Abstract:
During the eighteenth century, African slavery played a fundamental role in the lives of settlers in the Illinois Country. The master class viewed slavery in terms of control meaning the complete domination of the slave system. Lawmakers, first the French bureaucracy and later (to a lesser extent) the Americans, pursued control through legislation. The most notable slave code was the French, Code Noir de la Louisiane, which tried to specifically address every conceivable slave situation. French settlers in the area also sought control of the slave system through the selective implementation of the law. African-descended people viewed slavery in terms of power. Slavery created imbalances in the lives of these people that they tried to rectify through accessing both spiritual and temporal power. The mode of accessing spiritual power that African-descended enslaved people in the Illinois Country used demonstrates a West-Central-African mindset and is best understood within the context of the African Atlantic Diaspora. Though the Illinois Country changed colonial hands several times from 1673 to 1818, the population makeup and slave system remained relatively unchanged until the massive influx of American settlers at the turn of the nineteenth century. During the beginning of the American administration of the Illinois Country, some French slaveholders integrated into the American indenture system, others remained aloof, and most moved to the Missouri side of the Mississippi River. The coming of the Americans eventually brought about the end of the French settlers and their enslaved people as separately identifiable entities in the Illinois Country.

Abstract:
Four municipalities in DuPage County, Illinois were selected for study to determine the effects of zoning on housing that is affordable to low and moderate-income groups, and to suggest possible recommendations to achieve some inclusiveness by providing a wide range of housing options.Though Woodridge, Naperville and Villa Park appear to have made progress in terms of providing housing choices for low and moderate income groups, there exist some limited opportunities to increase affordable housing in these communities. Oak Brook is most exclusionary. It provides no opportunities for low and moderate-income groups that work in that community, even though it is a major employment center. This creates difficulties for entry job seekers and other low groups that want to live in these communities. The recommendations are specifically tailored to each community in terms of what the community could realistically do, in view of the limited land available for development. This study is intended to renew interest in zoning and affordable housing, and lead to zoning reforms in communities in DuPage County, Illinois.

Abstract:
Giddings cores on upland areas indicate the Evansville Quadrangle includes both pre-Illinois and Illinois Episode glacial ice advances. Upland stratigraphy predominantly consists of Wisconsin Episode loess overlying Illinois Episode diamicton overlying bedrock or bedrock residuum. At one site in the northern part of the quadrangle, pre-Illinois diamicton is distinguished from Illinois diamicton by the presence of the Yarmouth Geosol. Pre-Illinois and Illinois Episode glacial boundaries (or diamicton boundaries) exist in the Evansville Quadrangle. The pre-Illinois Episode diamicton boundary includes the northern portion of the quadrangle, whereas the Illinois Episode diamicton boundary exists below 167.6 m (550 feet) on the uplands in the southern part of the quadrangle. However, Illinois Episode ice may have advanced farther south at lower elevations in the Kaskaskia River valley. The Kaskaskia River valley contains a modern floodplain, as well as at least three separate terraces resulting from alternating periods of aggradation and incision in the Kaskaskia Valley. The uppermost terrace is an Illinois Episode terrace occurring from approximately 129.5 - 134.1+ m (425 - 440+ feet), and consists of Peoria Silt overlying Roxana Silt overlying outwash sands of the Pearl Formation. The middle terrace is Wisconsin Episode in age occurring from 121.9 - 129.5 m (400 - 425 feet), and consists of the Peoria Silt overlying the Equality Formation. The Equality Formation was deposited in a slackwater lake that formed as a result of backflooding of the Kaskaskia River during flooding events of the Mississippi River. A low terrace and floodplain are Holocene in age. The Holocene terrace occurs from 117.3 - 121.9 m (385 - 400 feet), and consists of thin Cahokia Formation (clayey facies) overlying the Equality Formation. This terrace represents a back swamp created as slackwater lake levels rose in the Kaskaskia Valley. Finally, a floodplain deposit of the Kaskaskia River occurs at 117.3 m (385 feet) or less. Bedrock exposures are relatively limited but were observed in stream beds, such as Little Nine Mile Creek (a tributary stream of the Kaskaskia River) in the southeastern part of the quadrangle. Exposed bedrock also occurs along the bluffs of the Mississippi River and could occur in sinkholes close to the land surface, although sinkhole geology was not investigated for this study.

