Abstract:
Is ICT a solution to sustainability problems or is it just a greater environmental problem? Throughout their lifecycle, ICT products and services are associated with significant levels of energy consumption and carbon emissions. On the contrary, despite being one of the main contributors to global carbon emissions, the ICT sector has a crucial role to play in boosting productivity and sustainability in many sectors—education, transport, agriculture, business, buildings, health, power, and manufacturing. To improve their efficiency and mitigate carbon emissions from ICT products, producers and end-users of such ICT products should therefore, employ measures that enhance their sustainability. Such measures identified in this article include the use of sustainable manufacturing processes, sustainable procurement/purchasing of ICT products, proper ICT product use, reuse, recycle, and proper disposal of ICT devices that are out of use. In data centres, such measures include virtualisation, recovery and reuse of waste heat, designing data centres to allow free cooling, control of restricted air conditioning, replacement of old servers and processors with new energy-efficient ones, and locating data centres near renewable energy sources. This is because apart from enhancing sustainability in the ICT sector itself, ICT has the potential to enhance sustainability in other sectors through improvement in efficiency and reduction in carbon emissions. This article discusses how ICT can enhance sustainability in the transport, power, manufacturing, and building sectors, which are the major energy consumers and carbon-emitting sectors.

The government of the Campania region in southern Italy has established a technology transfer centre for the information and communications technology (ICT) sector. The Regional Centre for ICT Competencies (RCICT) promotes the transfer of ICT to local small and medium-sized enterprises (SMEs) and encourages the creation of new knowledge-based companies in the ICT sector. The partners in the RCICT project are universities and public research centres of the Campania region. One of the RCICT's programmes is the establishment of 13 incubators for entrepreneurial ideas in the ICT sector – one for each partner organization. In addition to providing space, equipment and services, the incubators will form an online network for the dissemination of information and experiences, the exchange of views, and distance education. These activities will promote an entrepreneurial culture in the participating institutions, and the best entrepreneurial ideas will be developed in the new regional ICT company incubators. This paper describes the programme from organizational, managerial, financial and technical perspectives.

En concreto, se analizan las implicaciones de la administración educativa y de los centros ante las medidas de impulso para la integración de las TIC, no sólo a nivel institucional en cuanto a organización de centros, sino también en lo que se refiere a acciones de formación permanente del profesorado y las implicaciones y repercusiones en los procesos de enseñanza aprendizaje. Abstract This paper displays some of the results from research carried out in Andalusia (Spain) to evaluate the impact of the educational innovation policy developed by the regional government through widely introducing Information and Communication Technologies (ICT) in primary and secondary schools (ICT Centres). Specifically, the effect of the measures used to integrate ICTs on the educational administration and education centres is analysed. This integration is analysed not only at an institutional level, concerning the organization of the centres, but also in that referring to the permanent teacher’s training actions and the implications and repercutions in the teaching-learning processes and the classroom and thus its repercussions in teaching-learning processes.

The objective of this study was to evaluate the role of information and communication technologies (ICT) in the learning of primary school students, as assessed by ICT coordinators of the schools in Andalusia (a network already considered by the Spanish Educational Administration as ICT centres). For this, a total of 34 ICT coordinators from various primary education centres in Andalusia participated. With the objective of knowing the scope of the policies that are carried out, as well as determining the true incidence of ICT in the classroom – not only as a tool, but also as a way of teaching – a questionnaire was created and validated for the coordinators TIC. The results indicated that (a) the use by ICT teachers in the classroom is still reduced and (b) the lack of training received by teachers, as well as scarce technological resources, are the main barriers to attaining a higher use of ICT in the didactic process. The findings suggest that integral and transversal insertion of ICTs in the classroom should be priority objectives in deriving optimal curricular development in for primary school students.

Abstract:
Purpose Information and communication technologies (ICTs) have received much attention as a tool for development for several decades. One way in which ICTs were introduced in developing countries, particularly prior to the advent of smartphones, was through shared access and information centres. Many of these were established as pilots, but were unable to operate without external funding and were often declared failures. And some of them probably were, particularly those that focussed exclusively on ICT as a technology, rather than on how the centres could contribute to improving livelihoods. The purpose of this paper is to explore how some centres, namely “Bangladesh Rural Advancement Committee (BRAC) Gonokendra” in three villages of Bangladesh, influenced socio-economic development. Design/methodology/approach This study was informed by the Heeks and Molla’s extended information chain model and Sen’s “development as freedom”. The field study was undertaken in three BRAC Gonokendras located in different villages in rural Bangladesh. Findings While the authors found that the centres contributed to socio-economic development, this contribution was limited by social constraints, hindering the well-being of individuals and families. Addressing social constraints thus remains a challenge in order for ICTs to contribute to development. Originality/value The extended framework to investigate ICT-led socio-economic development implies that ICT as a catalyst can promote development at micro/community level only by simultaneously addressing social constraints.

