Abstract:
Tobacco use and secondhand smoke exposure are leading causes of preventable morbidity and mortality in the United States. Outdoor tobacco smoke exposure conveys many of the same risks as indoor secondhand smoke exposure. Tobacco-free campuses policies are an intervention to promote a positive social norm that encourages smoking cessation, as well as reduces exposure to outdoor tobacco smoke. This dissertation contains a review of the policy implementation literature; findings from a psychometric analysis of the newly developed Tobacco-free Compliance Assessment Tool (TF-CAT) to assess compliance with tobacco-free campus policies; and results of a campus intervention study to promote compliance. The TF-CAT protocol is designed to count cigarette butts, observe smokers, and use GIS mapping to display hot spots. A total of 413 observations in primary and secondary campus locations yielded compliance data on both the academic healthcare and main campuses. Results show support for the concurrent validity of the TF-CAT. Inter-rater reliability of the measure is strong, and the tool is feasible, though time- and resource-intensive. The intervention study tested the effects of an efficacy-based messaging campaign on the number of cigarette butts observed on campus. After distributing 6,000 message cards in high-traffic areas over three days, there were fewer cigarette butts per day per site post-intervention compared to pre-intervention (n = 312 observations; median = 4.7 vs. 1.9; U=2239, p=.004). It is crucial for tobacco control advocates to ensure implementation effectiveness of tobacco-free policies. Future research needs to refine methods to measure policy implementation effectiveness. In addition, interventions need to be developed and tested to promote policy implementation effectiveness.

Abstract:
The telecommunication system has being one of the greatest inventions of man. Ever since its introduction, it has grown to become the backbone of development and a platform for good governance for most countries throughout the world. Sadly, this good invention of man was never designed with its security or the security of its services in mind [22]. Despite the importance of telecommunication, and the existence of telecommunication systems for so many years, telecommunication system security are neither well understood nor managed effectively [22]. After several years of telecommunication system existence, security concerns are becoming a threat to its existence and operations.  All countries have policies regulating telecommunication operations as well as policies to ensure sanity in the use of telecommunication platforms to the benefit of their societies, governments and the telecom operators. The challenge however, is how efficient and effective these policies are implemented. These challenges, create room for criminals to commit fraud using telecom platforms by exploiting the weaknesses in either the policies or the lack of will to implement the policies by regulators. This thesis used field research method to examine the existing telecommunication fraud prevention policies, the current challenges in implementing these policies and the existing telecom frauds. Using the country Ghana as a case study, the current challenges were broadly placed into three (3) categories as follows: (a) regulators challenges, (b) operators challenges and (c) User/subscriber challenges. Unlike findings of previous studies, the research found that: (i) inefficient telecommunication fraud prevention policies, (ii) the quest to earn high revenue in international termination fees to sustain the economy and telecom operations and (iii) lack of proper coordination and cooperation between implementation agencies, are the new challenges which were not previously stated as challenges to the implementations of telecommunication fraud prevention policies. This does not discount the fact that some of the previously revealed challenges persist. The research findings are used to generalised for other developing countries with features similar to Ghana especially sub-Sahara African countries. And also, all the recommendations are applicable as well.

The high number of working parents in the U.S. means that there are millions of child in need to care during working hours. Research shows that the quality of this care is of high importance in a child's development, both in the short-term and the long-term. States have used a variety of policy tools to regulate child care and to attempt to improve the quality of care. Louisiana has recently implemented a new policy called the Quality Rating System. Directors of centers in Orleans Parish, Louisiana, were interviewed to determine the impact of participation in QRS. Centers are struggling to meet the requirements and feel that changes need to be made for the program to have a better outcome.

The Healthy Hunger-Free Kids Act of 2010 requires that most public school districts implement student wellness efforts that promote physical activity and nutrition. Several studies have found that there were no significant changes to schools' nutrition and physical activity environments as a result of previous district wellness policy efforts, making the identification of strategies that will help facilitate actual health-promoting policy and program changes in schools a timely and important goal. This study investigates effective strategies for improving the implementation of school wellness policies with the goal of understanding factors that predict effective and quality policy implementation more clearly. Specifically, this study explores the results of a consultative technical assistance model aimed at implementing a school-based obesity prevention program as a mechanism for school wellness policy implementation in three cohorts over a 4-year period. Analyses suggest that schools in Urban District 1 and Urban District 2 made significantly more progress in implementing health-promoting policy and program changes than did the national schools cohort.

