Import substitution provide multidirectional impact on the economy, accompanied by both positive and negative effects, nevertheless, import substitution, is a leading tool to overcome most unfavorable events in the country's economic system, which extremely aggravated in the first half of 2020. It is possible to force the development of import substitution's positive effects if there is a clear quantitative assessment of its effectiveness in terms of its impact on the growth of the Russian economy.
Based on a generalization and analysis of the methods and tools for assessing the impact of import substitution on the economy used by domestic and foreign authors in their studies, scientific-methodological approaches to such an impact were identified. In model approach, an author’s assessment methodology has been developed. At the first stage using an expanded system of import substitution effectiveness indicators, which grouped by sectors of the economy, a composite indicator of the effectiveness is formed by means of principal components method. At the second stage the dependence of economic growth on a composite indicator of import substitution effectiveness is formed by means of correlation and regression analysis.
General government of the economy can use our technique to shape an economic development strategy under the import substitution.

Subject. The article considers the investment activity in the regions of the Ural Federal District. Objectives. We analyze the impact of import substitution policy on investment activity by type of economic activity, using the regions of the Ural Federal District case. Methods. We employed methods of logic, statistical, and structural analysis. Results. We offer our own approach to the study of the impact of import substitution policy on the investment activity of regions. It rests on comparing the dynamics of Russian imports by major commodity group and the dynamics of investment in fixed assets by type of economic activity. The study revealed two trends. First, the development of substitute goods production. Second, the commodity sector development. It was found that in 2013–2019, investments in the sectors of mining and processing of mineral resources demonstrated faster growth. At the same time, investments in the production of import substituting goods did not show a stable positive dynamics. Thus, the enterprises of the Ural Federal District are more focused on the production of traditional export goods; the orientation of the import substitution policy to the domestic market and high-tech exports currently does not give the expected results and is local in nature. Conclusions. The results of the study can be used by Federal and regional authorities to assess the impact of import substitution policies on the investment activity of enterprises.

Background. The high level of the country’s dependence on imports of goods and services leads to significant vulnerability of its economy to market fluctuations, adverse price trends in the world market and threatens the competitiveness of domestic production and exports. The analysis of recent research and publications reveals that the problems of import contribution to the process of commodity saturation of Ukraine’s domestic market, structural changes identification, strategic priorities and institutional transformations in the state implementation of import substitution policy need in-depth study. The aim of this paper is to study implementation possibilities of the strategy of neo-industrial import substitution in the economy of Ukraine. Materials and methods. Modern scientific concepts, theoretical work on development and analysis of internal market functioning, statistical data are theoretical and methodological basis of this paper. Methods of statistical analysis, synthesis, grouping and graphical representation of the results were used to achieve the research purpose and implementation of the tasks. Results. The concept of neo-industrial import substitution is considered. The present state of Ukraine’s domestic market development and foreign trade is analyzed, the determinants of import dependence of Ukraine’s economy are defined. Thus, problematic issues of institutional support for the implementation of neo-industrial import substitution strategy in Ukraine are outlined, the proposals for its realization are made. Conclusion. Thus, we believe thatit is necessary to overcome barriers (organizational, institutional, technological) that hinder the implementation of neo-industrial economy model for realization of neo-industrial import substitution strategy in Ukraine. It provides performance of a set of conditions: the formation of a favorable institutional regime for the development of import-substituting productions, purposeful outing to the institutional trajectory of neo-industrial development, the formation of necessary institutional environment with general economic program development of neo-industrial import substitution. The crisis of 2008 once more highlighted the problems of Russia economic security, of judicious combination of domestic production and imports, of protecting the interests of Russian producers. At this point, import performs quite important functions in the domestic reproduction process. It brings into the local market competition, prevents monopolization, covers the demand for the missing goods, forms a modern model of consumption, etc. However, the import’s excess significantly inhibits the process of import substitution. The lack of consistency in dealing with the import reduces its positive implications.

In conditions of the extreme increase in threats to Russia’s national interests and unprecedented sanctions pressure, import substitution is an unambiguous priority of the country’s economic development. At the same time, the need for significant and reliable forecast of import substitution effectiveness and its impact on economic growth in Russia comes to the fore. This forecast allows to do variant calculations of economy and its industries requirement of the import substitution; to determine, based on the actual or required indicators of the scale and economy’s growth rate, the rational structure of the country’s foreign trade turnover, the optimal ratio between domestic production, exports and imports, the level of employment and household income both at the macrolevel and in the context of individual industries and commodity groups, taking into account the real situation in the economy. The import substitution effectiveness was calculated with using multicomponent analysis; the forecast of the import substitution effectiveness and its impact on economic growth was carried out using the regression modeling method in two directions: 1) forecast the values of complex indicator of import substitution, leading to a given GDP growth; 2) a point forecast of the import substitution effectiveness parameters, ensuring the strengthening of its positive impact on economic growth in Russia, solving the optimization problem. The results can be used in the activities of public administration aimed at adjusting the country’s socio-economic development plans and effective import substitution program development.

