Abstract:
Import substitution provide multidirectional impact on the economy, accompanied by both positive and negative effects, nevertheless, import substitution, is a leading tool to overcome most unfavorable events in the country's economic system, which extremely aggravated in the first half of 2020. It is possible to force the development of import substitution's positive effects if there is a clear quantitative assessment of its effectiveness in terms of its impact on the growth of the Russian economy. Based on a generalization and analysis of the methods and tools for assessing the impact of import substitution on the economy used by domestic and foreign authors in their studies, scientific-methodological approaches to such an impact were identified. In model approach, an author’s assessment methodology has been developed. At the first stage using an expanded system of import substitution effectiveness indicators, which grouped by sectors of the economy, a composite indicator of the effectiveness is formed by means of principal components method. At the second stage the dependence of economic growth on a composite indicator of import substitution effectiveness is formed by means of correlation and regression analysis. General government of the economy can use our technique to shape an economic development strategy under the import substitution.

Abstract:
Subject. The article considers the investment activity in the regions of the Ural Federal District. Objectives. We analyze the impact of import substitution policy on investment activity by type of economic activity, using the regions of the Ural Federal District case. Methods. We employed methods of logic, statistical, and structural analysis. Results. We offer our own approach to the study of the impact of import substitution policy on the investment activity of regions. It rests on comparing the dynamics of Russian imports by major commodity group and the dynamics of investment in fixed assets by type of economic activity. The study revealed two trends. First, the development of substitute goods production. Second, the commodity sector development. It was found that in 2013–2019, investments in the sectors of mining and processing of mineral resources demonstrated faster growth. At the same time, investments in the production of import substituting goods did not show a stable positive dynamics. Thus, the enterprises of the Ural Federal District are more focused on the production of traditional export goods; the orientation of the import substitution policy to the domestic market and high-tech exports currently does not give the expected results and is local in nature. Conclusions. The results of the study can be used by Federal and regional authorities to assess the impact of import substitution policies on the investment activity of enterprises.

Background. The high level of the country’s dependence on imports of goods and services leads to significant vulnerability of its economy to market fluctuations, adverse price trends in the world market and threatens the competitiveness of domestic production and exports. The analysis of recent research and publications reveals that the problems of import contribution to the process of commodity saturation of Ukraine’s domestic market, structural changes identification, strategic priorities and institutional transformations in the state implementation of import substitution policy need in-depth study. The aim of this paper is to study implementation possibilities of the strategy of neo-industrial import substitution in the economy of Ukraine. Materials and methods. Modern scientific concepts, theoretical work on development and analysis of internal market functioning, statistical data are theoretical and methodological basis of this paper. Methods of statistical analysis, synthesis, grouping and graphical representation of the results were used to achieve the research purpose and implementation of the tasks. Results. The concept of neo-industrial import substitution is considered. The present state of Ukraine’s domestic market development and foreign trade is analyzed, the determinants of import dependence of Ukraine’s economy are defined. Thus, problematic issues of institutional support for the implementation of neo-industrial import substitution strategy in Ukraine are outlined, the proposals for its realization are made. Conclusion. Thus, we believe thatit is necessary to overcome barriers (organizational, institutional, technological) that hinder the implementation of neo-industrial economy model for realization of neo-industrial import substitution strategy in Ukraine. It provides performance of a set of conditions: the formation of a favorable institutional regime for the development of import-substituting productions, purposeful outing to the institutional trajectory of neo-industrial development, the formation of necessary institutional environment with general economic program development of neo-industrial import substitution. Keywords: foreign trade, import, domestic market, import substitution, import dependence, neo-industrial import substitution, structure of import use.

The crisis of 2008 once more highlighted the problems of Russia economic security, of judicious combination of domestic production and imports, of protecting the interests of Russian producers. At this point, import performs quite important functions in the domestic reproduction process. It brings into the local market competition, prevents monopolization, covers the demand for the missing goods, forms a modern model of consumption, etc. However, the import’s excess significantly inhibits the process of import substitution. The lack of consistency in dealing with the import reduces its positive implications.

Abstract:
In conditions of the extreme increase in threats to Russia’s national interests and unprecedented sanctions pressure, import substitution is an unambiguous priority of the country’s economic development. At the same time, the need for significant and reliable forecast of import substitution effectiveness and its impact on economic growth in Russia comes to the fore. This forecast allows to do variant calculations of economy and its industries requirement of the import substitution; to determine, based on the actual or required indicators of the scale and economy’s growth rate, the rational structure of the country’s foreign trade turnover, the optimal ratio between domestic production, exports and imports, the level of employment and household income both at the macrolevel and in the context of individual industries and commodity groups, taking into account the real situation in the economy. The import substitution effectiveness was calculated with using multicomponent analysis; the forecast of the import substitution effectiveness and its impact on economic growth was carried out using the regression modeling method in two directions: 1) forecast the values of complex indicator of import substitution, leading to a given GDP growth; 2) a point forecast of the import substitution effectiveness parameters, ensuring the strengthening of its positive impact on economic growth in Russia, solving the optimization problem. The results can be used in the activities of public administration aimed at adjusting the country’s socio-economic development plans and effective import substitution program development.