Abstract:

1968 was a tumultuous year where Martin Luther King Jr. and Robert Kennedy were assassinated, the Democratic National Convention in Chicago had protests, and the election of Richard Nixon shaped the next four years. The mainstream media overshadowed the local interpretation of these events. Mid-sized cities like St. Louis have largely been ignored by the mainstream media and modern scholarship. St. Louis is a complex case because it includes the city, the county, and the greater Metro East region which lies in the neighboring state of Illinois. Unlike other major cities and their suburbs, cities in the St. Louis region consider themselves separate from the city even though there is a clear influence from the city. An examination of St. Clair County, Illinois in the Metro East will show how the complexity goes even deeper. Three cities in St. Clair County, Illinois shared their opinions about the major events in 1968, and their different interpretations of these events leads to a unique window into social and racial sentiments within the county. Each city represents one aspect of St. Clair County life. East St. Louis represents a largely African American industrial suburb of St. Louis, O’Fallon was the predominant white rural farm and mining area of the county, and Belleville represents the blend of a city suburb and the rural country life.

The few previous historians who have done research on this region focused mainly on one city in the Metro East to exemplify the whole, and East St. Louis is used as the focal point of St. Clair County. I will not solely rely on one city to give an overarching concept, but three distinct cities with different economic and population makeups. Through my research on newspaper editorials on a micro level, I demonstrate the larger trend of these sentiments in the Midwest that go largely unnoticed by the larger media in 1968.

Hebenstreit, Lisa. "Conservation Status of the Illinois Chorus Frog (Pseudacris illinoensis) in Madison County, Illinois." Thesis, Southern Illinois University at Edwardsville, 2018. http://pqdtopen.proquest.com/#viewpdf?dispub=10844395.

Full text
Abstract:

The Illinois Chorus Frog (Pseudacris illinoensis) is a state-threatened species that has been impacted by development. Pseudacris illinoensis is found in nine counties in Illinois, predominately along the Illinois River, however, there is an isolated population in Madison County. The population once spanned 15 km2, into Granite City and South Roxana, but is now is limited to one isolated population near a mitigation site that was purchased in 1996 for the development of Interstate 255. The last population estimate was in 2002 and was estimated to be 245 individuals and the current status is unknown. This study was conducted to help to preserve a future for this population by evaluating population demography, population range, road mortality, and locating breeding habitat. Mobile Road Surveys were conducted in the Spring of 2015, 2016, and 2018. Four ponds were seined in 2016 to check for successful reproduction. Coordinates were taken for all sightings, choruses, and road mortalities. Maps were created using ArcMap to compare range and areas frogs are most likely to cross the road. Minimum Convex Polygon was used to compare historical range versus present range. Population was unable to be estimated during this study due to lack of recaptures. Females had significantly greater body mass but nonsignificant snout-vent lengths when compared to males. Using Kruskal-Wallis, a segmented survey map showed a significant difference of frogs in the road, with the most near the mitigation site. Minimum Convex polygon showed that there has been a 61% reduction of the range in Madison County. Seining confirmed fish in every pond except one site. It is important that this population be monitored continuously because there is development in the immediate area (less than 0.025 miles from the mitigation site). Future studies should include a population estimate and locations of travel corridors using PIT tags and radio telemetry. Breeding habitat and travel corridors are important land acquisitions to consider.

