With advancing technology, “literacy” evolves to include new forms of literacy made possible by digital technologies. “New literacy” refers to using technology to research, locate, evaluate, synthesize and communication information. The purpose of the study is to develop a framework to guide science teachers' new literacy practices, and examine the impact of new literacy approach on students' science learning and new literacy skills. The authors worked with 25 middle school science teachers through a two-year professional development (PD), and followed their implementation to investigate the PD impact on their classroom practices and students' learning outcomes. The authors adopted mixed-methods to examine change in teachers' new literacy practices, students' science learning outcomes, and students' confidence in new literacy skills. The study results showed increases in teachers' frequency and types of new literacy practices, positive impact on students' science learning and confidence in new literacy skills. Factors affecting teachers' new literacy practice are also reported.

AbstractThe main goal of the study will be to pay attention to awareness of technological and digital development. Sense of responsibility unites certain groups of entrepreneurs, scientists and decision-makers. The main principles of the idea of corporate social responsibility are related to maintaining balance in business activity between three kinds of capital - economic, human and natural. Following the technological and digital development in recent years, more attention is given to socially responsible creation and implementation of innovation. Corporate Digital Responsibility (CDR), which in recent months has been taking formal shape, is a new initiative within social responsibility. CDR means the awareness of duties binding the organisations active in the field of technological development and using technologies to provide services. The article refers to the dynamic development of technologies that threatens also global labour market due to automation and mass implementation of solutions based on artificial intelligence. Being aware of this dynamic process it is worth to emphasise that businesses and employees have far less time to thoroughly examine social consequences of ongoing implementations related to digitalisation.

With the times, nothing is impossible with internet technology. One of the advantages of the internet is that it allows for developing it to support creativity and openness to the public, especially ICT-based governance or smart governance, by implementing digital signature, both in public services implementation and in correspondence and other documents. Most of the previous digital signature studies were limited to technical research on digital signature' patterns and design. This study aims to describe digital signature implementation as a new smart governance model. This study uses a qualitative research method and data sources consisting of reference data from various previous studies and data sourced from national online media news. Based on the analysis results using NVivo 12 Plus software, digital signature implementation is needed to anticipate cybercrime threats in effective, efficient, and accountable public services implementation as a new smart governance model.

In 2017, AUT rolled out a new initiative called the Interprofessional Learning Zone (ILZ). ILZ is a central, student-driven programme that provides all clinical students (regardless of the programme they are enrolled in) with an opportunity to study and learn together (Flood, 2017) – student enrolments will total to over 1000 in a year. ILZ is a self-select programme, where students volunteer and complete ILZ units to get extra credits and recognition. ILZ as such is not a formal qualification, rather a ‘clinical passport’ that provides the students with industry relevant knowledge and understanding with a key focus on enabling a shared understanding of clinical practices (Floyd & Morrison, 2014). ILZ being student-driven means the learning path and process in the programme is determined by the students. The students enrol and complete learning tasks and activities according to the time they have and their learning needs. The student-driven nature of the programme created significant challenges when it came to evaluating the use of technologies that could help facilitate the course. It was uncertain how many students would enrol and complete a unit of study in ILZ. This created significant pedagogical issues, such as if a group of students enrolled to undertake an ILZ unit how would bookings for the simulation labs be handled? In particular, the system needed to ensure a mix of students from all disciplines to create opportunities for interprofessional learning. This presentation will provide an overview of the evaluative and design processes that informed the choice of the technology in ILZ – discussing similar issues as above encountered over a period of time. Big Data is supposed to be one of the main traits of new coming digital era. Its technological aspects are usually widely discussed, whereas social peculiarities are mostly neglected. We present main approaches to Big Data, and argue that despite seeming revolutionary technology, Big Data can be treated as a new tool to produce knowledge. That means, it generates the same risks and challenges as other breakthroughs we witnessed previously. To our viewpoint, cultural aspects should be as counted as a main issue in Big Data implementation. Since the inability to control big data through prohibiting some peculiar features it possesses, we argue that one should focus on such practical steps as terminology improvements, and the evaluation of societal outcomes of the new technology.