Abstract:
The study investigated the degree of compliance of selected Arizona public school districts with a set of state statutes which placed a limit on the amount bilingual education services a district could provide to students. The existing literature on implementation and compliance suggested that several conditions might influence districts to implement programs of instruction which would be at variance with the state laws. The study used questionnaires to gather program data from 40 school districts in southeastern Arizona. These questionnaires were screened to determine those districts offering programs of instructions which exceeded the restrictions of state law. Six such districts were found. Interviews were conducted with program administrators in each district to determine the explanations for noncompliance. An interview was also obtained with an Arizona Department of Education official to determine the role of the state regarding the bilingual statutes. Information obtained from the interviews revealed that several of the programs had been established under federal pressure to provide equal educational opportunity to limited-English-proficient children. These programs had existed long before these state statutes were put into effect in 1981. Data also indicated that the state statutes lacked enforcement mechanisms. The state agency responsible for those programs received no mandate to monitor districts or to enforce state restrictions. Also, this agency was federally-funded with a primary loyalty to federal priorities to keep programs in operation and with a service rather than an enforcement orientation toward local districts. No enforcement of the restrictions found in the 1981 bilingual statutes took place. Furthermore, administrative regulations for the 1981 statutes were formulated which permitted programs of instruction exceeding state limitations to continue. In 1984 new bilingual statutes were put into effect which removed the restrictions of the old statutes. The new statutes are discussed from the historical perspective of the earlier statutes.

These years has witnessed a rapid change in staff’s working pattern. Flexible working arrangements are increasingly widespread in developed countries as well as developing countries. The adoption level of flexible working arrangements is predicted to keep increasing in the future. However, some obstacles will emerge when flexible working policies are carried out in companies. The results such as low participation of staff in flexible working arrangements may fail to live up organizations’ expectation. Accordingly, employers’ and employees’ evaluation of flexible working policies may be helpful to remove these obstacles and plays a vital role in improving the implementation of flexible working arrangements.Considering that change of the implementation of flexible working policies will have direct impacts on employers and employees, these two groups of people are chosen as respondents to investigate. The respondents of this thesis are from foreign and multinational companies in China. Since documental data on flexible working policies are quite few, the researchers have collected both qualitative and quantitative data by doing interviews and a survey. The findings of the interviewees’ opinions and the survey data show both similarities and differences between employers’ and employees’ evaluations, which may pave the way for improvement of the implementation of flexible working arrangements.The findings of this research show that the implementation of flexible working policies is affected by two categories, “the content of policies” and “the external factors influencing the implementation of policies” such as facilities provided by companies, trust and support from supervisors. Furthermore, employers and employees tend to hold similar or different opinions on the concepts included in these two categories related to their different positions in their companies. The findings of this research are regarding the current implementation of flexible working arrangements and limited types of flexible working arrangements. Other factors and improvements can be achieved in future practice.

Abstract:
Using a grounded theory approach, two case studies were carried out in large organisations which have recently implemented family-friendly policies. The studies asked whether or not cultural change has taken place as a result of the implementation of these policies. Using Shein's (1992) three level model and definition of culture, attention was focused on underlying assumptions or 'root' facets of organisational culture (and conceptual distinctions made between culture, image and identity). After establishing which facets are present and how they exist in combination with each other, shifts which have taken place as a direct or indirect result of the introduction of policies were identified. Especial interest was taken in the way the primacy of work was expressed through the ideal worker type and the extent to which this type has been replaced by the integrated worker type (Rapoport et al 2002), which acknowledges that family and other commitments are as legitimate as occupational demands. Both studies conclude that, as yet, there have been only slight adjustments in the construction of this ideal worker type and that employees do not make a permanent shift towards the integrated worker type but `toggle' between these two types. Explanations are developed for shifts in other cultural facets, such as the importance of autonomy, emphases on equality or individuation, sense of entitlement and attitudes to change. The utility of the notion of purposive cultural change is considered, given that high levels of anxiety are released when unconscious and shared mental structures are destabilised in such processes of organizational learning. The merits of a more evolutionary model are explored.

Policies and programs funded by the European Commission (EC) provide an important development opportunity for less developed European regions. In Southern Italy however, regional and local governments face significant problems in planning and executing EC-funded development programs. Historical and current analyses show that these problems are a result of political, strategic, and technical capacity constraints. This study examines how Southern Italian municipalities are taking advantage of the first EC-funded program initiative specifically targeted for urban areas. The analysis focuses on the municipal capacity to introduce innovation to: 1) expand the scope of municipal tasks to implement economic development projects, and 2) adjust their organizational and bureaucratic practices to comply with the administrative procedures and performance standards required by the EC. The study primarily draws on one case study, a municipality that has successfully managed the program, with additional empirical evidence from three other Southern Italian municipalities. Based on my findings, I argue that the implementation of EC programs can improve municipal efficiency, partially explained by the EC's capacity building processes. What is more central, however, is that developmental outcomes and institutional learning success is a function of a municipality's ability to: a) build the EC-funded program on former municipal development initiatives; b) balance the innovation content within project schemes (e.g. in terms of targeting, integration with other program components, and participatory implementation) with the municipal capacity to implement them; c) comprehensively manage and coordinate the program, limiting sub-contracting of program activities to external consultants; and d) build the necessary political support to actively negotiate with the EC and the Italian national government.

Abstract:

Excessive college student drinking is a complex problem associated with a range of consequences including deaths, injuries, damage, health risks, legal difficulties, and academic problems. State governing boards, trustees and executives have enacted policies aimed at reducing the negative effects of excessive drinking. This study examined influences on university staff members responsible for implementation of alcohol-control policies. Deeper understanding of factors influencing alcohol-control policy implementation may help leaders improve policy making, implementation and attainment of policy objectives.

