Abstract:
The objective of this paper is to develop a well-defined and sound framework for the implementation of a multi-participant GIS program and to illustrate the developed framework by its application to the Departments of the Town of Blacksburg. A multi-participant approach to implementing GIS technology faces greater challenges than a single-participant GIS project, due to the unique culture, structure, policy, decision-making rule and expectations of participants from implementation of GIS technology. So a successful program depends upon aligning different characteristics of the program's structure to those of participants, individually and collectively. Maximizing the system's potentials necessitates a well-defined implementation framework that can help manage changes and integrate the technology in organizations. Therefore, the paper focuses on the implementation aspects of multi-participant GIS programs. The paper achieves its objective by exploring various issues involved in the implementation process of GIS technology and multi-participant GIS programs, develops a framework for implementing a multi-participant GIS program and applies the framework to the Departments of the Town of Blacksburg to achieve successful implementation. The illustration of the Town of Blacksburg identifies various constraints for multi-participant GIS program for which recommendations are provided to achieve successful implementation.<br>Master of Urban and Regional Planning

Abstract:
Accessibility and Interactivity are keywords of information today and that is equally important in science as anywhere else. When scientists share information it benefits if it is intuitive, informative and simple and does not demand expert skills in complicated formats. This master thesis has the aim to investigate open source software tools to design a web map application that can be used by any institute or NGO to distribute their data over internet. The Java platform to be implemented is the open source OpenLayers which allow users to view and potentially manipulate GIS map data through a web map application. Whatever GIS data made available on the Geoserver (the host site for the application) can be shared to users worldwide. The user can then: add from a list of available data layers, choose background (e.g. Google Earth, Open Street Map, etc.), zoom in and out, pan, change symbols and colors, add their own data on top and start animation (if applicable). The data distributed from the Geoserver can also be viewed and accessed from smartphones whichopens the possibility to make the public part of the larger data gathering task of specific scientific inventories like observations of migrating birds, or whatever indicator a specific scientist is interested in. Data is uploaded to the Geoserver and can then be analyzed and the result is distributed to the public.

The fluctuations in the demand for construction work have often resulted in skills shortages. This has led to the need for effective construction labour market planning strategies, which enable the construction industry to meet its skills requirements, particularly in periods of peak demand. Existing approaches to construction labour market planning have several limitations. They do not shed light on the socio-economic and spatially influenced issues within which the industry's skills shortages are rooted. There is, therefore, a need for more appropriate decision-support mechanisms that can take account of spatial problems in terms of skills demand and supply influences. Through industry involvement, this research has explored how GIS can enhance the labour market planning process in construction. The research briefly reviews the nature of labour market planning in construction, introduces geographic information systems, and highlights the opportunities they offer for overcoming the limitations of existing approaches. The implementation of the GIS-based system and its application to a specific labour market planning initiative is then presented. The evaluation of the system by prospective end-users reveals the enablers, barriers and benefits of the system implementation. Organisational issues that had a bearing on the implementation are also examined and recommendations made for further research.

Abstract:
Gravity is measured and used by Lantmäteriet to calculate a model of the geoid to get accurate reference heights for positioning. Lantmäteriet are continuously measuring new gravity and height data across Sweden to both complement, replace and to add new data points. This is mainly done by measurements in the field at benchmark points. One of the major reasons for continued measurements on e.g. benchmark points is that the measuring always moves forward which makes the measurements more accurate. More accurate data leads to a more accurate calculation of the geoid due to the more accurate gravity values. A more accurate geoid gives the possibility of more precise positioning across Sweden, due to the more precise height values. Lantmäteriet is in the process of updating their entire database of gravity data. They are also measuring at locations where there are none or sparse with measurements. As a stage in the renewing of their database and other systems the Geodesy department wishes to get an introduction to the ArcGIS environment. By customizations of several ArcGIS functions, Lantmäteriet’s work with the extensive data will get easier and perhaps faster. Customized tools will help make e. g. adding and removing data points easier, as well as making cross validation and several other functions only a click of a button away.

This thesis has been performed at consulting firm Sweco Position in Jönköping. The thesis is divided into two main sections: theoretical and practical. The theoretical section contains an investigation into the possibilities of implementing a geographical information system (GIS) for administrations of wells with the integration of Bing Maps for Windows 8 and Windows Phone 8. The practical work comprises the development of a prototype for Windows 8 and Windows Phone 8. The students review the Model-View-ViewModel-pattern on a theoretical basis, compares the differences between Windows 8 Pro and Windows RT. The thesis also contains and investigation into the pros and cons of a web based application compared to a native one. The result of the thesis will be comprised of a GIS-service developed in C# in co-operation with XAML with the options of saving data locally and a WMS-based service layer for Windows 8 and Windows Phone 8.<br>Detta examensarbete har utförts på konsultbolaget Sweco Position i Jönköping. Arbetet har varit uppdelat i två större delar: teoretiskt och praktiskt arbete. Teoretiska delen omfattade en utredning kring möjligheterna att implementera ett geografiskt informationssystem (GIS) för administration av brunnar med hjälp av Bing Maps tillsammans med Windows 8 och Windows Phone 8. Praktiska arbetet omfattade skapandet av en prototyp till Windows Phone 8 och Windows 8. The advent of faster, cheaper, and more powerful computer hardware has led to the widespread integration of GIS technologies into decision making processes within local governments. Most GIS literature has focused on the models and benefits that the technology can produce and not on the impacts that GIS has on the organization. This research explores the political and administrative implications of utilizing a GIS to address a resource allocation problem within the Fire Service Administration of the City of Norfolk, VA. A network model is employed to allocate rescue resources throughout the city in various configurations. The goal of NFPS (Norfolk Fire and Paramedical Services) is to be able to cover the entire City of Norfolk within five minutes of travel time. City and NFPS administrators evaluate various models based upon a provided questionnaire that focuses on the administrative and political viability of each of the models produced.<br>Master of Science

