Abstract:
A challenge was issued, in the first International Journal of Music Education, to find ways to achieve a principle of music education which progressive music educators and traditional African music education have in common:‘an all-round development of the child’. This paper takes up this challenge by exploring the idea that creativity is an essential part of western education. Even though this idea receives the unprecedented support of widely respected western educators of the 20th century and of the Tanglewood Symposium, ‘…those with creative potential are neglected, if not discriminated against, at all levels in American education’ (MacKinnon, 1978, p. 169.) To ascertain why this is so, socio-economic studies are presented which reveal how closely linked the issue of creativity in education is to issues which are beyond the realm of music education or of education in general. The suggestion is that these connections adversely effect the all-round development of the child.

In his book “A Treatise on Analytical Dynamics,” Pars asserted that acceleration-dependent forces are inconsistent with one of the fundamental principles of mechanics, namely, with the superposition principle, thus spreading among mechanical scientists the idea that such forces are not admissible in mechanics. This article demonstrates that given forces that depend on acceleration or higher derivatives are admissible in mechanics and shows that this assertion in Pars’s book is fallacious and the only condition for the applicability of such forces is the equation of motion possessing a unique solution.

The Suez Crisis of 1956 is considered one of the most acute regional conflicts of the Cold War period. Two of the five member states of the Security Council were involved in the conflict, who actively exercised the right of “veto” during any attempts at settlement, which paralyzed the existing mechanism for resolving conflicts within the UN. The disagreements of the “great” powers threatened to grow from a diplomatic confrontation into a military one, and conflict from regional to global. The solution was found at one of the sessions of the General Assembly, where Canadian L.B. Pearson presented his idea of resolving the conflict by creating the UN Emergency Forces. The study is devoted to the idea of creating a UN peacekeeping force, the founder of which is Canadian diplomat L.B. Pearson. The purpose of this study is to analyze the role of L.B. Pearson in the formation of the idea of peacekeeping, on the example of participation in the settlement of the Suez Crisis. We discuss the historical aspects and conditions for the creation of the UN Emergency Forces, a comparative analysis was conducted with the first observation missions of the UN, substantiate principles, which became the basis for the functioning of peacekeeping forces. We draw conclusion that it was L.B. Pearson’s ideas that contributed to the resolution of one of the most acute crises of the second half of the 20th century, and the creation of peacekeeping forces proved the effectiveness of the UN in maintaining international peace and security, conflict resolution, and also laid the foundation for modern peacekeeping.

This article outlines the key features of the ‘big idea’ of cosmopolitanism (Beck 2002), which are viewed against a set of commonly recognised countervailing forces. The article then argues for both conceptual elaboration and empirical observation to be focused on the social processes which mediate between the normative ideal and concrete manifestations of cosmopolitanism. Examples are provided in relation to three issues: the allocation of rights, participation through law, and the concept of the world citizen.

Abstract:
Physical training is an integral part of the overall training in the Serbian Armed Forces. It is a basis of combat preparedness of every soldier, hence it has to be an inherent part of their lives. The main idea of the current research is to examine weather high intensity interval exercises have a positive influence on the functional and motor abilities of the members of the Serbian Armed Forces. Repetitive strength, as one of the tested abilities, was significantly better in the experimental group of participants, which implies that applied interval exercise had improved the results of repetitive strength tests. These findings are in line with previous studies. Furthermore, it has been found that the experimental program of exercise did not influence functional abilities, i.e. there is no differences in aerobic fitness between the experimental and the control group. The experimental program should serve as an idea and basis for the finding, creation and designing of new ways of exercise within physical training at all levels in the system such is the Serbian Armed Forces.