In this paper the model of an Innovative Monitoring Network involving properly connected nodes to develop an Information and Communication Technology (ICT) solution for preventive maintenance of historical centres from early warnings is proposed. It is well known that the protection of historical centres generally goes from a large-scale monitoring to a local one and it could be supported by a unique ICT solution. More in detail, the models of a virtually organized monitoring system could enable the implementation of automated analyses by presenting various alert levels. An adequate ICT solution tool would allow to define a monitoring network for a shared processing of data and results. Thus, a possible retrofit solution could be planned for pilot cases shared among the nodes of the network on the basis of a suitable procedure utilizing a retrofit catalogue. The final objective would consist in providing a model of an innovative tool to identify hazards, damages and possible retrofit solutions for historical centres, assuring an easy early warning support for stakeholders. The action could proactively target the needs and requirements of users, such as decision makers responsible for damage mitigation and safeguarding of cultural heritage assets.

Though ICT is contributing to the economy associated with innovations, inventions and rapid development in almost all aspects of human life, is responsible for climatic degradation. The rapid increase of ICT usage means more costs of doing business, energy consumption, and more environmental challenges. The rapid changing technology reaching Kenya and lack of their understanding has put a lot of pressure on both management and ICT personnel to implement them on a trial and error manner. This has limited the gains meant to be obtained from green ICT despite its technologies availability. The lack of ICT personnel capacity readiness challenges the reaping of green ICT benefits. The study was informed by the G-readiness model and the enhanced G-readiness model. This study purposed to determine the personnel capacities readiness towards green ICT in Kenya. The study was undertaken using the interpretive, inductive multi-case survey study on a population of four data centres and 116 ICT managerial, technical and user personnel that were purposively sampled. Interview, observation, questionnaire and document analysis methods were used to gather data that was triangulated to increase the reliability and validity. The study established the ICT personnel’s G-readiness was very low on both training and professional development perspectives in Kenya. The study’s findings are useful towards the strategic planning for green ICT implementation, cutting down running costs, improving environmental performance of organisations and contribution to the world of knowledge. The findings provide data for informed ICT personnel and workplace readiness alignment, decision making and ICT curriculum development. The study recommends application of green ICT based on established ICT personnel capacity, inclusion of green ICT training in the curriculum, creation of green ICT responsibilities, provision for a green ICT budget and investment into the development of green ICT personnel

This study focused on factors perceived to influence the uptake and use of ICTs as e-health solutions in rural healthcare centres in Mbaise Imo State, and on structural variables relating to these facilities and processes. Attention was also given to patients who equally decide whether to go for e-health solution or to maintain the statuesque. Facilities on ground that will enable the immediate take off of ICTs e-health solutions were accessed. Recommendations were made with regard to how ICTs can be used more effectively to improve health systems in rural healthcare centres.

Purpose The purpose of this paper is to explore the underlying asymmetries in training evaluation practices of call centre (CC) firms based on their “in-house” and “subcontractor” ownership heterogeneity. Design/methodology/approach The data for this qualitative inquiry were collected from key informants of 13 different CCs in Pakistan through semi-structured interviews. Findings The findings revealed various asymmetries in training evaluation practices among in-house and subcontractor CCs based on five different dimensions of two renowned training evaluation frameworks. Practical implications Training evaluation professionals can benefit from training evaluation methods identified in this study for measuring training evaluation practice and advancing future research. Originality/value This study has theoretically contributed to the existing research on firm heterogeneity and human resource management by focussing on training evaluation practices in CCs.

Abstract:
This paper presents the role of ICTs in transforming Africa’s Education Systems (AES) in science, technology, engineering, and mathematics (STEM) subjects/courses. The paper highlights on a positive shift across Africa in using ICT to improve the quality of teaching and learning through activities such as intensive ICT skills training to teachers, increase in ICT equipments and applications in schools, and emergence of living labs (LLs) and innovation spaces/centres (InnoSpace). We first provide some of the challenges of integrating ICTs in education followed by a description of key past and current ICT initiatives supporting the adoption of ICTs in schools using a number of case studies in sub-Saharan Africa. We further present various ICT-based models for education, as a transformational approach towards integrating ICTs in AES. Moreover, we provide various ICT platforms deployed for education service delivery in disadvantaged African society (e.g., rural areas) including LLs and InnoSpace across the continent. Finally, we highlight our main findings and observations in terms of opportunities and future ICT for education research directions in Africa. Our aim is to provide some guidelines and ensure that Africa uniformly meet the 2030 United Nations Sustainable Development Goal number 4, which is to ensure inclusive and quality education for all and promote lifelong learning, particularly using ICTs.

