Abstract:
In 1901, the parliament of the new Commonwealth of Australia passed a series of laws designed, in the words of the Prime Minister Edmund Barton, “to make a legislative declaration of our racial identity”. An Act to expel the large Pacific Islander community in North Queensland was followed by a law restricting further immigration to applicants who could pass a literacy test in a European language. In 1902, under the Commonwealth Franchise Act, “all natives of Asia and Africa” as well as Aboriginal people were explicitly denied the right to vote in federal elections. The “White Australia policy”, enshrined in these laws, was almost universally supported by Australian politicians, with only two members of parliament speaking against the restriction of immigration on racial grounds.

Abstract:
This article recovers the essential imperial and international context of the Immigration Restriction Act in 1901, and argues that the foundational deliberations that produced the White Australia Policy cannot be fully understood without attention to that global perspective. Indeed, the real and potential imperial and international implications of Asian restriction dominated the parliamentary debates and influenced the policy's character and application from the outset. The debate was not about whether to implement a restrictive immigration regime, it was about how to implement that regime, a calculus suffused with a range of imperial and international considerations. This paper therefore argues that the White Australia Policy was a consciously and deliberately imperial and international act that imparted a distinctly global inflection to the Australian nation building project at its inception.

Abstract:
This paper explores concessions made by Australian authorities concerning Japanese immigration during the era of the White Australia Policy in the early twentieth century. Australia’s Immigration Restriction Act was introduced in December 1901. As the major piece of legislation in the White Australia Policy, the act made it virtually impossible for non-Europeans to migrate to Australia. However, Japanese people enjoyed a special position among non-Europeans under the White Australia Policy thanks to Japan’s growing international status as a civilised power at the time, as well as its sustained diplomatic pressure on Australia. While the Commonwealth was determined to exclude Japanese permanent settlers, it sought ways to render the policy of exclusion less offensive to the Japanese. In the early 1900s, two minor modifications to the Immigration Restriction Act were implemented in order to relax the restrictions imposed on Japanese citizens. Moreover, in the application of Commonwealth immigration laws, Japanese people received far more lenient treatment than other non-Europeans and were afforded respect and extra courtesies by Australian officials. Nevertheless, these concessions Australia made to Japanese citizens were minor, and the Commonwealth government maintained its basic policy of excluding Japanese permanent settlers from Australia. This paper shows that, despite continued diplomatic efforts, Japan was fundamentally unable to change pre-war Australia’s basic policy regarding the exclusion of Japanese permanent settlers.

The title of this paper is taken from a testimonial signed by a number of Gundagai residents on the departure for China in 1903 of Mark Loong after sixteen years in the district. That the notion of a person ‘sojourning’ in China is a contradiction of the prevailing ‘sojourner’ concept usually held about early Chinese migrants in Australia is the result the failure of Australian-Chinese research to fully appreciate the significance of family and district links between Australia and China and their impact upon the motivation, organisation and settlement patterns of Chinese people in Australia before the middle of the twentieth century. Without such an appreciation most research into Australian-Chinese history has focused only on those who established families in Australia or who ran successful businesses. This paper will focus on describing some features of these family and districts links with regard to that generation who arrived after the gold rushes of the 1850s to 1870s but before the Immigration Restriction Act 1901, who originated in one south China district, Zhongshan , and who lived primarily in one Australian city, Sydney. These restraints are partly due to reliance on sources such as the administrative files of the Immigration Restriction Act which begin only in 1901, and partly to the fact that this research represents a first step in the investigation of the significance of district of origin and the people of Zhongshan district in Sydney are the first to be investigated.

Abstract:
Between 1906 and 1910, Canada passed two increasingly restrictive Immigration Acts to, among other reasons, reduce charitable assisted emigration from London. These acts were passed in response to Britain’s Unemployed Workmen Act in 1905, which contained an emigration clause designed to move London’s unemployed to Canada. Canada deemed these emigrants to be unsuitable largely because they hailed from the impoverished East End of London. Emigration charities felt an imperial betrayal in the wake of the restrictions. Although an exception allowed for a limited degree of charitable emigration to continue, assisted English emigrants were now unreservedly lumped together with other undesirables in the British World. Despite Canadian displeasure, charities continued to send London’s unemployed to Canada until World War I. A more direct relationship between British unemployment policy and Canadian immigration policy is emphasized, opening a space wherein to examine transnational and imperial legal tensions in the early twentieth century British World. This space reveals a nexus of poverty, migration, and restriction that pitted Britain’s needs against Canada’s; it also complicates the concept of loyal nations belonging to a cooperative British World, becoming particularly relevant to the evolution of restrictive Canadian attitudes towards British immigrants after 1905.

The development of Queensland's sugar industry in the nineteenth century led to an influx of non-European laborers, such as Melanesians, Cingalese and Javanese. Years later, under the Immigration Restriction Act, 1901, many Asian people were expelled from Australia, but some Javanese remained in Mackay. This paper examines the Javanese settlement pattern during the colonial, “White Australia,” and multicultural periods in terms of race, ethnicity, culture and religion. These accounts were derived largely from interviews with Australia-born second, third and fourth generation Muslims of Javanese origin in Mackay.

This article examines the debates around anarchist restriction that shaped the eventual passage of the Immigration Act of 1903 and argues that domestically oriented conceptions of national security are both challenged and constituted by transnational and international processes and currents. While discussions of transnational immigration control became important features of both scholarly discourse and popular debate in the wake of the terrorist attacks of 2001, these discussions were not new. Similar debates about immigration policy, security, and civil liberties shaped discussions between the mid-1880s and early 1900s, when an unprecedented wave of attacks against heads of state fed rumors of wide-ranging conspiracies, and reports of anarchist outrages in cities far and wide spread fear. Anarchist exclusion was far more than an example of a rising nativist tide raising all boats and excluding a widening spectrum of undesirable aliens. Such measures set the foundation for restriction based on political beliefs and associations that, over subsequent decades, would become critical to suppressing political dissent. Consequently, understanding how the fear of anarchist violence helped shape the contours of the domestic and diplomatic debates over anarchist restriction is critical as these old questions of transnational immigration control reemerge.

AbstractThroughout its European history, Australia has solved recurrent labor shortages by importing workers from overseas. Situated on shipping lanes between the Pacific and Indian Oceans, the northern Australian pearlshelling industry became a significant locus of second-wave transnational labor flows (1870–1940) and by the 1880s was dependent on indentured workers from the Pacific and Southeast Asia. Exempted from the racially discriminatory Immigration Restriction Act of 1901, indentured Asian seamen, principally Japanese, maintained the industry until the outbreak of the Pacific War in 1941. The Torres Strait pearlshelling industry, centered on Thursday Island in Far North Queensland, resumed in 1946 amid general agreement that the Japanese must not return. Nevertheless, in 1958, 162 Okinawan pearling indents arrived on Thursday Island in a controversial attempt to restore the industry's declining fortunes. This article is intended as a contribution to the history of transnational labor movements. It consults a range of sources to document this “Okinawan experiment,” the last large-scale importation of indentured Asian labor into Australia. It examines Australian Commonwealth-state tensions in formulating and adopting national labor policy; disputes among Queensland policy makers; the social characteristics of the Okinawan cohort; and local Indigenous reactions. Also discussed are the economics of labor in the final years of the Torres Strait pearling industry. This study thus extends our knowledge of transnational labor movements and the intersection of early postwar Australian-Asian relations with Queensland Indigenous labor policy. It also foreshadows contemporary Indigenous demands for control of local marine resources.

The Chinese Exclusion Act (1882) marked a turning point in the history of U.S. immigration control, but it was not as definitive a move toward gatekeeping as historians have suggested. Contemporaries called the 1882 law the “Chinese Restriction Act,” reserving the term “exclusion” for its successor in 1888. The rhetorical change paralleled an important shift in policy. During Chinese Restriction (1882–1888), the United States so valued its relationship with China that it made immigration restriction subject to diplomatic negotiation. Only after the Restriction Act failed and China signaled capitulation did the United States enact Chinese Exclusion (1888), which prohibited Chinese workers, asserted America’s sovereign power to exclude, and developed modern systems of enforcement. The transition from diplomatic Restriction to unilateral Exclusion represents a powerful aggrandizement of American power.

Aims and methodTo assess the extent to which psychiatric history, with specific regard to compulsory psychiatric admission, is questioned in visa, insurance and permit applications. Application forms for the top UK destinations for immigration, work and travel visas, six types of insurance, and driving, sporting and vocational permits were analysed.ResultsPsychiatric history is questioned in some applications across all visa types. Hospital admission, but not compulsory psychiatric admission, is questioned in some immigration visas. Psychiatric history is not questioned in mortgage protection, car or pet insurance but it is questioned in some travel, life and health insurance applications, as is hospital admission. The majority of permit applications questioned psychiatric history and one vocational permit considered compulsory psychiatric admission.Clinical implicationsThe majority of visa, insurance and permit application forms enquire about past medical and psychiatric history. Information concerning detention under the Mental Health Act is very rarely questioned, indicating that a direct link between detention and access restriction is not evident.

Abstract This article explores the history of the little-known polygamy exclusion in the 1891 Immigration Act. Tracing the development of this polygamy restriction in the late nineteenth century, the article shows how anxieties about the European migration of Mormon converts shaped immigration legislation, which was then almost immediately redirected to regulate the migration of Turkish immigrants by the early 1900s. Racialized as “American Mohammedans,” Mormons came to embody a foreign, “uncivilized,” and semi-imperial threat for many nineteenth-century Americans. As the persecution of Mormons receded in the 1890s, however, the increasing visibility of Muslim immigrants from the Ottoman Empire fed new fears about religious difference, racial inferiority, and sexual and marital deviance. US immigration officials addressed such concerns by attempting to apply the polygamy exclusion on Turkish immigrants, but soon found themselves at the center of diplomatic tensions between US and Ottoman officials. Analyzing the imperial negotiations at play as US immigration law ran up against the power of the Ottoman Empire, the article brings deeper attention to the ways in which the policing of polygamy and “proper” marital formations were ultimately shaped by anxieties over race, religion, and empire.

