This research effort presents the design and implementation of a supervisory controller for a 3DOF helicopter. This safety critical system is used in undergraduate laboratories in the Department of Aeronautics and Astronautics at MIT. There already exists a framework for designing a supervisory safety controller for motions about one axis. It is based on an analytical description of the safety region in state space. However, this framework cannot be easily extended to more complicated systems such as a 3DOF helicopter. In this thesis we present a different approach which uses a real-time simulation of linearized plant dynamics with a feedback law to ensure the system's safety. We describe the development of the system model, the design and implementation of the supervisory safety controller, integration of the safety controller as part of a remote laboratory and its evaluation based on its performance during laboratory exercises.

Hospitals are places of phenomenal healing and heroic care. However, as with any human-led endeavour, there are problems. (Grunden (2009)) A first time use of the word ‘lean’ generally begs some explaination as it is not a commonly used word. The simplest way to explain the word is by way of the introduction of the concept known as ‘lean management’. Lean management is a methodology which allows hospitals to advance the quality of patient care by reducing errors and waiting times. Lean is a system of reinforcement of hospital business for the long term thereby reducing costs and risk. Kanban (2009) states that lean is a toolset; a management system and a viewpoint that can change the way hospitals are structured and managed. Lean helps managers to comprehend and identify broken systems and to improve these in small parts, while employees aid in finding solutions for broken systems. Abstract:
Science teachers have a unique place in education due to their academic discipline and the fact that the public ties teacher accountability to student performance. One major measure of teacher accountability in the State of Florida is the end of course examinations (EOC). The purpose of this study was to examine selected high school Biology teachers’ perceptions about how their instructional practices have been affected by the administering of an EOC in comparison to other high school science teachers who are not required to administer an EOC. The overriding research question for this study was: What are the perceptions of selected high school science teachers whose students are subject to an EOC, as well as those whose students are not subject to an EOC? This qualitative study used a grounded theory, phenomenological approach to first elicit the perceptions of selected science teachers regarding how their instructional practices have been affected by the implementation of an EOC. These perceptions were examined within the context of other science teachers in the same school who were not subject to EOCs. Emergent understandings of these teachers’ perceptions were then used to build a theoretical understanding of the phenomena surrounding their construction. The sites for this research are science departments from high schools in a mid-sized central Florida school district. This research was accomplished by gathering data from preliminary surveys with open-ended responses, then followed up with more in-depth interviews constructed from the initial survey responses. Key findings from this study were the teachers’ need to cope with the pressure of time constraints on their instruction and working within the curriculum map as mandated by the county offices. Additionally, results of this study also indicated that teacher accountability and the pressures it engenders to increase student achievement are more pronounced for those teachers administering EOCs, who subsequently believe student learning is diminished. Importantly, teachers of subjects that include EOCs in this study themselves expressed understandings that these accountability pressures distorted their teaching practices to focus more on less cognitively complex classroom learning activities such as fact-based questions than their non-EOC teacher counterparts, although they knew these approaches to be less effective. Although this phenomenon of the unintended consequences of EOCs has been explored before, this study highlighted it from the vantage of teachers who were aware of its occurrence, but felt powerless to stop it.

Many higher education institutions (HEIs) around the world are investing in the implementation of different Virtual Learning Environments (VLEs) to support the teaching and learning process. However, there is a lack of detailed guidelines or a practical framework for the VLE system implementation without which an effective VLE system implementation framework, many of the full potential of VLE system cannot be realised objectives and benefits remain underachieved. A small number of frameworks specific for VLE system implementation are reported in the literature; however, these are not comprehensive in terms of covering the entire end-to-end implementation, do not consider all the key elements of a VLE system implementation and are far from integrated. Moreover, a practice-based framework that considers various organisational, pedagogical, and technological aspects and covers the entire end-to-end implementation, is not available in the current literature, and there is no complete set of guidelines to be used by HEIs to support and manage an effective VLE system implementation. Therefore, further research is needed for investigating various key elements and for identifying aspects of a good-practice framework for the implementation of VLE systems in HEIs. Particularly, an integrated good-practice framework that is comprehensive and integrates elements from existing literature and current practices or case studies would be a significant and useful contribution to this field, which highlights the importance of this study. Hence, research into investigating a good-practice VLE system implementation framework is important, and this thesis builds and presents a good-practice-in-context framework for the implementation and use of VLE systems in HEIs. This is done through identifying and exploring the key elements that build-up such a comprehensive practice-based framework for VLE system implementation through literature and good practices by considering various pedagogical, technical, and organisational aspects. These key elements include stages, processes, critical success factors (CSFs) considered, challenges (CLG) faced, associated risks, stakeholders (SHs) involved, and various tools, technologies, and methods, integrated with the VLE system. The key elements provide a deeper understanding of the fundamental issues and success factors underlying the successful implementation and sustainability of a VLE system. Initially, a conceptual framework was developed encapsulating various key elements of a VLE system implementation framework based on an extensive literature review and an analysis of existing frameworks and models, encapsulating various key elements of a VLE system implementation framework, where the elements were integrated and mapped with each other highlighting and depicting interrelations and interactions among them. The conceptual framework was validated by empirical data from the two case studies (of HEIs, at local and national level) to propose a refined, novel, and practice-based framework for VLE system implementation in HEIs, which also contains mappings to Technology Enhance Learning (TEL) strategy components. Thus, the proposed good-practice-in-context framework can be used as a tool to assist or guide HEIs to implement VLE system successfully. Finally, the proposed framework could lead to a successful VLE system implementation and it could also serve as an effective approach that not only facilitates enhancement in the learning and teaching experience, but also fosters end-user engagement and supports flexibility and customization according to the end-user needs of HEIs.