Full text
Abstract:
Fire has been an important influence on the structure and health of the North American grasslands for hundreds of years. In Jersey County Illinois, two natural loess hill prairies were studied to compare the effectiveness of varying management regimes. The purpose was to determine how a burn vs. a nonburn management regime enhances or hinders the establishment of the prairie grasses and forbs in a tallgrass hill prairie ecosystem. The variables studied included: the vegetational abundance, the frequency, and the biomass of the species that were present. In addition the soil's organic matter content and pH were measured. Overall, the Fire Road Prairie, or the unburned prairie, proved to be the community that was deteriorating and becoming unproductive. Whereas, the Osage Prairie contained a balance of grasses and forbs that were representative of a healthy and thriving community. The data supported the existing theory that a burn management plan does help the overall stability and productivity of a tallgrass ecosystem.

Abstract:

Economic development has become a key issue in the United States. The recruitment and retention of public and private development is a pivotal strategy for increasing the economic prosperity of a region or nation as well as its inhabitants. While all segments of the nation benefit from economic development, the importance of this issue is paramount to the rural areas where income, living conditions, and educational levels may not mirror those of their urban counter part. As a result, rural regions are particularly interested in attracting both public and private investments to improve their economy, increase their tax base, and increase the standard of living for those residents living in a given region.

This project utilizes GIS siting analysis models to explore potential areas for economic development in the rural area of Fulton County. In this project, ten variables were analyzed to determine suitable sites for economic development based on physical variables, transportation variables, and public utility infrastructure variables. These variables were selected based on a review of relevant literature based on economic development in rural areas. Site suitability maps were developed using a multi-criteria decision making model and weighting each variable with respect to cost incurred to the taxpaying public. The final map displays multiple areas of high suitability for light industrial development based on an analysis of these factors as they relate to Fulton County.

Cox, Ryan William. "A model of contaminant transport, Saline Valley Aquifer, Gallatin County Illinois." OpenSIUC, 2013. https://opensiuc.lib.siu.edu/theses/1319.

Full text
Abstract:
The Saline Valley Conservancy District (SVCD) formed in 1980 to provide a stable source of water to many communities in Southern Illinois. The SVCD well field located in the thickest, most productive region of the Saline Valley Aquifer lies directly adjacent to a reclaimed coal mine. Subsurface movement and surface discharge from the mine has been shown to be responsible for deterioration of water quality in the surrounding area, including the aquifer. Previous studies conducted in the region have addressed water supply issues and simulated contaminant transport from the reclaimed mine. The limited scope of these models did not extend to natural hydrogeological boundaries. This study extended the model boundaries to natural boundaries including the Saline River to the south, the Wabash and Ohio Rivers to the east, and the bedrock high pinch-out and fining valley textures to the west. The flow model uses parameters from each study as a base then calibrated to 18 discrete head measurements. Initial contaminant transport runs using values from previous studies show successful mine reclamation except for surface discharge to a nearby ditch from well pumping. An analysis was performed that varied parameters to determine if any likely scenarios may cause the plume to travel farther than anticipated. These scenarios include things such as cessation of surface discharge, increasing contaminant source load, and altering recharge and hydraulic conductivity. In all cases sulfate concentrations in the SVCD production wells modeled up to 155mg/L which is under the EPA drinking water guideline for sulfate. Three wells in particular, SVCD-1, SVCD-4, and SVCD-7 never model higher than 7mg/L indicating that several wells lie outside the influence of the sulfate plume. Based on the results of the scenario analysis, the mine can shut off remediation pumping without overly contaminating the SVCD water supply.