Accompanying infrastructure improvements and networking technology innovation, the development of digital home service industry has gotten more and more attention. However, the digital home service levels have not sufficiently met rising demand from users. Therefore, it is urgent to propose and develop new service modes for the digital home. Geographic information services can provide various spatial information services such as map search, spatial information query. It has become an inevitable trend to implement geographic information services in the digital home. This paper proposes three new geographic information services modes for the digital home after sufficient requirement analysis: pushed information service mode, interactive information service mode, personalized information service mode. The key technologies to implement geographic information services on digital televisions are studied, involving digital television middleware technology, network transmission technology and visualization technology. According to the service modes’ characteristics mentioned above, a service system in the digital home is established to implement geographic information services on the basis of digital television. The implementation of geographic information services in the digital home not only enriches the digital home services content, but also promotes geographic information from specialization to public popularity.

With the rapid development of sensor technology recently, sensors have been applied to various fields for detecting object states, e.g. intelligent agriculture, intelligent power, intelligent city, the Internet of Things, etc., and have becoming more and more critical for dynamic data acquisition. Due to detection environment, detection technology, costs and other factors, access to actual sensors for developing or debugging a sensor application may cause additional costs and time. Meanwhile, testing new sensor applications and protocols needs appropriate feasible ways with low costs and short time. Therefore, it is fairly urgent for designing and developing a simulation environment of sensors and sensor applications. This paper parsed the general structure of digital sensors, and then designed domain-based high level architecture of digital sensor simulator. Finally, the prototype of digital sensor simulator was developed and demonstrated the proper performance. Results show that digital sensor simulator would provide an effective way for testing novel sensors and protocols and also play an important role for constituting sensor network simulation environment.

Purpose – Although the new J-ISIS software from UNESCO, based on Berkeley DB and Lucene technology, complies with some of the technical requirements as seen necessary for digital library applications, an easy way of building collections so far was not available. The purpose of this paper is to give a report on some necessary DL technological requirements, such as the capability to deal with any metadata structure and alphabets and full-text indexing of documents of any length, and how J-ISIS can deal with these, as well as on the production of the DL interface for digital library applications based on Tika technology. Design/methodology/approach – A brief comparison is made with a well-established DL software, i.e. Greenstone Digital Library, regarding the concepts and performance. Findings – While using a quite different architecture and approach, the test shows that J-ISIS can process the documents faster and with more economical storage efficiency, inviting UNESCO to invest more into it in order to allow incorporation of some more advanced features like Greenstone's capability to process intra-document segments and images, but also to allow for new exciting features for digital libraries such as interactivity. Research limitations/implications – The research is based on the J-ISIS prototype implementation of digital library technology and could only be tested on a limited set of documents. Practical implications – Librarians interested in building digital library collections, esp. when doing this integrated with their library systems and catalogs, have a viable new option now within the FOSS-market. Originality/value – This is the first description on J-ISIS for digital libraries.

Fabrication of complete dentures (CDs) utilizing computer-aided design and computer-aided manufacturing (CAD/CAM) methods has attracted a lot of attention. The purpose of this paper was to summarize current knowledge about digital CDs and the relevant technology, and to present the application of the new technology in a dental geriatrics case. Initially, some of the challenges regarding digitization of the oral mucosa as a supporting surface of the CDs’ intaglio surface are listed. Next, a brief introduction of the CAD software capabilities regarding CDs is presented. The latest CAM additive and subtractive techniques for CDs are following. Subsequently, the consecutive steps for the construction of a digital CD as part of the prosthodontic treatment of a 90-year-old ambulative female patient are presented. Finally, some considerations about the digital workflow in CD manufacturing are discussed. In conclusion, the new digital technology has clear advantages; however, implementation requires careful planning. The digital workflow is applicable and versatile.

