This article examines the proposed amendment to the Third Gas Directive, which extends the applicability of the core principles of EU energy legislation to import pipelines from third countries within EU territory. AbstractThe crisis that started in Greece in 2010 gradually spread to other Eurozone member states. Things were worse for the crisis-hit countries of the Eurozone periphery, some of which implemented harsh adjustment programmes in the context of financial assistance agreements, while others adopted similar policies even though they had not officially entered a bailout agreement (e.g. Spain and to a lesser degree Italy). In this environment of deteriorating material conditions, Euroscepticism reached new heights. This chapter examines the impact of the crisis, and the way it was handled, on regionalism in Europe, through its effects on Euroscepticism. The authors compare Eurobarometer data from European Union (EU) member states, in order to develop a comparative outlook on attitudes towards European integration during the crisis. The analysis employs data at discreet time intervals, in order to capture the evolution of attitudes from the pre-crisis environment in 2008, to the peak of the crisis in 2012, its gradual resolution in 2016 and its official ending (with the exit of Greece from its third bailout programme) in 2018. This analysis is complemented by an overview of the political developments in crisis-hit countries with the objective of documenting and analysing the emergence and, in some cases, dominance of Eurosceptic parties. The objective is to present a comprehensive overview of political developments and the public attitudes that shaped them, vis a vis the EU, during the crisis and offer a tentative conclusion on their impact on the European integration process.

AbstractNamibia is the most arid country in sub-Saharan Africa characterized by the existence of two deserts, the Namib and the Kalahari. However, though being arid, agriculture still plays a critical role in Namibia’s economy, which includes both crop and animal production. Furthermore, the country is endowed with vast marine resources, with its marine waters being equivalent to two-thirds of Namibia’s terrestrial environment. In the face of climate change and a growing population, there is a need for Namibia to continue with its climate smart efforts which is critical in shifting the country from its current dependency on imports thus increasing the country’s food self-sufficiency. This chapter highlights the threats posed by climate change, both on land and the marine environment of the country, which has potential negative impacts on the economy. Current research being undertaken in Namibia on ocean acidification, sea water harvesting, climate smart agriculture, and atmospheric science, is also highlighted in this chapter. The information presented in this chapter will be critical in guiding climate change mitigation policies in hyperarid African countries, thus reducing the burden caused by the global change in climate. Aspects on the direction of future research on climate adaptation with a holistic and multidisciplinary approach are also proposed.

AbstractOver the last two decades, the Polish education system has been reformed several times, with the comprehensive structural reform in 1999, curriculum and evaluation reform in 2007, and early education reform introduced gradually until 2014. Student outcomes, as documented by PISA, but also other international assessments, largely improved over the last 20 years. Poland moved from below the OECD average to a group of top-performing countries in Europe. This chapter describes the reforms and research on their effects. It also discusses how it was possible to find political support for the reversal of changes that seemed to be highly successful. It provides three lessons from the Polish experience. First, the evidence should be widely disseminated among all stakeholders to sustain reforms. Second, the sole reliance on international studies is not sufficient. Additional investment into secondary analyses and national studies is necessary to develop evidence for better-informed political discussions. Third, some positive changes are more difficult to reverse. In Poland, increased school autonomy, but also external examinations, broader access to preschool and higher education, are among the changes that the new government could not alter.