Abstract:
Purpose The purpose of this paper is to provide a theoretical framework that is of practical use to those who are coaching for enhanced communication in the contact centre industry. Design/methodology/approach The conceptualization of this framework has emerged after several years of working, as an applied linguist and consultant in this industry. Findings The interdisciplinary framework proposed in this paper draws on the adult learning theory, on language assessment and applied linguistic practices and studies carried out looking at how competency is developed at work. It proposes four levels of competency from novice to expert with the attendant coaching approach to best target the needs of communications coachees in this industry. Research limitations/implications Implications for improved coaching practices in the contact centre industry where there is heavy investment in coaching on the floor. Research limitations are that although there is strong anecdotal evidence that this framework and approach to coaching is effective, the authors need to carry out a large-scale study showing business impact. Practical implications The implications for coaching practitioners are that they have an informed theoretical framework upon which to base their coaching activity. This provides a more targeted approach to the needs of coachees of different levels of experience. Social implications As a result of effective coaching, particularly at the early stages of working in a contact centre, the level of attrition may drop thus providing employees with work in a supportive environment. Originality/value No previous study has looked at how theoretical studies in adult learning and applied linguistic practice can inform communications coaching in this industry. It has also involved the quality assurance specialists in collaborating and contributing to this model.

Information and communication technology (ICT) elicited rapidly dissemination over the world. For its impact inSudan, the national government has been energized the institutions to implement ICT in every sector. This studyexamined the Sudanese teachers’ skills and ICT integration in technical and vocational education and training TVETin Khartoum state. The study directed out of two hundred respondents were sampled randomly, questionnaires weredistributed, 168 (84%) were properly filled and returned, 130 were males and 38 females from three various bodiesof TVET include (technical secondary schools, artisan institutions, and vocational training centres). A One-WayANOVA and Independent sample t-test on SPSS version 20 for data analysis were adopted. The results revealed thatsignificantly the respondents are same in terms of demographic information and ICTs usage skills. However, therewas a significant difference among the respondents’ ICT skill due to their ages and qualifications. Consequently,more training needs to be conducted for TVET teachers in basic skills of computer use. Following the internationalstandards, the right decisions we are strongly recommending train/teach pre-service and in-service teachers on ICTsskills based on 21st-century requirement.

Abstract:
The paper is focused on the role of ICT education as a key component in the education systems in EU, USA and Ukraine. The research results show that the use of ICT in education and training has been a priority in most European countries during the last decade. It has been determined that the possession of ICT-competency has been proclaimed an important component of successful schooling and lifelong learning, further professional development, effective management of the learning process, and the use of ICT in learning activities in a modern digital society. It has been revealed that in the European countries, the standards of ICT-competency are developed and implemented at all levels of education, the systems of mandatory monitoring and certification of ICT-competency of students, teachers and heads of general educational institutions are in operation. Results show that teachers mainly focus on the development of technical ICT skills, whereas the ICT curriculum centres on the integrated use of ICT within the learning and teaching process. Analysis of foreign experience on modern approaches to the assessment has shown that the assessment of the pupils’ ICT competency in Ukraine is extremely important in the context of modern reforms, since in Ukraine standards for assessing ICT-competency are valid only within the subject “Informatics” at the level of secondary school, while the worldwide tendency is the end-to-end using of assessment tools for students' ICT-competency. Inference should be drawn that building digital competence by embedding and learning ICT should start as early as possible, i.e. in primary education, by learning to use digital tools critically, confidently and creatively, with attention paid to security, safety, and privacy. Teachers need to be equipped with the digital competence themselves, in order to support this process. The authors of the paper made conclusion about the necessity for Ukraine both to study the progressive European experience and to synchronize the education policy in ICT-education with the strategies of the EU and the member states.

The main goal of the study is to explore the shortcoming in existing knowledge management practices of some selected academic and special libraries and information centres in Bangladesh in terms of knowledge management activities, human resource management, knowledge innovation-based activities and use of ICT as a tool for knowledge management. Data were collected through review of existing literature on knowledge management, and a structured questionnaire designed for a total of 16 libraries including five public university libraries, four private university libraries, six special libraries and one information centre. This study depicts that a good number of the respondents (25%) never tried to promote knowledge exchange and sharing programmes among staff and users. Half of the total respondents (50%) were not interested in encouraging staff members in the talent competition in all categories. About 38% of the respondents never developed knowledge resources for increasing knowledge level and ability among staff and users. The essence of the study is that knowledge management practice in the libraries of Bangladesh has just been started. Finally, the study provides some suggestions for the development of knowledge management practices in the context of libraries and information centres in Bangladesh.

Community-based information and communication technologies (ICT) networks are seen as an important means of reducing social exclusion, and at the same time fostering community development. Increasing ICT capability locally is arguably crucial to furthering both of these broad aims. This paper presents evidence about the capability-building activities and impact of one community-based ICT initiative, which we have called the Ardmore Network. This is a network of part-time staffed Community Resource Centres in a remote rural region of Scotland. It provides three services: access to informational and technological resources, one-to-one support in learning to use these resources, and basic and vocational ICT training. The initiative is indeed increasing ICT capability amongst sections of the community. Our analysis identifies two keys to this success, which we believe have salience for other community-based efforts to increase ICT capability. First, it involves a heterogeneous package of measures in the sense that it is not ‘just’ about providing public-access computers. And second, it works to the degree that it facilitates informal ICT learning through networks of ‘local experts' within the community. However, the Ardmore Network attracts more women than men, and is failing to reach many non-ICT-using men in the communities it serves – especially middle-aged men in manual work – in spite of being promoted ‘for everybody’. We identify aspects of the ‘one size’ strategy which do not ‘fit’ this section of the community, and conclude that digital inclusion efforts must be based on gender-aware effective targeting if they really are to include everybody in the community

