ABSTRAKEksploitasi terhadap tenaga kerja di laut lepas, khususnya ABK, masih sering terjadi. Meskipun tidak diatur secara spesifik, keselamatan dan keamanan ABK dapat dikaitkan dengan KHL PBB 1982, Pasal 94. Tujuan dari kajian ini adalah untuk menjelaskan keterkaitan Pasal 94 KHL dengan perlindungan terhadap ABK, peran IMO terhadap keselamatan dan keamanan ABK, dan kerja sama antara IMO dan ILO dalam menangani masalah eksploitasi sumber daya manusia dalam pelayaran internasional. Dari kajian ini dapat dijelaskan bahwa dalam KHL PBB 1982, Pasal 94 Ayat 2 (b) dan 3 (b) terdapat kewajiban yang dibebankan kepada Negara Bendera untuk ikut bertanggung jawab jika ABK mendapatkan suatu masalah. Sementara itu, sebagai agen khusus PBB, IMO telah mengadopsi satu Kode Manajemen Internasional dengan tujuan untuk memastikan keselamatan manusia dan menghindari kerusakan lingkungan laut. IMO, ILO dan Ad Hoc juga membentuk kerja sama tripartit untuk mengatur hal-hal yang berkaitan dengan ketenagakerjaan di laut. Although not specifically regulated, the safety and security of the ship's crew can be linked to the 1982 United Nations Convention on the Law of the Sea (UNCLOS), Article 94. The purpose of this study is to explain the relationship between Article 94 UNCLOS and the protection of ship's crew, the role of International Maritime Organization (IMO) in the safety and security of ship's crew, and cooperation between IMO and ILO in dealing with the problem of exploitation of human resources in international shipping. From this study, it can be explained that in the 1982 United Nations Convention on the Law of the Sea, Article 94 Paragraphs 2 (b) and 3 (b) there was an obligation imposed on the Flag State to take responsibility if the ship's crew had a problem. Meanwhile, as a UN special agent, IMO has adopted an International Management Code to ensure human safety and avoid damage to the marine environment. IMO, ILO and Ad Hoc also formed tripartite cooperation to regulate matters related to employment at sea.Keywords: ILO; IMO; security and safety; ship's crew

Abstract:
The present experiment was conducted on standardisation and categorization of Indigenous Microorganisms (IMOs) in India for its future application as inoculum in inoculated deep litter housing of pigs. The cultivation of IMOs was accomplished in four steps, which involved use of half cooked rice, sugar sources, rice bran and soil at 1st, 2nd, 3rd and 4th steps, respectively. The cultivated IMOs at the end of each step from 1st to 4th were named accordingly as IMO-1, IMO-2, IMO-3 and IMO-4. The cultivation of IMOs was done in three groups based on the major sources of energy at 2nd step as control (brown sugar), treatment 1 (Jaggery) and treatment 2 (Molasses). The IMO-1 was obtained after 7 days which was confirmed based on the appearance of white coloured fungal mycelium in all the groups. The IMO-4 was considered as the final product of cultivation process which was confirmed by the presence of fungal mycelium interwoven in the soil. IMO-4 stage was further categorised in different microbial groups based on laboratory examination and only two categories of microbes were witnessed namely bacteria and fungi, none of yeast were found in those inoculums. Out of four types of bacterial colonies, IMB-3 confirmed the presence of Paenibacillus amylolyticus and IMB-4 as Enterococcus casseliflavus. The standardisation of IMOs as inoculum for deep litter housing was performed first time in India.

Abstract:
Abstract The manufacture of organic fertilizers can be accelerated by adding indigenous microorganisms (IMO) which function as decomposers. The purpose of this study was to determine the effect of adding several types of IMO to the N, P, and K content of organic cow manure. This research used animal MOL, namely cow manure IMO and vegetable IMO, namely elephant grass IMO, Aloe vera IMO, pineapple skin IMO and dry cow manures. This study used an experimental method with a completely randomized design with five treatments and four replications. The treatments were A: addition of cow manure IMO, B : elephant grass IMO, C : Aloe vera IMO, D : pineapple skin IMO, E : combination IMO (A, B, C, D). The parameters were measured; the N, P and K content. The results showed that the addition of several types of IMO had a significant effect (P<0.05) on phosphorus content of organic cow manure but had no significant effect (P>0.05) on nitrogen and potassium content. The manufacture of organic cow manure with the addition of several types of IMO for 21 days gave the best results in the combination IMO treatment with 1.70% nitrogen, 0.65% phosphorus, and 1.78% potassium content.