The development of import-substituting industries according to the intra-oriented strategy is carried out in order to develop exclusively the domestic market of the country. From the point of view of the national economy, this strategy leads to the preservation of the backlog, primarily in the field of technological and scientific-technical cooperation and prevents the emergence of industries in the economy-locomotives that can ensure the world level of progress. The use of this model of import substitution has become a determining trend in the development of the so-called new industrial countries (NIS).The intra-oriented strategy of import substitution plays a stimulating role in creating a diversified national economy, expanding the production of important goods on its own. The conceptual basis for the implementation of this strategy was the theory of the peripheral economy, developed by a group of Latin American scientists headed by the Executive Secretary of the UN Economic Commission. According to this concept, the demand for products. The use of the designated model of import substitution has become a trend of development of the so-called new industrial countries of Latin America. Another option for the implementation of import substitution policy can be a strategy of foreign-oriented import substitution, which is characterized by the achievement of structural changes in the economy through the replacement of imported components and parts in export products. Introduction. Import substitution is one of the key tasks of Russian politics and the economy of recent decades, which determines the relevance of studying this concept in other regions of the world to create the prerequisites for its most effective integration in our country. Back in 2022, parallel imports in our country began to be legalized by implementing the international principle of exclusive rights exhaustion. The purpose of the work is to analyze various regional approaches to import substitution and parallel import. Materials and Methods. The object of the study is the institutions implementing the legal regulation of import substitution and parallel imports in the Latin American, East Asian, North American and African regions, in particular the institution of exclusive rights exhaustion to trademarks, compulsory licensing, etc. in doctrinal and historical aspects. In the course of the study, an analysis of key legal acts related to the registration of import substitution policy and the legalization of parallel imports in the most representative countries of various regions of the world was carried out. The doctrines and judicial practice of some foreign countries concerning import substitution, exclusive rights exhaustion, parallel imports and compulsory licensing were studied. Results. As a result of the analysis of the import substitution policy in various regions of the world, it was concluded that it is advisable to develop in our country our own most adequate way for introducing import-substituting practices, in particular, combining tariff and non-tariff methods of protectionist influence on the economy. The domestic concept of exclusive law is currently undergoing a stage of transformation from “pro-author” to a kind of “mixed”, giving it uniqueness and identity. The national principle is legislatively enshrined in Art. 1487 of the Civil Code of the Russian Federation, however, judicial and administrative, in particular customs practice, is already guided by the “pro-market” model, implementing the international principle of exhaustion, laid down in by-laws. Discussion and Conclusion. We consider it expedient to form at the level of the CIS countries and other friendly states the creation of international organizations with similar functions aimed at paternally regulating the economies of the participating countries and creating optimal conditions for the implementation of the import substitution policy. The data obtained by the authors may be of practical significance for representatives of the legal, economic, business community, practicing lawyers, teachers and entrepreneurs, as well as representatives of the lawmaking initiative.

On the basis of official statistical data on the structure and existing risks of the formation of Russia's foreign trade turnover in comparison with other developed countries, the objective need for import substitution has been substantiated, the acceleration of which and an increase in the role in ensuring the country's economic growth depends not only on the effectiveness of measures taken by the state and the business community, but and from a clear quantitative assessment of its performance. A comprehensive assessment of the effectiveness of import substitution was carried out on the basis of a wide range of statistically reliable single indicators reflecting the impact of import substitution on the state and dynamics of development of the most important sectors of the national economy – its domestic production, exports, imports, and the socio-economic sphere. In order to model and calculate a complex indicator of the effectiveness of import substitution on the basis of the formed system of single indicators, the method of principal components was used, implemented in the Statistica application software package and which made it possible to compress the generated array of multidimensional information to a limited number of more informative features (the main component for each block of indicators) up to the final a comprehensive indicator of the effectiveness of import substitution. The indicators that have the greatest impact on the effectiveness of import substitution in each block of indicators have been identified. Based on the regression analysis, a high positive correlation was found between the integrated indicator of the effectiveness of import substitution and economic growth. Using the method of multicriteria optimization, the parameters of import substitution have been determined, which, in real economic conditions, at the prevailing rates and scales of GDP, enhance the positive impact of import substitution on economic growth.

