Full textBased on earlier studies, a study has been established to examine why three prevailing municipalities, during 2020 decided to sell parts of their portfolio and how this coincides with their legislated responsibility to provide housing to their citizens. Furthermore, an examination has been made on the sales’ intrusion on the legislated terms of business-like principles. Using a qualitative method with an element of a quantitative concept, a summary of Scanian municipalities’ sales along with their solidity has been done which helped initiate a more detailed document analysis based on differencing values. In this case the chosen municipal housing companies were Trelleborgshem, Bjuvsbostäder and Skurupshem. Empirical data was gathered from publicly available documents from municipalities, which were then analysed in relation to relevant theories. The common reason for the three municipalities to sell shares of their property portfolio was the need to liquidate capital while the planned area of usage differed. Trelleborgshem wanted to construct new housing while Skurupshem wanted to perform maintenance on existing properties and construct some new housing. Bjuvsbostäder’s reason to sell was to distribute capital to the municipality for them to pay off debts. There is a distinct ideological connection between the outlook of selling and which political party the members of the municipality belong to. Members in right winged parties often vote in favour of selling while left winged party members vote against it. The sales are stated to have a certain effect on the municipalities’ ability to provide housing to their citizens. Trelleborgshem and Bjuvsbostäder warned their respective municipalities that their ability to provide housing was affected by the sales while Skurupshem and Skurup’s municipality agreed that the sale was needed to fulfil their responsibility to provide housing. Trelleborgshem and Skurupshem acted on business-like principles by selling parts of their property portfolio to be able to finance their new projects, although Trelleborgshem considered there to be room for improvement based on business-like values. Bjuvsbostäder considers their sale to be economically devastating for creating negative results, which is in direct conflict with business-like principles, while Bjuv’s municipality considers Bjuvsbostäder’s analysis on the economic consequences to be flawed. Whether the sale is in accordance with business-like principles, will not be noticeable in current time since the results can change long term.

Resumo: No presente trabalho verificamos como as propostas educacionais expressas no PROEM -- Programa Expansão, Melhoria e Inovação no Ensino Médio do Paraná, no período de 1995-1999, considerando seus vínculos com o BID/BIRD e as condicionalidades requeridas para o financiamento externo mediante contrapartida, respondem a motivos financeiros e desempenham importantes funçôes ideológicas. Demonstramos como, o referido Programa, ignora as condiçoes particulares do mercado de trabalho brasileiro, derivado das formas peculiares de acumulação capitalista no Brasil, e é mais ideológico e movido por interesses financeiros, do que funcional e ¿produtivo¿ para as metas que proclama. Para tanto, efetuamos uma análise das propostas do Programa, dentre elas, a questão da preparação básica para a cidadania e o mundo do trabalho, bem como o propósito de ampliar o acesso, a organizaçào, a regionalização da oferta e o objetivo de possibilitar a empregabilidade e competitividade de seus egressos, incluindo a otimização dos recursos humanos, financeiros e de infra-estrutura. Examinamos, também, as implicações do financiamento e endividamento externo do Programa, através do empréstimo contraído com o BID -- Banco Interamericano de Desenvolvimento
Abstract: In this present work we verified as the educational proposals expressed in PROEM - Program Expansion, Improvement and Innovation in the Medium Teaching of Parana, in the period of 1995-1999, considering their entails with IDB/BIRD and the conditions requested for the external financing by means of compensation, they answer to financial reasons and they carry out important ideological functions. We demonstrated as, the referred Program, ignores the peculiar conditions of the Brazilian labor market, derived in the peculiar ways of capitalist accumulation in Brazil, and it is more ideological and moved by financial, than functional and " productive " interests for the goals that it proclaims. For so much, we made an analysis of the proposals of the Propam, among them, the subject of the basic preparation for the citizenship and the world of work, as well as the purpose of enlarging the access, the organization, the regionalization of the offer and the objective of facilitating the conditions of having a job and competitiveness of its graduate, including the readjustment of the human resources, financial and of infrastructure. We examined, also, the implications of the financing and external dcdts of the Program, through the loan contracted with IDB ¿ Inter-American Development Bank

