The International Civil Aviation Organization (established by the 1944 Chicago Convention) has contributed considerably to the extraordinary development of civil aviation over the last sixty years. Amongst the new challenges facing air transport are the major problems of safety, security and the environment. It seems appropriate to examine how ICAO could respond to these challenges before considering whether, and if so how, it would be advisable to revise the Chicago Convention and to improve the Organization itself.