An emerging trend in GIS is the adoption of object oriented concepts for both logical and physical design phases. Extensive research has been conducted on logical design of GIS and several conceptual models have been proposed. Classical data models like the relational data model have proven to be insufficient for the conceptual modeling of spatial data. Therefore among other object oriented modeling tools, a new modeling language, Unified Modeling Language (UML) has also become a popular modeling tool in the GIS domain due to its wide acceptance in industry. In this thesis ArcInfo UML Model, which is an extension of UML and proposed by ESRI is utilized to create analysis pattern of Sanliurfa Harran Plain within the scope of GAP (In Turkish, G&uuml<br>neydogu Anadolu Projesi). The proposed analysis pattern mainly characterize the irrigation drainage system, social environment and irrigation management activities of the Sanliurfa Harran Plain and incorporate the interactions between, and among, features of the system. At the implementation phase ESRI&#039<br>s geodatabase model is used. This is an object relational spatial database utilizing the full functionalities of the underlying relational DBMS. This hybrid approach claims to be the most promising approach to deal with the complex data types found in GIS applications and allows the storage of spatial and non-spatial data together. Besides many advantages of geodatabase, ability to implement it in a multi-user environment is the most remarkable one. In this thesis both the personal and multi-user approaches, in which the underlying DBMSs are MS access and Oracle, are tested. The multi-user geodatabase is built in three-tier architecture with ESRI&#039<br>s ArcSDE (Spatial Database Engine) as the middleware.

The aim of this study is to examine key implementation and managerial issues surrounding the use of a Geographic Information Systems (GIS) as a Decisions Support Tool (DST) for planning and managing development interventions. Ever since the emergence of GIS as a powerful analytical tool in almost all spheres of human endeavour, many organisations involved in development work have adopted its use. But the challenges of conceiving and implementing a GIS in ways that are more responsive to the problems that trigger its purchase remains a daunting task to many development organisations; even those with a wealth of experience in GIS. This is one of the motivating factors for this study. In this research, some relevant themes in GIS implementation and GIS management as a Spatial Decision Support System (SDSS) were examined in the literature review. A case study research strategy was used focusing on the experience of the Nelson Mandela Bay Municipality Enterprise GIS (EGIS). The study examined how the system is been ran and what other development organisations can learn from this experience. Data was collected and analysed using a mixed research methods approach. The findings show a good level of GIS acceptance among municipality staff. However, running the system is not hitch free. A couple of problems and challenges were identified on the field. It is recommended that the municipality like most development organisations seeking GIS solutions should put the user at the centre of every technical innovation in GIS as a DST.

The aim of this study is to develop a search tool for roads for mobile GIS application. The satellite image of Ankara is the base map of program. There is also a search option for the roads. The application is based on open source libraries, which are ECW for imagery and SQLite for the database of vector. The application is coded in Embedded Visual C++. The study shows that mobile GIS applications can be prepared by the help of open source libraries. There is no need to buy a commercial product to mobilize the GIS.

It has been realised in the GIS community that most 2D GISs are capable of handling 2D spatial data efficiently, but systems have had less success with 3D spatial data. This is reflected in the current GIS market place where systems which can handle 3D data are hardly available - due to several impediments in implementing such systems. This thesis attempts to address some of the impediments. The impediments which related to spatial data especially data representation, data structuring and data modelling using object-oriented (OO) techniques are the foci of this thesis. OO techniques are utilized because they offer several advantages over the traditional (i.e. structural) techniques in software development. In the aspect of spatial representation, several major representations are investigated, which then lead to identifying an appropriate representation both for 2D and 3D, that is triangular irregular network (TIN) data structures. 2D data is represented by a 2D TIN, and 3D data is represented by a 3D TIN (also called a tetrahedral network or TEN). Several algorithms were developed for the construction of the data structures where procedures such as distance transformation (DT) and Voronoi tessellations were utilized. Besides standard Delaunay triangulations, constrained triangulations were also developed, thus the inclusion of real world objects in the spatial data modelling can be facilitated. Four classes of real world objects are identified (i.e., point, line, surface, and solid objects). For the purpose of spatial data modelling of the four types of objects, a formal data structure (FDS) is utilized.