This mixed methods study utilized a sequential transformative mixed methods strategy with a quantitative survey, sequenced first, informing the prioritized qualitative multiple case study. Research was conducted at two public universities selected from a single state. In the quantitative phase students (n=1,252) completed a survey measuring student support for 33 alcohol-control measures. Staff (n=27) responsible for policy implementation completed a survey estimating student support for alcohol-control measures. Survey data informed development of the case study interview protocol. In the qualitative phase ten interviews were conducted at each case study site.

The study’s theoretical and conceptual model was based upon Pressman and Wildavsky’s (1973) implementation framework and Kotter’s (1996) eight-stage process for leading change. Findings from the quantitative phase of the study revealed strong levels of support for alcohol-control policies at both campuses while staff members generally underestimated student support for alcohol-control policies. The key findings that emerged after coding case study data included the influences of: (a) executive leadership; (b) leadership transitions and policy saliency; (c) cognition and sensemaking; and, (d) anchoring changes in culture. Student support for alcohol-control policies was found to have no direct influence on staff members responsible for implementation of alcohol control policies.

Because of marriage-immigrants and migrant-workers, demographic diversity has rapidly increased in South Korea since the late 1990s. Discourses of multicultural education have arisen in the field of early childhood education; they have focused on having children with diverse linguistic backgrounds adapt to Korean language and customs. What are the national goals of multicultural education policies for young children in Korea? This study investigated multicultural education policies for young children. Critical Discourse Analysis was used to examine values and hidden ideologies in policy texts. Findings demonstrate that, by borrowing and selecting favorite words from Western multicultural education models or theories, policymakers reframed early childhood multicultural education to assimilate ethnic minorities in Korea. National educational institutions functioned as the dominant form of producing and controlling the notion of multicultural family and education. It is recommended that policymakers in Korea consider experiences of teachers and voices of parents and children from culturally diverse backgrounds in developing multicultural education programs.

Abstract:
In 1997, the Virginia Refugee Health Program coordinated a protocol and reimbursement structure to encourage health departments to perform initial health screenings on refugees settling in the Commonwealth by establishing four recommended levels of assessment. This thesis is concerned with these initial health-related services provided to refugees by Virginia's health departments, the quality of these services, and how they vary from one district to another. For this study, I interviewed health department staff representing 13 of Virginia's 19 districts that rendered health screenings in 2000. Information such as the level of assessment provided, and the types of procedures and services offered were the main foci of the interviews. I found that of the 13 districts, three (the cities of Alexandria and Virginia Beach, and Prince William County) offer only the required minimum to refugees. The variations I discovered in the services that health districts provide suggest, conceptually, the workings of both "structure" and "agency." Each health department is formally and informally structured in terms of staffing, services, and resources in accordance with its individual needs and initiatives. The structure of current funding at both the state and local level acts to inhibit some health districts from providing all four levels of assessment. In addition, human agency in the form of personal interest in meeting refugee's health needs as well as district collaboration with local resettlement agencies, also plays an important role in the extent of refugee services rendered.

Our nation’s youth face health challenges today that are drastically different from the health problems of youth in generations past. The drastic rise in childhood obesity rates prompted the 108th Congress to look for an innovative solution to the problem, mandating that each school district receiving federal funding for Free and Reduced Lunch must create and adopt a local wellness policy. This study examines whether relationships exist between Georgia’s school districts’ wellness policies and specific demographic characteristics of the district. Dependent variables include compliance, phase of implementation, and presence of a school health council. This study conducted univariate analysis using chi square and odds ratio coupled with binary logistic regression. Analysis shows that percent of minority students, as an independent variable, is significantly associated with compliance with the Child Nutrition and WIC Reauthorization Act.

Abstract:
It is widely acknowledged that Hong Kong teachers are suffering from work-related health and safety problems (HKPTU, 2005). Reviews of Occupational Safety and Health (OSH) research suggest that there is a wealth of scientific data on OSH to establish policy level interventions, yet the implementation of OSH legislation and policies is complex and multi-faceted. This thesis focuses on the macro level of OSH interventions in schools by studying the OSH policy implementation from the top-down and organisational perspectives. This thesis begins with a systematic narrative review of the OSH policy and interviews with key stakeholders. These qualitative studies explore the background, context and implementation of the OSH legislation and policies that govern HK teachers‟ OSH. A subsequent quantitative study is conducted to examine the framework model of climate-behaviour-outcome relationship. The results of the qualitative studies present several issues of concerns in the current policy implementation, e.g. the ambiguity of the key terms in the legislation and the communication breakdown during the policy implementation process. The findings also give a hint to the factors which may affect the effectiveness of implementation; further investigations on these factors are carried out in a quantitative study. The results of the quantitative study present the climate-behaviour-outcome framework model with knowledge as the mediator and social capital as the antecedent. The implications of these results are discussed in the final chapter with the significant issues correspondence with the implementation of OSH legislation and policies in HK schools. It also discusses some recommendations in the practice such implementation.