Abstract:
The Henry Aquifer in Gallatin County Illinois provides groundwater for municipal, irrigation, industrial, and household wells. The greatest annual withdrawal is by a water utility that serves over 40,000 persons in southeast Illinois. Buried coal refuse at a mine near the water utility has contaminated the groundwater. Remediation efforts, including source control wells on the border of the mine site and low permeability caps over refuse areas attempt to control the migration of contaminants offsite. Current mine land owners believe source control well pumping over 20 years has reduced contamination in the aquifer enough to stop pumping. However, some monitoring wells off the mine site have recently sampled high concentrations of contaminants. Previous studies failed to account for the elevated concentrations found offsite. The purpose of this research is to reevaluate contaminant transport in this region. Specific objectives include a new conceptual model of the hydrostratigraphy and hydrology, revised contaminant source locations and loading, and new groundwater models accurately calibrated to a comprehensive set of monitoring well data. The research included extensive review of prior studies and historical records from the past 50 years. Relevant information was combined in Quantum Geographic Information System (GIS) software for the conceptual and numerical models. A new groundwater modeling pre/post processor for MODFLOW and MT3DMS was ii created for Quantum GIS to calibrate the models and simulate future conditions for risk assessment. Observed hydraulic head and sulfate concentrations from 1984-2015 were used for calibration. In addition, modeled baseflow was compared with observed streamflow in 2017. The calibrated models were used for twelve unique scenarios that forecast contamination from 2017- 2068. The scenarios tested model sensitivity to changes in groundwater management and environmental conditions. The results show that groundwater quality about 300 meters west of the mine deteriorates in all scenarios, water utility wells near the mine are at risk in most scenarios, and that the location and discharge of wells have a commanding effect on the regional groundwater flow and transport systems. This research offers important questions for further study, valuable tools for groundwater management in the region, and shows that without active source control wells, negative impacts to water quality near the mine will likely occur.

Abstract:
The Patient Protection and Affordable Care Act (PPACA) of 2010 requires hospital systems in the United States to shift the culture of patient care from a focus on sick-care to a focus on prevention and wellness care. Little is known about how hospital systems will make this culture shift while retaining quality patient care. The purpose of this case study of a pioneering hospital-based PPACA-compliant initiative was to answer the research question of how Wallace's revitalization movement theory (RMT) "a rapid culture change model"could serve as a transferable evaluation framework for PPACA prevention and wellness care compliance in hospital-based programs. Kingdon's policy streams theory provided a conceptual framework. Data analysis included iterative, thematic coding of interviews with 3 primary stakeholders responsible for developing the policy, planning, and program implementation strategies of the Center for Total Health (CTH). Nineteen extensive primary source documents were included in the analysis as well. Findings supported the utility of the RMT structure and definitions in the identification of culture change dynamics in CTH. Additionally, this structure served as a scaffolding for grouping individual and institutional rapid culture change dynamics into stages that could be evaluated in terms of PPACA compliance. These stages effectively identified a Kingdon policy window in which PPACA mandates could be expected to result in culture change in multiple streams of public policy development, not only in wellness and sickness prevention, but also in local, state, and national health cost-saving initiatives in food-as-medicine, community identity, public health support networks. It could also reduce chronic disease and the rising institutional care delivery costs.

Sterling, Eric A. "Linkages between Concentrated Animal Feeding Operation (CAFO) expansion and county board politics in rural Illinois." Thesis, Northern Illinois University, 2015. http://pqdtopen.proquest.com/#viewpdf?dispub=1599719.

Full text
Abstract:

Concentrated Animal Feeding Operations (CAFOs) are rapidly expanding in rural Illinois. This research explores the political power linkages between county boards and corporate entities in four Illinois counties. The hypothesis is that collusion and impropriety within county board politics and CAFO expansion in rural Illinois are attributed to stakeholder influence and power at the local county government level. My research revealed a connection between ownership of CAFOs, county board political power, and endorsement of expansion. Utilizing Walter Goldschmidt’s method of a controlled comparison, the research analyzes two CAFO inundated counties (Pike and Adams) with two less affected counties (LaSalle and Peoria).