Knowledge can be divided in to two categories namely explicit and tacit. This paper prospects how ICT and related systems can maintain libraries aspire towards excel administration of ICT management system. The results show that ICT could play an important role in the library system, to be used broadly in the R&D libraries. Government and semi-government institutions standards can improve drastically through this ICT enabled libraries, so that the researchers can use this research information retrieval through ICT tools. As per the surveyed librarians, this paper suggests that more modern technology can be used in the R&D libraries which can contribute more successful ICT application use to the research community. This technology has made extensive changes in each and every one, discipline and knowledge. In that scenario nowadays the library and information science is also demanding automatically in that operations. This proposal is based on the study of the role the key agents that take part in every innovation process, and it has the objective of being an essential reference when designing a plan to involve or incorporate the ICT in schools in a methodological significative way. In this project the methodological research-action process has been taken as a reference. It used different resources to collect and analyze the data, mixed, qualitative and quantitative, (interviews, diaries, expert opinions...) Over time, the role of information and communication technologies (ICT) has become increasingly important in most areas of our lives, including education. So much so, that during the COVID-19 pandemic, the use of these tools has been essential to continue the teaching process. One of the great challenges facing teachers today is their need to adapt to this new educational scenario by acquiring the necessary digital skills. The aim of this study is to determine the level of competence of teaching in pre-university education key stages. To this end, a questionnaire was distributed among education centres and teachers in the Autonomous Community of Extremadura, obtaining 109 valid responses. The analysis methodology was the formation of clusters using the K-means model. The results confirmed that the teachers perceived a medium-high level of knowledge and use of ICT. Moreover, that this digital competence is conditioned by factors such as age, experience, gender, and level of education. In conclusion, public administrations are encouraged to facilitate teachers’ knowledge and application of ICT according to the profiles identified.

To date, the test has been validated for use on serum only, but in the absence of lab equipment, blood drop from fingerprick could be a useful option. This method is acquiring more interest because of the high flow of migrants rapidly moving across Italy and other European countries.ObjectiveThe aim of this prospective study was to evaluate the use of ICT on whole blood obtained from fingerprick.SettingCentre for Tropical Diseases (CTD), Sacro Cuore Don Calabria Hospital, Negrar, Verona, Italy.ParticipantsThe inclusion criteria were African migrants aged ≥18 years with epidemiological risk of infection. The exclusion criteria were refusal to participate in the study and impossibility of execution of one of the two study methods, for any reason. Seventy of the 72 eligible patients completed the study, 79% of whom were male.InterventionsThe ICT was performed twice for each included patient: one on blood drop (by the research nurses, in the ward) and one on serum (by staff of CTD lab). The primary outcome was the concordance between the two methods, assessed by Cohen’s kappa.ResultsCohen’s kappa was 0.45 (95% CI 27.0 to 63.6), indicating moderate agreement between the ICT on serum and the ICT on blood drop. Assuming the results on serum as reference standard for diagnosis, the sensitivity and specificity of ICT on blood drop were 55% (95% CI 40 to 69) and 93% (95% CI 79 to 98), respectively.ConclusionsThe agreement between the two diagnostic methods is too low to support the alternative one. Implementation of the kit for using blood drop instead of the serum and/or further studies aimed to identify easy-to-use tests for schistosomiasis feasible outside referral centres for tropical diseases are needed.

Purpose – The purpose of this paper is to analyse and assess a government support programme for business innovation in a very peripherical European region: the Spanish region of Andalucía. Design/methodology/approach – Endogenous development approach is used to categorize the main public and private actions included in the government ICT support programme. Cross-time analysis has been carried out by using three territorial indicators of diffusion and effective use of ICT: the physical aspect, refereed to the infrastructures used as a base for the information society development (infrastructures, technology and equipment); the actors and their degree of organization (firms present on the internet and support organizations and institutions); and knowledge, refereed to the technological sprawl and the entrepreneurship capacity (fostering innovation and training among the general population and businesses). Findings – The study confirms that the public policies implemented are coherent with the endogenous development approach, where investment in physical and human capital have been accompanied by enabling measures of interaction between firms and other economical agents (universities, business associations, business centres and technology institutes, etc.), with a view to favouring the dissemination of innovations and knowledge among firms. Secondly, the research assess the impact of this ICT programme, both in terms of economic growth and per capita income, as well as on the main variables that reflect the degree of business participation in the Information Society. Results show that, during the period 1996-2010, this region has made important progress in terms of convergence with more advanced European regions. Research limitations/implications – The study has methodological implications in terms of designs of further ICT programmes in less developed European regions to broke the digital divide. Practical implications – Recent outlooks of the OECD call for more assessment research on ICT national and regional policies around the world, especially those that prove that it is possible to broke the international digital divide. The present study suggests that public policies following the directives laid down by the endogenous development approach can reach this economic and social target. The Andalucía Information Society Programme constitutes a real commitment and private-public partnership towards a structural change in the technological culture amongst businesses. Investment in physical capital and human capital has been accompanied by measures that enable the interaction of firms with other economic agents (university, business associations, technology centres, etc.), with a view to favouring the dissemination of innovation and knowledge among firms. Originality/value – The study uses for the first time the endogenous development approach applied to a less advanced region for evaluation of ICT policy and it improves a methodology based on this approach to assess its effectiveness.