ABSTRACTActive vibration control of a flexible beam subjected to arbitrary, unmeasurable disturbance forces is investigated in this paper. The concept of independent modal space control is adopted. Both the feedforward and feedback control is implemented here to reduce the beam vibration. Because of the existence of the disturbance forces, the feedforward control is applied by employing the idea of force cancellation. A modal space disturbance force observer is then established in this paper to observe the disturbance modal forces for the feedforward control. For obtaining the feedforward and feedback control gains with the optimal sense, the nearly optimal control law is derived, where the modal disturbance forces are regarded as additional states. The vibration control performances and the asymptotic properties of the control law are discussed.

Public strategy is a widely discussed concept, which especially in an election year is often proposed as a means to improving administrative operations. Over the last 40 years, there has been an explosion in the number of books written about strategy. The academic community and the public have been bombarded with countless, theories, models, frameworks, approaches and schools about strategy. We have seen the rise and fall of strategic planning and the movement from strategic management to strategic leadership to strategic thinking. Despite the plethora of solutions, some to problems yet to be discovered, both the private and public sectors continue to see strategies fail. How can it be that strategies still fail when we have so many people available who know how to make them succeed? This study uses an information technology project in the Department of Defense as a field study to determine why the strategies for that project succeeded or why they failed. The research draws on concepts from the Delphi Technique, Force Field Theory, classic strategy literature and public administration to identify and map various levels of forces extant in the implementation environment for those strategies.

Quelle obligation morale peut être désormais pensée et pratiquée, à l’heure du déclin des absolus religieux et des sciences évolutionnistes ? Tel est le problème auquel Jean-Marie Guyau, philosophe français de la fin du XIXème siècle, entend apporter une contribution décisive. Dans ce travail, nous proposons de redécouvrir l’itinéraire logique et chronologique suivi par Guyau pour élaborer sa propre pensée. Celle-ci doit se comprendre comme le dénouement logique d’une problématisation qui passe par l’étude de l’histoire de la philosophie morale. Après avoir élaboré une méthode de commentaire pour l’étude des doctrines passées, Guyau pense pouvoir interpréter l’histoire de la morale comme un antagonisme entre le naturalisme (d’Épicure à Mill et Spencer) et l’idéalisme (d’Épictète à Kant et Fouillée). Une exposition critique détaillée permet à Guyau de montrer les lacunes de chacune de ces traditions : l’idéalisme absolutise ce qui n’est qu’hypothétique ; l’obligation théorisée par le sensualisme est dissoute par cette théorie même ; et l’évolutionnisme, forme ultime que prend la science des mœurs, pense indûment l’avenir sur le modèle du passé. Dès lors, l’obligation ne peut plus être conçue ni comme catégorique ni comme instinctive : elle doit être pensée à partir du principe qui engage le moins de présupposés (la vie), et ne doit plus être considérée comme uniforme mais comme anomique. At the time of evolutionist science and the decline of the religious absolute, what moral obligation can be thought and practised nowadays ? Such is the problem Jean-Marie Guyau, a French philosopher of the late 19th century, intends to make a decisive contribution to.In this research work, we suggest rediscovering the logical and chronological route followed by Guyau to elaborate his own thought. This thought has to be understood as the logical outcome of a raised issue which starts by studying the history of moral philosophy.After elaborating a method of comment upon past doctrines, Guyau thinks he can interpret the history of morality as an antagonism between naturalism (from Epicurus to Mill and Spencer) and idealism (from Epictetus to Kant and Fouillée). A thorough scrutiny allows Guyau to show the gaps of each of these traditions : idealism absolutises what is only hypothetical ; the obligation theorized by sensualism is dissolved by this same theory ; as for evolutionism, the ultimate shape taken by the science of customs, its view of the future is wrongfully based on the model of the past. From then on, obligation cannot be conceived either as categorical or as instinctive any more : it must be thought from the principle which involves as few presuppositions (life) as possible, and must not be considered as uniform but anomic any more. Relying on naturalist beginnings, Guyau’s philosophy then tries to idealize the moral existence of Man ; this increase in vitality is mainly handed over through education. Este trabalho apresenta a gênese do conceito de Deus no homem, segundo a interpretação que fazemos da filosofia de Friedrich Wilhelm Nietzsche. Através do título “O nascimento de Deus segundo Nietzsche”, procuramos mostrar como pôde surgir, conforme o filósofo, a crença no conceito de Deus, interpretando-a como resultado de uma determinada hierarquia de forças e de vontade de poder, as quais caracterizam a espécie humana. Ao abordar o tema da gênese da ideia moral de Deus, podemos perceber que Nietzsche não conta a história do surgimento de uma entidade metafísica. O que ele investiga em obras como a “Genealogia da moral” é, sobretudo, como o conceito e o sentimento de Deus no homem nasceu e se desenvolveu no curso do tempo, levando sempre em consideração o tipo de forças e de vontade de poder que estão por trás desse desenvolvimento. Para empreender essa proposta, utilizamos textos do próprio Nietzsche, com ênfase nas obras e escritos das chamadas segunda e terceira fases de seu pensamento, mais precisamente, das obras e escritos a partir de “Humano, demasiado humano”, de 1878. Incluem-se, portanto, os textos e escritos que vão de 1878 até 1889, tanto os que constam nas obras publicadas durante a vida de Nietzsche, quanto nas publicadas após a sua morte, entre elas, a edição da obra “A vontade de poder”, de 1906, publicada por Kröner, com 1067 aforismos. Também fizemos uso de alguns comentadores quando suas posições se mostraram relevantes para a compreensão desses escritos.
This paper presents the genesis of the concept of God in man, according to the interpretation we make of the philosophy of Friedrich Wilhelm Nietzsche. Through the title "The birth of God according to Nietzsche”, we show how it might arise, according to the philosopher, the belief in the concept of God, interpreting it as a result of a certain hierarchy of forces and will to power to characterize the human species. Addressing the issue of the genesis of the moral idea of God, we realize that Nietzsche does not tell the story of the emergence of a metaphysical entity. What he investigates in works such as "Genealogy of Morals" is, above all, as the concept and feeling of God in man was born and developed in the course of time, always taking into consideration the type of forces and will to power behind this development. To undertake this proposal, we use Nietzsche's own texts, with emphasis on the works and writings of so-called second and third phases of his thought, more accurately, works and writings from "Human, All Too Human," 1878. Included are therefore texts and writings ranging from 1878 to 1889, both appearing in works published during the life of Nietzsche, as in published after his death, among them the issue of "The will to power, "1906, published by Kröner, 1067 with aphorisms. We also made use of some commentators when their positions were relevant to the understanding of these writings.