The strategy of import substitution in the national economic policy, which provides the creation of conditions for the domestic production development, is mainly based on production capabilities and is aimed at ensuring the socio-economic and security needs of the country. Much less emphasis was placed on the possibility of substituting domestically produced goods for the demand of the population. Much less emphasis was placed on the possibility of the population’s demand replacement with domestically produced goods. However, in view of social security, especially in the conditions of martial law, when there are disruptions in the supply of products, in particular imported products, the correlation between the industrial and trade sectors within the policy of import substitution seems to be unfairly underestimated. So the issue of taking into account the parameters of retail trade when determining the priorities of the national policy of import substitution becomes relevant. Therefore, the purpose of the article is to investigate the potential impact of retail trade on the implementation of the policy of import substitution in the country and to determine the directions of trade business support for domestic production in wartime with the perspective of post-war recovery of Ukraine. Using the methods of analysis and synthesis, comparison, grouping and systematization, the article examines the level of import dependence of the retail trade of Ukraine in the pre-war period, which gives an idea of the potential of import substitution in the industry. Evaluating the product structure of retail turnover according to the criterion of the ratio of domestic and imported products made it possible to establish product groups, the domestic production of which must be supported and developed. Using the analysis of the dynamics of the commodity structure of imports in the prewar and wartime period, commodity items were identified for which supply chains were restored and for which there is a sufficiently high domestic demand, reflecting the needs of the market under martial law. Also, based on the analytical assessment of the levers of influence of trade business on its supply chain partners – domestic suppliers, the directions of its support for domestic, import-substituting production have been determined. The involvement of trade enterprises in the implementation of the national strategy of import substitution with the perspective of post-war reproduction involves the transformation of approaches to the integrated management of supply chains.

The article analyzes the problems of development of oil and gas industry enterprises, their import dependence in modern conditions. The essence and various aspects of the economic strategy of import substitution are considered, taking into account the industry specifics. It has been determined that the processes of import substitution are expedient only in cases when they provide a basis for sustainable development of industry, expanding opportunities for oil and gas enterprises capable of independent development with appropriate start-up support. The processes of import substitution in the activities of oil and gas industry enterprises should, as a result, ensure an increase in the use of advanced resource and energy saving technologies, especially in the field of oil and gas chemical industries. In modern conditions, the key area of import substitution operations can and should be the creation of small and medium-sized production of import-substituting goods on the basis of functioning large companies in the oil and gas industry.

Имеются работы исследователей по проблемам аналитики рынка строительных материалов, изучения политики импортозамещения и оценки уровня импортозамещения, база данных отечественных строительных материалов НОСТРОЙ. Однако необходимо комплексное решение проблемы импортозамещения в строительстве, включающее уточнение теоретических аспектов, адаптацию методических основ и их доработку применительно к специфике импортозамещения строительных материалов, а также примеры практической реализации для возможности его применения девелоперскими и строительными компаниями, органами государственной власти и отраслевого управления в качестве «лучшей практики». В статье приведена концептуальная схема реализации политики импортозамещения в строительстве применительно к импортозамещению строительных материалов. Рассмотрены основные элементы предложенной схемы, предложен алгоритм выбора импортозамещающих строительных материалов. Проведена апробация предложенного методического инструментария на примере импортозамещения добавок для бетона. The current problem of import substitution in modern construction practically does not have a complete comprehensive scientific and methodological justification. There are works by researchers on the problems of analytics of the building materials market, studying the policy of import substitution and assessing the level of import substitution, and the NOSTROY database of domestic building materials. However, a comprehensive solution to the problem of import substitution in construction is needed, including clarification of theoretical aspects, adaptation of methodological foundations and their refinement in relation to the specifics of import substitution of building materials, as well as examples of practical implementation for the possibility of its use by development and construction companies, government bodies and industry management as “ best practice." The article provides a conceptual scheme for implementing the policy of import substitution in construction in relation to import substitution of building materials. The main elements of the proposed scheme are considered, and an algorithm for selecting import-substituting building materials is proposed. The proposed methodological tools were tested using the example of import substitution of concrete additives.