Full textIn this work the author is trying to describe the features of terror act, identify possibilities of delimitation from other criminal acts. There is created a hypothesis, that in the Penal code of Lithuania Republic the features of terror acts’ consist are not clearly defined. There is emphasized the problem of differentiation of terror, terror act and terrorism concepts. The author is noticing that there are more studies about terrorism, in many cases they are of political or historical character, more analyzing the issues of terrorism, its’ spread ant the activity of terrorist organizations, paying less attention for the analysis of terror acts, that are means for spreading terrorist ideology. In this work there is trying to distinguish terrorism and terror act, describing as criminal act, individual, unrepeatable, concurrent from concrete person, who realize these terror acts and its’ victims. In this work also is revealed terror’s, as creator of irrational fair, role in terror act. Following the decisions of Lithuania High Court, international juridical acts, other research work, in this master work are formulated concepts concerning the consist of terror act. There is emphasizing the importance of society’s security as worth in penal law, which can be attempting by terror act. Full textThe present research establishes an analysis of the discourse and narrative of the Barranquillan author Marvel Moreno. First, it was necessary to determine the background investigation on the same topic to be able to later elaborate a corpus which took into account the maximum of value judgments about the two notions, consequently. Finally, the reconstruction of the terms racist-code and social-code of the author’s literature, was reconstructed in accordance with the theoretical definitions as well as with the literature itself, analyzing terms such as racism, race, black person or negro, half blood, mulatto, white person, “down at heel person”, an upstart person or parvenu and middle class, aristocracy and bourgeoisie. The pertinent of this study is therefore justified by the absence so far of another study that treats the same chosen narratives and discourses used by the author to explain the social conflict in the fictional Barranquilla. From a methodological point of view, the goal was to see how narrators and characters judge and were judged. Consequently, it was demonstrated that the narrative voices focus on describe the social and racial codes belonging to the upper class, which at the same time and through their prejudices construct the rest of the society validating in this way the elite’s racist and excluding identity
La presente indagine consiste in un’analisi discorsiva delle nozioni di razza e di classe sociale nella narrativa di Marvel Moreno, scrittrice di Barranquilla. In un primo momento è stato necessario determinare gli antecedenti dei due temi, per poi stabilire un corpus di racconti che ne trattano. Infine, si sono ricostruiti il codice razzista e il codice sociale dell’opera attraverso lo studio di termini come razzismo, razza, meticcio, mulatto, bianco, negro, aristocrazia, borghesia, fallito, arricchito, nuovo ricco e classe media. L’importanza di questa ricerca è avvalorata dall’assenza, fino ad oggi, di un lavoro che chiarisca i pregiudizi e gli stereotipi della società rappresentata dall’autrice a partire dall’opera stessa, dalla teoria letteraria e dalla storia colombiana. Da un punto di vista metodologico si sono analizzate le opinioni delle voci narranti per descrivere e qualificare personaggi e situazioni. Di conseguenza, si è dimostrato che, all’interno dell’universo fittizio dell’autrice, le ideologie ereditate dal periodo coloniale configurano modalità di pensiero e relazioni di potere nella società

Full textAffected by the death of the revolutionary utopia and the disappointment of the Angolan people, Pepetela’s work questions the Angolan identity: “a Angolanidade”. Through allegory, irony, humour, metonymy, parable and myth, Pepetela denounces the behaviour of the Angolan elite and reinstates certain cultural and ancestral African values long since wiped out by Portuguese colonialism. Pepetela’s work disseminates a strong critique of the post independence Angolan regime while seeking to establish links between tradition and modernity. Our work seeks to demonstrate this fictional reality, whilst giving an analysis of characters who are striving to match their ideology with the reality of the Angolan people. Die doel is om vas te stel op watter wyse hierdie "kindgerigte" genre op die literere vlak van die volwasse leser omvorm word. Om hierdie doel te bereik word eerstens 'n begripsverkenning van die sprokie as epiese genre gedoen. In die verkenning van die genre val die soeklig nie net op die Westerse sprokie nie, maar daar word ook gefokus op die inheemse SuidAfrikaanse sprokie. Tweedens word aan die hand van hierdie teoretiese raamwerk 'n noukeurige analise gemaak van die vergestalting van die sprokiemotief binne die twee primere tekste. In the dissertation the manifestation of the fairytale motif in the texts, Griet skryf 'n sprokie by Marita van der Vyver (1992), and Weerkaatsings 'n sprokie by Eleanor Baker (1984) is investigated. The purpose is to ascertain the manner in which this "child-centred" genre is transformed on the literary level of the adult reader. To achieve this goal, a conceptualization of the fairytale as an epic genre is firstly undertaken. In the exploration of the genre, the search light does not only focus on the Western but also on the indigenous South African fairytale. Secondly, by means of this theoretical framework, a detailed analysis is made of the manifestation of the fairytale motif in the two primary texts. The elements of the fairytale in Griet skryf 'n sprokie and Weerkaatsings - 'n sprokie are highlighted and the handling thereof comparatively investigated

Die gevolgtrekking in hoofstuk 2 is dat Maria in Langenhoven se Die vrou van Suid-Afrika (1918) ooreenstem en kontrasteer met Nederlandse vrouefigure. Hoofstuk 3 stel vas dat vrouefigure se kenmerke as volksmoeders hul posisie binne die patriarg/volksmoederverhouding in W.A. de Klerk se Die jaar van die vuur-os (1952) bepaal. Verskillende soorte volksmoeder -verskyn in bogenoemde plaasdrama en in H.A. Fagan se Ousus (1934). Hoofstukke 4 en 5 identifiseer hoe hedendaagse volksmoeders in nuwe plaasdramas, soos Deon Opperman se Donkerland (1996), Andre P. Brink se Die jogger (1997), Ek, Anna van Wyk (1986) en Die koggelaar (1988) van Pieter Fourie, verder binne die patriarg/volksmoederverhouding ontwikkel. In laasgenoemde se Koggelmanderman (2003) beweeg die man en vrou weg van die konsepte patriarg en volksmoeder.