In this chapter, the author takes the gesture as a basic building element of Happenings, seen as a precursor of live performance of the final decades of the twentieth century, such as body art and postmodern dance. Building on a comparison with nineteenth-century Kopienkritik, Jakovljević argues that recent theories of reenactment are inseparable from the modernist idea of uniqueness. Arguing against the political economy of originality, the author suggests that gesture in Happenings does not “originate” from a privileged source but from a complex intersection of forces, the artist being just one of them. If a Happening repeats, it is often something that has never existed as an aesthetic object, idea, or act.

To many, the idea that light can be used to hold and manipulate matter is probably quite foreign. The photon is a seemingly evanescent particle; its interactions with matter are weak. But while it has no rest mass, a photon carries momentum. Optical traps have become important tools used to measure forces on nanometer to micrometer length scale. Laser tweezers can be used to drive (or hold) microrheological probes. Optical trapping forces are reviewed and optical trap designs discussed, incluing the use of fixed and moving reference frame optical traps. Proper calibration of optical traps especially in the material under test is discussed. Linear and non-linear measurements using laser tweezers are presented, including shear thinning of colloidal dispersions when probes are translated through a suspension. The operating regime of laser tweezer microrheology is presented.

I argue that the answer to both questions is positive, and, along the way, I flesh out the idea of what military robots are and what functions they might have, as well as how the impersonal forces of technological development can affect the choices of rational political agents. I conclude with some suggestions about how we might make the best of what is likely to be a bad business through the establishment of new international norms.