AbstractThe article seeks to establish the reasons why Conservative governments in the 1950s decided not to proceed with legislation to restrict immigration from the Commonwealth in the 1950s. It is thus particularly concerned with the debates about proposals that were put before the Eden cabinet in 1955 and the subsequent postponement of any decision to take action.The various constraints such as the need to placate opinion in the African and West Indian colonies, a strong desire to present an enlightened view of conservatism at home and abroad and uncertainties about possible reactions which could be exploited by their Labour opponents, are examined. It is argued that these factors outweighed the arguments of senior figures in government urging a speedy response to pressures building up for restrictions within the parliamentary backbenches and in a number of constituencies. The significance of the race riots that took place in Nottingham and the Notting Hill district of London are discussed.The article concludes that many of the factors which had contributed to a delay in imposing restrictions were seen, at the beginning of the 1960s, to possess less relevance than in the previous decade. This paved the way to the passage of the Commonwealth Immigration Act in 1962 which finally ended unrestricted entry.

By the 1920s, anti-Mexican campaigns in the United States had become a major liability for US interests in the Americas, as rival imperial powers attempted to exploit growing anti-American sentiments in Mexico and Latin America against American imperialism. The U.S. State Department sought to curtail animosity in Latin America by contesting discriminatory domestic practices that angered elite Mexicans and Mexican-American leaders who identified as white. After blocking eastern and southern European and Japanese immigration in the 1924 National Origins Act, the eugenics movement turned its attention to excluding Mexicans from entering the US. When legislative attempts at restriction failed because they conflicted with national and international commercial interests, non-legislative avenues were sought, including the Census and the courts. The 1930 Census was the only census that categorized Mexicans as a separate “race.” In the context of a changing racial formation in the United States, this unique category was reversed in 1936 due to Mexican-American leaders leveraging the fragility of the “Good Neighbor Policy” to force the Federal government into action.

The UK’s 2014 Immigration Act aimed to create a ‘Hostile Environment’ for migrants to the UK. One aspect of this was the restriction of access to secondary care for overseas visitors to the UK, although it remains the case that everybody living in the UK has the legal right to access primary care. In this paper, we argue that the effects of this policy extend beyond secondary care, including preventing eligible people from registering with a General Practice (GP), although as an unintended consequence. This problem arises from misinterpretation of policy wording, misleading GP websites and gatekeeping behaviour from front-line staff, even though there are no grounds in the current guidelines or law to support this. Free access to primary healthcare among refugees and asylum seekers living in deprived populations is particularly important in protecting patient health, given the burden of ill-health in this population and the multiple barriers to accessing early intervention they face. The medical profession has a duty to communicate their rights to this patient group—their legal entitlement to access free healthcare, and the vital importance of doing so.

In this article the author analyses the evolution of complex corpus of legislation concerning the freedom of movement for persons in European Union Law. The article deals with the subject in two aspects: the first part of the analysis considers the conceptual development of free movement of persons by way of deliberation of building-up the authority of Union in that area, and the second part analyses the contents of the right of the Union citizens to move and reside freely within the territory of the Member State. The freedom of movement for people includes the right of Union citizens to enter, move and reside in another Member State and, in that context prohibition of any discrimination based on nationality. Conceived originally as primarily an economic phenomenon, the free movement of persons was closely linked to the pursuit of an occupation. It was the mobility of human resources as a factor of production, which inspired the chapters of the Treaty establishing the European Economic Community (1957) relating to the free movement of workers, freedom of establishment and the freedom to provide services. In that sense, freedom of movement is a part of a wider concept, that of the common/internal market. Since then, through the combined effect of secondary legislation and the case law of the Court of Justice, the concept has been broadened and it tends, from the Maastricht Treaty (1992), to form one of the fundamental and individual rights of Union citizens generally. Also, the amendments of EEC Treaty, which were made by the Single European Act (1985) and specially by the Treaty of Amsterdam (1997) and the Treaty of Nice (2001), have formalised the external aspect of freedom of movement. Namely, it was recognised that freedom of movement for persons could not take place at the expense of security, protection against crime and illegal immigration. The abolition of internal controls has generated the need of the transferring checks to the external frontiers of the Union and, in this connection, the gradual establishment of an area of freedom, security and justice. In the first part of the article the author presents and analyses the development of the Union power in the policies of freedom of movement: in facilitating of free movement of people as a principle of the common/internal/single market, in achievement of the right to free movement for Union citizens, and also in the fields related to the external aspect of freedom of movement, or, actually, the issues pertaining to visas, asylum and immigration. The second part presents the specific contents of freedom of movement for persons that consists of the corpus of individual rights enjoyed by Union citizens on the territories of EU Member States that are not countries of their origin. These are the right to entry and residence and the right to engagement in gainful activity as well as the related social rights. This part of the article also explores the freedom of movement restriction regime as well as the corresponding Union legislation in preparation.

As Minister of the Interior from 1905 to 1911, Frank Oliver held a fundamentally different philosophy of immigration to that of his predecessor. While previous immigration legislation had been open door, and focused on economic criteria, Oliver believed in the effectiveness of a closed door policy based primarily on cultural criteria. The Immigration Act of 1906, resting on the twin pillars of selection and restriction, was designed to establish and implement that criteria. The immigration bill was well received by the public, engendered minimal legislative debate, and was passed substantially as it had first been introduced. Oliver had responded to what Canadians perceived was a national need.

Abstract This article reveals the complicity of immigration restriction laws and federal Indian policy with organized Americanization in legislating an imagined, desirable “new American” at the beginning of the twentieth century, when resurgent nationalism threatened to restrict undesirable immigrants as it also sought to assimilate Indigenous people into a mass of Americanism. While the immigrant has figured in the U.S. national imaginary as someone who desires America, the American Indian was not desired to enter into political membership—although Native land was desired, and subsequently taken by settlers through strategies of dispossession written into federal Indian law. This essay argues that the Indian—read as an imagined category with little connection to the lives of Native people—occupies an anomalous position in the legal history of naturalization, finalized with the passing of the Indian Citizenship Act in 1924, at the same time that racist immigration restriction quotas also limited the entrance of new immigrants into the United States through the 1924 Johnson-Reed Immigration Act. For Native people, Americanization and the imposition of citizenship were extensions of colonialism, adding one civic status over another—domestic dependent, ward, or U.S. citizen. For new immigrants hailing from southern and eastern Europe, forced by economic and cultural constraints to relocate to the United States, in contrast to their Anglo-Saxon or Nordic settler predecessors, Americanization meant a renunciation of political allegiance to other sovereigns, the acquisition of English, and civic education for citizenship. This essay challenges the myth of America as a “nation of immigrants,” and the settler colonial nation-state's ongoing infatuation with its colonial project as it continues to erase Indigenous presence and sovereignty.