In the situation where a large increase in trade and freight transport volumes in the Baltic Sea region (BSR) is expected and in which the BSR is facing a major economic restructuring, efforts to achieve more integrated and sustainable transport and communication links within the BSR are needed. One of these efforts is the development of logistics centres (LCs) and their networking, which will continue to have an impact on improving communication links, spatial planning practices and approaches, logistics chain development and the promotion of sustainable transport modes. These factors will reflect on logistics processes both in major gateway cities and in remote BSR areas. The importance of logistics systems as a whole is not seen clearly enough. Logistics actors see that logistics operations are not appreciated as much as other fields of activity. In addition, logistics centres and the importance of logistics activities to the business life of areas and the employment rate should be brought up better. In the paper main goal and tasks of national approach to LCs development are discussed. Strategic focus of new activities in this area is on the integration of various networks within and between logistics centres in order to improve and develop the quality of logistics networks as well as to spatially widen the networking activities. The key objectives are to integrate the links between logistics centres, ports and other logistics operators in a functional and sustainable way, to promote spatial integration by creating sustainable and integrated approaches to spatial planning of logistics centres and transport infrastructure, to improve ICT‐based networking and communication practices of the fields of transport and logistics and to increase the competence of logistics centres and associated actors by organising educational and training events. Social work services based in call centres represent a controversial and often negatively viewed development in the context of service delivery. Little is known, however, about the professional knowledge, values and skills required in this work environment, or of the strengths and learning opportunities this area of practice has to offer social work in general.This paper discusses the findings of a qualitative research project which involved 14 Intake Social Workers (‘ISWs’) at the Children Youth and Family (‘CYF’) National Contact Centre (‘NCC’), (formerly known as the National Call Centre). The aim was to ascertain how ISWs constructed their child protection social work practices in an environment where they communicated with their clients exclusively by using information and communication technology (‘ICT’) procedures. Participants were also asked to comment on their perceptions of the NCC as a place to work.The findings demonstrate the development of a unique skills set that combines elements of social work and traditional call centre work, where social workers must form constructive relationships with callers who have complex problems and sets of expectations, and with the technology that mediates their practice in this highly regulated, pressured work place.

The study, guided by two research questions and two hypotheses was conducted in six Colleges of Education in North Eastern Nigeria using descriptive survey research design. The sample of the study was 50 comprising of 15 non-teaching Educational Technology Centres staff and 35 Electrical and Electronics Technology lecturers from five colleges of education in North Eastern Nigeria. Checklist containing 103 expected digital facilities based on National Commission for Colleges of Education (NCCE) minimum standard for Educational Technology Facilities in Colleges of Education in North Eastern Nigeria was used as instrument for data collection. Respondents were required to fill in observed facilities in the required column. Arithmetic percentage and Chi–square test of goodness-of-fit and were used determine the extent of digitization of the Educational Technology Centres in Colleges of Education in North Eastern Nigeria. Findings of the study revealed among others that analog technologies has higher number of frequency counts compared to digital technologies, hence there was low digitization of hardware facilities in Educational Technology Centres in Colleges of Education in North Eastern Nigeria. The study therefore concluded that Educational Technology Centres in Colleges of Education in North Eastern Nigeria were not digitized for instructional purposes; therefore, Government should digitize Educational Technology Centres in Colleges of Education in North Eastern Nigeria by adequately providing both digital hard and soft ware facilities.

The aim of the study was to investigate the relationship between management of Information and Communications Technology (ICT) and teachers’ work performance in secondary schools in Cross River State, Nigeria. To achieve the purpose of the study, two research questions and one null hypothesis were formulated to guide the study. Survey research design was adopted for the study. The population of the study comprised of 5288 teachers in all the 271 public secondary schools in Cross River State, Nigeria. A sample of 800 teachers was drawn using stratified and simple random sampling techniques. Two instruments titled: Management of Information and Communications Technology Questionnaire (MICTQ) and Teachers’ Work Performance Questionnaire (TWPQ) were used to collect data from the respondents. Data was analyzed using Pearson Product Moment Correlation at .05 level of significance and 798 degrees of freedom. The finding revealed that among the 12 principals’ ICT management practices, only cleaning/dusting, proper utilization, arrangement of facilities and ventilation centres were significant. A positive significant relationship between Information and Communication Technology and teachers’ work performance was also established (p < .05). Based on the finding, it was recommended amongst others that, there should be adequate supply of ICT facilities to secondary schools for effective utilization by teachers and students for quality teaching and learning.