Abstract:
The purpose of the article is to analyze a unique fragment of the manuscript of the hetman’s Pylyp Orlylk’s „Diary” („Diariusz”) from May-June 1730. The methodological basis is the understanding of handwritten notes in terms of combining matters of public importance and private life. The dominance of private discourse in the fragment analyzed here is obvious. In the tenth year of his exile in Thessaloniki, when Hetman Pylyp Orlyk actually lost hope of escaping from „mourning Babylon”, the eldest son came to the father incognito under a disguised name. The hetman’s diary entries about his last meeting with his son in Thessaloniki are extremely sincere and touching. These notes represent picturesque figures of people whom fate brought to distant Thessaloniki. Not only father and son, but the whole environment – multi-ethnic, multifunctional, multi-religious, multilingual, but still able to understand the threat of pandemic and war. In general, the „Diary” of 1720–1732 pp. – which is one of the largest in the history of world literature – is the dominant motive is „discourses”: conversations, games, discussions, including theological and philosophical. The arrival of his son inspires a powerful anthropology of memory. The conversations refresh those experiences that are related to everything that happened before and after the Poltava battle. And it was this defeat that shocked the whole being of the hetman. According to Vladislav Tatarkevich, none of the other events gives as much suffering as wars, including lost ones. The hetman noted in detail the meetings and conversations with his son. They convincingly testify that his young diplomat is a new type of figure, a strategist of the European type. Hryhor (Grégoire) Orlyk is the successor of the project by the hetmans Petro Doroshenko and Ivan Mazepa, seeks to rely on France, which during the 18th century – which was almost the only great power in Christendom – opposed Moscow’s expansion in Europe.

Arbetet har svarat mot frågan om hur ett befäls arbetssituation ser ut i dag på bryggan och hur den mängd regler och riktlinjer som finns för vaktgående befäl påverkar hans förmåga att framföra fartyget på ett säkert sätt. För att studera detta har en litteraturstudie utförts där vi studerat transportstyrelsens utgivna haverirapporter samt forskning inom områdena om mänskliga faktorn, fartygsorganisation och sjösäkerhet.   Det som framkommit under arbetets gång är att manskapet ombord de senaste åren allt mer har fått ge vika till förmån för teknik men då reglerna inte följt med i tempot kan det vara så att fartyg i dag inte uppfyller kraven för minimibesättning. Även om vi kan påvisa att befälen har en hög arbetsbelastning går det inte att se varför de handlat som de gjort vid olyckstillfällena. Vidare har konstaterats att det finns utrymme för framtida forskning i ämnet där man exempelvis kan se över hur haverirapporterna är utformade.
This work answered the question about how the situation is today on the bridge for the nautical officers and how the amount of rules and guidelines that exists affects his ability to manoeuvre the ship in a safe way. To study this we have performed a literature study where we studied the Swedish Transport Agency’s published accident investigation reports as well as research in the fields of human error, shipping organization and safety at sea.   Our findings show that the crew on board has been reduced due to technical advancement. However, the rules have not followed the same pace and therefore today’s ships may not fulfil the requirements of minimum manning on board. Although we can tell that the officers have an increased workload we cannot see why they have acted as they did at the time of the accidents. It can also be shown that there is a need for future research where, for example, studies on how the accident investigation reports are designed.