This chapter pursues the idea of “spirit scapes.” It argues that thinking about Caribbean space and Caribbean identity means engaging a series of movements. It means coming to terms with how much both the relatively new Caribbean nation-states and the Caribbean diaspora have been fundamental sites of the creation of Caribbean cultural identities, and the extent to which global economic and political forces have also shaped these experiences. The Caribbean has in common with Brazil an already-identified history, including the destruction of the full presence of indigenous peoples, the wretchedness of enslavement on sugar plantations, colonialism, and the struggles for self-possession and independence but also for re-creation.

This chapter explains how as a chaotic product of political realignment, the mirrored antifascist countersubversion that emerged in the 1930s strengthened the New Deal reform project and forced right-wingers to reexamine their relationships with each other. At the same time, though, it strengthened support for the idea that individuals and groups should be challenged for their political loyalties, thus helping to restrict the boundaries of legitimate dissent. During Roosevelt's second term, pro- and antigovernment forces battled over who could challenge the other side's loyalty more effectively and which group was best placed to defend traditional liberties. Reformers attacked conservatives for fascism; conservatives responded by accusing the New Deal of being infiltrated by Communists.

The more diverse the people, the trickier it is to govern them under one charter of government which works for all. The chapter discusses the uneasy relationship between constitutionalism and diversity as pre-conditions as well as challenges to the constitutional order. It proved to be a good idea gone terribly wrong amid the confusion of rapid liberation and the deep hostility and criticism from Congress, the press and even disgruntled employees of UNRRA itself. AbstractThis introductory chapter provides a brief overview of the theories and models that constitute what has come to be called urban science. Explaining and measuring the spatial structure of the city in terms of its form and function is one of the main goals of this science. It provides links between the way various theories about how the city is formed, in terms of its economy and social structure, and how these theories might be transformed into models that constitute the operational tools of urban informatics. First the idea of the city as a system is introduced, and then various models pertaining to the forces that determine what is located where in the city are presented. How these activities are linked to one another through flows and networks are then introduced. These models relate to formal models of spatial interaction, the distribution of the sizes of different cities, and the qualitative changes that take place as cities grow and evolve to different levels. Scaling is one of the major themes uniting these different elements grounding this science within the emerging field of complexity. We then illustrate how we might translate these ideas into operational models which are at the cutting edge of the new tools that are being developed in urban informatics, and which are elaborated in various chapters dealing with modeling and mobility throughout this book.

This chapter discusses forces that affect usage. According to the feedback-loop idea dominant in the EC-Model, processes and activities can also act as forces: the more conventionalized and entrenched, the more likely to be used. Production circumstances (i.e. channel and medium) affect the choice of utterance types in context. Cognitive economy and communicative efficiency are competing forces, with the former promoting the use of speakers’ entrenched routines and the latter encouraging them to factor in hearers’ needs. Extravagance, expressivity, foregrounding, and attention-seeking salience facilitate the production of creative utterances. Politeness and impoliteness are social forces influencing the choice of utterance and affecting their conventionalization and entrenchment. Solidarity and distance can influence the choice of utterances in context to signal in-group membership or emphasize group differences. Speakers assert power in their behaviour in concrete usage events.

This introductory chapter discusses the Gaia hypothesis as well as two other competing hypotheses. Gaia, the idea that life moderates the global environment to make it more favorable for life, was first introduced in 1972 in an academic paper by James Lovelock titled “Gaia as Seen through the Atmosphere.” The Gaia hypothesis proposes planetary regulation by and for the biota, where the “biota” is the collection of all life. Lovelock suggests that life has had a hand on the tiller of environmental control, and the intervention of life in the regulation of the planet has been such as to promote stability and keep conditions comfortable. The chapter then looks at the geological hypothesis, which suggests that the nature of the Earth's environment is principally determined by a mixture of geological forces and astronomical processes, and the coevolutionary hypothesis, which asserts that life has had an enormous impact on the planetary environment.