The purpose of this thesis is to investigate potential success factors related to the implementation of an information security in organizations, with a specific focus on the role of top management in implementing information security policies in organizations. The following are the research questions: What are the factors related to the implementation of an information security in organization according to the literature and what is the organization’s view of these factors? What is the role of the top management in implementing an information security policy in an organization according to the literature and what is the organization’s view of the role? A case study approach was implemented in this study, collecting data from both primary and secondary sources by doing a literature review, and interviews. A document analysis was done as well as a field visit.Based on the literature, the success factors related to the implementation of an information security in organization are: management support, security awareness and training, budget, information security policy enforcement, organization objectives and goals. Based on the interviews, both two organizations agree with those success factors found in the literature. Regarding the role of the top management in implementing an information security policy in organization, the two organizations have different views on that role. For one organization, the successful implementation of an information security policy does not need the involvement of the top management, and for the other one, in order to achieve a successful implementation of an information security policy, there must be involvement of the top management. Suggestions for further researcher are: Future researchers interested in this field may include to conduct a qualitative research in different public organizations, also including private organizations but for a longer period of time, so the researcher can make a comparison of the top management’s role in implementing an information security policy between public and private organizations. The researcher can also try to find other success factors related to the implementation of an information security.

Education is a fundamental human right, a vital resource in overcoming poverty and inequality globally. All children have the right to quality basic education, the bedrock for a productive life. But key to this success is ensuring that girls, as well as boys, have full, equal access to a good quality education system, which gives them knowledge and skills (Fast-tracking, 2011:2). This research study explores the main challenges in the implementation of policies on gender equity in the education in Bor County in South Sudan. An exploratory research design was applied to explain to what extent policies on gender equity in the education system in Bor County, has been achieved and implemented. Quantitative and qualitative research methodologies were applied through questionnaire administration and focus group discussion interviews. Of the sampled respondents about ninety percent (90%) of the respondents were males, while only ten percent (10%) were females, seventy-three percent (73%) were in the middle aged group of 26-45 years. Forty-six percent (46%) had secondary level of education, while about fifty-four (54%) had a tertiary level education. About eighty-four percent (84%) of the respondents reported the existence of policies on gender equity in the education system in Bor County. Ninety-eight percent, (98%) of the respondents were of the perceptions that it was critically important that policies on gender equity in the education system in Bor County be effectively implemented. About seventy-four percent (74%) of them reported that the institutions responsible for formulating or contributing to policy making include among others: the Ministry of Education, Science and Technology National government and Jonglei State Ministry of Education, National and State Parliaments, Ministry of Gender, Child and Social Welfare, Jonglei state and South Sudan transitional Constitutions, with the support from United Nations agencies such as World Food Programme (WFP) and UNICEF, IOM and UNMIISS, also other NGOs for example, Hold the Child, CRS, Save the Children Sweden, JAM and fifty-six percent (56%) reported that these policies did not address the gender equity in education system in Bor County. Respondents pointed to some of the challenges related to implementation of policies on gender equity in the education in Bor County. These challenges entail: lack of financial support to implement gender policies in education, rigid communal traditions and customs, long distance of schools from homes which impact on girls accessing education, illiteracy among the communities which makes them resist enrolling girls in schools, early and forced marriages by the parents, lack of clear gender equity policies in the state Ministry of Education in Jonglei state and Bor County Department of Education, parents who regard their daughters as sources of wealth through marriages, lack of commitment and dedication from the concerned authorities on the implementation of gender policies in education and lack of sensitisation of the community on gender policies in education by the County department of education. The study findings also suggest lack of monitoring and evaluation during the implementation of gender policies in education. Further to this, domestic chores by the girl child as well as poor road network to facilitate movement from one point to another to sensitise people on gender policies in education impede efforts to implement gender equity policies in education. Furthermore some parents regarded schools as places for unlimited freedom for girls. The findings of this study indicated that policies on gender equity in education system in Bor County were formulated and not implemented. The stakeholders in implementing these policies were experiencing challenges that hampered their individual initiative to implement the policies. This was as a result of many factors that have affected the efforts and the roles of stakeholders involving in the implementation of gender equity policies in education in Bor County in South Sudan.

After providing historical, political, and cultural context for sex education and the parental consent function, the thesis considers (1) the factors that inform parental perspectives on sex education, (2) if parents should be able to opt their children out of sex education, and (3) the discrepancy between the actual policies regarding parental consent and the way they are implemented. The thesis concludes with policy recommendations for improving the implementation of current California sex education policies.