Therefore, increasingly, all types of organisations including tertiary institutions are adopting KM. This paper focuses on university libraries and presents the partial findings of a study carried out to investigate and explore KM practices in Southern African Development Community (SADC) university libraries. A structured questionnaire was used to carry out the study. The study revealed the main reasons for practicing KM to improve library services: to improve library services and productivity, produce more with less, avoid duplication of efforts and leverage existing knowledge. The major challenges were identified as constant budget decline, lack of incentives, inadequate staff training and expertise, a lack KM strategy, insufficient information and communication technology (ICT) infrastructure and a lack of knowledge sharing culture. Finally, the paper puts forward some recommendations and a framework for KM implementation in university/academic libraries.

This study aims to evaluate some factors that facilitate and hinder the pedagogical use of ICT in the context of learning English as a second language (L2) at preschool education levels. Through the methodology of Design Thinking, it is possible to structure the characteristics that a playful interface should have in order to support this educational process and, especially, to satisfy the needs of an environment that intends to make the most of the technological resources it has. To this end, this methodology takes into account the experience of direct users (children), indirect users (teachers) and the socio-economic dimension of educational centres, headed by managers. In this sense, two <em>ad hoc</em> questionnaires were completed by the school executives and teachers, respectively, in a specific educational context of Barranquilla, Colombia. The questionnaires were administered to 25 schools. Data analysis showed the importance of ICT in improving the teaching and assessment process. At the same time, it shows the levels of frustration of some teachers who use technologies with low levels of training or with self-generated content that limit the use of ICT in an appropriate way. These results will outline a number of characteristics that should be considered when implementing actions to improve the teaching of English in the classroom using digital tools.</p>

A Network of Expert Centres has been recently been established with a broad mission to facilitate exchange of expertise and outreach across the community of practice engaged in all aspects of digital arts and humanities research and scholarship, including practice-led research; and to promote and facilitate engagement with digital methodologies within the broader research community. Areas of interest and expertise of members include data creation, curation, preservation, management (including rights and legal issues), access and dissemination, and methodologies of data use and re-use. Its membership is open to all such Centres in Great Britain and Ireland. Since the demise of the Arts and Humanities Data Service and the AHRC ICT Methods Network, there has been no centralized supporting infrastructure and co-oordination of activity in this area. While the Network is by no means a substitute for these services, it will provide a much-needed focus and community resource for all aspects of the digital arts and humanities, including digital tools, projects and methods, as well as data management and sustainability. The Network will also provide greater visibility for publicly funded research projects in this area. The Network's mission is to advocate, promote and raise awareness and understanding of the use of ICT in research and scholarship in arts and humanities. It will take an active role in developing the scholarly communication agenda in relation to all aspects of digital publications, and outputs. Publications and outputs developed by members will be disseminated via the community resource, arts-humanities.net, which will support the development and exchange of expertise, knowledge, standards and good practice. The Network will also identify and represent the needs of the research community in this key strategic area, and conduct dialogue with relevant stakeholders including funders, libraries, and those engaged in teaching and research in related disciplines. This article sets out the background to the establishment of the Network, its structure and plans for future development.

Bangladesh has experimented with e-governance since the early 2000s and currently ranks among the top 10 least developed countries. The deployment of e-governance at the local level has provided benefits to the rural people, with local councils increasingly using information and communications technology (ICT) to expand community-based delivery systems and augment rural service delivery. One-stop cyber centres provide a range of services that are user-friendly, cost-effective and less time-consuming. This study focuses on five sub-districts to inquire about the range of services provided by the e-service centres there. It has recorded citizen perceptions and the level of their satisfaction and the observations of service providers about the e-service mechanism. It also identifies key challenges in service delivery. Citizen satisfaction was measured using 12 indicators, while the service provider observations focused on social issues, governance, resource and technical issues. The study found several issues requiring attention to consolidate the e-governance system in the country.

PROLOG project aims to provide a complementary ICT tool for the assessment of cognitive skills of mentally disabled working people. The project is developed by Centre d’Accessibilitat i Intel·ligència Ambiental de Catalunya (CAiAC), Indra, Fundación Adecco and PRODIS, and is part of Cátedra INDRA de Tecnologías Accesibles. The project provides a platform to evaluate, in a quick and personalized way, the attentional performance of users through specific tasks grounded in existing psychological tests. Interaction with the tests is done by Kinect technology. Also a platform execution logs users in different tests over time in order to detect possible cognitive impairments. The platform records the worker’s performance on various tasks and presents the evolution over time in order to detect possible cognitive impairment. This paper details the first phase of the project corresponding to the design of the tests.