Wife (1975) is a novel ostensibly about immigration, but it is also about gender, ethnicity, and power. Bharati Mukherjee's well-known essay, "An Invisible Woman" (1981), describes her experience in Canada as one that created "double vision" because her self-perception was put so utterly at odds with her social standing (39). She experienced intense and horrifying racism in Canada, particularly in Toronto, and claims that the setting of Wife, her third novel, is "in the mind of the heroine...always Toronto" (39). Mukherjee concludes the article by saying that she eventually left Toronto, and Canada, because she was unable to keep her "twin halves" together (40). In thinking about "mixing," Mukherjee’s work provides entry points into "mixed" or interlocking structures of domination; the diasporic female subject in Mukherjee’s Wife struggles to translate this powerful "mix" in her attempt to move across and within national borders, feminisms, and cultural difference. "An Invisible Woman", in many ways, illuminates the issues that are at stake in Mukherjee's Wife. The protagonist Dimple Dagsputa, like Mukherjee, experiences identity crisis through the cultural forces that powerfully shape her self-perception and deny her access to control of her own life. I want to argue that Wife is also about Dimple's ability to grasp at power through the connections that she establishes between her mind and body, despite the social forces that attempt to divide her. Through a discussion of Dimple's negotiations with Western feminisms and the methods by which she attempts to reclaim her commodified body, I will rethink Dimple's violent response as an act of agency and resistance. Diasporic Feminisms: Locating the Subject(s): Mukherjee locates Wife in two very different geographic settings: the dusty suburbs of Calcutta and the metropolis of New York City. Dimple’s experience as a diasporic subject, one who must relocate and find a new social/cultural space, is highly problematic. Mukherjee uses this diasporic position to bring Dimple’s ongoing identity formation into relief. As she crosses into the space of New York City, Dimple must negotiate the web created by gender, class, and race in her Bengali culture with an increasingly multiple grid of inseparable subject positions. Avtar Brah points out that diaspora is useful as a "conceptual grid" where "multiple subject positions are juxtaposed, contested, proclaimed or disavowed" (208). Brah points to experience as the site of subject formation; a discursive space where different subject positions are inscribed, repeated, or contested. For Brah, and for Mukherjee, it is essential to ask what the "fields of signification and representation" are that contribute to the formation of differing subjects (116). Dimple’s commodification and her submission to naming in the Bengali context are challenged when she encounters Western feminisms. Yet Mukherjee suggests that these feminisms do little to "liberate" Dimple, and in fact serve as another aspect of her oppression. Wife is concerned with the processes which lead up to Dimple’s final act of murder; the interlocking subject positions which she negotiates with in an attempt to control her own life. Dimple believes that the freedom offered by immigration will give her a new identity: "She did not want to carry any relics from her old life; given another chance she could be a more exciting person, take evening classes perhaps, become a librarian" (42). She is extremely optimistic about the opportunities of her new life, but Mukherjee does not valourize the New World over the Old. In fact, she continually demonstrates the limited spaces that are offered on both sides of the globe. In New York, Dimple faces the unresolved dilemma between her desire to be a traditional Indian wife and the lure of Western feminism. Her inability to find a liveable place within the crossings of these positions contributes to her ultimate act of violence. At her first party in Manhattan, Dimple encounters the diaspora of Indian and Pakistani immigrants who provide varying examples of the ways in which being "Indian" is in conversation with being "American." She hears about Ina Mullick, the Bengali wife whose careless husband has allowed her to become "more American than the Americans" (68). Dimple quickly learns that Amit is sharply disapproving of women who go to college, wear pants, and smoke cigarettes: "with so many Indians around and a television and a child, a woman shouldn’t have time to get any crazy ideas" (69). The options of education and employment are removed from Dimple’s grasp as soon as she begins to consider them, leaving her wondering what her new role in this place will be. Mukherjee inserts Ina Mullick into Dimple’s life as a challenge to the restrictions of traditional wifehood: "Well Dimple...what do you do all day? You must be bored out of your skull" (76). Ina has adopted what Jyoti calls "women’s lib stuff" and Dimple is warned of her "dangerous" influence (76). Ina engagement with Western feminisms is a form of resistance to the confines of traditional Bengali wifehood. Mukherjee, however, uses Ina’s character to demonstrate the misfit between Western and Third World feminisms. Although the oppressions experienced in both geographies appear to be similar, Mukherjee points out that neither Ina nor Dimple can find expression through a feminism that forces them to abandon their Indianess. Western feminist discourse has been much maligned for its Eurocentric construction of a monolithic Third World subject that ignores cultural complexity. Chandra Talpade Mohanty’s "Under Western Eyes" (1988) is the classic example of the interrogation of this construction. Mohanty argues that "ethnocentric universality" obliterates the differences within the varied category of female (197), and that "Western feminist writings on women in the third world subscribe to a variety of methodologies to demonstrate the universal cross-cultural operation of male dominance and female exploitation" (208-209). Mukherjee addresses these problems through Ina’s struggle; Western feminisms and their apparent "liberation" fail to provide Ina with a satisfying sense of self. Ina remains oppressed because these forms of feminism cannot adequately deal with the web of cultural and social crossings that constitute her position as simultaneously "Indian" and "American." The patriarchy that Ina and Dimple experience is not simply that of the industrialized first world; they must also grapple with the ways in which they have been named by their own specific cultural context. Mohanty argues that there is no homogenous group called "women," and Mukherjee seems to agree by demonstrating that women's subject positions are varied and multi-layered. Ina’s apparently comfortable assimilation is soon upset by desperate confessions of her unease and depression. She contrasts her "before" and "after" self in caricatures of a woman in a sari and a woman in a bikini. These drawings represent, "the great moral and physical change, and all that" (95). Mukherjee suggests, however, that the change has been less than satisfactory for Ina, "‘I think it is better to stay a Before, if you can’...’Our trouble here is that we imitate badly, and we preserve things even worse’" (95). Ina’s confession alludes to her belief that she is copying, rather than actually living, a life which might be empowering. She has been forced to give up the "before" because it clashes with the ideal that she has constructed of the liberated Western woman. In accepting the oppositions between East and West, Ina pre-empts the possibility of being both. Though Dimple is fascinated by the options that Ina represents, and begins to question her own happiness, she becomes increasingly uncomfortable with the absolutes that Ina insists upon. Ina’s feminist friends frighten Dimple because of their inability to understand her; they come to represent a part of the American landscape that Dimple has come to fear through her mediated experience of American culture through the television and lifestyle magazines. Leni Anspach’s naked gums, "horribly pink and shiny, like secret lips, only more lecherous and lethal, set themselves up as enemies of decent, parsimonious living" (152). Leni’s discourse threatens to obliterate any knowledge that Dimple has of herself and her only resistance to this is an ironic reversal of her subservient role: "After Leni removed her cup Dimple kept on pouring, over the rim of Leni’s cup, over the tray and the floating dentures till the pregnant-bellied tea pot was emptied" (152). Dimple’s response to the lack of accommodation that Western feminism presents is tied to her feeling that Ina and Leni live with unforgiving extremes: "that was the trouble with people like Leni and Ina who believed in frankness, happiness and freedom; they lacked tolerance, and they abhorred discussions about the weather" (161). Like Amit, Ina offers a space through her example where Dimple cannot easily learn to negotiate her options. The dynamic between these women is ultimately explosive. Ina cannot accept Dimple’s choices and Dimple is forced to simplify herself in a defence that protects her from predatory Western feminisms: I can’t keep up with you people. I haven’t read the same kinds of books or anything. You know what I mean Ina, don’t you? I just like to cook and watch TV and embroider’...’Bravo!’ cried Ina Mullick from the sofa where she was sitting cross legged. ‘And what else does our little housewife do? ‘You’re making fun of me,’ Dimple screamed. ‘Who do you think you are?’ (169-170. Dimple lacks the ability to articulate her oppression; Ina Mullick can articulate it but cannot move outside of it. Both women feel anger, depression, and helplessness, but they fail to connect and help one another. Mukherjee demonstrates that women from the Third World, specifically those who come into contact with the diaspora, are not homogenous subjects; her various representations of negotiation with processes of identity constitution show how different knowledges of self are internalized and acted out. Irene Gedalof’s recent work on bringing Indian and Western feminisms into conversation proceeds from the Foucauldian notion that these multiple discursive systems must prevail over the study of woman or women within a single (and limiting) symbolic order (26). The postcolonial condition of diaspora, Gedalof and other critics have pointed out, is an interesting position from which to begin talking about these complex processes of identity making since it breaks down the oppositions of South and North, East and West. In crossing the South/North and East/West divide, Dimple does not abandon her Indian subject position, but rather attempts to keep it intact as other social forces are presented. The opposition between Ina and Dimple, however, is dissolved by the flux that the symbol "woman" experiences. This process emphasizes differences within and between their experiences in a non-hierarchical way. Rethinking the Mind/Body Dichotomy: Dimple’s Response This section will attempt to show how Dimple’s response to her options is far more complex than the mind/body dichotomy that it appears to be upon superficial examination. Dimple’s body does not murder in an act of senseless violence that is divorced from her mental perception of the world. I want to rethink interpretations like the one offered by Emmanuel S. Nelson: "Wife describes a weak-minded Bengali woman [whose]...sensibilities become so confounded by her changing cultural roles, the insidious television factitiousness, and the tensions of feminism that, ironically, she goes mad and kill her husband" (54-55). Although her sense of reality and fantasy become blurred, Dimple acts in accordance with the few choices that remain open to her. In slowly guiding us toward Dimple’s horrifying act of violence, Mukherjee attempts to examine the social and cultural networks which condition her response. The absolutes of Western feminisms offer little space for resistance. Dimple, however, is not a victim of her circumstances. She reclaims her body as a site of inscription and commodification through methods of resistance which are inaccessible to Amit or her larger social contexts: abortion, vomiting, fantasies of mutilating her physical self, and, ultimately, through using her body as a tool, rather than an object, of violence. These actions are responses to her own lack of power over self representation; Dimple creates a private world in which she can resist the ways her body has been encoded and the ways in which she has been constructed as a divided object. In her work on the body in feminist discourse, Elizabeth Grosz argues that postructuralist feminists such as Luce Irigaray, Helene Cixous, and Judith Butler conceptualize female bodies as: "crucial to understanding women’s psychical and social existence, but the body is no longer understood as an ahistorical, biologically given, acultural object. They are concerned with the lived body, the body insofar as it is represented and used in specific ways in particular cultures" (Grosz 18). In emphasizing difference within the sexes, these postructuralist thinkers reject the Cartesian dualism of mind and body and do much for Chandra Talpade Mohanty’s project of considering the ways in which "woman" is a heterogenously constructed and shifting category. Mukherjee presents Dimple’s body as a "social body": a "social and discursive object, a body bound up in the order of desire, signification and power" (Grosz 18-19). Dimple cannot control, for example, Amit’s desire to impregnate her, to impose a schema of patriarchal reproduction on her body. Yet, as I will demonstrate, Dimple resists in ways that she cannot articulate but she is strongly aware that controlling the mappings of her body gives her some kind of power. This novel demonstrates how the dualisms of patriarchal discourse operate, but I want to read Dimple’s response as a reclaiming of the uncontrollable body; her power is exercised through what Deleuze and Guattari would call the "rhizomatic" connections between her body and mind. Their book, A Thousand Plateaus (1980), provides a miscellany of theory which, "flattens out the relations between the social and the psychical," and privileges neither (Grosz 180). Deleuze and Guattari favour maps and rhizomes as conceptual models, so that all things are open, connectable, and subject to constant modification (12). I want to think of Dimple as an assemblage, a rhizomatic structure that increases in the dimensions of a multiplicity that changes as it expands its connections (8). She is able to resist precisely because her body and mind are inseparable and fluid entities. Her violence toward Amit is a bodily act but it cannot be read in isolation; Mukherjee insists that we also understand the mental processes that preface this act. Dimple’s vomit is one of the most powerful tropes in the novel. It is a rejection and a resistance; it is a means of control while paradoxically suggesting a lack of control. Julia Kristeva is concerned with bodily fluids (blood, vomit, saliva, tears, seminal fluid) as "abjections" which necessarily, "partake of both polarized terms [subject/object, inside/outside] but cannot be clearly identified with either" (Grosz 192). Vomiting, then, is the first act that Dimple uses as a means of connecting the mind and body that she has been taught to know only separately. Vomiting is an abjection that signifies Dimple's rhizomatic fluidity; it is the open and changeable path that denies the split between her mind and her body that her social experiences attempt to enforce. Mukherjee devotes large sections of the narrative to this act, bringing the reader into a private space where one is forced to see, smell, and taste Dimple’s defiance. She initially discovers her ability to control her vomit when she is pregnant. At first it is an involuntary act, but she soon takes charge of her body’s rejections: The vomit fascinated her. It was hers; she was locked in the bathroom expelling brownish liquid from her body...In her arrogance, she thrust her fingers deep inside her mouth, once jabbing a squishy organ she supposed was her tonsil, and drew her finger in and out in smooth hard strokes until she collapsed with vomiting (31) Dimple’s vomiting does contain an element of pathos which is somewhat problematic; one might read her only as a victim because her pathetic grasp at power is reduced to the pride she feels in her bodily expulsions. Mukherjee’s text, however, begs the reader to read Dimple carefully. Dimple acts through her body, often with horrible consequences, but she is resisting in the only way that she is able. In New York, as Dimple encounters an increasingly complicated sociocultural matrix, she fights to find a space between her role as a loyal Indian wife and the apparent temptations of the United States. Ina Mullick’s Western feminism asks her to abandon her Bengali self, and Amit asks her to retain it. In the face of these absolutes, Dimple continues to attempt her resistance through her body, but it is often weak and ineffectual: "But instead of the great gush Dimple had hoped for, only a thin trickle was expelled. It gravitated toward the drain, a small slimy pool full of bubbles. She was ashamed of it; it seemed more impersonal than a cooking stain" (150). Mukherjee asks us to read Dimple through her abjections--through both mind and body (not entirely distinct entities for Mukherjee)--in order to understand the murder. We must gauge Dimple's actions through the open and connectable relationships of body and mind. Her inability to vomit "pleasurably" signifies a growing inability to locate a space that is tolerable. Vomiting becomes a way for Dimple to tie her multiple subject positions together: "Vomiting could be pleasurable; thinking of all the bathrooms she had vomited in she felt nostalgic, almost middle-aged" (149). This moment at the kitchen sink occurs when Leni and Ina have fractured her sense of a stable Indian identity. In an interview, Mukherjee admits that Dimple’s movement to the United States means that she begins to ask questions about her oppression; she begins to ask herself questions about her own happiness (Hancock 44). These questions, coupled with Leni and Ina’s challenging presence, leads to Dimple to desire a reconnection and a sense of control. Undoubtedly, Dimple’s act of murder is misguided, but Mukherjee sensitively demonstrates that Dimple has very little choice left. Dimple does not simply break down into a body and mind that are unaware of their connections, rather she begins to operate on several levels of consciousness. Shen Mei Ma interprets Dimple’s condition as schizophrenic, and explores this as a prominent trope in Asian diaspora literatures. She uses R.D. Laing’s classic explanation of schizophrenia as a working definition: The term schizoid refers to an individual the totality of whose experience is split in two main ways: in the first place, there is a rent in his relation with his world, and, in the second, there is a disruption of his relation with himself...Moreover, he does not experience himself as a complete person but rather as ‘split’ in various ways, perhaps a mind more or less tenuously linked to a body, as two or more selves, and so on (Ma 43) Ma analyses this condition (which can be seen, like gender and race, as a socially constructed state of being), as a "defense mechanism" against an unbearable world; the separation in space and memory that the diasporic subject experiences results in a schizophrenic, or divisive, tendency. I agree with Ma's use of Laing's definition of schizophrenia in the sense that this understanding is certainly more useful than Emmanuel Nelson's insistence on Dimple's "madness." Reading Dimple's response with an interest in Deleuze and Guattari's conceptual rhizomes, however, leads me to resist using a definition that is linked to mental illness. This may be a prominent trope in Asian diaspora literature, but it is also necessary, and perhaps more useful, to recognize that Dimple's act of violence and her debatable "madness" are ultimately less important than reading her negotiation as a means of survival and her response as an act of resistance. Many critics interpret the final act of murder as "an ironic twist of Sati, the traditional self-immolation of an Indian wife on the funeral pyre of her husband" (Ma 58). This suggestion draws up Dimple’s teenage desire to be like Sita, "the ideal wife of Hindu legends" who walks through fire for her husband (6). The violence perpetrated against women who naturalize Sita’s tradition is wrenched into an act in which Dimple is able to exercise some control over her fate. The act of murder is woven with the alternate text of industrial/commercial culture in a way that demonstrates Dimple’s desperate negotiation with the options available to her: The knife stabbed the magical circle once, twice, seven times, each time a little harder, until the milk in the bowl of cereal was a pretty pink and the flakes were mushy and would have embarrassed any advertiser, and then she saw the head fall off - but of course it was her imagination because she was not sure anymore what she had seen on TV and what she had seen in the private screen of three A.M. (212-213) The tragedy of this conclusion surely lies in the events that are left unsaid: what is Dimple’s fate and how will society deal with her violent choice? Ma’s article on schizophrenia points to the most likely outcome--Dimple will be declared insane and "treated" for her illness. Yet my reading of this act has attempted to access a careful understanding of how Dimple is constructed and how this can contribute to rethinking her violent response. Dimple's mind is not an insane one; her body is not an uncontrollable, hysterical one. Murder is a choice for Dimple--albeit a choice that is exercised in a limited and oppressive space. "Mixing" is an urgent topic; as globalization and capitalist homogenization make the theorization of diaspora increasingly necessary, it is essential to consider how gendered and raced subject positions are constituted and how they are reproduced within and across geographies. This novel is important because it forces the reader to ask the difficult questions about "mixing" that precede Dimple’s act of spousal violence. I have attempted to address these questions in my discussion of Dimple’s negotiations and her resistance. Much has been written about this novel in terms of Dimple’s "split," but very few critics have tried to examine Dimple’s character in ways that penetrate our limited third person access to her. Mukherjee’s own writing in "An Invisible Woman" suggests the urgency of rethinking characters like Dimple and the particular complexities of immigration for non-English speaking housewives. Mukherjee’s relative position of privilege has given her access to far more choices than Dimple has, but notably, she avoids turning Dimple’s often suicidal violence inward. Instead, Mukherjee shows how the inward is inescapable from the outward: in murdering Amit, the violence Dimple perpetrates is, after all, a rearticulation of the violence from which her limited subject position cannot completely escape. Footnote: In thinking about Dimple's response, it is important to note that, of course, her actions and her words are always conditioned by the position that she has naturalized. Gayatri Chakravorty Spivak's "Can the Subaltern Speak?"(1988) argues that the subaltern subject cannot "speak" because no act of resistance occurs that can be separated from the dominant discourse that provides the language and the conceptual categories with which the subaltern voice speaks (Ashcroft et al 1998 217-218).The violence of Dimple's response must be seen as an ironic subversion of a television world that enforces patriarchal norms. Abstract:
Introduction There has been a long history of contact between Indigenous and Chinese people in Australia. This is clearly evident within contemporary Aboriginal and Torres Strait Islander communities through the significant presence of individuals with Chinese ancestry. Early Indigenous-Chinese contact, however, was not sanctioned by White authorities: such contact was seen to contest White dominion and counter government anti-miscegenation policy. Through incorporating the voices of contemporary descendants of Indigenous-Chinese unions, this paper demonstrates how White authorities resorted to removal legislation to reassert their position within normative racial discourse. Contact "In these perilous times (1996), when race in Australia has suddenly become a respectable topic and there flows forth a plethora of words on and about Aborigines and Asians - the most visible, it seems, of the minorities in this land - it is perhaps pertinent to remember that, once, the two came together during those times when being descended from the Indigenous peoples of Australia was seen as a liability." (Mudrooroo 259) Contact between Indigenous and Chinese people in Australia has a history that dates back at least 150 years. Early Chinese immigration during the mid to late nineteenth century centred around regional Australia, away from areas highly populated by White colonists (Loh 3). Such regions had significant Indigenous populations, and the absence of White dominance allowed relatively frequent and free association between Indigenous people and the exclusively male Chinese immigrant (Anderson and Mitchell 32-33; Choi 13; Giese 39,46; Jack et al. 52; Keen 175; May 89; Trigger 216). Widespread hostility toward Chinese-White intercultural relationships and marriages throughout Australian society further facilitated more intimate Indigenous-Chinese relationships (May 209). Across Australia, the Indigenous and the Chinese communities suffered the common indignities of segregation from and rejection by White society. Members of both communities endured the regular embarrassment of a White Australian’s objections "to sitting amongst Chinese and aborigines watching manners which are certainly not attractive" (May 140). Newspapers of the time frequently scandalised "the many evils which were rampant among aboriginals and Chinese" ("Relief of Aboriginals" 5). The two cultures were drawn together by their common experience of marginalisation from White society: "The Chinese and the Aboriginals sort of come together You’ve only got to look at, read the history of Chinese and Aboriginal people, how they was, well, genocide too and they sort of come to live together as a people He [Chinese neighbour] didn’t know that we had Chinese in us or anything, he just treated us as, as any normal human being. It’s just that the White people didn’t like us that’s all, so he was sort of struggling through the same sort of thing." "It wasn’t, wasn’t strange to have a name like [Chinese family name]. But to be required to get passes because we were Aboriginal, we were treated as Aborigines I guess. In those early days it was like, in those developing towns, you found on the margins of those communities the Aboriginal community, the Chinese community." In general, relations between the Chinese and Indigenous communities were relatively harmonious with mutual tolerance commonplace, although isolated incidences of violence have been recorded (Anderson and Mitchell 27,36; Evans et al. 257-58; Fisher 88; Giese 25,39,48; Hornadge 21-22; Jones 59; May 209; Reynolds 41; Rolls, Sojourners: Flowers and the Wild Sea 97,194,205,289-90,487; Rolls, Citizens: Flowers and the Wild Sea 34-35,87,100,106-08,188,426). In North Queensland, Aborigines with Chinese language skills even served as translators for the Chinese in their dealings with White Australians (Anderson and Mitchell 31-32). Tensions between Indigenous and Chinese people, it seems, were of less consequence than those between Indigenous and White Australians, who at the time were actively engaged in state-sponsored cultural genocide (Tatz 49-50). Indigenous-Chinese contact led to an evolving social experience that entailed economic security and mutual benefit, including marriage and companionship, the exchange of commodities, opium and alcohol sales, and Indigenous labour for Chinese employers: "Everything was just chaos, messed up, and so I think, on Nana’s side, I can understand Nana, why she done it, because he probably had a future for her – Chinese – he just had a future for her. She knew that her family would be fed and back them days you only worried about a feed and a bed and how to survive. So I think it was a survival thing for her, because the Aboriginal nation was just chaotic and they just messed it right up, they took everybody away." "I know stories from old men from Thursday Island, actually, who used to come through Darwin in the merchant, merchant navy The Chinese and the Murris used to knock around together They’d get a chicken or something from the cargo, you know, and go offer that as a bribe to some of the Aunties to sniff around the daughters The young fellas would sniff around all the daughters, you know, so there was, you know, a very close-knit community, intermarriages all over the place." In Queensland, contact between Indigenous and Chinese people was especially widespread across the northern regions of the state, where there was a demand for rural labour, the allure of the gold rush, maritime trade, agricultural endeavours, and a steady stream of folk from the nearby Northern Territory. Chinese residents outnumbered White Australians by as much as seven to one during the late nineteenth century, as a large concentration of predominantly Chinese men was created in a region remote from the southern administrative centre and seat of government in Brisbane (Jones 56,59,69,72; Ling 19,21-22; Long 29). Challenge White dominion, however, was threatened by the growing alliances between Indigene and Chinese migrant. Indigenous-Chinese contact challenged the settler-colonised binary that had underpinned racial discourse to date, and White authorites sought to counter this threat through legislation. In Queensland, the "Aboriginals Protection and Restriction of the Sale of Opium Act 1897" rendered it illegal for Chinese men to cohabit with Aboriginal women, and forbade the employment of Indigenous people by Chinese (Evans et al. 310-11; May 293). Ganter (18) states that in the northern Burketown region, the association of resident Aborigines with local Chinese gardeners "was often a sufficient expression of immorality to warrant removal" to Mornington Island mission for the Aborigines involved. The 1897 Act had conferred regional ‘Protectors’ with peremptory powers over the lives of Aborigines and Torres Strait Islanders living in their jurisdiction (Blake, "A dumping ground" 1). The Protector had the authority to forcibly remove any Aboriginal or Torres Strait Islander person if he deemed it to be in his or her, or the local Indigenous or non-Indigenous community’s, best interest (Blake, "A dumping ground" 51, "Deported" 52-55, Guthrie 7). This authority constituted an arbitrary and absolute mechanism of control over the lives of Queensland Aborigines and Torres Strait Islanders: "the threat of removal...was a salutary reminder of the necessity to respect the codes of behaviour and norms of the dominant white society the technique par excellence for maintaining and extending European hegemony" (Blake, "A dumping ground" 68, 83). The behavioural ‘codes’ and ‘norms’ of White society precluded Aboriginal contact with the Chinese; a separation constantly enforced with recourse to the act. Up to 1929, Queensland State Government removal records regularly cite reasons such as "in the habit of frequenting Chinese dens", "acting as spies for Chinese", "living an immoral life harboured by a Chinaman", "hang round Chinese farms and gardens", "frequents Chinese habitations", "frequenting Chinese quarters for opium and prostitution", and "assisting blacks to obtain drugs from Chinese" to vindicate a removal order (Queensland State Archives A/64785, A/69523). A gamut of vices, ranging from espionage, immorality, and substance abuse to drug trafficking, thus became the official pretence for separation of the subjugated groups. Anti-miscegenationist sentiment, too, saw the removal of Chinese-Aboriginal children (Ganter 13; May 210). In 1901 the Queensland Police Commissioner held that in regard to cohabitation between Chinese and Aborigines, "offspring resulting from such intercourse are by no means a desirable addition to the population" (May 210). Fear and Loss White dominion was to ultimately reassert its position at the hub of normative racial discourse, with little space available for Indigenous reflection on Chinese connections: "Dad never spoke about nothing We’re all born with all this long hair and Asian look about us, all of us in the family, and we’re trying to figure where it came from. We all look at each other and think there’s got to be some thing there I don’t know why he never spoke of it or told us about it. I couldn’t question that either, ‘cause I did ask my Grandmother but I suppose you’re to be seen and not heard in some things I probably’ll have questions on my lips for the rest of my life until I find out." "We didn’t sort of consciously grow up hearing a lot about anything Chinese, really. It’s just that we all sort of had some aspect of the look like really dark blue-black hair, slanty eyes and a couple of the family are very sort of small The stories were always censored and you only got little bits and pieces Like him being Chinese, well, I think that also you just didn’t mention We didn’t grow up hearing a lot about anything Chinese." Removal brought about disconnection and loss: "I’m only just finding it lately, the things that I didn’t know about, you know. Even me [Chinese] Granddad, I didn’t know his name until this year, really! [The mission staff] told ’em forget about your tribe, your language, everything. Think about Jesus." The historical backdrop presented above, in concert with the voices of contemporary descendants of Indigenous and Chinese unions, demonstrate how White authorities employed removal legislation to counter the challenge presented by Indigenous-Chinese contacts. For the members of these communities, who had come together under a climate of shared subjugation, this reassertion of White dominion came at great cost.