ENGLISH ABSTRACT: An alarming rate of HIV/AIDS in the country has compelled the Government of Lesotho to make changes in the labour act; to accommodate HIV/AIDS in the workplace. In order to assist businesses in complying with the labour Act requirements, the Government put in place guidelines, aimed at assisting businesses in the development and implementation of workplace HIV/AIDS policies and programmes. However, it has been observed SMEs have not been utilising these guidelines. The purpose of the study therefore is to establish the level of knowledge SMEs have about the Government guidelines; to determine whether they have existing workplace HIV/AIDS policies; and establish the challenges SMEs face in using the guidelines to implement workplace HIV/AIDS policies and programmes; with the purpose of providing guidelines for support in the implementation of workplace HIV/AIDS policies. The results show 46.7% and 46% of employers and employees respectively is not aware of the guidelines. There were only five managers who indicated they have policy in place. Only 21 employees were aware of the existence of HIV/AIDS workplace policies at their work. There were various challenges that were stipulated by the SMEs. Some businesses pointed out they did have the expertise and financial strength to develop and implement HIV/AIDS workplace policies. Further it was stated the guidelines were not clear, therefore could not be put in practice. It is therefore essential to ensure training is provided to SMEs and their employees; to ensure they do understand what is required of them. It is also imperative to make sure those who are in financial need are also assisted. The other important aspect that needs to be addressed during training is why HIV/AIDS should be treated as a workplace issue. This will enlighten SMEs on the importance of developing and implementing workplace policies and programmes. Thus they will understand the benefits of effective management of HIV/AIDS in the workplace; which can be brought about by effective HIV/AIDS policies and programmes.
AFRIKAANSE OPSOMMING: ‘n Kommerwekkende koers van MIV/VIGS in die land het die Lesotho regering gedwing om veranderinge in die Arbeids wet aan te bring, om sodoende MIV/VIGS in die werkplek te akkomodeer. Om besighede te help om die Arbeids wet se riglyne na te kom, het die regering sekere riglyne in plek gestel wat daarop gemik is om MIV/VIGS programme te ontwikkel en implementeer in die werkplek. Dit is egter opgemerk dat KMG ondernemings nie die riglyne toe pas nie. Die doel van die studie is dus om vas te stel wat die vlak van kennis die KMG’s het in verband met die regering se riglyne; of hulle enige bestaande MIV/VIGS beleide in plek het en om die eise wat die implementering van die riglyne om ‘n MIV/VIGS beleid in die werkplek stel. Die doel is dus om die riglyne te voorsien wat die implementering van werkplek MIV/VIGS beleid ondersteun. Die resultate toon dat 46.7% en 46% van werkgewers en werknemers onderskeidelik, nie bewus is van die riglyne nie. Daar was slegs 5 bestuurders wat aangedui het dat daar wel ‘n beleid in plek is. This work investigates the current situation of energy efficiency policies for commercial buildings in China and evaluates their effectiveness using theory-based policy evaluation methodology. The thesis covers three main research areas: a discussion of energy efficiency improvement measures suitable for commercial buildings in the Chinese national context; a technical support for the theory-based policy evaluation presented in a form of four detailed case studies following the Design Standard for Energy Efficiency of Public Buildings GB20189-2005 (the Standard); and a discussion of the effectiveness of this Standard that was evaluated using theory-based policy evaluation. Future improvements for the energy efficiency in commercial building in China are suggested. Four case studies in different climate zones are used to examine the technical and economical effectiveness of the Design Standard for Energy Efficiency of Public Buildings GB20 189-2005, and investigate the main problems of buildings as energy consumers. The results show that the case study buildings have poor thermal insulation qualities as well as low energy efficiencies of lighting and equipment. The implementation of the Standard allows for the achievement of its individual targets aimed at the thermal insulation quality improvements as well as being cost effective. For a further energy consumption reduction, installation of renewable energy technologies is simulated, however it is limited by economic constraints. The theory-based policy evaluation shows that the Standard is an important tool in energy efficiency encouragement for commercial buildings in China. However, its effectiveness is negatively affected by a lack of monitoring system and a lack of awareness among the involved parties. Improvement of building energy efficiency is the quickest and the most effective way of creating energy savings in buildings. In order to make a better use of the Standard, the Chinese government should stimulate more interest among construction companies and building owners by creating carrot and stick policies.

Policy failure has been a concern for social scientists during the past four decades, yet there are no clear answers as to why certain policies are not put into practice as intended. Ineffective policy implementation in the health sector may result in poor services with consequences affecting the population’s wellbeing. This thesis addresses the success or failure in translating policy into practice and the issues that contribute to it. In Mexico, two groundbreaking reforms in the health sector were implemented in the first decade of the 2000s: the Popular Health Insurance (PHI) programme and the termination of pregnancy law or interrupción legal del embarazo (ILE). The thesis uses these policies as case studies to understand how different factors influence policy implementation, particularly in Mexico City. Four factors are observed: actors involved and their beliefs, service delivery arrangements, managerial practices, and citizen participation and accountability. Most of these are frequently cited in the literature as key factors in public policy and service delivery. Qualitative methods were used to collect and analyse the data. The main sources of evidence were in-depth interviews, newspaper articles, official documents and other online news services and publications. It was found that the ideas, values and beliefs of actors are relevant throughout the implementation process, beyond agenda-setting and policy design processes. A decentralised service delivery implies relationships between federal and local level health authorities. The two case studies showed that personal values and beliefs of those in strategic positions determined these relationships which, in turn, influenced the implementation of both federal and local health policies. The engagement of citizen and CSOs in the implementation of these policies was also determined by their ideas and beliefs. However, no significant managerial practices were found within implementing agencies. Implementers’ ideas and beliefs seemed to be more relevant in contexts with weak managerial and accountability mechanisms.