Purpose The state of interactive digital technology is evolving rapidly and has shifted the ways in which customers shop dramatically. This trend heightens the need for research that examines the latest interactive digital technology tools adopted in fashion retailing. In response, the purpose of this paper was to examine fashion retailers’ incorporation of new interactive digital technology – in both online and offline retailing formats, and including new hybrid contexts – and its results in providing new experiential quality that contributes strongly to engage with customers. Design/methodology/approach The paper first reviews the literature and then proposes the research questions. This is followed by exploratory substantiation of those propositions with the findings from case studies that examined the new interactive digital technology implemented by six leading fashion retailers. Findings Various digital technology tools implemented in brick-to-click, click-to-brick and brick-and-mortar retailing offer customers a variety of experiential qualities that allow them to co-create products, engage in emotion-driven sensational and personalized shopping experiences and seamless shopping virtually, all of which derive from interactive digital technology implemented to enhance customer engagement. Originality/value This research examined the implementation of interactive digital technologies across the full spectrum of the fashion retail settings above. This paper makes an original contribution by adopting a customer-centric perspective and assessing the advantages technology provides to customer’s engagement quality in shopping, which differs from the traditional firm-centric perspective that views technology as a way to innovate retailers’ operations.

There is a gap between policies regarding the use of digital technology in higher education in Norway and what is practiced. Therefore, we have conducted a comparative study of teacher education in Norway and New Zealand. Using Herzberg’s two-factor theory, this study investigates what motivates teacher educators to use digital technology when teaching. Although the professional application of digital tools is more frequent in New Zealand than in Norway, the ability to use digital technology seems to be greater in Norway than in New Zealand. Based on Meier’s formula (performance = abilities × motivation), teacher educators’ performance is considered a result of their abilities and motivation. This indicates that motivation is a key element in understanding why the use of digital tools is more frequent amongst New Zealand teacher educators. When explaining their motivation for using digital technology, Norwegian teacher educators mentioned nine motivation factors and nine hygiene factors. The hygiene factors relate to the mandatory policy and the work conditions when teaching online. New Zealand teacher educators explained their motivation with 14 motivational factors and only four hygiene factors. New Zealand teacher educators seemed to be more motivated to work with digital technology than their Norwegian counterparts. This lack of motivation is one reason that could explain why the application of digital tools seemed lower in Norway than in New Zealand. Norwegian teacher educators explained that the main reason they use digital tools is the top-down implementation of government policy. Therefore, a fundamental challenge in the use of digital technology in Norway is the policy related to its implementation; as a part of the job environment, policy creates job dissatisfaction. Teacher educators from both countries highlighted achievement and policy as their main reasons for using digital technology, but Norwegian teacher educators were especially critical of their own country’s policy.

Abstract:
A new design of Spiking Neural Networks is proposed and fabricated using a 0.35 μm CMOS technology. The architecture is based on the use of both digital and analog circuitry. The digital circuitry is dedicated to the inter-neuron communication while the analog part implements the internal non-linear behavior associated to spiking neurons. The main advantages of the proposed system are the small area of integration with respect to digital solutions, its implementation using a standard CMOS process only and the reliability of the inter-neuron communication.

Background. The article is dedicated to the study of native and international robotic surgery develop¬ment as a revolutionary treatment technology. The article reveals the essence and advantages of surgical treatment using robots. The data provided indicate insufficient growth of the world market for robotic surgery, segmentation by country (in favor of highly developed countries) and monopolization. Materials and methods. The article is structured in theses with infographics, giving a complete picture of the main aspects. Results and discussion. The data analysis helped to identify the main trends and problems of ro¬botic technologies market in surgery. The key issue is the difference between the number of operations that can be possibly performed in robotic surgical technologies and their actual number. Based on the results of the analysis, there were formed promising directions and tasks for the development of robotic surgery and possible approaches to their implementation. In this study there were discussed the possibilities of training doctors and the prospects of the Russian robotic-assisting complex, as well as the paradoxical situation in the world of robotic surgery. The paradox is that despite the low level of market development, growing number of research works in the field of robotic-assisted surgery, its proven therapeutic efficacy and the high demand from behalf of the population and the surgical community, still there are problems that cannot be solved for the next 5 - 10 years. With a focus on the abdominal area, these problems are: high expenses; limited functionality of the robot; the lack of qualified doctors, training problems; unprofitable implementation of robotic surgery for clinics (in the business aspect). The development and implementa¬tion of robotic surgical techniques and technologies in Russia can significantly increase the availability and quality of medical care, and greatly advance the implementation of some projects in healthcare. At the same time, Moscow can initiate the development of robotic surgery in the country and in the world. Conclusion. It is important to fit the new surgical robots into the healthcare system, especially in terms of costs, and perform a large number of surgeries to increase payback. This requires the development and launch of the federal program “Robot surgery”.