Abstract:
Metadata is an important part of any Spatial Data Infrastructure (SDI). Without proper and sufficient documentation of spatial data, resources are lost when pre-existing data has to be recreated or if data sets overlap. At the same time, creating and updating metadata can be a resource intensive task. Lantmäteriet seeks to optimize the creation and updating of metadata according to the new INSPIRE directive, as well as the Swedish National Geodata Strategy. INSPIRE (Infrastructure for Spatial Information in Europe) seeks to increase cooperation between nations in Europe through harmonization of certain spatial data themes, increased data and software interoperability, as well as the creation of a European spatial data infrastructure.  INSPIRE lays the judicial foundation for this European cooperation. Sweden has been involved with INSPIRE since May 15th 2009. This thesis is aimed at developing the most optimal business process model for how the Swedish Mapping, Cadastral, and Land Registration Authority (Lantmäteriet) can create and update metadata according to the new INSPIRE directive based on best practice case studies and extensive literature review. The European Commission (EC) INSPIRE directive will be fully implemented in 2010. Furthermore, a survey of current metadata practices has been carried out to establish a starting off point for metadata creation at Lantmäteriet as well as a best practice business process model using ArcGIS Desktop.

Geographical Information Systems (GIS) are today widely used for management of spatial data, particularly that relating to network infrastructure for telecommunications, utilities and transport. GIS also form a valuable tool for planning the future development of such networks and many organisations use GIS packages for this, despite the fact that it is not necessarily a task for which they have been designed. They may therefore lack many features that are of benefit, or even essential, for efficient storage and analysis of data relating to future designs. This thesis considers what the characteristics of such data may be and what shortcomings exist in current GIS regarding this, and then describes the development, implementation and testing of suitable models and methods to address these shortcomings. Of particular importance is found to be the need for a network-planning GIS application to incorporate an appropriate model of time for handling situations where there may be many alternative scenarios, a subject which has hitherto been largely unaddressed by GIS research despite having obvious applications. Existing temporal models are therefore examined to find the most suitable, which is then developed from a broad conceptual model to a model specifically designed for application to spatial network planning; Temporal Topology. The possibility for automated design optimisation using this model is then introduced, and some appropriate methods for performing this task are given. Issues which may affect the implementation of an application using the Temporal Topology model and these optimisation methods are then considered before the description of an implementation which was used to carry out a network planning case study with the aim of testing the concepts developed in this thesis. The implications of this research on the wider field of GIS, and particularly Temporal GIS are then considered.

Abstract:
This thesis describes in detail how a mobile Geographical Information System (GIS) was designed, implemented and evaluated for the prevailing circumstances of a land regularisation project in Lesotho in Southern Africa. The GIS was developed as an application for the Android platform, primarily with the tablet-computer format in mind, to be used for land registration field work. The main purpose of the paper is to determine whether an ad hoc mobile GIS solution can improve the efficiency of the field work as well as the integrity of the data collected in the field work of the land regularisation project in Lesotho. The aim is also to evaluate the performance and usefulness of modern tablet computers in this context. The application was developed and tested on site in Lesotho on two tablet computers borrowed from Samsung Electronics AB in Sweden. After the development phase, the solution was later implemented on tablet computers of a different model for the remainderof the land regularisation project in Lesotho. The design process started with a field visit where the work-flow of the project was analysed. From this a needs analysis were formed together with the management staff on site that served as a base for the development process. The development and implementation was then performed with continuous communication and evaluation with the personnel of the project. As the development progressed, the solution was also tested and evaluated continuously in the field work. Not only did the solution perform well both software- and hardware-wise, despite strong sun from high altitudes and lack of internet connection in Lesotho, it also exceeded the expectations of the staff. The solution significantly improved the work environment for the field workers of the project and the efficiency was raised, according to the evaluation. A unified management staff concludes in the evaluation of this paper that they will consider using tablet computers together with an ad hoc application for the field work of their next project.<br>Denna rapport beskriver i detalj hur ett mobilt geografiskt informationssystem (GIS) utvecklades, implementerades och utvärderades inom ett fastighetsindelningsprojekt i Lesotho i södra Afrika. Lösningen utvecklades som en ad hoc-applikation för operativsystemet Android, i första hand med pekdatorformatet i åtanke, för att användas i fältarbetet inom projektet. Det huvudsakliga syftet med studien är att undersöka huruvida en mobil GIS-lösning kan förbättra fältarbetets effektivitet men också om kvaliteten kan höjas för data insamlat i fält i Lesotho-projektet. Ett annat mål är att utvärdera nyttan av moderna pekdatorer och hur de presterar inom ett lantmäteriprojekt i Afrika. Applikationen utvecklades och testades på plats i Lesothos huvudstad Maseru på två pekdatorer som lånades från Samsung Electronics AB i Stockholm. Lösningen implementerades även på pekdatorer av en annan modell när utvecklingsprocessen närmade sig sitt slutskede och metoden kom att användas fram till projektets planerade slut i augusti 2013. Utvecklingsarbetet inleddes med ett fältbesök för att få en förståelse för de egenskaper som applikationen behövde ha. En behovsanalys togs fram tillsammans med beslutsfattarna i projektet. Med utgångspunkt i dessa behov utvecklades applikationen genom nära kommunikation och samarbete med projektets personal. Mot slutet av utvecklingsskedet testades och utvärderades lösningen i fält och förbättrades sedan genom att de kommentarer och förslag som mottogs från fältpersonalen beaktades. Den framtagna lösningen fungerade med gott resultat, både i mjukvaru- och i hårdvaruhänseende, trots stark och högt stående sol och avsaknad av tillförlitlig mobil internetanslutningi Lesotho. Lösningen överträffade även förväntningarna hos projektets personal och den förbättrade fältarbetarnas arbetsmiljö avsevärt. I utvärderingen av den här studien framgår att projektledningen avser utreda möjligheterna att använda en liknande lösning för fältarbetet i framtida projekt.