Considering the political nature of the research, data collection was forced into engaging secondary text sources to study up, down, and sideways on local government officials. The documents analyzed were public information meeting transcripts, county board meeting transcripts, municipal meeting transcripts, plat maps, public websites, and Freedom of Information Act requests (FOIAs). FOIAs were obtained through government entities and other confidential sources. Citizens are distressed by the proliferation of CAFOs. Through interviews, participant observation, field notes, and archival work, the research indicates that people have knowledge that social stratification is much greater in counties with CAFO proliferation. Citizens that have CAFOs built in close proximity to their property are angered by the permitting system. Considering the amount of pollution and social degradation connected to rapid expansion from livestock farming in Illinois, this research on the linkages between corporate agribusiness and county board politics fills a gap previously overlooked by anthropologists.

Smelker, Jacob. "Acquisition Geometry-Related Noise Reduction for a Crooked-Line Seismic Reflection Profile in White County, Illinois." OpenSIUC, 2017. https://opensiuc.lib.siu.edu/theses/2146.

Full text
Abstract:
The Indian Creek seismic reflection profile located in White County, Illinois is a crooked seismic line with four 90 degree bends in the line, but otherwise it is generally straight. Data acquisition geometry-related noise is present on shot records as well as final stacked records. The purpose of this thesis is to process the Indian Creek seismic data using industry standard seismic reflection processing software in various attempts to reduce the noise associated with the profile geometry. Methods applied were based on three different data acquisition binning geometries and five different line geometry acquisition scenarios selected from the complete 120 channel dataset. Binning geometries used include crooked-line, curved slalom-line and straight line processing of the data. The acquisition geometry-related scenarios used to produce final stacked records include: 1.) Elimination of very high fold cmp data 2.) Careful selection of velocity function locations 3.) Variation of the number of velocity functions 4.) Reduction of the number of channels used 5.) Use of individual sides of the split spread array Results from these processing scenarios are presented in the thesis. ii The original stacked record produced by a professional data processing company was used for quality control and comparisons to the stacked records produced for this thesis. The stacked records compared were created using the straight slalom line binning method, which produced the best results of the three binning geometries used for this thesis. The stacked records produced compared favorably with the professionally processed records, however additional process experimentation was done for this thesis. The survey profile was interpreted using a synthetic seismogram based on a sonic log and drill hole geology data from a well adjacent to the survey line. An older seismic profile located approximately one mile north of the Indian Creek profile and an associated synthetic seismogram was also used for the geological interpretation. Five major reflectors were identified on the Indian Creek reflection records, they include: the Golconda Formation, The Barlow Limestone, The New Albany Shale, the Knox Supergroup, and the Eau Claire Formation. In one area on the western part of the thesis record a subtle localized geological structure is interpreted to be a fault. It was not clearly observed on the professionally processed record, probably due to the use of too few velocity functions, resulting in a lack of resolution of the structure. One of the important conclusions of this thesis is that in areas where small and subtle structures may exist, it is necessary to use more velocity function to resolve such features.

Abstract:
A two square mile (5.2 square kilometer) 3-D seismic reflection survey was completed in northeastern White County, Illinois for petroleum exploration in January of 2008. Well log data was made available from Royal Drilling and Producing, who contracted the seismic survey, and additional data was retrieved from the ILOIL database. Raster (TIFF format) images that were available for nearly every well location in the study area were calibrated for depth and stratigraphic tops picked. The purpose of this study is to analyze the Aux Vases formation using 3-D seismic reflection data and attribute analysis by comparing this data to well log information that is greatly available in the study area. Synthetic seismograms were calculated to calibrate seismic reflection data time to actual geological depth to a formation. The synthetic seismograms were calculated using wavelets extracted from the 3-D seismic data and edited, digital (LAS format) sonic and density logs measured in three wells. Geophysical log data from wells in the area were used to interpret formation top and bottoms. With the Aux Vases and Ste. Genevieve top information, an isopach was generated. Horizons were handpicked in all 318 seismic lines and isochron maps were generated to compare time thickness to actual thickness of the isopach maps. Attribute analysis was performed on horizon and volume cubes to interpret the Aux Vases formation in the study area. These attributes included instantaneous phase, instantaneous amplitude, and instantaneous frequency. Additionally, multiple spectral decomposition cubes (from four SEG-Y volumes) were generated for 520-580 ms intervals and interpreted at 550 ms. The combination of this data lead to identification of two larger stratigraphic bodies and several smaller ones in the study area. Thickness comparison between these attributes and isopach maps was completed and found similarities that can be used to determine potential thickness. A thickness estimate was completed at Well B using the frequency from spectral decomposition. A channel was mapped in the western edge of the survey using spectral decomposition and other attributes. Finally, a fault was identified in the southeastern portion of the survey area.