Abstract:
This study concentrates on primary education and community projects as analytical tools. It hypothesizes that there is an hierarchy of allocation that mirrors core-periphery relations of regions, and that there is a rural-urban dichotomy in the endowment of specific Local Government Areas (LGAs). The combined evidence of the distribution of teachers and of pupils by sex, and of budgeted amounts for community projects, suggests a three-level division of LGAs. There are low-endowment rural LGAs, having high male-to-female teacher ratios and, to some degree, more male than female pupils. There are high-endowment rural LGAs, with rough parity of teacher and pupil ratios, and varied--but high--levels of project budget. Finally, there are urban LGAs, with high female-to-male teacher ratios, a tendency for female pupils to outnumber male, and very low community project budgets. However, these divisions are based on crude statistics, rank-ordered, and take no account of effects of the larger region (i.e. Eastern Nigeria). The preliminary interpretation, which does support a rural-urban endowment dichotomy, is of limited value because statistics essential to a definitive conclusion are unavailable. Abstract:
Postpartum depression affects many postpartum mothers. When postpartum depression is not timely assessed, identified, and treated, it can lead to problems with mother child bonding and cause family problems, negligence, and infant death. The purpose of this phenomenological study was to understand Imo State women's lived experiences and perception on sufficiency of the assessment and treatment received for their postpartum depression. The conceptual theory for this study was the empowerment theory. In-depth, face-to-face interviews were conducted to examine 10 Imo State postpartum mothers' lived experiences of assessment processes and to understand if their psychological desires were addressed. The interviews were audio recorded and notes were taken; the recordings were transcribed, and the transcripts were imported into NVivo9 for the data to be examined. The inductive coding method was used in data coding. The text was used as the source for coding, and the dominant themes were isolated and a range of themes were defined. The themes that appeared from the participants' responses were tearful and anxiety during and after pregnancy, inadequate assessment, stress, lack of knowledge, coping mechanisms, herbalist, and prayer. The participants stated that feelings of unhappiness and sadness increased after delivery of their babies, which were misinterpreted by family and friends. Participants stated that they sought recovery through prayer and herbs. The findings from this study can be used to promote positive social change by enhancing Imo State women's awareness on postpartum depression and also to support health care providers in designing relevant assessments and providing care for women with postpartum depression.

Abstract:
The goal of this paper is to find out how solar cells can improve energy efficiency on-board M/S Sydfart. The paper is based on a number of energy measurements on board the M/S Sydfart. The solar surface is calculated by measuring the available space for installing solar panels. Global radiation data is taken from STRÅNG's database, the data is then used to calculate the theoretical power produced by the solar cells. Energy efficiency is analysed in two ways. The first analysis focuses on how much of the daily energy usage that can be covered with solar cells. The second analysis focuses on the change of EEOI attainable with solar cells installed. The electrical energy consumption on-board M/S Sydfart, during the summer, is almost entirely covered with solar cells. The paper however shows some disadvantages. During the winter, the produced electrical energy from solar cells are low and an unreasonably large area of solar panels is required to cover the electricity demand. Two scenarios are evaluated. In scenario one, all the space available for the installation of photovoltaic panels is used. This gives a large energy surplus during summer. In scenario two, only half of the surface is used to install solar panel. This results in a smaller energy surplus without any significant loss of usable energy. Given that M/S Sydfart has limited ability to take advantage of energy surplus, the second scenario is recommended. The result shows that energy efficiency will be improved. Depending on the season, EEOI can be improved between 0.5 % and 12%. There is no demand for improvement in EEOI from IMO. It is up to the shipping companies themselves to set internal targets for improvement.
Målet med denna uppsats är att ta reda på hur solceller kan förbättra energieffektiviteten ombord M/S Sydfart. Uppsatsen baseras på ett antal energimätningar ombord M/S Sydfart. Solcellernas yta beräknas med hänsyn taget till tillgänglig yta för att installera solpaneler. Globalstrålningsdata kommer ifrån STRÅNG`s databas, den datan används sedan för att beräkna en teoretisk producerad effekt utav solcellerna. Energieffektiviteten analyseras på två sätt. Den första analysen ser på hur mycket av den dagliga energiförbrukningen som kan tillgodogöras med solceller. Den andra analysen baseras på hur stor för- ändring av EEOI som kan uppnås med installerade solceller. Elenergibehovet ombord M/S Sydfart, under sommarhalvåret, kan nästan helt täckas med solceller. Uppsatsen visar dock en del nackdelar med solceller. Under vinterhalvåret är den producerade elenergin från solcellerna låg och en orimligt stor yta solcellsmoduler behövs för att täcka elenergibehovet. Två scenarion utvärderas. I scenario ett utnyttjas all tillgänglig yta för installation av solcellsmoduler. Detta ger ett stort energiöverskott på sommarhalvåret. I scenario två halveras ytan för solcellsmoduler och energiöverskottet blir då mindre. Med hänsyn till att M/S Sydfart har begränsad möjlighet att ta till vara på energiöverskottet, rekommenderas scenario två. Resultatet visar att energieffektiviteten kommer att förbättras. Beroende på årstid, kan EEOI förbättras mellan 0.5% och 12 %. Något krav på förbättring av EEOI finns inte från IMO. Det är rederierna själva som sätter upp interna mål för förbättring.