The era of “Internet + education” has caused reforms in teaching ideas, teaching modes, and learning styles. The emergence of micro-course technology provides new strategies for integrating learning styles. Task-driven digital mapping teaching, known as traditional classroom organization, has poor teaching effect due to single learning style and strategy. A new teaching mode for digital mapping was constructed in this study based on micro-course technology by combining interactive micro-course technology and digital mapping teaching to adapt to the demands of modern teaching. This teaching mode mainly included four modules, namely, micro-courseware, micro-video, micro-exercise, and micro-examination. It realized the hierarchical teaching of knowledge points in digital mapping course, simplification of basic principles, simulation of engineering cases, and self-evaluation of learning outcomes. The teaching mode was applied to 114 students from the Mapping Engineering Department of Henan University of Urban Construction. Results indicate that the proposed teaching mode based on interactive micro-course technology promoting the independent after-class learning of the students, stimulating their learning enthusiasm, enhancing their practical abilities of the students, and improving the effect of teaching. This mode of teaching provides a new concept for the teaching mode reform of other courses in mapping engineering.

The development process in the coatings industry can be shortened by digital transformation, and its costs can be reduced using a technical enabler. However, formulators need up-to-date and comprehensive data on existing and potential ingredients to develop the formulation. We were curious about how to supply formulators with data. The idea was that suppliers of ingredients provide data using the “common enabling technology”. We hypothesize that direct data entry compensates suppliers because they can shorten the sales process and increase sales. We used a survey to select key sales channels in the industry. Detailed process models were designed using structured interviews. We analyzed models using structural and operational indicators. Finally, we formed a new digital sales process and verified it. The results show that the digitally formatted sales process can be shortened by up to 32%. Simultaneously, more potential customers can be accessed using the common technology. Existing sales channels would not be closed down. Nevertheless, the digital sales channel is expected to prove its worth over time and gradually increase its share. The suppliers of ingredients can thus avoid a radical process transformation and the immediate integration of additional information technology into the company information system in such an evolutionary way.

The article provides a brief analysis of domestic and foreign works on the problems of digitalization in education. It is shown that, along with the benefits offered by the digital space, there are many problems of its use in educational activities. The solution of these problems is primarily associated with the training of teachers to use new opportunities for the organization and implementation of distance learning forms, the development of their digital competencies. At the same time, it has been shown that in both foreign and domestic universities, students in their majority prefer contact forms of classes and want a live dialogue with teachers, despite their rather high digital literacy. Dissemination of new digital technologies is linked with the adoption of new solutions that give shape to relationships between those who offer goods and services in the market and their consumers. In past decades, not all new projects have been commercialised successfully, which explains why one needs to examine the reasons behind a success or failure in putting in place new business models involving elements of digital technologies. This paper discusses a comparative analysis of two cases. Rapid growth of the Californian start-up Airbnb, an operator of a virtual platform in the flat-sharing business that, on the one hand, helps people rent out their properties and, on the other hand, helps travellers find short-term lodging is an example of global success. The non-implementation of the Energy Citizen project demonstrates that, despite a number of advantages, the prosumer model in generating and consuming energy from renewable energy sources so far has fallen short of success. Comparative analysis has helped us to conclude that to be commercially successful in the digital economy one needs a virtual platform operator capable of finding a business model attractive to all operators in a selected market segment. Ensuring benefits to consumers as well as to operators whooffer their goods or services in the market is the pre-condition.