Abstract:
The paper discusses mobility in the context of displacement. How is the mobile phone appropriated by refugees in immigration detention? What does the mobile phone, and indeed, mobility, signify in an Australian policy landscape of mandatory detention of asylum seekers and formerly prohibited access to mobile phones for detainees inside immigration detention centres? What does this intimate about the perceived dangers of “new” and mobile media? The author’s preliminary research with refugees in Australian immigration detention centres compares policy and practice. Firstly, it interrogates the unwritten policies regulating refugees’ access to media technologies when incarcerated in immigration detention. As there is no written policy on technology access and practices vary across immigration detention centres, the information in this paper has been given by detainees and has not been verified by the management of detention centres. The paper suggests that the utopian promises of mobile media echo those made about cyberspace in the 1990s. Furthermore, the residual effects of such rhetoric have infiltrated government policy in terms of perceiving mobile media as dangerous when adopted by marginalised groups such as refugees. Secondly, the research examines how and why the mobile phone has been adopted by immigration detainees despite their former prohibition. It explores the ways in which refugees practice an imagined mobility through media whilst in detention, and finds that this is critical to sustaining connection with their imagined communities. Why Refugees? In the context of increased forced migration of people due to circumstances such as political instability, war, natural disaster and famine; it is necessary to better understand how refugees mobilise and organise in situations of displacement. As new technologies encourage the capacity for borderlessness, such advantages also have to be contrasted with the potential dangers of spontaneous border crossings. The study of the behaviour and practices of refugees in relation to communication technologies offers an insight into the efficacy of immigration detention policy in filtering movement and interaction, both physical and virtual, between Australia and other countries. Although the study of refugees is a discipline in its own right, there has been minimal examination of how they appropriate technology, particularly that which facilitates and complements their mobility, to maintain connections with their diasporic networks while in situations of displacement. The studies that have been undertaken concentrate on the use of technology by refugees living in the wider community (see Glazebrook, McIver Jr. and Prokosch; Howard and Owens), rather than in the context of detention. In previous research of diasporas within the discipline of Cultural Studies, technology has been regarded as vital to subcultures and minority groups. Technology has been the tool by which such communities respond to their structural conditions (see Cunningham; Hall; Halleck). Such investigations have concentrated on the intersection of class, gender and ethnicity and how they inscribe meanings to specific technologies, which in turn, become intrinsic to the identities of the groups and communities. The research extends the work that has been done within Cultural Studies by similarly focusing on a marginalised group, refugees, and their participation in particular technologies. A review of literature across refugee studies, diaspora studies and technology studies has shown that: The study of technology use by refugees has had minimal investigation The study of diasporas has rarely included refugees The study of communities and communication practices which surround particular technologies has concentrated on groups other than refugees The escalation of issues of asylum and border control in public discourse warrant more knowledge about refugees and their networks of communication beyond the boundaries of detention and Australia The notion of “networks” refers to people, technologies, processes and practices that form the relationships between refugees in institutionalised immigration detention and the outside world. The Australian Immigration Detention Context Between 1992 and 1994, Australian law moved from permitting (but not enforcing) limited detention of asylum seekers, to a blanket policy of mandatory detention (HREOC) which, at one point, had up to 12,000 individuals in detention (Castan Centre for Human Rights Law). The detention context is particularly relevant to Australia, because its policy of mandatory detention means that refugees have restricted contact with the world outside of the detention centre. In 2005, the Migration Amendment (Detention Arrangements) Bill allowed detained families with children to live in community detention, that is, in residential accommodation outside of an immigration detention centre. Although community detention carries with it specific conditions, families are unaccompanied and have more freedom of movement. This paper discusses the author’s preliminary work with refugees in immigration detention, prior to the introduction of community detention. The research sought to investigate how asylum seekers use technology to sustain connections with their virtual communities in situations of displacement. Specifically, it explored how technology is appropriated to mediate communication in the context of institutionalised detention. The key research questions addressed by the research were: what kinds of technologies are available to refugees? How are these used? How are their benefits and limitations perceived? What, if any, kinds of social networks surround these technologies? How are relationships of power surrounding these technologies negotiated? Can technology assist refugees in sustaining connections with their communities of choice and reducing their sense of isolation? Can technology play a role in reducing the well-documented effects of this incarceration by providing mediated social interaction? What are the implications for policy, especially in relation to permitted technologies and surveillance of communication practices? Access to informants was gained by working with a refugee community advocacy group, which has established links with refugees in detention and experience in dealing with the management of detention centres. One such group is ChilOut, which organises visitor programs to immigration detention centres. This affiliation was important in gaining access to, and trust of, detainees who were willing to participate in the research. It presented opportunities to interact with detainees on a social basis. Semi-structured interviews with the research subjects were conducted to ascertain the strategies and resources currently utilised to counter the effects of mandatory detention. In 2005, detainees had access to a range of technology which can be broadly termed “old media”, while access to “new media” – such as the Internet and mobile phones – are prohibited. At the time of printing, detainees reported that mobile phones without cameras were only recently permitted. Detainees have access to pay phones inside the centre. Visitors are allowed to give detainees phone cards so they can use the pay phones without charge or the need for change. In addition to pay phones, detainees are provided with access to a fax and photocopier, which are generally used to liaise with and send relevant documentation to lawyers. There is distrust of using the fax machine at the detention centre because it is in a management office area and the detainees require permission to use it. It means the guards can read the faxes that are sent, as well as those that are received before notifying the detainees that they have received one. Detainees also have television, videos, DVDs and newspapers, so there is the possibility of feeling like part of an imagined community (Anderson) through these media. There are computers available, but no Internet access. Some of the children load computer games on them to play, others have Playstation in their rooms. It is noteworthy that the only technology to which detainees have access and which facilitates real-time person-to-person interaction is the telephone. The phone offers the opportunity for direct contact with the outside world without the visual and other sensory realities of detention. The telephone is able to mask the extent of imprisonment as it does not show the barbed razor wire surrounding the compound. Yet detainees were not permitted to have mobile phones for a long time. Thus, the key question remains: why were they deprived of access to mobile phones while allowed access to pay phones and landlines? What does this suggest about the perceived dangers of mobile media and the resonance of last century’s techno-utopian discourses? Given that detainees were only given access to “old media”, it seems that this tired but resolutely upbeat rhetoric about new technology which celebrates it as inherently liberating actually inflected policies determining the kinds of technologies to which detainees have access. It confirms the pessimistic assertions of media theorists such as Schiller and Mosco, that new technologies further alienate disadvantaged groups. As the Australian government attempts to regulate the physical movement of people across its borders, mantras of the dot.com era such as “everyone is a free agent” (Kumar 77) appear to undermine this agenda. The assumptions of liberty and democracy embedded in this “free agency” are implicit in policies that denied refugees access to “new media” such as the Internet and mobile phones. The “liberating” nature of such technology was regarded as unsafe in the hands of refugees, whose freedom of movement is institutionally contained by the Australian government through mandatory detention. The physical movement of refugees, as well as the agency and freedom with which they can claim asylum in a country, is actively discouraged through immigration detention policy and limitations on access to technology. The promise of self-expression afforded by mobile media seemed antithetical to the prejudicial administration of refugees, which is premised upon a distrust of their claims of identity and asylum. Subsequently, their use of mobile technology was also assumed to be suspect and therefore had to be restricted. Detained refugees serve as a reminder of the parameters of upbeat discourses about new technology. That is, the utopian possibilities of mobile media appear to be conditional such that its “power” can only be entrusted to certain groups. In policy terms, the mobile phone is a rich site of signification. Not only does the technology itself imply a way of being (that is free, mobile, always accessible and always able to access), but it also connotes an ideal type of user, one that is appropriate and deserving of such technology. It seems that refugees are not entitled to their mobility and, therefore, do not have rights to media that is considered to facilitate such mobility, in spite of their detention. Furthermore, there is a suggested dichotomy in the government’s classification of the technologies to which refugees have access. The fact of detention means refugees are surrounded by technology, held captive by it and are inevitably in close proximity to it. It is technology which is seen as antithetical to mobility and therefore could be described as “static”: phones, faxes, photocopiers, television, video – all of which may be characterised as “old media”. The binary opposite of such technology is that which can be regarded as mobile or new or interactive media; that which resonates with the residual effects of 1990s techno-utopian rhetoric; and could be considered as threatening in the hands of those who have physically made unauthorised border crossings. However, prior investigations of “mobile” technologies, demonstrates that such dualisms are flawed as the lowest technologies also have the capacity to facilitate mobility. Examples include Paul Gilroy’s work on the Black Atlantic, which notes that books and records have been vital in carrying oppositional ideologies and philosophies across the black diaspora. Within Asian diasporas, the exchange of video letters and taped Bollywood movies have been interpreted as forms of localised challenges to the centralised power of the broadcast media industries (Ang; Gillespie). These economies of exchange as facilitated by older forms of mobile media have been studied in relation to issues of migration and marginalisation. Given that refugees are also affected by such issues, their mobile media practices are a sobering reminder that mobility is not necessarily hi-tech nor confined to the realms of the affluent, educated and socio-economically advantaged. Rather, mobility can be a tenuous state of being displaced and itinerant, with technology adopted to manage and adapt to its challenges. The Mobile Media Practices of Detained Refugees The initial findings from the fieldwork indicate that for refugees, the mobile phone is not a technology of choice but instead, a technology of necessity and survival. Every technology that is available to them is used to sustain connection to their localized and globalised networks. The restriction to their physical movement of detainees is compensated through use of technology which allows any sort of interaction and communication. Being part of a technologically-mediated community appears to minimise the marginalisation and isolation they experience. Such feelings of dislocation have been well-documented in studies of the impact of incarceration on the mental health of refugees (see Mares and Jureidini; RANZCP; Hodes). It seems that the telephone and fax are the mainstays of their communication networks. However, such technologies are closely monitored, as landline phone calls can be traced or even tapped, and faxes have to be sent from an office manned by guards. An experienced visitor to detention centres commented that “most” detainees had mobile phones and when they were contraband, guards