Purpose The purpose of this paper is to develop a model to help RTC managers in the technological and R&D decisions and bets so as to change the perceived value of the R&D projects of the centres. To achieve this aim, the paper investigates the different models for the valuation of intangible assets. Design/methodology/approach The paper presents a single case study and focusses on creating a useful IC valuation model for the centre, using existing methods and frameworks in IP and IC fields. Findings The paper presents a new method for the calculation of IC applied to a RTC in ICT sector, in which the valuation of the IP is included (software libraries) and the KM and the peculiarities of these kinds of organisations are explained. The model is based on Edvinsson and Malone (1997) and Leitner (2005). Research limitations/implications Although the use of a single case provides rich data, it is also limits the generalisability to other RTCs. Another limitation is that not all existing methods were explained. This new method constitutes a first proposal for the IP and IC valuation in RTCs and further discussion and development would be carried out in the future. Practical implications The results suggest an IP and IC measurement model to improve the strategic and technological decisions making. Social implications This paper may favour the competitiveness of companies engaged in intangible assets (knowledge, R&D) and the negotiation of the contracts since it arrives to determine a value for the intellectual property (software libraries) and intellectual capital. Originality/value This paper proposes an IC Model orientated towards an RTC context and to provide a value perspective for them. The authors are practitioners and the model is in use.

This study investigated the usage and types of information and communications technologies (ICTs) accessible to community members in four selected Thusong Service Centres (TSCs or telecentres) in KwaZulu-Natal (KZN). The telecentres that participated in the study were: Nhlazuka, Mbazwane, Dududu and Malangeni. The study was informed by Rogers’ (1995) Diffusion of Innovations (DoI) theory. Through a survey, four TSCs were purposively selected. A questionnaire was used to collect data from community members in the four telecentres involved. The data collected was tabulated under the various headings and presented using tables, frequencies, percentiles and generalisations with the help of the Statistical Package for the Social Sciences (SPSS). The results indicated that a variety of ICT tools have been adopted in the TSCs to provide the local community with the much-needed access to information and improved communication. The government should ensure that adequate varieties and levels of ICT competence are offered to all the citizens. In conclusion, there is a need for sufficient and coherent government policies regulating the training of the local community to use these ICTs effectively.

This article examines the relationship between information and communication technology (ICT) access and the empowerment of rural people through the Union Information and Service Centres (UISCs) established at the Union Council, the lowest administrative unit of the Bangladeshi government. Based on ethnographic research that explores both everyday peoples’ and beneficiary perspectives, this study reveals that given the conditions of poverty, the illiterate and relatively powerless majority of the rural poor failed to access and use the facilities provided through UISCs, which were inevitably controlled by the power elites in the service area. The study concludes that while access to and use of relevant information is a key component of empowerment, the way UISCs have been organized in a particular kind of socio-economic arrangement, the services delivered neither succeeded in providing equality of access nor has the information available through these centres been deemed relevant to promoting rural investment or reducing social disparity in any significant way. This article argues that empowerment from ICTs does not follow automatically after their implementation, but rather the success of technologies and their access is subject to power relationships within communities.

This article explores the current measures and initiatives implemented in Romania to determine what is the role of information and communication technology (ICT) in creating bioregions, and especially in how cities, as potential urban bioregions, play a part in this process. The exploratory documentation and database creation was done through keyword-search on the Google search engine, because of the current COVID-19 restrictions. The initiatives found by keyword searching were then divided into two categories, ICT-related, and non-ICT, and represented in table format. The keyword-based search has led to several results, which were displayed using ArcMap 10.5 and analysed by being superimposed on the historical and development regions of Romania. Firstly, results showed that, in Romania, a bigger concentration of population did not necessarily correlate with a higher number of sustainable practices. Secondly, that cities’ bio/eco food demand, as well as fertile soil, created the premise for the start of numerous eco/bio-certified farms and businesses. Thirdly, cities, and especially the four major regional capitals (Bucharest, Iași, Cluj-Napoca, and Timișoara) had more practices and especially smart-based ones. Finally, results indicated a large regional inequality in terms of the number of sustainable practices, with eastern regions being shallower, while western regions and those counties in proximity to important urban centres being favoured. This exploratory study helps to understand the stage of reaching the aims of the bioregional paradigm in Romania.

Realising the central role that small and medium enterprises (SMEs) play in the economic growth of a country and the value of information and communications technology (ICT) application in business transactions, it was found prudent to: investigate the ICT skills of SMEs; identify the ICTs utilised, problems SMEs face when using ICTs as sources and means of access to business information; establish the kind of business information accessed from resource centres/ telecentres, public libraries and Internet cafes; and propose strategies to improve on business information access among the SMEs in western Uganda. The study came about after the realisation that there was insignificant growth in businesses among SMEs in western Uganda compared to other parts of the country despite western Uganda being more peaceful than northern Uganda. The study used a quantitative approach with a total of 89 respondents; and established, among others, that most SMEs in western Uganda use mobile phones to transact business and very few use the Internet. SMEs find difficulties in accessing almost all relevant business information. The study recommends the need for establishing telecentres, public libraries and Internet cafes to create business information access portals in order to promote access to relevant business information.

