to customers outside the Chinese market. In managing two teams within the organisation, Lenovo has taken very few steps to integrate two teams into one. Instead, a separate management mode was encouraged by Lenovo to allow IBM PC-D to maintain its own management system and procedures. In addition, a culture integration committee was voluntarily set up by employees from various departments to design initiatives to encourage communication between two teams. When problems arise due to the difference between two teams, Lenovo has adopted an accommodation strategy by making adjustments to the work schedule of its employee in the Lenovo team in order to accommodate employees in IBM team. As a result, it has increased the workload for staff in Lenovo team and this may thus lead to stress and work-life imbalance to its employees. Overall, the strategy that Lenovo has adopted to manage two teams seems to have worked well and the culture integration committee appears to have served well in encouraging the communication between two teams. On the other hand, as the participants in the interview were not directly involved with the designing and crafting the strategy of culture integration, that might have some limitation on the result. Therefore, it is suggested that further research can be done to capture the opinion from members that are directly involved in the design of culture integration strategy as well as teams from IBM PC-D in order to ensure a well provided empirical and consistent view.

Abstract:
Recent progress in organic electro-optic materials has lead to organic polymer devices that can modulate broad band visible light at frequencies which will permit the simultaneous transmission of thousands of real-time television signals down a single optical fiber. The intent is to manufacture modulator device structures which are incorporated directly on the same semiconductor chip which supplies both the electronics and power for the modulation process. Doing this requires polymers and electro-optic dyes that can withstand the processing conditions typical for semiconductor devices. The lowest temperature conditions available are about 350°C. We are presently involved in a collaborative project in conjunction with IBM Almaden Research Laboratories and Lockheed Corporation, in attempting to discover the decomposition temperatures of existing electro-optic dyes and conducting the analysis of the relationship between the decomposition temperatures and the molecular structures.

Abstract:
Objective: The objective of this study was to evaluate the role of the diffusion sequence and respective apparent diffusion coefficient (ADC) map in the study of the breast by magnetic resonance imaging (MRI). Methodology: This is a retrospective cross-sectional study to evaluate additional breast MRI scan sequences. The study included exams of women with indication for MRI referred, by spontaneous demand, to a private supplementary health imaging diagnostic service in the city of Goiânia, GO, from July 2021 to January 2022. The sample was divided according to the BI-RADS® classification into two groups, one with low suspicion for classifications 1, 2, and 3 and another with high suspicion for classifications 0, 4, 5, and 6. The distribution of the sample profile in patients with BI-RADS® MRI low suspicion and high suspicion was tested by applying Pearson’s chi-square test, relative frequency, and absolute frequency. Data were analyzed using the Statistical Package for Social Science (IBM Corporation, Armonk, USA) version 26.0 with a significance level of 5% (p<0.05). This study was approved by the research ethics committee. Results: A total of 307 exams of women with indications for breast MRI participated in the study. Of the exams analyzed, the prevalent clinical indication (33.3%) on images with restriction was a breast lump. Fifty-seven (18.6%) of the exams presented restriction to diffusion with confirmation on the ADC map in the values of b50, b400, and b800. The distribution of the diffusion sequence result in relation to the BI-RADS® MRI low suspicion and high suspicion showed that water restriction was concordant (p<0.01), occurring in 82% of the cases of high suspicion. Conclusion: Diffusion contributes with additional data about images of high suspicion by standard MRI.

Abstract:
Abstract Recently there has been in evidence a lot of interest in intelligent machines all over the world [1–2]. Such machines have the capability to sense both expected and unexpected changes in their work environment and take appropriate actions quickly and efficiently. International Business Machines (IBM) Corporation’s Deep Blue computer [3], that played the game of chess against Mr. Kasparov, is an example of an intelligent machine in action against a human. The basic challenge in the area of intelligent machines is to integrate computers, sensors, controllers, actuators, software, and machines that would lead to devices that are adaptive, flexible, and robust. In this paper, in addition to presenting the basic concepts related to intelligent machines, several areas of their application are discussed. This is followed by a description of intelligent systems and of the resources invested in research by the U.S. National Science Foundation during the past several years. Examples of a few projects supported under the Learning and Intelligent Systems (LIS) program and the Knowledge and Distributed Intelligence (KDI) initiative are given. The paper concludes with a discussion of research challenges in the area of intelligent machines.

Abstract:
A major problem in modern systems are vulnerable application. With modern operating systems becoming more user friendly, a huge part of its users are inexperienced and are not trained to prevent the exploitation of their system from vulnerabilities. Many users do not update their system regularly, which makes them vulnerable to public vulnerabilities that have been exploited. Forecasts show that security related expenditure are becoming extremely expensive. This only reiterates the fact that prevention is a key business plan for multiple corporations and exploitable vulnerabilities tend to cost a lot more. One such example is a report from IBM where an analysis between July 2018 and April 2019 based on 507 companies concluded the fact that the average data breach cost is 8.19 million dollars. In this context, the need for automatic vulnerability detection has risen, especially given the large array of available libraries and open source programs. When an application is written, a trust is placed in any of the libraries it links to and also in any other application that is communicating with it. This paper aims to improve the results obtained for code vulnerability detection with an implementation of a C/C++ vulnerability detection method based on project source code lexicon normalization with the help of tokens and classification with the help of deep learning approaches. The proposed pipeline is a three staged process which includes: scraping source files from GitHub using a static analyzer to produce labels, training the deep learning model on the previous labeled and normalized samples and analyzing the results based on different deep learning methods. We supplement available labeled vulnerability datasets from an array of labeled open-source projects gathered with a web-crawler from GitHub. We improve the vulnerability detection tool implementation with binary crossentropys, and adam. We evaluated our implementation with real software packages, NIST SATE IV and Draper VDISC benchmark datasets and obtained 96% accuracy with our analysis.