knew about them but generally ignored their use by detainees. Only mobile phones offer the potential for communication to be free from the surveillance by detention centres staff. The ways in which mobile phones are used by detainees is decidedly lo-tech, for example, for communication with family where use of a landline is impractical. One of the detainees said that he speaks to his wife and children on the centre pay phone every few days. However, the call costs are expensive as his family only has a mobile phone, not a landline, at their place of residence. For them to call him is also expensive and awkward, because they have to call the pay phone and if somebody answers, they have then to locate him somewhere within the compound. Thus, the connections between the detainees and their loved ones are very fragile in that they are almost totally dependent on the phone to maintain these relationships. In this instance, the mobile phone offers another means for managing the tenuous nature of these ties. The mobile phone, particularly SMS technology, offers a suitable alternative as the detainee can communicate with his family cheaply and quickly. It compensates for the constraints of the pay phone. The informal interactions afforded by the mobile phone also extend beyond family members of detainees to their supporters and advocates. Likewise, the mobile phone complements the communication practices facilitated through permitted technologies. For example, when detainees are liaising with the Department of Immigration (DIMIA), they will ask advice from the regular visitors to the immigration detention centre who come from an array of organizations such as churches, refugee advocacy groups, law firms and health organizations. Visitors generally offer whatever assistance they can by obtaining necessary forms from the department, searching the Internet, undertaking letter writing campaigns, and lobbying government ministers. Something worked in amongst all the network activity that took place over the course of this week. As promised to the family, I scoured the DIMIA web site for a form for applying under Section 417. While there didn’t seem to be an official form, I used the opportunity to research the section of the Migration Act. Googling turned up a 12 page “guide to section 417 applications” written by a barrister, which I printed out and faxed to them. So as to ensure that the family received the fax, I SMS-ed them to let them know a fax was on its way and how many pages to expect. They responded to me by fax, saying that they had been notified that they too were going to be released into community detention in the coming weeks. (Extract from fieldwork diary) The mobile phone serves the function of anticipating and verifying communications which may potentially be surveilled by staff of detention centres. Where detainees may not trust that they are being given all the letters or faxes that have been sent to them, the mobile phone enables a degree of privacy so that they at least know what to expect from their correspondents. Furthermore, it provides the opportunity for detainees to speak about matters related to their case for asylum that are regarded as too sensitive to risk being discussed in a public place such as on the centre pay phone. Often this involves seeking assistance with their application for asylum. He rang T on the centre pay phone and said that he would like to speak with me, but did not have my number. He didn’t have a pen and paper to jot down my details at the time, so he gave T his mobile number and asked her to pass it onto me, so I could ring him on it. When I rang, he had returned to his room where he could talk freely. He told me about the visit from the Commonwealth Ombudsman, who undertook to look into his case over the next couple of weeks. We talked about what would assist the Ombudsman in reviewing the case. I said I would write a letter or email in the first instance, and if he wanted other letters of support, I could circulate details of his case on the ChilOut newsletter. He said he didn’t want publicity at this stage. I offered to fax him a copy of my email, but he preferred that I give it to him in person as the fax machine in the office was too public and any documents received could be read. Again, the mobile seems to be the most appropriate technology for coordinating and organising privately away from centre surveillance… (Extract from fieldwork diary) Fear of breaches of confidentiality form only part of detainees’ desire for privacy from detention centre staff. There is also a need for private space away from other detainees as their imprisonment necessitates the constant use of communal facilities such as the pay phone. In addition to being used for its capacity for private communication, the mobile phone was also exploited as a broadcast technology by detained refugees. Text messages proved an effective way of providing brief updates to family and friends about the status of their case: 20 September 200510:24:07 Hi Linda. I am fine thank u. not news yet, I think they’ll come to see me soon, if I got news, I’ll let u know. I am still in [detention centre]. No any news from Ombudsman, may be early next year. I am fine here, thanks. Tuesday 17 October 200613:44:41 Hi Linda…I transferd to [community] housing. Its much better here. How a u? takecare ur health, thanks. Thursday 16 November 200618:46:23 HI There is a good news to let u know I got the decision from that I won the FC case. Thus, for detained refugees, the mobile phone has been adopted for simple, lo-tech use. None of the respondents indicated a desire for a camera function on their mobile phones. However, one detainee did suggest that she would like to use a webcam to see and hear her child in China, whom she has not seen in eight years. While she did use the Internet for this purpose when she was on the “outside”, now she can only rely on weekly telephone conversations made from inside the detention centre. Conclusion What happens when technology is placed in the hands of those for whom it was never meant? It makes explicit what is often implied in studies of adoption of new technology, that the “utopian promise” is confined to a narrow socio-economic demographic: the advantaged, the affluent and the educated. Those who fall outside these perimeters are perceived as undeserving and untrustworthy of such technology. This is exemplified in the Australian government’s policy to deny refugees access to “new” and mobile media whilst being compulsorily detained. The decision to withhold mobile technology from mobile communities who are not so materially privileged is not only ironic but unwarranted in light of the empirical data. This has since been acknowledged by allowing detainees use of mobile phones. The mobile phone practices of detained refugees show that it is being used as a complementary and alternative technology, that is, to compensate for the inadequacies of the communication media allowed by detention centres. The mobile phone is exploited for the functions that permitted technologies do not offer: firstly, the ability to communicate with friends and family more immediately and effectively; secondly, the capacity to communicate privately with less probability of surveillance; thirdly, the opportunity to broadcast content one to many. In such communications, use of the mobile phone is simple and lo-tech: it is deployed for straightforward (but improved) interaction with detainees’ imagined communities which would otherwise be possible anyway through the “old” media technologies provided in detention. In practice, there was no evidence of the use of the hi-tech functions of mobile phones; nor was there any indication, as implied by policy, of the possible dangers that may ensue if such features of mobile media were available to detained refugees. Potentially, the research can impact on immigration detention policy, particularly in terms of reviewing the conditions under which technology is made available to refugees in institutionalised detention contexts. However, further research is required, especially a comparison of the former prohibited use of mobile media in immigration detention centres with the permitted use of these in community immigration detention. Abstract:
IntroductionIn March 2015, I visited the Lambing Flat Folk Museum (established 1967) in the “cherry capital of Australia”, the town of Young, New South Wales, in preparation for a student excursion. Like other Australian folk museums, this museum focuses on the ordinary and the everyday of rural life, and is heavily reliant on local history, local historians, volunteers, and donated objects for the collection. It may not sound as though the Lambing Flat Folk Museum (LFFM) holds much potential for a fashion curator, as fashion exhibitions have become high points of innovation in exhibition design. It is quite a jolt to return to old style folk museums, when travelling shows such as Alexander McQueen: Savage Beauty (Metropolitan Museum of Art 2011 – V&A Museum 2015) or The Fashion World of Jean Paul Gaultier (V&A Museum 2011­ – NGV 2014) are popping up around the globe. The contrast stimulated this author to think on the role and the power of curators. This paper will show that the potential for fashion as a vehicle for demonstrating ideas other than through rubrics of design or history has been growing. We all wear dress. We express identity, politics, status, age, gender, social values, and mental state through the way we dress each and every day. These key issues are also explored in many museum exhibitions.Small museums often have an abundance of clothing. For them, it is a case of not only managing and caring for growing collections but also curating objects in a way that communicates regional and often national identity, as well as narrating stories in meaningful ways to audiences. This paper argues that the way in which dress is curated can greatly enhance temporary and permanent exhibitions. Fashion curation is on the rise (Riegels Melchior). This paper looks at why this is so, the potential for this specialisation in curation, the research required, and the sensitivity needed in communicating ideas in exhibitions. It also suggests how fashion curation skills may facilitate an increasing demand.Caring for the AudienceThe paper draws on a case study of how Chinese people at the LFFM are portrayed. The Chinese came to the Young district during the 1860s gold rush. While many people often think the Chinese were sojourners (Rolls), that is, they found gold and returned to China, many actually settled in regional Australia (McGowan; Couchman; Frost). At Young there were riots against the Chinese miners, and this narrative is illustrated at the museum.In examining the LFFM, this paper points to the importance of caring for the audience as well as objects, knowing and acknowledging the current and potential audiences. Caring for how the objects are received and perceived is vital to the work of curators. At this museum, the stereotypic portrayal of Chinese people, through a “coolie” hat, a fan, and two dolls dressed in costume, reminds us of the increased professionalisation of the museum sector in the last 20 years. It also reminds us of the need for good communication through both the objects and texts. Audiences have become more sophisticated, and their expectations have increased. Displays and accompanying texts that do not reflect in depth research, knowledge, and sensitivities can result in viewers losing interest quickly. Not long into my visit I began thinking of the potential reaction by the Chinese graduate students. In a tripartite model called the “museum experience”, Falk and Dierking argue that the social context, personal context, and physical context affect the visitor’s experience (5). The social context of who we visit with influences enjoyment. Placing myself in the students’ shoes sharpened reactions to some of the displays. Curators need to be mindful of a wide range of audiences. The excursion was to be not so much a history learning activity, but a way for students to develop a personal interest in museology and to learn the role museums can play in society in general, as well as in small communities. In this case the personal context was also a professional context. What message would they get?Communication in MuseumsStudies by Falk et al. indicate that museum visitors only view an exhibition for 30 minutes before “museum fatigue” sets in (249–257). The physicality of being in a museum can affect the museum experience. Hence, many institutions responded to these studies by placing the key information and objects in the introductory areas of an exhibition, before the visitor gets bored. As Stephen Bitgood argues, this can become self-fulfilling, as the reaction by the exhibition designers can then be to place all the most interesting material early in the path of the audience, leaving the remainder as mundane displays (196). Bitgood argues there is no museum fatigue. He suggests that there are other things at play which curators need to heed, such as giving visitors choice and opportunities for interaction, and avoiding overloading the audience with information and designing poorly laid-out exhibitions that have no breaks or resting points. All these factors contribute to viewers becoming both mentally and physically tired. Rather than placing the onus on the visitor, he contends there are controllable factors the museum can attend to. One of his recommendations is to be provocative in communication. Stimulating exhibitions are more likely to engage the visitor, minimising boredom and tiredness (197). Xerxes Mazda recommends treating an exhibition like a good story, with a beginning, a dark moment, a climax, and an ending. The LFFM certainly has those elements, but they are not translated into curation that gives a compelling narration that holds the visitors’ attention. Object labels give only rudimentary information, such as: “Wooden Horse collar/very rare/donated by Mr Allan Gordon.” Without accompanying context and engaging