This thesis examines institutional arrangements and government administration in the implementation of spatial planning policies in Indonesia. A case study approach is taken in examining the government initiatives to deal with environmental problems in the Puncak region. The natural landscape of the Puncak area attracts urban inhabitants to visit the area for recreation and to develop holiday homes and recreation-related facilities. The function of this area as a water source for Metropolitan Jakarta in turn is threatened by an increase in the amount of hard surface resulting from the development of man-made structures. These environmental problems became the focus of the national administration's attention directed by Presidential Regulation Number 13 of 1963, Presidential Decree Number 48 of 1983, and Presidential Decree Number 79 of 1985. In Indonesia, there are three levels of government: national, provincial, and district and municipal. As a consequence of being a unitary state, the supreme authority is held by the national government. The relationship between the national government and the regional government (e.g. province, district, municipality) is in accordance with the principles of deconcentration and decentralization. These principles affect the preparation and implementation of both development schemes and spatial plans. The National Development Planning Board prepares the Five-Year Development Plans while the Directorate of City and Regional Planning of the Department of Public Works prepares spatial plans. In order to execute sectoral and regional programs and projects indicated in a development plan, it is elaborated in annual operational plans. As with the operational plans, spatial plans use the development plan as their main reference. The involvement of the national and regional government agencies in tackling environmental problems in Puncak resulted in three coordination teams: Consultation Forum and Working Team at the national level and Technical Assistance Team at the regional level. Although the initiative of spatial planning is exercised by the central coordination teams, the implementation of spatial plans is placed under the authority of the provincial and regional governments. There are two approaches to regulating the use of land. One of spatial planning is held by the Directorate of City and Regional Planning and the other one of land administration is held by the Agrarian Affairs agencies. The national administration adopted the concept of spatial planning as the basis of government policies for the management of Puncak. The conceptual framework within which an analysis of the institutional arrangements for implementation is undertaken consists of five aspects: (1) the involvement of the executing agencies in the process of planning and implementation, (2) follow-up administration, (3) pronouncements by a higher authority, (4) coordination of planning and implementation, and (5) an institutional mechanism for implementation. The thesis finds that spatial planning must take into account administrative realities in order to achieve implementation which rests outside the planning agency. The activities of the executing agencies in turn are determined by a number of institutional factors: their organizational mandates and objectives derived from statutes and regulations, directives from superior officials and perception of subordinate officials in carrying out organizational tasks, existing routines and procedures, and administrative resources and organizational capabilities. From the analysis of the institutional arrangements and activities for implementing spatial planning policies for the Puncak region, this thesis concludes that presidential decrees are the driving force that activates government agencies to carry out their activities. A lesson obtained from the case of Puncak is that implementation is likely to happen if spatial planning takes into account not only a technical concept but also the administration of implementation. In this regard, this thesis recommends the need to include an "administrative strategy" in a spatial plan and to provide technical assistance from the central agencies to their regional counterparts. The purpose of this strategy is to consider the organizational capability of the executing agencies. The function of both this strategy and technical assistance is to enhance the preparation of an implementation-oriented regional spatial plan.

To examine organizational factors that influence revisions and modifications to policies and procedures in health care agencies that participated in a pilot implementation and evaluation of six clinical practice guidelines developed by the Registered Nurses Association of Ontario. To describe the nature and extent of changes to policies and procedures from the perspective of nursing administrators, clinical resource nurses and nursing staff. Conclusion. Organizational support in the form of perceived support by top management, sufficient time and training to learn how to use the clinical guideline, adequate number of qualified staff and sufficient equipment and supplies to implement the clinical guideline is important and can influence nurses' awareness of evidence-based modification of policies and procedures. Further research is needed to compare nurses' actual practice with current policies and procedures. In addition, research is needed to determine whether organizations that modified or internalized their policies and procedures sustained the implementation of the clinical guidelines recommendations better over time. South Africa is the country with the largest population of HIV and AIDS sufferers in Sub-Saharan Africa. Since AIDS is an incurable disease that mostly affects individuals in their productive years, it could have a disruptive impact on the productivity and financial sustainability of organisations, which is especially true in the hospitality industry where long and strenuous working hours are often expected from staff. With this in mind, the study aimed to evaluate the level of implementation of HIV and AIDS policies in the hospitality industry, by focusing on a major South African hotel group. This particular hotel group operates a number of individual hotels throughout South Africa. To ensure that all geographical areas were covered, major cities in three different provinces were identified as suitable locations for individual hotels to be identified for the study. The city of Durban, representing the Kwazulu-Natal Province, was selected on the basis of being the worst-affected area, with Bloemfontein (Free State Province) and Cape Town (Western Cape Province) as the medium-affected and least-affected area respectively. The data, which was gathered by means of a questionnaire, was interpreted both qualitatively and quantitatively. The findings show that the respondents were not always aware of the existence of HIV and AIDS policies and that these were not being adequately communicated to staff. The findings also indicate that the respondents do not fully comprehend the disruptive nature of the disease or the fact that it could negatively affect productivity and profit.

