Abstract:
The material presented in the monograph shows the possibilities of continuous teaching of mathematics at school, namely, the significant potential of modern information and communication technologies, with the help of which it is possible to form elements of stochastic culture among students. Continuity in learning is considered from two positions: procedural and educational-cognitive. In addition, a distinctive feature of the book is the presentation of the digital transformation of general education as a way to overcome the "new digital divide". Methodological features of promising digital technologies (within the framework of teaching students the elements of the probabilistic and statistical line) that contribute to overcoming the "new digital divide": artificial intelligence, the Internet of Things, additive manufacturing, machine learning, blockchain, virtual and augmented reality are described.
 The solution of the main questions of probability theory and statistics in the 9th grade mathematics course is proposed to be carried out using a distance learning course built in the Moodle distance learning system. The content, structure and methodological features of the implementation of the stochastics course for students of grades 10-11 of a secondary school are based on the use of such tools in the educational process as an online calculator for plotting functions, the Wolfram Alpha service, Google Docs and Google Tables services, the Yaklass remote training, the Banktest website.<url>", interactive module "Galton Board", educational website "Mathematics at school".

The monograph assesses the role of educational migration in the development of the higher education system in the Russian Federation. Abstract:
The relevance of the monograph is determined by changes in the surrounding reality, the development of the digital economy, which actively influences the formation and development of ecosystems of business, banking, public services, etc.; the need to determine the main trends in the development of the modern ecosystem of universities for the formation of in-demand graduates able to work in the special conditions of modern development of Russia, which determines the formation of a new educational environment, based on the challenges facing our country. All this will contribute to a deeper and more comprehensive study of the structure of the university ecosystem, understanding its features due to the realities of the digital space.
 An overview of the features of the factors affecting the field of education, including the ecosystems already existing today in various spheres of the Russian economy, is presented. Proposals are made for the formation of a competence-based approach in the university environment in modern conditions. The main elements of the university ecosystem as a new model of the educational environment are considered. Special attention is paid to the development of the university ecosystem of personnel partnership and continuing education. The author's approaches to assessing the quality of education are proposed. The legislation is given as of July 1 , 2022 .

Marketization in this book is conceptualized in terms of the features of transactions that produce competition between providers. The organization of competition between providers is an important feature of policymaking because it affects the way that public policy is articulated in front-line public services. This chapter distinguishes among three transaction modes under which marketization proceeds along very different lines: grants (which are prior to marketization), purchasing (which is the subject of public procurement law), and vouchers (which rely on customer choice of clients). This book examines the marketization of employment services and its consequences in Denmark, Great Britain, and Germany. What concretely does marketization mean in practice? What are its effects on the services and their governance? How does marketization and its effects map against the main ‘regime types’ found in comparative social science? These questions are answered using more than 100 qualitative interviews with policymakers, managers, and front-line workers. The qualitative material in the book shows how transactions are structured by the public authorities that fund the services and how managers respond both collectively as a sector and individually in organizing services. The book does so within a framework that allows both within- and between-country comparisons. Employment services are used as a window into the much larger phenomenon of intensified economic competition across Europe. These three countries have marketized their employment services in different ways, and the distinct trajectories are discussed. We define employment services as government-funded services to move jobless people into, or closer to, paid work, with a public employment service as the responsible ‘public authority’. Marketization in this book is conceptualized in terms of the features of transactions that produce competition between providers. Providers of employment services are deeply affected by marketization, because it shapes the uncertainty and resource scarcity that they face. Marketization can lead to the disorganization of employment relations and the intensification of managerial control, and the quality of services is part of these organization-level effects. Marketization creates four dilemmas that lead to change in governance—price versus quality, payment-by-results versus equal access to services, user choice versus user compulsion, and transparency/openness vs transaction costs. Failures of the work-first welfare state are due in large part to the failures of marketization.

This chapter discusses recent developments in the resolution of maritime disputes in China. It explores the strengths and weaknesses of the litigation and arbitration services provided in arbitration centres on the Chinese mainland. Efforts to strengthen the appeal of arbitration in China have borne only modest fruit. This is due to a number of factors, including the wider accessibility of courts as compared to arbitration centres; the default options in standard form contracts adopted by BIMCO and others, which tend to refer to the centres in London, New York, and Singapore; and the lack of an ad hoc option in Chinese arbitration services. The tendency to arbitrate abroad can have significant consequences for Chinese companies, who have to make their case in a foreign language, following an unfamiliar procedure, and at a much higher cost than they would have to bear locally. The chapter concludes by proposing ways to address these issues.

Civil service consists of civil servants and their activity when implementing the assigned functions and decisions made by politicians. In other words, it is a system of civil servants who perform the assigned functions of public administration. The corpus of civil servants consists of people who work in central and local public administration institutions. The concept and scope of civil service in a particular country depends on the legal framework that defines the areas of public and private sectors and their relationship. In many countries, civil service consists of an upper level, a mid-level, and civil servants who work for coordinating, independent, and auxiliary institutions. However, the scope of civil service in different countries varies. When analyzing/comparing civil service systems of different countries, researchers often categorize them as Western European, continental European, Anglo-American, Anglo-Saxon, Eastern European, Scandinavian, Mediterranean, Asian, or African.All European Union member states can be classified into two groups: the career system—dominant in continental Europe, with the prevalence of traditional-hierarchical public administration, rational bureaucracy, and formalized operational rules—and the position system—dominant in Anglo-Saxon countries, with the prevalence of managerial principles, pragmatic administration, and charismatic leadership. Neither of the two models exists in pure form. If features of the career model dominate in the civil service of a country, it is identified as a country with the career CS model; if elements of the position model dominate the country is identified as a country with the position civil service model. An intermediate version of this model, characteristic of a number of countries, is the mixed/hybrid model.Many civil service researchers claim that in the case of two competing systems of civil service—closed (the career model) and open (the position model)—reforms of the open civil service system win. It has been argued that the organizing principles of the open, result-oriented civil service system (the position model), which is under the influence of “new public management,” will permanently “drive out” the closed, vertically integrated and formal procedure-oriented career model. Scholars argue that civil servants of the future will have to be at ease with more complexity and flexibility. They will have to be comfortable with change, often rapid change. This chapter discusses conflicts of interest in services regulated by MiFID, mainly with respect to the MiFID II regime, but taking the abundantly discussed MiFID I regime as a background, because the basic structure and many single solutions remain broadly unchanged. It combines legal and social science theories with an analysis of substantive law solutions and presents them with an evolutionary perspective, focusing on detailed analysis of the new regime. It first exposes the foundations—the most important theoretical approaches to a regulation of conflicts of interest and the legislative bases and history—and then proceeds to analyse the five different stages and situations step by step. It begins by characterizing the type of approach taken in the legislative regime, then moving to the main features of innovation in the transition from MiFID I to MiFID II, and finally discussing in greater detail the substantive solution found in MiFID II.

Abstract:
This chapter reviews the research literature on professional service firm–client relationships. Client relationships are a defining feature of professional service firms, but are also critical strategic assets and an indicator of the market strategy of professional service firms. To assess the state of knowledge about client relationships the chapter is organized around three themes. First is the different ways that professional service firm–client relationships have been characterized and how this shapes researchers’ assumptions about and focus on client relationships. Second, it examines the life cycle of client relationships, focusing specifically on research that addresses the formation, maintenance, and dissolution of client relationships. The third theme examines research that has identified how client relationships affect professional service firms, particularly in the areas of strategy, structure, learning, and human resource practices. The author identifies important gaps in our understanding of client relationships and suggests several potential avenues for future research.