Implementation of the Flood and Water Management Act (2010) will place increased responsibility on local planning authorities (LPAs) in England for planning approval and future maintenance of sustainable drainage (SUDS) installations. LPAs have limited experience in assessing SUDS, and there is a need for additional guidance to support decision making. A method was developed to analyse environmental and institutional characteristics of existing published datasets using a Geographical Information System (GIS), and to create maps indicating feasible locations for SUDS devices at the strategic scale of a full LPA area. The method was applied to an example study site: Coventry, UK, covering 98.7 km2, of which 33% was impermeable, estimated from Ordnance Survey land cover. The method was reliant on the accuracy of the underlying datasets, although data uncertainties were identified, e.g. the incorrect classification of some land cover and lack of definition in private gardens. Construction of a framework allowed a structured approach to collection and presentation of information, and is a point of reference for other strategic scale investigations of SUDS feasibility. Feasibility maps were generated for SUDS in new developments, on both greenfield and previously developed land, and for retrofit of existing developments, across five main categories of SUDS: source control, infiltration, filtration, conveyance, and detention & retention. In new developments, source control, filtration and detention & retention SUDS were possible in 99% of Coventry, filtration SUDS in 95% and infiltration solutions 17%. The higher number of restrictions imposed on retrofit resulted in a smaller area where SUDS were feasible: source control 68%, infiltration 11%, filtration 64%, conveyance 57% and detention 79%. Soil impermeability and depth to water table were the principal spatial limitations on infiltration and detention SUDS in new developments. Water bodies imposed the small number of restrictions on source control, filtration and conveyance in new developments. Existing land cover was the main driver of feasible locations for retrofit. Smaller parcels of land were available for retrofit (median 35 m2) than for new development (median 100 m2). Private gardens occupied 23% of the city, forming a large part of suburban land cover. Large scale retrofit in these areas would necessitate convincing a significant number of individual landowners of the benefits of SUDS. Use of feasibility maps created using the method developed in this research might encourage more specific and earlier consideration of SUDS in the planning process. Retrofit feasibility maps, in conjunction with datasets identifying problem locations, would assist strategic reviews of SUDS options.

Since literature that evaluates the impacts that Bus Rapid Transit (BRT) has on surrounding property values is limited, this research contributes to this research by investigating if proximity to a BRT station has an effect, either positive or negative, on residential housing values. Further, it investigates if the nature and extent of this effect varied during different stages of implementation of the BRT system and different housing market conditions. Fluctuations in sale prices were mitigated based on a six month moving median. Four hedonic price models were then used to evaluate the influence of independent variables on the dependent variable, adjusted sales price. Results indicated that properties that were in an area between 0.4 and 0.8 mile (network distance) away from a BRT station, possessed about a $5,000 premium in sales price during the bust and initial recovery of the real estate market that occurred between 2009 and 2013. Additional results also indicated that in areas where the percentage of households without access to a vehicle increased, sales prices on residential properties also increased. This study did not employ the use of spatial models and concludes that such models should be used in future research to account for spatial autocorrelation. Further, this research suggests that additional geographic variables should be used to evaluate how residents value accessibility to other transportation systems when compared to BRT.

