The monograph traces the history of the development of German neoliberal economic thought from the origins of the Freiburg School in the 1930s to the first results of the practical implementation of the concept of a social market economy in West Germany in the late 1940s-early 1960s. The author demonstrates the broad historical context of the development of German ideas about the theory and practice of the policy of order (Ordnungstheorie und Ordnungspolitik), shows the features of the formation and spread of the scientific and intellectual economic tradition in Germany, as well as beyond its borders, starting with the birth of the German historical school and the perception of its heritage by Russian socio-economic thought in the second half of the XIX — early XX century and ending with the practical implementation of the concept of order of the Freiburg school and the correlation of its ideological and spiritual and moral foundations with the social teaching of Catholicism and liberalism of Friedrich von Hayek. Special attention is paid to some controversial issues of the formation of the theory of ordoliberalism during the period of national socialism and the problems of the social market economy in modern Germany. The book is intended to fill the shortage of specialized scientific literature on relevant issues and to acquaint the Russian reader, primarily students, teachers and researchers, with the variety of ideological and scientific-theoretical foundations of the socio-economic system of the post-war Germany.

Abstract:
Section I clarifies what ‘adequate compensation’ means in the context of the Liability Precept by appealing to the idea of special compensation. Section II tries to motivate why this level of compensation is more fitting than a lower level of compensation, whereas Section III attempts to explain why this level of compensation is more fitting than a higher level of compensation. Section IV investigates if there are any circumstances in which expectation holders should not be entitled to 100 per cent of special compensation by virtue of their own conduct. Finally, Section V explores the issue of implementation and considers the advantages and disadvantages of a range of implementation strategies.

Abstract:
This chapter examines how policy towards the European Economic Community (EEC) fitted in with French leader Charles de Gaulle's broader European and international objectives and how the international constraints on his certain vision of France gave rise to his evolving, uncertain idea of Europe. Having denounced the Treaty of Rome before coming to power in 1958, de Gaulle ensured the EEC's survival by undertaking financial reforms in France and warding off Britain's effort to negotiate a wider free trade area. He linked these initiatives to implementation of the common agricultural policy (CAP). The chapter also considers de Gaulle's proposal for an independent and intergovernmental European Union and his role in the so-called Empty Chair Crisis of 1965–6. Finally, it discusses the impact of de Gaulle on the course of European integration.

Abstract:
The Covid-19 pandemic has seen the marked centralization and exertion of executive power, and, more broadly, a focus on the response of other elected organs. However, the pandemic has also shone a light on the key roles played by unelected independent institutions and international bodies, from public health actors to courts to international organizations and beyond. Constitutional INSIGHTS No. 8 explores the types of independent institutions that have shaped state action to suppress the virus, focusing on four principal functions: sources of expertise; implementation mechanisms; constraints on government action; and linkage actors mediating between the domestic, transnational and international spheres.

Abstract:
Special voting arrangements (SVAs) are designed to expand voting opportunities to individuals who are otherwise not able to vote. Safeguards that protect the equality, secrecy and transparency of the vote are vital for successful implementation of SVAs. Over the past few decades, countries across Europe have been increasingly adopting SVAs—particularly postal, early and mobile forms of voting. The COVID-19 pandemic has further accelerated their use throughout the year 2020. International IDEA and the Association of European Election Officials (ACEEEO) convened a series of online webinars in October and November 2020 on SVAs. This report summarizes key insights and reflections from each of the three webinars.

Full text
Abstract:
Money is a necessary component of any democracy: it enables political participation, campaigning and representation. However, if it is not effectively regulated, it can undermine the integrity of political processes and institutions, and jeopardize the quality of democracy. Therefore, regulations related to the funding of political parties and election campaigns, commonly known as political finance, are a critical way to promote integrity, transparency and accountability in any democracy. Political finance regulations must adapt and adjust to political, economic and societal changes. This report contributes to the discussion of the future of political finance by exploring the following trends, opportunities and challenges related to money in politics that need to be taken into consideration when improving political finance systems: • mainstreaming political finance regulations into an overall anti-corruption framework; • supporting the implementation of existing political finance regulations and monitoring their performance; • harnessing digital technologies to ensure transparency and accountability in political finance; and • designing targeted political finance measures to encourage the inclusion of underrepresented groups in politics.

Full text
Abstract:
When electoral risks are not understood and addressed, they can undermine the credibility of the process and the results it yields. Electoral management bodies (EMBs) encounter numerous risks across all phases of the electoral cycle. They operate in environments that are increasingly complex and volatile and where factors such as technology, demographics, insecurity, inaccurate or incomplete information and natural calamities, create increasing uncertainty. The experiences of EMBs show that when formal risk management processes are successfully implemented, the benefits are profound. Greater risk awareness helps organizations to focus their resources on where they are most needed, thus achieving cost-effectiveness. Over the last decade it has been observed that EMBs are increasingly moving from informal to formal risk management processes. The purpose of this Guide is to lay out a set of practical steps for EMBs on how to establish or advance their risk management framework. The Guide’s chapters reflect the breadth of key considerations in the implementation process and offer basic resources to assist in the process.

Abstract:
Creative cognition is a critical aspect of creative problem solving for both teams and individuals, but the cognitive processes underlying creativity have received more attention at the individual than the team level. This chapter focuses on early- and late-stage cognitive processes that have currently received less attention in the team creativity literature: problem construction and idea evaluation and selection. Problem construction aims to clarify problem ambiguity through restating and redefining a problem and identifying goals and parameters for consideration prior to solution generation. Idea evaluation and selection occurs after idea generation and refers to the evaluation of ideas with respect to specific standards, goals, or ideals, and the selection of ideas for pursuit in implementation. Additional research for team problem construction and team idea evaluation and selection is proposed.