It is proved that the paramount task of the development of the digital economy in Russia is the implementation in the coming years of training the required number of IT specialists capable of providing a qualitative technological breakthrough. A special role in the digital economy is given to high-tech production. The competitiveness of high-tech enterprises is largely due to the use of modern digital technologies in management and production activities. In conditions of high-tech production, factors affecting the competitiveness of enterprises are unstable. A list of external and internal factors affecting the level of competitiveness of high-tech enterprises is established from the standpoint of the greatest degree of influence of information technologies on them. Ignoring the transition to a digital economy can even deprive a successful high-tech company of its competitive advantage. The current level of Big Data usage in the automotive sector in Russia and around the world is considered. The §author describes the main areas of application of Big Data, such as car insurance using telematics devices, navigation, improving the production process of cars in terms of identifying and eliminating system flaws that are detected during operation, as well as about the growing popularity and at the same time causing heated controversy of the technology of unmanned driving. Statistical data on the number of self-driving cars in countries, the level of their introduction into everyday life, and people's readiness for a new stage of transport development are presented. Separately, the author raises the question of the legal regulation of Big Data, which at this stage is in its infancy and requires careful study, identifies current legal problems that arise in the process of implementing this technology. Abstract:
In this paper, we propose an invariant system of factors for the organizational structure of activities in all spheres of society's life in order to systematize new organizational factors that arise during the implementation of the national program "Digital Economy of the Russian Federation" and other national development programs of Russia until 2024, integrated with it. The proposed invariant system of organizational factors in society is based on the results of the analysis of organizational concepts in the system of social sciences. The article examines the nature and mechanisms of its development. In the invariant system of organizational factors in society, four groups of antinomian factors are defined, each of which can enter into antinomy relations with any other group of antinomian factors. These groups of antinomian factors are formed, firstly, in equipment and nature, secondly, in culture and art, thirdly, in economics and politics, fourthly, in science and religion. Equipment and nature give rise to give rise to a group of conditioning factors, since these factors determine the means of activity. Culture and art generate determinants factors, as these factors determine the way one operates. Economics and politics give rise to executing factors, since these factors determine the technology of activity. Finally, science and religion give rise to setting factors, as they determine the methodology of activity. For organizational construction and implementation of activities in society, it is required to establish a continuous simultaneous antinomian correspondence between each pair of groups of antinomy organizational factors and ensure their same continuous and simultaneous synthesis. This synthesis is carried out in people or through people who form society, turning them into a living social organization of the continuous implementation of society's activities, which forms its structure. In accordance with this representation of an invariant system of organizational factors in society, we consider and systematize new factors of organizational design of modern enterprises, institutions and organizations, which are formed in the course of the comprehensive implementation of thirteen national programs. It turns out that the comprehensive implementation of all federal projects of these national programs forms a fundamentally new content of the structure of the invariant system of organizational factors in society, which is characterized by the appearance of imbalances in the structure. This creates for all enterprises, institutions and organizations a constantly accelerating actualization of the problem of their organizational designing. The problem of design organizational research is substantiated as a task of operational organizational modeling for the purpose of operational construction of relevant organizational models, which in turn provide the same operational organizational design of the current activities of enterprises, institutions and organizations. It is concluded that it is necessary to formulate new methodological principles for applying the methodology of a systematic approach to solving these research problems.

Abstract:
This article presents a new design and implementation of a robust and efficient embedded image system which can perform image acquisition, data saving and communication. The system hardware consists of processors of CPLD and ARM, an OV7620 digital camera, an ISSI SRAM and some peripheral interfaces. The key part of the software is the usage of analogous DMA storage and processing technology which makes the image system have a higher efficiency. A memory allocation algorithm is developed to maximize parallel data access and make the utmost use of ARM’s processing ability, thus improving the system performance. Furthermore, a simple practical binary image processing algorithm is developed to enhance the performance of image processing in this article. The experimental result shows that the proposed design approach for a low cost embedded image system can achieve high performance, robustness and efficiency.

AbstractNew digital reality as a spectrum of technologies and experiences that digitally simulate and extend reality in one way or another across different human senses has received considerable attention in recent years. In particular, we have witnessed great advances in mixed reality (MR) technologies, such as Virtual Reality (VR) and Augmented Reality (AR) technology, which provide enormous potential for application domains like training, simulation, education, entertainment, health, and sports. However, also other forms of digitally enhanced reality (XR) supports novel forms of immersion and experiences while generating, visualizing and interacting with digital content either displayed in fully-immersive virtual environments or superimposed into our view of the real world, and will significantly change the way we work, travel, play, and communicate. Consequently, we face dramatic changes in interactive media creation, access, and perception. In this special issue, we solicit work that addresses novel interaction design, interfaces, and implementation of new digital reality in which our reality is blended with the virtuality with a focus on users’ needs, joy, and visions.