Efter ett regeringsuppdrag från socialdepartementet startade projektet Svensk geoprocess. Syftet med Svensk geoprocess var att påskynda övergången till enhetliga referenssystem och utarbeta nationella geodataspecifikationer. Enhetliga referenssystem och geodata kommer bidra till en snabbare samhällsbyggnadsprocess och en mer kostnadseffektiv samverkan över kommun- och länsgränser. Svensk geoprocess har tagit fram geodataspecifikationer för nio olika geodatateman, däribland temat byggnad. Geodataspecifikationen beskriver hur data ska samlas in, lagras och tillhandahållas för en enklare myndighetsservice. I geodataspecifikationen ingår en informationsmodell i form av UML och XML-scheman som är tänkt att kunna användas för lagring och utbyte av geodata. Syftet med denna undersökning var att studera geodataspecifikationen för byggnad och ta fram en metod för hur Svensk geoprocess geodataspecifikationer kan realiseras och skapa en databasmodell som följer informationsmodellen. Syftet var också att undersöka om Karlstads kommuns data kan anpassas till geodataspecifikationerna och leverera en GML-fil enligt Svensk geoprocess. För att skapa en geodatabas utifrån informationsmodellen har de delar som ingår analyserats, översatts och omarbetats för att överensstämma med Esri:s geodatabasformat. I programvaran Enterprise Architect har tre databasmodeller byggts upp. Databasmodellerna har nyttjats för att skapa två olika databaser i ArcGIS som har fyllts med data från Karlstads kommuns befintliga geodatabas. Databasernas funktionalitet kontrollerades genom tester. Programvaran FME användes för att skapa GML-filer från de skapade databaserna. Resultatet visar att informationsmodellen från Svensk geoprocess inte kan följas rakt av utan behöver anpassas för att följa Esri:s geodatabas format. Om Svensk geoprocess geodataspecifikation ska kunna följas fullt ut måste alla delar i informationsmodellen ingå i databasmodellen och därmed också databasen. Karlstads kommuns data kan anpassas till Svensk geoprocess informationsmodell men en GML-fil har inte kunnat skapas för utbyte av data. Metoden som användes för att realisera Svensk geoprocess geodataspecifikation ses ändå som användbar men kräver ytterligare utveckling.

The Long Point wetland complex is one of the most significant coastal wetland systems in the Great Lakes, containing a diverse mosaic of wetland vegetation communities that have developed in response to water level fluctuations due to natural climate variability. Natural short-term water level variations are important for promoting wetland productivity and diversity, but long-term water level changes resulting from human-induced climate change can have serious and long-term consequences on the integrity and health of wetlands. The historical response of the wetland to water level fluctuations was quantified and modelled to provide an indication of how the wetland may respond to future projected water level changes - water level fluctuations are used as a surrogate for climate change. A spatiotemporal trend analysis was conducted within a geographic information system (GIS) to determine the effects of water level conditions on wetland vegetation and land cover at the wetland complex at Long Point, Ontario for seven years from 1945 to 1999. The spatiotemporal trend analysis documented changes in the structure and composition of the wetland complex in response to declining and rising water level conditions. During drier periods, there were significant increases in the amount of drier emergent and meadow vegetation, especially within the Inner Bay and northern portion of the outer peninsula. There was less fragmentation and complexity in the wetland as these drier communities expanded forming larger continuous patches of vegetation. During wetter periods, open water increased and there was a predominance of wetter emergent and meadow communities in the wetland. Drier vegetation communities became interspersed with water creating a more fragmented convoluted wetland landscape. The historical response of the wetland vegetation and land cover to water level fluctuations was then simulated with three different wetland models developed in the GIS. A rule-based model, a probability model, and a transition model were developed to assess wetland response to future water level changes. The models were evaluated using simple statistical methods. The transition and rule-based models performed the best and were successful in predicting over 80 % of the wetland vegetation distribution correctly. The probability model was the least successful, predicting only 55 % of the response correctly. The GIS proved successful in documenting wetland response to historical water level fluctuations and providing insight into the potential impacts of future climate change though water level fluctuations on the Long Point coastal wetland complex. The spatiotemporal analysis and wetland modelling advance the role of GIS in wetland management and analysis. They are practical methods within a GIS that can be used to assess the impacts of climate change on wetland systems and to document and model wetland change in other coastal wetlands of the Great Lakes.

The study is in reaction to the problems users were having in implementing a Geographic Information System (GIS) in a sma1llocal authority, where the author was employed. Although the organisation had been using a GIS for some years, progress was below standard. From the initial investigations, it was evident that relevant literature was scant. The majority of information on successful GIS implementation was documented by vendors who supplied the software. These documents were of sites where GIS had been implemented and can be referred to as anecdotal case histories. The format of these reports was unscientific and lacked the rigours associated with academic research found in case studies. This study aims to test if existing methodology for identifYing CSF in IS can be applied to implementing a GIS in a local authority, and this methodology is based on management information science (MIS) theory. The author shows that there are parallels between IS and GIS and that it is possible to use IS theory on CSF, specifically in GIS implementation. He has used the case study method in order to collect data from various sources. The nature of this data is qualitative rather than quantitative. The research was carried out in four phases. The first phase, which was the longest, documented the different stadia and described the experiences of the author as the GIS manager with regard to the implementation. This is the control data set in the study which is compared with the data collected to test the two IS methodologies. The CSF which the author determined in this part of the research were: active top management support, qualified staff and a consolidated budget to ensure that all resources were pooled. These were established from observations and deductions from the experiences recorded in the study. The second phase was twofold and firstly involved a review of literature on methods to determine CSF in MIS planning; secondly it determined the similarity between GIS and IS theory. The author argues that, because of these similarities, IS theory on CSF can be extended to GIS implementation. The third phase required the author to test the two methodologies discussed in the literature review, both of which have limitations regarding their small sample size.