Import substitution today is both a goal and a tool for the development of the national economy in the context of sanctions policy and global instability. The relevance of managing import substitution processes to ensure the sustainable development of the Russian Federation is beyond doubt; however, the issues of accounting for regional differentiation in terms of financial, economic, scientific, technical and production potentials, as well as indicators of sustainable development in managing import substitution processes are not well developed. The paper attempts to close this gap: the problems of import substitution are considered in the context of creating management mechanisms aimed at ensuring the sustainability of the regions. The paper proposes the author's concept of import substitution, analyzes its causes and goals; considers the relationship between import substitution strategies and sustainable development; substantiates the need to take into account regional specifics and analyzes the impact of import substitution on the goals of sustainable development. The elements of the mechanism and stages of a differentiated approach to the management of import substitution at the regional level are proposed, the problems of implementing import substitution strategies and the directions for their solution are considered.

The exhaustion of the traditional raw material export model, which results in a growing dependence of the core economic industries on imported goods and components, makes it increasingly relevant to develop tools for finding promising areas of import substitution. The paper proposes a methodology for assessing imported commodity groups to identify the priority areas for import substitution in a region. The theoretical framework of the study includes comparative and competitive advantage theories, as well as the concepts of production concentration, clusters, and industrial complexes. The research methods of economic-statistical, structural analyses and clustering were applied. The statistical data were retrieved from the Federal Customs Service of the Russian Federation, the Federal State Statistics Service (Rosstat), and the Unified Interdepartmental Statistical Information System (EMISS). The proposed methodology was tested using the case of imports and exports in the Republic of Tatarstan in 2013–2021. We identified four key commodity clusters for import substitution, which account for more than 40 % of the region’s current imports, these are 1) the important localized import-dependent commodity groups a) having potential for import substitution in the region (tools, petroleum products), b) promising for import substitution in the RF (equipment and mechanical devices, furniture), as well as 2) the important non-specific import-dependent commodities a) having potential for import substitution (paints, electrical machines), and b) promising for import substitution (milk, clothing). The largest producers of the Republic of Tatarstan were identified for each cluster. Matrix modeling showed that some commodity groups are positioned in the area of the region’s low specialization, low localization and share of imports, which are typically grouped into three additional clusters that do not require enhanced policy on import substitution: growing import-dependent goods (grain, etc.), goods requiring no particular attention (silk, wool, etc.), and significant import-dependent goods (essential oils, etc.). The research findings can be used by regional ministries and departments when making strategic decisions on import substitution.

Рассмотрены объемы потребления продуктов питания и определены регионы в которых нормы потребления ниже среднероссийского значения и не соответствуют рекомендованным нормам потребления Минздравом России. Причины отклонения от среднероссийских значений и норм Минздрава заключаются в ограничениях физической и экономической доступности продовольствия. Главным условием в эффективной реализации политики импортозамещения в отраслях АПК является удовлетворение потребности общества в продовольственных товарах путем наращивания производства продовольствия отечественными сельхозтоваропроизводителями. Успешно реализованная политика импортозамещения должна обеспечить переход к экспортной ориентации, ранее импортозамещающих групп продовольствия. The article shows the specifics of the implementation of the import substitution policy under the conditions of Western sanctions and the withdrawal of foreign companies from the market. The dynamics of the production of import-substituting food is presented. Groups of food products that need to increase production in order to achieve self-sufficiency indicators have been identified. The volumes of food consumption are considered and the regions in which consumption rates are lower than the average Russian value and do not meet the recommended consumption standards by the Ministry of Health of Russia are identified. The reasons for the deviation from the average Russian values and the norms of the Ministry of Health are the limitations of the physical and economic availability of food. The main condition for the effective implementation of the policy of import substitution in the agricultural sectors is to meet the needs of society for food products by increasing food production by domestic agricultural producers. The successfully implemented import substitution policy should ensure the transition to export orientation of previously import-substituting food groups.

Subject. The context determining state regulatory measures with regard to foreign trade depends on a number of economic, political, social, and legal factors. At the moment, they are becoming the basis for the state economic policy, which is defined as an import substitution policy (with regard to international economic ties). Objectives. The purpose of our study was to substantiate the methodological approach to the analysis of the causes and consequences of the current import substitution policy in Russia, and the way the state affected the results. Methodology. Our hypothesis is that the import substitution processes taking place in Russia since the late 1990s are a reaction of the economic system (including the state foreign economic policy) to external shocks rather than a deliberate policy of the government aimed at promoting ineffective industries of the national economy competing with foreign imports on the national market. In our study, we used the method of empirical observations based on analytical, expert, and statistical data. Results. The study substantiates the hypothesis that the import substitution policy conducted in Russia since the 1990s is a political and economic reaction to external shocks of various origin and nature, which caused an imbalance in the micro- and macroeconomic relationships of the country. The article considers the specific features of three stages of import substitution in Russia: 1998-2003, 2014-2021, and from 2022 until now. Discussion. The obtained results are compared with the conclusions made by researchers who analysed the import substitution processes in Russia in the said time periods using the neoclassical approach and made forecasts as to the prospects of technological development. Conclusions. The conducted analysis allowed us to make a conclusion that import substitution can be defined as a result of external shocks, i.e. the impact of external factors (economic, political, etc.) on the relationships established within the economic system resulting in the destruction of such relationships. Essential aspects of import substitution include the content aspect, the role of the state, the role of the global market, the conditions created for import substitution, and the technological aspect. We also analysed the specifics of import substitution in Russia during various stages, from 1998 up to the present moment.