Abstract:
In the maritime industry the International Maritime Organization (IMO) is the UN organization responsible for developing international safety and environmental protection regulations. IMO has now developed the second version of ‘Guidelines for Formal Safety Assessment (FSA) for use in the IMO rule making process’. The Guidelines are available as circulars both from the Marine Safety Committee (MSC) and the Marine Environmental Protection Committee (MEPC). This standard is, as far as the author knows, the first risk assessment standard adopted in an UN organization. The work with developing this standard was initiated in 1995 at IMO based on an UK initiative. As there have been some attempts to develop internationally accepted risk assessment and risk management standards also in other industries, this paper tries to describe some of the experience and lessons learned from developing and implementing FSA at IMO. Paralleling the development of the guidelines there has been a number of applications of the guidelines, recently focusing on bulk carrier safety. Relevant studies have been carried out by UK, by Japan, by Norway and International Confederation of Free Trade Unions (ICFTU), and by the International Association of Classification Societies (IACS). These studies will be briefly reviewed with respect to methods used, assumptions made and conclusions drawn. The entire process from the initial terms of reference formulated by IMO to the final decisions is considered. The main conclusion is that the maritime industry has made a lot of progress, quite fast, in the use of risk assessment as part of the decision making process. This being the case, despite the many communication problems that arises in discussing risk issues in international forums. Furthermore, the FSA has helped balancing the often conflicting interest of the flag states and non-governmental organizations present in IMO. In 2004, a new initiative was taken on developing Goal Based Standards at IMO. This initiative was taken by Greece and Bahamas, and has now been debated at three meetings of MSC. The paper will also discuss the relationship between GBS and FSA based on the experience gained.

Neste artigo o objetivo é avaliar os resultados das ações da política de Intermediação de Mão de Obra (IMO) promovidas pelo Sistema Nacional de Emprego (SINE) de 2015 a 2019 no Município de Teresina (Piauí), verificando se estas ações proporcionaram a inserção do trabalhador no mercado de trabalho formal. Primeiramente, são apresentadas breves considerações teóricas sobre as Políticas Públicas de Trabalho, Emprego e Renda do SINE e de suas principais políticas, além da função da IMO para o mercado de trabalho e a importância da avaliação dos seus resultados. Posteriormente, consta a metodologia da pesquisa com ênfase para as duas principais fontes de dados: i) o Relatório de Situação de Produção de Posto de Atendimento – IMO, gerado pelo SINE, em que foram obtidos os dados de vagas captadas/ofertadas, trabalhadores inscritos para IMO, encaminhamentos de candidatos às empresas e colocações; ii) o Cadastro Geral de Empregados e Desempregados (CAGED), em que foram coletados os dados de admitidos e desligados no mercado de trabalho formal. Conclui-se que o SINE teresinense registrou involução nos resultados de suas principais ações para IMO e que, durante o período analisado, o serviço atuou com baixa efetividade nas colocações dos trabalhadores no mercado de trabalho formal. Propõe-se a atuação pública no monitoramento das ações da IMO executadas pelo SINE, com a finalidade de que haja evolução na sua participação nas admissões do mercado de trabalho formal na capital piauiense.