Although sound diffusion has long been recognized to be effective of eliminating acoustical defects, there is drawback for an extremely diffused sound field. It is important to achieve a balance between increasing apparent source width and avoiding excessive coloration. However, quantitative design guidelines regarding implementation of diffusive materials in concert halls can rarely be found. Therefore the current research is proposed to investigate physical behaviors and psychological aspects regarding sound diffusion in music auditoria. Emphases of literature were placed upon acoustical qualities related to sound diffusion, acoustical characteristics of various kind of diffusive surfaces, and current knowledge about implementing diffusive materials in concert halls. Acoustical tests in a 1:10 scale model were made regarding the implementation of diffusive surfaces in a simple rectangular hall with a seat count of 360. Diffusive surfaces were mixtures of quadratic residue sequence and 1/4 cylinder. With the maximum area of diffusive surface limited to the audience ceiling, seventeen schemes of layouts were tested. Analyses of acoustical measures including inter-aural cross correlation (IACCE and IACCL), temporal diffusion (TD), echo criteria (EC), strength factor (G), and early decay time (EDT) were made for individual receiving locations as well as for the average and dispersion of data from all receiving locations. Use of diffusive surface and splayed flat panel on the stage are effective in reducing EC, TD, IACCE and IACCL values, and diminishing the among-seat differences of G and EDT. Additional diffusive surfaces in the audience area do not show apparent improvements except TD was decreased when diffusive surfaces were places on the side walls. As Barron suggested according to Lambert’s Law, Application of diffusive surface on the ceiling would hinder the sound propogation towards the rear and result in greater G difference among seats. The results of the research can provide quantitative information for refining design strategies of preventing acoustical defects yet enhancing spaciousness of individual seat and homogeneity among seats.

This thesis is forusing on the IC card issusing operation and project plaining. Special researchs on the design and implimentation of interface software have been conducted. The IC card issusing operation includes two stage; i.e., card- personalization and card surface printing. As for the relative issusing data of the IC card- personalization, a relational distributed data bank model has been installed. Its system operations are all designed according to key-relation mode. This approach make the operating envirnoment for multi-relative- data searching process simpler and easy to learn. The card surface printing include the Chinese and English bit-map characters , bi-level photo-ID image , and key word bar code . The present system enable multi-functional selection scheme. Thus a new method of dynamic contrast stretching (D.C.S) has been developed .This make the transfer of full color photo into bi-level picture processing efficiency and image quality enhanced . In conclusion , a comparsion among other image- processing software packages has been undertaken. By carefully investigation , it proves the applicability of this proposal method.Thus , this study can be apllied to the IC card photo-ID printing and quick acquisition among data networking system . The overall IC card photo-ID printing and issusing techniques developed in this study,can be immediately applicable to the computer photo-ID issusing of IC card for current national large scale information network system, such as National Domestic Information Network,National Health Insurance Information Network and National Medical Information Networks. Those national information promotion network projects have been announced during the SRB conference by STAG-ROC in Dec. 1992.

Hence, this study was undertaken to explore educator participation in the implementation of a TQM Strategy at selected academically underperforming secondary schools in the Moses Kotane Area to address shortfalls. A literature review on TQM provided a conceptual framework for the empirical inquiry. Special attention was given to the role of educators in TQM implementation. The empirical study used qualitative research methods to explore the use of TQM in fifteen schools selected by purposive sampling. Observation, document analysis and focus group interviews were used to gather data. The findings indicate that educators regard TQM as an improvement tool; however, they hold negative and positive views about TQM. Finally, recommendations were made to enhance the implementation of TQM in underperforming secondary schools in the Moses Kotane Area.