The authors analyzed consumption levels of the main agricultural products and food, depending on the populations level of income. The study associates the problem of import substitution with provision of domestic material and technical resources. The authors noted that the duration of the import substitution process for different agricultural products depends on the effectiveness of agricultures organizational and economic mechanisms. Growth opportunities are limited in the economys agricultural sector due to replacement of imports market share. Developing import substitution will create conditions for increasing exports of agricultural products and food and for transitioning from import dependence to development of export potential.

The study focuses on forming an instrumental approach in the field of import substitution policy as a country development strategy implemented through identifying the main constraints of the situational (sanction-caused) and fundamental (related to the policy content) nature. The research subject is the import substitution policy in Russia, as well as the conditions created by economic sanctions. Methodologically, the study relies on the theories of international trade and public administration that allowed determining the main types of import substitution and restrictions emerging when managing this process at the government level within a large-scale system, as well as establishing feedback in the implementation of macroeconomic policies counteracting import substitution, i.e., parallel imports and zero duties. The research methods are comparative and taxonomic analysis, and generalization of statistical estimates. Empirical evidence comes from the industry-specific import substitution programmes and orders of the Ministry of Industry and Trade of the Russian Federation. The author proposes a pyramid of import substitution significance levels reflecting various scales of import substitution policy – starting from products and services, technologies, and institutions (rules) to regulatory methods and policy models, cultural imperatives, and economic doctrines. The generalized Russia’s experience shows that progress in import substitution is relative. This implies investing more efforts in the development of a national project that would link national design and implementation of sectoral programs at all levels with evidence-based substantiation of resources and priorities within the goals of import substitution.

In the context of reduced imports of foreign-made products and restrictive sanctions, the Russian economy has been forced to pursue an active import substitution policy for ten years. The article considers the principles of analytical research of the best practices and techniques of import substitution, which increase the competitiveness of industrial enterprises. Modern economic trends, characterized by rapidly changing conditions of the organization of the production process in a particular branch of the industrial sphere, are directly related to the introduction of new technologies, the development of equipment and components capable of replacing similar imported goods. Therefore, the problem associated with overcoming the crisis of replacing imported goods, services, components for high-tech equipment and software remains. The assessment of the formation of conditions for Russian manufacturers and companies whose activities are directly or indirectly related to the development of the country's industrial cluster is given. Since the share of imported products, on which the well-being and stability of many industries depend, is still quite high despite the import substitution strategy in the Russian Federation until 2030, this dependence is decreasing at a low, albeit steady pace. In this regard, the industries that require increased attention in this matter are analyzed – reducing import dependence in production, which is possible only in conditions of increasing output of import-substituting products that can meet the needs of a particular industrial sector. This applies primarily to industrial production, the work of which requires the use of high-tech equipment, manufacturing industries, as well as the IT sector. However, key industries will be able to develop further only if they increase the volume of high-quality domestic products instead of imported ones. But Russian manufacturers who are ready to enter the market with such products are not always competitive enough, which in the future often creates difficulties for entering the leading positions in the production of import substitution products and, importantly, their retention. This is a reason to reduce production or release products in limited quantities. Therefore, the article contains provisions on the expediency of organizing import-substituting production in accordance with the needs of industrial enterprises in various fields of activity in import-substituting products. Such analytical aspects will make it possible to quickly and effectively identify the structural elements of production that require the launch of the import substitution process in the first place, if the process is economically justified and its launch is expedient in accordance with the strategy of sustainable development of the enterprise.

The considerable role of the state, its ministries and departments is underlined in forming and realization of import substitution policy and consists in the development of regulatory basis, introduction of requirements on localization of production, concessionary financing of enterprises from budget and off-budget sources, development of national standards of product quality, application of special custom regimes and decline in tax rates. Drawn a conclusion about efficiency of oil and gas clusters for the development of national production of goods and services.Identifying features of inside- and out- side-based strategies of import substitution are educed and realized in Brazil and Norway. Taking into account all obtained results, the strategy of mixed-based import substitution is defined as the most acceptable to application in Russian oil and gas industry.Its essence consists in the necessity for industry enterprises to combine strategies of substituting for selective number of import products, that doesn`t have sufficient amount of analogues on the territory of the country, and strategy of creation of new modern import substitution productions that oriented on export where it`s economically reasonable.