Abstract:
Marketing specialists are realizing the need to perfect themselves in using online marketing as a priority method to promote their businesses and an ever growing number of young people that are graduating a university wish to start their own business or market one and understand that having a good grasp of digital marketing and how to use it in promoting and selling the company's products and services is essential in succeeding. Although online marketing distinguishes itself as a priority in developing and maintaining a business nowadays, the training offer for digital marketing is very weak. Digital Marketing Institute is a leader in Digital Marketing Education from Dublin, internationally accredited to deliver Digital Marketing training and e-training programs for corporations, also present in Romania since 2013. The program is structured in 10 relevant modules (delivered through videos, webinars and interactive e-workshops): Introduction to Digital Marketing, Search Engine Optimization, Search Engine Marketing, Email marketing, Display Advertising, Social Media Marketing, Mobile Marketing, Web Analytics, Digital Marketing Campaign Planning and is delivered via the Moodle e-learning system. The modules are in video format, webinars and interactive e-workshops, presented by a trainer with expertise in their field. Chat sessions, forum discussions in the Moodle platform are regularly organized between trainers and participants in order to clarify any issues and give practical subject matter advice. The relevancy and utility of the information for attendants depends both on the curriculum as well as the human resources involved in delivering these modules. The present paper aims to identify the way in which the human resources involved in delivering these modules (the online marketing e-trainers) produce new and real digital marketing competences in adults that either choose to convert professionally at the end of their career in a certain field or are young adults aspiring to be entrepreneurs and online marketers. We are assessing the degree of satisfaction of participants in regards to how the e-trainers delivered, judging on criteria such as: Presentation skills, Involvement, Availability (for questions, discussions in the chats, forums and webinars), Professionalism and knowledge level in the field, the trainer's expertise in the field they are teaching. As research methods we have used document analysis and the survey-based research. The target group is formed of 100 adults with ages 24-46. Data evaluation was realized with the help of IBM SPSS, the results having indicated an optimal degree of satisfaction regarding the trainers' delivery of this course and they are very useful for the future improvement of e-teaching methods.

Lazonick, William, and Matt Hopkins. Why the CHIPS Are Down: Stock Buybacks and Subsidies in the U.S. Semiconductor Industry. Institute for New Economic Thinking Working Paper Series, September 2021. http://dx.doi.org/10.36687/inetwp165.

Full text
Abstract:
The Semiconductor Industry Association (SIA) is promoting the Creating Helpful Incentives to Produce Semiconductors (CHIPS) for America Act, introduced in Congress in June 2020. An SIA press release describes the bill as “bipartisan legislation that would invest tens of billions of dollars in semiconductor manufacturing incentives and research initiatives over the next 5-10 years to strengthen and sustain American leadership in chip technology, which is essential to our country’s economy and national security.” On June 8, 2021, the Senate approved $52 billion for the CHIPS for America Act, dedicated to supporting the U.S. semiconductor industry over the next decade. As of this writing, the Act awaits approval in the House of Representatives. This paper highlights a curious paradox: Most of the SIA corporate members now lobbying for the CHIPS for America Act have squandered past support that the U.S. semiconductor industry has received from the U.S. government for decades by using their corporate cash to do buybacks to boost their own companies’ stock prices. Among the SIA corporate signatories of the letter to President Biden, the five largest stock repurchasers—Intel, IBM, Qualcomm, Texas Instruments, and Broadcom—did a combined $249 billion in buybacks over the decade 2011-2020, equal to 71 percent of their profits and almost five times the subsidies over the next decade for which the SIA is lobbying. In addition, among the members of the Semiconductors in America Coalition (SIAC), formed specifically in May 2021 to lobby Congress for the passage of the CHIPS for America Act, are Apple, Microsoft, Cisco, and Google. These firms spent a combined $633 billion on buybacks during 2011-2020. That is about 12 times the government subsidies provided under the CHIPS for America Act to support semiconductor fabrication in the United States in the upcoming decade. If the Congress wants to achieve the legislation’s stated purpose of promoting major new investments in semiconductors, it needs to deal with this paradox. It could, for example, require the SIA and SIAC to extract pledges from its member corporations that they will cease doing stock buybacks as open-market repurchases over the next ten years. Such regulation could be a first step in rescinding Securities and Exchange Commission Rule 10b-18, which has since 1982 been a major cause of extreme income inequality and loss of global industrial competitiveness in the United States.

Reporte de Mercados Financieros - Primer trimestre de 2024. Banco de la República, April 2024. http://dx.doi.org/10.32468/rmf-1-trim.2024.