This study analysed the strategies of selected National Governing Bodies (NGBs) and voluntary sport clubs (VSCs) in the process of policy implementation of Sport England s generic Clubmark (a quality mark accreditation framework). Within the overarching Clubmark framework, other policies (safeguarding and increasing membership and/or participation) adopted by VSCs working towards the accreditation (or re-accreditation) standard were also examined. Policy-makers are predominantly centrally located, often a distance from the point of delivery where, it is argued; the environment is highly variable, pressured and political, often requiring negotiation and interpretation during the process of implementation. Traditionally, implementation analysis assumed two distinct approaches: top-down theorists (e.g. Hogwood & Gunn, 1984) suppose a perfect rational, systematic process as the starting point, with the focus placed on central policy-makers. The top-down theorists acknowledge that the ideal is unattainable but use the perspective to establish generalisable descriptive policy advice; in contrast, bottom-up theorists (e.g. Lipsky, 1980) argued that to gain a more realistic understanding of implementation the role of street-level bureaucrats (e.g. VSC members at the point of delivery) should be the focus for analysis and seek to offer prescriptive advice. More recently, a number of theorists have developed hybrid implementation models, which offered a synthesis of the two contrasting approaches, such as Matland's (1995) Ambiguity-Conflict model. The combination of these three approaches coupled with Kingdon's (1997) Multiple Streams framework, used to help organise and set a context for the understanding of implementation during analysis, established the theoretical framework that guided this study. The research adopted a qualitative approach using case studies for the three sports of boxing, swimming and rugby union. Data collection consisted of 29 semi-structured interviews from VSC members, NGB officials, a senior Sport England official and a County Sports Partnership officer. The interview data were combined with document analysis (from VSCs, NGBs and Sport England), which included policy documents, guidance templates, electronic communications and various website content. Two clubs from each sport were examined (one urban, one rural). VSC member selection was based on positions of authority within the committee who had some prior knowledge of Clubmark. Three to four NGB officials from each sport provided data for the top-down perspective of policy implementation. Analysis of the data revealed that policy implementation is not straightforward; NGBs had to be flexible with their strategies and be willing to modify criteria to deal with the varying nature and capacities of VSCs. Available NGB capacity to offer VSC support proved to be pivotal for implementation success in addition to the ability of the NGBs recognising the range of contextual constraints, which limited VSCs in the implementation process. At the club-level, motivation and willingness of VSC compliance for the three main policy strands varied across sports and clubs, which demonstrated how the role of the VSC members, as implementing agents, was fundamental in the policy process. At the NGB-level, the urgency or importance placed on the three policies and the variable capacity (to offer support) affected implementation. Application of the theoretical framework that guided the research proved effective in developing the understanding of implementation in this particular sport context. Furthermore, this research has provided a contribution to the literature by demonstrating how the complex and heterogeneous nature of VSCs affects the implementation process in community sport, which provides a useful point of reference for future comparative studies analysing NGBs and VSCs in different contexts.

Abstract:
The labor market is a key aspect of democracy and the country's economy, it is part of human life that affect us all the time linked to the economic and social aspects such as standard of living, class, identity, welfare etc. Labor market policy results in policies that are used to increase employment and thus reducing unemployment and improving labor market functioning. The purpose of this study was to explore and describe how the implementation of labor market policy measures goes to and how much leeway employment agents on AF (arbetsförmedlingen) in Västerås have. We have chosen both quantitative and qualitative methods in our study. First we did a quantitative survey where we had a questionnaire survey with agents employed at the AF in Västerås. In terms of qualitative approach, we did a half - structured interview with the employment office manager in Västerås, where we used the same questions that we had the quantitative survey. This will also help us to detect if street-level bureaucrats and top officials (bureaucrats) have different perceptions / views regarding how much leeway employment agents on AF in Västerås have.