Introduction. In the modern world, the introduction of innovations is becoming one of the main ways of economic development of both organizations and states. In this regard, the process of switching Russian economy to the innovative way of development acquires special importance. Still in 2011, the Government approved the Strategy for Innovative Development of Russia until 2020: it formulates the goals of the country’s long-term development and indicators that characterize their implementation. Import substitution was identified as one of the key factors contributing to the achievement of these goals. The aim of the work is to study the impact of import substitution on the effectiveness of the implementation of the Strategy for Innovative Development of Russia. Theoretical analysis. Import substitution processes in Russian economy began in the late 1990s. The main reason at that time was the ruble devaluation, due to which the volume of imports in 1998–1999 decreased by more than 30%. Imports replacement became possible by increasing the supply of domestic producers who resumed the use of previously mothballed facilities. According to a number of Russian economists, during this period import substitution was one of the key drivers of GDP and industrial production growth in the country. In the 2000s, import substitution processes began to take on a point-by-point rather than a mass factor: they took place in those industries where Russian enterprises had clear competitive advantages. In 2014, following the implementation of economic sanctions against Russia, the Government adopted a number of measures aimed at intensifying import substitution in the country. Empirical analysis. The text of the strategy identifies import substitution as one of the key factors in the innovative development of the domestic economy. The paper considers the impact of the ongoing policy of import substitution on the achievement of the strategic goals of Russia’s innovative development. A statistical analysis of indicators characterizing the effectiveness of ongoing measures in the field of import substitution and stimulation of innovative development was carried out. Results. According to the results of data statistical analysis, a conclusion is obtained that the target indicators in the field of import substitution have not been achieved: in key sectors of the economy there is still a high dependence on supplies of foreign products. Innovative technologies used by domestic organizations are still mainly of import origin. At the same time, indicators of innovation activity in Russia remain significantly lower than in foreign countries. This situation relates mainly to such factors as lack or shortage of organizations funds, long payback period of investments in innovation, lack of qualified personnel, as well as reduction of opportunities in cooperation with other enterprises and scientific organizations.

In this work, an analysis of a possible option for introducing the “sandbox mechanism” into agriculture of the Russian Federation was carried out; the authors investigated the possible economic consequences of this implementation. The emphasis is placed on the fact that this step will allow our country to enter a completely new innovative path of agricultural development. The following research results were obtained: failures in imports and exports due to large-scale disruptions in food supply chains are the results of Western sanctions pressure on the Russian food market. Russia is still dependent on imports, so the main thesis is that exports and import substitution are complementary strategies. In order to level out the problem of import substitution, the authors propose the use of a “sandbox mechanism”; it is quite obvious that, through a certain methodology, we will reduce the time and costs of entering export-oriented products into the national market, and then world markets and, subsequently, expanding production capabilities for domestic manufacturers. The key directions of state policy in the field of import substitution have been identified - ensuring technological sovereignty in the country through the production of import-substituting and export-oriented products. The main threats to food security for 2024-2025 are formulated: the further use of parallel imports will only worsen the already difficult relations with the West, and new risks will also appear - an uncontrolled rise in food prices and, as a result, a loss of confidence of the domestic consumer. Specific models of import substitution are proposed with an emphasis on domestic high-tech developments and scientific competencies in the food market.

In light of the current economic situation and considering the importance of the oil industry for the Russian economy, an import substitution policy could help achieve the objective set by the President.Aim. The study aims to identify the problems and ways of implementation of an import substitution policy in the Russian oil industry.Tasks. The authors analyze scientific publications on import substitution and the state of the Russian oil industry at the current stage of development; determine the directions and fundamental trends in the development of the oil industry; identify obstacles that hinder the implementation of an import substitution policy in the oil industry; describe conditions that facilitate the development of the investment process in the oil industry; propose comprehensive methods and ways to intensify investments and optimize costs for enterprises in the oil industry.Methods. This study uses general scientific methods of cognition, comparative and statistical analysis to identify problems in the implementation of an import substitution policy in the oil industry.Results. Examination of the current state and development prospects of the oil industry allows the authors to identify obstacles to the development of import substitution. The study shows their impact on the potential of import substitution, which has a negative effect on the prospects of intensification of investment processes, and proposes comprehensive methods and mechanisms that could neutralize the impact of the identified obstacles, thus facilitating the formation of a positive investment climate. Conclusions. Investment climate is shown to have a decisive impact on the potential of import substitution in the Russian oil industry, and ways of overcoming negative trends in the development of the oil industry are proposed.