The relationship of gravity and inertia has been an issue in physics since Einstein, acting on an observation of Ernst Mach that rotations take place with respect to the “fixed stars”, advanced the Equivalence Principle (EP). The EP is the assertion that the forces that arise in proper accelerations are indistinguishable from gravitational forces unless one checks ones circumstances in relation to distant matter in the universe (the fixed stars). By 1912, Einstein had settled on the idea that inertial phenomena, in particular, inertial forces should be a consequence of inductive gravitational effects. About 1960, five years after Einstein’s death, Carl Brans pointed out that Einstein had been mistaken in his “spectator matter” argument. He inferred that the EP prohibits the gravitational induction of inertia. I argue that while Brans’ argument is correct, the inference that inertia is not an inductive gravitational effect is not correct. If inertial forces are gravitationally induced, it should be possible to generate transient gravitational forces of practical levels in the laboratory. I present results of a experiment designed to produce such forces for propulsive purposes.

It is probably fair to say that the field of cell mechanics emerged with the pioneering work of Harris et al. [1], who observed that cells grown on thin silicone sheets generated wrinkling patterns — unfortunately, quantifying the forces at the cellular level was virtually impossible with their system. Almost two decades later, the study of cell mechanics began in earnest when Pelham and Wang [2] introduced a more rigorous method for quantifying individual cell-generated forces that quickly became known as cell traction force microscopy (CTFM), some form of which is now used in cell mechanics labs around the world. The basic idea underlying the original CTFM method is that the forces generated by cells can be calculated by solving an inverse problem for the displacement field experimentally measured by tracking microspheres embedded in a thin elastic substratum (typically polyacrylamide gel) on which the cells are cultured.

Considering that “gap function” is a nuisance term that contains both the stress and the quadratic function of displacement, it is difficult to establish Gurtin-type variational principles for large deformation elasto-dynamics. Luo En, Finlayson B. A. and Scriven L. established Gurtin-type variational principles by restricted variational idea. Based on base forces theory framework, the basic equations for large deformation elasto-dynamics are defined. Using the concept of base forces, Gurtin-type quasi-variational principle for large deformation elasto-dynamics can be established by variational integral method directly. When the base forces and the conjugate variable “displacement gradients” are taken as the basic unknowns, there is no “gap function” in the functional of Gurtin-type quasi-variational principle. Then quasi-stationary value conditions of Gurtin-type quasi-variational principle are derived. One of the quasi-stationary value conditions is the famous wave equation. Finally, some correlative problems are discussed.

Even in the case of change of use, the variation is not usually important in comparison with the building’s own weight, especially in masonry constructions. Although the forces are unchanged, except in the case of earthquake, buildings of this type have often suffered different kinds of collapses. Collapse is not due to increased tensions and breakages of material, but is caused by unacceptable increases of displacement in supports. To assess the safety of an existing construction, study of the equilibrium conditions can give us an idea of the trajectories of forces and the level of tensions. Nevertheless, assessing building safety makes it necessary to know the magnitude of the displacements necessary for collapse to occur.</p>

Abstract Based on inspiration of human grasping activities, a new idea is developed in this paper that grasping forces in a multifingered robotic hand can be regulated and controlled through its compliance by actively coordinating small joint motions in its fingers. According to this idea, a grasping force control model is formulated by means of a compliance model developed by the authors before, and a novel theory is then developed for grasping force control in a multifingered robot hand. The developed theory is expected to lead to a new force control method which could serve as a promising alternative for the active stiffness method. As an application of the developed theory, a two-fingered planar robotic hand is also analyzed, and the simulation results verify the developed theory.

