International standards now exist across a broad range of regulatory arenas, touching on issues that may be central to domestic values, such as the regulation of health, safety, and the environment. Abstract:
This paper develops and operationalizes the Integrated Economic-Environmental Modelling (IEEM) platform which integrates environmental data organized under the first international standard for environmental-economic accounting with a powerful economy-wide modelling approach. IEEM enables the ex-ante economic analysis of public policies and investment on the economy and the environment in a quantitative, comprehensive and consistent framework. IEEM elucidates the two-way interrelationships between the economy and environment, considering how economic activities depend on the environment as a so

Abstract:
In the current cyber-threat environment, a well-educated workforce is critical to U.S. national security. Today, however, nearly six hundred thousand cybersecurity positions remain unfilled across the public and private sectors. This report explores high school cybersecurity competitions as a potential avenue for increasing the domestic cyber talent pipeline. The authors examine the competitions, their reach, and their impact on students’ educational and professional development.

Tuan, Nguyen Anh, Christian Abe, and Manfred Kiefer. Measuring the Economic Impacts of a Wind Power Project in Viet Nam. Asian Development Bank, 2024. http://dx.doi.org/10.22617/brf240005-2.

Full text
Abstract:
This brief demonstrates the importance of measuring the benefits of Viet Nam’s 144-megawatt Lotus Wind Power Project and defining its economic and social impacts as the country ramps up its renewable energy generation. The brief shows how the ADB-financed project contributed nearly $90 million to Viet Nam’s gross domestic product during construction, and is forecast to generate almost $14 million of annual earnings in the next 20 years. It explains how modeling the impact of renewable projects can guide policy decisions and underscore the need to create a conducive environment for green energy

This Technical Note presents a framework for food security in LAC that takes into consideration the key drivers and external factors behind food security. This framework for food security policy interventions will guide policymakers and analysts in answering the following questions: i) Which are the top priority interventions needed to provide a more focused approach to food security aimed specifically at dealing with the issues that are impeding LAC's capacity to reduce the impacts of the food crisis on its population and at helping to solve the food crisis, given the region's comparative adv

Kang, Jong Woo, and Joshua Anthony Gapay. Factors Affecting Carbon Dioxide Emissions Embodied in Trade. Asian Development Bank, 2023. http://dx.doi.org/10.22617/wps230479-2.

Full text
Abstract:
This paper examines the impact of environmental regulation in exporter and importer economies on crossborder carbon flows. While stricter environmental regulations help reduce carbon dioxide (CO2) emissions from domestic production, leading to lower CO2 emissions embodied in exports, stricter regulations on the importing side lead to higher CO2 emissions embodied in imports. Moreover, stricter environmental regulations could encourage further outsourcing of intermediate inputs by exporters, prompting carbon leakages in the upstream segment of global value chains.

Abstract:
In this paper, we assess the economy-wide impact of Climate Change (CC) on agriculture and food security in 20 Latin American and the Caribbean (LAC) countries. Specifically, we focus on the following three channels through which CC may affect agricultural and non-agricultural production: (i) agricultural yields; (ii) labor productivity in agriculture, and; (iii) economy-wide labor productivity. We implement the analysis using the Integrated Economic-Environmental Model (IEEM) and databases for 20 LAC available through the OPEN IEEM Platform. Our analysis identifies those countries most affect

Over the past three years, there has been a convergence of interest in the global farm and food system and its contributions to feeding the world’s population as well as to ensuring the environmental sustainability of the planet. The 2007/2008 commodity crisis underscored the vulnerability of the global food system to shocks from extreme weather events, energy and financial markets, as well as government interventions in the form of export bans and other measures designed to avoid domestic adjustment to global scarcity. We have learned that a “perfect storm” in which all these factors coincide