The article substantiates that import substitution needs to be studied as a complex economic process. The main scientific methodologies and methodological approaches in the study of the mechanism of import substitution are considered. It is clarified that the most significant stage not only in the formation, but also in the implementation of import substitution policy is strategic planning, which determines the effectiveness of managing all types of available resources in order to achieve the set goals of the strategy. Based on the analysis of management decisions on import substitution, the main obstacles to enhancing economic growth were identified. The need to strengthen the role of state in making management decisions in the formation of import substitution policy is outlined. The author proposes a set of measures to ensure the formation of a favorable economic environment for the implementation of innovation policy in the field of import substitution. It is substantiated that the policy of import substitution is a strategy of national economy, the core of its prosperity and competitiveness in foreign markets. The role of state policy of import substitution as the main guarantor of regulation in this area is revealed. It was found that the implementation of import substitution policy must take into account the socio-economic consequences, since an uncontrolled reduction in imports can lead to a shortage of goods on the market, rising prices and deterioration in the availability of some goods for consumers. Based on this, the state must ensure a balance between supporting domestic production and meeting the needs of the population.

The presented study analyzes the foreign experience of import substitution, which made it possible to identify three types of strategies implemented with the help of state policies – the first, second and third types. In the author's scientific work, a chronological study of import substitution processes in the Russian economy is carried out, the need for an import substitution policy at various stages of economic activity is substantiated. The objectives of import substitution are defined, which are the elimination of artificial barriers, sanctions, the creation of analogues and fundamentally new domestic technologies, support and policy of economic preferences for the most vulnerable types of economic activity, the organization of RD and the production of experimental high-tech product samples. It is revealed that in order to solve the priority tasks in the field of import substitution, it is necessary to form a set of state measures that create conditions for the creation of domestic products that are competitive on the world market and represent the basis for the modernization of the Russian economy. The policy of import substitution should be carried out systematically, using methods of public administration and regulation, economic incentives and the combined method. The types of import substitution policies have been supplemented: the policy of ensuring state sovereignty; the policy of developing strategically important sectors of the economy; the policy of forced import substitution caused by the sanctions impact on the state economy; the policy of state preferences and protectionism of the domestic sector of the economy. The paper presents models of import substitution policy implemented at the present stage, reflecting innovative and intellectual activity. It is determined that the basis of the import substitution policy at the present stage is the opposition to economic sanctions in the innovation sphere, in order to create technologies of «superiority» and advanced development.

“The new reality” means a commodity-exporting economy cannot use its accumulated fx-reserves or attract new fx-debt to smooth abrupt import reduction amid slower decline of income flow from commodity export. We use a modified version of the Ramsey—Cass—Koopmans’ model to study aggregate and structural changes in the economy under these conditions in the shorter and longer run. The results show that the potential GDP of the economy which cannot effectively substitute its import should decline both in the shorter and longer run. However, full and effective import substitution does not guarantee households would restore their volume of consumption. The reasons are, first, labor reallocation into the import-substituting sector that reduces availability of labor for other sectors and, second, the need to keep capital intensity of production at a higher level. If the efficiency of import substitution is asymmetric and biased to goods for final consumption relative to goods for investments, the structure of imported goods becomes biased to the later. Moreover, goods for final consumption experience very intensive import substitution in such a case. However, it does not result in the restored level of total consumption. The results may imply higher consumer goods inflation in practice. If import substitution is extremely inefficient in both consumption and investment goods’ production, households cannot avert a huge reduction of their welfare.

The article analyzes the experience of countries that have used different import substitution strategies, identifies the positive and negative consequences. Particular attention is paid to the study of theoretical aspects of the problem of import substitution in the economic development strategy implementation. On the basis of the conducted researches the directions of import substitution strategies introduction in modern conditions are outlined. Based on the study, the following prerequisites for the successful import substitution policy implementation are identified: justification of the product groups set, import substitution of which is appropriate and cost-effective for the state and society in the long perspective; the instruments of import substitution policy, in particular the prevalence of restrictive instruments (tariffs, quotas, taxation, etc.) in order to protect the national producer and stimulate investment measures to stimulate innovative economic development.