A couple of issues are identified in the process to embed absolute nodal coordinate formulation (ANCF) flexible bodies in an existing multibody dynamics code. (1) The generalized coordinates of ANCF must be solved together with those of the rest of the mechanism in a combined system of the equations of motion. (2) The various constraints, joints, and forces elements supported in the multibody dynamics code must be extended to the ANCF flexible bodies without major code restructuring. This paper describes two novel techniques that were devised to solve these issues. The first is the idea of interface triad. We will demonstrate how to construct the interface triad such that all exiting constraints, joints, and forces elements are automatically supported. The second idea is to represent the equations of motion of the ANCF body as a user-defined subroutine element representing a set of implicit general state equations subroutine (GSESUB). By treating each ANCF body modularly as a user-defined subroutine, not only all existing integration options of its host solver, e.g., HHT or DAE index-1, 2, and 3, etc., are automatically supported, but also the existing features such as parallel computing and sparse matrix solution of the existing multibody dynamics software are supported with minimum programming. Numerical examples are presented to demonstrate the efficiency and the success of these two techniques.

The slider of a Load/unload (LUL) drive can be loaded to a high flying stable state under certain conditions, which positions the read/write transducers much higher from the disk surface than the normal flying height (FH) and resulting in the issues in read or write. To avoid the issues caused by the high flying loading, it is necessary to find ways to recognize the existence of the high FH and eliminate it in the design stages. In this paper, we introduce a method that can identify the existences of the multiple FHs in loading process conveniently. The basic idea is to plot surfaces of air bearing forces in a domain of flying attitude, and then check if multiple FHs exist to generate the same air bearing forces that match the suspension forces. The analysis results indicate that the method is easy and efficient in identifying multiple FHs in loading process.

Abstract The semi-active damper idea is not new. Many previous researchers showed that a semi-active damper and an on-off type semi-active damper can each bring about almost die equivalent suspension performance as that of an active suspension system. In this work, a self-operating on-off type semi-active damper idea is devised. The advantage of the self-operating on-off type semi-active damper over the conventional semi-active damper or on-off type semi-active damper is its mechanical simplicity. The self-operating semi-active damper does not need any sensors and logic circuits for on-off control motion and brings about an identical suspension performance. In order to prove the practical applicability of the damper, two prototype dampers are designed, built and tested. As a result, the tested prototype damper shows very good agreement not only with the peak damping forces, but also with the timely self-operating on-off valve motion.

One of the leading Western Ukrainian diaspora journals – London «Liberation Way», founded in January 1949, has become the subject of the study for the first time in journalism. Archival documents and materials of the Ukrainian Publishing Union in London and the British National Library (British Library) were also observed. The peculiarities of the magazine’s formation and the specifics of the editorial policy, founders and publishers are clarified. A group of OUN members who survived Hitler’s concentration camps and ended up in Great Britain after the end of World War II initiated the foundation of the magazine. Until April 1951, including issue 42, the Board of Foreign Parts of the Organization of Ukrainian Nationalists were the publishers of the magazine. From 1951 to the beginning of 2000 it was a socio-political monthly of the Ukrainian Publishing Union. From the mid-60’s of the twentieth century – a socio-political and scientific-literary monthly. In analyzing the programmatic principles of the magazine, the most acute issues of the Ukrainian national liberation movement, which have long separated the forces of Ukrainian emigration and from which the founders and publishers of the magazine from the beginning had clearly defined positions, namely: ideology of Ukrainian nationalism, the idea of ​​unity of Ukraine and Ukrainians, internal inter-party struggle among Ukrainian emigrants have been singled out. The review and systematization of the thematic palette of the magazine’s publications makes it possible to distinguish the following main semantic accents: the formation of the nationalist movement in exile; historical Ukrainian themes; the situation in sub-Soviet Ukraine; the problem of the unity of Ukrainians in the Western diaspora; mission and tasks of Ukrainian emigration in the context of its responsibilities to the Motherland. It also particularizes the peculiarities of the formation of the author’s assets of the magazine and its place in the history of Ukrainian national journalism.