language, many visitors could find it difficult to relate to, and actively reflect on, the social narrative that the museum’s objects could reflect.Text plays an important role in museums, particularly this museum. Communication skills of the label writers are vital to enhancing the museum visit. Louise Ravelli, in writing on museum texts, states that “communication needs to be more explicit and more reflexive—to bring implicit assumptions to the surface” (3). This is particularly so for the LFFM. Posing questions and using an active voice can provoke the viewer. The power of text can be seen in one particular museum object. In the first gallery is a banner that contains blatant racist text. Bringing racism to the surface through reflexive labelling can be powerful. So for this museum communication needs to be sensitive and informative, as well as pragmatic. It is not just a case of being reminded that Australia has a long history of racism towards non-Anglo Saxon migrants. A sensitive approach in label-writing could ask visitors to reflect on Australia’s long and continued history of racism and relate it to the contemporary migration debate, thereby connecting the present day to dark historical events. A question such as, “How does Australia deal with racism towards migrants today?” brings issues to the surface. Or, more provocatively, “How would I deal with such racism?” takes the issue to a personal level, rather than using language to distance the issue of racism to a national issue. Museums are more than repositories of objects. Even a small underfunded museum can have great impact on the viewer through the language they use to make meaning of their display. The Lambing Flat Roll-up Banner at the LFFMThe “destination” object of the museum in Young is the Lambing Flat Roll-up Banner. Those with a keen interest in Australian history and politics come to view this large sheet of canvas that elicits part of the narrative of the Lambing Flat Riots, which are claimed to be germane to the White Australia Policy (one of the very first pieces of legislation after the Federation of Australia was The Immigration Restriction Act 1901).On 30 June 1861 a violent anti-Chinese riot occurred on the goldfields of Lambing Flat (now known as Young). It was the culmination of eight months of growing conflict between European and Chinese miners. Between 1,500 and 2,000 Europeans lived and worked in these goldfields, with little government authority overseeing the mining regulations. Earlier, in November 1860, a group of disgruntled European miners marched behind a German brass band, chasing off 500 Chinese from the field and destroying their tents. Tensions rose and fell until the following June, when the large banner was painted and paraded to gather up supporters: “…two of their leaders carrying in advance a magnificent flag, on which was written in gold letters – NO CHINESE! ROLL UP! ROLL UP! ...” (qtd. in Coates 40). Terrified, over 1,270 Chinese took refuge 20 kilometres away on James Roberts’s property, “Currawong”. The National Museum of Australia commissioned an animation of the event, The Harvest of Endurance. It may seem obvious, but the animators indicated the difference between the Chinese and the Europeans through dress, regardless that the Chinese wore western dress on the goldfields once the clothing they brought with them wore out (McGregor and McGregor 32). Nonetheless, Chinese expressions of masculinity differed. Their pigtails, their shoes, and their hats were used as shorthand in cartoons of the day to express the anxiety felt by many European settlers. A more active demonstration was reported in The Argus: “ … one man … returned with eight pigtails attached to a flag, glorifying in the work that had been done” (6). We can only imagine this trophy and the de-masculinisation it caused.The 1,200 x 1,200 mm banner now lays flat in a purpose-built display unit. Viewers can see that it was not a hastily constructed work. The careful drafting of original pencil marks can be seen around the circus styled font: red and blue, with the now yellow shadowing. The banner was tied with red and green ribbon of which small remnants remain attached.The McCarthy family had held the banner for 100 years, from the riots until it was loaned to the Royal Australian Historical Society in November 1961. It was given to the LFFM when it opened six years later. The banner is given key positioning in the museum, indicating its importance to the community and its place in the region’s memory. Just whose memory is narrated becomes apparent in the displays. The voice of the Chinese is missing.Memory and Museums Museums are interested in memory. When visitors come to museums, the work they do is to claim, discover, and sometimes rekindle memory (Smith; Crane; Williams)—-and even to reshape memory (Davidson). Fashion constantly plays with memory: styles, themes, textiles, and colours are repeated and recycled. “Cutting and pasting” presents a new context from one season to the next. What better avenue to arouse memory in museums than fashion curation? This paper argues that fashion exhibitions fit within the museum as a “theatre of memory”, where social memory, commemoration, heritage, myth, fantasy, and desire are played out (Samuels). In the past, institutions and fashion curators often had to construct academic frameworks of “history” or “design” in order to legitimise fashion exhibitions as a serious pursuit. Exhibitions such as Fashion and Politics (New York 2009), Fashion India: Spectacular Capitalism (Oslo 2014) and Fashion as Social Energy (Milan 2015) show that fashion can explore deeper social concerns and political issues.The Rise of Fashion CuratorsThe fashion curator is a relative newcomer. What would become the modern fashion curator made inroads into museums through ethnographic and anthropological collections early in the 20th century. Fashion as “history” soon followed into history and social museums. Until the 1990s, the fashion curator in a museum was seen as, and closely associated with, the fashion historian or craft curator. It could be said that James Laver (1899–1975) or Stella Mary Newton (1901–2001) were the earliest modern fashion curators in museums. They were also fashion historians. However, the role of fashion curator as we now know it came into its own right in the 1970s. Nadia Buick asserts that the first fashion exhibition, Fashion: An Anthology by Cecil Beaton, was held at the Victoria and Albert Museum, curated by the famous fashion photographer Cecil Beaton. He was not a museum employee, a trained curator, or even a historian (15). The museum did not even collect contemporary fashion—it was a new idea put forward by Beaton. He amassed hundreds of pieces of fashion items from his friends of elite society to complement his work.Radical changes in museums since the 1970s have been driven by social change, new expectations and new technologies. Political and economic pressures have forced museum professionals to shift their attention from their collections towards their visitors. There has been not only a growing number of diverse museums but also a wider range of exhibitions, fashion exhibitions included. However, as museums and the exhibitions they mount have become more socially inclusive, this has been somewhat slow to filter through to the fashion exhibitions. I assert that the shift in fashion exhibitions came as an outcome of new writing on fashion as a social and political entity through Jennifer Craik’s The Face of Fashion. This book has had an influence, beyond academic fashion theorists, on the way in which fashion exhibitions are curated. Since 1997, Judith Clark has curated landmark exhibitions, such as Malign Muses: When Fashion Turns Back (Antwerp 2004), which examine the idea of what fashion is rather than documenting fashion’s historical evolution. Dress is recognised as a vehicle for complex issues. It is even used to communicate a city’s cultural capital and its metropolitan modernity as “fashion capitals” (Breward and Gilbert). Hence the reluctant but growing willingness for dress to be used in museums to critically interrogate, beyond the celebratory designer retrospectives. Fashion CurationFashion curators need to be “brilliant scavengers” (Peoples). Curators such as Clark pick over what others consider as remains—the neglected, the dissonant—bringing to the fore what is forgotten, where items retrieved from all kinds of spheres are used to fashion exhibitions that reflect the complex mix of the tangible and intangible that is present in fashion. Allowing the brilliant scavengers to pick over the flotsam and jetsam of everyday life can make for exciting exhibitions. Clothing of the everyday can be used to narrate complex stories. We only need think of the black layette worn by Baby Azaria Chamberlain—or the shoe left on the tarmac at Darwin Airport, having fallen off the foot of Mrs Petrov, wife of the Russian diplomat, as she was forced onto a plane. The ordinary remnants of the Chinese miners do not appear to have been kept. Often, objects can be transformed by subsequent significant events.Museums can be sites of transformation for its audiences. Since the late 1980s, through the concept of the New Museum (Vergo), fashion as an exhibition theme has been used to draw in wider museum audiences and to increase visitor numbers. The clothing of Vivienne Westwood, (34 Years in Fashion 2005, NGA) Kylie Minogue (Kylie: An Exhibition 2004­–2005, Powerhouse Museum), or Princess Grace (Princess Grace: Style Icon 2012, Bendigo Art Gallery) drew in the crowds, quantifying the relevance of museums to funding bodies. As Marie Riegels Melchior notes, fashion is fashionable in museums. What is interesting is that the New Museum’s refrain of social inclusion (Sandell) has yet to be wholly embraced by art museums. There is tension between the fashion and museum worlds: a “collision of the fashion and art worlds” (Batersby). Exhibitions of elite designer clothing worn by celebrities have been seen as very commercial operations, tainting the intellectual and academic reputations of cultural institutions. What does fashion curation have to do with the banner mentioned previously? It would be miraculous for authentic clothing worn by Chinese miners to surface now. In revising the history of Lambing Flat, fashion curators need to employ methodologies of absence. As Clynk and Peoples have shown, by examining archives, newspaper advertisements, merchants’ account books, and other material that incidentally describes the business of clothing, absence can become present. While the later technology of photography often shows “Sunday best” fashions, it also illustrates the ordinary and everyday dress of Chinese men carrying out business transactions (MacGowan; Couchman). The images of these men bring to mind the question: were these the children of men, or indeed the men themselves, who had their pigtails violently cut off years earlier? The banner was also used to show that there are quite detailed accounts of events from local and national newspapers of the day. These are accessible online. Accounts of the Chinese experience may have been written up in Chinese newspapers of the day. Access to these would be limited, if they still exist. Historian Karen Schamberger reminds us of the truism: “history is written by the victors” in her observations of a re-enactment of the riots at the Lambing Flat Festival in 2014. The Chinese actors did not have speaking parts. She notes: The brutal actions of the European miners were not explained which made it easier for audience members to distance themselves from [the Chinese] and be comforted by the actions of a ‘white hero’ James Roberts who… sheltered the Chinese miners at the end of the re-enactment. (9)Elsewhere, just out of town at the Chinese Tribute Garden (created in 1996), there is evidence of presence. Plaques indicating donors to the garden carry names such as Judy Chan, Mrs King Chou, and Mr and Mrs King Lam. The musically illustrious five siblings of the Wong family, who live near Young, were photographed in the Discover Central NSW tourist newspaper in 2015 as a drawcard for the Lambing Flat Festival. There is “endurance”, as the title of NMA animation scroll highlights. Conclusion Absence can be turned around to indicate presence. The “presence of absence” (Meyer and Woodthorpe) can be a powerful tool. Seeing is the pre-eminent sense used in museums, and objects are given priority; there are ways of representing evidence and narratives, and describing relationships, other than fashion presence. This is why I argue that dress has an important role to play in museums. Dress is so specific to time and location. It marks specific occasions, particularly at times of social transitions: christening gowns, bar mitzvah shawls, graduation gowns, wedding dresses, funerary shrouds. Dress can also demonstrate the physicality of a specific body: in the extreme, jeans show the physicality of presence when the body is removed. The fashion displays in the museum tell part of the region’s history, but the distraction of the poor display of the dressed mannequins in the LFFM gets in the way of a “good story”.While rioting against the Chinese miners may cause shame and embarrassment, in Australia we need to accept that this was not an isolated event. More formal, less violent, and regulated mechanisms of entry to Australia were put in place, and continue to this day. It may be that a fashion curator, a brilliant scavenger, may unpick the prey for viewers, placing and spacing objects and the visitor, designing in a way to enchant or horrify the audience, and keeping interest alive throughout the exhibition, allowing spaces for thinking and memories. Drawing in those who have not been the audience, working on the absence through participatory modes of activities, can be powerful for a community. Fashion curators—working with the body, stimulating ethical and conscious behaviours, and constructing dialogues—can undoubtedly act as a vehicle for dynamism, for both the museum and its audiences.