In spatial analysis, many operations are performed considering the neighbouring locations of a feature. The standard definition of a neighbourhood is an area confined by geometrical length and direction with respect to its focus. When allocating a location for a service, the population distribution is often considered. Standard GIS software includes tools for computations with uniform neighbourhoods, usually equal sized circles. These tools can be used for distribution analysis. Many geographic studies used as basis for city planning decisions use distance as an evaluator. It is a frequent occurrence that the actual distance is approximated using factored straight-line distance. For great distances and large datasets, this is a sufficient means of evaluation, whilst for smaller distances for specific locations, it poses major drawbacks. For distribution analysis in a network space, the neighbourhood would need to be derived from the local set of network features, creating a unique neighbourhood for each location. The neighbourhood can then be used to overlay other datasets to perform analysis of features within the network space. This report describes the application of network distance based neighbourhoods to design a tool, Network Location Analysis, for calculating focal statistics for use as a city planning decision support. The tool has been implemented as a workflow of ArcGIS tools scripted as a Python toolbox. The input required by the tool is a population point layer and a vector network dataset. The output is a grid of points with population statistics as attributes and corresponding neighbourhoods generalized as polygons. The tool has been tested by comparing it to standard focal operations implemented in ArcGIS and by applying it to the dataset used when conducting a study on the location of a new metro station using conventional ArcGIS tools. The results have been analysed and visualized and compared to data used in the study. The result concludes that Network Location Analysis surpasses conventional ArcGIS tools when conducting analysis on features in a network. It derives an accurate set of sum and proximity statistics for all locations within the processing extent, enabling analysis on the population distribution throughout the area and for specific points. The output is intuitive, manageable and can be visualized as raster or by displaying the neighbourhoods as polygons and can be used to evaluate population distribution and network connectivity. The drawbacks of the tool are its lack of robustness, its rigidity to input and the inefficient implementation causing execution time to be unpractical.

The original aim of the company was to offer a variety of products, allowing customers to choose the technology which best fit their individual needs. This differed from the typical implementation of HWTS promoters to date, in which an organization often distributes a single technology for the population to use. Instead, Pure Home Water wanted to give users a choice. PHW is also unique because they are attempting to sell their products without any subsidy. The goal is to create a sustainable business that will both bring better quality water to the population and be financially self-supporting. Because the company is new, a need existed to gather data on the demographic, health, and water and sanitation infrastructure within the region. Due to the geographic nature of the project, it was decided that a Geographic Information System (GIS) would be the best tool to store, analyze and represent the data.<br>(cont.) The system could be used to help plan relevant business strategies, and maps could be created to visually communicate important information among the Pure Home Water team and other interested parties. This thesis focuses on the design and implementation of a software system enabling out-of-core rendering of multiple map datasets mapped on virtual globes around our solar system. Challenges such as precision, accuracy, curvature and massive datasets were considered. The result is a globe visualization software using a chunked level of detail approach for rendering. The software can render texture layers of various sorts to aid in scientific visualization on top of height mapped geometry, yielding accurate visualizations rendered at interactive frame rates. The project was conducted at the American Museum of Natural History (AMNH), New York and serves the goal of implementing a planetary visualization software to aid in public presentations and bringing space science to the public. The work is part of the development of the software OpenSpace, which is the result of a collaboration between Linköping University, AMNH and the National Aeronautics and Space Administration (NASA) among others.

The empirical results from past research are quite clear. When the surrounding crime level goes up, housing prices go down. However, what has not been acknowledged in the previous literature is that different crimes might impact our willingness-to-pay heterogeneously. As most of the previous research is done through the usage of simple crime rates, this thesis acknowledges the relative severeness of different crimes. Using the newly developed crime harm index (CHI), the relative severity and harm inflicted by a specific crime is identified. The study is conducted in Sweden, Stockholm, using data for the year 2020. With the use of hedonic price equations, spatial models as well as graphical information system software, this thesis estimates a significant, and non-negligible negative relationship between increased area mean CHI and apartment prices. To the best of the author's knowledge, this is one of the very first analyses within the literature, which acknowledges the relative severeness of crimes, and the first to show a significant negative relationship between increased criminal harm and apartment prices. Further, the resulting estimates and method used in this thesis can be utilized to differentiate between the costs of different crimes, hence enabling precise cost estimates. These estimates could for example be of great use to policymaking, urban planners, and decision-making regarding safety investment.

This study presents a methodology that incorporates geographic information systems (GIS) and remote sensing techniques for the creation of a stream corridor evaluation mechanism, coined the water quality corridor management (WQCM) model. Specifically, the study focuses on determining the viability of the WQCM model in assessing the stream corridor conditions within a northern Denton County pilot study region. These results will aid in the prediction and evaluation of the quality of stream water entering reservoirs that serve as the primary drinking water source for local municipalities.

Human papillomavirus (HPV) is widespread in the population and an important concern for public health. HPV-associated benign and cancerous disease is vaccine preventable yet vaccine uptake has been suboptimal. Adolescents are the primary target for vaccination yet their perspective has been inadequately examined. Ontario provides population-based preventive HPV vaccination to adolescent girls yet in the program’s first 2 years only approximately half of eligible girls received it. Effective strategies to improve vaccine uptake are needed. This thesis proposes a theory and ethics-based model to guide health promotion planning for HPV vaccination. Adopting an adolescent perspective, the model is applied and comprises: 1) a systematic review to identify barriers and facilitators to HPV vaccination from the viewpoint of young females; 2) GIS uses for communicating geospatial health information regarding vaccination; and 3) a roadmap for the future including recommendations for guiding principles, research, intervention development, and health policy.