The main objectives of the study were to analyse the process involved in HIV/AIDS policy development and implementation at two selected universities in Uganda. The rationale for the study was to describe the policy development process and to identify how such institutional policies can be planned, operationalised, monitored and evaluated. The study used a qualitative approach which involved key informant interviews and focus group discussions. The selected institutions were Makerere University Kampala (MUK)and Mbarara University of Science and Technology (MUST). The findings show that MUST have a comprehensive HIV/AIDS Institutional Policy (HIP) which followed several stages during policy development. The basic stages identified were policy formulation, policy adoption, policy implementation and policy evaluation. The findings also show that MUST have a comprehensive implementation plan. In contrast, MUK had no record of the HIV/AIDS institutional policy development process. However, MUK had implemented the policy successfully through the University Hospital and Gender Mainstreaming Division.

The immunity system of Penaeus will be activated to defend itself from foreign pathogen attacks. In this study, we used a common shrimp pathogen, Vibrio damsela, as an inducer, and infected shrimp by intramuscular injection and immersion. We injected P. japonicus with Vibrio damsela in different concentrations intramuscularly and determined the LD50 in 5 days.

China currently produces the largest quantity of municipal solid waste (MSW) in the world at 190, 000, 000 metric tones (World Bank 2005). China faces the continuing challenge of increased waste generation due to population growth, increased income, and increased urbanization. As part of environmental protection initiatives, the central government has issued many policy commitments at the national level to address waste management. In concurrence with the national objectives of addressing the problem of waste management, Hainan province has developed an integrated waste management plan that it hopes to implement by 2020 (The Hainan City Environment and Sanitary Association, in association with Hua Zhong University of Science and Technology of Environmental Science and Engineering, 2005). Organic waste, which accounts for a significant proportion of the waste stream in China, poses both challenges and opportunities in terms of disposal and recovery. While the final disposal of organics may present significant challenges, recovery of organic waste through composting is one alternative. Composting is widely recognized as an effective method of turning organic waste into a useful product. Nevertheless, the implementation of composting as part of a Municipal Solid Waste Management (MSWM) strategy faces challenges. Broadly, these challenges include administrative/policy, human acceptance and participation, management, technological and logistical, and marketing as well as composting process, source separation, contamination, quality of the final product, appropriate composting technologies and final demand and distribution of the final product (Schubeler et al. 1996, Hoornweg et al. 1999). This thesis uses a case study approach in implementing a composting pilot project in cooperation with the local and provincial government in Baisha Hainan China. Labor intensive, low technological, windrow composting is used so as to assess the challenges and potential of implementing composting as part of a municipal solid waste management strategy in Baisha Hainan China. The research uses a participatory action research approach incorporating research methods such as participant observation, key informant interviews (n=122), and rapid rural appraisals. The research objectives are to understand the current waste management system, understand how implementing composting affects the waste management system entails, understand the barriers to implementation, understand the implications: impact of implementation, potential, and finally to propose recommendations on how to implement composting. The research identified seven necessary key factors that if not given sufficient attention could potentially jeopardize the successful implementation and operation of composting: governmental support must be present, funds must be made available since operating cost of the waste management system will increase, best practices for composting must be established, training for waste workers must be provided, a market (or end use) for the final product must be established, NIMBY needs to be addressed, source separation should be applied.

Objective: Population pharmacokinetic/pharmacodynamic (PopPK/PD) models based intra- venous anesthesia need a program-controlled infusion pump so far. But bolus injection or traditional rate control infusion pump is still applied on anesthesia work and that is why a target- controlled manual injection/infusion (TCMII) guider is needed and was developed in this study. Since manual administration has a long term drug accumulation effect, TCMII need a more efficient algorithm to handle effect site concentration (Ce) trend. A user has to read Ce trend before deciding an injection dose and an infusion rate, so this guider has to plot Ce trend timely. Moreover, in order to minimize the human workload, the guider must calculate an optimal injection dose (OD) and an optimal infusion rate (OR) every second to help the user to keep Ce in Cet range. Methods and Material: Based on Schnider's PopPK/PD models of propofol, a TCMII guider was implemented on Java ME platform. T-tests was applied to compare the speed to plot Ce trend by analytical linear search (ALS), numerical linear search (NLS) and real root isolation (RRI) methods to find the most efficient one and how long the Ce trend can be. The times needed to find out ODs and ORs by linear search (LS) and bisection method (BM) were compared with t-tests to find out which one is faster. The frequencies of using ODs and ORs to keep Ce in Cet ranges for two or more hours were simulated in order to evaluate the workload of manual target control and the feasibility of this guider. Result: To plot Ce trend on a larger time domain took more time. If time domain size was more than 3 hours, RRI can plot Ce trend in 0.2 second but ALS and NLS can not. OD can be searched by BM and by LS in 1 second. But OR can be searched in 1 second only by BM. To keep Ce in the range of 90-110% Cet needed to inject an OD every 2 minutes. To keep Ce in the same range for more than 2 hours needed to set the infusion rate as OR for 3 times. Conclusion: TCMII can offer users with Ce trend and OD and OR on demain. It helps to keep Ce in a Cet range with minimal and reasonable workload. As we know, it is the only method to apply PK and PD models on target-controlled manual intravenous administrations.