Abstract:
The dissertation aims to examine the implementation of state policies intended to promote and protect women’s rights in the first seven years of the People’s Republic of China, selecting Shanghai as a case study. Using policy implementation theory (Van Meter and Van Horn 1975; Hasenfeld and Brock 1991; Hill and Hupe 2002, 2014), the research proposes a conceptual framework to guide the analysis of implementation process in 1950s Shanghai. The framework explores four domains: policy objectives, implementing organisations, policy output and policy outcome.Three state policies towards women are examined: the Marriage Law (1950), the abolition of prostitution, and state policies towards female workers. Research findings show that the implementation of state policy towards women in the PRC (1949-1956) has been primarily influenced by the underlying state-centred principles in setting policy objectives, the level of autonomy of the local government in making local adaptive policies, and the role of the Shanghai Democratic Women’s Federation in promoting actions at grassroots level.First, the objectives of these three policies reflect the underlying state-centred principles of the central policy makers who located women’s emancipation in the process of socialist state building. Indeed, the Marriage Law (1950) did not only aim to transform traditional marriage system and establish a “democratic and harmonious” family promoting women’s status, but also to consolidate social control through marriage registration and premarital physical examination. The prohibition of prostitution ambitioned to save the “victims” of the Old society, but also to establish a new socialist social order by the accommodation and re-education of prostitutes. As for the protection regulations for female workers, the goals have changed from a mere emphasis on protecting women’s special interests to the combination of reducing women’s “special difficulty” at work, raising women’s enthusiasm for participating into the socialist construction and improving their work efficiency. As we see, the state policies towards women were not only part of the practice of women’s emancipation, but also of the broader program of social transformation and state construction. Under the broad intentions, the execution of state policies towards women would be inevitably re-oriented to serve state development.Second, when local authorities enjoyed a certain level of autonomy in formulating concrete measures based on the central policies and the local conditions, state policies towards women could be put into practice. The Marriage Law (1950) was poorly implemented until local regulations on marriage registration and premarital physical examination were allowed to be issued by the Shanghai municipal government. Prostitution were officially eradicated by the November 1951, when the local government drafted detailed plans and provided budgets and resources. As the central authorities granted local labour authorities the flexibility to formulate protection measures towards female workers, protection provisions towards pregnant and breastfeeding female workers were experimentally organised by the Shanghai Federation of Trade Unions and the Shanghai Democratic Women’s Federation.Third, the role of the Shanghai Democratic Women’s Federation has changed over the period under study. During the early periods of the PRC, the Shanghai Democratic Women’s Federation was involved in the closed government policy making. Cadres of the Women’s Federation did not only help draft local regulations on marriage registration and premarital physical examination but also played a key role in their implementation. Later, while the centralised governmental system was established, the Shanghai Democratic Women’sFederation had more impact on the implementation stage rather than on policy making as such. That is, the role of the Women’s Federation was restricted to assisting the local authorities in the implementation of central policies.In sum, based on archival documents, the research offers a better understanding of how state policies were actually deployed at the local level. Through the empirical policy implementation analysis in Shanghai, the framework applied in this dissertation provides reliable guidance to identify the factors that influenced the implementation of state policies related to gender issues in the 1950s China. It demonstrates that the Women’s Federation did influence the implementation process of state policies towards women at the local level and explains why and how this women’s intervention was weakened during the first seven years of the PRC.

Abstract:
The Convention on Biodiversity (CBD) was created in 1992 to coordinate global governments to protect biological resources. The CBD has three goals: protection of biodiversity, achievement of sustainable use of biodiversity and facilitation of equitable sharing of the benefits of biological resources. The goal of protecting biological resources has remained both controversial and difficult to implement. This study focused more on the goal of biodiversity protection. The research was designed to examine how globally constructed environmental policies get adapted by national governments and then passed down to local levels where actual implementation takes place. Effectiveness of such policies depends on the extent of actual implementation at local levels. Therefore, compliance was divided and examined at three levels: global, national and local. The study then developed various criteria to measure compliance at these levels. Both qualitative and quantitative methods were used to analyze compliance and implementation. The study was guided by three questions broadly examining critical factors that most influence the implementation of biodiversity protection policies at the global, national and local levels. Findings show that despite an overall biodiversity deficit of 0.9 hectares per person, global compliance with the CBD goals is currently at 35%. Compliance is lowest at local levels at 14%, it is slightly better at national level at 50%, and much better at the international level 64%. Compliance appears higher at both national and international levels because compliance here is paper work based and policy formulation. If implementation at local levels continues to produce this low compliance, overall conservation outcomes can only get worse than what it is at present. There are numerous weaknesses and capacity challenges countries are yet to address in their plans. In order to increase local level compliance, the study recommends a set of robust policies that build local capacity, incentivize local resource owners, and implement biodiversity protection programs that are akin to local needs and aspirations.

Gender equality is one of the most topical issues of all. Many researchers around the world are addressing the issue of equal opportunities in the labour market and are looking for ways to ensure this in all sectors of the economy. This paper addresses this issue and aims to gain a deep understanding of the influence of a national culture on the implementation of gender equality policies within companies. With the help of a qualitative research method, the various factors of culture were examined and their relationship to the gender-specific understanding of a society analysed. The findings show the effects on companies operating in Switzerland and combine the experience of case companies with the literature already available. In order to test and further explore this combination, the authors of the thesis opted for an abductive research approach to repeatedly expand understanding with new literature and develop a more relevant comprehension of the influence of culture. The entire literature research finally created a framework that shows the links between the various theories and provides a clear overview of the background. With the help of selected case companies, important insights could be gained and with this empirical data, a detailed analysis for a better understanding of the influence of cultures on the implementation of gender equality policies could be achieved. These findings, combined with the existing theory and theoretical synthesis, provide a clear analysis and finally provide the reader with an insight into the implications, recommendations and limitations as well as suggestions for further research. Culture has a major influence on the implementation of gender equality policies. This paper shows how the various companies in Switzerland approach this influence and how Swedish companies with business operations in Switzerland in particular are pushing ahead with the implementation of policies for equality between women and men. This can give companies in Switzerland an indication of how they have to deal with cultural conditions within a country and how they can make optimum use of these for their human resource management.

Background: Three epidemiological studies conducted in Rwanda have highlighted that many people at different levels in the community of soccer do not implement accepted control measures for reducing the risk of injuries. However, little is known about what soccer community members themselves know about injury prevention. Purpose: The aim of this study was to identify perceptions of factors influencing the implementation of soccer injury prevention strategies in Rwanda.