This thesis deals with the determinants and limits of the process of import substitution industrialisation which took place in Brazil from 1930 to 1980. A first important objective is to understand the direction given to the process of industrialisation and the consequent pattern of policy making. Secondly, the thesis asks why the Brazilian state, a key agent in the process of industrialisation, was notable to adopt certain measures and to go in certain directions which could have produced a more solid and sustainable process of economic development. Key attention is given to the concepts of state capacity and the developmental state. The concern with state capacity justifies a careful analysis of industrial policy, undertaken for the capital goods sector in the 1970s. In addition, the thesis is also centred on a comparative analysis. Through the experience of other countries, I intend to highlight the contribution of certain institutional factors to the path of economic development in Brazil. As a conclusion, the thesis shows how institutional factors, e.g. the result of peripheral international insertion and the organisation of social forces and of the state apparatus, constrained the capacity of the Brazilian state to replicate the results achieved by the developmental states in Japan and Korea. The study of the capital goods sector shows this in detail, emphasising the negative effects of divisions inside the state and the resistance of social groups on the coherence and the achievements of Brazilian industrial policy. An important conclusion is that the success of a substantial process of industrial transformation, which affects the interests of several economic groups, demands the construction of a strong coalition able to increase the government???s basis of support. This was an important deficiency of the military government, whose form of domination disregarded the relevance of such political mechanisms.

Abstract:
The impact of the World Depression of 1929 and the 2nd World War on many developing countries has been significant in terms of economic and political changes. Among the important transformations, changes in accumulation models, political discourses, balance of class forces and/or political regimes can be mentioned. The main objective of this thesis is to undertake a critical review of the debates centring on the concept of populism in Latin America as well as in Turkey so as to account for these changes. The predominant tendency in these debates has been to establish a correlation between populist policies and/or import substitution industrialisation strategy. In this study it is argued that, the line of thought which tried to analyse the developments in Argentina and Brazil as well as in Turkey from 1929 until the 1980s on the basis of such a correlation does not provide an adequate explanation. Instead, it is proposed that the concept of populism can enhance our understanding to the extent that it is conceived as a hegemonic project.

Abstract:
This research is a continuation of the comprehensive study of foreign economic activity of the Russian Federation, conducted by the authors over the past several years. The article is devoted to the typology of Russian regions on import statistics, taking into account their sectoral characteristics. At the same time the main direction of the article is focused on solving problems of rationalization of import substitution, which became urgent after the geopolitical fallout of 2014. The methodology presented in this study is the author's uniquely designed method of typology of regions based on import statistics. The method includes a combination of integrated assessments of homogeneity/heterogeneity of regional import’s structure by seven commodity groupings used in Russian state statistics, and the graphical visualization of their results. The results of the typology are the following: the identification of several groups of regions, unequal in size, but relatively homogeneous in imported goods. The most representative group includes regions with predominant expenditures on imports of machine-building products (57 of 82 regions of the Russian Federation). This group of regions and the machine-building sector of the national economy were the basis for recommendations on the development of international cooperation and import substitution. Other groups of imports were not left without analysis.

Abstract:
The importance of the microelectronics industry for the Russian economy is shown. The analysis of its con-dition is carried out and some problems of its development arising under the conditions of sanctions pressure are considered. The article highlights the complexity of the production process in the industry and the supply chains necessary for it. The forms/business models of production organization existing in the industry in the global economy conditions are analyzed. It has been established that these forms are currently being transformed under the influence of crisis phenomena in supply chains during the COVID-19 pandemic and in the subsequent period.The novelty elements of the article are related to the disclosure of dynamic and investment constraints associated with critical thresholds for the domestic microelectronics industry development.

This paper assesses the LAC's import substitution response to the recent wave of currency devaluations. For this purpose, this document uses both descriptive data and a simple econometric model to establish the short-term relationship between exchange rate movements and import penetration (total and within manufacturing sector) in the region, with a special focus on those countries that had experienced the largest depreciations. The results suggest that there is a significant relationship between depreciation and the decrease in import penetration, indicating that a 1% increase in the local currency depreciation reduces the IP by 0.41% to 0.69% and varies in those sectors with a stronger presence of domestic production.

Abstract:
By exploiting spatial variation in import exposure arising from initial differences in industry specialization, we analyze how local labor markets in Mexico adjusted to increased Chinese-import competition over different time horizons. The initial adjustment to the shock took various forms: a decline in the number of wage employees, a substitution of wage employees with piece-rate or outsourced workers, and a substitution of formal employees with informal employees. The negative effects on employment were mainly associated with job destruction from exiting firms, particularly those that were small and medium-sized. During periods in which employment fell, the population that actively participated in the labor force fell. The negative short- and medium-run effects mostly disappeared after 20 years.