Black, Stuart Rulan. "How Governor Thomas Ford's Background, Choices, and Actions Influenced the Martyrdom of Joseph Smith in Carthage Jail." BYU ScholarsArchive, 2020. https://scholarsarchive.byu.edu/etd/8421.

Full text
Abstract:
Thomas Ford was the governor of Illinois at the time of Joseph and Hyrum Smiths’ martyrdoms in Carthage Jail in 1844. Before his tenure as governor, Ford’s professional life included service as an attorney and judge throughout Illinois. His background in the legal field gave him a unique perspective which may have influenced his career as governor of Illinois from 1842-1846. Although Governor Ford is relatively well-known for his association with The Church of Jesus Christ of Latter-day Saints and its history, his background and the bearing it had on the martyrdom of the Smiths has received relatively little attention from scholars. In this thesis I contend that Governor Ford’s choices in Carthage, Illinois can be traced in some ways to his legal background. I also examine his earliest interactions with Joseph Smith in 1842-1843, and how those interactions may have also been influenced by Ford’s legalistic viewpoints. I suggest it is possible Ford’s legal background more than his political experience may have had the most bearing on those interactions. Chapter one summarizes some of the financial, political, and mobocratic difficulties citizens in Illinois dealt with in the late 1830s and early 1840s. This context shows that even before Ford’s election in 1842, Illinois had severe challenges that affected the Saints and their neighbors. Chapter two explores some of the legal cases Ford heard while serving on the Illinois bench and bar. This chapter investigates the unique balance Ford attempted to maintain between law and justice, while also suggesting Ford may have occasionally strayed from consistently following the law. In chapter three, Ford’s transition into a political figure in Illinois history, as well as his extensive interactions with Smith are analyzed. Throughout these interactions, Ford seemed to frequently rely on his background in law to help him make decisions about Smith. This analysis is continued in chapter four when Ford chose to intervene in Hancock County after the Nauvoo Expositor printing press was destroyed. This chapter systematically relates Ford’s previous legal cases to the specific choices he made in Carthage. As a conclusion, chapter five serves to summarize these findings, and also opens further opportunities for research that demonstrate how Ford’s interactions with the Saints in Illinois may have continued to be affected by his past. This thesis provides research suggesting Ford’s choices surrounding the Smiths in Hancock County can be traced to his past and should not necessarily be considered isolated events in 1844. Furthermore, it adds to our understanding of church history by giving another paradigm in which to examine the martyrdom of Joseph Smith in Carthage Jail.

Romano, Anthony John. "Spatial distribution of non-native invasive plants following large-scale wind damage at LaRue Pine Hills - Otter Pond Research Natural Area, Union County, Illinois." OpenSIUC, 2012. https://opensiuc.lib.siu.edu/theses/819.