The use of ERP systems in brazilian public organizations represents a change in operating procedures quite significant and is the result of the worldwide movement "New Public Management" or "New Public Management", occurred from the 1980s, the government pricipalmente U.S. administrations , Great Britain and Sweden. The main feature of this movement is the adoption by government organizations of information and communication technologies (ICT) and operational technologies already tested as efficient from the private organizations. The ERP system arises in the early 1990s, released by the German company SAP, founded in 1972, with the R / 2 and R / 3 products, becoming a leader in this segment, becoming the product of information technology used by most large public and private organizations worldwide. The implementation of this type of information technology in organizations has as consequence the beginning of a state of organizational change, where all the people involved, planters, managers and operators get the reflexes arising from the adoption of new technology. In public organizations, especially in Brazilian IFES, there are few studies on the investigation of these reflections, which can be both difficult as benefits to be enjoyed by people. The aim of this study is to describe the implementation of an ERP system in a Brazilian IFES through the study of the life cycle of this system along with the difficulties and possible benefits of adopting this emerging information technology.<br>A utilização de sistemas ERP em organizações públicas brasileiras representa uma mudança de procedimentos operacionais bastante significativa e é fruto do movimento mundial "New Public Management" ou " Nova Administração Pública", ocorrido a partir dos anos de 1980, pricipalmente nas administrações governamentais dos Estados Unidos, Grã-Bretanha e Suécia. A principal característica deste movimento é a adoção pelas organizações governamentais de tecnologias da informação e comunicação (TIC) e tecnologias operacionais já testadas como eficientes provenientes das organizações privadas. O sistema ERP surge no início dos anos 1990, lançado pela empresa alemã SAP, fundada em 1972, com o produtos R/2 e R/3, tornando-se líder neste segmento, tornando-se o produto de tecnologia da informação mais utilizado pelas grandes organizações públicas e privadas em todo o mundo. A implantação deste tipo de tecnologia da informação nas organizações tem como consequencia o início de um estado de mudança organizacional, onde todas as pessoas envolvidas, implantadores, gerentes e operadores recebem os reflexos provenientes da adoção da nova tecnologia. Nas organizações públicas, sobretudo nas IFES brasileiras, ainda existem poucos estudos relativos à investigação destes reflexos, que tanto podem ser dificuldades como benefícios a serem usufruídos pelas pessoas. O objetivo deste estudo é descrever a implantação de um sistema ERP em uma IFES brasileira através do estudo do ciclo de vida deste sistema juntamente com as dificuldades e os benefícios possivelmente emergentes da adoção desta tecnologia da informação.

With the development of economy, more and more cars appear in the roads. Many drivers ignore thedanger about driving after drinking so that drunk driving causes a large number of traffic accidents allaround the world. By now, alcohol has killed a lot of people in the world. To reduce accidents causedby drunk driving, make certain the alcohol content in driver's body would help a lot, and it is related toalcohol concentration measuring and relevant instrument.In this thesis work, the design of a simple alcohol meter was present. The designed system iscomposed of a gas sensor (TGS-822) working circuit, microcontroller PIC16F690 and LCD display.The system collects the electronic signals caused by resistance changes in gas sensor (TGS-822) froma built-in Analog-to-Digital Converter (A/D) in microcontroller PIC16F690, programs withPIC16F690, and displays alcohol concentration in LCD display finally. The measuring concentrationrange of the designed alcohol meter is from 50PPM to 5000PPM. This paper describes the datacollection, processing and display of the designed alcohol meter in detail. And lastly, the authordiscussed about the advantages and disadvantages of the designed alcohol meter, it could beconsidered as a guideline for further work.