AbstractCurrently, there is a need to assess the impact of ICT educational policies in educational centres. In this study, the level of digital competence of students is proposed as an indicator of the impact of these policies. However, there is an international problem when it comes to measuring this competence due to its diversity and conceptual complexity. This study presents a theoretical model of conceptualisation and systematisation of digital competence through various constructs derived from the sociocultural approach (Command, Privileging, Appropriation and Reintegration). The empirical validation of this model is the main purpose of this article. The sample of this study consists of 1,881 students of primary and secondary education of the autonomous community of Andalusia (Spain). For the data collection, an ad hoc questionnaire of 22 items is created. A statistical analysis based on structural equation model (SEM) is applied using the SmartPLS 2.0 M3 programme. The results reveal that the theoretical model is valid and has a predictive power (R20.712 and Q20.7087). To conclude, the validation of this theoretical model is a first step for the consideration and creation of digital competence as an indicator of the impact of ICT educational policies.

This article presents an interdisciplinary vision for large-scale integrated emergency management that has been inspired by the transition from platform centric to integrated operations in the oil and gas fields, which uses remote emergency control centres collaborating virtually with local responders. The article discusses some of the most salient research challenges for integrated emergency management, including the role of mobile technology, human-centred sensing, citizen participation and social media, and the socio-cultural determinants of disaster management. The purpose of this article is to frame an integrated emergency management approach that adopts a multi-disciplinary approach, including human computer interaction, information systems, computer science, development studies and organization science employing different methodologies.Most importantly, we need to better understand the socio-cultural determinants of how people prepare to, respond and perceive disasters, in order to evaluate whether and what kind of information and communication technology (ICT) support is appropriate. There is need for more research as to why in some regions local people ignore official orders to evacuate, and rather follow the advice of local leaders, elders or religious leaders. In other instances, disasters are seen as ‘acts of God’ thus shaping disaster preparedness and response.

Introduction: In remote areas of the Amazon Region, diagnosis of malaria by microscopy is practically impossible. This study aimed to evaluate the performance of two rapid diagnostic tests (RDTs) targeting different malaria antigens stored at room temperature in the Brazilian Amazon Region. Methodology: Performance of the OptiMal Pf/Pan test and ICT-Now Pf/Pan test was analyzed retrospectively in 1,627 and 1,602 blood samples, respectively. Tests were performed over a 15-month period. Kits were stored at room temperature in five community health centres located in the Brazilian Amazon Region. RDT results were compared with thick blood smear (TBS) results to determine sensitivity, specificity, and accuracy of the RDT. Results: The sensitivities of the OptiMal Pf/Pan test were 79.7% for Plasmodium falciparum malaria diagnosis and 85.7% for non-P. falciparum infections. The results showed a crude agreement of 88.5% for P. falciparum, and 88.3% for non-P. falciparum infections (Kappa index = 0.74 and 0.75, respectively). For the ICT-Now Pf/Pan test (CI 95%), the sensitivities were 87.9% for P. falciparum malaria diagnosis and 72.5% for non-P. falciparum infection. Crude agreement between the ICT-Now Pf/Pan test and TBS was 91.4% for P. falciparum and 79.7% for non-P. falciparum infection. The Kappa index was 0.81 and 0.59 for the final diagnosis of P. falciparum and non-P. falciparum, respectively. Higher levels of parasitaemia were associated with higher crude agreement between RDT and TBS. Conclusions: The sensitivities of RDTs stored at room temperature over a 15-month period and performed in field conditions were lower than those previously reported.

An open reuse of public data and tools can turn the government into a powerful ‘platform’ also involving external innovators. However, the typical information system of a public agency is not open by design. Several public administrations have started adopting technical solutions to overcome this issue, typically in the form of middleware layers operating as ‘buses’ between data centres and the outside world. Open-DAI is an open source platform designed to expose data as services, directly pulling from legacy databases of the data holder. The platform is the result of an ongoing project funded under the EU ICT PSP call 2011. We present the rationale and features of Open-DAI, also through a comparison with three other open data platforms: the Socrata Open Data portal, CKAN, and ENGAGE.

Lifelong learning plays an important role due to the actual needs that we have in terms of knowledge-based economy. It provides education both to working and non-working people who want to be part of this developing society. In this study, two different levels of the Spanish Adult Education are assessed but not only from an individual point of view, but also from the point of view of cooperation between them in order to improve the teaching-learning process. Both the Education Centre of Olmedo (Olmedo, Spain) and the University of Burgos (Burgos, Spain) are described deep inside and likewise, the activities that they two are developing to interconnect both the two centres and the educational levels so that the learning process is never interrupted. Activities such as seminars, web pages management, oral presentations and questionnaires showing different aspects of the educational process will be discussed in the present study. The use of the new Information Technology and Communication (ICT) should be enhanced for effective learning of our adult students. From our results, it will be demonstrated that adults can be part of the education system and therefore gain new skills and knowledge that let them succeed in their lives.