Abstract The Intravenous Membrane Oxygentor (IMO) is a device that consists of hundreds of hollow fibers and an elastic, non-permeable, balloon that is positioned within the vena cava. The balloon inflates and deflates rhythmically to a given amplitude and frequency to generate cross flow, promote blood mixing, and enhance the gas exchange. The IMO has been designed to provide temporarily up to 50% of the O2 and CO2 exchange requirements to patients who suffer Acute Respiratory Distress Syndrome (ARDS) [1–4]. This illness affects approximately 150,000 people per year in the U.S. and is characterized by non-cardiogenic pulmonary edemas and a rapid and progressive malfunctioning of the lung [4]. The IMO device is an alternative therapy to conventional treatments such as mechanical ventilation and extracorporeal membrane oxygenation [5–7]. This paper reports the investigation of the flow and oxygen transfer characteristics of the IMO device shown in Fig. 1(a) and describes the numerically obtained flow patterns and the oxygen transfer characteristics for stationary and pulsating balloon regimes.

The International Maritime Organization (IMO) plays a key role in the development and promotion of international standards for shipping ensuring their effective implementation through the member states. The ability to measure the performance of IMO member states in terms of implementation and enforcement of international legislation in maritime safety is critical. Here we discuss the benefits of the IMO Audit Scheme towards capacity-building and review the performance of flag states. An analysis and assessment of recent audit summary results is presented, demonstrating the contribution of the Audit Scheme towards better performance of member states. Finally, we will discuss areas for research, where additional actions/interventions could lead to future improvements in safeguarding global maritime safety.

Degradation of insensitive munitions (IMs) by ultraviolet (UV) light has become a concern following observations that some UV-degradation products have increased toxicity relative to parent compounds in aquatic organisms. This investigation focused on the Army's IM formulation, IMX-101, composed of three IM constituents: 2,4-dinitroanisole (DNAN), 3-nitro-1,2,4-triazol-5-one (NTO), and nitroguanidine (NQ). The IM constituents and IMX-101 were irradiated in a UV photo-reactor and then administered to Daphnia pulex in acute (48 h) exposures comparing toxicities relative to the parent materials. UV-degradation of DNAN had little effect on mortality whereas mortality for UV-degraded NTO and NQ increased by factors of 40.3 and 1240, making UV-degraded NQ the principle driver of toxicity when IMX-101 is UV-degraded. Toxicity investigations for specific products formed during UV-degradation of NQ, confirmed greater toxicity than the parent NQ for degradation products. Summation of the individual toxic units for the complete set of individually measured UV-degradation products identified for NQ only accounted for 25% of the overall toxicity measured in the exposures to the UV-degraded NQ product mixture. Given the underestimation of toxicity using the sum toxic units for the individually measured UV-degradation products of NQ, we conclude that: (1) other unidentified NQ degradation products contributed principally to toxicity and/or (2) synergistic toxicological interactions occurred among the NQ degradation product mixture that exacerbated toxicity.

Ferry accidents are fairly common globally, causing countless deaths and injuries. Whereas ferry transportation is an integral part of the domestic transport infrastructure in many countries, particularly archipelagic countries such as Indonesia and the Philippines, river deltaic countries like Bangladesh, countries with extensive riverine systems such as the Democratic Republic of the Congo, Nigeria and Senegal, or even a combination of great lakes, rivers and archipelago such as Tanzania, these countries are experiencing a high number of ferry accidents and fatalities over the past two decades and, therefore, considered high-risk countries in the ferry transport sector. International community continuously seeks to enhance safety in the domestic ferry industry. Thus, a scoping study has been conducted on the safety of domestic ferries in these seven high-risk countries. The study utilizes a structured methodology to identify focus areas in the seven countries for enhancing safety in the domestic ferry sector. The analysis involves past domestic ferry accidents, maritime profile, industry demographics and stakeholder matrix, regulatory and governance climate, political landscape, and amenability to change and external intervention. Eventually, the study proposes a conceptual framework with fifteen distinct criteria, identified against five attributes as an aid to the decision-making in a country for considering a safety intervention with a high likelihood of success and a significant positive impact on safety in the domestic ferry sector. Furthermore, current hazards threatening the safety of domestic ferries and their role in the formation of accidents; key stakeholders of domestic ferry sector and their state of play; national regulations related to the safety of domestic ferries and alignment with the IMO model regulations; national political landscape; state’s willingness to facilitate and receive a safety intervention; and public attitude towards safety are presented in the respective countries using globally recognized indices, questionnaire surveys and personal interviews.