This article focuses on the importance of implementing an import substitution strategy in the context of economic policy, emphasizing that this can become a determining factor for stimulating domestic production, creating new jobs and strengthening the economic independence of the national economy. The work provides an in-depth analysis of the concept of import substitution in the Russian context, studying the various mechanisms and tools used by the government to implement this strategy. In addition, the potential of various methods of influencing the processes of import substitution is examined in detail. It is important to note that the import substitution strategy is aimed at reducing or completely stopping the import of certain goods by intensifying the production of similar goods in the domestic market. The authors of the work pay attention to the policy of import substitution as a directed action of the state, which is aimed at supporting and developing domestic production of goods that have competitive advantages over imported analogues. A discussion is held of the fundamental principles of the import substitution strategy, including time limitations, strategic focus and the stimulating rather than directive nature of the measures being implemented within the framework of the import substitution policy. The main attention is paid to the analysis of the dynamics of the competitiveness of domestic products and the entire national economy, considered as a key indicator of the success of such a strategy. The main instruments of import substitution are examined in detail, which are classified according to the nature and intensity of their impact on economic entities, the breadth and direction of this impact, taking into account the costs of their implementation and territorial distribution. In addition, the key mechanisms of import substitution, including tariff and non-tariff methods, are studied in detail. Particular attention is paid to identifying the positive effect of ongoing activities that contribute to the expansion of production and stimulating business activity in the country, as well as the method proposed in the work for assessing the potential of import substitution mechanisms, which is based on an analysis of the positive and negative results of their implementation in combination with a study of the costs of their implementation.

Суть данной статьи сводится к практике реализации внешнеторговой политики России и ее стратегических интересов в мировой торговле в современных условиях. В статье рассматривается опыт использования импортозамещающих и экспортоориентирующих стратегий в Российской Федерации. Научная гипотеза выражается в следующем тезисе: изучение теоретических аспектов импортозамещающих и экспортоориентирующих стратегий; изучение сущности, целей, характеристик и результатов импортозамещения в России. Сущность импортозамещения заключается в экономической политике государства, направленной на сокращение, а в некоторых случаях и полное прекращение выхода товаров из других стран на рынок страны. Стратегия импортозамещения направлена на поддержание собственной промышленности, способствует модернизации отраслей экономики, инновационному развитию и общей безопасности государства. Методологическим подходом разрабатываемой стратегии импортозамещения является возможность увеличения производства товаров в стране. Особое внимание уделено изучению сущности, целей, характеристик и результатов импортозамещения в России. Окончательная концепция позиционирования сформулирована в статье. The gist of this article boils down to the practice of implementing the foreign trade policy of Russia and its strategic interests in world trade in modern conditions. The article discusses the experience of using import-substituting and export-oriented strategies in the Russian Federation. The scientific hypothesis is expressed in the following thesis: the study of the theoretical aspects of import-substituting and export-oriented strategies; study of the nature, goals, characteristics and results of import substitution in Russia. The essence of import substitution is the economic policy of the state, aimed at reducing, and in some cases, completely stopping the release of goods from other countries to the country's market. The import substitution strategy is aimed at maintaining its own industry, contributes to the modernization of economic sectors, innovative development and the general security of the state. The methodological approach of the developed strategy of import substitution is the possibility of increasing the production of goods in the country. Particular attention is paid to the study of the nature, goals, characteristics and results of import substitution in Russia. The final concept of positioning is formulated in the article.

Выделены положительные результаты современных тенденций в российской экономике, характеризующие повышение степени экономической безопасности. Приведена динамика структуры производства основных групп импортозамещающих продуктов питания за 2017–2021 гг. Выделены товарные позиции, которые вносят наибольший вклад в общую динамику продуктового импортозамещения. The article considers the relevance of import substitution in modern Russia and its main trends. The analysis of the structure of Russian imports and exports for 2022 is carried out. The positive results of current trends in the Russian economy, characterizing the increase in the degree of economic security, are highlighted. The dynamics of the production structure of the main groups of import-substituting food products for 2017-2021 is given. The main commodity positions that make the greatest contribution to the overall dynamics of food import substitution are highlighted.

The article studies import substitution potential in a new geopolitical situation for the four most “import-intensive” industries that are characterized with the highest volume of import and negative foreign trade balance: agri-food sector, mechanical engineering, chemicals, transportation services and traveling. Prospects, preconditions and threats for import substitution of certain foodstuffs, tractors, rail cars, trucks, passenger cars, civil aircraft, plastics, tires, transportation services and traveling are analyzed. The import substitution process will be accompanied by diversification of industrial production. Potential reducing of the burden on primary exports due to contraction of imports in certain market niches and filling them with domestic manufacturing goods is assessed.