This research focuses on human capacity development in the Nigerian oil and gas industry. The need for local capacity building in this industry is imperative because oil and gas proceeds are the major source of foreign exchange earnings for the country. Oil has been exploited in Nigeria for over five decades and there is still relatively poor local participation and hence the need for this research. The idea is to encourage local participation so as to promote economic growth and industrial development. This research identifies reasons for the ineffective implementation of the Nigerian content policy and will develop a framework that will address holistically the factors needed to ensure industrial growth through proper implementation and particular attention is paid to specific factors that enhance participation of local firms in the oil and gas industry. Abstract:
The use of hazardous toxic substances is very common in the industrial sector. The substances are often stored in tanks in storage compartments or transported between industrial premises. In case of an accident involving these substances, severe harm can affect both population and the environment. This leaves a demand for an accurate prediction of the substance concentration distribution to mitigate the risks as much as possible and in advance create suitable safety measures. Toxic gases and vapors are often denser than air making it affected by negative buoyancy forces. This will make the gas descend and spread horizontally when reaching the ground. Swedish Defence Research Agency (FOI) carries today a model called LillPello for simulating the dispersion of gases, yet it does not account for the specific case of a dense gas. Therefore, this thesis aims to implement the necessary effects needed to accurately simulate the dispersion of a dense gas. These effects were implemented in Fortran 90 by solving five conservation equations for energy, momentum (vertical and horizontal) and mass. The model was compared against experimental data of a leak of ammonia (NH3). By analyzing the result of the simulations in this thesis, we can conclude that the overall result is satisfactory. We can notice a small concentration underestimation at all measurement points and the model produced a concentration power law coefficient which lands inside the expected range. Two out of the three statistical quantities Geometric Mean (MG), Geometric Variance (VG) and Factor of 2 (FA2) produced values within the ranges of acceptable values. The drawback of the model as it is implemented today is its efficiency, so the main priority for the future of this thesis is to improve this. The model should also be analyzed on more experiments to further validate its accuracy.<br>Användandet av giftiga ämnen är vanligt inom den industriella sektorn. Ämnena är oftast lagrade i behållare positionerade i lagringsutrymmen eller så transporteras ämnena mellan industrilokaler. I samband med en olycka innehållande dessa substanser kan stora skador drabba både befolkning och miljön. Detta leder till ett behov av att noggrant kunna förutspå koncentrationsfördelningen för att minska riskerna, samt i förväg kunna skapa lämpliga säkerhetsåtgärder. Giftiga gaser och ångor är oftast tyngre än luft vilket gör att gasen blir påverkad av negativ bärkraft. Detta gör att gasen sjunker och sprids horisontalt när den når marken. Totalförsvarets Forskningsinstitut (FOI) besitter idag en modell kallad LillPello som simulerar spridning av gaser, men den hanterar inte det specifika fallet av en tunggas. Därför siktar detta projekt på att, in i LillPello, implementera de nödvändiga effekterna som behövs för att korrekt kunna simulera spridningen av en tunggas. Dessa effekter är implementerad i Fortran 90 genom att lösa fem konserveringsekvationer för energi, momentum (vertikal och horisontell) samt massa. Modellen jämfördes mot data från ett fältexperiment där ammoniak (NH3) släpptes ut. Genom att analysera resultatet från simuleringar kan vi dra slutsatsen att det övergripande resultatet är tillfredsställande. Vi kan notera en underskattning för alla koncentrationsmätningar i simuleringarna och modellen producerade en potenslagsexponent vars värde hamnade innanför den accepterade gränsen. Två utav de tre beräknade statistiska kvantiteterna: Geometriskt medelvärde (MG), Geometrisk varians (VG) och Faktor av 2 (FA2) producerade värden inom de acceptabla gränserna. Största nackdelen med modellen är dess effektivitet och därför är största prioritet för det fortsatta arbetet inom detta projekt att effektivisera implementeringen. Modellen ska även bli vidare analyserad mot fler experiment för att validera dess noggrannhet.

Abstract:
Investment in the global Oil and Gas sector is huge. In 2014, the cumulative investment in between 2014 and 2035 was estimated to be US$22.4 trillion, equivalent to an average annual spend of more than US$1 trillion. A high percentage of Oil & Gas projects go over budget, however, because of poor performance and major schedule delays. Many of these can be traced to problems originating in the design phase. This phase is typically carried out by experienced design consultants, followed by tendering and then execution, involving large construction organisations. Project delivery methods in the sector vary, with 57% using Design-Bid-Build, 38% Design-Build, and 5% Construction Manager at Risk. These methods provide no clear integration or collaborative approaches to ensure stakeholders involvement early during the design phase. This research examines the potential for using Integrated Project Delivery (IPD) as a new approach to improve collaboration by engaging full project teams from early in the design phase. It addresses the following questions: How do current practices in the Oil & Gas sector influence project performance? What are the factors behind poor project performance, and how can project performance be improved by the implementation of IPD? The aim of this research is to create a conceptual framework to implement IPD principles in Oil & Gas projects as a way of improving their performance. This framework will help project stakeholders to be involved during the design phase, which in turn will help to deliver high quality projects, where schedule and costs are tightly controlled. An extensive literature review found 1,056 factors affecting performance, of which 85 could be resolved if addressed at the design phase. A total of 55 factors were related to communication, project management, planning and design problems. A conceptual framework was created to equip stakeholders with a tool to implement IPD effectively. This framework was validated using case studies of very large Oil & Gas projects. This confirmed the criticality of the factors identified, and that they occurred during particular project stages. The framework was structured by plotting the major project stakeholders on one side and the project phases on the other (design phase, tendering, and construction), followed by the performance factors related to project management, planning, design and communication. For each factor, the stakeholders responsible were identified. The research concluded that the Oil & Gas industry suffers from poor performance and the current practices and execution strategies are influencing project delivery. There is a clear gap between the design and construction phases. The conceptual framework developed here will help to improve project performance by bridging the gap and involving all the stakeholders during the design phase, making sure that all the identified poor performance factors can be managed by all those affected, at the most suitable time. The framework is also expected to resolve other factors related to resources, procurement, environment and contracting which are linked to design, planning and project management factors.