Abstract:
The objective of this study was to determine if a large-scale wind disturbance facilitated the invasion of forest interiors by non-native invasive plant species. The northern portion of LaRue Pine Hills - Otter Pond Research Natural Area in the Shawnee National Forest, of southern Illinois, was severely damaged by high winds during a derecho event on May 8th 2009. In the summer of 2011, 53 permanent research plots, as well as 20 additional plots located along roads that form the boundaries of the study site, were surveyed for the presence of 20 non-native invasive plant species. Only three of 53 interior plots (5.6%) contained invasive plant species (Rosa multiflora, Lonicera japonica, and Lonicera maackii). Sixteen of 20 road plots contained a non-native invasive species (80%), and six species were identified (Dioscorea oppositifolia, Lactuca serriola, Lonicera maackii, Microstegium vimineum, Rosa multiflora, and Sorghum halepense). These findings indicate that wind damage does not appear to have facilitated invasion of forest interiors in the first two years following the storm. The spatial distribution of non-native invasive plants in the study area fits the pattern of other studies conducted in southern Illinois with non-native invasive plants associated primarily with forest edges and diminishing in the forest interior despite the opportunity for establishment following the wind disturbance.

Banks, Sr Jashon Anthony. "Relationship Between Victims of Urban Violence and Post-Traumatic Stress Disorder." ScholarWorks, 2018. https://scholarworks.waldenu.edu/dissertations/5973.

Full text
Abstract:
Urban violence has become common in lower-income communities that have high rates of shootings and African-American victims. Urban violence causes victims and their family and friends to experience trauma and puts them at risk for post-traumatic stress disorder (PTSD) injuries. However, there is a gap in knowledge in the framework of urban communities and their range of needs to address PTSD. The purpose of this quantitative study was to examine whether a relationship exists between reinforcement of needs, membership, influence, shared emotional connection, and post-traumatic stress symptomology (PTSS) of urban violence victims in a large metropolitan city. Albert Bandura's self-efficacy theory and social conflict theory comprised the theoretical framework for this research. A correlational design was employed with a convenience sample of 83 respondents drawn from urban violence victims using an internet-based survey instrument designed to assess the elements of sense of community. The research questions examined participants' perceptions of reinforcement of needs, membership, influence, shared emotional connection, and PTSS. Pearson's correlation coefficient and multiple linear regression analyses were performed on the collected data to test the hypotheses. The findings did not show a statistically significant relationship between participants' perceptions of sense of community and PTSD. However, victims of urban violence can use the results of this study to expand understanding of PTSD to address the realities of living in lower-income geographical locations, therefore leading to positive social change.

Karim. "Leaving the bridge, passing the shelters : understanding homeless activism through the utilization of spaces within the Central Public Library and the IUPUI Library in Indianapolis." Thesis, 2014. http://hdl.handle.net/1805/5928.

Full text
Abstract:
Indiana University-Purdue University Indianapolis (IUPUI)
By definition, homelessness refers to general understanding of people without a home or a roof over their heads. As consequences of a number of factors, homelessness has become a serious problem especially in cities throughout the United States. Homeless people are usually most visible on the streets and in settings like shelters due to the fact that their presences and activities in public spaces are considered illegal or at least “unwanted” by city officials and by members of the public. In response to this issue, activists throughout the country have worked tiresly on behalf of homeless people to demand policy changes, an effort that resulted in the passage of the homeless bill of rights in three states, namely Connecticut, Rhode Island, and Illinois. As I discovered through my fieldwork, in Indiana, the homeless, themselves, are currently lobbying for passage of a similar measure. Locating my fieldwork on homelessness in Indianapolis in two sites, the Indianapolis Marion County Public Library (the Central Library) and the IUPUI Library, I examine the use of library buildings as alternative temporary shelters and spaces where the homeless can organize for political change. As an Indonesian ethnographer, I utilized an ethnographic approach, which helped me to reveal “Western values” and “American culture” as they play out in the context of homelessness. In this thesis, I show that there is a multi-sited configuration made up of issues, agents, institutions, and policy processes that converge in the context of the use of library buildings by the homeless. Finally, I conclude that public libraries and university libraries as well can play a more important role beyond their original functions by undertaking tangible actions, efforts, engagements, and interventions to act as allies to the homeless, who are among their most steadfast constituencies. By utilizing public university library facilities, the homeless are also finding their voices to call for justice, for better treatment, and for policies that can help ameliorate the hardship and disadvantages of homelessness.
