The vision of the manager must be shared with both the institution’s staff and the local community. It should be pointed out that there is no effective school if the manager can’t express this vision with the rest of the people who come into contact with the unit. The plug-in hybrid electric vehicle (PHEV) gradually moves into the mainstream market with its excellent power and energy consumption control, and has become the research target of many researchers. The energy management strategy of plug-in hybrid vehicles is more complicated than conventional gasoline vehicles. Therefore, there are still many problems to be solved in terms of power source distribution and energy saving and emission reduction. This research proposes a new solution and realizes it through simulation optimization, which improves the energy consumption and emission problems of PH

Abstract:
A partitioning inter-well tracer test (PITT) determines the residual (or even remaining) oil saturation (SOR) in the flooded region between well-pairs. This type of tracer test can be used to identify improved oil recovery (IOR) targets, evaluate IOR projects, evaluate enhanced oil recovery (EOR) methods, and improve reservoir description for efficient hydrocarbon production. Thus, the main objective of the work with inter-well oil/water partitioning tracers developed within the framework of the IOR Centre is to provide tools and methodologies to improve reservoir description for efficient man

Abstract:
This brief examines Nepal’s medical equipment management challenges and offers actionable recommendations. A survey of 80 health facilities across five provinces highlights key issues, including unused or nonfunctional equipment caused by logistical hurdles, workforce shortages, and maintenance gaps. The brief calls for strengthening workforce capacity, advancing digital inventory systems, and aligning policies to improve equipment management and boost health care delivery efficiency.

Abstract:
In many parts of the world, forests and peatlands, previously considered to be the largest terrestrial carbon storehouses, are transitioning into super carbon emitters under warming conditions, due to large and frequent wildfires. Carbon mitigation actions and policies— including carbon pricing, credit verification, and Voluntary Carbon Market (VCM) projects under the forestry and land-use category, as well as the Paris Agreement— fail to properly account for wildfire-related carbon emissions. Natural carbon sequestration in dry soils through forestation policies might be ineffective in warmin

Abstract:
Public-sector organizations in APO member economies are under pressure to enhance service quality while maintaining accountability, transparency, and productivity. Good governance and new public management have spurred reforms to improve performance, focusing on measurable outcomes at all levels. However, low targets and distorted outcomes can undermine the goals, and so 360-degree feedback systems are crucial for good governance, resource efficiency, and better public services, despite their operational challenges. The report highlights trends, challenges, and the need for continuous adaptati
